This paper outlines the role of consultation in the development of a new city centre library. The initial section focuses on the planning behind Birmingham City Council's project to replace its existing Central Library with a new Library of Birmingham on the other side of the city centre. The paper then goes on to discuss the role of public consultation in the early stages of this project, outlining the purposes, constraints, methods used, early findings and the longer-term ideas, questions and potential.

AbstractThe Defence Medical Library Service (DMLS) supports the clinical practice and career development of military health professionals across the world. Clinical governance and the need for medical knowledge to be evidence-based means the DMLS has a central role to play in support of defence medicine. The DMLS is important for enabling health professionals to make sense of the evidence-based pyramid and the hierarchy of medical knowledge. The Royal Centre for Defence Medicine (RCDM) in Birmingham is recognised as an international centre of excellence. The information, knowledge and research requirements of the RCDM will provide opportunities for the DMLS to support and engage with the academic community.

Charles Parker's BBC Radio Ballads of the late 1950s and early 1960s, acknowledged by Derek Paget in NTQ 12 (November 1987) as a formative influence on the emergence of what he called ‘Verbatim Theatre’, have been given a new lease of life following their recent release by Topic Records; but his theatrical experiments in multi-media documentary, which he envisaged as a model for ‘engendering direct creativity in the common people’, remain largely unknown. The most ambitious of these – The Maker and the Tool, staged as part of the Centre 42 festivals of 1961–62 – is exemplary of the impulse to recreate a popular culture which preoccupied many of those involved in the Centre 42 venture. David Watt, who teaches Drama at the University of Newcastle, New South Wales, began researching these experiments with work on a case study of Banner Theatre of Actuality, the company Parker co-founded in 1973, for Workers' Playtime: Theatre and the Labour Movement since 1970, co-authored with Alan Filewod. This led to further research in the Charles Parker Archive at Birmingham Central Library, and the author is grateful to the Charles Parker Archive Trust and the staff of the Birmingham City Archives (particularly Fiona Tait) for the opportunity to explore its holdings and draw on them for this article.

This thesis considers the use and potential of digital technologies for those responsible for photographic collections in public libraries. Using the Birmingham Central Library as a case study, the research has explored how information comn1unication technologies have impacted on the way in which photographic in1ages are created, stored and disseminated. The study provides an overview of both the British library service and the role of archives within this public provision. Following an examination of the characteristics of digital media and a range of issues relating to the preservation, dissemination and economic exploitation of photographic il1aterials in digital form, the thesis goes on to adopt a variety of research strategies, including a number of empirical projects used to assimilate information relating to the practical application of information communication technologies by those working in public libraries. The major outcome of the research, identified in the later sections of the thesis, has been to n1ake a unique contribution to the field of knowledge relating to the provision of digital resources by those responsible for photographic collections residing in archives within public libraries in the United Kingdom. The conclusions to emerge from the theoretical and empirical research contribute to knowledge by providing current information about the utilisation of digital technologies for the purposes of enhancing access to photographic material held within public library archives, whilst also considering possible future developments relating to the area of investigation.
