Full textIn the heart of the Bolivian Altiplano, the Salares of Coipasa and Uyuni are the biggest reserve of salt in the world. For the inhabitants of the neighbouring area, this salt is a significant source of income ; carried by lama caravans down to the oriental or occidental valleys where it is battered, it allows them to obtain miscellaneous complementary produces (such as corn, chili, wood or coca. . . ) essential for their leaving. Situated between those salares, at the crossward of the main trade routes, the volcanic cordillera intersalar stands at a highly strategic position. It is likely that this vertical exchange system dates back beyond the prehispanic periods, and various archaeological testiminies such as citadels or pucaras (with rectangular houses and circular stores or collcas), necropoles with differents types of burials (under rocky shelters, in cyst graves, in circular shafts and in chullpas), agricultural terraces and a huge network of roads and paths show that this area have been once the center of a strong human occupancy. It has known a demographic extension during the middle horizon (600900 after j. -c. ) at the time of the expansion of tiwanaku culture and during the late intermediary period (1000-1500 after J. -C. )

Full textPost-revolutionary Bolivia is experiencing recurrent political instability which is revealed by both frequent changes of president and the violation of the rules of succession as laid down by the constitution. This instability can be understood by analyzing the mobilization and collective action of the various groups competing for the direct or indirect control of the state power : miners' unions and, more generally, workers' unions, regional committees, employers' organizations, army, political class and foreign agents - especially north american - having a foothold in the country. This instability is the consequence of both their fierce competition and the special orientation of a ruling class led by tradesmen and financiers, looking towards foreign countries, more speculative than productive, bent on economic deregulation and whose political survival and ever growing wealth depend on their keeping a close control over the wheels of the state

Full textThis dissertation deals with southern Bolivian Quechua and its linguistic, historical, and sociolinguistic aspects. At a historical level, I advance a model of relatively late (17th and 18th centuries) urban hierarchical centrifugal diffusion and an early Castilianization of the 2C Quechua variety, holding as the main center of diffusion the imperial mining city of Potosí. At the same time, the intersection betwen an emic (perceptive dialectology) and etic (variational sociolinguistic) approach results in the proposal of a sociolectal hierarchy between two varieties of Bolivian Quechua based largely on the perceived strength of Castillianization. As a result, this study of the Cochabamba Valle Alto involves two linguistic variables that are of particular relevance to the proposed structuring. The variants with low vowels from the plural inclusive morpheme Chik, [čeχ], [čaχ], formerly considered prestigious and once on the verge of imposing themselves on the high vowel variant [čis], traditionally linked to rurality, are now experiencing a strong setback as a result of the profound socioeconomic and migratory transformation of the last eighty years. At the same time, in production, the distribution of the rural [ʃa] and urban [sqa], [sa] variants of the morpheme of the progressive Chka remains globally stable. The proposed interpretation is that the lack of prominence of the variable stems from the lack of oposition between the alveolar and post-alveolar sibilants in Quechua 2C, as well as a phenomenon of near merger between the allomorphs in perception
Esta tesis trata del quechua boliviano meridional y de sus aspectos lingüísticos, históricos y sociolingüísticos. A nivel histórico, se defiende un modelo de difusión centrífuga jerárquica urbana relativamente tardía (siglos 17 y 18) y una castellanización temprana de esta variedad de quechua 2C, teniendo como centro principal de difusión la ciudad imperial minera de Potosí. Por otra parte, la articulación entre une acercamiento émico (dialectología perceptiva) y ético (sociolingüística variacionista) me lleva a proponer la existencia de una jerarquización sociolectal entre dos variedades de quechua boliviano, basada ampliamente sobre la percepción de una castellanización más o menos fuerte. Dos variables lingüísticas particularmente relevantes en torno a esta estructuración han sido escogidas para el estudio del Valle Alto de Cochabamba. Las variantes con vocales bajas del morfema del plural inclusivo CHIK, [čeχ], [čaχ], antiguamente prestigiosas y alguna vez a punto de imponerse sobre la variante de vocal alta [čis], vinculada con la ruralidad, conocen hoy en día un fuerte retroceso debido a las profundas transformaciones socioeconómicas y migratorias de los últimos 80 años. Al mismo tiempo, en producción, la distribución de las variantes rurales [ʃa] y de las variantes urbanas [sqa], [sa] del morfema del progresivo CHKA, se mantiene globalmente estable. La interpretación propuesta es la falta de prominencia de la variable debida a la ausencia de oposición entre sibilantes alveolar y post-alveolar en quechua 2C y a un fenómeno de quasi fusión de los alomorfos en percepción

Full textThe Leco from North of La Paz were considered to have disappeared by the end of the XXth century ; however in 1997, two groups of Leco re-emerged independently from each other, one in Larecaja and one in Apolo. In the former the claim was less violent than in the latter, where Quechua peasants share language, culture and kinship, and refuse to recognize the land rights and the identity of their “Indigenous Leco” neighbours.The thesis aims to understand ethnohistorically both resurgences, and tries to go beyond essentialism to understand the heterogeneous melting pot from where the Apoleños come.Apolobamba, because it connects highlands and lowlands, received Andean influences (puquina, aymara and quechua) early on. Its inhabitants, the Chuncho of the Incas then the Spaniards, show hybrid ethnolinguistic and socio-cultural features. The ethnic diversity was being reduced in the 18th century Franciscan Missions, where the ethnolinguistic border between an Andean South and the “savages” of the North was drawn at the Tuichi river. The liberal Republican period, with the construction of a national identity, once again shrunk regional diversity and increased “andeanization”. Apolistas and then Apoleños emerged from these interethnic mixes defined more geographically than ethnically.The Leco revival happens in an auspicious national and international context, but the Leco language was still spoken two or three generations ago on the Mapiri’s banks. It raises the question of social transformation and continuity: are we dealing with a case of acculturation, ethnogenesis, camouflage or resistance?

Full textBolivia, which is geographically, economically but mostly socially isolated (due to its mainly indian racial population composition) was bound to produce a socially engaged type of novel, resulting from a reflection on the racial problem, early century bolivian intellectuals discovered at the same time their own country and the indian, who is the perfect victim of geographical constraints and of the exploitation and oppression system founded on racial distinction. The indian figure, appearing like a product of the environment, is a determining factor in bolivian novels; he's at the same time the main literary subject and the "depersonalized actor" stemming from a dramatic cycle whose components are defined in advance. Bolivian novel is tightly dependant upon the dialectical link which is established from the relationship between the characters and the notion of space, knowing that every individual existence and every social position is conditioned by the possession or non-possession of land. Thus the social orientation which characterizes bolivian novel is made at the expense of the textual space and of the characters' active function. As a result their active function arises from an archetypal behaviour which is representative of mass action and the oppression scheme denounced, bolivian novel comes to maturity when it starts denying this omnipresent space and privileging the textual one, the representation of imagination and individual action, bolivian "nouveau roman" denies certain racial frontiers, not to replace the indian seen as an outcast, but to integrate him into a novelistic process enhancing individuality, a new step towards this novelistic and national search of identity

Full textIn Bolivia, the second part of the twentieth century has been punctuated by multiple upheavals (demographic transition, agrarian revolution, closing-down of mines) with numerous impacts on the population growth and distribution. In the Occidente (West) - cold and arid areas of the Andes - the countryside has been emptied and the historical cities reinforced. In the Oriente (East) - hoy and humid valleys and plains - agricultural colonisation, together with the appearance of new settlements, present contrasting dynamics. The department of Tarija - in the Southeast of the country - is not only a privileged observatory of these changes, but also presents its own migratory movements due to its proximity with Argentina and the discovery of gas deposits. Using new migartion surveys carried out in rural and urban areas during the 2001-2002 period, this research aims to study the causes and consequences of the recent evolution of settlement patterns, in the Occidente and in the Oriente

Full textSince the 1990 decade, the concept of populism has known a revival of interest in Latin America to characterize new political phenomena such as the menemism in Argentina, the palenquism and the ucesism in Bolivia and the fujimorism in Peru. These new uses invite to explore one more time the concept of populism in this area. This work argues in favor of a new definition of populism on the basis of political speech. It is analyzed there as a political speech founded on the will of the people in an absolute and exclusive way, and beyond, as a principle of legitimacy which the populism borrows from the democratic idea of popular sovereignty, while minimizing the liberal heritage of democracy which lye in constitutionalism
