We explore and compare the benefits of establishing and operating Foreign Trade Zones (FTZs) and Bonded Warehouses (BWs) for luxury goods in North America, using the case of the distribution network of Ralph Lauren Corporation (RLC). RLC is a luxury brand company with about $7 billion annual revenue. With over 3 million square feet of warehousing facilities in the USA, the company wants to explore potential savings from changing the legal titles of four of its existing inventory holding and transload facilities to either FTZs or BWs while considering the respective complexity and cost of setting up and managing the zones. To eliminate one of the FTZ and BW options, we measured both of their operational fits to the metrics of RLC's facilities. We found out that BWs are not a viable alternative for large-scale facilities such as RLC's because of the complicated Customs and Border Protection control they require. Furthermore, to determine which, if any, of the facilities should be transformed into FTZs, we conducted a cost-benefit analysis and evaluated the Net Present Value of the projects. As a result, we found out that it is financially beneficial to transform two of the four facilities under consideration, leave one in its current state, and explore the future strategic role of the fourth facility to determine the value of its FTZ transformation. We also suggest possible operational opportunities that may increase the FTZ benefits for the RLC North America network.

ABSTRACT Bonded system plays a major role in national financial and economic development. Every country has struggled to reduce production costs by marketing economic and trade with foreign countries as well as increasing their competitive ability in the fast-changing economic and trade environment. Bonded Warehouse and Bonded Factory are designed for deferring tariff payment and reducing the production burden on industry,in order for enterprises to grasp business portunitiesand promote national economic and trade development. Enterprises must have some prerequisites for a successful Bonded Warehouse and Bonded Factory. Most managers recognize the benefits of Bonded Warehouse and Bonded Factory and the benefits are not only in the saving of duty but also the logistics and management benefits. The operational benefits of enterprises in Bonded Warehouse what have come up such as increasing sales revenue, increasing profits margin, moreover the benefits such as adding competitive edge, reducing production costs, cutting down working capital. The model strengthens the partnership between the upstream and downstream members, location of supply chain, work division between Taiwan and Mainland, global manufacturing and distribution logistic system and indeed helpful to improve competi- tive priorities.

The efficiency bonded logistics operation become one of the major criteria on bonded logistics warehouse, outsourcing of workplace is unfolding trends. This paper investigates the bonded logistics operation criteria in order to rank its priority. To confront with logistics industry of outsourcing clients demand for efficient logistics operations and the qualities of employees are uneven problem. Firstly, this paper reviewing the historical literature , a list of preliminary three aspects and fifteen operation factors for this study is constructed. Secondly, applies Delphi Method to select the seven criteria. Finally, the AHP questionnaires to collect criteria are surveyed in this paper. Finally, the expert questionnaire and Analytic Hierarchy Process to surveys the weights distribution and verification of the deviation between criteria prioritization. The results show that the top Criteria for bonded warehouse service industry are training for cargoes' item, model, specification and international units interpretation, training for tally services of bonded warehouse, training cargoes reorganization, process, pack matters needing attention, training for uses logistics equipment to operations, training for inspection corresponding documents about bonded cargoes under escort and seals, training for the different characteristics comparison between bonded cargoes and general cargoes, training for determination every variety of container car's appearance, and disassembly.The results of this study would be the development orientation of bonded warehouse the stage by stage to execute employees training and universities to program their logistics courses and practical application.

Manufacturing industry of Taiwan holds an important status on the global supply chain. The logistic industry connecting with enterprise partner in supply chain also plays a critical role. In order to meet the challenge of globalization and assist economic progress and transformation, the Executive Yuan proposed the plan called “ABCDE Programs.” In the program, “Management Information of Barrier” which is a part of “D (Delivery) Programs” wants to achieve “Barrier-Free Customs Clearance Plan” and improves the cargo clearance and the operating environment of bonded warehouses. However, there are still many problems in the current international logistics. First, most of dealers in bonded use cargo identify system which develops with barcode technique. Because of the limit of storage and the attrition in a barcode easily resulting in acquisition of wrong information, it is not convenient for dealers to use the system. Second, the majority only provide information of cargo in enterprise. It caused that associates or officer can’t collect firsthand material and cross enterprise cooperation or officer monitoring. Third, traditional system architecture is not so flexible that it has to be rewritten when the law is changed. Finally, manager usually has considerations for evaluation and analysis of company but ignores the supply chain influence. Thus, this paper uses SCOR to analyze operation of bonded warehouse in international logistics and focus on process of leaving the warehouse. Finally, using SOA and RFID designs cargo recognition prototype systems to achieve commercial goals closely and satisfy users’ demands, and reach the biggest benefit of sharing the information of cargo within enterprise partners.

The aviation industry is a very competitive industry. Operating reve-nues comes from the passenger earnings, air cargo transportation and air-craft maintenance. In terms of gaining profit from air tickets, it depends on its route, safety, quality and service, etc. Theoretically, increased income will lead to increased business revenues. Because there are many authori-zation related issues in aircraft maintenance, the profit of adequate mainte-nance stays relatively stable. Airline fuel continues to be the largest sin-gle cost item, which collectively accounts for 40% of total airline cost for the global airline industry. Therefore, airline operation is undoubtedly a highly competitive market, the total items of the incomes and expenditures are extremely important. The sales of duty-free goods on board is a unique travel retailing channel, which is becoming one of the major income sources for airline operation. The domestic aviation market has expand-ed and grown rapidly over the past years. The annual net income of do-mestic airlines is about one billion to two billion- contributing about hun-dreds of millions of profits to achieve the stable profitability. According to the current regulations, the duty-free goods must be stored in the bonded warehouse first, then put into the duty-free carts, selling boxes and selling bags before being sent on board for sale, to be served to the passengers (e.g. food and beverage), or as supplies for returning flight from overseas. The current management of in-flight duty-free goods is running stably. The purpose of this paper is to discuss how to increase the revenue. The data and information used in this paper are legally collected by interview-ing senior management with decision-making power of airline companies and related corporations. After a series of analyses, we have some suggestions to increase the reve-nue of the in-flight duty-free goods. For example, there are always a few top selling items running out of stock. The airline companies and bond-ed warehouses can adjust the quantities and the categories of duty-free items for sale on board according to the sales data- the slow-moving items can be replaced by top selling items, which can increase the sales. We hope our recommendations can help in gaining more revenue for air-line companies and related corporations.
