Abstract:
In this paper, we consider a cross-border supply chain system that has an import e-commerce company and an overseas supplier. We first considered a pure bonded warehouse mode in which the e-commerce company makes bulk purchase from an overseas supplier to a bonded warehouse and will deliver goods to customers from the bonded warehouse when customers order online. We constructed a Stackelberg model to obtain the equilibrium solution by using backward induction, and then properties of equilibrium strategy and equilibrium profit is discussed. We then studied the combined bonded warehouse and direct mailing mode in which the e-commerce company will purchase a single piece and mail to the customer directly if the bonded warehouse is out of stock. Analytical results demonstrate that the combined bonded warehouse and direct mailing mode may increase the profit of suppliers and decrease the profit of e-commerce companies.

Abstract. Bonded warehouses are the most important infrastructure link in the distribution systems of the leading countries in international trade. The largest transnational companies of such States, having a piece number of bond structures, provide huge supplies of their products to the domestic and international markets. The purpose of the study was to justify the need to develop bonded warehouses and bonded zones in Russia in order to create infrastructure conditions for the development of production and trade in agricultural products. Research methods included observations, groupings, comparisons, and statistical evaluations. According to the results of the study, it was determined that bond structures in Russia are regulated by legal documents applicable to temporary storage warehouses, adopted within the framework of the common economic space of the member States of the Eurasian economic Union. The procedure for temporary storage in bonded warehouses allows avoiding tax and other duties, obtaining licenses, permits, etc., entering products into the customs regime and filing a Declaration during the storage period. In addition, bonded warehouses provide users of their services with economic benefits due to lower prices for services, comprehensive maintenance, and faster product movement. The analysis showed that in Russia, bonded warehouses and zones have a low level of development: their number and capacity are insufficient, and the services offered are limited to transport, warehouse, and customs. At the same time, warehouse activity in Russia is highly profitable: the profitability of assets is 2.3 times higher than the indicator for the economy as a whole. For further development of bonded warehouses in Russia, it is recommended to increase their capacity in the regions that are key in the production and trade of agricultural products, expand the services provided, and integrate with agricultural producers. The scientific novelty of the work consists in substantiating the theoretical foundations of the role and necessary characteristics of bonded warehouses as an infrastructure basis for the development of trade in agricultural goods in Russia.

Abstract:
A typical depiction of a logistics corporation is a study in bright lights and blurred lines against a static landscape of territorial sovereignty. It celebrates—as in the slogan touted by the freight-carrier DHL—“logistics without borders.” This article demystifies that promise of borderlessness by explaining how the nation-state has played a lead role in facilitating the circulation of capital and in making the world safe for logistics. Specifically, I revisit two underappreciated milestones in the history of the United States: first, how Congress followed in the path of the British Empire and, in 1846, authorized the spatial form of the bonded warehouse; and second, how it went further and, in 1870, supplemented the bonded warehouse with a bonded railcar, or “warehouse on wheels.” The latter step in particular, I argue, laid a foundation for the networked geography of supply-chain capitalism. Congress permitted the bonded railcar to bypass customs clearance at ports on the seacoast and to move “directly” to ports in the interior. This protocol helped merchants expedite deliveries and generate liquidity via duty deferral, and, equally if not more importantly, it helped boosters on the urban frontiers of the Great West lure investment and spur development via the world market. What was “radical” about this innovation, as commentators noted at the time, was that it mobilized not only commodity capital but also, in effect, the national border.

A bounded warehouse owned is currently not able to provide maximum service because there are still many late deliveries that do not send goods to the port, and there is a closing time that is detrimental to the customer. The length of the delivery process is due to several factors, one of which is a less effective warehouse layout. AbstractThe tests described in this paper were aimed at evaluating the tensile capacity of the anchorages connecting an automated pallet warehouse with an existing RC foundation. The warehouse is a new steel structure erected in the place of a previous warehouse collapsed due to the Emilia earthquake, but whose foundation remained undamaged. The investigated fastening consists of 10 post-installed, bonded threaded rods with diameter (d) and embedment depth (hef) of 20 and 500 mm, respectively. Neither anchor arrangement nor embedment depth (hef > 20d) was covered by current standards for fastening design. To reproduce the in-situ actual conditions of the fastening, an unconfined test configuration was used. The maximum loads achieved were more than 3 times greater than the seismic demand for the fastening. The tests highlighted the crucial role played by the reinforcing steel which was present in the foundation. Concrete-related failure mechanisms, such as the combined pullout and concrete cone failure mechanism typical of bonded anchors, were not activated. The observed crack patterns rather suggest the onset of a flexural failure mechanism of the concrete slab. This feature is confirmed by analytical calculations showing that, at the maximum loads achieved in the tests, the top reinforcement was likely to be yielded. In six preliminary unconfined tension tests on single anchors, steel rod failure was achieved, associated with limited cracking of the concrete surface in proximity of the anchor.

This paper examines the extent of end-user satisfaction on the service delivery process by the Royal Malaysian Customs (RMC) as the agency moves toward implementing electronic government (e-government) initiatives. The RMC has in fact been identified as one of the prominent and technology-pioneering government agencies in the country and therefore suitable for delivering electronic public services. Data were collected in mid-2009 from two types of customers, i.e., internal (Customs officers) and external (forwarding agents, importers, and bonded warehouse licensees) who use the Customs Information Systems (CIS) C8 form for transshipment of goods. Overall, the findings suggest that both types of customers are either indecisive and/or doubtful with the performance of the CIS. These findings are then extended to the broader context of information technology. It is of paramount importance that the RMC takes appropriate measures to satisfy both its internal and external customers by provision of improving its service delivery process through its CIS to produce desirable results.

Pusat Logistik Berikat (PLB) adalah solusi untuk mengatasi inefisiensi pengelolaan logistik. Ide utama dari kebijakan PLB adalah untuk menempatkan gudang penimbunan ekspor dan impor barang dalam negeri. Dengan demikian, industri dalam negeri tidak perlu mengimpor lagi ketika membutuhkan bahan baku, barang modal, dan bahan pendukung. Skema PLB menempatkan Direktorat Jenderal Bea dan Cukai sebagai regulator, sedangkan pelaksana di lapangan adalah perusahaan swasta. Saat ini PLB telah didirikan di sebelas lokasi di seluruh Indonesia. Penelitian ini menggunakan Analytic Hierarchy Process (AHP) untuk menentukan prioritas pemilihan lokasi yang paling strategis dengan berdasarkan aspek sustainability untuk ditetapkan sebagai PLB. Disimpulkan bahwa prioritas utama yang harus dipertimbangkan dalam memilih lokasi yang paling strategis untuk pembangunan PLB adalah Sumber Daya Manusia. Kemudian diikuti berturut-turut dengan Service Level, Transportasi, Iklim, Landscape, Keamanan, Lalu Lintas, dan Fasilitas Publik. Bonded Logistics Center (BLC) is a solution to overcome the inefficiency of the logistics management. The main idea of ​​the policy is to put the warehouse BLC hoarding exports and imports of goods in the country. Thus, the domestic industry does not need to import again when in need of raw materials, capital goods, and supporting materials. BLC scheme puts the Directorate General of Customs and Excise as a regulator, while executing in the field is a private company. Currently the BLC has been established in eleven locations throughout Indonesia. This study uses the Analytic Hierarchy Process (AHP) to determine the priority of the most strategic site selection on the basis of sustainability to set as BLC. It was concluded that the main priority that should be considered in selecting the most strategic locations for the construction of the BLC is Human Resources. Then followed a row with Service Level, Transport, Climate, Landscape, Security, Traffic and Public Facility.

The Czech Republic is part of integrated domestic market of the European Union and it is abided by rules of the Common agricultural policy for the common organization of the market for single sectors of commodities in case of agrarian products. All Czech commodities have free access on the whole territory of domestic market of the European Union without the tariff and non-tariff barriers. It was abolished the customs procedure, the proving of the origin and the founding of bonded warehouse and the paying of licence fee and charges for certification. The Czech farmers (vine-growers) can operate in stabilized business environment on the basis of definite rules of economic competition.The Czech Republic within a regulation of an agrarian trade must manage common regulations of a horizontal character and vertical regulations for the sectors of commodities after the integration into the EU. The regulation is executed through the common organization of the market. The common organization of the market in wine is based on three principles – regulation of the supply, regulation of the wine quality and regulation of the market.These rules are concerned with domestic market, when the commodities move within European Union and within foreign trade, when commodities are transported a frontier. The regulation of external agrarian trade, which is concerned with conditions of import and conditions of export, is executed through the so-called trade mechanisms. The import licence and export licence, export aid and guarantee belong among these mechanisms of regulation. The intervention purchases, sales, support of private storage and so on belong among basic tools of regulation of domestic agrarian market.The paper is focused on an analysis of the problems of the common organization of the market in wine and its impact on the wine-growing industry in the Czech Republic.

Cross-border e-commerce has gained increasing popularity globally and thrives under the backdrop of the ‘One Belt One Road’ policy of China, which resonates with UN’s sustainable development goals targeting countries in the South. In this study, we investigate Zongteng, which is one of the first cross-border e-commerce companies in China, to assess how supply chain innovation activities can become core to a firm’s business model innovation. Data were collected from Zongteng senior managers, internal company documents, and open online resources. We found that the firm needed changes in its business model, which brought new participants into the business ecosystem and changed their respective positions. We further identified three types of supply chain localisations in cross-border e-commerce for export markets (sales, warehousing, and R&D localisation), which the company’s establishment of overseas warehouses enabled. The three localisation strategies serve as the driving force and the main business model innovation in cross-border e-commerce. This study contributes to the supply chain innovation literature by proposing that overseas warehouses, bonded warehouses, and supply chain finance are capabilities that form part of the business model innovation in cross-border e-commerce.

Numerical experiments illustrate that the proposed model can be effectively solved to obtain the optimal profits in the global supply chain environment.

Dalam Peraturan Menteri Keuanga (PMK) No.155/PMK.04/2019 tentang Gudang Berikat, Kementerian Keuangan menekankan bahwa pengetatan pengawasan ini dilakukan dalam dua bentuk baik dari sisi perpajakan maupun mekanisme pemasukan barang. Kebijakan gudang berikat ini diharapkan mengurangi biaya logistik nasional dengan menurunkan dwelling time di pelabuhan dan mempercepat akses gudang bahan baku ke Industri. Inti dari penelitian ini menganalisis sejauh mana pengaruh yang diperoleh oleh pengguna jasa gudang berikat dari sisi biaya logistik. With lot of initiatives coming from the government side but still there is a huge demand gap for these Free Trade Zones or Logistics Parks and many of them are underutilized or rather unoccupied. Still many of the Consumers are relying upon traditional CFA – Custom Freight Agents or other warehouses for getting this service done. But they are missing a big picture of Logistics Cost Savings, Transit time reduction in transferring the goods and the major advantage in tax rebates. At this backdrop, this paper address the major advantage of using the Bonded Logistics Park, developed and promoted by the People’s Republic of China by analyzing the data of an Indian customer who is sourcing more than 70% from China.
