En même temps, des facteurs puissants les séparaient – leurs relations divergentes avec les États-Unis, mais aussi leurs visions différentes de l'Europe. Or, les limites de l'entente franco-allemande s'exprimaient par la difficulté d'établir une politique commune envers l'Union soviétique et d'avancer de pair vers la réunification de l'Allemagne à long terme. Cette thèse représente une étude thématique des relations entre Paris et Bonn, basée sur des fonds d'archives allemands et français, complétée par des sources britanniques et américaines, et enrichie de plusieurs témoignages
Between 1963 and 1969, powerful forces united General de Gaulle's France and the Federal Republic of Germany: the Elysée-Treaty (January 22, 1963) and the objectives it represented, as well as the close economic links between the two countries. On the other hand, important factors drew them apart – their divergent relations with the United States and their different visions of Europe. Hence the limits of understanding between the French and the Germans also became apparent by their inability to establish a common policy towards the USSR, thus impacting their ability to advance together towards German reunification in the long run. This thesis represents a thematic analysis of the relations between Paris and Bonn based upon German and French archives, additional British and American sources, as well as the opinions of several witnesses on the subject

Resumo: Usando uma Representação Analítica para a Amplitude de Born, em forma simplificada, foram estudados dois problemas distintos. Abstract: Two distinct problems have been studied using simplifield Born's Amplitude Analytical Expressions. The first problem deals with the dispersion energy between the constituent members of the systems He - Ne, He - H2 and H2 - H2. In the second problem second order Born Approximation has been used for the Electron - Atom Inelastic Scattering for the transitions 1 1S ® 2 1S and 1 1S ® 2 1P of helium atom and 1S ® 1 s2 (I 3s' {1/2}10 ; MJ >) of neon atom (in the case of neon we have used the coupling scheme proposed by Cowan and Andrew). The results obtained by us have been compared with the theoretical and experimental results available in the literature

Abstract:

Wide-bore, fused-silica capillary columns can be an excellent replacement for packed columns in many cases. They can provide higher surface inertness and thermal stability, as well as higher efficiency or speed of analysis. Wide-bore, open-tubular (WBOT) columns with thick films have higher sample capacities than conventional narrow-bore capillary columns and can be used in unmodified packed-column gas chromatographs.

The majority of gas chromatographic analyses are still performed using packed columns. Many chromatographers associate open-tubular columns exclusively with split injection, often perceived as less repeatable or quantitative. Also, many packed-column methods use application-specific stationary phases which are not readily available on capillary columns. WBOT columns with standard phases can often be substituted due to higher available efficiencies. While several studies have been published on qualitative differences, there is little comparative quantitative data available on O.53â mm I.D. and packed columns.

Abstract:
Formation of hexagonal boron nitride (h-BN) by carbothermic reduction of B2O3 under nitrogen atmosphere at 1500oC was investigated. Reaction products were subjected to powder X-ray diffraction analysis, chemical analysis and were examined by SEM. B4C was found to exist in the reaction products of the experiments in which h-BN formation was not complete. One of the aims of this study was to investigate the role of B4C in the carbothermic production of h-BN. For this purpose, conversion reaction of B4C into h-BN was studied. B4C used in these experiments was produced in the same conditions that h-BN was formed, but under argon atmosphere. It was found that formation of h-BN from B4C&ndash
B2O3 mixtures was slower than activated C&ndash
B2O3 mixtures. It was concluded that B4C is not a necessary intermediate product in the carbothermic production of h-BN. Some additives are known to catalytically affect the h-BN formation. The second aim of this study was to examine the catalytic effect of some alkaline earth metal oxides and carbonates, some transition metal oxides and cupric nitrate. It was found that addition of 10wt% CaCO3 into the B2O3+C mixture was optimum for increasing the rate and yield of h-BN formation and decreasing the B4C amount in the products and that the reaction was complete in 2 hours. CaCO3 was observed to be effective in increasing the rate and grain size of the formed h-BN. Addition of cupric nitrate together with CaCO3 provided a further increase in the size of the h-BN grains.

Abstract:
This thesis is a study of the crisis-ridden social transition of the Thai state (1997-2010) by analysing the interrelations of social forces in the Thai historical bloc. The thesis argues that the recent political conflict in Thailand that reached its peak in 2010 transcended the conflict between the Thaksin government and its social antagonists, or merely the conflict between the Yellow and the Red Shirt forces. Rather, the organic crisis of the Thai state in the recent decade should be seen as social reflections of the unfinished process of social transition. Furthermore, this transition contains features of ‘crises’, ‘restructuring’, ‘transition’ and ‘other crises’ within the transition. The thesis employs a Gramscian account as a major theoretical framework because it stresses the importance of history, provides tools to analyse configurations of social forces, and offers a combined focus of political, social, and ideological matters. This thesis finds that the street fights and violent government repression in May 2010 was only the tip of the iceberg and the incidents of 2010 themselves did not represent a genuine picture of Thailand’s organic crisis. The crisis, this thesis argues, was not caused only by the Thaksin government and its allies. The Thaksin social force should be seen as a part of a broader social transition in which it acted as a ‘social catalyst’ that brought social change to the Thai state in terms of both political economy and socio-ideological elements. Therefore, the crisis of the Thai historical bloc resulted from the clash between the two distinct ‘social relations’―old and new―and the clash is still ongoing. In addition, this thesis has revealed the ‘three’ underlying crisis-ridden characters of the Thai state including social inequality, overwhelming roles of royalism-nationalism, and the harsh application of lèse majesté laws.

Abstract:
Three test methods were employed to characterize the response of unidirectional Boron/Aluminum metal matrix composite material under monotonic and cyclic loading conditions, namely: Iosipescu Shear, Off-Axis Tension and Compression. The characterization of the elastic and plastic response includes the elastic material properties, yielding and subsequent hardening of the unidirectional composite under different stress ratios in the material principal coordinate system. The elastic response is compared with the prediction of the transformation theory, based on the far field stress ōₓₓ, the Pagano-Halpin Model, and finite element analysis. Yield loci were generated for different stress ratios and were compared for the three different test methods, taking into account residual stresses and specimen geometry. The yield locus for in-plane shear was compared with the prediction of an analytical micromechanical model. The influence of the scatter in the experimental data on the predicted yield surface was also analyzed. Likewise the experimental material strength in tension and compression was compared with the Maximum Stress and the Tsai-Wu failure criterion.

A lot of materials exhibit novel properties when scaled down to nanoscale. Here we explore nanoelectrode arrays (NEAs) and nanoparticles in the application of high performance biosensors. We have developed an electrochemical (EC) method for measuring the activity of proteases using vertically aligned carbon nanofiber (VACNF) NEAs. VACNFs were grown on conductive substrates and encapsulated in SiO₂ matrix. After polishing and plasma etching, controlled VACNF tips are exposed to form an embedded NEA. Tetrapeptides specific to cancer-mediated proteases are covalently attached to the exposed tip, with a ferrocene (Fc) moiety linked at the distal end. The redox signal of Fc can be measured with AC voltammetry (ACV) at ~1 kHz frequency, showing distinct properties from macro-electrodes due to VACNF's unique interior structure. The enhanced ACV properties enable the kinetic measurements of proteolytic cleavage of the surface-attached tetrapeptides by proteases. The well-defined regular VACNF NEAs by e-beam lithography show a much faster kinetics for cathepsin B proteolysis. This EC method was further applied in whole lysate of human breast tissue and breast cells. The detected protease activity was found increased in cancer cells, with the metastatic cancer cell lysate showing the highest cathepsin B activity. The results indicated the potential of this technique as a portable multiplex electronic device for cancer diagnosis and treatment monitoring through rapid profiling of the activity of specific cancer-relevant proteases. In another exploratory study, we modified nanoparticles with luminol and viral nucleic acid to develop chemiluminescence (CL) biosensors for blood-borne pathogens. Luminol-labeled 10-nm-diameter gold nanoparticles (GNPs) served as a nanocarrier for enhancing CL signal. The CL signal can be observed over 8 orders of magnitude variations in GNP concentration. Using the same number of particles, luminol-labeled 30-nm-diameter latex beads showed ~3 orders of magnitude higher CL compared to 10-nm-diameter GNPs. Hybridization of target H1N1 nucleic acid on the latex beads and probe nucleic acid on the glass or optical fiber surface has been achieved. This assay will be incorporated into a simple hand-held device for routine assays in hospitals and clinics, or for large-scale screening of human populations as diagnostic tools to identify specific viral strains.

Please see pdf format for complete text.] Background : The excess burden of mortality born by young Indigenous Australians and the disparity in infant and childhood mortality between Indigenous and non-Indigenous Australians have been well documented. The accuracy and completeness of national data describing the health of Indigenous Australians is inconsistent. The Western Australia (WA) Maternal and Child Health Research Database (MCHRDB), is a linked total population database that includes perinatal maternal and infant data, and infant and childhood morbidity and mortality data. Overall, these data are more than 99% complete, with a similar high level of completeness and validity for Indigenous Western Australians. Aim : The aim of this thesis is to measure Indigenous infant (0 to <1 year) and childhood (>=1 to <19 years) mortality and the disparity between Indigenous and non-Indigenous infants and children in WA for birth cohorts from 1980 to 1997 inclusive. To achieve this aim a number of secondary aims were identified, including the measurement of certain maternal and infant variables, and the age-specific, all-cause and cause-specific mortality for WA infants and children. Method : The study comprises a longitudinal birth cohort study, the primary data source being the MCHRDB. Data included on the MCHRDB are complete for all births in WA from 1980 onwards, with new birth cohorts linked on an annual basis. Maternal and infant variables and the geographical location of the residence and the time of birth and death were included in the descriptive and multivariate analyses. Each infant and childhood death was coded using a three-digit code developed primarily for research purposes. The descriptive analyses of mortality referred to the probability of dying in infancy and in childhood as the cumulative mortality risk (CMR), for various diseases and various population subgroups. Age-specific childhood rates were also calculated. The results of multivariate analyses included the fitting of Cox and Poisson regression models, and estimates of effect were represented as hazard ratios (Cox regression) and relative rates (Poisson regression). Results : Between 1980 and 1997, births to Indigenous mothers accounted for 6% of total WA births. Approximately 46% of Indigenous births were to mothers living in a remote location compared to 9% of non-Indigenous births. Indigenous mothers gave birth at an earlier age (30% of births were to teenage mothers compared to 6% of non-Indigenous births), and were more likely to be single than non-Indigenous mothers (40% Indigenous, 9% non-Indigenous). Indigenous infants had more siblings, were born at an earlier gestation and with a lower birth weight and percentage of expected birth weight. The CMR for Indigenous infants was 22 per 1000 live births compared with 6.7 for non- Indigenous infants, a relative risk (RR) of 3.3 (95%CI 3.0, 3.6). While there was a decrease in the CMR over the birth year groups for both populations, the disparity between the rate of Indigenous and non-Indigenous infant mortality increased. The Indigenous postneonatal (>28 to 365 days) mortality rate (11.7 per 1,000 neonatal survivors) was higher than the neonatal (0 to 28 days) mortality rate (10.3 per 1,000 live births). This profile differed from that for non-Indigenous infants, where the neonatal mortality rate (4.3 per 1,000 live births) was nearly twice that of the postneonatal mortality rate (2.4 per 1,000 neonatal survivors). The main causes of infant mortality among Indigenous infants were potentially preventable. These causes were infection followed by Sudden Infant Death Syndrome (SIDS), which differed from the main causes for non-Indigenous infants, sequelae of prematurity and birth defects. The CMR attributable to SIDS increased over the years amongst Indigenous infants and decreased significantly over the years in the non-Indigenous population. Furthermore, the disparity in mortality between the two populations increased and, in 1995 to 1997, was over seven times higher amongst Indigenous infants. The CMR was highest amongst infants living in remote locations for all causes of death except for Indigenous deaths attributable to SIDS, where the risk of death was highest amongst infants living in metropolitan locations. With the exception of infection, there was no difference in cause-specific mortality amongst Indigenous infants according to geographical location. Indigenous infants living in a remote location were at a significantly increased risk of death due to infection compared with their peers living in a rural or metropolitan location. The risk of death for Indigenous children was more than three times higher than for non-Indigenous children. This risk was significantly increased when most of the perinatal maternal and infant variables were considered.

Le cadre chronologique va de l’affaire Soames via le sommet européen de la Haye de 1969, en passant par la réouverture officielle des négociations à l’adhésion et la CEE le 30 juin 1970, à l’adhésion définitive des candidats le 1er janvier 1973. Notre travail s’appuie sur des sources d’archives allemandes, britanniques, françaises et communautaires. La 1e partie traite de la route du triangle Paris-Bonn-Londres vers l’élargissement dans les années 1960. La RFA remplit une fonction de médiateur entre les 2 protagonistes hostiles, la France et la Grande-Bretagne. La 2e partie se focalise sur la diplomatie britannique et des négociations qui se jouent sur plusieurs registres. L’absence de secret à Bruxelles dévalorise par moment le multilatéral et facilite des stratégies de négociations bi- ou trilatérales, qui nécessitent parfois des cartes cachées. Dans la 3e partie, il est question de la préparation minimale des négociations par Bonn et par Paris. Ensuite, entre 1970 et 1972, le couple franco-allemand semble bien en crise, malgré des stratégies de négociation parfois peu claires. La 4e partie essaie d’expliquer la réussite des négociations grâce à l’entente franco-britannique, en particulier le sommet Pompidou-Heath de mai 1971. Une stratégie du secret et de la centralisation des contacts bilatéraux, en contournant le Ministère des affaires étrangères français, s’impose. The chronological frame goes from the Soames affair in 1969, via the European summit of The Hague of 1969, and via the official reopening of the EEC enlargement negotiations on June 30th, 1970, to the definitive accession of Great-Britain to the common market on January 1st, 1973. Our work leans on sources of German, British, French and European Community archives. The 1st part tackles the road of the triangle Paris-Bonn-London towards the widening of the EEC, already starting in the 1960s. The FRG filled a function of mediating between 2 hostile protagonists, France and Great Britain. The 2nd part focuses on the British diplomacy during the negotiations. The lack of secret in Brussels may depreciate the multilateral and facilitate strategies of bi-or trilateral negotiations, which requires hidden cards. In the 3rd part, it is question of the minimal preparation of the negotiations by Bonn and Paris. Then, between 1970 and 1972, the French-German couple seems in a huge crisis, even if their strategies of negotiation are not extremely clear. The 4th part tries to explain the success of the negotiations thanks to the French-British entente, in particular during the Pompidou-Heath summit of May 1971. A strategy of secret diplomacy and of centralization of the bilateral contacts, by by-passing the French Foreign office, seems imperative. But this French-British entente is relative, because the renegotiation of the British membership treaties already gets ready within the Heath government. To conclude, the triangle certainly participates in the success of the negotiations. Nevertheless, its success was not acquired beforehand.

This thesis reports on an historical prospective study of three Mamre decadal birth cohorts (1837-1846, 1870-1879, and 1900-1909) constructed retrospectively through existing parish records of the Moravian Mission at Mamre in the Western Cape region of South Africa. Nominative data collection techniques were used to gather information needed to determine the infant mortality rates, quinquennial mortality rates and life expectancies of the three cohorts. Issues related to the quality of data – non-registration and follow-up - were investigated. Birth registration was best for the 1837-46 cohort for males and females, with the 1900-1909 registration being next best. Overall, male registration coverage was substantially better than that for females. Infant death registration was best for males in these 2 cohorts, but were poor for females. Based on these data, the infant mortality rates for the cohorts born in 1837-1846, 1870-1879 and 1900-1909 - 196, 182 and 128 per 1000 respectively for males and 160, 172 and 97 per 1000 respectively for females - appeared to be underestimates. There is some evidence of a downward trend for the infant mortality rates with time for males, but this was not statistically significant. Quinquennial mortality rates for the 3 cohorts did not differ statistically, and are similar to the 1935-37 national 'coloured' figures. The life expectancies also did not differ significantly between cohorts. The life expectancies at birth (range 34- 40 years for males and 32-45 years for females) were probably overestimates due to biased IMR's. The life expectancies at age 1 (range 41-44 for males and 37-49 for females) were more representative figures. Life expectancies at age 20 were fairly stable over time (37-45 years) except for females in the 1900-1909 cohort whose life expectancies were substantially higher than earlier figures. All mortality indices investigated in this study consistently showed a lighter burden of mortality in historical Mamre compared to 'coloureds' in the Cape Colony at the turn of the century. This is probably associated with the better housing, environmental, social, economic and educational conditions at the Mamre mission relative to the rest of the Colony in the century after the emancipation of slaves.

Les dossiers de récompenses honorifiques d’instituteurs, inexploités par les historiens jusqu’à ce jour, fournissent des renseignements rares et précieux sur les meilleurs instituteurs et institutrices, non seulement de l’époque bien connue de la Troisième République, mais également des époques précédentes, relativement moins étudiées. Un échantillon de dossiers de six départements représentatifs (Creuse, Doubs, Gard, Ille-et-Vilaine, Nord, Seine-et-Oise) de 1858 jusqu’à 1902 est soumis non seulement à un traitement qualitatif mais aussi à un traitement quantitatif, dont les résultats sont figurés par 106 graphiques en 49 séries et 12 tableaux. Complétant ces dossiers de récompenses honorifiques par les dossiers de l’enquête Guizot, ainsi que par d’autres témoignages (auto)biographiques, cette étude retrace tout d’abord l’évolution des critères du « bon maître ». Ces critères, appliqués distinctement aux enseignants urbains et ruraux jusqu’au milieu du siècle, commencent à souligner, dans un contexte de concurrence, les bons résultats obtenus par une bonne organisation pédagogique à partir des années 1860. La réforme scolaire de la Troisième République précipite l’essor du système scolaire laïque et la prospérité de l’école laïque est davantage valorisée dans les deux dernières décennies du XIXe siècle. Les bons maîtres et les bonnes maîtresses de chaque génération entrent en fonction dans une situation socio-politiquement différente, mais ils contribuent, chacun à leur manière, à la consolidation de l’enseignement primaire. Dix portraits de cinq générations d’instituteurs et d’institutrices révèlent comment ils s’adaptent au changement de leur statut, du maître tenant sa propre école au fonctionnaire d’État en passant par fonctionnaire communal, et comment ils ont vécu les difficultés mais aussi les bonheurs de cette profession unique
The files of honorary awards for primary school teachers, unexploited by historians to this day, provide rare and precious informations on the best teachers, men and women, not only on those well known of the Third Republic, but also on the teachers of previous eras, relatively less studied. A sample of records of six representative departments (Creuse, Doubs, Gard, Ille-et-Vilaine, Nord, Seine-et-Oise) from 1858 to 1902 is submitted not only to a qualitative treatment but also to a quantitative one, the results of which are represented by 106 graphics in 49 series and 12 tables. By complementing these files of honorary awards by the records of the Guizot investigation as well as by other evidences including (auto)biographys, this study firstly traces the evolution of the criteria of the "good teacher". These criteria, applied separately for urban and rural teachers until mid-century, began to emphasize the good results obtained by a good educational organization from the 1860s, in a context of opposition with congregational schools. The school reform of the Third Republic precipitates the developement of the secular school system, and the prosperity of the secular school is valued more in the last two decades of the nineteenth century. Good masters and good mistresses of each generation take office in a socio-politically different situation, but each of them contributes in her or his own way to the consolidation of primary education. Ten portraits of five generations of teachers, men and women, show how they adapt to their status changing, from the master holding his own school to the civil servant of municipality and finally to that of government, and how they have experienced the difficulties as well as the joys of this unique profession

This study is pertinent to setting a connection between glass forming ability (GFA) and topology of Fe-B based metallic glasses by combining intimate investigations on spatial atomic arrangements conducted via solid computer simulations with experimentations on high GFA bulk metallic glasses. In order to construct a theoretical framework, the nano-scale phase separation encountered in metallic glasses is investigated for amorphous Fe80B20 and Fe83B17 alloys via Monte Carlo equilibration and reverse Monte Carlo simulation. The phenomenon is identified regarding three topological aspects: 1) Pure Fe-clusters as large as ~0.9 nm and Fe-contours with ~0.72 nm thickness, 2) Fe-rich highly deformed body centered cubic regions, 3) B-centered prismatic units with polytetrahedral order forming distinct regions of high and low coordinations are found. All topological aspects are compiled into a new model called Two-Dimensional Projection Model for predicting contributions to short and medium range order (MRO) and corresponding spacing relations. The outcome geometrically involves proportions approximating golden ratio. After successfully producing soft magnetic Fe-Co-Nb-B-Si based bulk metallic glass and bulk nanocrystalline alloys with a totally conventional route, influences of alloying elements on structural units and crystallization modes are identified by the developed model and radial distributions. While Co atoms substitute for Fe atoms, Nb and Si atoms deform trigonal prismatic units to provide local compactions at the outset of MRO. Cu atoms alter the type of MRO which resembles crystalline counterparts and accompanying nanocrystals that precipitate. A l’aube du XXe siècle en Europe s’affirment de nouvelles pratiques d’aménagement de l’espace urbain. Cette étude aborde ce processus sous un angle resté peu traité jusqu’à présent dans la littérature, celui des premières politiques françaises d'aide à la construction du logement populaire, dites d’habitations à bon marché (HBM), pour la période 1889-1939. Loin de ne concerner que la seule sphère du bâti, celles-ci modifient en effet les règles du jeu présidant à l’intégration de ces constructions dans le territoire, et ce faisant, à la fabrique de la ville. Elles valident l’engagement de nouveaux acteurs, les pouvoirs publics, dans un champ d’intervention urbaine resté jusqu’alors principalement dévolu à l’initiative privée, l’intérieur des îlots. Cette thèse analyse les termes et modalités suivant lesquels les cadres de production des HBM sont (re)composés, afin de voir comment ceux-ci définissent voire déterminent le rapport de ces logements au territoire. L’action de loger a-t-elle, ainsi, été articulée à celle d’aménager l’espace urbain ? At the beginning of the twentieth century arose new ways to organize urban space. This work describes this process from a rarely adopted perspective : it studies the first French policies aimed to assist the construction of social housing, so-called « habitations à bon marché » (cheap rental dwellings - henceforth, HBMs) between 1889 and 1939. These policies not only concerned the buildings themselves but also transformed the settlement patterns of their tenants and therefore, the town where they took place. They also newly legitimated the authorities taking a larger role in a specific field of urban activities hitherto mainly handled by private interests : the inside of the blocks. This study analyzes the various ways in which the rules controlling the building of HBMs have been developed and modified, and how these defined, or even determined the link between these dwellings and their territories. Is there a connection, thus, between housing process and town planning? First, we have shown the major specificities of the environment generated by the building of HBMs. Then, we have studied the great national controversies that lead to the adoption of new financial and legal devices regulating the building of these dwellings. This work ends with the description of how these policies have been implemented in two very different towns : Nantes, a large port, during its economical reconversion, and Neuilly/Marne, a small town in the Parisian suburb faced with unprecedented urbanization

The thesis is an assessment of Ghana's structural adjustment policies since 1983. It intends to understand how it is possible for "the good pupil of the IFIs" to encounter such disappointing results. The first part describes in the detail the reforms that were undertaken and shows that their degree of implementation has been great. The second part evaluates the policies according to their own objectives, to some social development indicators, to the other African countries and to the main findings of the academic research on adjustment. It shows that Ghana's results have ranged from meagre success to total failure. The third part looks into the causes of such a failure and stresses three points : the diagnosis that preceded the launching of the program was partial, the strategy proved itself inconsistent and unrealistic, the gap between historical stakes and adjustment policy's objectives has resulted in a dispossession

Nous étudions particulièrement cinq frontières que l'on peut tracer sur une carte : les limites ethniques, les limites internes, les frontières internationales terrestres, le corridor ferrovaire et les frontières maritimes. Nous étudions comment ces différentes frontières ont été découvertes ou inventées à Djibouti, dans le cadre général de la formation des espaces dans la Corne de l'Afrique au XIXe siècle, puis comment elles ont été réalisées. Nous analysons les évolutions - dont l'éventuelle consolidation - de ces frontières jusqu'à l'indépendance. De Martino, je souligne comment le "pouvoir local" influence le déroulement du bori, mais aussi comment les choix théoriques des chercheurs ont conduit aux modélisations du culte. Ces choix théoriques "contextualisés" constituent la première partie du travail, où sont analysés les concepts de transe, possession, islam et les différents liens créés par les chercheurs. La comparaison concerne les lieux de développement du bori : les théories analysées dans la première partie sont étudiée par rapport à l'histoire des régions concernées: pourquoi le rôle de la femme, comme les signifiants des génies change d'une région à l'autre? Quel sont les facteurs historiques qui influencent les modélisations cultuelles?
In this paper, Iook into a number of aspects of the bori hausa possession cult (Niger) drawing on the work by J. Monfouga Nicolas and N. Echard (1975-1989). The historical comparativism used by E. De Martino provides the methodological tool not only to highlight how the "local power" affects the course of the bori, but also how the theoretic choices made by the scholars have led to the establishment of cult models. In the second part of the paper, the places in which the bori developed are compared and contrasted: the theories analysed in the first part are viewed in the light of the history of the relevant regions; why does the role of women as that of the genies, vary from one region to the other? Which are the historical factors that influence the creation of cult models?

Eastern Equine Encephalitis virus is a vector-borne virus amplified by the Culiseta melanura mosquito in an enzootic avian cycle, causing high morbidity and mortality to horses and humans when contracted as incidental hosts. The virus is distributed across most of the eastern United States, Canada, and Gulf coast, and has been expanding in geographic range and season of activity over time. Spatial-temporal trends in Cs. melanura abundance were correlated with available meteorological (temperature and precipitation) and remotely sensed environmental data for the period of 1997-2012 in Connecticut. The effects of inter-annual changes in precipitation, temperature, and groundwater levels on Cs. melanura abundances using time-series linear regression and cross-correlation analyses were inconclusive. Habitat modeling using logistic regression and landscape-based predictive variables demonstrated strong efficiency (46.2%) and acceptable sensitivity and specificity (65.6 and 78.6%, respectively) using NDVI difference and distance from palustrine areas as predictive factors. Remotely sensed data can improve the understanding of vector abundance patterns, helping to forecast future outbreaks and regional expansions by guiding surveillance efforts.

Cette thèse s’attache à étudier la représentation du thème de l’entreprise dans la littérature contemporaine française, à travers un corpus panoramique de romans parus à partir des années 1980. Les œuvres de François Bon, Thierry Beinstingel, Nicole Caligaris et Élisabeth Filhol, représentatives de cette inflexion romanesque en passe de devenir un sous-genre, y trouvent une place privilégiée. Figurant les récentes mutations linguistiques, managériales, structurelles et idéologiques des grandes entreprises, le roman en soulève les divers enjeux connexes (socio-économiques, éthiques, anthropologiques) et se dote, ce faisant, d’un potentiel critique. Pour réfléchir (c’est-à-dire « refléter », tout autant qu’ « exercer leur réflexion sur ») ces transformations, les romanciers les plus entreprenants puisent à la capacité heuristique de la forme romanesque : la représentation des mutations se répercute alors dans des métamorphoses formelles prenant leur distance avec les esthétiques réaliste et naturaliste. Attachée à réinscrire ce roman dans une histoire littéraire remontant à Chrétien de Troyes, cette étude entend montrer comment le roman d’entreprise, refondé par François Bon et Leslie Kaplan, participe d’un mouvement de repolitisation du littéraire. The point of this thesis is to study the representation of the corporation’s theme in the French contemporary literature, through a panoramic corpus of novels published since the 80’s. It gives a very specific place to works from François Bon, Thierry Beinstingel, Nicole Caligaris and Élisabeth Filhol, significant works representative of this quixotic redirection, which is about to become a sub category on its own. Featuring recent ongoing changes in linguistics, management, organization and ideology in big corporations, those novels highlight various related issues (socio-economic, ethic, anthropological) and through the process, gain a critical potential. To think about those transformations (meaning « thinking » as much as « reflecting ») the most innovative novelists inspire themselves from the heuristic capacity of a novel : the representation of those mutations will turn into formal metamorphosis distancing themselves from naturalist and realistic aesthetics. Committed to put this novel movement back into the literature history which goes back to Chrétien de Troyes, this thesis intends to show how Corporate novels, rebuilt by François Bon and Leslie Kaplan, are part of a larger movement which means to inject political engagement in literature. La présente étude analyse d'un côté et sous une perspective philosophique et anthropologique, la relation de l'artiste au réel. De l'autre, elle étudie la place ontologique et esthétique de l'acteur/du performer dans l'art documentaire contemporain. Puisque toute forme de documentation est soutenue par une définition du « réel » ainsi que par le problème de sa juste « saisie », il semble indispensable d’interroger la notion de « perception » et ceci sous ses aspects ethnographiques ainsi que physiologiques. Le positionnement contemporain qui se dessine apparaît donc comme « constructiviste », à savoir que ce que nous appelons le réel y est le fruit d’une relation dialogique et égalitaire entre l’homme et les objets du monde. Cette relation s’est libérée du concept cartésien des res cogitans et res extensa qui s’opposent de façon hiérarchique. Pour l’art documentaire contemporain, ce premier constat comporte deux conséquences : d’un côté, nous observons que la rencontre de l’artiste avec le réel est tâtonnant et emprunt de doutes et que ses esthétiques relèvent du fragmentaire et de l’hétérogène. De l’autre, l’art documentaire contemporain se voit obligé d’interroger la notion du « jeu » avec les documents, notamment les limites – esthétiques comme éthiques - de la fictionnalisation. The aim of the present thesis is on one hand, to explore the relationship between artists and reality from a philosophical and anthropological perspective and on the other hand, to describe the ontological and aesthetical position of the actor/performer in contemporary documentary art, particularly in theatre. Since any form of documentation of reality requires a definition of the real and the ways to deal with it, or to capture it, a definition of “perception” is essential, from a philosophical, ethnographical and physiological perspective. The contemporary point of view in this respect can be described as absolutely constructivist. Reality stands out as the product of a balanced communication between subject and object. Observer and observed reality are not in opposition to each other, in a hierarchical and dichotomous way as Descartes formulated it in his rationalist concept of res cogitans and res extensa, but they rather interact into a dialogue. For the contemporary documentary art this definition of reality offers two sides: on one hand, in an attitude that meets reality rather carefully and doubtfully, it results in an opened, fragmented and heterogeneous form of art. On the other hand, documentary art deals with the ethical and aesthetical problem of playing (with) the documentation. Each and every documentary artist shall constantly assess, whether and to what extend art is allowed to play with reality. However, the statement that playing with reality fulfills a unique, both epistemological and anthropological function, is definitely the subject of the present study
Die folgende Studie untersucht einerseits, aus philosophischer und anthropologischer Perspektive, die Beziehung des Künstlers zur Realität. Andererseits beschreibt sie die ontologische und ästhetische Stellung des Schauspielers/Performers in der zeitgenössischen Dokumentarkunst. Da jede Form von Dokumentation der Wirklichkeit eine Definition des Realen und den Möglichkeiten diesem zu begegnen, beziehungsweise es zu erfassen, voraussetzt, scheint es unumgänglich den Begriff der « perception » (Wahrnehmung) auf philosophische, aber auch ethnographische und physiologische Definitionen abzuklopfen. Die zeitgenössische Perspektive, die sich dabei abzeichnet, scheint unumschränkt konstruktivistisch, d.h. dass sich Wirklichkeit als Produkt einer gleichberechtigten Kommunikation beschreiben 347 lässt, auch da wo der Mensch ein Objekt wahrnimmt. Beobachter und beobachtete Realität stehen sich nicht, wie es Descartes rationalistisches Konzept der res cogitans und res extensa formuliert, hierarchisch und dichotomisch gegenüber, sondern dialogisieren vielmehr. Für die zeitgenössische Dokumentarkunst ergibt sich daraus einerseits, dass sie Wirklichkeit eher vorsichtig und zweifelnd begegnet und ihr dementsprechend im Rahmen der Kunst offene, fragmentarische und heterogene Formen gibt. Ce travail de thèse est une ponctuation majeure de mon itinéraire, à la fois personnel et professionnel. Outre la connaissance des auteurs et des problématiques contradictoires sur les banlieues et les jeunes, particulièrement en France, je vais y engager des pratiques d’enquêtes, singulièrement sur les formes de consciences et de pensée des gens, dont Sylvain Lazarus proposait la méthodologie et les attendus problématiques sous l’intitulé de l’anthropologie des singularités subjectives. Je n’ai cessé depuis de m’y confronter, à Grigny mais aussi à Dakar et au Brésil dans le cadre de l’Observatoire des Banlieues et de Périphéries avec lequel je travaille depuis sa création en 2008. La thèse rend compte de ces différentes enquêtes en particulier :- l’une auprès des jeunes- l’autre auprès des professionnels tant de l’éducation que du travail social avec les enfants et les jeunes. Le résultat de ces enquêtes, appuyés sur l’étude des textes officiels ont confirmé ce dont m’avait convaincu ma propre expérience : le rapport des institutions aux jeunes, disons de l’État aux jeunes s’est qualitativement transformé dans le milieu des années 1990 : la défiance s’est substituée à la confiance, l’éducatif a été abandonné, lui a été substitué le sécuritaire.Ce travail de thèse analyse séquence par séquence cette transformation, en prenant appui aussi sur l’histoire interne de la Grande Borne et de ses drames, en particuliers les morts violentes des jeunes.Dans la partie introductive de la thèse est examinée la pertinence de la catégorie de jeunes. Aux propositions sur la catégorie de jeunes Olivier Galland, Alain Girard, Evelyne Sullerot et Dominique Pasquier, répond l’assertion sans appel de Pierre Bourdieu : « jeunes, cela n’existe pas »Puis est analysé comment dans la littérature académique et aussi dans les discours officiels, le mot ghetto, accolé à banlieues, va être un vecteur majeur d’appui de l’approche sécuritaire. Dans la partie 1 de la thèse sont analysés d’une part les auteurs qui théorisent la qualification de ghetto Dubet, Lapeyronnie, et Bronner mais également les arguments de ceux qui s’y opposent, Wacquant, Lazarus, Mucchieli, Ben-Messous. La partie 2 de la thèse confronte et met en perspective les politiques actuelles à l’endroit des jeunes avec ce qu’il en était dans les années 1974, et ce grâce aux remarquables enquêtes menées à Grigny auprès des enfants et leurs familles, auprès des assistantes sociales, des animateurs et des enseignants, par l’équipe de chercheurs du CNRS dirigée par Marie Josée Chombart de Lauwe. Sont également étudiés les arguments de l’architecte de la Grande Borne, Emile Aillaud, qui justifie en 1970 l’absence d’équipements de jeux pour les enfants à la Grande Borne, par l’apologie de l’enfant solitaire qui ainsi affronte l’ennui.Marie Josée Chambart de Lauwe décrira quelques années plus tard les conséquences désastreuses du choix d’Emile Alliaud dans son livre L’enfant en jeu. Elle affirme sa fidélité à l’esprit de l’ordonnance de 1945 qui stipule que, à l’endroit des enfants doit primer, dans le système judiciaire et pénal, l’enjeu éducatif sur la sanction. Cette référence au CNR traverse toute la thèse, la question étant de sauvegarder à tout prix l’importance majeur de l’éducatif dans les politiques publiques à l’endroit des jeunes, et ce dans une conjoncture ou, au nom du sécuritaire, beaucoup demandent que soient abandonnés les principes de l’ordonnance de 1945.La troisième partie de la thèse est consacré aux résultats des enquêtes auprès des habitants, précisément l’existence d’une pensée « du point des gens ». Celle-ci est complètement disjointe, séparée de la pensée dite du point de l’État et des institutions. This thesis is a major punctuation of my itinerary, both personal and professional. In addition to the knowledge of the authors and the contradictory problems concerning suburbs and young people, particularly in France, I am going to engage in investigative practices, particularly on the forms of consciousness and thought of people, of which Sylvain Lazarus proposed the methodology and the Expected problems under the title of the anthropology of subjective singularities. I have never stopped confronting me in Grigny but also in Dakar and Brazil within the framework of the Observatory of Suburbs and Peripheries with which I have worked since its creation in 2008. The thesis reports on these different Investigations in particular:- one with young people- the other to professionals in both education and social work with children and young people. The results of these surveys, based on the study of the official texts, confirmed what my own experience had convinced me: the relationship between institutions and young people, say the state, for young people has changed qualitatively in the mid- 1990: distrust has replaced trust, the educational has been abandoned, it has been substituted the security.This work of thesis analyzes sequentially this transformation, taking also support on the internal history of the Great Borne and its dramas, in particular the violent deaths of young people.In the introductory part of the thesis is examined the relevance of the category of young people. To the proposals on the category of young Olivier Galland, Alain Girard, Evelyne Sullerot and Dominique Pasquier, answers the assertion without appeal of Pierre Bourdieu: "young, it does not.Then is analyzed how in the academic literature and also in the official speeches, the word ghetto, attached to suburbs, is going to be a major vector of support of the security approach. Les récits de vie d’Annie Ernaux, Pierre Michon, Pierre Bergounioux et François Bon tentent de témoigner des figures oubliées de l’arbre généalogique et des figures laissées pour compte de la société contemporaine. En écho aux mutations épistémologiques des sciences humaines dans les années 1960-1970, ces quatre auteurs entendent écrire l’Histoire non plus du point de vue des hommes illustres, mais du point de vue des anonymes. La mise en récit des sans-voix participe d’un renouvellement des paradigmes de la narration dans les dernières décennies du XXème siècle. Les figures sans histoire semblent en effet induire des processus de réduction et de marginalisation du genre romanesque. La trame des vies muettes se déroule sur le mode de l’éclat, bribes de la mémoire ou jaillissement incisif d’un réel à vif. La ténuité des archives, le maintien d’un soupçon éthique et poétique quant à la reconfiguration narrative de ces vies réelles conduisent l’écrivain à délaisser les formes périmées du roman réaliste. Ils le poussent aussi à questionner l’écart social et culturel avec ces demi-autres, mués en autant de miroirs de soi en éclats. Travaillées d’hypothèses personnelles, analytiques ou fantasmatiques, ces narrations au genre hybride font apparaître une figure d’auteur majuscule problématique, latérale et brisée, nourrie d’une incertitude épistémique majeure. Annie Ernaux, Pierre Michon, Pierre Bergounioux and François Bon's life-narratives attempt to bear witness to the genealogical tree of forgotten names and overlooked figures of contemporary society. In dialogue with the epistemological mutations of the social sciences in the 1960's and 1970's, these four authors will work to write History, not from the point of view of the illustrious, but from the point of view of the anonymous. Telling the stories of the voiceless contributes to the renewal of narrative paradigms in the last decades of the 20th century. These figures without history seem to conduce to a process of reduction and marginalization of the novelistic genre itself. The plot of these muted lives unfolds in the form of fragments, snatches from memory or sudden surges of raw reality. The scarcity of archives, the sustained suspicion, both ethical and poetical, regarding the narrative reconfiguration of these real lives lead the writer to abandon the outdated forms of the realistic novel. Such factors also question the social and cultural gap with these « half-others », turned into so many reflections of the self in a shattered mirror. Wrought with personal hypotheses, whether analytical or fantasised, these hybrid narratives reveal a problematic image of the Author, as a lateral and broken entity, informed by major epistemic doubts. In return, these diffracted narrative identities – characters as well as authors – raise questions as to the history of literature, its place and its power of resistance in today's society

Le nombre d’études consacrées au problème de l’espace, y compris dans la littérature, est en nette progression depuis plusieurs décennies et surtout ces dernières années. Certains parlent d’un « tournant spatial » de l’ensemble des disciplines humanistes. Malgré cet intérêt accru, l’équivocité traditionnellement attachée à la notion d’espace demeure. Si le langage courant réserve le terme aux faits géographiques, urbains ou encore astronomiques, on a souvent mis en évidence le fait qu’il désigne à la fois un « contenu » et une « forme » (E. Husserl), une réalité en même temps « obscure » et « objective » (A. Einstein). Cette thèse tient compte de la complexité de la notion d’espace et la met à profit pour analyser ce qu’il convient d’appeler la spatialité dans la littérature. Elle porte sur un corpus diversifié qui comprend des œuvres narratives écrites par Jean Echenoz, François Bon, Radoslav Petković, David Albahari, V.S. Naipaul et Martin Amis. Telle qu’elle est étudiée ici, la spatialité pose un large ensemble de questions « formelles » et « thématiques » : la scénographie urbaine et non urbaine, la « polarisation » de l’espace (centre/périphérie, local/global, familier/étranger), l’écriture de la frontière, la toponymie, la topographie, le « balisage » de l’espace (à l’aide de pronoms, verbes et adverbes), l’espace-image et le sens autoréflexif de l’espace. In various fields, including literature, much work has been done on the question of space over the last few years and decades. Some refer to a “spatial turn” in humanities and social sciences. However, in spite of a considerable general interest in this topic, the notion of space remains equivocal. The term is commonly used to denote basic facts in geography, urbanism and astronomy, but the concept is also often said to be rather complex. Husserl claimed that space was both a “content” and a “form”, while Einstein believed that its genuine nature was at the same time “obscure” and “undeniably objective”. In this thesis, we take into account the complexity of the space itself and challenge the notion of spatiality in literature. The corpus consists of novels and narratives written by V.S. Naipaul, Martin Amis, Jean Echenoz, François Bon, Radoslav Petković and David Albahari. Spatiality, such as defined here, brings us to examine both content- and form-related issues, including urban and non-urban space, spatial “polarization” (“centers” and “peripheries”, “local” and “global”, “known” and “unknown” places), border, toponymy and topography. The use of some terms specifying spatial location (such as deictics) is also analyzed, as well as the iconographic representations of space referred to in the texts and, finally, different forms of self-reflexive discourse inherent in the writing of space. The analysis reveals that every level of spatiality has an essentially dynamic, non-static quality, as the elements that it is composed of are in constant opposition and interaction

Boron deficiency or toxicity can reduce yield and quality of vegetables. Seven vegetable crops, varying from low to high boron requirements were grown in field plots at Corvallis in 1987. Leaf-B and yield components of green bean, cucumber, potato, carrot, tomato, broccoli and table beet were examined under conditions of fall or spring soil applied B at a 5 kg/ha rate on two soil types. Soil tests on control plots indicated B levels of .39 mg/kg and .20 mg/kg in the top 23 cm of soil in the silty clay loam and sandy loam soil, respectively. Fall or spring application of B increased soil B levels in the top 23 cm on the silty clay loam soil to .68 mg/kg and .37 mg/kg, and on the sandy loam soil to .81 mg/kg and .42 mg/kg, respectively. Boron application had no effect on yield or yield components except in green beans where spring applied B on the sandy loam reduced percent of premium grade pods (sieve sizes 1-4). Leaf-B levels were not affected in cucumber, carrot, or tomato on either soil. Boron application on both soils had a significant effect on leaf-B levels in bean, broccoli and table beet. Potato leaf-B was significantly affected only on the sandy loam soil.

In this dissertation I explore the application of two novel modeling techniques for improving risk analysis of vector-borne disease and discuss their potential use in integrating environmental risk assessment that guides environmental and public health decisions. Techniques for analyzing risk have been considered inadequate due to a lack of understanding of the problem and an appropriate analytic-deliberative process clarifying the meaning of analytic findings and uncertainty (National Research Council (NRC), 1996; Peterman and Anderson, 1999). Thus, new integrative risk analysis tools are needed that are responsive to more complex environmental problems. In this work, I develop a qualitative community model that combines a conventional biomathematical model of vector-borne disease transmission with recent developments in community modeling. My procedure predicts the change in risk of vector-borne disease from press perturbations, a disturbance that results in a permanent change in a growth parameter. I also use a Relational Bayesian Modeling technique to exploit existing data to determine plausible mechanisms and geospatial and temporal patterns of disease spread. I apply these tools to Lyme disease and West Nile Encephalitis as examples of two different vector-borne diseases associated with complex ecological communities. Both the qualitative modeling and Bayesian methods provide an integrated risk analysis framework that identifies relationships important in the system and thus, guide the application of quantitative models or provide sufficient information for management decisions.

An eigenvector analysis of the velocity-temperature correlation matrix is applied to clear-air turbulence measured by aircraft in the Bora. The eigenvectors are identified with the main eddies of the turbulence. This study attempts to infer the three-dimensional structure of these eddies. The results are compared with turbulent structures in the stable boundary layer. The turbulence in the strongly stratified boundary layer appears to be dominated by double roller eddies with their axes of rotation tilted in the shear direction. The clear-air turbulence shows a larger variety of motion types.

Steelhead and rainbow trout are common names for marine-migratory (anadromous) and freshwater-resident forms of Oncorhynchus mykiss, a partially migratory salmonid fish. Anadromous and resident forms are sympatric and can produce offspring with a life history different from their own (i.e., steelhead parents can produce rainbow trout offspring and vice versa). The expression of these alternative life histories is a plastic response to individual patterns of energy acquisition, assimilation, and allocation during juvenile life stages. Individual performance during early stream life is of particular interest because of potential carry-over effects on subsequent growth and developmental trajectories. In a series of experiments in laboratory streams, I determined the influence of individual variation in energy metabolism on behavior, growth, and life-history expression in O. mykiss. Individual variation in energy metabolism was a strong predictor of feeding territory acquisition by juvenile fish during the transition from dependence on maternal provisioning of egg yolk reserves to independent feeding. Feeding territory acquisition was positively associated with standard metabolic rate (SMR) under conditions of an abundant and predictable food supply. When the density of intraspecific competitors was manipulated, the association between SMR and territory acquisition was strongest at intermediate stocking densities, moderate at the highest stocking densities, and weakest at the lowest stocking densities. However, reducing the spatial predictability of food resources within streams reversed the influence of SMR on competitive outcomes. These experiments determined that variation in ecological conditions during early life stages imposes different selection regimes on juvenile O. mykiss and results in physiological divergence among cohorts. Subsequent rearing experiments determined that behavioral dominance influences rates of anadromy and freshwater maturation, most likely through the association between SMR and territory acquisition. In addition to the effects of behavioral dominance, I observed a significant influence of sex, rearing temperature, and individual growth trajectories on the expression of anadromy and freshwater maturation. Partially migratory populations of O. mykiss maintain an exceptionally diverse portfolio of life-history strategies. Results from this work lend insight into a suite of behavioral and physiological processes influencing individual life histories.

Inoculation trials were set up in fumigated nursery beds for red alder (Alnus rubra Bong.) seedling production. Frankia inoculum was applied in eight treatments: control, nodule suspension, and three levels of cell suspension (strain ArI5) applied with and without a peat carrier. Seedlings were evaluated at midseason and lifting. The peat inoculum treatment produced larger seedlings than the other treatments, both at mid-season and at lifting. The other treatments had little effect on growth. Size differences paralleled differences in degree of nodulation. Differences in percentage of seedlings nodulated were most pronounced at midseason, indicating that the inoculation conferred primarily an early-season advantage. In a second nursery experiment, Frankia inoculum was applied in a peat mix carrier, in four treatments: uninoculated control, strain ArI5, strain AvcI1, and combined dual-inoculum. Seedlings were evaluated at midseason and at lifting. Frankia DNA from nodules was analyzed by DNA fingerprinting. The controls were poorly nodulated and grew slowly. The single strain inoculum for ArI5 produced larger seedlings than for AvcI1, both at mid-season and at lifting. The dual-inoculum treatment produced larger seedlings than all other treatments. The AvcI1 single-inoculum nodules primarily produced fingerprints identical to AvcI1, but nodule fingerprints from all other treatments were dominated by ArI5 patterns. In a field experiment, nodulation capacity was determined for soils from red alder stands in the Oregon coast range covering a wide span of ages. Total nitrogen, total carbon, nitrate, ammonium and pH were measured on the same soil samples. Soil pH was most highly correlated with nodulation potential, with nitrate content also significant. Cluster analysis of the sites using these two variables produced two groups with distinctly different nodulation capacities. The higher capacity cluster was lower in nitrate and higher in pH than the majority of sites in the lower capacity cluster. There was general overlap in the age ranges for the two groups but the lower capacity cluster contained the oldest sites.

West Nile Virus (WNV), a vector-borne disease continues to be a serious threat to public health in the United States, particularly in the Southwest region. While all the states in the U.S. experienced a decreasing trend of WNV disease in 2010, the state of Arizona experienced a sharp increase from 20 in 2009 to 166 cases the following year. This dissertation endeavored to develop forecasting models to predict future cases of disease and identify counties with increased propensity for WNV. Furthermore, this study aimed to identify environmental and economic factors that contributed to the increase in WNV cases in Maricopa County, Arizona. A spatiotemporal stochastic regression model was developed using Bayesian principles and was successful in calculating the annual mean cases of disease from 2003 to 2011 for all counties. The model was also able to predict future cases of disease by fitting historical data. The model-based inference identified counties in the southern region of Arizona as having an elevated propensity for disease compared to counties in the northern region. A Seasonal Autoregressive Integrated Moving Average (SARIMA) model was developed and effectively forecasted monthly cases of human WNV in Maricopa County, Arizona. By fitting the SARIMA model to monthly historical disease data from 2005 to 2011, the temporal model presented a decreasing trend of monthly incidence of disease for 2012. The impact of home foreclosures, climate variability, and population growth on the resurgence of human WNV disease cases in Maricopa County during the 2010 epidemic was investigated. These factors were found to have contributed to the resurgence of the disease by creating the optimal environmental conditions that allowed the amplification of mosquito populations, thus increasing the risk of disease transmission to humans. As spatiotemporal disease data become readily available, forecasting models can be an important and viable risk assessment tool for public health practitioners. Forecasting models allow the mobilization and distribution of limited resources to areas with elevated propensity for disease, and the timely deployment of intervention programs to reduce the overall risk of disease.
