Abstract:
The Croat-Bosniak war is one of the least researched episodes of the Bosnian war. I reviewed the recent works of two regional authors who had access to original war records of the Bosnian Croats and the Bosniaks and then compared their findings with some of the representative views of secondary literature. Among other things, I focused on the Vance-Owen peace plan and the initial hostilities in the central Bosnian municipalities. My chief conclusion is that the importance placed on the Vance-Owen peace plan in secondary literature is misleading as it ignores the local military and political dynamics.

Abstract:
Dictionaries in Arabic, Turkish, Persian, and Bosnian that were created and used in Bosnia from the 16th to the 19th century are an indispensable segment of the Bosnian lexicographic tradition. Based on the researchers and analysis of the form, language, methodology, questions of authorship, and reception of the dictionaries stored in the institutional manuscript collections of Bosnia and Herzegovina, it is possible to talk about the dominant lexicographic trends and practices during the Ottoman rule in these areas and to determine the contribution of these manuscripts works and their authors to the development and continuity of the lexicographical tradition.

Abstract:
The Bosnian Crisis became a milestone in the process of disintegration of Yugoslavia. An important role in the development and settlement of the conflict was played by external actors, represented both by the countries of the West, as well as NATO and the EU, and by the Muslim community, which actively supported their co-religionists in Bosnia. On behalf of the latter, the Organization of the Islamic Conference (OIC, since 2011 — the Organization of Islamic Cooperation), which is the most authoritative and representative Muslim international organization, spoke. The position of the OIC, its interaction with the Bosnian leadership and other parties to the conflict significantly influenced the outcome of the Bosnian Crisis, despite the fact that most researchers tend to classify the OIC as a secondary participant in the process. The topic of the Bosnian conflict became one of the key ones at several conferences of foreign ministers of the OIC member countries, and the consolidated position of Muslim states developed at them in support of the Bosnians, according to the authors, prompted other stakeholders in the issue of resolving the conflict to more decisive action. The organization itself pursued the goal of including Bosnia and Herzegovina in its sphere of influence, but in the future this Balkan state will never become a member of the OIC, being content with observer status to this day. Nevertheless, the impact of international Islamic structures and, above all, the OIC on the course of hostilities and the political settlement in Bosnia and Herzegovina was a significant factor that retained its significance in the post-war period. Thus, the study of the history of interaction between the OIC and the Bosnian side seems relevant in order to identify the role and influence of the Islamic world on political processes in the Western Balkans and, above all, in Bosnia and Herzegovina.

Abstract:
This article presents papers on the history of Bosnia and Herzegovina published in the most prestigious historiographical journals in the Republic of Turkey in the period from 2010 to 2020. The first part of the paper explains the criteria for which the authors decided on the journals Belleten, Tarih Dergisi, Osmanlı Araştırmaları, Tarih İncelemeleri Dergisi, Osmanlı Tarihi Araştırma ve Uygulama Merkezi Dergisi - OTAM. Special attention is given to the works of Bosnian authors published in these journals. In the period from 2010 to 2020, six Bosnian authors published their works in these publications. Two papers were published by Kerima Filan (papers published in Osmanlı Tarihi Araştırma ve Uygulama Merkezi Dergisi - OTAM and Osmanlı Araştırmaları), while one paper was published by Hatidža Čar-Drnda (in Belleten journal) and Adnan Ararić (in Tarr journal Osmanş Uygulama Merkezi Dergisi - OTAM), Sabaheta Gačanin (in Tarih İncelemeleri Dergisi), Fahd Kasumović (in Belleten jounal) and Aladin Husić (in Belleten journal). Attention is also paid to the works of foreign authors in which the research focus is on Bosnia and Herzegovina. Six papers published in the Bulletin are presented in more detail, by Zafer Gölen, Hüsnü Demircan, Uğur Ünal, Tufan Turan, then two papers published in Osmanlı Tarihi Araştırma ve Uygulama Merkezi Dergisi - OTAM, by Ayşa Zişan Furat and Kurana published in Osmanlı Araştırmaları by Fatma Sel Turhan. Compared to Bosnian authors, Turkish historians of the Ottoman period have a greater interest in studying the history of Bosnia and Herzegovina in the 19th century, so most of the presented works deal with the events of that century. The authors pointed out the importance, but also certain shortcomings, of the works of Turkish historians. The last part of the paper is dedicated to the analysis of citations of Bosnian authors in the analyzed journals and papers. Papers in Turkish and other researchers rarely cite papers in South Slavic languages, while a large number of cited papers are by Bosnian authors who have published their papers in Turkish or English. Among the cited authors we find, among others, Ahmed Aličić, Hamdija Kreševljaković, Hatidža Čar-Drnd, Smail Čekić, Fikret Karčić, Avdo Sućeska, Nedim Filipović and Hazim Šabanović. The paper also mentions In Memoriam on the occasion of the death of Ahmed Aličić, published in the 37th issue of the journal Osmanlı Tarihi Araştırma ve Uygulama Merkezi Dergisi (OTAM), and several reviews of books prepared or written by Bosnian authors. A selective bibliography of papers, divided into two parts, was offered as a contribution to the paper. The first part lists the works that relate in whole or in part to the past of Bosnia and Herzegovina. These are 15 works by authors from Bosnia and Herzegovina, Turkey and Croatia, and one In Memoriam, which is written in more detail in the main part of the text. The second part of the selective bibliography lists 24 works whose content is partly related to the history of Bosnia and Herzegovina. Among the authors of these works are world-renowned historians such as Linda T. Darling and Feridun Emecena, but also authors from neighboring countries Dragana Amedoski and Marijan Premović.

This article examines the 2010 general elections in Bosnia and Herzegovina, in view of the upcoming 2014 elections. The authors argue that analyses of Bosnian elections need to take into account the realignment of the Bosnian party system during the second half of the 2000s. Through an analysis of the 2010 election results, the constants and the shifts in Bosnian electoral behavior are detected and employed along with the governmental record of the recent years to propose what the stakes of the upcoming elections might be.

Abstract:
The political organization of Bosniaks dates back to the beginning of the twentieth century, more precisely in 1906, when a group of Bosniak intellectuals formed the first political party called the Muslim People's Organization. As a result of the global political upheavals that affected most of Europe, certain decisions of international officials (primarily the Congress of Berlin in 1878) from the end of the nineteenth century complicated the position of Bosnia and Herzegovina, as well as the Bosniaks. Realizing that through political activism they can defend their own interests in the newly emerging constellation of relations, Bosniak dignitaries led by Ali-beg Firdus and other dignitaries began a demanding political struggle. The scope of Bosniak politics at that time was extremely limited, as were the political organizations and representatives of Bosniaks in the years after, in contrast to the end of the twentieth century when politically organized Bosniaks managed to restore their national name Bosniak, the Bosnian language, but also democratically fight for an independent Bosnia and Herzegovina. Namely, during the twentieth century, the political development of Bosniaks can be traced, which at the beginning of the nineties experienced a kind of culmination in the context of the achieved results. In that process, two years can be considered extremely important in the context of the political organization of Bosniaks in the period of the beginning of the dissolution of Yugoslavia. and those are definitely 1990 and 1991. The first year (1990) is important because of the officialization of political pluralism in the country at that time, while during 1991 processes took place that would not only change the everyday life of Bosniaks, but also the whole of Yugoslavia. The Bosniaks saw the introduction of democratic principles into daily life in Yugoslavia as an opportunity for renewed political organization, which was imposed as a logical sequence of the circumstances of a nation in the post-communist period. The formation of the first Bosniak political party during the nineties - the Party of Democratic Action - SDA, started the Bosniak struggle for equality, but also the preservation of the position of Bosnia and Herzegovina within Yugoslavia, and later as an independent state. The aim of the paper is to present the way of the initial political organization of Bosniaks due to the new political reality in Yugoslavia, with a focus on Bosnia and Herzegovina and Sandžak, with an overview of organizing throughout the Bosniak diaspora. In historiography, the role of the Bosniak diaspora in the context of the original political organization during the nineties has often been unfairly neglected. The Bosniak diaspora carefully followed all events in Yugoslavia, and tried to be a part of them in all available ways. The beginning of political organizing among Bosniaks in Bosnia and Herzegovina and Sandžak was followed with great attention, and Bosniak political activists from Bosnia and Herzegovina and Sanjak often went together on tours throughout the diaspora, with the aim of including Bosniaks outside their homeland in important processes that then took place in Yugoslavia. The political struggle of Bosniaks in Sanjak, about which the Bosnian public knows very little, took place almost parallel to the one in Bosnia and Herzegovina. The political representatives of Bosniaks from Sanjak experienced various forms of segregation by the Great Serbian regime from Belgrade, as evidenced by various official documents and other sources, which were used in the preparation of this work. According to the above, there is a need to research such a topic, which has the task of encouraging other authors to investigate this period in more detail. In the context of the methodology of the work, it is worth noting that the work will primarily contain the thematic and chronological methods, with the use of other methods for which the need arises, for the purpose of improving the quality of the work. The paper before you is not the final letter on the mentioned topic, but an attempt to answer some important and unavoidable questions from the beginning of the nineties of the last century, in the context of the political history of Bosniaks.

The number of descendants of Bosniak migrants in Anatolia has led us to examine the issue of existence of literature of exile in this community; as well as the theme of Bosniak migration to Turkey in literary texts. This paper presents biographies of authors of Bosniak origin and indicates elements of literature of exile in their work: Mehmet Ruhi Turan (1900-1981); Ahmet Cemil Miroğlu – Asri (1907-1971); Memduh Cumhur (1947-2018); Cemil Kavukçu (1955- ); Yavuz Bubik (1940-). The corpus also includes the novels Gözüm Yaşı Tuna Selidir Şimdi by Selm Fındıklı and Cüda by Halil İbrahima Izgi – authors whose biographies include no information about their Bosniak ancestry; but their novels focus on migration of Bosniaks to Anatolia and Ottoman-governed Palestine. Stories about the circumstances that led to migration; about the trauma of leaving home; about otherness; identity; hopes for return; nostalgia – more than a century later; after the loss of even the Bosnian linguistic identity; speak through literary text in the Turkish language.

Abstract This paper deals with the sluggish Europeanisation efforts of the current political elites of Bosnia and Herzegovina. A typical explanation for the lack of progress would be the complex structure of consociational democracy of the specific Bosnian confederation. The authors, however, claim that the structural obstacles could have been bypassed given the real will of political elites of all three nations to cooperate. The authors examine the role of the structure of the peculiar political system in comparison with the influence of the agency of Bosnian elites on the integration process. The empirical analysis focuses on the situation after the general elections in 2018. The authors discuss the contrast between the official declarations of consistent support for a European future with the real political performance of the various Bosnian party elites. These elites often misuse the institutional settings of the political system to block reforms. They also prefer the politics of obstruction to cement their leading positions within their constituent nations. More than a quarter century after the Dayton Peace Treaty and adoption of the Constitution, the lack of genuine intrinsic motivation to pursue Europeanisation has remained the main reason for the reluctant rapprochement of Bosnia to the European Union.

Abstract:
In contemporary historiography, the term Bellum Pannonicum implies Tiberius’s conquest of southeastern Pannonia, that is the area between the rivers Drava and Sava, the basin of the rivers Sana, Vrbas and Bosna to the south of the Sava River. This paper accepts the opinion of the contemporary historiography that Tiberius’s war (Bellum Pannonicum) was waged for only 2 years – 12 and 11 BC. It accordingly takes into account the ethno-geographical understanding of Pannonia in the context of the territory of Bosnia and Herzegovina. The paper particularly focuses on the Breuci and Osseriates as two indigenous communities who populated the majority of Bosnian Posavina. By analyzing the texts of Greco-Roman authors, the paper presents the motives and causes of Tiberius’s Pannonian war. The paper aims to present an overview of the military conquest and point out the consequences of Tiberius’s military campaign in Bosnian Posavina.

Abstract:
The manuscript collection of the Specialized Library “Behram-beg” in Tuzla contains 131 manuscript codices written in Arabic, Turkish, Persian and Bosnian. The largest part of the collection consists of manuscripts of the Qur’an, works from the Qur’anic disciplines, hadith sciences, Islamic law, dogmatics, prayers, sermons, grammar, lexicography and belles lettres. Of particular value to this collection are the works of Bosniak authors and works by other authors copied by Bosniaks, as well as works that are rarely found in other manuscriptcollections and those written in Arabic script in the Bosnian language. Of the total number of manuscripts stored in the collection of the Behram-beg library, 78 have been digitised. We will present a part of these manuscripts in this paper, trying to draw attention to the growing importance of digital data processing and storage with the aim of valid protection, study and valorization of written heritage. Digital archives as safe places of storage on the one hand, and top presenters of cultural heritage to a large number of users on the other, can reliably guarantee that times of “archival silence” have passed and that the manuscript treasure will experience its reaffirmation and increasingly arouse the interest of researchers and scientists around the world.

Abstract:
This paper provides a synopsis and characterization of the most important historiographically, politologically, and ethnologically oriented works published in the Czech Republic between 2000 and 2018 on the history and current evolution of Bosnia and Herzegovina. Czech works on the history of Bosnia and Herzegovina can be divided into two main groups. The first group includes monographs by historians who were familiar with the reality of Bosnian multiethnicity in the period before the breakup of Yugoslavia and in that context, therefore, continue in their books to support the idea of preserving Bosnia within its existing borders and in the form of a multinational state. The second group comprises books by Czech authors who primarily focus on analysing political events in the contemporary, socalled post-Dayton Bosnia, of which they are highly critical and as a result also highly skeptical when it comes to the prospect of continued coexistence between the nations of Bosnia. During the period in question, several works were published in the Czech Republic dedicated to the history of Czech-Bosnian relations and the synthetical treatment of the history of the Czech national minority living in Bosnia and Herzegovina.

Abstract:
The Slovenian-Bosnian poet, writer, essayist, literary critic, translator and editor Josip Osti (1945–2021) was born in Sarajevo, lived and worked in Slovenia since 1990. Being a recognized poet in his homeland, writing in Croatian, one of the largest translators of Slovenian literature into Serbo-Croatian, since 1997 he has been writing in Slovenian. The transcultural aspects of Josip Osti’s literary works, both poetry collections and novels, are a unique phenomenon. In our study, we turned to the novels of Josip Osti, namely his trilogy — Ghosts of the House of Heinrich Böll (2016), In Front of the Mirror (2016) and Life is a Creepy Fairy Tale (2019). All three works have a strong (auto)biographical component and form a special novel form, which the author calls the “kaleidoscope-mosaic” novel. The latter has a fragmented structure and consists of short stories, life stories, anecdotes, urban legends, essayistic notes, literary-critical digressions, lyrical passages, diary entries, etc. In Osti’s novels, we also find a connection with the tradition of short prose in Bosnian-Herzegovina literature, in particular, with the works of the 1990s by such authors as M. Jergović, D. Karahasan, N. Veličković, K. Zaimović and others. Their texts are characterized by a destabilized genre form, a mosaic narrative, personal and documentary evidence, and a palimpsest narrative model. The kaleidoscopic structure of Osti’s prose texts helps him to reflect the transcultural view characteristic of his intimate and artistic world, to embrace the complex overlap of heterogeneous elements. The novels are written in Slovene, but they are mainly devoted to the space of Sarajevo, the unique multicultural atmosphere of this city, as well as the tragedy unfolding in it; thus, the writer complements the so-called “Sarajevo text”, but already in the field of Slovenian literature, artistically comprehending the interconnectedness of Bosnia and Slovenia. This paper aims to analyze the current state of play in the relations between Bosnia and Herzegovina and NATO. The first part of the paper deals with the analysis of constitutional and strategic documents, as well as legal regulations related to political, economic, defense, and security aspects in the relations between Bosnia and Herzegovina and NATO. The second part of the paper presents a comparative analysis of the results of the research conducted in 2018 and 2019 on “Military neutrality or NATO”. The sample consists of 700 adult citizens of Bosnia and Herzegovina, residents of the cities of Banja Luka, Mostar and Sarajevo, and the research was conducted by the technique of direct contact with the respondents, while a specially created questionnaire was used as a research instrument. The authors intend to contribute to a better understanding of the activities carried out related to the current cooperation between Bosnia and Herzegovina and NATO, as well as to emphasize the need for full respect for the constitutional and legal solutions concerning the discussion of relevant future strategic commitments of Bosnia and Herzegovina. The novel by Slovenian writer Goran Voinovi ć (1980) “ Đorđić Returns” (2021) is a sequel to the author’s debut novel “Southern Scum Go Home!” (2008), which turned to the life of first and second generation immigrants from the southern republics of the former Yugoslavia in Slovenia, and became a cult book. The author refers to the same characters and their evolution over the past ten years, a special place in the text is given to Bosnia and the life of the main protagonist there. The clash and overlap of different cultural spaces leads to complex forms of transculturalism, which are re flected in the work in the form of various forms of linguistic hybridity, bifurcated, nomadic identity of characters, actualization of the problem of migration as such.

In this paper, the authors discusses a comparative overview of the legal frameworks governing the appeal of conscience, with emphasis on the reproductive medicine first of the Republic of Croatia, Serbia, Slovenia and the Federation of Bosnia and Herzegovina, and after that of the Spain, Norway, Sweden, Italy and France. In the Socialist Federal Republic of Yugoslavia in 1978, which parts were Bosnia and Herzegovina, Serbia, Slovenia and Croatia, the Law on Health Measures for Exercising the Right to Free Decision-Making on the Birth of Children entered into force, which is still in force in the Republic of Croatia. After the break-up of the Socialist Federal Republic of Yugoslavia, some states that were part of it regulated the right to conscience by the Constitution and some only by the laws in the field of health and health care. We identified a number of problems through the analysis. In the paper, the topic is analyzed in detail. For example, in the Republic of Croatia, there is no uniform and standardized procedure for refusing to perform certain services due to the appeal of conscience, there is no systematic collection of data on health personnel with the appeal of conscience and about the impact of the appeal of conscience on the quality of health care.

Abstract:
The Republic of North Macedonia in 2021 marks not only 30 years since the Declaration of Independence and the peaceful separation from the former SFRY but also 20 years since the signing of the Ohrid Framework Agreement (OFA). Next year Bosnia and Herzegovina (BiH) will also mark the 30th anniversary of the Independence Referendum, which in turn was an introduction to the three-and-a-half-year civil war (1992-1995), which ended with the signing of the Dayton Peace Agreement (DMD). With both agreements, in the Republic of N. Macedonia and BiH, elements of consociational democracy were introduced in their constitutional order and political system. The two countries in science are categorized in the group of consociational democracies of the new wave, even though BiH is a “complex” and the Republic of N. Macedonia is a “minimalist” consociational model. The theoretical literature dealing with the consociational model of democracy has long focused on several issues. One of them is the question about the needs of certain favorable conditions for its application. The following can be pointed out as favorable factors for the application of this model of democracy: relative equilibrium among the segments; the existence of moderate multi-party and representative party system; small country size; crosscutting cleavages; overarching loyalties; segmental isolation and federalism; traditions of elite accommodation. Some authors rightly note that the assumed favorable conditions for consociation should be further explored by analyzing some successful and unsuccessful examples of consociation. The purpose of this paper is to make such an analysis, which will be done by comparing the favorable conditions for the application of the consociational model in countries such as BiH and the Republic of N. Macedonia. It is necessary to emphasize that certain consociational elements were present in the political system of BiH while it was part of the SFRY and in the Republic of N. Macedonia the same were nurtured in the first decade of Macedonian independence (until the signing of the OFA in 2001), but more through political pragmatism than through systematically guaranteed solutions. Abstract:
Pandemic of virus COVID-19 posed numerous and unprecedented challenges to citizens and authorities which required shift in behavior and actions of all segments of society. Representing Ombudsmen Institution of Bosnia and Herzegovina, authors shared their experience in monitoring implementation of the decisions of all levels of government and presented challenges in striking the right balance between interests of public health and protection of rights of vulnerable groups. Public authorities in Bosnia and Herzegovina have passed emergency measures aimed at containing the spread of virus, but some of them failed to maintain human rights standards. Following the decisions of crisis centers to limit the freedom of movement, it was necessary to secure rights of children to education, protection from domestic violence and neglect in the family context. In introducing online education, authorities were asked to adapt recognition and grading system to the children in different conditions and circumstances, especially to the children with difficulties in development, children living in poverty and on margins of society such as Roma children or those living in institutions. Ombudsmen Institution registered increase in the number of domestic violence cases because measures limiting freedom of movement had impact on victims' ability to seek help from trusted sources, usually members of immediate family or representatives of law enforcement agencies. Having in mind that large number of citizens could not afford access to the official gazettes in any form, Ombudsmen requested that all enacted legislation be accessible online recommended that the decision banning reporters from conferences be reconsidered, guided by the right of citizens to be informed of their government actions. Examining the practice of placing COVID stickers on mail by the Post Office, Ombudsmen issued recommendation to stop such practice as it was deemed disproportional to the right to privacy and protection of personal data, while the protection of postal workers could have been ensured by other protective measures. It also became evident that national budgetary capacities had to be increased in order to prevent deterioration in provision of basic public services such as health and social protection, since economic consequences of the pandemic were disproportionally felt by the groups exposed to poverty, such as Roma, refugees or migrants. Drawing conclusion from concrete cases, authors offer review of particular emergency measures, analyze their adequacy, justifiability and timeliness, while presenting authorities’ response to Ombudsmen’s findings in formulating more adequate and efficient but, at the same time, least intrusive measures taken in response to the disaster. In search of common response to such widespread phenomenon, governments should recognize the intention of Ombudsmen Institutions to be in „permanent session“ over protection of vulnerable groups and should more actively involve it in discussions on emergency measures and their effect on human rights and freedoms. It proved to be better suited to act quickly, to apply more effective remedies and to correct government actions thanks to its knowledge of the local context than traditional institutions for protection of human rights, such as constitutional courts, international courts or treaty bodies.

Russian aggression on Ukraine increased spread of disinformation worldwide. Western Balkans and Serbia are also a long-term subject for Russian active measures. Those active measures have several priorities which are only intensifying in crises periods. Russian strategic task for Western Balkan is to prevent full western integrations. So far, Russia has succeeded to blockade Bosnia and Herzegovina and Montenegro very successfully through their proxies on the field. Like during corona crisis, same patterns are deployed before and after beginning of the aggression on Ukraine. This work aims to identify, explain and counter main anti-western narratives in context of the Russian aggression. No doubts Russia is losing its international capacity but capacity for cover activities is still untouched on Western Balkans. In this scientific work authors will make a brief case study on Serbia and try to provide better understanding why Russian disinformation is so successful in Serbia. What are the main triggers? What can be done to prevent such subversive activities? Also, authors will trace and analyze the main advisories’ narratives from their deployment to their effects. Russian active measures have the potential to trigger inner and international conflicts in the Western Balkan region. They have already successfully divided the society. Meanwhile Serbia had a parliamentary election with results which are in direct connection with the war in Ukraine. Right wing parties achieved their record success in the last 10 years. Our article will try to find what can be done in a way to prevent Russian active measures. What is the role of media, state institutions and civil societies? This challenge will unfortunately be a security challenge in the future years, full western integration will not be a “silver bullet” for Russian activities. Russia is a global challenger that will exploit every possibility to endanger West. Non-integrated territories will be more vulnerable to became anti-western launch pad in the region. Abstract:
The most important innovation for Western Balkan countries is combining social, labor and economic development policies, together with sustainable development focus on increasing and sustaining the welfare and wellbeing of the people in this countries. The purposes of this study is to investigate current social economy in the Western Balkans countries (Albania, Kosovo, North Macedonia, Serbia, Montenegro and Bosnia and Herzegovina). To give an answer to the research question whether the socio-economic situation in Western Balkan countries is improving, we have firstly revise the literature to find out what different authors have found in recent researches concerning this area and the methods, models used in collecting, processing and analyzing data. The processing of the data of the above-mentioned has been done by the STATA software program, specifically using Linear Regression, Fixed Effect, Random Effect, Hausman Taylor Regression and Correlation & Covariance. Based on the empirical results of this study, we conclude that the R Square designation coefficient indicating a higher relationship between dependent variable (Social Development) and independent variables (economic growth, education, climate change, environment, health, poverty, social protection and labor). Economic growth, education, climate change, social protection and labor, environment, health and poverty force explain and have an impact on increase/decrease the social development of the Western Balkan countries during for the period 2009-2019. This research paper highlights an empirical analysis based on real data, statistical reports of the World Bank of the Western Balkan Countries. Given that these results are evident, economic situation in Western Balkan countries have to improve with establishing social economy exactly in key area for the rapid grow of this countries.
