Quel(s) discours une ethnologie peut-elle porter sur des objets d’art ? Qu’est-ce qu’une sociologie de l’art appliquée à une production artistique "non-occidentale" ? Ou plus précisément encore comment faire une ethnologie d’un art san contemporain ? Partant de ces questionnements, cette thèse ouvre à une réflexion sur les opérations nécessaires à la création d’un art san contemporain et sur les conditions et les enjeux d’une expression ethnographique sur l’expression d’autrui en contexte postcolonial.Basée sur une ethnographie du Kuru Art Project, seul atelier d’art san contemporain en activité au moment de cette étude, cette thèse retrace les réseaux de relations qui participent, ou ont participé, à l’émergence puis à l’existence de ce projet d’art à D’kar, un village du district de Ghanzi (Botswana). Au travers de l’étude des mouvements circulatoires inhérents à la création et à la diffusion d’un art san contemporain, Quand l’art vient à D’kar raconte l’histoire complexe de l’introduction du concept d’art à D’kar et de la transformation de ces peintures et gravures en un mouvement artistique désigné dès 1991 sous le nom d’art san contemporain. En empruntant des outils théoriques et méthodologiques issus de la sociologie de l’art, de la sociologie de la traduction et de la socio-anthropologie du développement, ce travail s’attache à décrire les pratiques et les discours engagés dans la production quotidienne d’un art san contemporain, au travers d’une analyse : des modalités et des effets de l’introduction du concept d’art à D’kar (sous l’angle du transfert de connaissance) ; du passage du non-art à l’art (au travers du concept d’artification) ; et des conditions quotidiennes entourant la production individuelle de ces objets (par le biais du suivi d’une trajectoire artistique particulière). Enfin, cette thèse développe une réflexion sur les manières d’élaborer une ethnographie qui tienne compte des asymétries dans les moyens d’expression et qui, ce faisant, essaie en même temps de contourner ces structures relationnelles. Elle invite ainsi à repenser l’écriture, en menant une réflexion sur les enjeux et les modalités de production d’un discours non seulement sur l’image, mais aussi sur l’image de l’Autre en contexte postcolonial et plus précisément sur cette catégorie d’objets particuliers circulant sous le nom d’art san contemporain
How to address artworks anthropologically? What can a sociological approach on art bring to the comprehension of “non-western” artistic productions? Or more precisely, what does it mean to investigate contemporary San art? Proceeding from these questions, this PhD thesis offers a reflection on the processes involved in the creation of contemporary San art, and on the issues inherent to developing an anthropological expression about the expression of Others in a postcolonial context.Based on an ethnographic study of the Kuru Art Project – the only existing contemporary San art project at the time of the study – this PhD thesis retraces the networks of relations involved, or having been involved, in the emergence and existence of an art project in D’kar, a small village of the Ghanzi District (Botswana). Through analysing the circulatory movements inherent to the creation and diffusion of contemporary San art, When art comes to D’kar tells the complex story of how the concept of art was introduced in D’kar and of how these paintings and engravings were transformed in an art movement known since 1991 as contemporary San art.Using theoretical and methodological tools provided by: the sociology of art, the sociology of translation and the socio-anthropology of development, this work seeks to describe the practices and discourses involved in the everyday production of contemporary San art. This is done through an analysis of: the modalities and effects following the introduction of the concept of “art” in D’kar (in terms of knowledge transfer); the passage from non-art to art (through the concept of artification); and the everyday conditions surrounding the individual production of these objects (via the day-to-day study of a specific artistic trajectory).At last, this dissertation exposes a reflection on the way to develop an ethnography that takes into account the asymmetry existing in terms of means of expression. Through a reflection on the modalities and issues of discourses production, it tries to bypass these relationship patterns, inviting to rethink the ways of writing about images and the Others in a postcolonial context, and more precisely about this very specific type of objects circulating under the name of contemporary San art

Botswana is experiencing high levels of HIV prevalence rate at 16.9% among the general population, 4.5% among adolescents aged 10-14 and 4.7% among adolescents aged 14-19. Adolescents are in a critically stage between childhood and adulthood and undergo a lot of developmental changes physically, sychologically and emotionally. The scourge of HIV/AIDS has also brought with it multiple challenges to adolescents as those who are HIV positive have to adhere to all the health requirements of being HIV positive and at the same time being pressurised by the societal expectations. Stigmatisation and discrimination are experienced as barriers against the fight towards HIV which is seen a major factor among adolescents. The aim of the study was to explore and describe adolescents’ perceptions and experiences of anti-retroviral therapy at a tertiary hospital in Francistown, Botswana. The study followed a qualitative research approach with an exploratory descriptive research design. Purposive sampling was used to recruit participants. Participants were school going adolescents aged between 13 and 19 years, who are on antiretroviral therapy and going for reviews at a tertiary hospital in Francistown, Botswana. Data were gathered though face to face semi structured interviews with each of the 24 participants. Data were analysed thematically. The following four themes emerged during the analysis: i. “ARVs control but don’t cure”; ii. “Why did it happen to me?-the reality of using ARVs”; iii. “I don’t want to take them for the rest of my life”; and iv. “No man is an island”, which addressed the research objectives. The findings led to the conclusion that, despite the fact that HIV has been around for over two decades and ARVs has been around for more than a decade, adolescents living with HIV still faces challenges such as stigmatisation due to social as well as clinical factors and adjusting to a lifelong treatment which made it difficult for them to adhere to their treatment. However, adolescents are happy as they are living a healthy and a fruitful life as a result of the ARVs. Ethical considerations were adhered too. Furthermore the findings of the study could assist the Ministries of Health, Education, Local Government and Rural Development to address these challenges experienced by the adolescents in the development of social programmes to improve the livelihood of the adolescents living with HIV/AIDS.

ENGLISH ABSTRACT: While every Botswana national can claim to be a citizen legally within the framework of the modern nation-state, some (minority groups in the main) are perceived by others (among the majority Tswana groups especially), as less authentic nationals or citizens. There is a hierarchy of citizenship fostered by political, economic, social and cultural inequalities, such that it makes some individuals and groups much more able to claim and articulate their rights than others. Ethnic identities seem stronger than ‘national identities’ as they work at the very macro level and on an immediate and daily basis. Thus the multicultural and linguistic diversity of Taung compels us to view every group as heterogeneously unique and important in its own ways, since students become marginalised as a result of individual circumstances, by being members of historically oppressed social groups. The main aim of this study was to explore visual art as a learning platform to negotiate social and cultural meanings and inform understandings of self. A qualitative approach towards the study was considered the most suitable way for conducting the research. An interpretive analysis was used to gain insight into how students made sense of their experiences and the significance of art as a platform to negotiate stigmas and stereotypes in class and school. Using the case study drawn from Taung Junior Secondary School comprising of twelve students from different ethnic groups, two major themes of difference and discrimination were identified. The sub-theme discussed under difference includes sub themes race, ethnicity and nationality, and language; while stereotyping and stigma, feelings of discomfort and feeling outcast, and Othering and marginalisation were discussed under the theme discrimination. My study revealed that art can be an especially effective catalyst for developing a critical awareness of issues of race, immigration, difference, and privilege. Art practices can become a platform for the negotiation and construction of meaning and lobby for removing the historic inequalities and injustices created by a stratified society. For this reason, it is important to understand culture and cultural diversity because culture provides beliefs, values, and the patterns that give meaning and structure to life. It enables individuals within the multiple social groups of which they are a part to function effectively in their social and cultural environments, which are constantly changing. Groups try to maintain social hierarchies and individuals maintain their position within such hierarchies by excluding others, to deny difference and try and enforce homogeneity and reproduce current social relations. As such if forces such as, differences in race, culture, gender, language, and religion are well understood, the students will engage in the process of identifying ways to manage them to shape their own educational practices.
AFRIKAANSE OPSOMMING: Terwyl elke Botswana burger wetlik aanspraak kan maak op burgerskap binne die raamwerk van die moderne volkstaat, word sommige (hoofsaaklik minderheidsgroepe) deur ander (veral Tswana groepe) as minder egte burgers beskou. Daar bestaan ‘n hierargie van burgerskap wat deur politieke, ekonomiese, sosiale en kulturele ongelykhede bevorder word; tot die mate dat sommige individue en groepe meer geredelik hulle regte kan verwoord as ander. Etniese identiteite blyk sterker te wees as ‘nasionale identiteite’ omdat dat dit op makrovlak funksioneer sowel as op ‘n onmiddellike en daaglikse basis. Gevolglik dring die multikulturele en linguistiese diversiteit van Taung ons om elke groep as heterogeen uniek en belangrik op sy eie manier te beskou, aangesien studente gemarginaliseerd raak weens individuele omstandighede, deurdat hulle lede van geskiedkundigonderdrukte sosiale groepe is. Die hoofdoel van hierdie studie was om ondersoek in te stel na die visuele kunste as ‘n leerplatform om oor sosiale en kulturele betekenisse te onderhandel en selfbeskouings toe te lig. Daar is besluit dat ‘n kwalitatiewe benadering tot die studie die mees geskikte manier is om die navorsing uit te voer. ‘n Verklarende analise is gevolg om insig te verkry ten opsigte van hoe studente sin maak uit hulle ervarings en die betekenisvolheid van kuns as ‘n platform om oor stigmas en stereotipes in die klas en skool te onderhandel. Deur van Taung Junior Sekondêre Skool, met twaalf studente van verskillende etniese groepe, as gevallestudie gebruik te maak, is twee hooftemas, nl verskil en diskriminasie, geidentifiseer. Die subtemas wat onder verskil bespreek word, sluit ras, etnisiteit en burgerskap en taal in; terwyl stereotipering en stigma, gevoelens van ongemak en verwerping en ‘Othering’ en marginalisering onder die tema diskriminasie bespreek word. My studie het getoon dat kuns ‘n besonder effektiewe katalisator is vir die ontwikkeling van ‘n kritiese bewustheid ten opsigte van kwessies soos ras, immigrasie, verskil en voorreg. Kunspraktyke kan ‘n platform word vir die onderhandeling en konstruksie van betekenis en selfs druk uitoefen ten opsigte van die opheffing van historiese ongelykhede en ongeregtighede wat deur ‘n gestratifiseerde samelewing geskep is. Dit is vir hierdie rede belangrik om kultuur en kulturele diversiteit te verstaan omdat kultuur die oortuigings, waardes en die patrone voorsien wat betekenis en struktuur aan die lewe gee. Dit gee vir individue binne die verskeie sosiale groepe waarvan hulle deel vorm, die vermoë om effektief in hul sosiale en kulturele omgewings, wat deurlopend verander, te funksioneer. Groepe poog om sosiale hierargië te handhaaf en individue handhaaf op hulle beurt hul posisie binne hierdie hierargië deur ander uit te sluit, verskille te ontken en homogeniteit af te dwing en huidige sosiale verhoudings te herproduseer. Indien daar ‘n goeie begrip is van magte, soos verskille in ras, kultuur, geslag, taal en godsdiens, sal studente betrokke raak by die proses om maniere te identifiseer om dit te bestuur en sodoende hule eie opvoedkundige praktyke te vorm.

Abstract:
In this study, I undertook to investigate how the requirements of formative and summative assessment influence the practices of teachers of art, craft and design in Botswana junior secondary schools (BJSS) in relation to the continuous assessment portfolio (CAP). I used qualitative research methods for data collection, mainly using in-depth interviews with individual teachers of art, craft and design. I also used grounded theory approach to interpret and analyse the collected data. The sample was chosen from different junior secondary schools near Gaborone, in Botswana. Interviewees had common qualification entry requirements while their experiences and backgrounds were different. The theoretical and conceptual frames underpinning the study are mainly Bourdieu's theory of practice and Lave and Wenger's theory of communities of practice. I focused my study on using these theoretical and conceptual frames to help describe the basis for the participants' choice in their judgements during their development of students' CAP. The outcome of this study makes claim that the teachers of art, craft and design who participated in the study clearly understood the requirements of the CAP. However, they chose to ignore these requirements due to the pressures originating from the tensions between formative assessment at school level and summative assessment at the level of the national examinations. These choices result in teachers undertaking activities which emphasize doing well in the national examinations rather than developing the students' skills for future use. This practice results from teachers' efforts to gain recognition for themselves and their schools as a result of outstanding national examination results. Good performance by their students in national examinations enhances their reputation as teachers and makes them eligible to be entrusted with national responsibilities such as being appointed moderators and examiners.

Abstract:
The HIV/AIDS epidemic and the COVID-19 pandemic have ruined many people's lives. Antiretroviral therapy (ART) has controlled the HIV/AIDS epidemic and COVID-19 vaccine is expected to ease confusion caused by the pandemic. However, the supply of health-resource falls far short of the demand in resource-constrained countries; thus, decision-making about resource allocation should be discussed. Botswana, as a resource-constrained country with a high prevalence of HIV, needs to construct its own framework for ART allocation. We propose an equitable framework for ART and COVID-19 vaccine allocation in Botswana based upon the egalitarian principle, which provides each individual has an equal chance of receiving them. We use a spatial mathematical model of treatment accessibility with an equity objective function, and sequential quadratic programming is used to address the nonlinear programming model. Considering Botswana's current health infrastructure, our strategy brings the most equal health outcomes. However, the disparity of accessibility still exists between rural and urban areas even from our equitable strategy. We present proposals that can increase the accessibility of rural areas using sensitivity analysis. Our work can be applied to different contexts, especially in sub-Saharan Africa.

Abstract:
This thesis seeks to examine how lower primary school teachers in the South Central and Central North regions of Botswana have met the recommended learning outcomes of art and craft, as a discipline within the Creative and Performing Arts programme that was introduced in 2002. The study took place in four geographically and socio-economically representative schools. The literature review provides insights into history and current practices regarding teaching art and craft in primary education, in Botswana and comparatively throughout the world. The review material conditions the content of the study in terms of the aims and objectives of the subject in varying contexts, and establishes potential research methodology to be used in the recovery of essential data. The research methodology was framed within Parlett and Hamilton's concept of "Illuminative Evaluation‟ accompanied by classroom participant observation additionally recorded on video, semi-structured interviews recorded by audio-recorder and case studies. Government documents were considered in this study as they inform the curriculum developers on the country's requirements in each sector. The retrieved and recorded data was analysed across the four schools in terms of responses to interviews and first-hand classroom observation of art and craft lessons. The findings focus upon the key issues and problems identified and discussed that include curriculum planning, national and local interfaces, integration within the arts, resources, time allocation to the arts, and teacher ownership of schemes of work and their significant lack of confidence in teaching art and craft in which they remain marginalised because of inadequate prior training or guidance. Since participants were not all art and craft specialists some expressed concern about difficulties of content in the curriculum and referred to a lack of knowledge, understanding and skills in art and craft. The study concludes with a summary and recommendations that provides ways forward in the future for stimulating the teaching of art and craft in primary education in Botswana.

ENGLISH ABSTRACT: The importance of market microstructure in determining the success of a bond market in allocating financial resources depends on the degree to which the microstructure elements like liquidity, efficiency and volatility have been designed to determine the proper price at which matching of demand and supply in an efficient and effective manner is done. This research project analyzes some of the fundamental microstructure elements responsible for the current state of the Botswana bond market. The Botswana bond market is still in its infant stage hence there is little information on trades, which contributes to the liquidity problem. The purpose of the study was to investigate the liquidity and efficiency in Botswana’s bond market. The study also sought to compare the behaviour of the Botswana bond market to those of South Africa and further indicate what is behind the bond market emergence. Houweling, Mentink and Vorst‘s (2003) measure was used, in addition to a combination of simple regression and latent models. In the test of efficiency, a static model has been employed. Overall, it is established that the corporate bond market is less efficient and is illiquid. Furthermore, it is revealed that Botswana is still lagging behind South Africa when it comes to the level of development of the corporate bond market.

Abstract:
The maintenance of asset quality, efficiency and profitability is a vital requirement for the survival and development of banks. Loans are the main asset class from which banks generate their major portion of income and also signify the greatest risk to banks. There has been significant indication that the financial crises in the USA, Sub-Saharan Africa and East Asia were signalled by high levels of non-performing loans (NPLs). Due to the detrimental effect that these loans have on a bank's revenue and the economic welfare of a country, it is essential to examine and investigate the determinants of NPLs in the banking industry of any country. This study examines Botswana, a developing country in Southern-Africa and is stimulated by the assumption that both the industry level variables and macroeconomic variables have an effect on NPLs. Secondary data of the banking sector was obtained from Botswana's central bank, the Bank of Botswana. Correlation and regression analysis were carried out over a period of ten years (2005-2014), using quarterly data. It was found that the following industry level variables (i.e. credit growth, industry size and profitability) and macroeconomic variables (i.e. real gross domestic product (GDP) growth, inflation, real interest rates and the unemployment rate) have a statistically significant impact on the NPL rate. On the other hand, capitalization and diversification had a statistically insignificant relationship with NPLs. The banking industry in Botswana should carefully monitor the household loan portfolio as well as their credit advancement policies with regard to the aforementioned variables to help lower their NPL ratios. This study is the first of its kind in the Botswana banking industry and therefore will provide scholars with the opportunity to enrich their knowledge and serve as a reference for other researchers in the related area while also providing a foundation for further studies.

Abstract:
This study examines agricultural education in Botswana among students and teachers. Since independence in 1966 to the present time, agricultural production has declined from about 40 percent to about 3 percent. Harsh climatic conditions and a general ignorance about agriculture contribute to the restricted perception of agriculture and careers in this field. Individual and focus group interviews were conducted with agricultural teachers who had resigned and former graduates in four secondary schools and three postsecondary educational institutions (Botswana College of Agriculture, University of Botswana, and Tonota College of Education). Negative, positive and mixed images emerged that revealed some similar and some contradictory perceptions of agriculture education. The attrition of teachers also attracted attention because of their working conditions and their images of agricultural teaching. However, the phenomenon of teacher attrition is not unique to agriculture. Students and teachers had conflicting images concerning curriculum instruction. Teachers identified the inadequacy of practicals because students are unable to apply the theoretical knowledge they have acquired to satisfy the various skills required in their new jobs. On the other hand, students perceived practicals as misdirected intensive labour. Non-agricultural tertiary students demonstrated that they do not have a full understanding of the potential career opportunities that agriculture can provide. They often thought that agriculture was confined to ploughing and food production. Nevertheless, both agricultural students and non-agricultural students agreed that agriculture could be a good career that they might consider later in their lives. Participants in the study suggested strategies to enhance the poor perception of agriculture education in educational institutions in Botswana. One strategy was for curriculum reform, such that agriculture teaching should reinforce practicals that are relevant to students’ needs. Practical instruction should not be used as intensive manual labour but should be used to target specific skills that are needed in industry. Agriculture teaching should start at primary school so that pupils can develop a positive image towards agriculture education at a young age, at the age of seven students could be involved in simple experiments conducted in laboratories, then at eleven years students can start practicals in the garden, making sure not to overwork the pupils. Through career guidance and counselling, agricultural teachers should broaden the limited perception that agriculture is simply food production and expand the field to its scientific and commercial careers, such as food processing and marketing. Even though the Ministry of Agriculture provides some incentives to farmers, they misappropriate the schemes. Access to loans has to be provided for students who have completed their studies and cannot find jobs so that they can also join the field of production. Even though women are dominated by men in both agriculture and in education and food production in Botswana, this trend is changing; there are more female enrolments in agricultural educational institutions than males. The government is trying to create an equitable distribution of resources for women as well. The position of women in Botswana is better than what literature has revealed in sub Saharan Africa.

The purpose of this paper is to examine the way in which the capacity of the company is to be determined and also how the law has been changed with regard to when the company acts beyond its capacity and where directors or other agents acts beyond their authority. Corporate capacity herein refers to the ability of a company to enter into a particular transaction with a third party and Authority on the other hand will refer to acts by individuals who purport to take decisions on behalf of the company. The effectiveness of the Act in addressing the capability of the company to contract will be critically analysed and so are the protections offered to shareholders, the company and in equal measure third parties dealing with the company. The paper will particularly analyse the two fundamental doctrines/rules relating to corporate capacity, namely the ultra vires doctrine and constructive notice. The Turquand rule, agency principles and constructive notice will be discussed in so far as they relate to authority of agents. A comparative analysis of the provisions of the Act on capacity and authority will be undertaken with reference to the South African Companies Act of 2008. The comparison is meant to assess the competitiveness and harmonization of the Act with those of other countries particularly in the SADC region, to foster regional Integration.

ENGLISH ABSTRACT: Public sector organisations have to deliver quality services to the people amid budgetary cuts and public disenchantment with the public sector. Delivering these services in the face of dwindling resources has led public sector organisations to introduce performance improvement initiatives in an endeavour to do more with less. The government of Botswana introduced a raft of performance improvement initiatives such as WITS, O & M and Job Evaluation in the public sector with the sole objective of improving performance and driving public service delivery. However, despite the implementation of these initiatives, there was increasing concern that the quality of the delivery of public services was declining. These performance improvement initiatives were criticised for failing to make any meaningful impact on organisational performance, as the problems of poor service delivery remained unchanged. The failure of these earlier public sector reforms to improve organisational performance led the government to introduce a more comprehensive and holistic reform programme, PMS, guided by the national vision – Vision 2016 – in 1999. PMS was seen as the overall framework within which all previous reform initiatives could be integrated. This research sought to determine whether the objectives of PMS of DTA were being realised, given that previous public sector reforms had been deemed to have failed to actually raise organisational performance. A case study of DTA was therefore undertaken to describe the extent to which PMS had delivered on its objectives. Data collection was through structured self-administered questionnaires, comprising 14 closed-ended questions, one ranked question and one open-ended question. This was also augmented by documentary analysis of official reports such as the Annual Statements of Accounts (ASA). The research found that PMS had succeeded only in so far as communicating DTA’s vision, mission and values across the department. There was awareness of PMS within DTA. However, the system had not succeeded in improving DTA’s organisational performance, as it was hampered by various challenges such as lack of leadership commitment, the difficulty in implementing the system and lack of feedback on organisational performance. Recommendations are also made for enhancing DTA’s PMS to actually realise its objectives of improving organisational performance.
AFRIKAANSE OPSOMMING: Daar word van openbare sektor organisasies verwag om kwaliteit dienste aan die publiek te lewer te midde van ingekorte begrotings en openbare ontnugtering rakende die openbaresektor. In ‘n poging om hierdie dienste te lewer ten spyte van beperkte hulpbronne stel openbaresektor organisasies inisiatiewe in om werkverrigting te verbeter en sodoende meer koste-doeltreffend te werk. Die regering van Botswana het ‘n aantal inisiatiewe, byvoorbeeld Werk Verbetering Spanne (WITS), Organisering en Metodes (O&M) en Posevaluering, in die openbaresektor geïmplementeer met die uitsluitlike doel om werkverrigting te verbeter en openbare dienslewering te dryf. Ten spyte hiervan was daar egter toenemende kommer dat die kwaliteit van dienslewering toenemend verswak. Bogenoemde inisiatiewe is gekritiseer dat hulle gefaal het om enige noemenswaardige impak op organisatoriese prestasie te toon, aangesien probleme rakende swak dienslewering onveranderd was. Die versuim van hierdie aanvanklike hervormings in die openbaresektor om organisatoriese prestasie te verbeter, het daartoe aanleiding gegee dat die regering in 1999 ‘n meer omvattende en holistiese hervormingsprogram, die Prestasie Bestuur Stelsel (PMS), ingestel het, gelei deur die nasionale visie – ‘Vision 2016’. Die PMS is gesien as die omvattende raamwerk waarbinne al die vorige hervormingsinisiatiewe geïntegreer kon word. Hierdie navorsing het gepoog om vas te stel of die doelstellings van die PMS in die Departement van Stam Administrasie realiseer, siende vorige openbaresektor hervormings nie geslaag het om organisatoriese prestasie te verbeter nie. ‘n Gevallestudie van die departement is onderneem om die mate waarin die PMS se doelstellings bereik is te beskryf. Dataversameling is gedoen deur gestruktureerde, selfgeadministreerde vraelyste, bestaande uit 14 geslote vrae, een ranglysvraag en een oopvraag. Dit is aangevul deur dokumentêre analise van amptelike verslae soos Jaarlikse Rekeningstate. Die navorsing het gevind dat die PMS slegs in dié mate geslaag het dat mense dwarsdeur die departement bewusgemaak is van die departement se visie, missie en waardes. Hoewel mense bewus was van die prestasiebestuurstelsel, bevind die navorsing geen daadwerklike verbetering in organisatoriese prestasie nie, aangesien dit belemmer word deur verskeie uitdagings, soos gebrekkige toewyding deur leiers, probleme met die implementering van die sisteem en die tekort aan terugvoer rakende organisatoriese prestasie. Die navorsing stel sekere aanbevelings voor om die departement se prestasiebestuursisteem te verbeter om die doelstelling om organisatoriese prestasie te verwesenlik.

There is concern that the communal rangelands of Botswana are overstocked with cattle, and that this has led to unwanted ecological changes. These changes are assumed to be most prominent around boreholes. This study describes vegetation and soil piospheres around boreholes in Eastern Botswana and investigates factors associated with their development. The classical range succession model and its modifications, the bush encroachment theories and the soil-nutrient transfer model, have been applied here to explain changes in vegetation and soil variables with distance from artificial water points. Data on soil texture, soil nutrients, vegetation species composition and cover, dung weight and bare ground were collected from boreholes of different ages, with different numbers of cattle using them. Piosphere patterns were observed. However, some of the patterns were not in accordance with the classical range succession model and the bush encroachment theories. The frequent occurrence of palatable grasses (Panicum maximum, Setaria verticiliata and Digitaria milanjiand) nearer to water points where the grazing pressure is highest, and of unpalatable ones (Aristida congesta and Eragrostis rigidior) further away, where the grazing pressure is minimal, contradicts the classical range succession model. Total tree cover along the gradient did not show any changes, which contradicts bush encroachment theory (two-layer soil moisture model). The concentration of soil nutrients and dung weight close to boreholes was well predicted by the soil-nutrient transfer model. The frequency of Acacia tortilis and Dicrostachys cinerea and bare patches, increased towards boreholes. Grass cover, occurrence of Terminalia sericea, Boscia albitrunca and Combretum apiculatum increased with distance from water points. The results suggest that the range succession model and its modification, the twolayer soil moisture model, cannot satisfactorily explain vegetation changes with distance from water points. Species composition at a point may be affected by the growth, survival, recovery and reproductive strategies of different species, fire, selectivity of browsers and nutrients status, as well as grazing disturbance. Therefore, the 'state and transition' model is recommended, as it considers factors that are ignored by the classical range succession model, and is appropriate for analysing vegetation change under highly variable rainfall. The adverse impacts of grazing around boreholes could be reduced by controlling cattle distribution on the range as a whole.

Multiethnic states globally face the dilemma of how to negotiate ethnic diversity while promoting a unified national identity. In Botswana, a remarkable example of peace and stability in Sub-Saharan Africa, two highly visible discourses around national identity – one constructing national identity around the majority ethnic group’s culture and language, and the other of a tolerant, multicultural nation – currently compete across public spheres. Formal schools are key institutions through which to observe the nature and effects of these competing discourses. State leaders use mass education as a vehicle to transmit an authorized version of national identity, through centralized education policies and curriculum. Yet schools are also sites in which ordinary teachers and students actively participate in constructing the nation. This dissertation reports on comparative case studies of four junior secondary schools that vary in the ethnic composition of their student bodies and surrounding communities. The work analyzes one overarching question: How does national identity, as currently constructed and experienced in Botswana’s public junior secondary schools, account for the reality of ethnic diversity in the nation-state and its schools? The three papers that together comprise this dissertation approach the inquiry through different lenses. The first paper analyzes social studies curriculum, as written in the syllabus and textbooks and as taught by teachers, to consider how national identity is officially constructed. The second examines how Botswana’s schools respond to the multiculturalism of their student bodies, within the context of assimilationist and nationally centralized education policies and curriculum. The final paper considers how junior secondary schools shape the social identity development of adolescents as they negotiate how and why to enact ethnic versus national identities. Overall, I find continuing dominance of majority Tswana language and culture in the content of public schools’ policies and curriculum in Botswana, which are then implemented with fidelity by teachers and administrators, regardless of the cultural composition and perceived needs of their student bodies. In each paper, I offer recommendations for how practitioners and policy makers might move forward in transforming multicultural discourse into multicultural school practices promoting the equality of all of Botswana’s students.

The purpose of this study is to address the issue of language in education policy in Botswana where English is used as a language of instruction at the lower levels of primary education, in this instance focusing on grades 2 and 5. Bearing in mind that English is not the learners' first language, this dissertation firstly attempts to discover some of the possible effects this could have on learners concerning their acquisition of English as a second language, and their progression into further education. Secondly it looks at the role of the primary language (Setswana) as the foundation for the child's acquisition of new knowledge and hence subsequently his/her learning of L2. The data were collected qualitatively in three primary schools through interviews and classroom observations. All three schools are government-run Tswana medium primary schools. The study is based theoretically on the sociolinguistic perspective of bilingual/multilingual education. It draws on language policy studies, language attitude studies as well as issues of language and culture.

Plea-bargaining and sentencing agreement is a worldwide phenomenon. Most of the jurisdictions more particularly in the so-called developed countries have adopted and incorporated into their criminal justice system the concept of plea-bargaining and sentence agreement. Same has properly been legislated and documented. In the United States for example, more than 80 per cent of the criminal matters are disposed of through plea-bargaining between the prosecution authority and the defendants. This system of disposing of criminal matters through plea-bargaining and sentence agreement has saved states resources and saved courts’ time. Although the system causes the accused to face a dilemma whenever he or she is supposed to make a choice between waiving his or her constitutional right to trial and pleading guilty. The plea-bargaining system has proved itself in many jurisdictions to be very efficient particularly in completing criminal cases without inordinate delays

This study aimed at an illuminative evaluation of the Botswana General Certificate of Secondary Education (BGCSE) Art and Design programme. It sought to reveal whether the programme adequately meets the technology within the Art and design curriculum, and how effectively it has been taken in the schools. An illuminative evaluation looks at in-depth understanding of the instructional system, its expected teaching methods and the learning milieu as well as the interrelationship of the learning environment. This allows matches and mismatches to emerge between instructional system and learning milieu. Furthermore, it examines whether teachers are trained to deal with the technology that is infused in the Art and design curriculum and whether there are interventions in the BGCSE curriculum that supports the Art and design teachers. The main issues of the study are: 1) In what ways are the intentions of the art and Design programme being realized or not, in terms of the technology that has been added to the curriculum? 2) In the perception of the and principals, what are the significant factors that help or hinder the teaching of Art and Design in schools, especially the use of technology. 3) In the perception of the principal, what support system is available to the teaching in the teaching of BGCSE Art and Design using the technology provided? The methods used for collection of the data were naturalistic observation and interviews. Six schools were used in the study. The schools were chosen because they were conveniently located for the researcher and the topic chosen. The study that the programme is basically in place, but not as strongly as intended. Recommendation to improve the programme are that teachers should be trained to strengthen their skills of facilitation thus ensuring that transmission is learner centred, making learning more relevant to the given curriculum. Hence, allowing teachers a more advisory rule in assisting with learning.

The purpose of this study was to determine factors affecting non-adherence to Anti-retroviral therapy among AIDS patients. A cross sectional quantitative survey, was used. Structured interviews were conducted with 300 ART patients. Data were analysed using SPSS version 13 and presented in charts, graphs and frequency tables. Motivators of good adherence were identified as disclosure of HIV positive status to more than one person, frequent adherence counselling, self-efficacy to adhere to ART, positive interactions between patients and healthcare providers; and using an adherence partner. Barriers to adherence were forgetfulness, transportation costs to and from the clinic, time away from work and side effects. There was a strong positive correlation between adherence, CD4 counts and viral load. Adherence was closely tied to immunologic and virologic improvements. Respondents with poor adherence were likely to have unsuppressed viral loads (OR 12.98, 95%, CI 4.9-34).

Newly qualified educators in Botswana face many challenges not least of which occurs when they are posted to rural schools a distance from other teachers and information resources. The Government of Botswana has committed itself to enhancing the ICT infrastructure for use in both the economic and educational endeavours of the country. Research conducted in first world countries show that Communities of Practice can take place in a virtual environment and that these can facilitate knowledge sharing and management. This research was conducted to investigate if a Virtual Community of Practice (VCoP), guided by the educational theories of Constructivism and Connectivism, could facilitate information and knowledge sharing among art teachers in dispersed location in the Botswana context. Using Reeves and Hedberg’s (2003) Development Research model, 13 art teachers, who were located in different parts of the country, participated in knowledge sharing through a Virtual Community of Practice. This study analysed the specific needs of art educators, interrogated the literature for best practices, formed a VCoP, and analysed how participants used it and reports on their comments The research findings indicate that educators would be enthusiastic about the use of such a facility if there was a perceivable benefit especially in breaking down the geographical induced communication barriers that they face at the moment. The research does not propose the replacement of existing face-to-face workshops, meetings and other communication fora, but rather suggests a VCoP can complement them by allowing discussions to continue beyond such meetings. It is contended that a carefully structured and supported VCoP can improve information and knowledge sharing significantly among educators and other stakeholders in Botswana.

This study analysed data obtained from respondents and their medical records to determine the barriers and motivators for good adherence to ART. Respondents' records were also reviewed together with their pharmacy refill records to identify any correlation between .CD4 cell counts, viral load, VL and adherence to antiretroviral drugs at extension 15 ARV clinic in Gaborone, Botswana. The study investigated whether the combination of pharmacy refills and pill counts adherence measurement methodologies could predict immunological recovery and virologic response through increased CD4 cell counts and suppressed VL. . There was a positive relationship between adherence, CD4 cell counts and VL. Pharmacy refills and pill counts adherence measurement methodologies scored high on sensitivity, specificity, and positive predictive values but low on negative predictive values.

The study focuses on an evaluation of the anti-corruption initiatives in Botswana and their relation to Botswana’s development. An evaluation was needed to find out whether the anti-corruption initiatives were effective and whether there were a correlation between the effectiveness of the Directorate on Corruption and Economic Crimes (DCEC) and the level of development in Botswana. This study showed that, the DCEC has succeeded to low corruption in Botswana through its most successful public education mandate and debatable good governance. The DCEC has helped to enhance service delivery in the public sector through the establishment of the Anti-Corruption Units (ACUs) within the Ministries aimed at tackling corruption in-house. Consequently, a significant slight improvement was registered in both public health and education sectors. However, that improvement was still minimal to the extent that it has been hampered by the challenging working conditions of the DCEC attributable to the inadequacy of legislation, lack of manpower, shortage of required skills and slow criminal justice system as well as the debatable independence of the DCEC, evidenced by its reporting and appointing lines. This implies that the impact of the DCEC in the development of Botswana has been minimal, as the country is still devastated by socio-economic disparities especially in rural areas.

The purpose of this study was to investigate the perceptions of young people regarding the O Icheke MCP campaign who are members of Selebi Phikwe District Youth Council, in a mining town in central Botswana. The main objective of the study was to explore young people‘s views about MCP, to solicit their views on the key strength and weaknesses of the campaign, and to make recommendations to further strengthen the campaign. Within the framework of the Health Belief Model, a qualitative research approach was employed and data was collected using four focus group discussions categorised into the following strata  Males aged 18-24 years  Females aged 18-24 years  Males aged 25-35 years  Females aged 25-35 years The overall study finding was that financial issues, the apparent need for sexual variety, quest for material possession, and the impact of unemployment, migration and alcohol abuse are seen as some of the major factors underlying MCP in Botswana. The O Icheke Multiple Concurrent Partnership campaign was positively viewed as playing a key role in addressing the apparent knowledge gap regarding the impacts of these partnerships and in changing people‘s attitudes towards MCP and discouraging wide sexual networks. The campaign‘s target population, funding, stakeholders and delivery mode of the program were identified as its pillars and an effective vehicle to achieve its goals. The consultation between funding office and implementing organisations, coverage of the programme in surrounding areas and growing non-profit organisation were identified to affect the MCP campaign to achieve its goals. The recommendation is that more has to be done to improve the implementation of O Icheke programme through more funding, consultation with programme implementers, tailor made for people with disability and covering surrounding areas. The recommendation is that more has to be done to improve the implementation of O Icheke programme through more funding, consultation and capacity building of volunteers.

Abstract:
The phenomenon of conflict is the problem that principals are faced with in their respective schools. The aim of this study was to explore the role that innovative leadership could play in managing conflict at the selected schools in Botswana. For the purpose of this study, a qualitative research approach was adopted. It included interviews, during which the informants responded to open-ended questions; observations, where the researcher visited the schools and interacted with the informants; and document analysis. These methods were employed to determine the perceptions of participants regarding the nature, extent, and causes of conflict at the selected schools. The study indicated that a number of factors could significantly contribute in managing conflict. Employing innovative educational leaders, benchmarking, using bottom-up communication skills, and the engagement of policy analysts, are some of the key recommendations made for avoiding further conflict within schools and between schools and the Ministry of Education.

Abstract:
The thesis investigates the extent to which cross-border taking of evidence in civil and com-mercial matters in relation to Switzerland, South Africa, Botswana, Namibia, Nigeria, and Uganda is allowed. Such evidence-taking is not only governed by the domestic law of the state seeking evidence abroad and that of the state where the relevant means of proof are located, but also by public international law, and more specifically by the concept of sovereignty. The ad-missibility of the cross-border taking of evidence under public international law depends on whether or not evidence-gathering in civil litigation is regarded as a judicial act, which violates sovereignty when performed on foreign territory, or as a purely private act. In the first case, the evidentiary material has to be obtained through channels of international judicial assistance. Such assistance can either be rendered based on the basis of an international treaty, or through courtoisie internationale. No international judicial assistance is necessary in cases of a so-called “transfer of foreign evidence”, provided no compulsion is applied which infringes the sovereignty of the foreign state. The thesis analyses the taking of evidence abroad based on the Hague Evidence Convention, and the Hague Procedure Convention. It further expounds how evidence located in Switzer-land, Botswana, Namibia, Nigeria, and Uganda can be obtained for the benefit of civil proceed-ings pending abroad in the absence of any relevant international treaty. The thesis also exam-ines under what conditions a litigant in civil proceedings in the aforementioned countries may request evidence to be taken on foreign soil. The position of cross-border taking of evidence in civil and commercial matters in the said countries is assessed, and suggestions are made on how such status quo may be improved. The thesis makes an attempt to establish the basic prin-ciples for a convention on evidence-taking in civil and commercial matters between South Af-rica, Botswana, Namibia, Nigeria, and Uganda. The development of such principles, however, is only possible once the similarities and differences in the procedure for the taking of evidence and the means of proof in the relevant laws of the aforesaid countries have been identified.
