Abstract:
Purpose The purpose of this paper is to analyze the status of the current Brazilian regulations regarding the Brazilian Air Force (BAF) operations during disaster response compared with the real BAF operations in the landslides that affected the state of Rio de Janeiro, Brazil, in 2011. This analysis reveals the evolutions and challenges that warrant further discussion, even six years after the deadliest disaster in recent Brazilian history. Design/methodology/approach The research is structured using a case study method and a process approach. The data gathered from official BAF reports and professionals and BAF regulations are compared using a theoretical reference process model as a guide. Findings The spread of documentations and laws that prescribe the BAF operations during disaster response limit the replication of BAF standards in future disasters. Among the 96 processes described in the theoretical reference process model, 12 processes that are identified in the BAF reports and interviews that address the response to the Rio landslides of 2011 remain unaddressed in the BAF regulations. Considering the BAF expertise, three additional processes are suggested for future consideration in the reference process model that guided this research. Research limitations/implications This paper does not discuss the collaborative perspective of BAF operations with other military forces and stakeholders in disaster response. Practical implications The findings are indications of improvement in BAF regulations. Originality/value In addition to providing an analysis of the military force operations in response to a massive disaster, this paper can also serve as a reference for a benchmark discussion of military operations in disaster response.

Abstract:
This study aims to (1) estimate the male mortality level for the cohorts of Brazilian Air Force officers who enrolled in the military between years 1947-1960 and were observed until June 2013; (2) compare those estimates with the national male mortality rates and (3) analyze some factors associated with their survival. Those officers are not only selected through a strict process of recruitment which already involves demanding health, physical, cognitive and psychological criteria, but also maintain a rigid training in an extremely controlled environment. Once they are graduated, the institution requires periodic annual health screening and offers complete medical resources, housing support and other important structural aid both for themselves and their families, even after retirement. Hence, this leads to 2 main hypotheses: (1) their overall mortality level is lower than the expected for an average Brazilian male; (2) aspects which are evidenced by some studies to affect adult mortality, such as different socioeconomic backgrounds, are offset by their long-lasting exposure to a privileged health setting. Thus, we address the first hypothesis by estimating their mortality rates through Poisson regression and later comparing them with the corresponding Brazilian life table and with other countries that are known to present low mortality levels; and address the second hypothesis through Poisson modeling and survival analysis, with the variable place of birth used as an indicator of their socioeconomic background. Due to the reliability and quality of military data, a better understanding of their mortality level relative to average Brazilian males may not only improve our knowledge of male mortality, but also contribute to further understanding the limits to life expectation and the possible influence of early-life conditions on survival in a developing country scenario.
Os objetivos desse estudo são (1) estimar o nível de mortalidade masculina para a coorte de oficiais da Força Aérea Brasileira que ingressaram na instituição entre os anos 1947-1960 e foram observados até Junho de 2013; (2) comparar essas estimativas com as taxas nacionais de mortalidade masculina e (3) analisar alguns fatores associados à sobrevivência desses militares. Esses oficiais não apenas são selecionados através de um processo rigoroso com elevados critérios psicológico, cognitivo, físico e de saúde, como também mantêm um treinamento rígido em um ambiente controlado ao longo da sua formação. Uma vez graduados, a instituição demanda exames periódicos anuais de saúde, oferece recursos médicos de alta qualidade para o militar e para a sua família, bem como lhes oferece suporte estrutural, tal como auxílio a moradia. Logo, isso leva a 2 hipóteses principais: (1) o nível de mortalidade desses oficiais é menor do que o esperado para um homem brasileiro médio; (2) aspectos que influenciam a mortalidade adulta, tal como diferentes níveis socioeconomicos, evidenciados por alguns estudos, não afetam esses oficiais, devido à sua prolongada exposição a um ambiente favorável. Logo, para testar a primeira hipótese taxas de mortalidade são estimadas e comparadas com a tabela de vida brasileira correspondente, bem como com países que reconhecidamente experimentam baixa mortalidade. A segunda hipótese é testada através de regressão de Poisson e curvas de sobrevivência Kaplan-Meier usando a váriavel região de nascimento como uma proxy para origem socioeconomica. Devido à qualidade dos dados militares, estimar o seu nível de mortalidade e compará-lo com a média brasileira poderá não somente melhorar o nosso conhecimento a respeito da mortalidade masculina, como também contribuir para se compreender os limites da expecativa de vida e a influência das condições de vida na infância sobre a sobrevivência em um contexto de país em desenolvimento.

A crescente participação das Forças Armadas (FA) em cooperação com a Defesa Civil em situações de desastres naturais tem demonstrado a importância do aprofundamento e aprimoramento dos estudos da logística humanitária no campo militar. Sabendo que a excelência nos processos pode gerar economia dos recursos a serem mobilizados para alcançar as necessidades da população afetada, bem como a minimização do tempo de resposta, este estudo objetiva apresentar e analisar as atividades de resposta a desastres naturais desempenhadas pela Força Aérea Brasileira (FAB), sob a ótica da modelagem de processos. Para isso, realiza-se um estudo de caso pautado no mapeamento das atividades realizadas pela Aeronáutica com base nas legislações em vigor e com base na operação real de apoio às vítimas do desastre da região serrana fluminense em 2011, considerada uma das maiores tragédias climáticas ocorridas no Brasil. Simultaneamente, é conduzida uma comparação de adequação ao padrão em relação à literatura acadêmica. Os resultados deste trabalho apontam para processos realizados pela FAB que podem ser considerados na elaboração de uma doutrina específica relativa ao tema e ainda os processos não previstos nas legislações vigentes, os quais podem ser objeto de futuras pesquisas na FAB, além de sugerir a inclusão de processos não representados nos modelos de processos de resposta a desastre da literatura acadêmica. Com isso, almeja-se subsidiar futuras pesquisa no meio acadêmico sobre o tema, bem como contribuir para a elaboração de uma doutrina específica relativa a essas atividades, a fim de se obter uma maior eficácia e eficiência no apoio da FAB em missões humanitárias.
The growing participation of the Armed Forces (AF) in natural disasters situations has ratified the importance of deepening and improvement of studies in humanitarian logistics in the military field. Knowing that excellence in processes can generate savings of resources to be mobilized to meet the needs of the affected population as well as minimizing the response time, this study aims to present and analyze the response activities to natural disasters performed by the Brazilian Air Force (BRAF), from the perspective of process modeling. For this, a case study is carried out according to the mapping of activities performed by the BRAF based on the legislation in place and on a real operation of support to victims of a disaster in the mountainous region of Rio de Janeiro in 2011, considered one of the biggest climate tragedy in Brazil. Simultaneously, a pattern matching comparability in relation to the academic literature is conducted. The results of this study point to processes performed by the BRAF that can be considered in the preparation of a specific doctrine on the subject and to processes not considered in current legislation, which may be the subject of future research in the BRAF. It also suggests the inclusion of processes not represented in process models of disaster response in the academic literature. Thus, it aims to support future studies in academic research on the subject, as well as contribute to the development of a specific doctrine on these activities in order to achieve greater effectiveness and efficiency in the BRAF support for humanitarian missions.

The Brazilian Air Force faces a huge challenge in the assignment process. While aviators outnumber any other community, there are few jobs related to aviation available for senior officers. As a consequence, when junior aviators who invested their time improving their skills in air operations are promoted to senior ranks, they must be assigned to managerial positions in areas they don’t master. The problem becomes worse in the absence of career paths for senior officers and at the discretion of officers and commands to present their preferences in the assignment process with no regard for previous job experience. The purpose of this thesis is to develop a model for assigning senior officers without specialization, as it occurs among aviators in the Brazilian Air Force, so that job performance can be maximized. The model uses linear programming and takes individual preferences and organizational needs into consideration. The results of simulation in three different scenarios suggest that it is possible to capitalize on previous job experience and simultaneously satisfy the interests of officers and commands. One expected benefit of the study is the natural specialization of senior officers, without the intervention of career managers.

This research examines the effect of a particular non-monetary incentive on the retention of active duty Brazilian Air Force colonels. The objective is to provide evidence to support the Brazilian Air Force Manpower decision makers in establishing policies regarding the selection of colonels for a career course. The characteristics of the incentives and the links to Expectancy Theory were reviewed to frame the hypotheses. Using two sources of data from the Brazilian Air Force manpower databanks, logit regressions and descriptive statistics were analyzed to check the validity of the hypothesis and found overall that the selection of colonel for a career course (defined in Brazilian law as prerequisite for promotion) is strongly correlated with retention probability. Furthermore, the interaction between the selection for the course and the information the military receives from the performance appraisal system plays a significant role in retirement decisions.

The Brazilian Air Force Uniform Sales System (USS) is experiencing continuous sales growth in its points of sale at Air Force bases and an intensive use of labor force in its operations, which have led the Subdirectorate of Supply (SDAB), the USS Central Organization, to designate Radio Frequency Identification (RFID) as a viable option to improve USS operations, currently performed manually. This project assesses the current state of USS processes, redesigns the processes considering the integration of RFID, and provides a cost and benefit analysis (CBA) of adopting the technology to contribute to SDAB's decision-making process and further studies. The scenario created where RFID is present, and the data (i.e., investments needed, and time and operators utilized) gathered from the SDAB personnel who control and execute the tasks are the basis to assess the potential net benefit associated with the process change. The CBA focuses on quantitative analysis by contrasting the costs necessary to implement RFID with the savings the technology may produce within the Uniform Sales System. The net present value (NPV) indicates that the RFID implementation intended by SDAB is sufficiently valuable to justify the investments.

As Unidades Celulares de Intendência (UCI) da Força Aérea Brasileira são estruturas móveis destinadas a prestar o apoio logístico ao homem, quando deslocado de sua Organização Militar de origem, para cumprir missão real ou de adestramento, em locais remotos ou desprovidos de recursos. Na FAB, existem oito UCI distribuídas regionalmente pelo território nacional brasileiro. Para atender ao Plano de Articulação da FAB e aos ditames da Estratégia Nacional de Defesa, vários estudos foram desenvolvidos, na Diretoria de Intendência, Órgão Central do Sistema de Intendência Operacional, acerca da sistemática de distribuição (localização) dessas Unidades para melhor atender às exigências operacionais da Força. Com o intuito de permitir uma maior compreensão sobre o tema, esta dissertação apresenta a aplicação de um método multicritério de apoio à decisão, denominado AHP (Analytic Hierarchy Process), com vistas a facilitar o processo de escolha e priorização da localização estratégica das UCI da FAB, contemplando o possível fechamento de três Unidades Celulares de Intendência. O método AHP, desenvolvido por Thomas L. Saaty, permite a estruturação hierárquica de um problema estratégico complexo, a incorporação das preferências dos decisores na mensuração dos fatores qualitativos envolvidos, bem como a aplicação de uma abordagem que pode agregar variáveis intangíveis monetariamente. A relevância do tema permitiu a participação de Oficiais da Diretoria de Intendência que são experientes e peritos no assunto, facilitando a captação das informações e dos dados necessários à aplicação do método.
The Intendancy Cellular Units (UCI) of the Brazilian Air Force are mobile structures which aim at providing the logistic support to man, when he’s displaced from his Military Organization in order to accomplish real or training missions in remote areas or places that lack resources. In the Brazilian Air Force, there are eight UCI which are regionally distributed along the Brazilian national territory. Considering the need to fulfill the Brazilian Air Force Articulation Plan and the National Defense Strategy, many studies were developed in the Directory of Intendancy, Main Body that is responsible for the Operational Intendancy System, to evaluate the distribution (location) of these Units so as to comply with the operational demands of the Air Force. With the need to better understand the subject, this research presents the application of a multi-criteria decision making method, namely AHP (Analytic Hierarchy Process), to facilitate the process of choosing and prioritizing the UCI strategic location, taking into consideration the possible closure of three Intendancy Cellular Units. The AHP method, developed by Thomas L. Saaty, allows for the hierarchical structure of a complex strategic problem, the incorporation of decision makers preferences when measuring all the qualitative aspects involved as well as the use of an approach that can aggregate monetary intangible variables. Given the theme’s relevance, the participation of wise and expert Officers from the Directory of Intendancy enabled the perception of information and the necessary data in order to apply the method.

Tendo como motivação a consolidação futura de um sistema integrado de metrologia para o Ministério da Defesa, a presente dissertação de mestrado diagnostica e propõe uma re-estruturação do sistema normativo do Sistema de Metrologia Aeroespacial (SISMETRA) pertencente ao Comando da Aeronáutica (COMAER). O sistema normativo em metrologia do SISMETRA, foco deste trabalho, tem como atribuição emitir normas técnicas (NTS) que padronizem a execução das atividades relacionadas com a metrologia no âmbito do COMAER. Fundamentado em ampla pesquisa bibliográfica e no diagnóstico do acervo normativo de Normas Técnicas do SISMETRA (NTS), foi possível mapear os principais sub-processos existentes no desenvolvimento de uma NTS e propor uma sistemática alternativa mais ágil e mais eficiente. Dois projetos de normas, elaborados segundo a nova filosofia proposta e com o objetivo de sistematizar os sub-processos existentes na criação de uma NTS, foram desenvolvidos como estudos de caso para comprovar a eficiência e eficácia do método proposto. O trabalho analisou, também, a conformidade do acervo normativo do SISMETRA a procedimentos internos e preceitos estabelecidos em normas nacionais e internacionais. Como fundamentos básicos do diagnóstico, a análise tomou como substrato os princípios internacionais da normalização e o Standard Code, conforme caracterizado no Anexo 3 do Acordo de Barreiras Técnicas ao Comércio da Organização Mundial do Comércio. A análise investigou a aderência das NTS ao ABNT Guia 2 (Normalização e atividades relacionadas - vocabulário geral) e a ABNT ISO/IEC Diretiva Parte 3 (Redação e apresentação de Normas Brasileiras) e a lógica processual relacionada ao desenvolvimento, adoção e aplicação de normas no âmbito do SISMETRA. No âmbito de uma pesquisa de demanda por normas em metrologia realizada junto aos quarenta e três (43) laboratórios de calibração que integram o SISMETRA em todo o território nacional, o trabalho identificou lacunas e deficiências no sistema vigente. Como resultado foram identificados 69 novos títulos de normas/procedimentos necessários para suprir vulnerabilidades e/ou atribuir maior racionalidade a sua operação. O desenvolvimento da pesquisa de demanda por normalização em metrologia, conduzida no âmbito do SISMETRA, de per se, já estimulou ampla reflexão sobre a relevância da atividade de normalização nos laboratórios do SISMETRA sediados em todo o território nacional. Este sistema é tomado como modelo para proposição de ações futuras visando a implementação de um sistema normativo integrado. Entendido como estratégico subsídio para planejamento futuro, acredita-se que o trabalho possa colaborar para o desenvolvimento de um sistema de metrologia integrado para o atual Ministério da Defesa.
Motivated by the future consolidation of an integrated metrology system for the Brazilian Defense Department, the present master s degree dissertation diagnoses and proposes the restructuring of SISMETR s (Aerospace Metrology System) standardization system, which is part of the Brazilian Air Force (COMAER). SISMETRA s standardization system, focus of this master s degree research, issues technical standards to govern the activities related to metrology within the Brazilian Air Force s scope. Based on a wide bibliographic research and on the diagnosis of SISMETRA s technical standards (NTS) collection, it was possible to map the main processes underlaid in an NTS and proposed more agile and efficient procedure. Two sets of standards were prepared, according to the new proposed philosophy, as case study to prove the efficiency of the proposed method. This master s degree research also analyzed the conformity of SISMETRA s technical standards (NTS) in conformity with internal features and precepts established on national and international standards. As a basis to the diagnosis, the study took as substratum the international principles and the Standard Code, as characterized in Annex 3 of the Agreement on Technical Barriers to Trade, of the World Trade Organization (WTO). The study contemplated the adherence of SISMETRA s Technical Standards (NTS) to the Brazilian Standards (ABNT) Guide 2 and ABNT ISO/IEC Directive - Part 3 as well as the logic that lays underneath the development, the adoption and the application of norms within the scope of the Brazilian Air Force system s metrology. As a result of a survey on demand for metrology standards performed at the 43 calibrations laboratories which integrate SISMETRA nationwide, this master s degree research carried out a thorough review of the pros and cons of the existing system, and 69 titles of standards/procedures needed to reduce (or overcome) vulnerabilities and/or to improve its operation. The development of the undertaken survey on demand for standards in metrology, by itself, have stimulated a wide reflection and awareness on the importance of the standardization within SISMETRA s laboratories nationwide. This system is considered a model for future actions to erect an integrated standardization system. Seen as strategic subsidy, this master s degree research work may contribute to a future development of an integrated metrology system to meet the Ministry of Defense s needs.

Abstract:
The book discusses the study of territorialities in the Bico do Papagaio mesoregion. New forces and strategies have been emerging as power forces and have inserted themselves in the region. This process is happening due to the creation of public policies and through cultural representations that go beyond state frontiers, promoting the relationship between states and creating a mesoregional unity. This book shows that there are many interrelations of power territoriality involving subjects with different identities of territory, companies, and the Brazilian State, through programs, projects, public policies and the work of public institutions. Specially after the beginning of the military dictatorship, the thinking of the Brazilian State about territory matters is one that has been making plans to and actually using this territory for purposes that are almost always related to the production of commodities. As a result of the actions of the Brazilian State in this territory, it’s possible to observe certain domains (mining companies, hydroelectric plants, livestock farms) working their territorialities with the aim to profit from the exhaustive exploration of the Empreso Brás territory. On the other hand, there are the Landless Workers' Movement (MST) and the quilombolas (descendants of Afro-Brazilian fugitive slaves) who have a completely different approach. Through the years these territorialities produced many collective strategies of power. All these strategies – unions, associations, cooperations, education - are connected to social networks which go beyond the Bico do Papagaio territory. They produce a unique territory, with territorialities and subjects who over the decades, in solidarity, have been empowering themselves to resist the transformations that the Brazilian State makes to the territory, transformations that are in line with the objectives of the national and international capital.

A comprehensive fracture mechanics based life prediction methodology is presented for FCC (Face Centered Cubic) single crystal components, based on computation of stress intensity factors (SIFs), and modeling the crystallographic fatigue crack growth process, under mixed-mode loading conditions. The 3D finite element numerical procedure presented for computing SIFs for anisotropic materials under mixed-mode loading is very general, and not just specific to FCC single crystals. Stress intensity factors for a Brazilian Disc (BD) specimen are presented for the crack on the {111} plane in the 〈101〉 and 〈121〉 directions, which represent the primary and secondary slip directions. Variation of SIFs as a function of thickness is also presented. Modeling of the crystallographic fatigue crack growth (FCG) behavior is performed by using the resolved shear stress intensity coefficient (RSSIC), Krss. This parameter is sensitive to the grain orientation and is based on the resolved shear stresses on the slip planes at the crack tip, which is useful in identifying the active crack plane as well as predicting the crack growth direction. A multiaxial fatigue crack driving force parameter, ΔKrss, was quantified, which can be used to predict the FCG rate and hence life in single crystal components subject to mixed mode fatigue loading.

Introduction: The severe acute respiratory syndrome coronavirus 2 (SARS-CoV-2) has a disastrous global effect, with negative socioeconomic impacts and an unforgiven effect on health. Besides the high mortality rates and levels of sequela, the increased demand for resources caused by the pandemic also influenced the feasibility of elective procedures performed in services and hospitals worldwide. Breast cancer patients have a worse prognosis if infected with the coronavirus disease 2019 (COVID-19). However, delays in their treatment when attempting to reduce their exposure to SARSCoV-2 or delays resulted from the redirection of hospital resources toward COVID-19 efforts may similarly result in a poor prognosis. In an attempt to spare hospital resources that could be utilized in the management of COVID-19 while securing the well-being of our patients with breast cancer, we implemented a new set of guidelines. Following the recommendations from the Brazilian Society of Clinical Oncology (SBOC) and the American Society of Clinical Oncology (ASCO), we established that oncological interventions would be acceptable in situations when we could maximize patient safety. As such, in our Mastology Service of the Hospital Central da Aeronáutica (MST-HCA), a Brazilian Air Force Hospital in Rio de Janeiro, we expanded our recommendations for neoadjuvant therapies, restricted surgeries, and maintained outpatient care only for emergency cases. Objective: The aim of this study was to focus on managing the quality of care and assessing the ways to ensure adequate therapy for cancer patients during the COVID-19 pandemic. Methodology: We performed a retrospective analysis of chart information reviewing the occurrence of surgical procedures and indications for neoadjuvant therapies for patients with breast cancer from MST-HCA. The study period was between March 16 and August 1, 2020, compared with the same period in the year 2019, prior to the COVID-19 pandemic. Results: From March 16 to August 1, 2020, the MST-HCA performed a total of 20 surgeries, out of which 16 were oncological surgeries. In the same interval in 2019, there were 28 surgeries, out of which 19 were oncological surgeries. We found a 28.6% reduction in the number of surgeries during the pandemic compared with the same period in 2019. In contrast, there was an increase of 133% in the prescriptions of neoadjuvant therapies, with three patients undergoing such treatments in 2019 versus seven patients in 2020. Six of these patients had an indication for conservative surgery and only one for total mastectomy, and methods of marking the lesion were used. These methods include the placement of a metal clip in patients with an impalpable disease by the Radiology team and the performance of a skin tattoo with ink in patients with a palpable disease by the Mastology team at the outpatient clinic. Conclusions: There was a difference in the number of medical procedures due to a higher risk of SARS-COV2 infection in patients. As this is a retrospective study, we did not assess the prognosis; however, we were able to maintain the team quality standard expected even in the pandemic scenario. Using the marking methods, we were able to perform a conservative surgical approach in a safer moment for hospitalization, since the sum of senility, multiple morbidities, and cancer diagnosis constitutes a high risk of coinfection by COVID-19.

Abstract:
This paper aims at summarizing the results obtained in a recent research project concerning the prediction of wave-induced resonant behavior of new FPSO concepts. The analysis was based on a conceptual hull designed to operate in deep water fields off the Brazilian coast. Throughout this project, several configurations of the hull were proposed, some of them leading to relatively large natural periods. As a consequence, the resonant behavior of roll motions induced by second-order wave effects was clearly observed in small-scale model tests performed with some of these configurations, providing also good results for the verification and validation of numerical models that aim at predicting such wave forces. From the numerical standpoint, the hydrodynamic excitation forces can be estimated using well-established techniques for solving the second order diffraction problem, usually adopting a BEM approach. In terms of the computational time required for this analysis, however, this procedure is not so trivial since, in principle, the contribution of all pair of frequencies used to represent the wave spectrum must be computed. In face of the large computational effort tha is required and depending on the characteristics of the resonant problem, some approximations are consolidated and largely used by designers. One example is the approximation used to model the horizontal drift of the vessel, based on the very low natural frequencies that characterize the problem. Taking advantage of the asymptotic behavior of the second order horizontal force, good results can be obtained by computing the QTF (Quadratic Transfer Function) only in zero frequency. For the present case, however, this kind of approximation is not so effective. Even though the roll natural frequency of the FPSO is certainly lower than the usual values, it is not low enough for considering this asymptotic behavior. On the other hand, some other approximations can be envisaged and tested aiming at reducing the computational burden. In fact, the low viscous damping leads to a narrow-band transfer function for the roll motion and therefore enables modeling the resonant roll dynamics by means of an white-noise approach. In this case, the second order force spectrum needs to be computed only for one particular difference frequency, which is equal to the natural period of roll. This approach was investigated for different waves and draft conditions and the numerical results compared to those measured in the wave basin. Important aspects such as the influence of the viscous damping on the computation of the second-order wave forces and the change in the bandwidth of the response spectrum with the vessel draft are also discussed in the analysis, in view of the experimental results.
