Abstract:
Purpose – In recent decades, a framework for management performance has proven to be an important management practice for achieving organisational performance excellence. In this sense, the purpose of this paper is to analyse how a specific company manages to achieve performance excellence through the attainment of the Brazilian National Quality Award. Design/methodology/approach – The study adopts a case-based approach using a single unit of analysis that might be considered a revealing case. The company studied is one of the largest companies in the information and financial analysis sector in Latin America and is part of a major worldwide corporation. Semi-structured interviews with senior managers and document analysis were used for data collection, with content and inductive analysis performed a posteriori. Findings – The main results outline the approach adopted by the company for each performance excellence award criterion and highlight some of the relevant organisational practices, especially those related to the nature of the company’s businesses. The findings show that the top management has been an essential driving force in transforming the managers at all levels into agents of improvement at the studied company. Additional key points are the deployment of the company’s “shared values” throughout the company and the implementation of a medium- and long-term comprehensive strategic plan focused on the award criteria. The company’s strategic system has been a driving force of its success. Research limitations/implications – For a more extensive empirical validation, further replications using other samples are needed to ensure the external validity of these findings. Originality/value – This paper is one of the few published studies discussing business excellence in emerging economies, which is not observed very often in developing markets. In addition, the paper focuses on promoting a culture of quality, a less common phenomenon in the economies of developing countries than in those of developed nations. Finally, this paper may be useful for practitioners and academics interested in the subject of quality and performance excellence.

Abstract:
The year 2020 was profoundly marked by the emergence and spread of SARS-CoV-2, causing COVID-19, which represents the greatest pandemic of the 21st century until now, and a major challenge for virologists in the scientific and medical communities. Increased numbers of SARS-CoV-2 infection all over the world imposed social and travel restrictions, including avoidance of face-to-face scientific meetings. Therefore, for the first time in history, the 2020 edition of the Brazilian Society of Virology (SBV) congress was totally online. Despite the challenge of the new format, the Brazilian society board and collaborators were successful in virtually congregating more than 921 attendees, which was the greatest SBV participant number ever reached. Seminal talks from prominent national and international researchers were presented every night, during a week, and included discussions about environmental, basic, animal, human, plant and invertebrate virology. A special roundtable debated exclusively new data and perspectives regarding COVID-19 by some of the greatest Brazilian virologists. Women scientists were very well represented in another special roundtable called “Young Women Inspiring Research”, which was one of the most viewed and commented section during the meeting, given the extraordinary quality of the presented work. Finally, SBV offered the Helio Gelli Pereira award for one graduate and one undergraduate student, which has also been a fruitful collaboration between the society and Viruses journal. The annual SBV meeting has, therefore, reached its goals to inspire young scientists, stimulate high-quality scientific discussion and to encourage global collaboration between virologists.

The majority of this kind of investigations was carried out in United States and Western Europe. The most common performance measures were growth, profitability, market value, and customer satisfaction. In Brazil, there are few studies on this issue. This master thesis aims to analyze the value creation by National Brazilian Quality Award winners using Economic Value Added (EVA ) as the performance measure and comparing those values with competitors from the same economic sector. The application of EVA as performance measurement is a differential from other studies. The Brazilian database Economatica, financial websites, and companies websites were the main source of data. The data acquirement covered a period of time of ten (2000-2009). The parametric tests were applied to test the hypothesis. The main finding shows that the winner companies have increased the value creation to the shareholders after the awarding of National Brazilian Quality Award. Another main finding points out that the winner companies have increased the value creation in average to the shareholders more than the companies from the same economic sector after the awarding of National Brazilian Quality Award. It is important to highlight that before the awarding the studied companies were not creating more value to shareholders than the companies from the same economic sector.<br>O desempenho financeiro ruim de algumas empresas vencedoras de prêmios da qualidade em diversos países, despertou o interesse de pesquisadores em investigar se a premiação levou essas empresas a um desempenho superior. A maioria dessas pesquisas foi realizada nos Estados Unidos e na Europa e comumente foram utilizadas como medida de desempenho o crescimento, a lucratividade, o valor de mercado e a satisfação do cliente. No Brasil, esse tipo de pesquisa ainda é incipiente. Dessa forma, o presente trabalho tem como objetivo principal analisar a geração de riqueza de empresas vencedoras do Prêmio Nacional da Qualidade utilizando o Valor Econômico Adicionado e comparando esse valor com as demais empresas do mesmo setor. A utilização do EVA como medida de desempenho é um diferencial deste trabalho em relação às outras pesquisas. Os dados foram coletados do banco de dados do sistema Economática, em sites especializados em divulgação de demonstrações financeiras e nos próprios sites das empresas vencedoras objeto de estudo desta pesquisa. O período de análise compreendeu os anos de 2000 à 2009. Foram utilizados testes paramétricos para validar as hipóteses de trabalho. Os resultados apontam para a existência de fortes indícios de que as empresas da amostra melhoraram o EVA no período de pós-adoção do PNQ. Outro resultado é da existência de fortes indícios de que as empresas da amostra possuem Valor Econômico Adicionado superior às demais do setor no período de pós-adoção do PNQ, no entanto, isso não pode ser afirmado para o período de adoção do MEG.

In such context, companies from different countries have applied quality management methods as a manner to achieve organizational development. In Brazil, the National Quality Foundation (NQF) manages the Brazilian National Quality Award (BNQA), an award aimed at recognizing management excellence in organizations. In the same way, performance measurement has evolved in order to assess organizational performance, support strategy formulation and guide decision making. For performance measurement to contribute to competitiveness improvement, it is necessary the usage and management of performance information. In this sense, the objective of this study is to empirically investigate how companies which have adopted the Brazilian National Quality Award model for total quality management have altered their performance measurement systems. The research is based on the Lakatos investigation program, in an attempt to explain a perspective on paradigmatic change, like the changes in performance measurement emanating from the adoption of the BNQA management model. Hence, the empirical research here presented was designed and carried out by means of a combination of methods: documental research and multiple case studies. The main findings of the study, after the analysis and interpretation of the information gathered by both research methods, seem to indicate that the adoption of the Brazilian National Quality Award management model may be considered a catalyst for the changes in managerial practices and performance measurement of the studied companies.<br>As novas condições de competição vêm acentuando o papel da medição do desempenho como um requisito estratégico e competitivo para muitas organizações. Nesse contexto, empresas de muitos países têm aplicado métodos de gestão da qualidade como uma maneira de alcançar o desenvolvimento organizacional. No Brasil, a Fundação Nacional da Qualidade (FNQ), administra o Prêmio Nacional da Qualidade (PNQ), um prêmio de reconhecimento à excelência na gestão das organizações. Do mesmo modo, a medição de desempenho tem evoluído de forma a avaliar o desempenho organizacional e prover suporte para o desenvolvimento de estratégias e tomadas de decisão. Para que a medição de desempenho possa contribuir com o aumento da competitividade, é necessário o uso e a gestão das informações sobre desempenho. Nesse sentido, o objetivo desta dissertação é investigar empiricamente como as empresas, que adotaram o modelo de gestão pela qualidade total do Prêmio Nacional da Qualidade, modificaram seus sistemas de medição de desempenho. Desta forma, a pesquisa é baseada no programa de pesquisa de Lakatos na tentativa de explicar uma perspectiva de mudança de paradigma, como as alterações na medição de desempenho com a adoção de um modelo de gestão do PNQ. Assim, a pesquisa empírica desta dissertação é desenvolvida e conduzida por meio da combinação de métodos de pesquisa: pesquisa documental e estudos de caso múltiplos. Os principais resultados deste estudo, após a análise e interpretação das informações obtidas por meio tanto da pesquisa documental quanto dos estudos de caso, parecem indicar que a adoção do modelo de gestão do Prêmio Nacional da Qualidade pode ser considerada um fator catalisador para as mudanças nas práticas de gestão organizacional bem como na medição de desempenho das empresas estudadas.

Abstract:
This study examined the business results of companies that won the Malcolm Baldrige National Quality Award (NQA). It used performance data before and after the award to determine if there were significant differences in three key performance indices after adoption of those business techniques that enabled these companies to win their NQA. The three key indicators were return on assets (ROA), earnings per share (EPS) and the current ratio. The study examined the data in two ways; first tests were made by comparing company performance before and after winning an NQA. The second way of testing was by comparing the NQA-winning company's performance with its key competitors within their market segment. Using both parametric and nonparametric hypothesis testing techniques, the preponderance of evidence suggests there was no significant difference in performance after winning the NQA than before, using the three performance indicators used in this study. Likewise, there was no evidence to suggest that the NQA-winning firms outperformed their key competitors within their market segment, for the three performance indicators used.

The importance of system quality has been increasingly emphasized in the past several decades. In 1987, Malcolm Baldrige National Quality Award (MBNQA) was established to promote quality awareness. Since then, more than 1,100 organizations have applied to the award. One way to measure system quality is by warranty cost. In the automobile industry, for example, warranty costs account for 3–4% of revenue. This paper proposes a framework for managing the warranty cost by setting a target warranty cost for the system and then allocating it to system modules in the conceptual design stage. In the proposed framework, engineers begin by constructing a knowledge-base of past warranty costs. Then regression analysis is used to set the target warranty cost of the new system, and Quality Function Deployment to allocate the target warranty cost to system modules. If detailed design becomes available, engineers can then compare estimated warranty cost with the target and decide whether to further improve reliability or reduce risk of system failure. This paper demonstrates the proposed methodology by using printers as an illustrative example.

Abstract:
In Brazil and around the world, Civil Society Organizations (CSOs) provide valuable public services for society. Through CSOs, people have organized and defended their rights, communities and interests, and can fully exercise their collective potential, often acting in partnership with governments to carry out public policies and/or develop their own projects, financed by the private financing or being self-sucient. Public transparency and availability of quality data are requirements for analyzing the strength and capacity of these organizations. Understanding the distribution of non-governmental organizations across the world and at the national scale, their areas of updating, projects in progress, and their execution capacity, is critical to promote the financing conditions of CSOs, to make it visible and to make it more e↵ective, transparent, and strong. With these goals in mind, we developed the Civil Society Organizations Platform1, an open, free and public on-line portal that provides a wide variety of information on the profile and performance of the population of CSOs in Brazil. Its core mission is to provide data, knowledge, and information on the role played by the almost 400,000 CSOs in activity in Brazil and their cooperation with the public administration in delivering public policies and services. We show how we developed this platform, the integration with several di↵erent databases, the challenges of working with open government data and how we integrated a lot of recent open source technologies in all spheres of system development. The first empirical results are shown and some new features regarding public data are presented.

Abstract:
In this paper some results of a further development of a technical cooperation project, initiated in 2004, between the CDTN/CNEN, The Brazilian National Nuclear Energy Commission, and the STUK, The Finnish Radiation and Nuclear Safety Authority, are presented. The objective of this project is to study applications of fuzzy logic, and artificial intelligence methods, on uncertainty analysis of high level waste disposal facilities safety assessment. Uncertainty analysis is an essential part of the study of the complex interactions of the features, events and processes, which will affect the performance of the HLW disposal system over the thousands of years in the future. Very often the development of conceptual and computational models requires simplifications and selection of over conservative parameters that can lead to unrealistic results. These results can mask the existing uncertainties which, consequently, can be an obstacle to a better understanding of the natural processes. A correct evaluation of uncertainties and their rule on data interpretation is an important step for the improvement of the confidence in the calculations and public acceptance. This study focuses on dissolution (source), solubility and sorption (sink) as key processes for determination of release and migration of radionuclides. These factors are affected by a number of parameters that characterize the near and far fields such as pH; temperature; redox conditions; and other groundwater properties. On the other hand, these parameters are also consequence of other processes and conditions such as water rock interaction; pH and redox buffering. Fuzzy logic tools have been proved to be suited for dealing with interpretation of complex, and some times conflicting, data. For example, although some parameters, such as pH and carbonate, are treated as independent, they have influence in each other and on the solubility. It is used the technique of fuzzy cognitive mapping is used for analysis of effects of variations on one parameter on the others in a system. This technique uses the concept of fuzzy sets to represent the “quality” of the relation between parameters rather then deterministic numbers.
