How large are optimal tariffs? What tariffs would prevail in a worldwide trade war? How costly would a breakdown of international trade policy cooperation be? And what is the scope for future multilateral trade negotiations? I address these and other questions using a unified framework which nests traditional, new trade, and political economy motives for protection. I find that optimal tariffs average 62 percent, world trade war tariffs average 63 percent, the government welfare losses from a breakdown of international trade policy cooperation average 2.9 percent, and the possible government welfare gains from future multilateral trade negotiations average 0.5 percent. This article provides a historical perspective on the famous Chekhovian story that has been previously viewed only as a story of love with the main focus on characters’ psychology. The new approach refers to a historical climate in Russian in the end of 19 century when religion lost its primary value. The conflict between the main characters is interpreted as a conflict between religious and secular mentality. Chekhov talks about a tendency of changing values in society, when the natural man’s mentality dominates the sacramental sphere, declares its morality false, ridiculous and even harmful. Gurov cannot understand Anna Sergeevna’s repentance, because he gravitates towards the progressive pole. The institution of marriage is not sacred for him, and, like for many of his contemporaries, a church wedding ceremony is no more than just a beautiful ritual. Just as another Chekhovian character, Voinitsky, Gurov doesn’t consider cheating on a spouse a great sin. He is a man of modern tendencies. For him, God is an abstract, mythical, speculative, philosophical concept not applicable to his own life that he lives in accordance with the tendencies of a secular society. Critics often associate the image of the dog with Anna Sergeevna, but in reality it is connected rather to Gurov. First of all, the sex of the dog is male, not female (Spitz is a male). Also, in the story, the dog loves his owner, Anna Sergeevna, but he could never understand the reason for her sadness. In the same way, Gurov, though being in love with Anna Sergeevna, would never understand fully what makes her so upset.

Abstract:
In this paper, the author first records, transcribes, and then analyses a short extract from an English conversation among three graduate students with different cultural backgrounds. It aims to analyse several aspects of conversation analysis; turn-taking, topic change, preference organisation, listing, use of figurative language, face saving, breakdowns and repairs, and dysfluency. The data analysis shows that there is an interesting feature occurs concerning to overlapping during conversation. Moreover, dysfluency is also one of noticeable features which exist regularly during the conversation. However, the figurative language that is expected to emerge during talk among different cultural background cannot be figured out because the participants tend to avoid using such complex and idiomatic language structure.

Abstract:
The effect of the breakdown phase on subsequent plasma parameters in GOLEM tokamak is investigated remotely. The dependence of the breakdown voltage and the breakdown time on the time delay between the switchings-on of a toroidal magnetic field Bt and a toroidal electric field Et for different groups of the pressure magnitudes is built. The performed experiments have shown that, for GOLEM tokamak, the shorter the temporal delay, the better are the mean plasma parameters. In addition, the breakdown phase is discussed in more details. In the discussion, the avalanche phase of the breakdown is analyzed. The dominant mechanism of particle losses during the avalanche phase, future steps, and tasks are discussed and set. The experiments on studying the breakdown phase have been carried out remotely on GOLEM tokamak by undergraduate students of V.N. Karazin Kharkiv National University.

In human-human negotiation, reaching a rational agreement can be difficult, and unfortunately, the negotiations sometimes break down because of conflicts of interests. If artificial intelligence can play a role in assisting with human-human negotiation, it can assist in avoiding negotiation breakdown, leading to a rational agreement. Therefore, this study focuses on end-to-end tasks for predicting the outcome of a negotiation dialogue in natural language. Our task is modeled using a gated recurrent unit and a pre-trained language model: BERT as the baseline. Experimental results demonstrate that the proposed tasks are feasible on two negotiation dialogue datasets, and that signs of a breakdown can be detected in the early stages using the baselines even if the models are used in a partial dialogue history.

This article explores the complex interactions between diplomacy and human migration as a fundamental component of U.S.-Cuban relations in the late 1970s. It assesses U.S. and Cuban leaders’ intentions in pursuing bilateral normalization, as well as their responses to the competing opinions of the Cuban-American community in Miami. The article also examines the opening of the secret U.S.-Cuban talks, the growing mistrust and suspicion among Washington and Havana, and the breakdown of communications prior to the Mariel boatlift of 1980. Drawing on U.S., Cuban, and Cuban-American resources, the article shows that the complex triangular relationship linking Washington, Havana, and Miami was crucial in the short-lived U.S.-Cuban dialogue. The article demonstrates that miscommunication and disagreements over Cuban migration were just as important as the U.S.-Cuban clash over the Cold War in Africa in undermining the spirit of that dialogue.

In October 1961 the Chinese Communist Party (CCP) adopted a policy of tacit struggle against the program of the 22nd Congress of the Communist Party of the Soviet Union (CPSU). The CPSU's resumption of de-Stalinization alarmed the Chinese leader, Mao Zedong, but he did not yet want to discard a limited rapprochement with Moscow. However, when high-level Sino-Soviet talks in July 1963 collapsed, the relationship between the CPSU and the CCP became irretrievable. Through the subsequent great polemics, the CCP intended to project itself as the spokesman of true Marxism-Leninism and the natural leader of world Communism. After the CCP attacked the top leaders of the CPSU by name, hostility between the two parties intensified. The breakdown of the CCP-CPSU organizational relationship was only a matter of time. Relying on a large array of Chinese-language sources, including records of Chinese leaders' speeches and comments at secret party meetings, this article reassesses the most critical period in the Sino-Soviet split from October 1961 to July 1964.

People with motor speech disorders often persist in using their natural speech to communicate despite low intelligibility and frequent communication breakdowns. Their speech may be functional in some situations, such as with familiar partners in quiet settings, but not across the variety of communication situations they face. Speech supplementation strategies, such as alphabet supplementation, allow speakers to augment their speech with additional cues. For example, alphabet supplementation, which means the speaker points to the first letter of each word while speaking, has been shown to increase speech intelligibility at the word level with an average gain of 11% and at the sentence level with an average gain of 26% (Hanson, Yorkston, & Beukelman, 2004). This form of AAC can help speakers bridge the gap between ineffective communication with natural speech and total reliance on alternative communication methods (Hanson, Yorkston, & Britton, 2011). The purpose of this article is to summarize the evidence in the area of speech supplementation, provide direction to integrate the strategies into treatment planning, and to suggest research directions for this rich area of study.

Purpose Based on exchange theory and the generalized norm of reciprocity, psychological contracts perceived by employees are believed to have dysfunctional consequences for organizations if breached. This paper aims to study the willingness of employees to report fraud, as such is an important aspect of internal control for organizations. Design/methodology/approach A 2 × 2 between-subjects experiment was conducted in which 99 participants with diverse accounting backgrounds were first asked questions about their preconceived beliefs (psychological contract) regarding how reports of unethical conduct would be managed, and their reaction if these beliefs were broken (psychological contract violation). Participants were given a hypothetical situation of fraud and then asked to indicate their likelihood of reporting fraud to a supervisor. Findings The main hypotheses are that employees will be less likely to report fraud when the organization fails to signal the presence of a positive ethical environment or when management reacts weakly to previous reports of unethical activity. The data and findings support these hypotheses. Additional testing also reveals that a psychological contract violation mediates the relationship between the outcome of previous reports and the intention to report fraud. Research limitations/implications As with any experimental study, this study’s results come with limitations. Reading an overly simplistic scenario that omits real world details and providing intention to report is very different from actually reporting fraud in one’s own place of employment. Therefore, reporting intentions may vary from actual reporting behavior. Further, reporting motivation (self-defense, altruism, etc.) and concern over retaliation are not measured. Practical implications Employees have expectations surrounding ethical corporate environments. Psychological contract violations occur as a result of broken expectations and are common in the workforce. In this study, a breakdown in the internal control environment because of a poor ethical culture, caused an even greater breakdown in internal controls because of employees’ decreased reporting intentions. Social implications Psychological contract violations impact employees’ intention to report fraud. These violations need to be understood so that additional measures and safeguards can be instituted when employees are not acting as a fraud defense or detection mechanism. During such times when there is a breakdown in this type of internal control (that is, when employees might be hesitant to report fraud), extra safeguards against fraud, additional procedures to detect fraud, and enhanced employee training encouraging reporting of suspected unethical conduct, become even more important. Originality/value Strong experimental methods provide a rigorous way to evaluate a problem of our day: job insecurity caused by rampant organizational turbulence. The hidden cost is expressed in terms of how less can be expected of employees as a first line of defense against fraud.

AbstractThe paper presents methods of determining the location of cost buffers and corresponding contingency costs in the CPM schedule based on its work breakdown structure. Application of correctly located cost buffers with appropriately established reserve costs is justified by the common overrunning of scheduled costs in construction projects. Interpolated cost buffers (CB) as separate tasks have been combined with relevant summary tasks by the start–to–start (SS) relationship, whereas the time of their execution has been dynamically connected with the time of accomplishment of particular summary tasks using the “paste connection” option. Besides cost buffers linked with the group of tasks assigned to summary tasks, a definition of the cost buffer for the entire project (PCB) has been proposed, i.e. as one initial task of the entire project. Contingency costs corresponding to these buffers, depending on the data that the planner has at his disposal, can be determined using different methods, but always depend on the costs of all tasks protected by each buffer. The paper presents an exemplary schedule for a facility and the method of determining locations and cost for buffers CB and PCB, as well as their influence on the course of the curve illustrating the budgeted cost of work scheduled (BCWS). The proposed solution has been adjusted and presented with consideration of the possibilities created by the scheduling software MS Project, though its general assumptions may be implemented with application of other similar specialist tools.

A method is presented to determine a person's hypothetical conceptualization of an object—its breakdown into subassemblies, sub-subassemblies, and so on—from the person's sequence of requests for pieces used in constructing it. Also, a technique is provided to determine whether, given a group of conceptualizations, there is a typical one. Results of the experiments showed that assembly instructions presenting a typical conceptualization yielded better structural and functional performance than did instructions presenting a minority conceptualization. Conceptualizations were derived from objects built from memory (and incorrectly) by people who first studied typical or minority instructions. A new distance measure was used to determine how far these conceptualizations were from those presented in the instructions. Typical instructions yielded typical conceptualizations; importantly, minority instructions also yielded typical conceptualizations, although they were significantly less typical than those from typical instructions. The results are discussed in terms of both their theoretical and methodological significance and their practical significance in the design of procedural instructions.

AbstractSomalia has been without a government for the past thirteen years. After the ousting of Siyaad Barre in 1991 observers were left with the question why a promising, even democratic, society sharing the same ethnicity, one religion, a common language and a predominantly pastoral culture was overtaken by a devastating civil war. Analysts stressed the significance of kinship and clan politics in the maintenance of sustained conflict. They argued that Somalia's state collapse must be placed in a historical context taking into consideration the cultural heritage of Somali society and the legacy of the colonial past. The purpose of the article is twofold: first, it seeks to explore an alternative explanation for the breakdown of Barre's dictatorial regime; and second, to analyse the social consequences of political and economic exclusion that followed the state collapse. The paper argues that Somalia's state failure can be explained by the unjust distribution of new sources of wealth in postcolonial Somalia. This modernisation process was accompanied by violent clashes and continued insecurity. The breakdown of the former regime did not create a representative government. Instead, faction leaders fought for political supremacy at the cost of the lives of thousands of civilians. In the absence of a functioning government that could guarantee security and protection, clan loyalties gained importance. Clan affiliation became a condition of being spared from violence. Unjust distribution of pockets of wealth, such as the high‐potential agricultural land in the riverine areas in southern Somalia, led to localised clashes. It will be argued that horizontal inequalities, or inequalities between groups, are based on both material and imagined differences. Somali faction leaders use these differences instrumentally, to maintain and to exercise power. Irrespective of the existence of invisible and physical markers, it is important to understand what existing social boundaries mean to their participants. A localised clan conflict in Lower Shabelle between the Jido and the Jareer clan families illustrates the consequences of social and economic exclusion. Groups who felt excluded from economic and political life, such as the Jareer, took up arms. Violence became a means of being heard and taken seriously in the current Somali peace talks in Kenya.

This study examined how comments posted on news stories about the 2016 presidential election reflected the disruptive discourses of the campaign itself. A quantitative content analysis and a qualitative textual analysis of user-generated comments ( N = 1,881) showed that while incivility was less frequent than impoliteness, overall there was ample evidence of the violation of democratic norms of political talk in these comment streams. Findings also showed that comments posted on stories in The New York Times were less uncivil than those posted on either Fox News or USA TODAY stories. However, comments posted on USA TODAY stories were more impolite than those posted on stories on the Times’ or Fox News’ websites. Norms of political talk that ascribe to some aspects of deliberative discourse were more frequent in comments posted later in the campaign, except among comments posted on Fox News stories.

Due to significant environmental impact and constantly rising prices, energy consumption gets more and more attention by governments and companies. Understanding and calculating the total energy requirements as well as detailed energy breakdown of a machining process are essential tasks as machining is responsible for a large amount of energy consumption in manufacturing industry. The aim of the work reported in this paper is to develop a methodology to estimate and analyze energy consumption of a machining process. This methodology is based on the representation of a machining process as a series of activities. The energy consumption of activities is calculated combined with the energy behavior of machine tool components, and formulas for calculating total as well as detailed breakdown of energy consumption for a machining process are given. The application of the methodology is demonstrated on the turning of a simple shaft.

Maintenance is a vital component in ensuring machines to run smoothly. While, maintenance technicians are responsible in conserving the conditions of machine by performing regular inspections. This study was conducted to investigate the performance of maintenance system in a company by identifying the critical machine with the highest breakdown frequency and time. It was found that high breakdown was due to the high workload of technicians, where no extra time can be allocated for thorough inspection task. Technicians do not have enough support in performing maintenance task. In this paper, Autonomous Maintenance (AM) program is suggested to reduce technicians’ workload through operators’ involvement. Technicians work is reduced with the aid of operators, which gives them more time for other maintenance tasks. The AM process flow is implemented in a case study company as a verification and validation processes.

Ten stuttering and 10 nonstuttering subjects performed self-paced rhythmic tasks with the finger and jaw and were asked to repeat “ah.” The tasks were performed at three rates: “comfortable” rate; and “slightly higher” and “slightly lower” than comfortable, but still in the comfortable range. The stutterers performed each of the three tasks more slowly than the nonstutterers and were less variable than nonstutterers. The reduced rates and more constrained variability of the stutterers were interpreted as manifestations of less flexible systems, which may be more susceptible to breakdown.

“My patient refuses thickened liquids, should I discharge them from my caseload?” A version of this question appears at least weekly on the American Speech-Language-Hearing Association's Community pages. People talk of respecting the patient's right to be non-compliant with speech-language pathology recommendations. We challenge use of the word “respect” and calling a patient “non-compliant” in the same sentence: does use of the latter term preclude the former? In this article we will share our reflections on why we are interested in these so called “ethical challenges” from a personal case level to what our professional duty requires of us. Our proposal is that the problems that we encounter are less to do with ethical or moral puzzles and usually due to inadequate communication. We will outline resources that clinicians may use to support their work from what seems to be a straightforward case to those that are mired in complexity. And we will tackle fears and facts regarding litigation and the law.

AbstractThe purpose of this intervention study is to reveal the extent to which memory-related aptitudes are implicated in the second language (L2) fluency development fostered by task repetition. English L2 learners are engaged in oral narrative tasks three times per day under two different 3-day task repetition schedules: blocked (Day 1: A-A-A, Day 2: B-B-B, Day 3: C-C-C) versus interleaved (Day 1: A-B-C, Day 2: A-B-C, Day 3: A-B-C). Their phonological short-term memory (PSTM), attention control, and associative memory were used as predictors of fluency changes measured through speed, breakdown, and repair fluency behaviors. Results showed that while the articulation rate change was not explained by any of the examined predictors, breakdown and repair fluency were predicted by different memory components. Specifically, PSTM was associated with mid-clause pause decrease during the training phase, while associative memory was linked to the increase in clause-final pauses in the posttest. Attention control, as well as PSTM, was related to greater repair frequency in the posttest, indicating increased learners’ attention to speech monitoring. Furthermore, PSTM and associative memory contributed to reducing breakdown fluency in the blocked repetition condition only, suggesting that learners can capitalize on their memory for improving oral fluency by engaging in blocked practice.

The most suitable sulfur spectral lines for such tasks were found to occur in the vacuum ultraviolet (VUV) spectral region and they were used for the construction of calibration curves. For the analysis, both univariate and multivariate statistical models were employed. The results obtained by the different analysis techniques are evaluated and compared. The present study demonstrates both the applicability and efficiency of LIBS for fast sulfur detection in soil matrices when aided by multivariate analysis methods improving the accuracy and extending the potential use of LIBS in such applications.

The impact of changes in matrix turnover on disease processes is gradually becoming more widely understood and appreciated. Similarly, the importance of interactions between the cellular and acellular components of any given tissue is finally being realized. An unhealthy cell does not make a healthy matrix; likewise an unhealthy matrix often leads to the demise of the cells within it, or at the very least to major changes in cell phenotype. We can therefore no longer investigate these two components in isolation, because the matrix so often contributes to cellular signalling pathways, and these in turn can lead to changes in matrix turnover. This is a long way from the traditional view of the role of the extracellular matrix, or ‘ground substance’, in filling the spaces between the cells and providing physical support for them. Just over 100 delegates assembled at Sheffield Hallam University for the Joint BSMB (British Society for Matrix Biology)/Biochemical Society Focused Meeting on Matrix Turnover: Mechanisms and Common Denominators on 2–3 April 2007. The stated aim of the meeting was to aid and encourage interactions between scientists working in various areas of matrix biology, and to this end there were sessions on intervertebral disc, turnover in the CNS (central nervous system), fibroses and tumour–stroma interactions, as well as a session covering general topics. The involvement of both the BSMB and Biochemical Society membership increased the potential for interactions between scientists and hopefully increased the value of the meeting for all the delegates. This issue of Biochemical Society Transactions contains papers written by those who gave oral presentations at the meeting. I think it is fair to conclude from their talks and the papers presented here that the ‘common denominators’ involved in matrix turnover include cytokine and growth factor signalling pathways that control the rates of matrix synthesis and breakdown, and which, in many disease processes, lead to an uncoupling of synthesis and breakdown and thereby the loss of homoeostasis. Evidently, the make-up of the matrix surrounding cells profoundly affects cell phenotype and behaviour through various signalling pathways. Numerous environmental stimuli may trigger these events, and a host of genes are undoubtedly involved in generating predisposing genotypes. Such factors appear to be common to many diseases involving matrix turnover.

ABR is demonstrated by an empirical analysis of learning activities with ©Minecraft (hereafter MC) and ©Second LifeTM (hereafter SL) used in two teacher education programs.FindingsTeachers and students could use the technology with some initial training. Experience in gameplay, collaboration and problem solving eased the transitioning into curricular activities. The teachers integrated domain knowledge by giving students tasks that involved the creation of domain-specific artifacts and role-play scenarios. In total, two dilemmas of educational gap closing were found and discussed: learning domain knowledge vs learning technology and breakdown in action vs breakdown in understanding.Research limitations/implicationsAutomated feedback (critiquing) adapted to students' individual needs while building and role-playing in MC or SL to off-load some of the teachers’ work in scaffolding design activities in the classroom is a direction for further work.Practical implicationsThe model can provide guidance for teachers and other stakeholders who are in the process of integrating creative technologies like visual programming, design environments and collaboration tools in K-12 education.Originality/valueA novelty of the present research is treating ABR as a pedagogical model and closing the educational gap.

Purpose The purpose of this paper is to develop a stochastic detailed schedule for a preventive/scheduled/periodic maintenance program of a military aircraft, specifically a rotorcraft or helicopter. Design/methodology/approach The new model, entitled the military “periodic aviation maintenance stochastic schedule” (PAM-SS), develops a stochastic detailed schedule for a PUMA SA 330SM helicopter for the 50-h periodic inspection, using cyclic operation network (CYCLONE) and Monte Carlo simulation (MCS) techniques. The PAM-SS model identifies the different periodic inspection tasks of the maintenance schedule, allocates the resources required for each task, evaluates a stochastic duration of each inspection task, evaluates the probability of occurrence for each breakdown or repair, develops the CYCLONE model of the stochastic schedule and simulates the model using MCS. Findings The 50-h maintenance stochastic duration follows a normal probability distribution and has a mean value of 323 min and a standard deviation of 23.7 min. Also, the stochastic maintenance schedule lies between 299 and 306 min for a 99 per cent confidence level. Furthermore, except the pilot and the electrical team (approximately 90 per cent idle), all other teams are around 40 per cent idle. A sensitivity analysis is also performed and yielded that the PAM-SS model is not sensitive to the number of technicians in each team; however, it is highly sensitive to the probability of occurrence of the breakdowns/repairs. Practical implications The PAM-SS model is specifically developed for military rotorcrafts, to manage the different resources involved in the detailed planning and scheduling of the periodic/scheduled maintenance, mainly the 50-h inspection. It evaluates the resources utilization (idleness and queue), the stochastic maintenance duration and identifies backlogs and bottlenecks. Originality/value The PAM-SS tackles military aircraft planning and scheduling in a stochastic methodology, considering uncertainties in all inspection task durations and breakdown or repair durations. The PAM-SS, although developed for rotorcrafts can be further developed for any other type of military aircraft or any other scheduled maintenance program interval.

Environmental hazardous material polychlorinated biphenyl (PCB) exposure is associated with vascular endothelial dysfunction, which may increase the risk of cardiovascular diseases and cancer metastasis. Our previous studies illustrated the cytotoxic, antiproliferative, and genotoxic effects of a synthetic, quinone-type, highly reactive metabolite of PCB, 2,3,5-trichloro-6-phenyl-[1,4]benzoquinone (PCB29-pQ). Here, we used it as the model compound to investigate its effects on vascular endothelial integrity and permeability. We demonstrated that noncytotoxic doses of PCB29-pQ induced vascular endothelial (VE)-cadherin junction disassembly by increasing the phosphorylation of VE-cadherin at Y658. We also found that focal adhesion assembly was required for PCB29-pQ-induced junction breakdown. Focal adhesion site-associated actin stress fibers may serve as holding points for cytoskeletal tension to regulate the cellular contractility. PCB29-pQ exposure promoted the association of actin stress fibers with paxillin-containing focal adhesion sites and enlarged the size/number of focal adhesions. In addition, PCB29-pQ treatment induced phosphorylation of paxillin at Y118. By using pharmacological inhibition, we further demonstrated that p38 activation was necessary for paxillin phosphorylation, whereas extracellular signal-regulated kinases-1/2 activation regulated VE-cadherin phosphorylation. In conclusion, these results indicated that PCB29-pQ stimulates endothelial hyperpermeability by mediating VE-cadherin disassembly, junction breakdown, and focal adhesion formation. Intervention strategies targeting focal adhesion and MAPK signaling could be used as therapeutic approaches for preventing adverse cardiovascular health effects induced by environmental toxicants such as PCBs.

Recently, much attention has been paid to the study of the influence of current overloads and local overheating on the degradation of the electrical characteristics of the photovoltaic components of solar arrays. First of all, it is connected with the tasks of increasing the reliability and durability of the operation of such renewable sources of electrical energy. Such studies are of particular interest due to the recent emergence of new methods and devices for improving the reliability of solar arrays by isolating inactive (defective or shaded) areas of their photovoltaic components (photovoltaic cells and photovoltaic modules). This paper presents the research results on the influence of current overloads on the current-voltage and volt-watt characteristics and the electrical parameters of photovoltaic cells of solar arrays based on monocrystalline silicon. The testing was performed using the cyclic current overload mode, which is the flow of electric breakdown current passed through the back-turned diode of a photovoltaic cell for several seconds. After that, the photovoltaic cell was cooled to room temperature, and then its current-voltage and volt-watt characteristics were measured. The degradation (decrease) of all the basic electrical parameters of photovoltaic cells (open-circuit voltage, short-circuit current, filling factor of the current-voltage characteristic, and maximum power) has been established. The additive nature of the changes and the average relative decrease of the indicated electrical parameters for one breakdown cycle are determined. Comparison of the response time range of the PolySwitch fuses with the breakdown durations of photovoltaic cells is performed. The conclusion is drawn about the prospect of using such resettable fuses as protection in emergency situations that are associated with current overloads in solar arrays.

The stacked power amplifier is a widely adopted solution in CMOS technology to overcome breakdown limits. Its application to compound semiconductor technology is instead rather limited especially at very high frequency, where device parasitic reactances make the design extremely challenging, and in gallium nitride technology, which already offers high breakdown voltages. Indeed, the stacked topology can also be advantageous in such scenarios as it can enhance gain and chip compactness. Moreover, the higher supply voltages and lower supply currents beneficially impact on reliability, thus making the stacked configuration an attractive solution for space applications. This paper details the design of two stacked cells, differing in their inter-stage matching strategy, conceived for space applications at Ka-band in 100 nm GaN-on-Si technology. In particular, the design challenges related to the thermal constraints posed by space reliability and to the electro-magnetic cross-talk issues that may arise at millimeter-wave frequencies are discussed. The best cell achieves at saturation, in simulation, 3 W of output power at 36 GHz with associated gain and efficiency in excess of 7 dB and 35%, respectively.

Scope management allows project managers to react when a project underperforms regarding schedule, budget, and/or quality at the execution stage. Scope management can also minimize project changes and budget omissions, as well as improve the accuracy of project cost estimates and risk responses. For scope management to be effective, though, it needs to rely on a robust work breakdown structure (WBS). A robust WBS hierarchically and faithfully reflects all project tasks and work packages so that projects are easier to manage. If done properly, the WBS also allows meeting the project objectives while delivering the project on time, on budget, and with the required quality. This paper analyzes whether the integration of a cost breakdown structure (CBS) can lead to the generation of more robust WBSs in construction projects. Over the last years, some international organizations have standardized and harmonized different cost classification systems (e.g., ISO 12006-2, ISO 81346-12, OmniClass, CoClass, UniClass). These cost databases have also been introduced into building information modeling (BIM) frameworks. We hypothesize that in BIM environments, if these CBSs are used to generate the project WBS, several advantages are gained such as sharper project definition. This enhanced project definition reduces project contradictions at both planning and execution stages, anticipates potential schedule and budget deviations, improves resource allocation, and overall it allows a better response to potential project risks. The hypothesis that the use of CBSs can generate more robust WBSs is tested by the response analysis of a questionnaire survey distributed among construction practitioners and project managers. By means of structural equation modeling (SEM), the correlation (agreement) and perception differences between two 250-respondent subsamples (technical project staff vs. project management staff) are also discussed. Results of this research support the use of CBSs by construction professionals as a basis to generate WBSs for enhanced project management (PM).

Two new measures were developed to assess quantitatively the degree to which patients with Alzheimer's disease (AD) are aware of their memory deficit, and to evaluate the relation between dementia severity and awareness of deficit. Results of a questionnaire measure indicated that AD patients rated their own difficulties with cognitive activities of daily life significantly lower than relatives rated patients' problems, and this discrepancy was related to patients' dementia severity. On another measure involving task performance predictions, AD patients were inaccurate in predicting their performance on most cognitive tasks when compared to both their actual performance and relatives' predictions, despite generally accurate prediction of their relatives' performance on the same tasks. These results are discussed in terms of a breakdown in metacognitive processes.

In this talk, we report our recent work on the pion weak decay constant (Fπ) and pion mass (mπ) using the nonlocal chiral quark model with the finite quark-number chemical potential (μ) taken into account. Considering the breakdown of Lorentz invariance at finite density, the time and space components are computed separately, and the corresponding results turn out to be: [Formula: see text] and [Formula: see text] at μc ≈ 320 MeV , respectively. Using the in-medium Gell-Mann-Oakes-Renner (GOR) relation, we show that the pion mass increases by about 15% at μc.

ABSTRACTComprehension of six syntactic structures was tested across four age groups. Each structure was presented with both plausible and implausible content. The contribution of cognitive nonlinguistic factors important for comprehension (attention, short-term memory, and mental control) was tested via standard neuropsychological tasks. Sixty-six women aged 30–79 were tested. Both errors and reaction times increased with age, especially for more complex syntactic types and implausible sentences. The neuropsychological factors tested contributed minimally to an age-related decline in comprehension, suggesting that the subtle breakdown seen in syntactic processing may be a language-specific impairment.

Ensuring the financial autonomy of local government bodies is an important component for creating conditions on accelerating the development of individual territories of the country and increasing the efficiency of their use. Creation of mechanisms for providing sufficient amounts of financial resources, activities of the above-mentioned authorities require thorough research in this area, especially within the study of foreign experience by building budget systems and organizing redistribution of financial resources between their individual components at different levels. Experience of federative countries is particularly significant in this area. The outlined confirms the relevance of the chosen topic of the article. Accordingly, the following goal of the research was set – to identify structural features and trends in the transformation of budget revenues at the local level of public administration in federative countries from 2000 to 2015. To achieve this goal, the following tasks were set: to determine the revenues structure of local government in federative countries; to analyse main tendencies of the change of the specified structure during 2000–2015; to apply cluster analysis in order to identify groups of countries that are similar to the processes of revenue generation of local government budgets in federative countries. Methodology. Statistics for assessment of budgetary revenue’s breakdown in several federative countries by the IMF data was processed, assessment of breakdown transformation with the use of the Ryabtsev index was done, and similarity and distinctions of revenue’s breakdown in different countries with the use of the hierarchical cluster analysis was investigated. Outcomes. It was found that among the analysed federative countries, the own tax revenue has a significant share (higher than 30% in a breakdown of all revenue) only in Belgium, Germany, Australia, Canada, and also in Bosnia and Herzegovina; the inter-budgetary transfers take the main position in financing of local budgets in Austria, Belgium, Canada, Russia, and Brazil; own non-tax revenues in local budgets are significant only in Australia and Bosnia and Herzegovina. It was proved that in fifteen years only in Russia, the opposite type of revenues breakdown sources was created and it demonstrates shifting to the centralization of public finance. It was also revealed that in 2000, the countries’ cluster structure by breakdown sign had obviously expressed group character, but further it evolved from a group structure to the step structure displaying specifics in the formation of local budgets’ revenues in each country. Practical implications. Practical outcomes of the study are analytical information on the structure of revenues of local government in federative countries, which may be useful by introducing new mechanisms for increasing the financial autonomy of local self-government. In addition, the obtained data may be useful for other not federative countries in terms of studying peculiarities of the formation of budget revenues of local government and analysis of the impact of such revenues on the socio-economic development of separate territories. Value/originality. The conducted study is relevant given the importance of developing local government in federative countries and providing it with the necessary financial resources for independent self-functioning. The data obtained during the research implementation are of practical value and can be used in the process of implementing measures to increase the financial independence of budget revenues at the level of local self-government in federative countries. EZRA’S CAGE”. BETWEEN POETRY AND POLITICSEzra Pound 1885–1975 was, next to Thomas Stearns Eliot, the most prominent American poet of modernist. He was considered the creator of vorticism and imagism — modern trends in art and world culture. In his works he reached to different eras and cultural trends. He was as well fascinated by medieval Provençal, Spanish and Italian literature, and Japanese art of haiku. On his work also had an impact scholasticism, Confucianism and Far East literature. In addition to poetry, Pound was also involved in literary criticism, painting and sculpture, he wrote historiosophical es­says and dramas. The greatest fame brought him, however, written for many years, „Canto”. During his stay in the British Isles he also dealt with politics and economics. He was considered a supporter of the theory of Social Credit of Hugh Douglas Clifford, aBritish engineer and economic theorist. In the early twenties Pound went to Italy. Here he became fascinated with fascism and the person of Benitto Musollini. In his works including his poetic works appeared clear fascist and anti-Semitic accents. He criticized Jewish international financiers and banking critique of usury. During World War II he gave propaganda „talks” in the Italian radio. He praised the organization of the fascist state and fascism as an idea, and at the same time warned the threat from international Jewish conspiracy. His views meant that he was accused of collaboration and treason. He was arrested and imprisoned in the US prison camp near Genoa. He spent almost amonth in aclosed cage. During his stay in the camp he had nervous breakdown. After transportation to the United States for many years he was locked out in hospital for mentally ill. After leaving the hospital, he returned to public space. Still creative, he was nominated for the most prestigious literary awards. His works have been translated into many languages around the world, including Polish. He died in Italy in 1975.

The mass discrepancy, which has led to the notion of dark matter may, in fact, be due to a breakdown of the Newtonian laws which are used to determine the masses of galactic systems. We describe a nonrelativistic theory which departs from Newton's in the limit of small accelerations. When one uses the modified dynamics to deduce gravitational masses, the need to invoke large quantities of dark matter disappears. We outline the theory and give criteria for deciding which systems are expected to exhibit marked departures from Newtonian behaviour. The main body of the talk is a succinct description of the major predictions of the theory regarding dynamics within galaxies.

AbstractThe present investigation aimed to assess whether a generalised inhibitory breakdown (Hasher & Zacks, 1988) can account for the well-documented age-related episodic memory deficits. It was argued that, according to whether significant correlations were found among all or between some of the measures of episodic memory and of inhibition included in the present investigation, it would be possible to assume that either a general or a specific, for instance, frontal lobe dependent inhibitory deficit (Dempster, 1992), was responsible for age-related memory deficit. At an empirical level, results from this investigation complement the large number of studies indicating an episodic memory deficit and an early deterioration of frontal lobes in the elderly. At a theoretical level, however, the failure to find age-related differences in the negative priming task challenges the hypothesis that cognitive ageing is due to a generalised inhibitory deficit. Furthermore, the failures to find significant correlations among performance on different tasks assumed to reflect the operation of inhibition processes support the hypothesis for the existence of multiple dissociable inhibitory processes (e.g., Kramer, Humphrey, Larish, Logan, and Strayer, 1994).

In this talk I describe recent work (hep-th/9606029) in which I classified all conceivable 2+1 dimensional Chern-Simons (CS) theories with continuous compact abelian gauge group or finite gauge group. The CS theories with finite abelian gauge group that can be obtained from the spontaneous breakdown of a CS theory with gauge group the direct product of various compact U(1) gauge groups were also identified. Those that can not be reached in this was are actually the most interesting since they lead to nonabelian pheomena such as nonabelian braid statistics, Alice fluxes and Cheshire charges and quite generally lead to dualities with 2+1 dimensional theories with a nonabelian finite gauge group.

Purpose – This research covers a rather unexplored area of customer relationship management (CRM) by questioning the mechanism between on the one hand the Pareto-principle and on the other hand traditional non-IT supported operational CRM processes. Thus, the paper aims to explore whether a minority of processes and process-aspects deserves credit for achieving a majority of CRM goals. Design/methodology/approach – A qualitative approach is the most appropriate due to the assumption that access to the reality of a situation is only possible through social construction. A qualitative approach seeks to answer questions posed by studying different social settings. As noted by Berg, qualitative techniques make it possible for researchers to participate in understanding and perceiving others, as well as permitting them to discover how people structure their daily lives to make them more meaningful. Findings – The questioned mechanism of on the one hand traditional non-IT supported operational CRM process-aspects and on the other hand the Pareto-principle is confirmed by the majority of interviewees who answered affirmatively to small things making big differences in customer contact. Research limitations/implications – Regarding the limitations of this study, the results are hard to generalise as the research context depends on a single case study. However, the high levels of detail that allows for greater insight into manufacturing SMEs in HGV-Trailer that want to adopt non-IT support operational CRM where there is lack of financial resources justify the choice of this case study. Practical implications – This study is important for management to focus and develop social on top of technical competencies. This was clear from the importance of social intercourse as the glue that links all the non-IT supported operational processes from break down to invoices. It helps in removing the uncertainty from the view point of customers and highlights the importance of the care that companies need to give to the human side of the process more than objectifying things. Moreover, the finding provides an important implication for practitioners involved spare-parts purchasing process and the warranty claiming process should continuously assess whether they operate in support of a breakdown or not and subsequently use this insight to prioritize their tasks. Originality/value – This research tried to answer how the Pareto-principle applies to traditional non-IT supported operational CRM process-aspects by concluding that the first social intercourse, as well as problem ownership, belongs – from a customers' viewpoint – to the “vital few” leading to “trivial many” results of rational and emotional nature. This is especially true in the breakdown process, and processes that operate in support of breakdowns.

In most mass-production assembly lines, workers perform a set of tasks repetitively predefined by assembly line balancing techniques. The static task assignment often leads to low productivity when the assembly system faces disruptions or uncertainties such as machine breakdown and uneven worker capabilities. The idea of bucket brigades (BB) has been introduced to address the static assignment problems where cooperative behavior of ants is applied to flow line control. This paper examines possible efficiency losses associated with the existing BB-based assembly cell and presents an improved version for assembly cells under uncertain environments. The new system attempts to enhance productivity by assigning assembly tasks to workers dynamically and possibly adding buffers for decoupling consecutive workers. The proposed assembly system is evaluated through simulation experiments under various manufacturing environments. The experimental results show that the new system provides higher productivity than the naïve BB-based assembly cell as well as traditional assembly cells, especially for uncertain assembly environments.

A construction project is inseparable from a series of tasks in the form of activities. Activities that take place on a project can be disrupted due to various reasons, one of the causes of the disruption of project activities are accidents on construction projects. The risk of workplace accidents can be prevented with early identification and analysis of the potential danger that exist in every activity contained in the project’s WBS. The need for a standardized WBS in preventing the risk of workplace accidents is very important because it would present a risk assessment, impact and frequency arising from workplace accidents. The aim of this study is to develop a risk-based WBS standard particularly for structural work, by using a qualitative approach. The results of this research are WBS standard for building, source of potentially dangerous risk at structural work, and the development of safety plan using a risk-based WBS that has been standardized, as a form of prevention, reduction or even nullify the risk of workplace accidents (to obtain zero accidents) during construction project implementation.
