The British-French condominium — the colonial phenomenon on VanuatuOver the entire 20th century, there was a joint government of France and the Great Britain in what is now the Republic of Vanuatu. This specific form of governance, called condominium, is legitimatised by the virtue of international law, but it occurs indeed rarely. This political system provides the equal distribution of rights and responsibilities in the colony, and also between the partner states. Nonetheless, the dual governments in Vanuatu deny this principle. The article presents the history of the Republic’s statehood a

In this article, I discuss two roles of documents in the creation and enforcement of public health laws in early colonial Vanuatu and their implication in colonial attempts to transform ni-Vanuatu societies and subjectivities. Colonial officials of the British-French Condominium based their projects on their admittedly partial knowledge in reports generated by experts studying depopulation. This knowledge, I argue, produced a ‘population’ by categorizing people according to their relationship with a reified notion of culture. The Condominium enforced health laws by sending letters to people ca

While British colonial rhetoric consistently identified tradition as the basis of legitimate authority, colonial practice actually produced far-reaching changes in the nature of government in Britain's African possessions. New institutions, and new holders of power, emerged in African societies in response to the particular needs of colonial administration. This article explores this transformation in one part of Condominium Sudan, which was effectively a British possession but which has often been excluded from historical discussions of the impact of colonialism because of its unique status.

Abstract This article explores the nature and causes of police violence in Condominium Sudan. It contends that rather than demonstrating the sheer strength of the British colonial state and its dhtance from Sudanese society, police violence provided evidence of its weakness, its limited technical capacity, and its general social porosity. The British administration was unable or unwilling to develop a systematically regulated and heavily institutionalized police force, and thus struggled to prevent the police being manipulated to serve the interests of particular ethnic, religious, or politica

If the latter’s press originated at the hands of Europeans, and at the hands of patriots in Arab countries, it originated in Sudan at the hands of foreigners loyal to Britain since 1899, the beginning of the (British-Egyptian) condominium. Therefore, the press was not free, did not express the opinion of the people and was only concerned with what the British administration wanted, and it continued to do so until 1932. It first focuses on the informal empire in the last third of the nineteenth century and up to World War I. This is the period in which control is gained by the Western powers but responsibility averted since in most cases sovereignty over the territories concerned is not yet acquired. The legal models established for gaining control – culminating notably in the creation of colonial protectorates and only later annexation – were to some extent the same as those established else

Abstract The Sudan was the largest territory in Africa, larger even than the Belgian Congo. The northern part was Arab and Muslim; the southern part, ‘African’ and pagan, with pockets of Christian influence. Politically, it was nominally under the control of Egypt and Britain as a condominium. Administration was handled by the Sudan Political Service, a storied, elite body within the Colonial Service. The Sudan was integral to Britain and Egypt’s efforts to resolve problems of the Suez Canal Zone. To outflank the Egyptians, the British embarked on Sudanization, the intensive training of Sudane
