Abstract:

Purpose – The purpose of this study is to describe how the British Library Document Supply Service (BLDSS) is responding to changes in the provision of research content, redefining its services to suit varying audiences’ requirements and building on a flexible technology platform. Design/methodology/approach – This study is descriptive in nature. Findings – The British Library is responding well to the current competitive environment for Inter Library Loan (ILL) and document supply. Originality/value – This study includes an up-to-date assessment of the BLDSS and the changes, driven by the changing landscape, that are taking place.

Abstract:

Background. Providing equitable access to the full range of reproductive health services over wide geographic areas presents significant challenges to any health system. We present a review of a service provision model which has provided improved access to abortion care; support for complex issues experienced by women seeking nonjudgmental family planning health services; and a mechanism to collect information on access barriers. The toll-free pregnancy options service (POS) of British Columbia Women’s Hospital and Health Centre sought to improve access to services and overcome barriers experienced by women seeking abortion.Methods. We describe the development and implementation of a province-wide toll-free telephone counseling and access facilitation service, including establishment of a provincial network of local abortion service providers in the Canadian province of British Columbia from 1998 to 2010.Results. Over 2000 women annually access service via the POS line, networks of care providers are established and linked to central support, and central program planners receive timely information on new service gaps and access barriers.Conclusion. This novel service has been successful in addressing inequities and access barriers identified as priorities before service establishment. The service provided unanticipated benefits to health care planning and monitoring of provincial health care related service delivery and gaps. This model for low cost health service delivery may realize similar benefits when applied to other health care systems where access and referral barriers exist.

Abstract:

Background/Aims The quality of information technology (IT) services is key to effective healthcare delivery. However, the high aspirations of health ministers for IT services in hospitals may not be aligned with clinicians' perceptions. This study aimed to assess frontline clinicians' perceptions of the quality of IT services in their institutions. Methods The British Orthopaedics Directors Society online forum was used to invite a group of trauma and orthopaedic clinical leads from a range of hospitals to complete a short questionnaire regarding their perceptions of IT service quality in their practice. Results Negative perceptions of IT service quality were found to be common, with 45% of respondents rating their trusts' overall IT quality as poor or very poor. Of these, 13% deemed their trust's IT service quality to be so poor as to put patients at increased risk. Wide disparities were also reported between respondents' ratings of IT infrastructure quality and institutional responsiveness to concerns. Conclusions This small initial evaluation highlights concerning variations in clinicians' perceptions of IT service quality across different trusts. It also suggests the need for further, more detailed assessment and monitoring of IT quality improvement, for which the same questionnaire method may be useful.

Abstract:

ABSTRACTNational surveys show that people from minority ethnic groups tend to be less satisfied with social care services compared with the white population, but do not show why. Research indicates that barriers to accessing services include lack of information, perceptions of cultural inappropriateness and normative expectations of care. Less research has examined the experience of minority ethnic service users after they access services. This study conducted in-depth interviews with 82 South Asian and White British service users and family carers, the majority of whom were older people. Thematic analysis was used. The key theme was understanding the social care system. Participants with a good understanding of the system were more able to adapt and achieve control over their care. Participants with a poor understanding were uncertain about how to access further care, or why a service had been refused. More White British than South Asian participants had a good understanding of the system. There was more in common between the South Asian and White British participants' experiences than might have been expected. Language was an important facilitator of care for South Asian participants, but ethnic matching with staff was less important. Recommendations include better communication throughout the care process to ensure service users and carers have a clear understanding of social care services and hence a better experience.

Abstract:

Post‐secondary students with print disabilities (blindness, visual impairments, learning disabilities, physical handicaps) need information access to learning resources in alternate formats such as Braille, electronic text, large print, taped books, and tactile graphics. British Columbia College and Institute Library Services (CILS) is a provincial clearinghouse for resources for students and faculty with print impairments. CILS supplies resources tocomply with the “duty to accommodate” under Canadian Human Rights legislation. As a coordinated service, CILS provides services by direct loans, interlibrary loans with partner agencies, and production of new alternate format materials. This article describes the range of services and technological applications that are used to locate and produce resources to accommodate the students’ needs.

The way that researchers generate, analyse and share information keeps evolving at a rapid pace. To ensure that it is well equipped to serve its global user base for years to come, the British Library is transforming the way it works too, from the physical buildings to its digital service portfolio. One key programme, Everything Available, will ensure the Library’s continued support for research with services to enable access to information in an open and timely manner. This paper will describe the activities planned within Everything Available, with a particular focus on the aims of the Library’s recently refreshed Research Data Strategy. It will give an insight into the challenges and opportunities faced by a National Library in providing relevant services in an ‘open’ world.

Abstract:

Examining human interaction networks contributes to an understanding of factors that improve and constrain collaboration. This study examined multiple network levels of information exchanges within a public service model designed to strengthen community partnerships by connecting city services to the neighborhoods. The research setting was the Neighbourhood Integrated Service Teams (NIST) program in Vancouver, B.C., Canada. A literature review related information dimensions to the municipal structure, including social network theory, social network analysis, social capital, transactive memory theory, public goods theory, and the information environment of the public administration setting. The research method involved multiple instruments and included surveys of two bounded populations. First, the membership of the NIST program received a survey asking for identification of up to 20 people they contact for NIST-related work. Second, a network component of the NIST program, 23 community centre coordinators in the Parks and Recreation Department, completed a survey designed to identify their information exchanges relating to regular work responsibilities and the infusion of NIST issues. Additionally, 25 semi-structured interviews with the coordinators and other program members, collection of organization documents, field observation, and feedback sessions provided valuable insight into the complexity of the model. This research contributes to the application of social network theory and analysis in information environments and provides insight for public administrators into the operation of the model and reasons for the program's network effectiveness.

Abstract:

Systems-level homelessness report cards are an intricate part of managing and resolving homelessness within a community. Homelessness report cards can be used to both educate communities around the complexities of homelessness and capture pertinent data required to formulate evidence-based strategies towards ending (rather than managing) homelessness. The process of developing and implementing homelessness report cards can be fraught with challenges relating to: limited resources; fragmented information; and political roadblocks. To help reduce the potential of these roadblocks, a system-level Homelessness Outcome Reporting Normative framework (the “HORN Framework”) was developed. The HORN Framework is based on a literature review and synthesis of the best-practice, systems-level homelessness report card development and implementation methods. The framework was then tested in a case study with the Greater Victoria Coalition to End Homelessness (GVCEH), through the creation of their 2010 Greater Victoria Homelessness Report Card. The framework and case study results are presented in this thesis.

Abstract:

This thesis explores how decision-making agency roles played by doctors, pharmacists and government affect the social efficiency of choices in the prescription drug market. The primary objective is to contribute to the quality of expenditure decompositions in this sector and, thereby, to draw attention to the real cost of drug consumption in Canada. Expenditure growth in the pharmaceutical sector may occur because Canadians are purchasing more drugs or more in terms of the health outcomes sought through drug consumption. Prices may also be rising for the drugs that patients consume. Furthermore, with new generations of prescription drugs replacing older and often equally effective ones, expenditure inflation may be due, at least in part, to growing inefficiencies in consumption. Deflating nominal expenditures with traditional economic price indexes is a commonly used approach to decomposing expenditure changes into changes in price, changes in productivity or both. This method may be biased because decision-making agency relationships and non-standard financial incentives give rise to possible inefficiencies in the pharmaceutical sector that would not commonly be found in other sectors. This proposition is explored theoretically and empirically. Potential biases stemming from financial incentives are explored in the context of the measurement problem posed by the entry of generic drugs. Traditional techniques of the economic approach to measurement do not capture the full effect of generic competition because decision-making agents do not always have incentive to consider the full price of drugs consumed. Potential information-related problems in pharmaceutical price and productivity measurement are explored within the context of the hypertension market. Health outcomes based indexes are constructed for this treatment category based on recognized national guidelines for the treatment of hypertension. Economic indexes of price and productivity appear to overstate social productivity in this segment because persistent non-compliance with national guidelines has resulted in higher costs without corresponding health improvements.

Abstract:

The purpose of this study was to investigate whether the kinds of terminology used in writing job descriptions for library assistants who provide information services affected the job evaluation rating for the jobs described. The study provided background information on the importance of the problem, pay equity and job evaluation systems, the nature and purpose of contacts in information and reference services, the changing roles of information providers and the problem of terminology in writing job descriptions. To examine whether the terminology in job descriptions made a difference in evaluation, three experienced job evaluators were asked to rate nine job descriptions representing three levels of jobs and three different terminologies: library, computer and generic. The respondents' ratings, five sets of nine ratings each, were analyzed by comparing the individual job evaluation plans, the respondents' numerical ratings and rationales. The findings revealed the similarities and differences in definitions used in each of the plans, the differences in ratings within and among plans and the extent to which the terminology used in the job descriptions could be attributed to differences in ratings. Some inconsistencies in ratings occurred. In most cases, the job description using library terminology was rated higher than its computer or generic counterparts but in two cases it was not. Of the three versions of terminology, the generic version led to the least favourable ratings. Considering the complexity of the responsibility o f contacts present to some degree in all three levels of jobs, some of the jobs may have been undervalued. Recommendations were made for action and for further study.

Abstract:

The purpose of the study was to provide insights into the information seeking behaviors and needs of graduate students of Management Sciences at the Centre for Operations Excellence, University of British Columbia. The study describes major aspects of the information seeking patterns taking into account the whole phenomena: from the nature of the original situation where and when the need was recognized, to the characteristics of the information seeker, to the providers which were consulted and degrees of success. Using the case-study method and the sense-making approach, data were gathered through logs, interviews, and a questionnaire. Verbal protocols helped to delve and probe into the qualitative aspects of the search behavior resulting in a model for the search process. Findings revealed that the students went through six stages during their research: [1] Task defining, [2] Focus forming, [3] Monitoring and reviewing, [4] Selecting and sieving, [5] Interpreting, and [6] Presenting. Typically, information seeking occurred in context of task achievement which was affected by various factors such as time, cost, prior knowledge, feedback, motivation and experience and perception of students. A user survey demonstrated that [1] informal channels were used more avidly in information seeking than formal channels, [2] information service providers were not consulted on a regular basis, [3] UBC libraries were very rarely used, [4] factors such as time, location, motivation, cost, perception, feedback played an integral role in information seeking and task completion, [5] satisfaction with services of service provider were based on the relevance, currency, timeliness and accuracy of information provided, and [6] usage of information was weighed against the benefit to analysts. Recommendations for action and further study and a service model were the outcomes of the findings.

Abstract:

AbstractDespite having one of the largest diaspora in the world, the United Kingdom peculiarly has no diaspora engagement policy to speak of. Policy, not legal right, underpins consular affairs and social protection policies are extremely limited. Such absence stems from a lack of distinctive British national identity in large part due to the UK being multi-national state, a heterogonous and typically prosperous diaspora driven by lifestyle migration, and in turn the assumption that Britons living abroad do not want or need to engage with the homeland state. Policy towards Britons residing abroad is characterised by limited engagement but effective communication leading to a disengaged state that keeps the dialogue open. Whilst social protection policies are rudimentary, the state is a world leader in providing online information in preparing British emigrants for living overseas. Voting rights of overseas citizens (namely the 15 year residency requirement) has and will continue to be a contentious issue following Brexit − and one subject to change − as has pension inflation adjustment. As the effects of Brexit on Britons residing abroad come to fruition, the politics of social protection and the rights of Britons residing abroad will be an imperative issue on the political agenda.

Abstract:

AbstractHealthcare is one of the most peculiar between all Critical Infrastructures due to its context and role in the society. The characteristics of openness and pervasive usage of IT systems and connected devices make it particularly exposed to both physical threats, such as theft and unauthorized access to restricted areas, and cyber attacks, like the notorious wannacry ransomware that abruptly disrupted the British National Health System in May 2017. Even the recent COVID-19 pandemic period has been negatively characterized by an increase of both physical and cyber incidents that specifically targeted hospitals and undermined an essential public service like healthcare. Effective security solutions are necessary in order to protect and enhance the resiliency of the Critical Infrastructures. This paper presents the work being developed in the context of the SAFECARE H2020 project, that specifically considers the requirements for security of hospitals. A particular focus is given to the asset management that consider cross-domain aspects of security, like the physical location and virtual connections that link different components of a hospital. This allows advanced knowledge that enables to infer and forewarn of possible elaborated cyber-physical kill chains. This is particularly important and useful during crisis, as allows to have a holistic overview of the status of the hospital and the potential impacts of one or more incidents to the critical assets. The description and simulation of an attack scenario is also given, together with the description of the messages exchanged by the security systems and the information made available to security operators.

Abstract:

This chapter differs somewhat in its approach to governance issues compared with the previous chapters as it goes beyond the national framework. In essence, the national and sub-national issues at stake do not quite capture the full picture when considering the future challenges of the provision of public healthcare services in the UK. This chapter looks at healthcare service exchanges across borders. Indeed, there has been a significant expansion of services trade, and in particular health services, which have grown not only thanks to a number of institutional frameworks but also to the support of the British government and health stakeholders. However, there are also a number of risks involved in the international exchange of health services, which can have a significant impact on public healthcare systems.

Abstract:

The creation and subsequent access to accurate information is widely accepted as a vital component of a national radioactive waste management strategy. Information on the origin and quantity of the waste together with its physical, chemical and radiological characteristics provides a catalyst for sound and transparent decision making. This information will originate from a number of potentially disparate sources, including material manufacturers, facility operators, waste producers, Government and Non-Government organisations and regulators. The challenge to those with a role in information management in further increased by the fact that much of the information created is required to support activities, not only in the immediate future, but also in the longer-term — typically many decades or even centuries. The International Atomic Energy Agency (IAEA) has published a number of guidance documents under the Safety Series, one of which makes direct reference to information management. The document [1] is intended to assist Member States in the development of a national system for radioactive waste management and identifies the key responsibilities and essential features of such a system. The following statement appears in Section 5: “The regulatory body, the waste generators and the operators of radioactive waste management facilities should maintain documentation and records consistent with the legal requirements and their own needs.” An essential requirement of these ‘documents and records’ is that they should be “...kept in a condition that will enable them to be consulted and understood later by people different from, and possibly without reference to, those who generated the records ...” The scope of the documentation and records to be kept will be wide ranging but will include “...an inventory of radioactive waste, including origin, location, physical and chemical characteristics, and, as appropriate a record of radioactive waste removed or discharged from a facility”, and “site plans, engineering drawings, specifications and process descriptions ... radioactive waste package identification ...”. It is has long been recognised in the United Kingdom that the management of radioactive waste will require the assembly and secure retention of a diversity of records and data. This information will be needed to inform the strategic decision making process, thus contributing to the future safe, environmentally sound and publicly acceptable management of radioactive waste. In the meantime it will also service the nation’s international commitments. When the planning application for a Rock Characterisation Facility (RCF) was refused and the subsequent Nirex appeal rejected in 1997, it was recognised that transfer of waste to a national repository was ulikely to take place for many decades. The long-term preservation of information by the waste management organisations thus became an issue. Since this time, the UK nuclear industry, including the waste producers, regulators and other Government Departments have worked together to develop a common information management system that is now being implemented. It is based on an Oracle database and is supported by ‘electronic tools’ designed to facilitate entry and retrieval of data in a common format. Long-term access to these data underpins many aspects of the system design. Designing such a system and seeing through its development has been a challenge for all those involved. However, as the project nears the completion of the development phase, it is clear there are several benefits in this approach. These include a sharing of best practice, shared development costs, an improved understanding of the needs of all parties, and the use of a common platform and tools. The ‘partnership approach’ between waste management organisations, Government departments and regulators will also reduce the likelihood of future surprises or conflicts of interest. Industry-wide co-operation also provides a greater degree of confidence that the system will continue to enjoy technical and financial support for the foreseeable future. The British Radwaste Information Management System (BRIMS) is supported by the principal waste producers, the Department for Environment, Food and Rural Affairs (DEFRA), the Nuclear Installations Inspectorate (NII) and United Kingdom Nirex Limited (Nirex). All organisations that have participated in its development over the past seven years have free access to it and may use it as part of their waste management strategy.

Abstract:

FITNET is a four-year European thematic network with the objective of developing and extending the use of fitness-for-service (FFS) procedures for welded and non-welded metallic structures throughout Europe. It is partly funded by the European Commission within the fifth framework programme and commenced in February 2002. The network currently consists of about 50 organisations from 17 European countries but also includes contributions from organisations in the USA, Japan and Korea. The FITNET FFS Procedure is built up in four major analysis modules namely; Fracture, Fatigue, Creep and Corrosion and the procedure is being developed for completion in early 2006 in the form of CEN Document. The aim of this paper is to present the features, main analysis routes and major areas of technical development pertinent to the Fracture Module of the FITNET FFS Procedure. The procedure is based on previous developments carried out within the SINTAP project as well as advances in other standards such as the British Energy R6 rev 4 and the current amendments to the British Standard BS7910. In addition the work from other EU projects has been used to extend the treatment of several problem areas, such as the effect of constraint and the treatment of thin walled structures.
