Abstract:
<p>Brunei Darussalam is a country rich of natural resources, especially oil and natural gas. The country's income source is highly dependent on oil and gas sector. The fall of world oil price had an impact on Brunei Darussalam’s economy and the government decided to cut off 25% of its defense budget in 2015. However, in 2018, Brunei Darussalam's defense budget reached B$ 492,754,700, a 12.9% increase from the previous year's budget. This research focuses on Brunei Darussalam’s oil and natural gas sectors which have an impact on its defense budget. The amount of a country's defense budget will affect its defense power, including its defense diplomacy activities. This study employs the concept of defense diplomacy. This study finds that there are several key results areas in the defense of Brunei Darussalam government, such as territorial integrity, support toward "whole-of-nation" approach, effective defence diplomacy, military involvement in international missions, high standard of human resource capacity, as well as respected and credible image of the defense organisation.</p><p><strong>Keywords:</strong> Brunei Darussalam, defense diplomacy, natural resources</p>

This artilce aimed to analyze of hisotorical Islamic education curriculum in Brunei. This method used field of study or literature. The result showed that Firstly, after Islam came to Brunei, the education system was more in the direction of printing scholars. Secondly, after the arrival of invaders in Brunei, Islamic religious education has experienced dualism, but the curriculum from the Britain has not received a warm welcome. Thirdly, Brunei's independence was inseparable from the role of Britain, so education in Brunei was inseparable from the influence of the educational curriculum of the British nation. <p>Brunei Darussalam merupakan negara yang kaya akan sumber daya alam seperti minyak bumi dan gas alam. Sumber pendapatan negaranya sangat bergantung pada sektor migas. Ketika harga minyak dunia turun, hal ini juga berpengaruh pada perekonomian Brunei Darussalam sehingga pemerintah Brunei Darussalam memangkas anggaran pertahanannya pada tahun 2015 sebesar 25%. Namun, pada tahun 2018, anggaran pertahanan Brunei Darussalam mencapai B$ 492,754,700, meningkat 12,9% dari anggaran tahun sebelumnya. Penelitian ini berfokus kepada sektor migas Brunei Darussalam yang memiliki pengaruh terhadap anggaran pertahanan Brunei Darussalam. Besaran anggaran pertahanan suatu negara akan mempengaruhi kekuatan pertahanan, termasuk aktivitas diplomasi pertahanan didalamnya. Konsep yang digunakan untuk menganalisis studi ini adalah konsep diplomasi pertahanan. Hasil penelitian ini menunjukkan bahwa terdapat key results area dalam pertahanan Brunei Darussalam, yaitu integritas wilayah, kapasitas militer, mendukung pendekatan whole-of-nation, diplomasi pertahanan yang efektif, keterlibatan militer dalam misi internasional, sumber daya manusia berkualitas tinggi, dan image pertahanan yang berwibawa dan kredibel.</p><p><strong>Kata Kunci :</strong> Brunei Darussalam, diplomasi pertahanan, sumber daya alam</p>

Abstract:
Abstract The South China Sea dispute involves People’s Republic of China (PRC) against Vietnam, Malaysia, Philippines, Indonesia, and Brunei Darussalam. The South China Sea Dispute was caused by claimant state and nine dashed line which made by PRC. Instead of resist, Brunei Darussalam in South China Sea Conflict took considerable different gesture other than the rest belligerent parties like Vietnam, Malaysia, Philipines, and Indonesia. Brunei did not show any resistance to PRC regarding territorial claimants and instead cooperates with Asian giants controversial move. Brunei Darussalam took a stand by bandwagoning against the PRC. Brunei’s behaviour was identified by Balance of Threat theory by Stephen Walt. As a result, there is a very unbalanced capability and power capacity measure between the combined power capacity of Brunei Darussalam, Vietnam, Malaysia, the Philippines, and Indonesia with PRC. Abstrak Konflik Laut Cina Selatan melibatkan Republik Rakyat Cina (RRC) dengan Vietnam, Malaysia, Filipina, Indonesia, dan termasuk Brunei Darussalam. Konflik Laut Cina Selatan disebabkan oleh claimant state dan pembuatan sembilan garis putus-putus (nine dashed line) secara sepihak oleh RRC. Dalam menyikapi agresifitas RRC yang mengklaim wilayahnya di Laut Cina Selatan, Brunei Darussalam mengambil sikap yang berbeda dibanding yang dilakukan oleh Vietnam, Malaysia, Filipina, dan Indonesia. Brunei Darussalam mengambil sikap dengan tidak menentang klaim RRC dan melakukan bandwagoning terhadap RRC. Sikap bandwagoning yang dilakukan Brunei Darussalam disebabkan oleh tiga kondisi negara dan empat faktor ancaman dalam teori Balance of Threat Stephen Walt, dimana ukuran kapabilitas dan kapasitas kekuatan yang sangat tidak berimbang antara Brunei Darussalam, Vietnam, Malaysia, Filipina, dan Indonesia dengan RRC , bahkan jika kekuatan lima negara tersebut digabungkan. Kondisi tersebut ditambah dengan krisis ekonomi yang dialami Brunei Darussalam sehingga bandwagoning dianggap sebagai pilihan yang rasional. <p><span style="font-size: medium;"><span style="font-family: Times New Roman;"><span>E</span><span lang="EN-US">-Government is a government administration system that plays a vital role in the international global communication, and greatly determines the progress of a state. However, the government administration system that utilizes Information and Communication Technology may be exposed to threats, especially threats originating from cyberspace. This research was carried out with the aim to analyze Brunei Darussalam's E-Government strategy in overcoming cyber threats. This study uses descriptive qualitative research methods accompanied by data obtained from the presentations and interviews during the overseas field study visits in Brunei Darussalam by the representatives of the Ministry of Foreign Affairs and Trade (MOFAT), IT Protective Security Services (ITPSS), and the Prime Minister’s Office (PMO) of Brunei Darussalam, as part of a research related to Brunei Darussalam's e-Government strategy in overcoming cyber threats. The results of this study indicate that the Brunei Darussalam’s e-Government strategy in overcoming cyber threats was carried out by focusing on citizen-centric service delivery in stages. It begins with the establishment of a law on computer abuse in 2000, followed by the establishment of Brunei National Computer Emergency Response Team (BruCERT) in 2004, introduction of Internet Ethics and Cyber Security Awareness Program in 2009, and the development of a national cyber security framework in 2014. All are integrated into a common policy coined as Brunei Insight 2035. This can be an input for the implementation of e-Government in Indonesia, in order to improve the equality and openness of access to information and communication in Indonesia, without neglecting the principles of security and comfort in communicating and obtaining information.</span></span></span></p>

This paper aims to discuss the application of sharia law in Brunei Darussalam, especially in sharia law for LGBT people. What about the effect of the stricter application of sharia law if applied in Brunei Darussalam. The aim of implementing Sharia law in Brunei Darussalam. Darussalam is none other than the teachings of Islam in Brunei Darussalam that have become stronger than before as a country that has always been devoted to Allah. Even though in its application, Brunei Darussalam has received harsh criticism from the world for the application of sharia law that is enforced in its country, however, criminal law hard and sharia law continues to be implemented after being postponed and finally implemented on April 3, 2019. This article uses a case study approach and analysis with qualitative methods. russlam continues to be implemented even though it has generated a lot of controversy from outside, especially regarding the stoning of adultery and LGBT perpetrators, especially from the United Nations, enforcement of this law violates human rights. The background to the adoption of sharia law is nothing more than strengthening the quality of the involvement of Muslims in Brunei Darussalam which is only for Allah.</p>

Abstract:
National leaders’ responses to the Covid-19 pandemic globally have shown that while the definition of leadership is still debatable in academia, in times of crisis, it is easily identifiable and seen. The world has seen different responses by national leaders to curb the spread of the virus, Covid-19, which has claimed more than a million lives, affecting 189 countries worldwide since January 2020. Developed countries’ successes in dealing with the pandemic are widely reported by international media, but the successes made by developing countries are not. One such country is Brunei Darussalam, where her success, even regionally in Southeast Asia, was downplayed. This paper is a qualitative case study, highlighting Brunei Darussalam’s success in handling the pandemic. Brunei Darussalam began to ‘flatten the curve’ since March 29, 2020 and there was no local transmission since May 7, 2020. The paper will show how leadership, effective crisis communication together with advances in telecommunication technologies, existing institutional practices, and a supportive public have helped Brunei Darussalam curb the spread of the virus within the country.

Ada dua jenis Standar Akuntansi yang akan diadopsi di Brunei Darussalam, yaitu Standar Pelaporan Keuangan Internasional (IFRS) dan Standar Akuntansi Brunei Darussalam (BDAS) yang dikeluarkan oleh BDASC untuk entitas lain yang tidak memiliki akuntabilitas publik (entitas kepentingan non-publik). Dengan analisis yang penulis lakukan berdasarkan laporan tahunan dan laporan keuangan dengan memakai objek Bank Islam Brunei Darussalam (BIBD) selama 5 tahun terakhir, hasil analisa menunjukkan bahwa perusahaan tidak melakukan praktik Shenanigans 1, Shenanigans 2, Shenanigans 4, Shenanigans 5, Shenanigans 6, Shenanigans 7. Bank Islam Brunei Darussalam (BIBD) melakukan teknik Shenanigans 3 dalam pencatatan laporan keuangannya tanpa pengaruh yang signifikan (jumlah yang kecil) sehingga laporan keuangan masih wajar dan tidak merugikan pihak yang bersangkutan. Brunei Darussalam has been facing unemployment issue in the past few years. With the upcoming fourth industrial revolution (IR4.0) where there will be extensive use of machineries, robotics, and sensors, a shift in the job market is anticipated. This study aims to investigate the potential challenges on unemployment that Brunei Darussalam will face if it does not move in the necessary direction to embrace IR4.0. In addition to that, this study will analyze the current education system that Brunei implements and the e-readiness of its society to further make conclusion and recommendation on improvements Brunei should focus into as a preparation towards the digitalization era. Literature review is chosen as the most appropriate methodological approach to identify and evaluate the key points of this chosen topic. Multiple systematic literature reviews and research papers revolving around the relevant keywords were used extensively to construct the basic understanding of this paper's topic. Secondary data from previous research papers and national reports from 2014 to 2019 were used for to gain insights of Brunei Darussalam's education system, digital literacy, and e-readiness among the society. In conclusion, this study has shown that unemployment rate in Brunei Darussalam is believed to have not been amplified by the Fourth Industrial Revolution (IR4.0), given that the current employees are retrained and younger generations are equipped with digital literacy-based knowledge and soft skills.

The issue of ‘Ali Baba’ businesses, specifically in the retail sector, has been long debated in Brunei Darussalam, socially and recently in the legislature. The definition of ‘Ali Baba’ business in Brunei Darussalam refers to expatriates use of citizens’ licence to conduct a business in the country. Although such practices are well-known and widely written in Malaysia and to a lesser extent in Indonesia, there is scarce academic literature of the phenomenon in Brunei Darussalam. This paper is a preliminary attempt to fill in the literature gap and to find out the extent and characteristics of ‘Ali Baba’ businesses in Brunei Darussalam, specifically in the retail sector. Semi-structured interviews were used to obtain empirical data as well as from personal on-site observations in a small Mukim or sub-district in Brunei Darussalam. The preliminary findings of the research were profound. This paper argues that the term ‘Ali Baba’ businesses is no longer suitable to refer the retail sector in Brunei Darussalam, rather, it should be known as ‘Ali Chandran’ businesses, as the expatriate partner is now commonly from the Asian sub-continent.

Abstract:
Brunei Darussalam is rich in natural resources, including fossil fuels and biodiversity, which it uses to develop its economy, while at the same time, conserve them in order to ensure that it maintains a clean and green environment. However, as a developing Islamic nation, Brunei Darussalam cannot escape from creating an undesirable change to its environment. Pollution is considered to be one of the most critical problems facing the environment today. Haze and solid waste are among the most prominent kinds of pollution in the country. The paper will look into the attitudes of the largely-Muslim society in Brunei Darussalam on environmental pollution, and their knowledge and behaviour regarding this issue. Finally, the paper attempts to explain what seems to be uncaring attitude and behaviour among Muslims in Brunei Darussalam towards environmental issues.

Abstract:
This study aims to compare Zakat and tax relations in three countries in the Southeast Asian region, where most of the population is Muslim (Indonesia, Malaysia, and Brunei Darussalam). This type of research is normative, empirical legal analysis with a comparative approach. The results showed relational and functional distinctions in Zakat and tax positions in Indonesia, Malaysia, and Brunei Darussalam. In Indonesia, paying Zakat can reduce taxable income. Meanwhile, Malaysia uses Zakat as a deduction for individual taxes, even up to 100%. Meanwhile, in Brunei Darussalam, the Zakat and tax relationship are not interrelated.

Abstract:
Brunei is a small tropical country located in southeast Asia for which there are no previous bibliometric studies. Here we analyze papers published by Brunei scientists from 1973 to 2016 in the Science Citation Index Expanded and compare results with other tropical countries. We identified 1 547 publications and 11 document types. The most productive categories were ecology, multidisciplinary geosciences, inorganic and nuclear chemistry, and environmental sciences. Singapore Medical Journal published most of these papers, and the three most productive institutions were Universiti Brunei Darussalam, RIPAS Hospital, and Universiti Teknologi Brunei. UK and Malaysia were the most frequent collaborating countries. M.A. Ali from the Universiti Brunei Darussalam was the most prolific author and a Brunei independent article written by C.K. Morley from the Universiti Brunei Darussalam in 2002 had the highest number of citations of the whole period and the highest number in 2016. The tropical countries of Central America and Asia have a few similarities but also important differences, and both are highly heterogeneous in scientific organization and productivity.

Waqf has been practiced by the Muslim community in Brunei Darussalam since the beginning of their arrival in the country and their acceptance of Islam long years ago. In Brunei Darussalam, all matters relating to waqf are governed and administered by the Islamic Religious Council of Brunei Darussalam (MUIB) based on the provisions of the law contained in the Laws of Brunei Darussalam namely the Islamic Religious Council of Brunei Darussalam (MUIB) and the Court of the Kadi Division 77. The Act has provided that MUIB is the sole trustee of all types of waqf in Brunei. The purpose of this paper is to review the scenario of waqf governance adapted in Brunei Darussalam. The qualitative research design was adopted to provide analysis of the current practices of waqf governance. The data collected were secondary and primary data. Primary data was obtained through semi-structured interviews with waqf officers in MUIB, while secondary data were gained through published regulation and reports, journal papers, and articles. The study uses SWOT analysis in order to gain insights into the strengths, weaknesses, opportunities, and threats faced by the government of Brunei Darussalam in administering waqf. In the SWOT analysis, the strengths are the advantages of the religious proposition in the country where Muslims are the majority, the successful governance practiced by MUIB and Badan Tanmiah which enable them to generate a high income and give full benefits to all the Muslims from waqf property’s income and the direct financial assistance from the government. With regard to its weakness, there are still unleashed potentials of waqf being explored, problems in human resource and management and also slow growth of waqf development compared to other neighboring countries. The opportunities are the great potential of cash waqf and land. On the other hand, the threats comprise a lack of awareness and understanding of waqf among Muslim donators and resource limitations. Meanwhile, limited fatwa or rules gazette by the mufti in the issue of istibdal and controversy of cash waqf is considered as the other threats. These findings may help the academicians and practitioners to understand the governance issues related to waqf and further recommendations that need to be taken by the relevant parties.

The freshwater fish diversity of Brunei Darussalam is reviewed. At present, a total of 104 species of freshwater fishes from 59 genera, 24 families and 10 orders is recorded. Eight species including one introduced species and two from brackish waters present new records for Brunei. The family Cyprinidae has the highest diversity with 40 species. Forty-six species are believed to be endemic to Borneo including six species known only from Brunei Darussalam namely Barbodes xouthos, Rasbora tubbi, Gastromyzon cranbrookii, Gastromyzon venustus, Neogastromyzon brunei and Ompok platyrhynchus and three are exotics.

Brunei Darussalam’s Long-Term Development Plan 2035 outlines the Ministry’s goals for the national education system to prepare Bruneian youths for employment and to embrace Malay Islamic Monarchy (MIB) as a concept that guides one’s way of life. Keeping that in perspective, a research was initiated to find out employer satisfaction on employees in Brunei. Employer data and contact details were collected through various database, yellow pages and social media. Broadly, this study supports the established Input- Environment-Output (IEO) model in evaluating employer satisfaction in Brunei Darussalam. The study analyzed data from 454 employer self-reports from private and public sectors with a diverse employer profile and 24 employers were interviewed. Employers were asked to rate their satisfaction with the 24 competencies the graduates employed in their respective companies possess. The highest level of employer expectation in job competencies were communication abilities, problem solving skill, commitment, self-confidence, managerial skills, time management, creativity and innovative, knowledge of specific computer applications, punctually and specific technical knowledge. The analysis of this study shows that employers are mostly satisfied. A set of recommendations were also formulated based on the results of the study.

Purpose – The purpose of this paper is to examine the government of Brunei’s anti-corruption programme. Design/methodology/approach – A range of sources are used including online materials from Brunei government websites, reports of international organisations, press articles, conference papers, a thesis case study, journal articles, a book, chapters in books, and interviews with an officer working with the Anti-Corruption Bureau (ACB) of Brunei. Findings – The paper considers the factors that contribute to government corruption, and the measures to combat it. These include various laws to combat corruption and the work of the ACB in enforcing these laws and in undertaking major initiatives of prevention and education. The effectiveness of these measures are assessed and a number of recommendations are made of direct and indirect measures improve the programme to combat corruption. The paper points to the moderately favourable rankings and ratings that Brunei has earned in combating corruption, which is well above neighbouring countries where corruption is still widespread, but noticeably below the rankings and ratings of the least corrupt countries. However, it argues that further progress to combat corruption may be difficult, as a result of the lack accountability and limited transparency, which are essential features of Brunei’s system of government based on absolute monarchy. Also hindering further progress is the inbuilt protection of the privileges of the Malay community within the country, which protects their role in the civil service and the business sector. Originality/value – The paper is the first scholarly examination of the anti-corruption programme in Brunei.

After four years of economic gloom, the Bruneian economy began showing signs of recovery, mainly thanks to improved global oil prices and the fruits of government policies introduced three years ago. In the meantime, the sultan’s seriousness in combating corruption has taken center stage, with young new faces introduced in the recent cabinet reshuffle. Implementation of sharia law remains slow. On the international front, Brunei appears to be moving closer to China, which is emerging as the country’s largest foreign investor.
