Cette thèse a pour objet l’analyse du système de santé et des inégalités en matière de santé en Thaïlande. Il s’agit d’abord d’identifier les acteurs politiques du système de santé et les idéologies sur lesquelles ils se fondent, et sur cette base, d’examiner la manière dont les politiques mises en œuvre ont affecté la santé et la distribution de santé. En Thaïlande, la triade nationale "Nation-Bouddhisme-Roi" a imprégné toute la société, y compris le système de santé. Elle a également influencé les acteurs et les décideurs politiques qui ont conçu le système de protection sociale thaïlandais. Influencé par l'utilitarisme-nationalisme, le ministère de la Santé a privilégié l'efficacité plutôt que l'égalité, et a amélioré la santé de la population afin d'augmenter la croissance économique. Influencés par le bouddhisme, certains technocrates ont lancé des politiques de promotion de la santé, basées sur le concept de Karma, qui renforcent la responsabilité individuelle, mais ignorent les inégalités sociales. Les organisations caritatives royales ont fourni des soins de santé pour des groupes marginalisés, mais de nombreux patients n'ont toujours pas été traités. Grâce à ces acteurs, de nombreux indicateurs de santé de la population ont été améliorés, mais parallèlement les disparités de santé ont été renforcées. La réforme de la santé, lancée en 2001 par le parti Thai Rak Thai, a mis en place un nouveau programme d'assurance maladie qui fournit des soins de base à tous les Thaïlandais. Bien que de nombreux bilans aient confirmé la réduction des inégalités et l'amélioration de l'accès aux soins, certains groupes d'intérêts ont largement protesté. Ce nouveau programme, fondé sur l'égalité des chances et le droit à la santé, a involontairement défié les anciens acteurs et les anciennes idéologies. En conséquence, les conflits dans le système de santé et l'instabilité politique ont entravé le développement de nouvelles politiques de santé
This thesis uses a political economy frame to analyze Thailand’s health system and its inequalities in health. After identifying the political actors of the health care system and the ideologies on which they are based, it examines the way in which the policies put in work have affected the health and the distribution of health. In Thailand, national trilogy "Nation-Buddhism-King" impregnated the whole political pattern, including health system. It also influenced political agents and political decision-makers in building the Thai social protection system. Influenced by utilitarianism and nationalism, the Ministry of Health had prioritized efficiency, rather than equality, and improved population health in order to increase economic growth. Due to Buddhism, some technocrats have launched health promotion policies based on the concept of Karma that reinforced individual responsibility for health, but ignored social inequalities that affected health-risk behaviors. Royal charities have provided health care for marginalized groups for long times, but many patients still were left untreated. Thanks to these actors, many health indicators were improved, but, at the same time, it increased health disparities between rich and poor, rural areas and urban areas, as between Bangkok and the poorest regions, North and Northeast. In 2001, Thai Rak Thai party launched a new health insurance program providing basic health care for all Thais. Although many reports confirmed the good results of a policy that reduced some inequalities and improved health care access for the poor, it raised the opposition from several stake-holders groups. This new program, based on equal opportunities and the right to health, unintentionally challenged the old policies and the old ideologies in health care justice. As a result, conflicts in health system as well as political instability as a whole constrained the development of new health policies for the next generations

Abstract:

Syftet med föreliggande studie är att studera en svensk skola utomlands och dess mellanstadielevers och lärares upplevelser av den thailändska religionen. Uppsatsens frågeställningar:

· Hur upplever eleverna att de påverkas av att gå i en svensk skola utomlands?

· Hur beskriver lärarna att de arbetar med undervisningen i religion på en svensk skola utomlands?

· Hur upplever eleverna den thailändska religionen i skolan? Finns det några likheter eller skillnader, enligt lärare och elever, med svenska skolan hemma, när det gäller religionsundervisningen?

Resultatet av undersökningen visade att eleverna uppskattade den lärarledda tiden som de tyckte var möjlig i större utsträckning på skolan utomlands. Undersökningen visade även att lärarna upplevde att det fanns många likheter med religionsundervisningen i Sverige såsom kursplaner och ämnets innehåll medan de ansåg däremot att det som skiljde dem åt var möjligheten till mycket mer studiebesök och möjlighet till lärarledd tid på skolan i Thailand. Eleverna upplevde buddhismen på olika vis och med olika djup kunskap beroende på hur länge de varit på plats i Thailand.

Abstract:
While monastic identity and ascetic practices such as vipassanā meditation have historically been the preserve of monks, requiring full ordination and celibacy, in contemporary Thailand ‘monastic’ and ‘lay’ are not fixed or mutually exclusive categories: temporary ordination for short periods of time has always been available to Thai men; vipassanā has been propagated to the laity since the 1950s; large numbers of laity now enter monasteries as mediation students for short periods and accept monastic precepts for the duration of their retreat; and finally, the subsequent monasticization of popular Buddhism is enabling Thai Buddhist nuns (mae chee), though outside the ordained monastic community (sangha), to define themselves in ways which are, critically, religious, ascetic and  associated with prestige. At the same time, it is providing a vehicle for the actualization of renunciation through the monastic duty to teach and embody the principles of meditation. Monastic identity and practice remain distinct from that of the laity even as lay practice becomes increasingly monasticized. I identify the paradox of will and spontaneity in religious attainment as highlighting the appropriateness of vipassanā  practice in the Buddhist ethical project of cutting attachment to ones self. The morality of monastics presents paradox as a process of self-aware reflection on the one hand and, on the other, absence of self in the performance of one’s moral duty to the laity. For meditation practitioners it is through such self-willed practice that the ethical ideals of non-self (anatta) and spiritual attainment may be actualized. Through the performance of mindfulness within a community of practice, monastics cultivate an ascetic interiority, creating the cognitive space in which spiritual development may be actualized. In this context the ethical ideals of monasticism are actualized through the practice of meditation.

Abstract:
This thesis investigates and analyses the changing configuration of the Thai macroeconomic policy making in Thailand, before, during and after the 1997 financial crisis, in order to understand the dynamics of the interaction among different actors within a country and between a country and the dominant ‘neo-liberal’ perspective of the international financial institutions and other institutions of global governance that have impacts on Thai economic policy. Traditionally, Thai policy making is referred as ‘a bureaucratic polity’ and being ‘bifurcated’ between clientalistic sectoral policy situated in line ministries and autonomous macroeconomic policy located around the Bank of Thailand, Ministry of Finance, National Economic and Social Development Board, and the Bureau of Budget. This thesis argues that these prevailing conceptual frameworks, although having contributed important knowledge in the Thai case, are not adequate in explaining the change in the policy configuration over the period in question due to their inability to capture the dynamic and complex interplay within macroeconomic policy making. To overcome these shortcomings, this thesis builds on Rangsun’s framework by introducing a more dynamic framework and integrating three main theoretical strands on the nature of policy making, namely the state-centred, society-centred, and international perspectives to explain the complex relationship among all actors involved in the Thai policy-making arena. This thesis finds that as Thailand has experienced fundamental changes that have occurred in the domestic politics and socioeconomic landscape since the late 1980s, the roles of new actors in the realm of policy making, including political parties, elected politicians, businessmen, and international actors have been significantly enhanced. As a result, the nature of the economic policy-making process has emerged as being influenced by different forces, both domestic and international, as well as being constrained by the superstructure and institutions such as constitution, political regime, pattern of the world economy and social relations. More importantly, the process of policy making is not static, but dynamic, and is also highly complex, varying according to time and context. Furthermore, this thesis contends that the political economy of policy making is a dialectic process in which the meaning and interpretation of policy are themselves important sites of contestation over the policy-making process between contending power blocs.

Cette recherche porte sur l’investigation philologique d’un texte bouddhique en pali, le Vajirasaratthasangaha composé dans le Nord de la Thaïlande (XVe-XVIe siècles), qui n’a jamais fait l’objet d’une étude intégrale. Le but est d’établir une édition critique de ce texte et de son commentaire, traduire intégralement ce corpus, et saisir sa place dans le bouddhisme du sud-est asiatique. Ce compendium est unique dans le champ de la littérature pali, tant dans la nature de ses contenus que dans son mode de présentation. Il embrasse un grand volume d’enseignements qui traitent de thématiques diverses, telles que des points de doctrines religieuses, de l’étymologie, des mathématiques, de la poétique, la cosmologie, des devinettes, etc. Le mode de composition singulier de ce texte s’appuie sur le codage de chacun de ses chapitres, faisant appel à des mécanismes et jeux qui concernent essentiellement le langage et sa construction : devinettes savantes, notions grammaticales, polysémies, acrostiches, etc. Cette œuvre est ainsi une synthèse originale d’éléments érudits (hua chai, ekakkhara, etc.) qui témoigne d’une part de l’importance qu’a pu revêtir l’étude avancée de la langue dans le contexte du Lanna du XVIe siècle. D’autre part, certains de ses enseignements éclairent d’un jour nouveau certaines spécificités régionales dans leurs dimensions pratiques et ésotériques. This research is a philological investigation of a Buddhist text in Pali, the Vajirasaratthasangaha written in Northern Thailand (15th-16th), which has never been the object of a full-fledged study. It aims to establish a critical edition of this text and its commentary, to translate this corpus, and to understand its place within the Buddhism of South-East Asia. This compendium is unique in the Pali literary landscape, in its mode of presentation as well as in its contents. It contains an important amount of Buddhist teachings that deal with a variety of topics, such as moral principles for lay Buddhists, etymology, mathematics, poetics, cosmology, riddles, etc. The singular mode of composition of this text is based on the encoding of each chapters, mainly relying on mechanisms and games that concern essentially the language and its construction: riddles, grammatical notions, polysemies, acrostichs, etc. Thus, this text is an original synthesis of scholarly elements (hua chai, ekakkhara, etc.) that testifies, first, to the importance of advanced linguistic studies in the Lanna context during the 16th century. Secondly, some of the elements presented throw some new light on regional specificities in their practical and esoterical dimensions, opening new ways for understanding the status of Pali as a sacred language

The political and social reform project in Thailand of the 1990s included an attempt to reform the basic education system, which in tum integrated decentralisation as one of the major reform components. This thesis explores the politics of policy implementation through the lens of decentralisation and is also thus a case study of contemporary Thai bureaucracy. It argues that the design and implementation of the reform efforts codified into the 1997 Constitution and its by-products, the 1999 National Education and 1999 Decentralisation Acts, were distorted by existing rival patronage networks. The core chapters of the thesis present detail on the processes. and outcomes of the Ministry of Education's educational service areas, the legal basis for the transfer of education provision to local administrative organisations, and teachers' politics and the anti-transfer movement. It also presents a case study of Roi-Et Province. In both the Ministry of Education's 'internal' deconcentration and 'external' decentralisation to local bodies, iron triangles involving critical national-local vote bases-permanent bureaucrats, elected politicians, and 'grassroots' vote canvassers-influenced both policy design and implementation. This study thus explores centre-local relations in terms of their legal or administrative, fiscal, and factional political dimensions. Ye~-long field research for this thesis was conducted at the national and local levels, covering not only central ministry-level politics in Bangkok but sele~ted provinces in Thailand's four major regions. In the highly centralised bureaucratic context of the Thai case, institutions (master laws) are employed as legitimising tools. From these distorted aims flow another set of distortions in policy implementation. This study thus questions the legitimacy, efficacy, and democratising potential of the 'private state' of Thailand, suggesting that formidable obstacles to decentralisation persist

In contemporary perception vestiges of the past are like endangered species: the ones still surviving have to be protected to avoid their possible disappearance. Hence, similar to animals under threat of extinction, relics are kept in enclosed areas that safeguard and allow their display while lists of crumbling monuments are drawn up to establish a Noah's Ark of cultural remnants. Removed from daily vicissitudes, heritage becomes an essential element of "extra-ordinary" life, holiday time, when visiting a museum or an exhibition is a more likely event. Yet, just as captivity changes animal behaviour, the survival of heritage in "cultural zoos" alters its character and value. Furthermore, memory, which allows people to relive their history, never has an idealistic nature. It always is a function of present and particular perspectives, at the personal as well as at the collective level. Nevertheless, conservation of ruins is nowadays implemented with global aims under the formula of World Heritage, a list of natural and cultural sites to maintain for future generations. World Heritage has UNESCO as its great sponsor and national governments as its main executor. It is thus clear that, despite the stress on antiquity from which relics emerge and the posterity for which they are preserved, the establishment and consumption of a world cultural heritage is a social and cultural phenomenon which matters essentially in the present.

Today, all companies face a challenge to cope with the globalized market, where organizations continuously establish on new markets in new countries. Different cultures meet and must be able to collaborate in an organization. The increased economic growth as well as the explosive Swedish tourism in Thailand today attracts more and more Swedish companies to the Thai market. It is likely that this can lead to different cultural challenges where people from different cultures meet and are forced to adapt to each other's established norms and behaviors. Our study aims to investigate the cultural challenges experienced by Swedish executives in Thailand. Our purpose is to identify the largest cultural challenges experienced by Swedish executives and to understand why this may be perceived as a cultural challenge among the Swedish executives. A qualitative method and a semi-structured interview form have been used in the conduct of the survey. The result showed that the main cultural challenges experienced by the Swedish executives were hierarchy, view of a leader, crosscultural leadership and collectivism. The Buddhist religion, the strongly established norms of Thai culture and the executives own positive and adaptable attitude towards cultural challenges proved to be the reason why these cultural challenges were experienced by the Swedish executives.

Abstract:
This study deals with the National Defense College of Thailand and its alumni, who are senior military and civil service officers of the government of Thailand. The study examines the proposition that the political attitudes of military and civil service officers in developing countries are likely to be similar and negative. The second proposition examined in this study is that the attitudes of government officials toward the people are likely to be similar and negative. The study also attempts to examine the official attitudes on the basis of cluster. Each of the three clusters consists of seven classes of the National Defense College. It is argued that the political contexts of each cluster were different and that these differences may result in the different attitudes of officials in each cluster. The study found that military and civil service officers in Thailand hold similar attitudes toward politics and that the attitudes are predominantly negative. Official attitudes were similarly negative. Attitudes toward politics vary, depending upon the time in which the officials were in government service. Officers who worked within the environment of the military government are the most distrustful of politics while officials who worked under a more relaxed, more democratic political system are not as distrustful of politics. Attitudes toward the people are not significantly different among officers from different political environments. It was found that the number of alumni of the National Defense College who were able to reach the three highest ministerial positions in the Thai government has declined over the years. These positions are minister, deputy minister, and undersecretary. One cause of this decline is the increasing politicization of the country or the decreasing role, activity, and involvement of the military in politics. The second cause is the relatively stable number oi the members of each class of the National Defense College. As the overall number of government officers of the country has steadily increased over the years, this stable number has put these officials at a disadvantage.

Ziel der Dissertation ist es, eine umfassende Analyse der kambodschanisch-thailändischen diplomatischen Beziehungen von 1950 bis 2014 zu liefern. Die Arbeit geht über einen rein historischen Bericht hinaus, da sie darauf abzielt, die Wechselhaftigkeit der kambodschanisch-thailändischen Beziehungen zu erklären. Als Grundlage dient hierzu ein Ansatz sozialen Konflikts, der Staaten nicht als homogene Akteure ansieht, sondern vielmehr als eine Konfiguration konfligierender Kräfte, die ihre außenpolitischen Ziele im Einklang mit ihrer eigenen Ideologie, ihren Interessen und ihren Strategien verfolgen. Daher postuliert die Arbeit, dass die kambodschanisch-thailändischen Beziehungen nicht als Produkt einheitlicher Staaten angesehen werden sollten, die entweder miteinander kooperieren oder sich voneinander abschotten, sondern als Matrix sich überlappender Beziehungen zwischen gesellschaftlichen und politischen Gruppen beider Staaten, die konkurrierende Ideologien und/oder Interessen zur Förderung ihrer innenpolitischen Machtposition beherbergen. Das Projekt bringt zwei mit einer verknüpfte Argumente hervor. Erstens, kambodschanisch-thailändische Beziehungen sind wahrscheinlich dann kooperativ angelegt, wenn es sich bei beiden Machthabern um zivil-demokratisch gewählte Regierungen mit ähnlichen Ideologien, ökonomischen Interessen und Sicherheitsbedenken handelt. Umgekehrt verschlechtern sich die Beziehungen, wenn diese Faktoren nicht reziprok sind. Dies ist besonders dann der Fall, wenn eine der beiden Regierungen mehr mit der Opposition der anderen gemein hat. Zweitens, auch wenn antagonistische Nationalismen auf beiden Seiten bestehen, handelt es sich keinesfalls um eine Determinante, die die Außenpolitik beider Seiten festlegt. Die Arbeit argumentiert, dass Nationalismen nur dann aufgerufen werden, wenn zumindest eine der beiden Regierungen ihre Legitimität in der Heimat stärken muss und die andere Regierung nicht dieselbe Ideologie und strategischen Interessen teilt.
This dissertation aims to provide a comprehensive analysis of Cambodia-Thailand diplomatic relations over the past six decades, specifically from 1950 to 2014. In addition to empirical discussion, it seeks to explain why Cambodian-Thai relationships have fluctuated and what primary factors caused the shifts during the period discussed. In doing so, it employs the “social conflict” analysis, which views states not as unitary actors, but within which is comprised of different societal forces competing with one another and pursues foreign policies in accordance with their own ideology, interest, and strategy. As such, it is postulated that Cambodia-Thailand diplomatic relations should not be seen simply as relations between two unitary states cooperating with or securitizing against one another, but rather as a matrix of intertwining relationships between various social and political groups in both states harboring competing ideologies and/or interests to advance their power positions at home. Two inter-related arguments are therefore put forward in this research. Firstly, Cambodian-Thai relations are likely to be cooperative when both governments in power are civilian-democratically elected regimes and share similar ideologies, mutual economic interests, as well as security outlooks. Conversely, relations between them tend to deteriorate when these factors are not reciprocal. This is particularly true when one government has more in common with the dissidents of the government of the other side. Secondly, though antagonistic nationalism does exist between Cambodia and Thailand, it is not a determinant of the two nations’ foreign relations. This research argues that nationalism and historical animosity are invoked only if at least the government on one side needs to bolster its own legitimacy at home, and the government on the other side does not share a similar ideology or strategic interests with its own – the second aspect being the more important factor here.

Urak Lawoi is the name of one of the sea nomadic tribes which lives along the shores of Myanmar, Thailand and Malaysia. They are spread on many of the islands in the Andaman Sea archipelago and Ko Lanta is the main settlement. Urak Lawoi is regarded as the indigenous people of the island and they live there as a minority together with Muslims and Thai-Chinese.  The traditional religion and culture of Urak Lawoi is built upon the animistic belief of their ancestors. In the last 20 years Ko Lanta has experienced a tremendous process of change caused by increasing tourism. The conditions of the Urak Lawoi and their way of life have dramatically changed. The fact that this process brings consequences for the traditional culture and religion is obvious, but in what direction is it developing? To be able to interpret and expound the material from my field studies among Urak Lawoi on Ko Lanta in October-December 2009, I have done a literature search to investigate the animistic traditions and the syncretistic nature of belief in Thailand. I have also tried to find theories about the process of religious change and the forces working behind them. In this essay I am trying to do a theoretical analysis of the field study material using theories and parallel examples I have found in the literature.

Male parliamentary dominance, rather than the corresponding female parliamentary underrepresentation, is the object of study in this thesis. This shift in focus implies a gendered analysis centered on men and men’s practices. The thesis contributes to our understanding of how male dominance is maintained and reinvented by empirically studying male parliamentary dominance in clientelist settings. Worldwide trends of parliamentary representation are analyzed statistically and constitute the starting-point for a case study of male political networks in Thailand. Clientelism is a strategy used by political actors to increase predictability in politically unpredictable settings. The thesis shows that clientelism is an informal political practice that requires the building and maintenance of large and localized networks to help distribute services, goods and/or money in exchange for political support. Where political parties also use candidate selection procedures that are informal, exclusive and localized, there are ample openings for clientelist practices to translate into political power and ultimately parliamentary seats. This study also coins and develops a new concept: homosocial capital. It shows that clientelist networks are and continue to be male dominated because homosocial capital, a political capital accessible only to men, is needed for electoral success. Homosocial capital has two main components: a perceived pragmatic necessity to build linkages to those with access to important resources in society and a more psychological desire to cooperate with individuals whose behavior can be understood, predicted and trusted.

This study examines MOOC learning environment situated within the Thai cultural context and Thai cultural dimensions (Hofstede, 1997). The study draws on connectivist theory to conduct a qualitative study to investigate the four dimensions of learner engagement: behavioural, cognitive, emotional, and social engagement in online MOOC learning. Data were collected from three selected Thai MOOCs through semi-structured interviews with three instructors and 30 students. Results indicate that while instructors excluded themselves from cultural engagement within the online learning environment, learners were considered objects to adapt to institutional culture and cultural engagement was a mere additive to the pedagogy.

Based on oral histories of agriculture and health in the Mae Chaem valley, northern Thailand, this work documents changing child health and medical practice since the 1950's and explores possible connections with increasing pesticide use. The research shows how local knowledge can help us understand relationships between changing technology, ecology, and human health. Parents and farmers in the Mae Chaem valley of Chiang Mai province, Northern Thailand, live at the intersection of multiple local and global streams of land use and child health biotechnology. Based on systematically collected autobiographical oral histories from parents and farmers, as well as interviews and participant observation with land use and child health experts the study considers the relationships between child health and land use change, and particularly the rise of pesticide intensive cash cropping, since the late 1950’s. Introductory chapters on theory and methods precede a description of the ethnographic context. Case studies illustrating parent and farmer histories of child health and land use change spanning fifty years are provided. Seven streams of biotechnical expertise are identified, and mini-ethnographies are provided for each including domestic, Buddhist, Muang, spirit, market, national, and Christian. These seven streams are analyzed using actor-network theory (ANT) with relationships to particular notions of ontology, cosmology, and ecology. Results demonstrate the ongoing importance of parents and farmers as decision making agents at the intersection of multiple and competing cultural and biotechnical streams, even where they face efforts by large multinational corporations or other agencies to advertise, constrain and monopolize local biotechnical choice. Within the fifty year time period under consideration, the oral histories describe particular child health and land use trends. These locally perceived trends provide challenging perspectives on the relationship between ‘development’ and child health in Thailand. While children die far less often now than in the past, oral histories suggest that both children and fields now suffer from more kinds of illness, and more often, than before. In particular, both qualitative and more quantitative analysis suggests differences in the experience of child health among pesticide and non-pesticide using households.
