Abstract:
The purpose of this study was to examine the relationship between selected budgetary expenditures for facilities and debt service and building conditions in the Commonwealth of Virginia. One research question and three sub-questions for selected school divisions were used to investigate this topic. The major data components used in this study were provided by the Virginia Department of Education. Twenty -two school divisions in the Commonwealth of Virginia were selected for the study, based on a previous study conducted by Crook (2006). Crook identified and classified selected school divisions as standard or substandard pursuant to the responses of principals who responded to the Commonwealth Assessment of Physical Environment (CAPE) assessment instrument. The line items of "facilities and debt service" were analyzed over a five year period for fiscal years 2000-2005. An independent t-test drawn from SPSS software was used to determine statistical significance between combined per-pupil expenditures for facilities and debt service. A comparison of the (1) means of total expenditures in the facilities and debt service line items, (2) total per-pupil expenditures, and (3) annual per-pupil expenditures was used to determine statistical significance. Analysis of the VEA measure of fiscal capacity and effort was conducted to ascertain the similarity of the two groups of school divisions. The findings of the study indicate that an analysis of total expenditure and per-pupil spending during the fiscal years of 2000-2005 reveal strong statistical significance in spending between school divisions with buildings classified as satisfactory and unsatisfactory in the line items of facilities and debt service. Analysis of five year total expenditure mean revealed there was strong statistical significance found in the two financial line items. Analysis of yearly per-pupil expenditures revealed that there was no statistical significance in the budget line item of facilities. Statistical significance was found in the financial line item of debt service during the academic year of 2000-2001 with a p value of (.025).

Abstract:
The U.S. Green Building Council (USGBC) is the developer of the Leadership in Energy and Environmental Design (LEED™) green building scoring system. On first inspection of LEED points, few address water efficiency. However, water management encompasses other points beyond the Water Efficiency (WE) category. In general, the industry is apt to take a somewhat compartmentalized approach to water management. The use of alternative water sources or the reuse of wastewater significantly complicates the water budget picture. A total water management systems approach, taking into consideration water from various sources, both inside and outside the building, should be implemented in order to devise a strategy for optimal reduction of potable water consumption and wastewater generation. Using the STELLA software to create an integrated building water management (IBWM) model provides stakeholders with a tool to evaluate potential water savings under dynamic conditions for a specific project site. Data collection for IBWM model calibration also shows that water consumption trends are unique to each project, and using LEED assumptions about water usage can overestimate or underestimate potential water savings.

Abstract:
In developing countries, 60% of project management professionals appear to lack knowledge that timely completion, budget fidelity, and high quality are critical success factors for completion of construction initiatives. Based on the theories of iron triangle, accident causation, scientific management, and strategic management, the purpose of this correlational study was to examine the relationship between project budget and the independent variables of time, quality, safety, environmental impact, and site disputes in the Greater Accra Region of Ghana. One hundred and sixteen project managers, randomly selected from the population of construction professionals in the Greater Accra Region of Ghana, completed the survey entitled the Six Key Performance Indicators developed by Ngacho and Das (2014). The results of the multiple linear regression analysis indicated a weak positive correlation exists between the independent variables (time, quality, safety, environmental impact, and site disputes) and project budget, F(1, 114) = 37.08, p < 0.001. Time recorded the highest beta (β = .50) followed by site dispute (β = .29), environment (β = .22), quality (β = .06), and safety (β = .04). Attention to key performance indicators associated with time, dispute, and environmental impact could improve project outcomes in the Ghanaian construction sector. The study findings could be useful to improve the quality of projects and may benefit the lives of professionals and community members in the area.

Abstract:
Detailed observations of natural and anthropogenic disturbances that alter the forest structure and the distribution of carbon are essential to estimate changes in forest carbon sinks and sources. Remote sensing is one of the primary sources to provide observations of land cover and land-cover change for carbon studies and other ecological applications due to its ability to monitor the Earth’s surface on a regular and continuous basis. However, observations of change are often not attributed directly to an underlying disturbance type and are not well validated, especially in tropical areas. The overall objectives of this thesis are to 1) assess forest disturbances (natural and anthropogenic) and derive activity data for carbon budget modeling, and 2) estimate the impact of different activity data on the terrestrial carbon balance for REDD+ in Mexican tropical forests. To do so, a novel Multi-Source, Multi-Scale Disturbance (MS-D) assessment method was developed to: 1) characterize natural and anthropogenic forest disturbances; 2) obtain land-cover change observations; and 3) attribute land-cover changes to their most likely disturbance driver. Spatially-explicit layers of major disturbance types were generated in annual time steps for carbon modeling across the Yucatan Peninsula from 2005 to 2010. Using geospatial techniques and regression-tree analysis the MS-D approach successfully attributed 86% of land-cover changes derived from the MODIS satellite imagery to their underlying disturbance cause, creating synergies between remote-sensing products, forest inventory and ancillary datasets. Four remote-sensing products derived from Landsat and MODIS satellites were then compiled, providing inputs of activity data for carbon modeling with the CBM-CFS3. Two map sequences were generated for each product, with and without attributing land-cover changes to disturbance type with the MS-D approach. Annual carbon fluxes were simulated to compare the impact of: 1) spatial resolution, 2) temporal resolution, and 3) attribution/non-attribution of land-cover changes by disturbance type on carbon flux estimates. The results clearly demonstrated that different choices of satellite imagery and attribution of changes to disturbance types change the estimated carbon balance. This study provides an integral cost-effective approach to derive activity data for carbon modeling, and support policy and decision-making for forest monitoring and REDD+.

O orçamento é uma das etapas mais importantes na área de planejamento e controle de custos, na medida em que o custo de um empreendimento é fator limitante para sua concepção e implementação. O orçamento de uma obra gera as informações que o investidor precisa para analisar a viabilidade de um projeto, sendo imprescindível para um bom planejamento. Mesmo conhecendo a importância da sistemática de orçamento, esta tem sofrido pouca evolução nas empresas nos últimos anos pois, na maioria das organizações, os setores de orçamento e controle de custos têm estado fechado às inovações. O trabalho foi desenvolvido com a realização inicial de um diagnóstico da empresa em estudo (pesquisa documental, entrevistas, observações) e, com auxílio da pesquisa bibliográfica, foi possível descrever a metodologia e formato como as estimativas são elaboradas e apresentadas tradicionalmente. Em seguida, caracterizaram-se os setores que desenvolvem atividades inter-relacionadas à atividade de estimar custos. Apresenta-se como resultado desta pesquisa aplicada a sistemática de elaboração de um orçamento com visão operacional e a integração com planejamento, controle da produção e custos em uma empresa incorporadora e construtora, com o auxilio de implantação de software ERP. Em seguida faz-se um roteiro para elaboração de banco de dados de orçamentos e, por fim algumas críticas e recomendações para obter-se uma maior integração entre os setores envolvidos. Assim, a pesquisa apresenta um roteiro para transformar o orçamento, de um mero documento burocrático e inconsistente, em um documento com valor gerencial, que oriente tanto o setor de suprimentos, como outros setores afins, como o de produção e o financeiro. O trabalho deseja incentivar a mudança cultural relativa a orçamentos, considerando já nesse processo o plano de ataque estabelecido da obra, gerando um orçamento com formato e custos mais adequados à realidade planejada, facilitando as programações, contratações e negociações de empreendimentos.
The Budget is one of the most important stages in the area of planning and cost control, the extent in which the cost of an undertaking is the limiting factor of your conception and implementation. The Budget is a result that generates information that the investor needs to analyze the viability of a project being indispensable for good planning. Even knowing the importance of a systematic Budget, this has suffered little development in companies in the last few years, being in the majority of organizations, the sectors of budget and cost control have been closed to changes. The work was developed with an initial realization by a company diagnosis in a study, (documental research, interviews, and observations) and with the aid of a bibliographic research it was possible to describe the methodology and the format, how the budgets were traditionally elaborated and presented. Next characterize the sectors which develop activities inter-related in the cost evaluation. Presented with this result this research applied a systematic elaboration of the budget with an operational vision and integration with planning, control of production and costs in a Corporate Company and a Constructor with the assistance of ERP software introduction. Next make a process for the elaboration of a Data Bank for budgets and end some criticism and recommendations to obtain a bigger integration between the sectors involved. So, the research presents a procedure to transform the budget from a mere Bureaucratic and inconsistent document, to one with a manageable value, which orientates the supply sector with other sectors such as production and finance. The work wishes to incentive a cultural change relating to budgets considering that in this process the plan of attack establishes a way of producing a budget, a more adequately planned format and real costs, facilitating the programming, contracting and negotiations of the company.

Construction projects for buildings, in the execution stage, show a variation of the real with respect to what is planned in the budget. The consequence of this lag presented usually causes large economic losses. Given this situation, in the construction industry, various control systems have been developed that have as a final deliverable a frequent management report, which serves to make decisions regarding the analyzed, whose results are applied and evaluated after a specific period of time. These management reports have good results at the time of their application; however, data processing, analysis execution, and decision making take approximately 30 days. In this sense, the present investigation proposes to develop a control system focused in real time, generated by the daily control in the execution stage. The results show a reduction of waste in the main resources of multi-family building projects, and this is in labor and materials, identifying the causes that originate them and suggesting generic solutions, at the end of the workday.

Using a unique dataset comprising information for (up to) 153 firms in the machine building sector in Belarus, we investigate the determinants of firm growth for an economy where state ownership of enterprises is widespread. We use panel data models based on generalizations of Gibrat's law, total factor productivity estimates and matching methods to assess the differences in firm growth between private and state-contolled firms. Our results indicate that labor hoarding and soft budget constraints play a particularly important role in explaining differences in performance between these two groups of firms.

The budget, proper planning and control play a vital role in getting profit in the current scenario in the construction sector, and the Building Information Modeling (BIM) can be a key factor in the success of businesses. This work aims to analyze the main impact of technology BIM about the planning, budgeting and control, as well as present a schematic representation of the impact of BIM on the flow of the processes studied. The methodology used in the research was the field of study, basically divided into three stages: preliminary exploration, data collection and impact on flows. Through a proposal schematisation of the flow of the processes studied, it was possible to propose details of the information exchange requirements, as well as the intensity of the impact of BIM use in each activity. In this context, it was found that the BIM platform has moderate impact in the budget, planning and control.
O orçamento, planejamento e controle adequados assumem um papel imprescindível na obtenção de lucro no cenário atual do setor da construção civil, e o Building Information Modeling (BIM) pode ser um fator fundamental para o sucesso das empresas. Este trabalho tem como propósito analisar os principais impactos da tecnologia BIM sobre os processos de planejamento, orçamento e controle, bem como apresentar uma representação esquemática do impacto do BIM sobre o fluxo dos processos estudados. A metodologia utilizada no desenvolvimento da pesquisa foi o estudo de campo, dividido basicamente em três etapas: exploração preliminar, coleta de dados e impacto sobre os fluxos. Por meio de uma proposta de esquematização do fluxo dos processos estudados, foi possível propor um detalhamento dos requisitos de troca, bem como a intensidade do impacto do uso do BIM em cada atividade. Neste contexto, constatou-se que a plataforma BIM impacta os processos de orçamento, planejamento e controle de forma moderada.

This master thesis is focused on the draft procedure for the compilation of the purchase price of a building by the investor and the impact of the height of this price on the period of the recovery of investment. The basic content of this thesis is the making out of the optimal purchase price for the investor in accordance with the lowest purchase costs but also with regard to the minimisation of the risks connected to the breach of the obligation of the contractor. Further in this thesis there is made a research of the influence of the purchase price on the recovery with the help of the economic effectiveness indicator – net present value (NPV – Net Present Value). The theoretical part of this thesis is applied to a case study – the property of a sales hall.

This diploma thesis deals with the calculation of the cost of the building work in order to create the price, which at the stage of the contract becomes a selling price, and the costs are fixed as a budget. The subject of this work is to monitor the development of costs in time so that the cost does not exceed the budget and the construction did not get into the negative result. Then set the price by its own methods (item budget, calculation according to budget indicators) and compare the prices and costs thus obtained from different phases of construction between each other and determine the differences. In this work is monitored and compared the cost of a construction contract and its costs in the construction stages. In the practical part,is used the method of direct comparison of cost and price values over time, in the form of different outputs from the controlling program and outputs from compiled item budget and the calculation of the construction. Analyzing the differences between these costs and their evolution over time by more detailed examination of item budgets and cost calculations, they determine the origin of these deviations. In conclusion, is proposed measures for a particular transport structure whitch was handled by the author as"master and co-ordinator of the construction".

A reabilitação de edifícios tem sido tema recorrente junto aos setores interessados no desenvolvimento urbano das grandes metrópoles, tanto no Brasil como em países da Europa e América do Norte. Particularmente, no Brasil, o setor da construção civil vem aumentando seu interesse pela área de reabilitação, seja pelo aumento do volume de recursos aplicados pelos governos federal, estadual e municipal, como pela potencialidade econômica que se vislumbra em função do expressivo parque edificado vazio nas áreas centrais urbanas do país. Apesar deste contexto, as particularidades relativas à produção de obras de reabilitação de edifícios não têm sido objeto de estudo sistêmico. Há expressivo desconhecimento sobre a dinâmica de produção deste tipo de empreendimento, o que tem resultado, sobretudo, em obras cujos custos usualmente extrapolam as estimativas iniciais. Com o objetivo de contribuir para avançar no conhecimento da área de reabilitação, neste trabalho são analisados os custos envolvidos em cinco empreendimentos de reabilitação de edifícios para uso habitacional, identificando-se os principais fatores de produção que os condicionam. A partir da síntese dos resultados obtidos da análise, são propostos alguns parâmetros que podem servir de base para elaboração de futuros orçamentos de obras de reabilitação. Como consequência desta atividade, pode-se concluir que um dos aspectos fundamentais para determinação dos custos totais de produção em obras de reabilitação é o grau de intervenção, relacionado à complexidade das atividades previstas, associado às condições prévias do edifício e, por isto, uma cuidadosa vistoria prévia ao desenvolvimento do projeto é fundamental para o sucesso do empreendimento. Espera-se que, as conclusões aqui apresentadas sirvam de base para o desenvolvimento econômico e tecnológico do setor de reabilitação de edifícios, contribuindo também, para a melhoria dos centros urbanos das grandes cidades brasileiras.
Building rehabilitation is a recurrent issue among the sectors interested in the great metropolis urban development in Brazil as well as in European and North American countries. Particularly in Brazil, the construction sector interest in the rehabilitation field has been rising due to both the increase in resource invested by the federal, state and municipal governments and the economic potentiality foreseen in the significant empty constructed stock in the country central urban areas. In spite of this context, the particularities regarding works production in building rehabilitation construction has not been studied from a systemic point of view. Very little is known about production dynamics in this kind of undertaking, which results mainly in construction works whose costs exceed the initial estimates. In an attempt to contribute to knowledge progress in the rehabilitation field, the cost involved in five apartment building rehabilitation projects were analyzed and the main production determining factors were identified. From the synthesis of the results reached through this analysis, some parameters usable as basis to draw up future budgets of rehabilitation works are proposed. From this activity, it may be concluded that one of the fundamental aspects to determine the total production cost related to rehabilitation works is the intervention level, related to the foreseen activities complexity, linked to the previous building condition. For this reason, for the undertaking success, it is crucial that a careful inspection be made before developing the project. It is hopeful that the conclusions presented in this work contribute to the economical and technological development of the building rehabilitation sector, as well as to the Brazilian metropolis urban centres improvement.

This Diploma Thesis is focused on initial and operating costs. At first we calculated price for all building and for its other parts, which was calculated by program used for budgeting. After that we calculated partial costs which were done only for specific parts of the construction. These parts were changed and due to these changes we were finding out differences in heat losses and initial costs. Than for individual rooms we were defining heat losses. In this rooms, radiators were designed to cover its heat losses. By summarization of all heat gains we find out boiler´s power and this boiler was used in our building. After that we calculated initial costs for heating system includes radiators and boiler. In the end we compared both kinds of heating systems due to one year operating costs. Results were used for defining final heating system which is the most economic efficiential.

In the practical part the offer price is analyzed and based on the market comparison the value of the selected building for sport and recreation is determined. The thesis deals with the comparison of the accuracy of methods used for valuation of the construction of the kindergarten. The theoretical part defines basic terms used in thesis and those related to the topic. Individual methods used for appraisal under construction are presented and described. In practical part, selected methods are applied to a concrete example of partially costructed Kamechy kindergarten in two phases of building process. In order to determine whether price differences among different valuation methods change over time, an appraisal is performed for two different price levels - for years 2014 and 2018. Based on comparison, analysis and evaluation of partial and overall results of the evaluation, accuracy of all appraisal methods used for valuation of partially constructed kindergarten are calculated and determined.

Modelagem da Informação da Construção ou BIM (Building Information Modeling) é um processo inovador aplicado na gestão de todo o ciclo de vida de um empreendimento. Por meio do BIM, desenvolve-se o modelo virtual do empreendimento a ser construído. Os componentes deste modelo contêm geometria e parâmetros com dados técnicos relevantes para sua caracterização e utilização. No segmento de obras de sistemas prediais, os contratantes ditam os valores dos contratos, cabendo às empresas construtoras e instaladoras fazerem uma estimativa de orçamento acurada para dominar os custos e mensurar seus riscos no contrato almejado. Dada esta perspectiva, existe a necessidade de determinar com precisão os quantitativos do projeto, ponto de partida de qualquer orçamento analítico ou detalhado. Este trabalho, dividido em dois estudos de caso, destina-se a compreender como a Modelagem da Informação da Construção pode alterar o processo de orçamentação nas empresas instaladoras, auxiliando na extração de quantitativos e compatibilização dos projetos. Baseando-se em um fluxo de trabalho BIM descrito por Eastman et al. (2011) e utilizando-se em conjunto o processo de modelagem proposto por Nguyen (2010), propõe-se que o desenvolvedor do modelo BIM de sistemas prediais seja a empresa instaladora, por esta ser o agente ativo na orçamentação e execução dos sistemas prediais. Nos estudos de caso, foi comparado a acurácia dos quantitativos de componentes do empreendimento dentre as propostas orçamentarias das empresas instaladoras, o modelo BIM criado, e o quantitativo real utilizado na execução de uma obra de um centro comercial. Os resultados desta pesquisa sugerem que a utilização do BIM é uma alternativa viável para as empresas instaladoras em seus processos de orçamentação, considerando-se o nível de detalhamento e as informações inseridas e a serem extraídas do modelo, conforme o processo apresentado e o guia de modelagem criado no decorrer deste trabalho.
Building Information Modeling is an innovative process applied to the management of the entire lifecycle of a project. Through BIM, the virtual model of the project to be constructed is developed. The components of this model contain geometry and parameters with relevant technical data for their characterization and use. In the building systems works market segment, contractors dictate the values of contracts and is up to the construction and installation companies to make an accurate estimate of the budget to master the costs and measure their risks on the desired contract. Given this perspective, there is a need to accurately determine the quantities of the project, which are the starting point of any analytical or detailed budget. This work, divided into two case studies, was designed to understand how Building Information Modeling can change the budgeting process in the building systems companies, assisting in the quantity take off and design coordination processes. Relying on a BIM workflow described by Eastman et al. (2011) and jointly using the modeling process proposed by Nguyen (2010), it is proposed the building systems company to be the developer of the MEP model, as this is the active agent in the costing and execution of building systems. In these case studies, we compare the accuracy of the quantitative components of the project, among: the building systems companies, the BIM model and the actual quantities used in the execution of a small shopping center. These results suggest that the use of BIM is a viable alternative to the MEP companies in their budgeting processes, considering the level of detail and the model information input and output, according to the process and modeling guide proposed here.

The main scope of the present thesis centres around two key points: modular block and binding interface of 4 types (mechanical/electrical/data/thermal). Throughout the development process, the preliminary design of the modular block and mechanical interface was continuously modified, that eventually evolved into the micro-satellite platform of different unit sizes for various mission applications. Similar to CubeSat platforms, it opens perspectives for a cheaper and faster satellite deployment by means of modularization and standardization of future satellite systems. The proposed design is fully analysed from different perspectives and later compared to the satellite built in accordance with the traditional approach. This gives the assurance of the validity of the comparison due to the similar mission. As a part of the validation process, the economic analysis was conducted for three different approaches in spacecraft design, which led to the determination of the feasibility of small-mass production and plans for the future satellite constellation.

Practical part consists of price estimation of the building when the insurance contract was concluded, price before the insured event occurred and total cost of repairing of damaged constructions by means of cost method.
