Abstract This chapter explores Article 321 of the Treaty on the Functioning of the European Union (TFEU). It provides an overview of the provisions previously known as Article 278 of the Treaty of the European Community (EC). Article 320 TFEU presupposed the Commission's power to hold bank accounts as implicit power correlated to budgetary implementation. The chapter then discusses that the Commission can hold bank accounts with commercial banks while avoiding transfers that involve cash or liquid assets in the currencies.
