O livro O Bolsa Família: verso e reverso é fruto de um projeto de pesquisa denominado Programas de Transferência de Renda Condicionada na América Latina que permite um estudo comparado - Bolsa Família (Brasil), Nuevo Régimen de Asignaciones Familiares (Uruguai) e Asignación Universal por Hijo para la Protección Social (Argentina). Abstract Civil society plays an increasingly important role in the formulation of foreign policy in emerging countries. This article investigates whether public opinion is sensitive to framing effects regarding foreign policy. Data from a survey experiment with a sample of 1,530 students at the Universidad de Buenos Aires and the Universidad Nacional de Avellaneda, we find that participants are sensitive to framing effects on foreign affairs. The interviewees changed their preferences when stimulated by information regarding Brazilian economic growth and military expenditure in comparison with Argentina. In turn, this effect was more pronounced among a) people who tend to stay less informed regarding foreign affairs and b) individuals who are more nationalistic.

Abstract:
This article analyses the changes caused by the implementation of an articulated degree in Educational Sciences at the Universidad Nacional at Centro de la Provincia in Buenos Aires (Argentina). This educational program should be understood within the framework provided by the structural reforms of the educational system, promoted by the national government in the 1990's with the intention of restructuring the State–Society relations. This program that appeared to be promoting the democratization of access to the university system was transformed into a market mechanism, for the provision of financial resources to the university by selling "knowledge" to graduates from teacher education programs.

Studies of the Middle East and the Islamic world have developed considerablyin Argentina over the last 10 years because, among other reasons, thiscountry was targeted twice by terrorists who still remain unknown: TheEmbassy of Israel was bombed in 1992, and the central headquarters of theJewish community (AMIA) was bombed in 1994. Given that even todaywe do not know who carried out these attacks and why, the topic of theMiddle East has acquired a public dimension that it did not have before. Infact, these actions led to the creation of university study centers and chairsdedicated to the study of the Arab and Islamic worlds.1 However, their academicoutput is still in the initial stage.On 10-11 November 2004, the Fifth Seminar on the Middle East conferencetook place at the Universidad Nacional de La Plata (UNLP), in La Plata,Argentina. The Department of the Middle East of the UNLP’s Institute ofInternational Relations organizes this conference every 2 years, since it is oneof the few universities that has a specific department dedicated to MiddleEastern studies. Moreover, it is the only one that has, since 1997, consistentlymanaged to bring Argentine academics together to share ideas and discussthe contemporary reality of the Middle East and the Islamic world.During this conference, articles were presented on a wide range ofthemes, always searching for the best way to link together the most relevantevents of contemporary reality. For this reason, in 2002 the focus was onthe implications of the 9/11 tragedy. The current conference concentratedon the war in Iraq, a logical continuation of the discussion in 2002.Professors from 14 Argentine universities, as well as from Spain, theUnited States, and Mexico, participated in the panels. DE “IDEOLOGÍA DE GÉNERO” Y TEMORES EMANCIPATORIOS: ALGUNOS APORTES DESDE EL DERECHO DE LAS FAMILIAS ARGENTINO OF “GENDER IDEOLOGY” AND FEAR OF EMANCIPATORY WINDS:SOME CONTRIBUTIONS FROM THE ARGENTINE FAMILY LAW Marisa Herrera* RESUMEN: En América Latina se estaría observando un retroceso en materia de Derechos Humanos, en especial, en lo relativo a la perspectiva de género que de manera peyorativa se la denomina: “ideología de género” a raíz de dos acontecimientos concretos muy alarmantes. En este contexto, el presente trabajo tiene por objeto reivindicar la obligada mirada de género en la agenda legislativa de la región y a estos fines, se analizan las reformas legislativas acontecidas en el derecho de familia argentino como ejemplo de cambios jurídicos auspiciados por una fuerte crítica hacia el patriarcalismo, en consonancia con los avances en materia de Derechos Humanos en la región. ABSTRACT: In Latin America, there would be a regression in terms of Human Rights, especially in relation to the gender perspective that is pejoratively called "gender ideology" following two very alarming concrete events. In this context, the present work has the objective of vindicating the obligatory gender perspective in the legislative agenda of the region and for these purposes, the legislative reforms occurred in the Argentine family law are analyzed as an example of legal changes sponsored by a strong criticism towards Patriarchalism, in line with the advances in Human Rights in the region.
