Global participation in space activity is growing as satellite technology matures and spreads. Countries in Africa, Asia and Latin America are creating or reinvigorating national satellite programs. These countries are building local capability in space through technological learning. They sometimes pursue this via collaborative satellite development projects with foreign firms that provide training. This phenomenon of collaborative satellite development projects is poorly understood by researchers of technological learning and technology transfer. The approach has potential to facilitate learning, but there are also challenges due to misaligned incentives and the tacit nature of the technology. Perspectives from literature on Technological Learning, Technology Transfer, Complex Product Systems and Product Delivery provide useful but incomplete insight for decision makers in such projects. This work seeks a deeper understanding of capability building through collaborative technology projects by conceiving of the projects as complex, socio-technical systems with architectures. The architecture of a system is the assignment of form to execute a function along a series of dimensions. The research questions explore the architecture of collaborative satellite projects, the nature of capability building during such projects, and the relationship between architecture and capability building. The research design uses inductive, exploratory case studies to investigate six collaborative satellite development projects. Data collection harnesses international field work driven by interviews, observation, and documents. The data analysis develops structured narratives, architectural comparison and capability building assessment. The architectural comparison reveals substantial variation in project implementation, especially in the areas of project initiation, technical specifications of the satellite, training approaches and the supplier selection process. The individual capability building assessment shows that most trainee engineers gradually progressed from no experience with satellites through theoretical training to supervised experience; a minority achieved independent experience. At the organizational level, the emerging space organizations achieved high levels of autonomy in project definition and satellite operation, but they were dependent on foreign firms for satellite design, manufacture, test and launch. The case studies can be summarized by three archetypal projects defined as "Politically Pushed," "Structured," and "Risk Taking." Countries in the case studies tended to start in a Politically Pushed mode, and then moved into either Structured or Risk Taking mode. Decision makers in emerging satellite programs can use the results of this dissertation to consider the broad set of architectural options for capability building. Future work will continue to probe how specific architectural decisions impact capability building outcomes in satellite projects and other technologies.

Full textThe importance of principal preparation in special education has increased since the Education for All Handicapped Children Act was passed in 1975. There are significant financial reasons for preparing principals in the area of special education. Recent research also shows that all children learn better in an inclusive environment. Principals who are not prepared in the area of special education have a difficult time implementing an inclusive culture at their schools. This qualitative inquiry study set out to explore principals’ perceptions of their preparation in special education and subsequent district support in building their understanding and implementation of an inclusionary culture in their schools.
Grounded in Critical Disability Theory (Hosking, 2008) and Social Justice Leadership Framework (Furman, 2012), the conceptual framework of this study, Inclusive Leadership Framework, outlined characteristics of an inclusive leader and a framework for building an inclusive culture. Some principals interviewed for the study demonstrated these characteristics and some did not. Principals wanted to learn more about special education and wanted their students to succeed. The Inclusive Leadership Framework evolved throughout the study, but was remained grounded to prevailing praxis of reflection and action.
This study examined the attitudes of principals in K-12 settings in nine Southern California school districts in order to discover their perceptions of the effect their administrative credential preparation in special education had on building an inclusive culture. In addition, principals offered their perceptions relative to how district support in special education helped inform leadership practice regarding building a culture of inclusion. Finally, participants shared anecdotal experiences revealing ways they “learned on the job” as they navigated the world of special education. Recommendations for policy and practice for administrative preparation programs and the Clear Administrative Credential process, professional development and coaching of administrators is addressed in this study.
Significant findings revealed that principals who feel unprepared in special education do not always develop an inclusionary culture, or understand its benefits to student learning. In addition, participants revealed that they would have preferred knowing more about the process of special education before taking their first administrative position. One interesting anecdotal finding suggested that administrators who are parents of a special needs child or were one themselves are very well educated in the realm of special education and take a personal interest in it. A key recommendation for policy/practice/research included making a special education goal in the Individual Induction Plan for the Clear Administrative Credential. The program includes coaching and coaches need to be provided that can instruct in special education and the building of inclusive school culture.

Introduction: A Technological Transformation The proposition to be argued is that architecture has the potential to reawaken us to the most basic and satisfying nuances of human experience. In this thesis the query is made into possible ways of dealing with technology as it relates to expanding the scope of human experience. Building technology has the capability to expose the fundamental characteristics within things, including natural phenomena. It could be suggested that a psychology of materials exists, which educates people who associate with them. The perception of lightness and light, for example, could be combined in a simple manner in the form of a sun scoop. Technology can through its tectonics "reveal" the phenomenon of building. Mainstream architecture, with some exceptions, does little to offer affordances with which a person can establish a cognitive dialogue. Yet, it is these aspects of buildings that correspond to a person's existing knowledge, and at the same time, offer new sensibilities that can be interpreted and inform one's perceptions. Building: Many architects seek the "safety" of conventional architectural details and materials to mask the tectonics of their buildings and, as a result, tend to dull the understanding of the architectural and tectonic fact of those buildings from the people who use them. The Wiesner Arts and Media Technology Building at MIT, the subject of this study, contains some good examples of the prevailing dilemma. The transformation of the Wiesner will be a critique of the existing building as well as the baseline for testing the assumption that the expression of our technological capabilities in our buildings can reunite us with ourselves and the world around us. Proposal: The objective is to maintain a mapping between alternative ways of addressing the existing building's systems and human perceptions of touch, smell, sight and sound As the author's intention is not to resolve the building as a whole, the proposals made for specific components of the building posit a series of questions which form the foundation for something which transcends the thesis. It is a critical way of approaching the often time intuitive making of architecture. This is merely the beginning of an inquiry which is ongoing and will extend into professional practice.

Full textUrbanisation and globalisation are the foremost trends propelling the growth and development of cities and towns in the world today. The Cape Town central business district is an example of an urban centre that is required to deal with rapid urbanisation. The increasing number of inner-city developments evoked the congested construction sites and are rapidly becoming the norm within the industry. Innovative building production management is crucial in driving productivity which includes reducing cost at all stages, from planning to completion. However, from several literatures, construction firms are not significantly proactive towards innovative technology that could enhance the efficient delivery of building production. The improved building production management is advancing at a slow pace both in South Africa and internationally. Hence, this research analyse the strategies that could significantly enhance current building production processes and establish the effective management systems that could enhance efficient building production in the urban centres. Innovative methods of stimulating building production processes are needed to ensure that building projects are completed within timeframes and budgets. The research method is both quantitative and qualitative using surveys for data collection. This type of research aims to record an accurate and adequate description of the problem statement and the sub-question. Data for the study are collected through observations, semi-structured and unstructured qualitative interviews and quantitative close-ended questionnaires administered to construction stakeholders working in the Western Cape Province, South Africa. This research focuses on the City of Cape Town to gain an understanding of the dynamics of innovation in building production processes within the building industry. The population of this research include building project managers, registered contractors as well as consultants. Quantitative data obtained from the structured questionnaire design was analysed with descriptive statistics, Statistical Package for Social Science (SPSS) software 21 and content analysis are used to analyse the qualitative data obtained through interviewees.

Full textFrom the historical context experienced by the construction industry recently, it is noted that the introduction of technological innovation in the production means has many benefits in the sector. In general terms, innovations contribute to rationalization of procedures, increasing the products to meet the new demands and transposition the technological frontier. However, it is found that persists the necessity of more information about innovations. Despite the benefits that come with the use of innovations, it is clear that its use by companies could be more disseminated and improved. It is starting from the relevance of the use of innovations in the construction industry and the need to provide more information related to innovation to sector companies, the present study aims to draw up a catalog of technological innovations. However, preliminarily it is necessary an analysis of the kinds and classifications of innovations to draw an appropriate parameter for the cataloging and classification. To prepare the catalog, it was selected the technological innovations published between 2005 and 2015 in the TÃchne magazine's publications. The innovations were classified according to the building systems observance of NBR 15575:2013. Have been cataloged 164 innovations. One of the concerns was the search for a clear, didactic and updated catalog. Finally, it should be noted that the research is marked out by national and international literature on innovation, by theses and dissertations and the related publications in the TÃchne magazine
A partir do contexto histÃrico vivenciado pela construÃÃo civil nas Ãltimas dÃcadas, constata-se que a introduÃÃo de inovaÃÃo tecnolÃgica nos meios de produÃÃo acarretou diversos benefÃcios no setor. Em linhas gerais, as inovaÃÃes contribuem para racionalizaÃÃo dos processos, incremento dos produtos para atendimento das novas demandas e transposiÃÃo da fronteira tecnolÃgica. Contudo, verifica-se que persiste a necessidade de uma maior disponibilizaÃÃo de informaÃÃes referentes Ãs inovaÃÃes existentes. Em que pese os benefÃcios advindos com o uso de inovaÃÃes, percebe-se que o seu uso pelas empresas poderia ser bem mais difundido e aprimorado. à partindo, pois, da relevÃncia do uso das inovaÃÃes no Ãmbito da construÃÃo civil e da necessidade de disponibilizar mais informaÃÃes relacionadas à inovaÃÃo Ãs empresas do setor, que o presente trabalho volta-se à elaboraÃÃo de um catÃlogo de inovaÃÃes tecnolÃgicas. Preliminarmente, todavia, faz-se necessÃria uma anÃlise sobre os tipos e classificaÃÃes das inovaÃÃes para, em seguida, traÃar um parÃmetro adequado para sua catalogaÃÃo e classificaÃÃo. Na elaboraÃÃo do catÃlogo, selecionaram-se as inovaÃÃes tecnolÃgicas que despontaram no perÃodo de 2005 a 2015, com base nas publicaÃÃes da revista TÃchne. As inovaÃÃes foram classificadas de acordo com os sistemas da construÃÃo em que estÃo inseridas, em observÃncia à NBR 15575:2013. No final da pesquisa, catalogaram-se 164 inovaÃÃes. Registre-se que uma das preocupaÃÃes que nortearam à elaboraÃÃo do documento em comento foi a busca por um catÃlogo claro, didÃtico e atualizado. Por fim, destaca-se que a pesquisa à balizada pela bibliografia nacional e internacional sobre inovaÃÃo, por teses e dissertaÃÃes relacionadas e pelas publicaÃÃes da revista TÃchne.

This thesis explores how technological transitions can be better implemented in society, to help achieve sustainability goals. The focus is specifically on technologies that may imply a paradigm shift, which is a change in existing practices or norms. To overcome potential barriers to market and societal penetration, government has traditionally initiated regulations and economic incentives to help diffuse the technology. However, a major impediment to technological shifts is the lack of effective interaction among the relevant institutions and other stakeholders. Through case study examples, it is argued that effective interaction for technological transitions can best be achieved through the use of consensus building strategies which can help promote legitimacy, development of institutional relationships, and learning. In recognition of this, an additional strategy is proposed for government - creating a forum for effective interaction to test or experiment with new sustainable technologies.

- part 1: Temperature needs for district heating in the paint shop for axles in building 210
- part 2: Energy and low temperature waste heat solutions in heating and cooling systems for building 64 with surroundings
The paint shop for axles in part 1 has air quality requirements in places for coating of axles. Toachieve desired air properties there are different process ventilation systems, which consist ofventilation coils for heating and cooling, plus air humidifier. The ventilations coils for heating usedistrict heating. Today the ventilation coils use water of 100°C to achieve necessary air demands inthe coating boxes. This part of the report investigates whether the existing system would achievethe air requirements with a water temperature of 75°C instead of 100°C in the ventilation coilsduring the coldest parts of the year. The conclusion is that it is not possible; the existing system isadjusted for a water temperature of 100°C to achieve the air requirements. To use a watertemperature of 75°C, more or major ventilation coils are needed.
The focus of the report is at part 2. In this part, possibilities for low temperature waste heatsolutions are investigated. Those partly aim at specific local solutions for building 64 withsurroundings and on the other part of general waste heat solutions for new buildings andreconstructions in the future. To make these parts possible, the systems for heating and cooling inbuilding 64 have been identified. During this identification, potential savings that are not of wasteheat character have also been observed.
The most profitable saving concerns the control of temperature for the inner hardening vat. It isthe hardening vat for gas carburizing oven SV16838 that has been studied in this report. Today thetemperature of the hardening vat is controlled very ineffective. The conclusion is that a betteradjustment of the controller would save 180 000 SEK/year with a pay off time around two months.Worth mentioning (SV16838 included), is that there are at least five similar gas carburizing ovens atthe Scania area in Södertälje.
A pinch analysis has also been done for building 64, with it’s primarily conclusion that the groundheating is violating the pinch rules during long periods of the year. To remedy the ground heatingwill only need a different control and will lead to a saving between 20 000 – 75 000 SEK/year. Tomore accurate determine the saving, an investigation of the ground heating during winter time isneeded. Another conclusion concerning the pinch analysis is that the method for a real scenariorather shows the potential of the system than gives you an optimal solution possible to implement.More actions are to use the exhaustions of the endo gas generators and that the washing andrinsing systems if possible not should be heated with electricity. The exhaustions from the endo gasgenerators have a very high temperature, more then 300°C. If these, instead of hot water boilers,could warm the closely located water for the LPG (liquefied petroleum gas) evaporation, 125 000SEK/year can be saved. Today the hot water boilers are heated with electricity. If the washing andrinsing systems existing electricity heating instead can be heated with secondary heat (˜ districtheating), a save of 500 000 SEK/year is possible.
For waste heat solutions there are a few different approaches. Close to building 64, the largestpotential to use waste heat is in building 62 and 75, where air heaters are assessed with the largestpotential. In difference to other investigated buildings, building 210 has the possibility to use wasteheat even during the summer. This building is located 1 km from building 64. To use waste water inbuilding 210, a complex net of waste heating will be required where several buildings with asurplus of waste heat can be connected. A net like this has calculated pipe costs of 5, 2 million SEK.The saving for the use of waste heat only in building 210 will be around 1,4 million SEK/year. Thissave corresponds to the air handling systems that occur in part 1.

Full textThe United States Pacific Command (PACOM) area of responsibility (AOR) includes 36 Asia-Pacific countries and over 100 million square miles of Earths surface. Five of the countries in the PACOM are historically most often hit by natural disasters and require immediate response with effective coordination. In order to provide the most effective disaster-relief efforts, identification of the organizations that are available and the capabilities that they can provide is essential. This research identifies and analyzes 27 nongovernmental organizations (NGOs) that currently or recently conducted relief projects in the PACOM AOR. We primarily analyzed the organizations using six factors: (1) mission or primary focus, (2) capabilities, (3) budget, (4) training, (5) religious affiliation, and (6) liaison with military. We also analyzed the financial status of the NGOs for a better understanding. The end result of the research is to provide PACOM leadership with in-depth analysis of the most effective organizations that can assist in disaster relief preparation and the efficient coordination of resources and can minimize redundancy of efforts after a catastrophic event.
