On April 1, 1999, the Inuit of the Eastern Canadian Arctic achieved sovereignty over a new territory, Nunavut, envisioning economic self-reliance, political self-determination, and renewal of confidence in Inuit community. Life in Nunavut, however, remains circumscribed by adversities: poverty, crowded houses, and long winters. Both government and industry are constrained by inexperienced administration and insufficient budgets. Perhaps no sector is as challenged as the construction industry, caught between the vast demand of a housing crisis and the extreme cost of importing labor. The territory must invest in building skills to reduce the cost of housing. Trades training in the Eastern Arctic will have political, cultural, and economic significance for a community long dependent on remote governments and migrant workers. Moreover, local tradesmen will be indispensable to an affordable construction strategy for community buildings serving a population expanding at twice the national rate. Over the course of fifty years of permanent settlement in Nunavut, no construction system has yet been devised for civic spaces that respond to its social, physical, and logistical conditions.

Traditional building trades and crafts made a major contribution to the quality and the character of architecture in the past. The advent of industrialization in the name of modernization eclipsed these building trades and crafts and caused rapid changes of the urban character as well as of the architectural components, resulting in an alienation of the society from the contemporary environment. Basing the thesis on my study in Syria, I have looked at how the technological development in the region, changes in the socioeconomic conditions and the present aesthetic attitudes are affecting favorably or unfavorably these traditional building trades and crafts in all three levels-- men, processes, and products. The thesis undertook to examine the revival of these traditional building trades and crafts as a potential solution to estrangement in architecture, to look at the feasibility of the return of these crafts to contemporary architectural production, and to study the nature of a reconciled relationship between the two realms of production.

The training of craftsmen in Kenya is the responsibility of their traditional employer the contractor. However, over the last 20 years, the contractors’ motivation to train has been eroded by increased casualisation. Concurrently, there was growth of the informal procurement system propagated by private sector clients, who have no incentive to train because they are ad hoc consumers of construction services. Together these phenomena led to the collapse of the formal craft training and growth of informal skilling. Currently however, there is a lack of knowledge and understanding of the nature of informal craft training. The intent of this research was to redress this by identifying the types of skills informally employed craftsmen are acquiring, how these skills are acquired and how training delivery can be enhanced. The hypotheses of the research were that the skills and skilling methods in the informal sector do not differ significantly from those in the formal sector and that the nature of training in the informal construction sector is clearly understood.

Preferential Trade Agreements (PTAs) are known to facilitate liberalization with respect to only a few trading partners and thus they have been a topic of debate for the past two decades especially because their effect on most favored nation (MFN) tariffs is known to be ambiguous. We provide insights for analyzing whether the PTAs indeed hamper or support multilateral liberalization. Using product level official and actual tariffs we provide evidence from the United States (US) import data that the stumbling block effect on the US MFN bound tariffs is present only for goods that receive full preference in books or in actual. However, my dataset does not statistically support the stumbling block hypothesis in the case of Applied tariffs.

Full textAs the agenda for the United Nations (UN) 2001 Conference on The Illicit Trade in Small Arms and Light Weapons in All Its Aspects takes shape, governments should begin to identify a set of standards, mechanisms and specific agreements that will help consolidate, reinforce and co-ordinate regional and national measures to address the problem of the proliferation and misuse of small arms. An important element of this approach will be to build upon the wealth of regional and national experiences and perspectives that illustrate the different contexts in which efforts to combat the proliferation and misuse of small arms and light weapons have occurred. At the same time, agreements reached at the UN 2001 Conference should be substantial, establishing an agreed comprehensive `international action programme¿ f o r sustained global effort on this complex problem. However there remain issues and concerns that are common to all regions: these should be identified and addressed internationally within the context of the UN 2001 Conference. This briefing, the second in the Biting the Bullet series, reviews some of the current regional e fforts on small arms and light weapons. It identifies common approaches that have been used in different regions to counter the proliferation and misuse of small arms and light weapons, these include: law enforcement and crime control; supplier restraint and transparency; national legislation and regulation of arms; and arms reduction and control. The briefing analyses initiatives using these approaches that are moving forward in West Africa, Eastern and Southern Africa, the European Union (EU), and the development of cooperation between EU Member States and other countries and regional organizations, including Cambodia and the Southern African Development Community. The briefing identifies the impact and priorities of these initiatives, suggesting ways in which the UN 2001 Conference is both relevant to the region and what the region can contribute to the outcomes of the Conference. The briefing concludes with recommendations on the ways in which regional processes can be reinforced and further developed by the international community, focusing especially on the contribution of the UN 2001 Conference. Experience is showing that much of what happens nationally and regionally needs reinforcement and further development with assistance from the international community. The UN 2001 Conference comes at an important time for providing the framework ¿ through the international action programme ¿ to develop, reinforce and c o-ordinate these national and regional processes, through developing appropriate international norms, standards, programmes and mechanisms. Using the illustration of combating illicit arms trafficking, this briefing outlines some of the processes that could be taken forward through the UN 2001 Conference which would build upon and strengthen national and regional eff o r t s . The briefing contains an annex, which provides background information on many current regional and international initiatives, including those in Africa, the Americas, Asia, Europe and inter-regionally, such as the Organisation for Security and Co-operation in Europe and the North Atlantic Treaty Organisation.

Full textSmall arms and light weapons can enter the illicit market at many stages in their lifecycle. From manufacture, to sale/export, to import, and then to final end use, States must establish and enforce stringent and comprehensive licensing and monitoring systems to ensure that small arms and light weapons (SALW) remain under legal control. The UN Conference on the Illicit Trade in Small Arms and Light Weapons in All Its Aspects and ensuing follow-up process provide States with important opportunities to analyse and compare how existing systems governing the manufacture and trade in SALW are working. They further provide the context in which best practice can be agreed and implemented internationally, and for the discussion of how future trends and developments in SALW manufacture and transfer can be more effectively brought within State control. To this end, this briefing paper covers two separate but closely related issues. The first section of the report will analyse existing State and regional controls on SALW manufacture and examine how international measures, including the UN Conference, can reinforce such controls. In this regard, the growth of licensed production and co-production agreements is highlighted, together with implications for the development of adequate regulations. The second section examines those systems that are currently in place for the authorisation of SALW transfers and for the certification and monitoring of their ultimate end-use. Recommendations for best practice and implications for the UN Conference process are also discussed.
