Abstract:
Scientists within the materials engineering community produce a wide variety of data, ranging from large 3D volume densitometry files (voxel) generated by microfocus computer tomography (μCT) to simple text files containing results from tensile tests. Increasingly they need to share this data as part of international collaborations. The design of a suitable database schema and the architecture of a flexible system that can cope with the varying information is a continuing problem in the management of heterogeneous data. We discuss the issues with managing such varying data, and present a model flexible enough to meet users’ diverse requirements. Metadata is held using a database and its design allows users to control their own data structures. Data is held in a file store which, in combination with the metadata, gives huge flexibility and means the model is limited only by the file system. Using examples from materials engineering and medicine we illustrate how the model can be applied. We will also discuss how this data model can be used to support an institutional document repository, showing how data can be published in a remote data repository at the same time as a publication is deposited in a document repository. Finally, we present educational material used to introduce the concepts of research data management. Educating students about the challenges and opportunities of data management is a key part of the solution and helps the researchers of the future to start to think about the relevant issues early on in their careers. We have compiled a set of case studies to show the similarities and differences in data between disciplines, and produced documentation for students containing the case studies and an introduction to the data lifecycle and other data management practices. Managing in-use data and metadata is just as important to users as published data. Appropriate education of users and a data staging repository with a flexible and extensible data model supports this without precluding the ability to publish the data at a later date.

<p>For researches in the field of the data mining and machine learning the necessary condition is an availability of various input data set. Now researchers create the databases of such sets. Examples of the following systems are: The UCI Machine Learning Repository, Data Envelopment Analysis Dataset Repository, XMLData Repository, Frequent Itemset Mining Dataset Repository. Along with above specified statistical repositories, the whole pleiad from simple filestores to specialized repositories can be used by researchers during solution of applied tasks, researches of own algorithms and scientific problems. It would seem, a single complexity for the user will be search and direct understanding of structure of so separated storages of the information. However detailed research of such repositories leads us to comprehension of deeper problems existing in usage of data. In particular a complete mismatch and rigidity of data files structure with SDMX - Statistical Data and Metadata Exchange - standard and structure used by many European organizations, impossibility of preliminary data origination to the concrete applied task, lack of data usage history for those or other scientific and applied tasks.</p><p>Now there are lots of methods of data miming, as well as quantities of data stored in various repositories. In repositories there are no methods of DM (data miming) and moreover, methods are not linked to application areas. An essential problem is subject domain link (problem domain), methods of DM and datasets for an appropriate method. Therefore in this work we consider the building problem of ontological models of DM methods, interaction description of methods of data corresponding to them from repositories and intelligent agents allowing the statistical repository user to choose the appropriate method and data corresponding to the solved task. In this work the system structure is offered, the intelligent search agent on ontological model of DM methods considering the personal inquiries of the user is realized.</p><p>For implementation of an intelligent data and metadata exchange repository the agent oriented approach has been selected. The model uses the service oriented architecture. Here is used the cross platform programming language Java, multi-agent platform Jadex, database server Oracle Spatial 10g, and also the development environment for ontological models - Protégé Version 3.4.</p>

Abstract:
The aim of the study was to compile a conceptual model of a Virtual Research Environment (VRE) that indicates the relationship between Research Data Management (RDM) and VREs. The outcome of this study was that VREs are ideal platforms for the management of research data. In the first part of the study, a literature review was conducted by focusing on four themes: VREs and other concepts related to VREs; VRE components and tools; RDM; and the relationship between VREs and RDM. The first theme included a discussion of definitions of concepts, approaches to VREs, their development, aims, characteristics, similarities and differences of concepts, an overview of the e-Research approaches followed in this study, as well as an overview of concepts used in this study. The second theme consisted of an overview of developments of VREs in four countries (United Kingdom, USA, The Netherlands, and Germany), an indication of the differences and similarities of these programmes, and a discussion on the concept of research lifecycles, as well as VRE components. These components were then matched with possible tools, as well as to research lifecycle stages, which led to the development of a first conceptual VRE framework. The third theme included an overview of the definitions of the concepts ‘data’ and ‘research data’, as well as RDM and related concepts, an investigation of international developments with regards to RDM, an overview of the differences and similarities of approaches followed internationally, and a discussion of RDM developments in South Africa. This was followed by a discussion of the concept ‘research data lifecycles’, their various stages, corresponding processes and the roles various stakeholders can play in each stage. The fourth theme consisted of a discussion of the relationship between research lifecycles and research data lifecycles, a discussion on the role of RDM as a component within a VRE, the management of research data by means of a VRE, as well as the presentation of a possible conceptual model for the management of research data by means of a VRE. This literature review was conducted as a background and basis for this study. In the second part of the study, the research methodology was outlined. The chosen methodology entailed a non-empirical part consisting of a literature study, and an empirical part consisting of two case studies from a South African University. The two case studies were specifically chosen because each used different methods in conducting research. The one case study used natural science oriented data and laboratory/experimental methods, and the other, human orientated data and survey instruments. The proposed conceptual model derived from the literature study was assessed through these case studies and feedback received was used to modify and/or enhance the conceptual model. Abstract:
This dissertation addresses data manipulation in collaborative research systems, including what data should be stored, the operations to be performed on that data, and a programming interface to effect this manipulation. Collaborative research systems are discussed, and requirements for next-generation systems are specified, incorporating a range of emerging technologies including multimedia storage and presentation, expert systems, and object-oriented database management systems. A detailed description of a generic query processor constructed specifically for one collaborative research system is given, and its applicability to next-generation systems and emerging technologies is examined. Chapter 1 discusses the Arizona Analyst Information System (AAIS), a successful collaborative research system being used at the University of Arizona and elsewhere. Chapter 2 describes the generic query processing approach used in the AAIS, as an efficient, nonprocedural, high-level programmer interface to databases. Chapter 3 specifies requirements for next-generation collaborative research systems that encompass the entire research cycle for groups of individuals working on related topics over time. These requirements are being used to build a next-generation collaborative research system at the University of Arizona called CARAT, for Computer Assisted Research and Analysis Tool. Chapter 4 addresses the underlying data management systems in terms of the requirements specified in Chapter 3. Chapter 5 revisits the generic query processing approach used in the AAIS, in light of the requirements of Chapter 3, and the range of data management solutions described in Chapter 4. Chapter 5 demonstrates the generic query processing approach as a viable one, for both the requirements of Chapter 3 and the DBMSs of Chapter 4. The significance of this research takes several forms. First, Chapters 1 and 3 provide detailed views of a current collaborative research system, and of a set of requirements for next-generation systems based on years of experience both using and building the AAIS. Second, the generic query processor described in Chapters 2 and 5 is shown to be an effective, portable programming language to database interface, ranging across the set of requirements for collaborative research systems as well as a number of underlying data management solutions.

Abstract:
The role of provenance information in data-intensive research is a significant topic of discussion among technical experts and scientists. Typical use cases addressing traceability, versioning and reproducibility of the research findings are extended with more interactive scenarios in support, for instance, of computational steering and results management. In this thesis we investigate the impact that lineage records can have on the early phases of the analysis, for instance performed through near-real-time systems and Virtual Research Environments (VREs) tailored to the requirements of a specific community. By positioning provenance at the centre of the computational research cycle, we highlight the importance of having mechanisms at the data-scientists' side that, by integrating with the abstractions offered by the processing technologies, such as scientific workflows and data-intensive tools, facilitate the experts' contribution to the lineage at runtime. Ultimately, by encouraging tuning and use of provenance for rapid feedback, the thesis aims at improving the synergy between different user groups to increase productivity and understanding of their processes. We present a model of provenance, called S-PROV, that uses and further extends PROV and ProvONE. The relationships and properties characterising the workflow's abstractions and their concrete executions are re-elaborated to include aspects related to delegation, distribution and steering of stateful streaming operators. The model is supported by the Active framework for tuneable and actionable lineage ensuring the user's engagement by fostering rapid exploitation. Here, concepts such as provenance types, configuration and explicit state management allow users to capture complex provenance scenarios and activate selective controls based on domain and user-defined metadata. We outline how the traces are recorded in a new comprehensive system, called S-ProvFlow, enabling different classes of consumers to explore the provenance data with services and tools for monitoring, in-depth validation and comprehensive visual-analytics. The work of this thesis will be discussed in the context of an existing computational framework and the experience matured in implementing provenance-aware tools for seismology and climate VREs. It will continue to evolve through newly funded projects, thereby providing generic and user-centred solutions for data-intensive research.

Abstract:
Research data is essential to scholarship. The value of research data and its management has been increasingly recognized by policy makers and higher education institutions. A deep understanding of disciplinary practices is vital to develop culturally-sensitive policy, tools and services for successful data management. Previous research has shown that data practices vary across sub-fields and disciplines. However, much less is known about how disciplinary cultures shape data practices. There is a need to theorise research data practices based on empirical evidence in order to inform policy, tools and services. The aim of the thesis is to examine the interrelation between data practices and disciplinary cultures within geography. Geography is well-established and multidisciplinary, consisting of elements from the sciences, social sciences and humanities. By examining a single discipline this thesis develops a theoretical understanding of research data practices at a finer level of granularity than would be achieved by looking at broad disciplinary groupings such as the physical and social sciences. Data collection and analysis consisted of two phases. Phase one was exploratory, including an analysis of geography department websites and researcher web profiles and a bibliometric study of collaboration patterns based on co-authorship. Phase one aimed to understand the disciplinary characteristics of geography in preparation for Phase two. The second phase consisted of a series of 23 semi-structured interviews with researchers in geography, which aimed to understand researchers data practices and their attitudes toward data sharing within the context of the sub-discipline(s) they inhabited. The findings of the thesis show that there are contrasting intellectual, social and data differences between physical and human geography. For example, intellectually, these two branches of geography differ in terms of their research objects and methods; socially, they differ in terms of the scale of their collaborative activities and the motivations to collaborate; furthermore, the nature of data, how data is collected and data sharing practices are also different between physical and human geography. The thesis concludes that differences in the notion of data and data sharing practices are grounded in disciplinary characteristics. The thesis develops a new three-dimensional framework to better understand the notion of data from a disciplinary perspective. The three dimensions are (1) physical form, (2) intellectual content and (3) social construction. Furthermore, Becher and Trowler s (2001) disciplinary taxonomy i.e. hard-soft/pure-applied, and the concepts urban-rural ways of life and convergent-divergent communities, is shown to be useful to explain the diverse data sharing practices of geographers. The thesis demonstrates the usefulness of applying disciplinary theories to the sphere of research data management.

However, developmental research is subject to heavy pragmatic constraints on recruiting large numbers of participants, bringing families back for repeat sessions, and working with special populations or diverse samples. These constraints limit the types of questions that can be addressed in the lab as well as the quality of evidence that can be obtained. In this dissertation, I present a new platform, "Lookit," that allows researchers to conduct developmental experiments online via asynchronous webcam-recorded sessions, with the aim of expanding the set of questions that we can effectively answer. I first present the results of a series of empirical studies conducted in the laboratory to assess difficulty faced by infants in integrating information across visual hemifields (Chapter 2), as an illustration of the creative workarounds in study design necessary to accommodate the difficulty of participant recruitment. The rest of this work concerns the development of the online platform, from designing the prototype (Chapter 3) and initial proof-of-concept studies (Chapter 4) to the demonstration of an interface for researchers to specify and manage their studies on a collaborative platform (Chapter 5). I show that we are able to reliably collect and code dependent measures including looking times, preferential looking, and verbal responses on Lookit; to work with more representative samples than in the lab; and to flexibly implement a wide variety of study designs of interest to developmental researchers.<br>by Kimberly M. In this thesis we research how claims data can be utilized in three important areas of health care and medicine and apply our methods to a real claims database containing information of over two million health plan members. First, we develop forecasting models for health care costs that outperform previous results. Secondly, through examples we demonstrate how large-scale databases and advanced clustering algorithms can lead to discovery of medical knowledge. Management of research data is globally being seen as part of good research practice. As a result of this, funders are increasingly insisting on proof of good research data management (RDM) practices when funding proposals are submitted. This study aimed at establishing the data management practices of emerging researchers at the Council for Scientific and Industrial Research (CSIR), South Africa. With no official RDM procedures currently being implemented at the CSIR, it was hoped that by gaining information about the RDM practices of emerging CSIR researchers, as well as insight into the RDM challenges experienced by them, this researcher would be able to put forward recommendations enabling the establishing of an RDM regime at the CSIR. The study aimed at answering several research questions. The main research question was: How can an organisation like the CSIR ensure that future researchers apply best practices when managing the CSIR’s research data? Five research sub-questions were identified: 1. What are the international RDM requirements, standards, best practices and expectations that are being developed? 2. What data practices need more formalised support: at CSIR, nationally, internationally? 3. What data are collected and held by emerging researchers in the CSIR? 4. What are the current RDM practices and themes among emerging researchers in the CSIR? 5. What are the RDM-related challenges, issues and concerns facing emerging researchers at the CSIR? A total of 48 emerging researchers from the Council for Scientific and Industrial Research (CSIR), South Africa completed an online survey investigating their RDM practices. RDM practices investigated included the use of data management plans, data storage and backup locations, creation of metadata, metadata standard adherence, and data sharing practices. Challenges faced when managing research data, as well as RDM needs and requirements, also formed part of the survey. Results of the online questionnaire revealed that the RDM practices of the group studied do not show to differ significantly from experienced CSIR researchers, or from researchers studied elsewhere on the globe. Findings enabled this researcher to put forward several recommendations which would assist in the implementing of a formalised RDM structure at the CSIR. The single product case as well as the multi product case are considered under different parametric forms of demand, whose parameters are unknown to the manager. For the linear demand case in the single product setting, our main contribution is an algorithm that guarantees almost sure convergence of the estimated demand parameters to the true parameters. Moreover, the pricing strategy is also asymptotically optimal. Simulations are run to study the sensitivity to different parameters.Using our results on the single product case, we extend the approach to the multi product case with linear demand. The pricing strategy we introduce is easy to implement and guarantees not only learning of the demand parameters but also maximization of the profit. Finally, other parametric forms of the demand are considered. Peak load estimation is a critical element in utility decision making. An electric utility must construct, maintain, and operate equipment sufficient to meet the peak, or maximum demand level. Electric utilities have utilized several methods of analyzing energy consumption which have yielded various levels of accuracy for estimating maximum demand. In this research, a new method, Nonlinear Load Research Estimation (NLRE), is proposed to estimate the peak load and load characteristics of individual and group of different customer classes. Load research data is used to develop KWHr-to-KW conversion factors, diversity factors, and average time-varying load data as a function of customer class, month, and type of day. Load research data is used to derive monthly load shapes by customer class. These profiles are used to apportion customer KWHr usage among billing cycles according to the split indicated by test data. This parsed KWHr can be further allocated based on type of day to estimate weekday and weekend peak values.<br>Ph. D.

Abstract:
This dissertation explores motivation in decision-making and action in science and technology, through the lens of a case study: scientific data sharing in cancer research. The research begins with the premise that motivation and emotion are key elements of what it means to be human, and consequently, are important variables in how individuals make decisions and take action. At the same time, institutional controls and social messaging send a variety of signals intended to motivate specific actions and behaviors. Understanding the interplay between personal motives and social influences may point to strategies that better align individual and social perceptions and discourse. To explore these dynamics, this research centers on a large-scale cancer research program led by the National Institutes of Healthâ s National Cancer Institute. The goal of the program is to encourage interoperability and data sharing between diverse and highly autonomous cancer centers across the U.S. Housed in an organization focused on biomedical informatics, the program has a technologically-focused mission; the goal is to facilitate institutional data sharing to connect the cancer research enterprise. This focus contrasts with the more relationship-based point-to-point data sharing currently reported by researchers as the norm. Researchers are motivated to share data with others under specific conditions: when there is a foundation of trust with the person or community being shared with; when the perceived reward of sharing is well-defined and of value to the person sharing; and when there is perceived to be a lower risk or cost than the benefit received. Without these conditions, there are often determined to be insufficient incentives and rewards for sharing. Data sharing is both a personal decision and a social level problem. Data is both subjective and personal; it is often an extension of researcherâ s identity, and serves as a measure of his or her value and capability. In the search for standards and interoperable data sets, institutional and technologically-mediated forms of data sharing are perceived to ignore the subjective and local knowledge embodied in the data being shared. To explore these dimensions, this study considers the technology, economics, legal elements, and personal sides of data sharing, and applies two conceptual frameworks to evaluate alternatives for action.<br>Ph. This dissertation aims to address this gap by investigating <i><b>how data are shared effectively across research and public communities</b></i>.</p><p> The practices of sharing data with both researchers and non-professionals in two comparative case studies, Encyclopedia of Life and CyberSEES, were examined by triangulating multiple qualitative data sources (i.e., artifacts, documentation, participant observation, and interviews). The two cases represent the creation of biodiversity data, the beginning of the data sharing process in a home repository, and the end of the data sharing process in an aggregator repository. Three research questions are asked in each case:</p><p> &bull; Who are the data providers?</p><p> &bull; Who are the data sharing mediators?</p><p> &bull; What are the data sharing processes?</p><p> The findings reveal the data sharing contexts and processes across research and public communities. Data sharing contexts are reflected by the cross-level data providers and human mediators rooted in different groups, whereas data sharing processes are reflected by the dynamic and sustainable collaborative efforts made by different levels of human mediators with the support of technology mediators.</p><p> This dissertation provides theoretical and practical contributions. Its findings refine and develop a new data sharing framework of knowledge infrastructure for different-level data sharing across different communities. Both human and technology infrastructure are made visible in the framework. The findings also provide insight for data sharing practitioners (i.e., data providers, data mediators, data managers, and data contributors) and information system developers and designers to better conduct and support open and sustainable data sharing across research and public communities.</p>

An ACRL white paper from 2012 reported that, at that time, only a small number of academic libraries in the United States and Canada offered research data services (RDS), but many were planning to do so within the next two years (Tenopir, Birch, and Allard, 2012). By 2013, 74% of the Association of Research Libraries (ARL) survey respondents offered RDS and an additional 23% were planning to do so (Fearon, Gunia, Pralle, Lake, and Sallans, 2013). The academic libraries recognize that the landscape of services changes quickly and that they need to support the changing needs of research and instruction. In their efforts to implement RDS, libraries often respond to pressures originating outside the library, such as national or funder mandates for data management planning and data sharing. To provide effective support for researchers and instructors, though, libraries must be proactive and develop new services that look forward and yet accommodate the existing human, technological, and intellectual capital accumulated over the decades. Setting the stage for data curation in libraries means to create visionary approaches that supersede institutional differences while still accommodating diversity in implementation. How do academic libraries work towards that? This chapter will combine an historical overview of RDS thinking and implementations based on the existing literature with an empirical analysis of ARL libraries’ current RDS goals and activities. The latter is based on the study we conducted in 2015 that included a content analysis of North American research library web pages and interviews of library leaders and administrators of ARL libraries. Using historical and our own data, we will synthesize the current state of RDS implementation across ARL libraries. Further, we will examine the models of research data management maturity (see, for example, Qin, Crowston and Flynn, 2014) and discuss how such models compare to our own three-level classification of services and activities offered at libraries - basic, intermediate, and advanced. Our analysis will conclude with a set of recommendations for next steps, i.e., actions and resources that a library might consider to expand their RDS to the next maturity level. We described the requirements for maintaining ETD’s in repositories and how we could motivate authors to make their work open access and so that it will be available to interested people all over the world. A lot of repositories are available and many countries have well prepared ETD programs. In Germany all universities have an ETD-repository and we focus more and more on how to improve the visibility and attractiveness of these collections. The most important element is the relevance for the scholarly process. Increasingly a repository should be not only a collection, but a virtual environment—that is, an instrument to support scholars during their work. There are many possibilities, but an especially important point is the handling of research data. Research data are the starting point for every research project on the one hand, and on the other they are the result of any research. In the digital age we can not only store the data but also share them. This is why in recent years we speak not only about open access to scholarly publications but about open access to research data. In my paper I intend to describe to the present situation (at least in Germany) for using research data, the drivers and barriers in sharing research data and the consequences for the operators of repositories. In order to go more into the details, I will use results from the EU funded projects “SOAP – Study of Open Access Publishing” and “ODE – Opportunities Data Exchange”.

Segundo a literatura, países cujas economias dependem das exportações de commodities, como é o caso do Brasil, possuem um menor repasse de uma alta no preço das commodities sobre a inflação. Este menor repasse aos preços ocorre, uma vez que, o aumento do preço das commodities gera uma pressão de apreciação do câmbio local, que por consequência, alivia os efeitos sobre a inflação. Nesse contexto, o presente trabalho tem como propósito demonstrar os impactos dos choques nos preços internacionais das commodities na composição da inflação no Brasil, sua relação com o câmbio, bem como, as implicações desta relação para a condução da política monetária do Banco Central. Por meio da estimação de modelos de Vetores Auto Regressivos (VARs), comumente utilizado pelo Banco Central, foi estimado um modelo econométrico para verificar como as variações no Índice CRB (Commodity Research Bureau), principal índice de commodities mundial, e IC-Br (Índice de Commodities Brasil) - índice de commodities utilizado pelo Banco Central do Brasil, são repassados aos preços ao consumidor. Os resultados verificados a seguir mostram que, pela hipótese de choques de oferta, as flutuações dos preços das commodities possuem grande influência sobre a trajetória da inflação ao consumidor no país, embora em determinados períodos este impacto tenha sido amenizado possivelmente pela apreciação cambial. E, com base na literatura teórica e empírica, através dos resultados apresentados, buscar-se-á sugerir uma resposta de política monetária a estas variações de preços, comparativamente às respostas sugeridas pelos principais autores estudados.

Research data management (RDM) focuses on the organization and description of data, from its entry to the research cycle through to the dissemination and archiving of valuable results. RDM entails storage, security, preservation, compliance, quality, sharing and jurisdiction. In the academic world, RDM can support the research process by searching for relevant data, storing data, describing data and advising researchers on good RDM practice. This study focused on developing RDM services. The aim of the study was to establish the role Makerere University Library could play in developing RDM Services. A number of questions were formulated to guide the researcher in finding answers to the research questions. A literature review, based on the research sub-questions, was carried out. The review covered the concept of RDM, academic libraries and their RDM practices, various RDM services in academic libraries, RDM services that require sustainability and how current researchers, in general, manage their data. The research undertaken took a qualitative approach with a case study design. This was due to the need to gather in-depth and comprehensive views and experiences regarding RDM at Makerere University. A purposive sampling technique was used to identify researchers who are actively involved in managing research data at Makerere University. Data were collected using semi structured interviews, from eight participants; one from each college. The participants were selected because of their knowledge about RDM and semi-structured interviews were preferred due to their flexibility. An interview schedule was used as the data collection instrument. Data was transcribed into Microsoft Word for easy analysis. Findings that addressed the research question and sub-questions were presented and interpreted in chapter four and conclusions as well as recommendations were discussed in detail in chapter five of this research report. In summary it is possible to say that although researchers, from across the entire university, generate big volumes of research data it appears that researchers themselves manage, control and store their data making use of different removable devices. This is risky. So there is a need to develop RDM skills for all stakeholders. Thus, our objective is to develop a methodology utilizing state of the art integer optimization methods to exploit the discrete character of data mining problems. The thesis consists of two parts: The first part illustrates a mixed-integer optimization method for classification and regression that we call Classification and Regression via Integer Optimization (CRIO). CRIO separates data points in different polyhedral regions. In classification each region is assigned a class, while in regression each region has its own distinct regression coefficients. Computational experimentation with real data sets shows that CRIO is comparable to and often outperforms the current leading methods in classification and regression. The second part describes our cardinality-constrained quadratic mixed-integer optimization algorithm, used to solve subset selection in regression and portfolio selection in asset allocation. We take advantage of the special structures of these problems by implementing a combination of implicit branch-and-bound, Lemke's pivoting method, variable deletion and problem reformulation. Testing against popular heuristic methods and CPLEX 8.0's quadratic mixed-integer solver, we see that our tailored approach to these quadratic variable selection problems have significant advantages over simple heuristics and generalized solvers.<br>by Romy Shioda.<br>Ph.D.

In this paper, we analyze the credit risk model building of corporate and consumer banking business. To find out some significant factors which most powerfully explain the models, some statistical techniques are applied. We also compare and analyze the differences between these two major business practices. Due to the financial and moral problems, the corporate and consumer banking business encountered the financial meltdowns in 1997 and 2004, respectively. The government has spent a lot of time and resources to solve those problems such as:bad debt compromise mechanism, NPL account, M&A, sales tax adjustment, etc. Therefore, credit risk has become one of the highest priorities and most important issues within financial institutes. On the other hand, the financial supervisory commission of Taiwan, FSCEY (Financial Supervisory Commission Executive Yuan), announced that financial institutes must meet the requirements of Basel II Accord starting from 2007 in order to consolidate the risk management of financial institutes and to reach the international standards. The present regulations of risk management and Capital Adequacy Requirement are based on International Convergence of Capital Measurement and Capital Standards published by The Basel Committee on Banking Supervision in1988. Since economical environments changed, the old version needs to be updated. The Basel Committee on Banking Supervision issued the New Basel Capital Accord on 16th JAN 2001 Since new computer-based techniques can efficiently quantify and manipulate data information, it greatly raises the accuracy level of forecasis. Helping banks to make more efficient capital investment and utilization by risk control is the main idea and purpose of the new accord. Credit risk management is the most important part of the new Basel II Accord. Additionally, credit scoring is the most important part within credit risk management. Many well developed credit scoring models are based on solid theoretical and experimental practices. However, it’s another big issue to see if those models appropriately fit with the data from the Taiwaness financial markets. The new Basel II Accord suggests every financial institute uniquely build and design credit scoring mechanisms for each institute’s use, but not restricting to anyone Parameter framework or methodology of the scoring models.

Indiana University-Purdue University Indianapolis (IUPUI)<br>Identifying spatial and temporal patterns of disease occurrence by mapping the residential locations of affected people can provide information that informs response by public health practitioners and improves understanding in epidemiological research. A common method of locating patients at the individual level is geocoding residential addresses stored in electronic medical records (EMRs) using address matching procedures in a geographic information system (GIS). While the process of geocoding is becoming more common in public health studies, few researchers take the time to examine the effects of using different address databases on match rate and positional accuracy of the geocoded results. This research examined and compared accuracy and match rate resulting from four commonly-used geocoding databases applied to sample of 59,341 subjects residing in and around Marion County/ Indianapolis, IN. The results are intended to inform researchers on the benefits and downsides to their selection of a database to geocode patient addresses in EMRs.

Those two basic methods are not functioned well in late historical (contemporary) archaeology, because time period was too short to form well-deposit stratification and also too much disturbance in stratification. The built of world trade system make the fast transit of materials, cultures and styles, and the transition made difficult for categorize materials and styles in typology. As the reasons above, we have to apply different method to solve dating issues. In this research, the author uses the raw materials to determine the dating of architecture and stratification. Taipei Machinery Bureau located in center Taipei, was built by Qing Government in 1885 and took over by Japanese in 1895. This bureau contained three different land usages in one plant area, administrative area, dormitory area and arsenal area. In Qing period, this arsenal present as the original point of modernism made gunpowder, guns and cannons. Japanese use the bureau buildings as rail maintainess factories continually. In the period of factory operation, Japanese had some modifications to the factories. After 1930’s, the Japanese Government moved the rail maintainess factories to another area and rebuilt the building as dormitory in this area. This also changed the landscape in close area. Although the landscape changed on the ground, but the old landscape be preserved by archaeological context underground as a site. Those “ old” landscape preserved lots of building structure. The basic raw material of those structures was bricks. This research tries to combine archaeological context and some other related research, to build the chronology of those bricks in different stratifications, structures and styles. This research also wants to establish conversation between archaeology and other disciplines. For example, the dating and manufacturer of “two scratches bricks”. Furthermore, the author wants to propose some ideas about the preservation issues of contemporary culture heritage.

According to the report of 105-year water storage facility operation statistics by the Water Resources Department in Taiwan, it points out water consumption increased and reservoir capacity decreased in Taiwan. In this report, the highest water consumption is agricultural irrigation, and traditional irrigation will lead to water loss. This thesis proposes an irrigation strategy that uses the Bayesian network and the weather forecast to predict the rain event. According to the state of the rain event and rainfall to make an irrigation decision. This irrigation decision will achieve water saving and avoiding rotten roots.

As such, indicators used to measure performance must be appropriate and effective. The current approach of the Kaohsiung Harbor Bureau (KHB) to performance measurement emphasizes financial and operational indices. However, the focus on only these two metrics is inadequate. Today’s highly competitive commercial environment makes it essential to incorporate measures of port customer satisfaction and organizational learning as well in order to generate operating measurement results that are forward-looking and adequately comprehensive. Taking the Port of Kaohsiung as its subject and using the four dimensions of the Balanced Scorecard (BSC) as a development framework, this study reviewed pertinent academic research results, state-run enterprise evaluation regulations, and the opinions of KHB executives to identify impact factors and criteria most suited to assessing port operating performance. Also, thirty executive level managers from four domestic Harbor Bureaus completed a comparative importance questionnaire. Questionnaire data were subjected to the Analytic Hierarch Process (AHP), which identified the relative weights of the various dimensions, factors and criteria. Study findings were then compared against current KHB work performance evaluation items to identify differences. Finally, the authors developed a forward-looking assessment model that the KHB may reference / use when adjusting or revising the current approach to performance measurement. In terms of the relative importance of the four BSC dimensions, this study found the most important to be the customer dimension, followed, respectively, by financial, internal process and innovation & learning dimensions. In terms of impact factors, shipping company satisfaction and shipping company loyalty ranked as most important. In terms of criteria, return on total assets (ROTA) was most important. Based on findings, the authors recommend that, in future performance evaluation mechanism review work, the KHB adopt the dimensions, impact factors and criteria and relative importance weightings validated in this research study in order to reduce the relative importance of financial and internal process dimensions and increase the relative importance of customer and innovation & learning dimensions in current operating result measures, and thus ultimately make measures more rational, objective and effective.

The financial crisis of The National Health Insurance appeared due to the aging of population, and increasingly expensive medical appliances, the increase in the fees of medical treatment. It is difficult to adjust the rating of health insurance. The financial situation and budget is critical in the local government. The income of insurance payment is getting lower and lower. The waste of medical resources makes the situation worse. In this research, we exploit the effective and practical methods in forecasting and prediction theories or tools. We use the actual data of financial revenue and expenditure of Northern Branch, Bureau of National Health Insurance. We try to establish the forecasting model of financial revenue and expenditure of health insurance. It could provide a consultation of financial revenue and expenditure forecasting of Northern Branch, Bureau of National Health Insurance.

After we designed and carried on the analysis using Tableau, we discussed with public business department to meets the demand. This research object is the public Affairs Bureau relevance research project, we applied Tableau in “the all the universities distribution status on Taiwan map”, “CHUNG HUA University graduate 103 year alumnus questionnaire survey”, “CHUNG HUA University 104i various departments salary”, “the region map and the Ministry of Education alumnus investigates the material salary with study with the dropping variance vision”, “the 104i salary for the alumnus in all the universities ”, “the Taiwan map and the industrial work opportunity”. In all the cases, not all the visual dashboard analysis graphs met the demands of the public Affairs Bureau. Because they hope to realize the demands of every area in Taiwan by salary and work industry, the table and graph can be useful to them.

The high-tech crime has the characters of high concealment, without borders and untraceable, which causes the low rated case breaking of the detection institution. Facing the oncoming of the high-tech era, the detection institution also must adopt the forward-looking steps of “use the strength of high-tech., to guard against the high-tech crime”, upgrade the high tech. detection skills and the accelerate training of the high-tech detection personals. And this will be the most important task to fight with the crime in the future. Only unceasingly impel and carry out the high-tech detection jobs can promote the police's overall crime detection skills, then can maintain the public security of Taiwan’s scientific and technologic territories. It will obviously strengthen the necessity of the high-tech crime detection capabilities judging from the above. This thesis is referenced by the information of the investigation capabilities about the more advanced high-tech crime from other countries, to analyze and discuss the investigation capabilities of our country. Meanwhile, gathering and analyzing the domestic cybercrime cases from 2004 to 2008 by the method of Content Analysis to sort and sum up the present situation and trend of cybercrime in our country. Then make two rounds of questionnaire survey about the investigation capabilities by the Delphi method toward experts: V adjust the second questionnaire survey by the respond of the first round experts. Finally, develop the evaluation form of “The High-Tech Crime Detection Capabilities” to measure the capabilities of the investigation to the high-tech crime. By proposing the study results and suggestions through the opinions and planning of the experts, it is expected to promote high-tech crime detection capabilities in the nearest future.

While data constructs information, if there exists any missing part in data, it will mislead decision maker to the wrong direction and cause wrong decision. This study focuses on the influences of data missing and applying data mining techniques to compensate the missing data and leverage the value of data source. The missing data can be categorized into classification type and continuous type. Back-Propagation Neural Network, Decision Tree, Rough Set Theory, Support Vector Machine, and Regression Analysis can be applied on classification data to predict the missing data; Back-Propagation Neural Network and Regression Analysis can be used for continuous data. The experimental result shows, the best methodology to apply for classification data is Decision Tree, and Back-Propagation Neural Network is also acceptable; Back-Propagation Neural Network is better than Regression Analysis for Continuous data.

One of those Dig Data is called the longitudinal medical claims data. In usual, medical claims data are hold by patients themselves or health insurance companies, but there is a difference in Taiwan. The National Health Insurance (NHI) Administration of Taiwan was established since March 1995; in other words, NHI manages over 99% medical claims data of citizens in past 18 years. All those data are stored in the National Health Insurance Research Database (NHIRD), which becomes an important data source of Evidence-based medicine (EBM) studies. According to statistics, more and more studies are based on the NHIRD. Due to the information overload and lack of domain-specific analysis tools of NHIRD, it is hard for researchers to extract valuable information from the database without learning any Structured Query Language (SQL). To improve the qualities and efficiencies of NHIRD related researches, this study aims to design a friendly and reusable web-based user interface, which allows users to interact with NHIRD directly without any prerequisite. The user interface is built on Ruby on Rails web framework and running on Ruby for cross platform compatibility. It runs with the data of Longitudinal Health Insurance Database 2005 under PostgreSQL in production mode. We present a flexible web interface that users can easily query database and do elementary analysis without programming expertise. It also dynamically draws statistical charts and calculates estimate number of total entries for every query result. Furthermore, it provides several pre-built query conditions for variety purposes and generates the download link of result data set, which can be used to do advanced analysis. It greatly simplifies the data access of NHIRD and assist associated studies more effectively.

This result can setup the Strategy Map and their performance. The method of Balanced Scorecard is based on the four perspectives to design the questionary. The questionary was provided for the staff of Environmental Protection Bureau to understand staff’s expectation,management performance,customer service and training. After this result was discussed with the commissioners of Environmental Protection Bureau, we provide some proposals to improve their shortcomings. The result of Balanced Scorecard research found that the staff’s emphasis degrees for the four perspectives were arranged in the below:1.The financial perspective includes seven tactics.2.The customer perspective includes nine tactics.3.The internal process perspective includes nine tactics.4.The learning and growth perspective includes twelve tactics. The conclusion total includes four purposes and thirty seven tactics. This result revealed the staffs define the Environmental Protection Bureau as traditional public organization. They care the government support more than customer’s satisfaction. For satisfaction of polices,people in Hsinchu satisfy their environment but they are discontent with noise and air pollution. If Environmental Protection Bureau can decrease the effect of noise and air pollution, the satisfaction of people will be obviously improved. The other worthy noticeable thing is the service response time.The fifty five percent people indicate their unsatisfactory service response time.Therefore improvement of the service response time and efficiency are very importance for Environmental Protection Bureau.

It is extremely getting big challenge and unforeseen before for female getting the firefighting duty with men. The purpose on this research is to realize female firefighters’ adaptability and influence of organization adjusting on female who is one of member at firefighting branch. Get conclusion as below via interview: 1. The room in branch should be divided into male and female room, so is the room for drying cloth. 2. Lunch regular training, case sharing and increase stamina, experience for demand of rescue and safety. 3. Personal equipment fitting or not influence members’ dexterity and safety on rescue. 4. The members of branch agree with gender equalization .Male members would actively help female member who is suffering problem. 5. Female joining the branch make atmosphere more harmonious. 6. There is different aspect of proportion both female and male, but it is getting impact if proportion of female gets higher further. 7. The duty assignment reaches agreement via negotiation by each expertise and characterization no matter gender is. 8. Male and female members adapt each other well and male members would take care of their own behavior much more. 9. Female firefighters would implement the duty and affair well at branch. Only the females would be affected in the event of period. 10. The mechanism of the leaves without duty is not good enough so that it would affect interaction with family and interpersonal relationship. Eventually, this research would provide some advice on practical firefighting work to the follow-up researchers. The foundation of which is to have precise objective, and the working must be practical. The Book of History once mentioned: “The people are the foundation of the nation. If the foundation is sturdy, the nation will be stable”. That is why the administration policies of the government shall follow people’s desire. Accordingly, developing government public relations should start from establishing excellent relationships with people. The so-called “it shall pacify the domestic affairs first before suppressing the turmoil abroad” has further proved that the interior relations is the source to establishing public relations. Therefore, if one wishes to strengthen up government public relations, it should start from inside the departments and the mutual interaction of people. The police department is one of the government organizations. It is a law enforcement agency that emphasizes on carrying out ethics and disciplines. The value inclination of the organization is often mission-oriented. Occasionally, law enforcement style and decision-making would be made with less humane consideration, which would result in the hard promotion of police public relations. In order to achieve the performance requirement and departmental goals or personal value system, the officers (supervisors) would strongly request their subordinates to achieve the working standard already set. Additionally, if the cognition of subordinates showed any difference, the relationship of the organization members will present an opposing situation. In the long run, it would cause aloof relations between the supervisor and the police or between the organization and its members. As for police-community relations, the police must interfere, ban, restrain, or even arrest those who breach the law based on duty. This gives some people negative impressions on the policemen, and makes it hard to maintain police-community relations. In order to correct such defects, this study has applied recorded document investigations, secondary data analysis and in-depth interviews, etc, to find out the problems that affect the interior of the police department and police-community relation. It has strategically used all kinds of effective actions to communicate the concepts among different ranks of the police department. To fill up the gaps between the officer and the subordinates, and to strengthen up the agglomeration inside the department, hoping to establish a mutual connected body of the police team. Based on the team cooperation, the police should work hard together to establish good mutual interaction with the people. Letting people understand and know more about the police, and to build up a good image in the heart of the people so as to win their trust and support. Further, to create a safe social environment together.
