Abstract:

Abstract:
Does human rights law require countries to investigate serious crimes and bring those responsible to justice? And if so, how far must a country go to satisfy this requirement? This case concerns the murder of Norbert Zongo, an investigative journalist and director of the weekly Burkinabe magazine L'Indpéndenant, his younger brother Ernest Zongo, and two work companions. All four were killed in Burkina Faso on December 13, 1998, in suspicious circumstances. The case was brought by the families of Zongo and his colleagues (Individual Applicants) and the NGO Burkinabé Human and Peoples' Rights Movement (NGO Applicant, together the Applicants). The Applicants alleged that the murders of Zongo and his colleagues were not a random act of violence, but were instead related to their investigations into various political scandals, including those operating at the very highest levels of Burkinabe government. The Applicants claimed that Burkina Faso officials had not only failed to properly investigate the case, but also deliberately stymied the investigation, leading to a failure to bring those responsible for the deaths to justice. The judgment, rendered on March 28, 2014, is only the second judgment to be rendered on the merits by the African Court on Human and Peoples' Rights (the Court). The Court ruled unanimously that Burkina Faso had violated Article 1 and Article 7 of the African Charter on Human and Peoples' Rights. By a majority of 5 to 4, the Court also found that Burkina Faso had violated Article 9(2) of the African Charter on Human and Peoples' Rights and Article 66(2)(c) of the Revised Economic Community of West African States (ECOWAS) Treaty. Following the judgment on the merits, the Court rendered its reparations judgment, also included here. This is only the second reparations judgment rendered by the Court, and the first to award reparations to the victims.

Abstract:
Burkina Faso currently has no diplomatic relationship whatsoever with the People's Republic of China. Engaged in cooperation with Taiwan since 1994, it is one of only three African countries not a part of the Forum on China–Africa Cooperation. This unusual situation has produced a unique manifestation of the Chinese presence in Burkina Faso, where the estimated 600 Chinese migrants are primarily private entrepreneurs. This phenomenon of “globalization from below” – or, this migration of entrepreneurs that transcends the absence of diplomatic relations – creates new intimate social relations between the Burkinabe and Chinese people who come into contact with each other. Far from simply turning Chinese and Burkinabe into economic competitors, these relations have also led to the emergence of many forms of interpersonal and business cooperation. In this paper, I therefore demonstrate how Sino-African cooperation from below has developed in Burkina Faso, which stands in radical contrast to the latter's cooperation with Taiwan, which takes place almost exclusively on a broader state-to-state level. The empirical evidence of this study is drawn from field survey interviews and observations of both Chinese and Burkinabe entrepreneurs in Burkina Faso between 2010 and 2011.

The significant number of involuntary returns of labor migrants to Burkina Faso is a relatively neglected aspect of the armed conflict in Côte d’Ivoire. Between 500,000 and 1 million Burkinabe migrants were forced to leave Côte d’Ivoire between 2000 and 2007, placing tremendous pressure on local communities in Burkina Faso to receive and integrate these mass arrivals, and causing those returning labor migrants an acute sense of displacement. Th is article analyzes the experiences of displacement and resettlement in the context of the Ivorian crisis and explores the dialectics of displacement and emplacement in the lives of involuntary labor migrant returnees; their young adult children; and Burkinabe recruits returning aft er their service in the Forces Nouvelles rebel forces in Côte d’Ivoire.

From a field study, part of which consists of consumer surveys of fruit juices "hand in hand", we make an overview of the market of juices and sweets in Burkina Faso, its characteristics (to take into account by a newcomer), and in particular we build the consumer profile (characteristics, preferences, loyalty), in order to give tips to optimize any marketing strategy. We found that consumers in Burkina Faso say they prefer natural beverages to industrial drinks, while they buy them massively (because they are cheaper and more available). Particularly sweet food supplements, they cause certain health risks that the consumer neglects. As it is a very fast-growing market, it makes enormous opportunities for the manufacture and distribution of new products. But beware, the Burkinabe consumer is very loyal to his/her brands, and to succeed, the marketing mix should be adapted to the characteristics of Burkina Faso.

Abstract:
This article analyses recent political developments in Burkina Faso, particularly the failed coup d'état in September 2015. The coup was led by the former president's security forces (RSP), comprised of 1,300 heavily equipped and well-trained soldiers. The RSP took the president and government hostage and declared the coup d'état. The coup was condemned by most Burkinabe, civil society organisations, trade unions, and political parties, as well as by the international community. Across the country, people mobilised in popular resistance and civil disobedience. RSP soldiers patrolled and shot live rounds into neighbourhoods, while residents built barricades. Resistance mounted in Ouagadougou and elsewhere in the country, and after a few days it became clear that the coup would fail. In this article, I describe the courage and determination of the Burkinabe people in the face of the coupists and thereby show that popular resistance and revolutionary struggle are part and parcel of Burkinabe political culture. In conclusion, I discuss the prospects for a veritable democratic breakthrough in Burkina Faso.

The purpose of this paper is to investigate the attractiveness of the popular events in Burkina Faso such as the national championship of football. In the West African context in general, and particularly in Burkina Faso, there are some challenges in the national Championship of football and this study concern is to bring out some solutions to the football issues in the Burkinabe context. There are two (2) approaches in this study. The first approach is a qualitative one. The second approach is a quantitative one. Qualitative data is collected by the mean of a digital recorder through semi-structured interviews and transcribed by hand. Quantitative data is collected by the means of a questionnaire and data is analyzed using Sphinx IQ2. The results show that the Burkinabe national championship attractiveness is strongly related to the biocenosis attractiveness, the biotope attractiveness, the media choice and the media impact.

Abstract:
Introduction: Burkina Faso is a landlocked West African country, where livelihoods are heavily dependent on subsistence agriculture, and the humanitarian crisis has increased the populations’ vulnerability to malnutrition. Aim: This article presents an update of the food and nutrition situation. Methodology: Documents from government surveys and reports, peer-reviewed articles and other reliable sources were retrieved and analyzed. Results: According to the 2019 National Nutrition Survey, 25.4% of children under 5 years old are stunted and 8.1% are wasted. These rates exceed the WHO critical thresholds suggesting that child malnutrition is still a public health problem in Burkina although trend analysis suggests continuous improvement over the past ten years. Childhood overweight fluctuates between 1% and 2% while childhood obesity remains below 1% since 2014. Poor infant and young child feeding (IYCF) practices are key drivers of child stunting. In fact, 59% of infants are exclusively breastfed while only 17% of 6 – 23-month children receive a minimally acceptable diet. Children and pregnant and lactating women are deeply affected by micronutrient deficiencies including vitamin A and iron. Adult overweight is on the rise and high blood pressure and diabetes levels have reached 18% and 5% respectively in adults aged 25 to 64 years with huge disparities between men and women. Conclusion: While the country had made important progress in reducing child malnutrition, it is still facing a double burden of malnutrition namely undernutrition comprised of stunting, wasting and micronutrient deficiencies and overweight/obesity, hence the need to embrace a double duty approach to policy response to simultaneously reduce both undernutrition and overweight/obesity. Abstract:
AbstractThis case study analyzes how the government of Burkina Faso tried to rhetorically and practically integrate migrants who returned to the country in the wake of the Ivorian civil war in 2002. Their experience of migration and displacement has shaped these migrants’ political subjectivity but not led to the creation of a separate group identity. In Burkina Faso, however, these so-calledrapatriéswere seen as a homogeneous group and either treated as needy victims of persecution, or, following the current international discourse on migration and development, as particularly enterprising individuals. In describing different political subjectivities amongst the displaced in their interaction with local authorities in the town of Batié in combination with efforts of the administration to implement particular development goals, the article also reflects on Geschiere’s argument, that decentralization and the resulting decline in state power fuels autochthony claims. In the Burkinabe case it is not the absence of the state, but rather its entanglement with local actors that heightens ethnic tensions.

Abstract:
This study addresses the issue of military violence affecting security in Burkina Faso and its implications in the West African geopolitics. Studies on the political and economic history of this country and surveys on recent proceedings in Burkina reveal that in this country, the security front has for several years been marked by state violence. For nearly half a century (1966- 2014), the military have seized state power and used the regular army of the country at the expense of the people and also towards destabilizing neighboring countries. With the just-ended political transition, the advent of a civil regime in this country in November 2015 could be a driver of peace and security at the national and regional levels only if the ruling Burkinabe authorities embark on institutional reforms that will pave the way to participatory democracy, and if public action is channeled as a matter of priority into human development.

Abstract:
Sexually Transmitted Infections (STIs) still raise serious concerns for adolescents’ sexual health in west-African developing countries. To this extent, promoting contraception use among sexually active adolescents is a major key to addressing this problem. Yet, the rate of contraception use by adolescents remains surprisingly low in these countries. Using the Demographic Health Survey of Burkina Faso (2014) and Nigeria (2013), this paper examines the influence of school education on contraception use among sexually active male and female adolescents aged 15-19 in Burkina Faso and Nigeria. The standard estimates using Probit regressions suggest that achieving a primary school education increases the probability of a sexually active adolescent to use contraception by 8.26 percentage points (Burkina Faso) and 17.2 percentage points (Nigeria). This effect increases to 20.3 percentage points (Burkina Faso) and 34.7 percentage points (Nigeria) for adolescents with a secondary or higher school education. However, these baseline estimates are biased because adolescents’ decision to engage into sexual activity is not random. In light of this, a Heckman Correction Model (HCM) has been applied to account for this selection bias. The results show that the Probit regressions underestimate the effect of education on adolescents’ likelihood to use contraception in Burkina Faso and overestimate this effect in Nigeria. In fact, compared to adolescents with no school education, HCM estimates show that adolescents with primary and secondary (or higher) school education have respectively 10.2 and 24.4 percentage points more in the use of contraception in Burkina Faso and 15.1 and 34 percentage points in Nigeria. Together, these results suggest that the exposure to school education increases contraception use among the adolescents in both Burkina Faso and Nigeria.

Abstract:
AbstractThe attention paid to the security threats hanging over Burkina Faso, while legitimate, has overshadowed the underlying transformations in Islamic associational life since the fall of President Blaise Compaoré in October 2014. This major political upheaval had a significant impact on the participation of Muslims in socio-political debates, the relations between generations and, more widely, the bases upon which religious authority is claimed. This article analyses the competition for religious leadership between Islamic actors in the public sphere in Burkina Faso by focusing mainly on francophone ‘Muslim intellectuals’. First, the study shows the gap between the gerontocracy at the helm of the main Islamic associations and the Burkinabe youth, which widened throughout the 1990s and 2000s and came strongly to the fore after the popular uprising of October 2014. Second, taking advantage of the space left vacant by traditional community leaders during the transition process, some young francophone ‘Muslim intellectuals’ actively sought to portray themselves as the vehicles of a ‘civil Islam’ and strove to promote new forms of civic engagement through religion. Other Muslim organizations have also tried to take advantage of the new political context to strengthen their presence in the socio-political arena.

Abstract:
This paper examines the socio-demographic and economic factors affecting tobacco consumption in a developing country like Burkina Faso compared to a developed country like Canada. Using nationally representative data from the 2016 round of Burkina Faso’s Demographic and Health Survey (DHS) and the Canadian Community Health Survey (CCHS) 2015-2016, we estimated multivariate fixed effects models to identify the social and economic factors associated with tobacco consumption in these countries. We find evidence that age has an inverted U-shaped positive effect on cigarettes consumption in both countries with a peak at 24-35 years old in Burkina Faso and a peak at 40-54 years old in Canada. Second, being single increases the consumption of cigarettes while education and employment reduce cigarettes consumption in both countries. The gender gap in tobacco consumption between men and women is larger in Burkina Faso (5.021 cigarettes) compared to Canada (1.45 cigarettes). Third, while income have a negative impact on cigarettes consumption in Canada, it displays a U-shape effect in Burkina Faso. Hence, the social and economic context should be considered by the international organization while addressing the issue of smoking in developed and developing countries.

In Burkina Faso, women make up nearly 52% of the population, but they account for less than 20% of business start-ups. This paper seeks to identify factors that explain the entrepreneurial intent of Burkinabe women. It is based on socio-cognitive career theory and a quantitative approach involving a sample of 935 women. The results of the multinomial logistic regression show that five variables (perception of skills, fear of failure, education level, household size and household income level) explain womens intention to start a business with as a reference modality (1: having the intention). The main contribution is of a methodological nature, and through the choice of reference modalities allows for greater precision on the influence of the variables and the categories or sub-groups of women influenced.

From reports and analyses we must recognize that despite the existence of a national legal framing, the present management of the electronic archives in the majority of the organizations producers of public data in Burkina does not find its foundations in the main texts governing electronic archiving. In the practice it is more question of empirical storing without formalized procedures, than an archiving in the full sense of the term. However, it is right to notice that a certain number of structures integrate the question of the management of the electronic documents as priority in the frame of the good governance.

ABSTRACT Aim Dental surgeons must be aware of the most appropriate endodontic treatments and how to properly conduct them. The aim of this study was to evaluate the knowledge of dental surgeons in Burkina Faso in terms of endodontic treatment procedures. Materials and methods This descriptive, cross-sectional study was performed during the regular annual conference of the National Board of Dental Surgeons of Burkina Faso, held on February 27 and 28, 2015 in Ouagadougou, through a questionnaire. Results A total of 33 practitioners took part (52.4% of the dental surgeons of Burkina Faso) in the study. The majority of them (90.9%) used sodium hypochlorite as their preferred irrigation solution. Nearly half of the dental surgeons (48.5%) did not know how to use a permeabilization file, and most did not make use of nickel–titanium (NiTi) mechanized instruments (78.8%) or rubber dams (93.9%). Approximately two-thirds of participants did not perform file-in-place radiography (66.7%) or control radiography of the canal obturation (63.6%). The adjusted single-cone technique was the most commonly used (87.9%). Conclusion This study highlights that the majority of dental surgeons in Burkina Faso are not using the currently recommended endodontic procedures to perform obturations. Clinical significance Dental surgeons in Burkina Faso must commit to regularly upgrading their knowledge and techniques. Abstract:
ObjectiveDespite the huge financial investment in the free maternal healthcare policy (FMHCP) by the Governments of Ghana and Burkina Faso, no study has quantified the impact of FMHCP on the relative reduction in neonatal and infant mortality rates using a more rigorous matching procedure with the difference in differences (DID) analysis. This study used several rounds of publicly available population-based complex survey data to determine the impact of FMHCP on neonatal and infant mortality rates in these two countries.DesignA quasi-experimental study to evaluate the FMHCP implemented in Burkina Faso and Ghana between 2007 and 2014.SettingDemographic and health surveys and maternal health surveys conducted between 2000 and 2014 in Ghana, Burkina Faso, Nigeria and Zambia.ParticipantsChildren born 5 years preceding the survey in Ghana, Burkina Faso, Nigeria and Zambia.Primary outcome measuresNeonatal and infant mortality rates.ResultsThe Propensity Score Kernel Matching coupled with DID analysis with modified Poisson showed that the FMHCP was associated with a 45% reduction in the risk of neonatal mortality rate in Ghana and Burkina Faso compared with Nigeria and Zambia (adjusted relative risk (aRR)=0.55, 95% CI: 0.40 to 0.76, p<0.001). In addition, infant mortality rate has reduced significantly in both Ghana and Burkina Faso by approximately 54% after full implementation of FMHCP compared with Nigeria and Zambia (aRR=0.46, 95% CI: 0.36 to 0.59, p<0.001).ConclusionThe FMHCP had a significant impact and still remains relevant in achieving Sustainable Development Goal 3 and could provide lessons for other sub-Saharan countries in the design and implementation of a similar policy.

Abstract:
This article aims to analyze the determinants of the performance of development projects in developing countries in general and in particular in the Burkinabé context. This involves identifying the internal and external factors that explain the performance of development projects in the Burkinabé context. The methodology used is essentially based on the hypothetico-deductive approach which led to the definition of a sample of 44 respondents on the quantitative aspect of the study. The results of the study show that two explanatory variables positively and significantly influence the performance of development projects in Burkina Faso. This concerns in particular the technical organization of projects and the environment or the project intervention area. Notwithstanding these results, recommendations are formulated for more efficiency in the implementation of development projects. Abstract:
In spite of enormous climatic differences between Burkina Faso and Germany, 20 species belong to the spontaneous flora of both countries, i.e. 1% of the flora of Burkina Faso and 0.15 % of the German flora. All of them are either ruderal and segetal species (16) or water and reed plants (4). All of the 16 ruderals/segetals are therophytes. From a recent point of view, most of the 20 species can be classified as cosmopolitan, because they cover three and more floristic zones, and/or at least three climatic zones, and/or are represented in at least three continents. Although Burkina Faso has a semi-arid climate, none of the species can be called a sclero- or xerophyte. Therefore, in Burkina Faso, all are more or less bound to habitats at least temporarily flooded or to humid soils. In Germany, however, the concerned ruderals, with one exception, are indicators of medium dry or dry habitats.

Abstract:
The main purpose of this paper is to examine the factors of performance in the development projects of the very poor countries in general and in particular in the context of Burkina Faso. It is about the identification of the internal and external factors that explain the level of mid-term performance of the development projects. The methodology is focused on a quantitative approach with a limited sample of 35 respondents due to some professional and technical problems. The research results show, first, that there are two internal factors to project management namely the planning variable and the Human resources management variable that positively and significantly influence mid-term performance of development projects in Burkina Faso. Second, with con identified external factors, the variable environment or area of project intervention influences positively and significantly the mid-term performance of development projects in Burkina Faso. The recommendation is that these factors should be considered by development project managers and governmental authorities. Abstract:

Abstract:
The continuous degradation of agroecosystems is a major concern for Sub-Saharan African countries, particularly Burkina Faso. To fight against this problem, various research projects and programs have implemented Soil and Water Conservation practices (SWC) in Northern Burkina Faso. The objective of this study was to assess the economic performance of stone rows, grass strips, zaï, filtering dikes, half-moons and agroforestry on agricultural production in this part of Burkina Faso. Stochastic Frontier Analysis was used to estimate SWC’s technical efficiency. Results indicated that the cost for SWC construction did not influence white sorghum and pearl millet yield. However, an increase of 1% in the investment for SWC implementation results in a 0.42% increase in groundnut yield and 0.19% in cowpea yield. Although, the half-moon technique had a positive effect on the farmer’s technical efficiency, the effects of stone rows, filtering dikes, zaï and grass strips were not significant. Given the tremendous efforts that farmers develop to implement these anti-erosion practices, one recommendation is that policy makers strengthen the technical, financial and equipment supports to farmers for efficient implementation of SWC techniques to ensure sustainability of agricultural production systems in Northern Burkina Faso.

Abstract:

Abstract:
Abstract Background The world has high hopes of vaccination against COVID-19 to protect the population, boost economies and return to normal life. Vaccination programmes are being rolled out in high income countries, but the pandemic continues to progress in many low-and middle-income countries (LMICs) despite implementation of strict hygiene measures. We aim to present a comprehensive research protocol that will generate epidemiological, sociological and anthropological data about the COVID-19 epidemic in Burkina Faso, a landlocked country in West Africa with scarce resources. Methods We will perform a multidisciplinary research using mixed methods in the two main cities in Burkina Faso (Ouagadougou and Bobo-Dioulasso). Data will be collected in the general population and in COVID-19 patients, caregivers and health care professionals in reference care centers: (i) to determine cumulative incidence of SARS-CoV-2 infection in the Burkinabe population using blood samples collected from randomly selected households according to the WHO-recommended protocol; (ii) develop a score to predict severe complications of COVID-19 in persons infected with SARS-CoV-2 using retrospective and prospective data; (iii) perform semi-structured interviews and direct observation on site, to describe and analyze the healthcare pathways and experiences of patients with COVID-19 attending reference care centers, and to identify the perceptions, acceptability and application of preventive strategies among the population. Discussion This study will generate comprehensive data that will contribute to improving COVID-19 response strategies in Burkina Faso. The lessons learned from the management of this epidemic may serve as examples to the country authorities to better design preventive strategies in the case of future epidemics or pandemics. The protocol was approved by the Ministry for Health (N° 2020-00952/MS/CAB/INSP/CM) and the Health Research Ethics Committee in Burkina Faso (N° 2020-8-140).

Abstract:
In light of widespread concern about the security crisis and protracted public sector pay disputes, the government resigned in January 2019. The new government, installed with a mission to combat the security crisis with more vigor, remains under tremendous pressure. Growth in 2018 remained resilient as a bumper harvest more than compensated for a decline in non-agricultural GDP growth. Inflation remained subdued, and the overall fiscal deficit declined below 5 percent of GDP, though essentially at the cost of lower public investment. Given difficulties in moving ahead with a constitutional reform, the authorities are now focusing on a two-stage strategy to contain the wage bill. First, in the near term, transitional measures will be implemented and the outlook for the wage bill would remain in line with the understandings reached at the first review. Second, in the meanwhile, the authorities will continue exploring politically feasible ways to adopt their reform package. The main risks to the program stem from heightened security risks and further labor disputes.
