Abstract:
Information on the existence and resources of African libraries and archives is scanty at best, and the scene changes quickly. No one has attempted to assemble a list for researchers of such institutions and resources in Burundi since 1974, when Daniel Nyambariza provided a list of documentation and research centers and other adresses intéressantes as a preface to his bibliography. No doubt once a very useful list, much of Nyambariza's information is now obsolete. The present report, based on my experiences conducting urban, social history research in Bujumbura in 1984/85, is intended to provide specific information on gaining access to and the availability of documentary sources in Burundi. Private and public libraries and archival locations are included.I have tried to describe Burundi's archival situation from my own experiences as well as from printed information, not all of which I was able to verify. Although there probably exists some small area of duplication between the colonial records held in Brussels at the Archives Africaines and those to be found in Burundi, most of Burundi's archives--particularly low-level, local governmental records--can be assumed to be unique. Although most printed sources are usually more readily available in European or American libraries, I have assumed that a descriptive list of libraries would be an aid to other researchers and have tried to indicate rare and/or locally–generated publications and documents. At the close I have also assembled a list of other potential research locations which I did not visit personally owing to time constraints and the scope of my research.

Abstract:
The quality of education and training children receive today will significantly impact their development into adulthood and their impact on society (Kibwiki & Semana, 2001). Burundi, Africa is the second poorest country in the world and has a turbulent history laced with economic, political, and cultural challenges (Headrick, 2016). With more than half the population under the age of 18, educating the youth of Burundi is paramount to bringing about change in the country. The purpose of this qualitative study was to understand the needs of primary school teachers, administrators, afterschool program educators and their students; and to determine if a 4-H Youth Development school gardening program was a viable methodology to meet their needs. The desire of local partners to empower Burundian youth and the fact that empowerment is a fundamental principle of the 4-H methodology led to the selection of Empowerment Theory as the conceptual framework for this study. A needs assessment using focus groups was conducted with 34 primary school teachers, administrators, and afterschool staff in two rural communities in Burundi. Findings indicated that poverty and hunger were the primary barriers to quality education and climbing out of poverty. School educators also reported a need for professional development to better provide quality education for youth. Based on the outcomes of the focus groups, the researchers recommend that the 4-H Youth Development school gardening program is implemented in rural Burundi using Empowerment Theory as a framework to address the needs of educators and youth.

Abstract:
L'historiographie du Burundi est le fruit d'une confrontation entre deux cultures, celle de l'oral et celle de l'écrit. D'un côté, les Burundais ont développé un mode de connaissance du passé centré autour de traditions et de légendes mettant en scène la royauté et la société. De l'autre, les Européens, missionnaires et colonisateurs, se sont inspirés de ce matériau local pour écrire une histoire du Burundi, au service de leurs projets et largement imprégnée d'idéologies raciales. L'institutionnalisation de l'ethnie avec la colonisation et les discriminations qui en découlent ont remis en question l'équilibre de la communauté nationale, au point que le pays souffre depuis son indépendance de violences extrêmes et endémiques. L'immense entreprise méthodologique initiée par les scientifiques à partir des années 1960 a ouvert la voie à une connaissance renouvelée du passé du Burundi. Pour autant, les théories raciales construites dans le sillage de la colonisation font partie du discours général sur ce pays, et alimentent les postures partisanes des hommes de pouvoir et d'une partie de la population. Le passé est ainsi appelé pour justifier les massacres et absoudre les vengeances. L'ethnie est devenue un prétexte et un outil de captation du pouvoir. Dans ce contexte, les mémoires s'affrontent et s'enferment, hésitent entre revendication et résignation. L 'écriture de l'histoire est pourtant l'occasion de débats et de questionnements qui s'appuient sur les mémoires pour consigner le passé tel qu'il est. L'enjeu des historiens du Burundi est désormais de parvenir à conjuguer les exigences scientifiques qu'impose leur métier avec le sondage de mémoires multiples.

Abstract:
This is the history of a turbulent borderland in a time of transition. Colonialism redefined the meaning of borders in Burundi, and in the traumatic shift from colonial rule to Independence it became dangerous to live on the frontier. Responding to Newbury’s plea to ‘bring the peasant back in’ to the written history of the Great Lakes region, the thesis takes a micro-history approach, viewing the tumultuous events of the 1960s and 1970s from the perspective of the hills and the homestead. The border with Rwanda, as experienced in the two communes of Kabarore and Busiga, is tested as the point of encounter between society and state in this crucial time. It reveals the function and dysfunction of political linkage, and the tensions of being a citizen and a subject in the margins of a political community ruled by suspicion and paranoia. The themes - dissent, collaboration, elimination, repression - link this local history to the flow of national politics and the making of a new African state. Taking as its scope the pivotal period from decolonisation to the military state’s ‘selective genocide’, enacted against its Hutu population, the thesis identifies ‘vigilance’ as the most productive concept by which to study concepts of governance, political community and political linkage in the Great Lakes at the vital point of transformation. A communicative act that blends the stance of the citizen and the subject to shape a means of cautious cooperation and mutual recognition between people and state, vigilance also proved the destructive weapon that violently distilled the population into a subjugated peasantry beneath a bloodied state. The interaction on the border reveals these vital issues in acute contrast, opening the door to their examination elsewhere. This thesis studies the border; its conclusions may be chased far beyond it.

Thesis (MA)--Stellenbosch University, 2012.<br>ENGLISH ABSTRACT: This thesis seeks to provide a critical discussion of the contributions of the African Union towards the potential development of an African security community since its inception in 2002. Utilising Security Community Theory, and the framework for the study of security communities developed by Adler & Barnett (1998) it commences with an interrogation of the AU. This interrogation is arranged along the three tiers of the framework. The first tier is the precipitating conditions, which cause states to orient themselves in each other’s direction and desire to coordinate their relations. The second tier investigates the factors conducive to the development of mutual trust and collective identity. The third, and final, tier identifies the necessary conditions of dependable expectations of peaceful change. The study goes on and introduces three African case studies, which illustrate the contributions of the African Union towards the potential development of an African security community. The case studies are the African Union mission in Burundi, the African Union mission in Sudan, and the recent intervention of the African Union in the post-election crisis in Côte d'Ivoire. All three case studies were able to provide ample evidence to illustrate the AU’s contributions. The study concludes with two major findings. Firstly, this study is able to illustrate that the AU has made significant contributions towards the development of peace and security in Africa. Secondly, that the AU has made significant contributions at all three tiers of the framework, and therefore major contributions to the potential development of an African security community. However, the AU is still in its embryonic phase, and any prediction concerning the existence, or potential existence of an African security community would be premature. Even though there are ostensibly, positive developments in the area of continental peace and security this study is able to illustrate several remaining challenges to further contributions by the AU. The first is a lack of resources. The AU is heavily dependent on the contributions of its member states, and a number of members persistently fail to meet their contributions to the organization. A second challenge is the loosely defined relationship with the UN (and other external partners). It is crucial that a constructive relationship be established, if not, differences might antagonise the two organisations and negatively affect any future contributions of the AU towards the development of an African security community. Finally, the role of core states, most notably regional hegemons such as South Africa and Nigeria will remain important for stabilizing and encouraging the further development of an African security community.<br>AFRIKAANSE OPSOMMING: Hierdie tesis poog om n kritiese bespreking te bied van die bydra wat die Afrika Unie na die potensiele ontwikkeling van n Afrika sekuriteits gemeenskap gemaak het sedert sy intrede in 2002. Deur gebruik te maak van Sekuriteits Gemeeenskap Teorie, en die raamwerk vir die studie van sekuriteits gemeenskappe deur Adler & Barnett (1998) begin die studie met n direkte ondersoek van die AU. Hierdie ondersoek vind plaas volgens die drie vlakke van die raamwerk. Die eerste vlak is die kondisies wat veroorsaak dat state hulself na mekaar orienteer, en n wil ontwikkel om hulle sake te koordineer. Die tweede vlak ondersoek die faktore vir die ontwikkeling van wedersydse vertroue en gesamentlike identiteit. Die eerste uitdaging is n tekort aan bevondsing. Die AU is hoogs afhanklik op die bydrae van sy lidmaat state, maar n paar lede mis aanhoudend hulle bydraes tot die orginasasie. n Tweede uitdaging is die ongedefineerde verhouding tussen die AU en die VN (en ander eksterne vennote). Dit is belangrik dat n konstruktiewe verhouding in werk gestel word, indien nie, kan verskille die twee organisasies van mekaar dryf en enige toekomstige bydraes van die AU na die potensiele ontwikkeling van n Afrika sekuriteits kompleks negatief beinvloed. Laastens, sal die rol van kern state, mees aanmerklik streek leiers soos Suid Afrika en Nigerie, belangrik bly om die sekuriteits kompleks te stabiliseer en verdere ontwikkeling in die toekoms te bevorder.

Au Burundi, cette étude, fondée sur l'analyse détaillée des processus techniques d'élaboration et de mise en forme du fer (réduction forge) - par le biais des enquêtes orales, des sources écrites (voyageurs, missionnaires, etc. ), mais également par celui des fouilles archéologiques et de la reconnaissance de terrain -, met en évidence un important changement dans les modalités de la production de ce métal (four fosse), entre 2000 bp et l'actuel. Je me suis dès lors interrogée, selon une perspective dynamique, sur les relations qui auraient existé entre production et demande (qualité et quantité des produits finis), entre production et ressources (minérales et végétales), et enfin, entre production et systèmes sociopolitiques à l'intérieur de l'espace géographique de l'actuel territoire burundais, puis en tentant d'élargir ces question au contexte plus régional des grands lacs de l'est africain. L'approche pluridisciplinaire (ethnographie, archéologie, paléometallurgie) permet de documenter et d'avancer des hypothèses sur ces différents points dans un cadre chronologique plus précis. Les travaux de laboratoire (palynologie, anthracologie, analyses physicochimiques et métallographie) permettent, quant à eux, de préciser l'impact de l'homme sur son environnement et sur les ressources<br>This study, based on analysis of iron technological processes, through oral and written sources, excavations and survey works, shows an important change in iron production between 2000 bp and to-day. Le contexte et le processus de fondation de la monarchie sacrée du Burundi demeurent mal connus malgré plusieurs études qui ont été déjà effectuées sur ce sujet. Le problème se situe au niveau des sources qui ont été utilisées pour étudier l’histoire lointaine de ce pays. Des sources qui sont fondamentalement légendaires, mythiques et symboliques et contiennent peu de données historiques ont été utilisées comme sources historiques et l’on a abouti à une histoire-légende et mythique. Bien que ces sources ne permettent pas de reconstituer le passé historique lointain de cette ancienne monarchie et de connaître son processus de formation sans être complétées par d’autres disciplines auxiliaires à l’histoire et confrontées à ces dernières, elles sont incontournables pour la connaissance de la mémoire, de la mentalité et de la vision générale de la vie et du monde des Barundi hier et aujourd’hui. Elles constituent une sorte de miroir et de véhicule de la pensée des anciens Barundi et montrent comment ces derniers pensaient, organisaient et vivaient le monde sur presque tous les points de vue. Leur approfondissement a permis de comprendre la mentalité populaire, l’idéologie politique de la monarchie sacrée, ses fondements socioculturels et son organisation. Le discours sur les origines du Burundi montre également la nature et le type des institutions politiques, culturelles et sociales et leur hiérarchie. Son approfondissement ainsi que celui des données diversifiées que nous avons utilisées dans cette thèse sur le plan historique, ethnographique et linguistique ont également permis de trouver que la monarchie sacrée du Burundi était une théocratie. Sur le plan général, le religieux précède, crée le politique et le supplante. La religion donne sens à la vie, de la naissance à la mort et après celle-ci. Sur le plan social, la population burundaise était subdivisée dans sa grande majorité en quatre grandes composantes sociales :les Baganwa dont la mission était l’exercice du pouvoir politique et administratif et les groupes des Bahutu, des Batutsi et des Batwa qui étaient constitués selon des critères socioéconomiques. Sur le plan familial, les Barundi étaient et sont encore subdivisés en plusieurs groupes familiaux dont les membres sont différemment répartis dans les trois catégories sociales selon leur capacité économique. Le mode de formation, d’évolution, de rejet, d’adoption de ces groupes familiaux et leur organisation montre en quoi ces derniers étaient les piliers et les supports de la vie sociale. L’objet de cette thèse en science politique est de dégager, à partir de l’histoire politique du Rwanda et de ses influences ou relations extérieures africaines et internationales (notamment avec le Burundi, la RD du Congo, l’Ouganda, l’Allemagne, la Belgique, la France, le Royaume-Uni, les États-Unis, l’ONU, l’UE, l’UA), les causes de l’effondrement de l’État rwandais (lors du génocide de 1994) et les pistes de solutions qui pourraient aider à sa reconstruction et/ou reconstitution. Cela pourrait aussi servir d’exemple à d’autres pays (notamment d’Afrique, d’Asie et d’Amérique latine) qui utilisent l’appartenance ethno-raciale et/ou régionale de la population, la mobilisation des gens sur base de leurs identités réelles ou supposées, la politisation des races ou des différences, la racialisation de la politique, le copinage politique ou tout simplement les ‘’voies négatives’’ de l’ethnopolitique comme fondement intellectuel ou label idéologique du pouvoir. Une réponse durable aux sanglants affrontements et aux crises politiques incessantes qui agitent le Rwanda et le Burundi pourrait être un projet politique autre qu’ethno-racial (basé plutôt sur la paix, la démocratie et le développement humain), la séparation géographique de type "Hutuland" et "Tutsiland" « par des moyens pacifiques et par voie d'accord », (selon les accords d'Helsinki de 1975 de l’OSCE dans le prolongement de la Charte de l’ONU sur le droit des peuples à disposer d’eux-mêmes de 1945, art.1 et de 1966, art.1) dans le scénario de l’ancien Ruanda-Urundi, mais avec chacun une seule communauté, et l’intégration régionale à l’instar de l’Union européenne, tout en respectant le droit international<br>The purpose of this PhD thesis in political science is to pinpoint, based on the political history of Rwanda and its external influences or relations at african and international level (particularly with Burundi, the DR of Congo, Uganda, Germany, Belgium, France, the United Kingdom, the United States, the UN, the EU and the AU), the causes of the collapse of the Rwandan state (during the 1994 genocide) and the potential solutions that could help to rebuild and/or reform it. This could also serve as an example to other countries (particularly those in Africa, Asia and Latin America), which use the ethno-racial and/or regional affiliation of the population, the mobilization of people based on their real or supposed identities, the politicization of races or differences, racialization of politics, political cronyism or quite simply the “negative ways” of ethnopolitics as an intellectual basis or ideological label of power. A sustainable response to the bloody conflicts and endless political crises afflicting Rwanda and Burundi could be a political project rather than an ethno-racial one (based more on peace, democracy and human development), geographical separation in the style of "Hutuland" and "Tutsiland" “by peaceful means and through agreement” (according to the 1975 Helsinki Accords of the OSCE in the extension of the UN Charter on the right of peoples to self-determination in 1945, Art.1 and 1966, Art.1) in the setting of the former Ruanda-Urundi, but each with a separate community and regional integration in a manner similar to that of the European Union, while respecting international law

Le présent travail comprend soixante-quatre chants nuptiaux ou épithalames, suivis de leur traduction en français et de notes explicatives. Il s'inscrit dans le cadre général de la recherche sur le folklore et les traditions burundais. Les épithalames (chants et danses) sont exécutés en l'honneur des mariés par de jeunes filles, de jeunes femmes et de quelques hommes qui forment le cortège nuptial. Le message qui est véhicule se traduit sous la forme d'un récit chanté sur le mariage traditionnel au Burundi. Abstract:
This chapter examines the adoption and effects on peace of non-recognition under minority Tutsi rule and then recognition under plurality Hutu rule in Burundi. It reviews pre-civil-war history up to 1993, arguing that non-recognition arose from a “dilemma of recognition,” given Tutsi leaders’ concerns over mobilization effects. It discusses how the ethnic power configuration changed via the political ascendance of the Conseil national pour la défense de la démocratie-Forces pour la défense de la démocratie (CNDD-FDD) during the civil war and through to the 2005 constitution. This shift toward majority ethnic rule accompanied a transition toward recognition, consistent with the book’s theory. On the question of effects, introducing quotas for Hutus and Tutsis in government, military, and other institutions reduced the political salience of ethnicity, a phenomenon the chapter calls the “paradox of recognition.” This paradox challenges conflict management theories proposing that recognition entrenches the political salience of ethnic identity.

Abstract:
The history of war is replete with examples of novel diseases that have suddenly and unexpectedly erupted into human consciousness. As we noted in Section2.2, ancient Greek historians such as Herodotus, Thucydides, and Diodorus Siculus provide classical accounts of the devastation wrought by mysterious war pestilences—diseases which, in many instances, elude classification in modern disease systems, and to which the appellation ‘antique plague’ is occasionally given (Smallman-Raynor and Cliff 2004b: 66–73). In more recent times, we saw in Table 1.7 how maladies such as the idiopathic English sweating sickness, along with venereal syphilis, typhus fever, and yellow fever, appeared— ostensibly for the first time—in association with wars of the late medieval and early modern periods. In the twentieth century, trench fever (World War I, 1914–18), scrub typhus (World War II, 1939–45), and Korean haemorrhagic fever (Korean War, 1950–3) provide further instances of the emergence phenomenon (Macpherson et al. 1922–3; Philip 1948; Gajdusek 1956). In addition to sponsoring apparently wholly new conditions, military conflict has also promoted the re-emergence of many infectious and parasitic diseases. Recent examples include African trypanosomiasis (Ugandan Civil War, 1979–86; Berrang Ford 2007), diphtheria and tuberculosis (Tajikistan Civil War, 1992–7; Keshavjee and Becerra 2000; Usmanov et al. 2000) and epidemic louse-borne typhus fever (Burundian Civil War, 1993–2005; Raoult, Ndihokubwayo, et al. 1998). Figure 8.1 illustrates schematically the sample factors that underpin the warrelated emergence and re-emergence of infectious diseases. As Price-Smith (2002: 129) observes, military conflict acts ‘as a direct disease ‘‘amplifier,’’ creating those physical conditions (poverty, famine, destruction of vital infrastructure, and large population movements) that are particularly conducive to the spread and mutation of disease’. High-level population mobility and mixing, differential patterns of disease exposure and susceptibility, the breakdown of public health infrastructure, and insanitary living conditions are all pertinent to an understanding of the (re-)emergence complex (Lederberg et al. 1992: 110–12). Additional factors also attain prominence. Within the schema of Figure 8.1, heightened exposure to the zoonotic pool has played a particularly important role in the war-related precipitation of disease emergence and re-emergence.
