Philosophiae Doctor - PhD<br>Poetry that is rooted in that most extreme of human experiences, war, continues to grip the public imagination. When the poetry under scrutiny comes from the "losing side" in a colonial war of liberation, important moral and ethical questions arise. In this thesis, I examine the published and unpublished works of Chas Lotter, a soldier who fought in the Rhodesian Army during the Zimbabwean liberation war (1965- 1980). In investigating Lotter's artistic record of this war, I propose that a powerful, socially embedded Rhodesian national mythology was a catalyst for acceptance of, and participation in, the Rhodesian regime's ideological and military aims. A variety of postcolonial theoretical approaches will be used to explore the range of thematic concerns that emerge and to unpack the dilemmas experienced by a soldier-poet who took part in that conflict. Trauma theory, too, will be drawn upon to critically respond to the personal impact that participation in organized violence has upon combatants and non-combatants alike. The production and marketing of this cultural record will also be examined and in the conclusion, I speculate on the changes modern technology and evolving social mores may have on future developments in war literature. Finally, I conclude my case for installing the challenging work of this often conflicted and contradictory soldier-poet as a necessary adjunct to the established canon of Zimbabwean Chimurenga writing.

Abstract:
This qualitative study explores the intra-bush and post-bush experiences of formerly abducted child mothers (FACM) in Northern Uganda. Critical events in the lives of young women who were abducted as young girls to join rebel soldiers in the recent civil war are examined. These critical events include sexual violation, training and participation in battles as child soldiers, motherhood, intra-bush trauma and, escape or release. The study also explores how the young women coped with life in the post-bush society they had rejoined. I examine approaches, resources and opportunities for the rehabilitation of returning FACM, their resettlement process and reintegration. The methodology borrows from narrative analysis, phenomenology and grounded theory with the main methods being in-depth interviews with FACM and key informants as well as focus groups with community members and agency staff. Structuration theory, African feminist theories, child rights discourse and a conceptual framework focusing on rehabilitation, resettlement and reintegration are utilized as lenses through which the experiences of the young women are viewed. Findings suggest that while the FACM demonstrated considerable agency in managing the challenges they came across both in the bush and in the post-bush periods, this agency was significantly curtailed by social structures. The young women‘s experiences, both in captivity and post-captivity were influenced by structural factors which were embedded within social systems and relationships. These factors formed the context for the lived realities of the young women which were in turn impacted by gender and culture. The FACM had to assume a multiplicity of roles and identities as girls, mothers, ‗wives‘, fighters, which interconnected with individual agency. This contributed to the strengths and resilience the young women possessed and also led to non-compliance with traditional cultural practices in some instances making reintegration more difficult. The main contributions of the study are: in its demonstration that some African cultural traditions have points of convergence with the promotion of children rights; in increasing understanding of the role of patriarchal and matriarchal power in social life; and in the revelation of the agency of the young women and their resistance to structural violence, although this agency was not adequate for protection from abuse. The study isolates not only individual but social agency which can be utilized to support rehabilitation, resettlement and reintegration planning. It raises the significance of the quality of personal relationships in carrying out interventions for FACM, sheds lights on the issues surrounding social rejection of the young women, where this occurs, and argues for interventions that build on their strengths and considers not only post-bush but intra-bush experiences.

Abstract:
This thesis analyses the rhetoric which President George W. Bush used to meet the demands resulting from the atrocities of 9/11, during the immediate aftermath and in days and weeks following those atrocities. Bush’s presidential rhetoric was far more than just words it was an entire performance, and it is that performance and the people behind the construction and dissemination of the language and performance with which this thesis is interested. This research adds knowledge to the field of presidential rhetoric by adopting the analytical approach of a rhetorical critic to scrutinize Bush’s post 9/11 rhetoric. The analysis reveals a sophisticated interpretation of the various levels of meaning available to the American public and the wider audience given the social and cultural period in which the atrocities and rhetoric transpired. The same analytical approach is utilized to distinguish previous presidential rhetoric after unique attacks with that of Bush post 9/11. This delivers a nuanced understanding of the influence of the media, speechwriters, presidential personality and the historical period in the formation and presentation of presidential rhetoric. This is achieved by scrutinizing the events (‘rhetorical situations’ (Bitzer, 1968)) including the sinking of the Lusitania, the attack on Pearl Harbor, the xii Iran hostage siege and comparing and contrasting these to 9/11 and Bush’s response to the demands of that situation. The thesis characterizes and analyses the way presidential rhetoric incorporated the ‘rhetoric of otherness’ (Otto, 1973) through religious myths to delineate the boundaries for the American public to gain an understanding of why the attacks occurred and how they needed to respond. This may be referred to as the patriotic discourse.

Abstract:
This study presents the results of an investigation into the success of three different aged (10, 30 and 35 years) restoration plantings at Kennedy's Bush, Port Hills, Canterbury, New Zealand. Vegetation and ground invertebrates from the three restoration study plots were compared with mature and naturally regenerating forest remnants, and a tussock grassland study plot using ordination techniques and a variety of diversity indices. Both vegetation and invertebrate communities displayed a developmental sequence from the grassland to the mature forest study plots, suggesting that as the restorations aged they became more similar to the mature forest study plot. Restoration success is described as a continuum from the recolonisation and establishment of species to the restoration of all ecosystem attributes, including structure, composition and function. The later stages of the continuum cannot occur in the absence of success in the initial stages. Initial species composition at planting and the presence of fruit for attracting birds, features often regarded as essential for early restoration success, did not appear to be critical in this study. All three restoration plantings at Kennedy's Bush successfully facilitated the recolonisation of native forest plants and ground invertebrates. While the older restoration plantings have restored ecosystem function, all plantings have failed to restore ecosystem structure and composition, suggesting restoration has not successfully restored ecosystem structure and function yet. However, the future of the plantings looks promising. It is suggested that as the plantings age they will more closely resemble the mature forest community at Ahuriri Scenic Reserve and should successfully restore ecosystem structure as well as function, indicating that future restoration projects in the study area are likely to be successful.

The study explored organizational communication at Algoa Bus Company (ABC) in Port Elizabeth. The exploration exercise was based on flows of communication at ABC. This research project captured the four flows of communication as they colour relations within the company. The four flows of communication are, namely: upward communication which refers to messages that flow from subordinates to superiors, downward communication flow which refers to communication directed to the lower levels of hierarchy by higher levels, horizontal communication flow which refers to communication amongst people who are at the same level of authority and diagonal communication flow refers to communication across the organisational levels. The study also explored the structure of such communication processes and from a normative point of view, it does expose weaknesses though.

Une nation est toujours fondée sur des mythes. Aux États-Unis, le président est le « conteur-en-chef » de ces récits sacrés qui ont pour fonction de donner du sens à l’existence de la communauté nationale. Cette thèse propose d’examiner dans quelle mesure la rupture dans l’imaginaire collectif que représente la fin de la guerre froide a engendré une nouvelle rhétorique de la mythologie nationale dans les discours présidentiels. Pour cela, nous nous appuierons sur l’étude de métaphores qui, comme l’ont démontré l’analyse critique du discours et la linguistique cognitive, nous informe sur les croyances collectives d’une société. Dans une première partie, nous nous focaliserons sur les mythes de la vertu et du bien, plus particulièrement sur le langage religieux qui s’est développé dans la période post-guerre froide, et sur la valeur de liberté qui demeure fondatrice de l’identité américaine, mais dont la définition évolue et souligne davantage le libre arbitre de l’individu par opposition au destin manifeste collectif fondé sur la prédestination calviniste. Ces mythes de vertu servent de justification morale à une rhétorique de la puissance et de la force qui fera l’objet de notre analyse dans notre seconde partie. Nous montrerons combien la permanence du récit de guerre et les nombreuses métaphores guerrières rendent compte d’un système de représentation du monde qui donne une signification mythique à la violence. Enfin, dans une troisième partie, nous verrons que seul le récit héroïque illustre l’alliance de la puissance et de la vertu et constitue finalement la trame narrative essentielle du mythe national de l’ère post-guerre froide. Nous conclurons sur la proposition que, si la fin de la guerre froide a favorisé le développement du mythe héroïque dans les discours présidentiels, celui-ci est enraciné dans la rhétorique de Ronald Reagan qui représente le point de rupture le plus significatif dans la production de la mythologie nationale récente ainsi que le point de départ de tout un cycle idéologique et politique<br>Nations are based on myths, and in the United States, it is the president who is the “storyteller-in-chief” of those sacred stories whose function is to give sense to the existence of the national community. This dissertation offers to examine to what extent the end of the Cold War, which represents a breaking point in the mental representation of the nation, has produced a new discourse in national mythology in presidential speeches. Our research will focus more specifically on the notion that metaphors inform us on the shared beliefs of a given society as cognitive linguistics and critical discourse analysis have largely demonstrated. In our first part, we will concentrate on the myths of virtue and good, and more particularly on the use of religious language which has greatly increased over the period, and on the value of “freedom” that has remained the founding value of the American identity but whose definition has evolved to underline the notion of free will of individuals as opposed to the collective Manifest Destiny rooted in Calvinistic predestination. These myths serve as moral justifications to the rhetoric of power and strength that will be the object of our second part. We will show how the steady presence of war narratives and war metaphors ascribe mythical meaning to violence. Finally, in our third part, we will see how only the heroic narrative illustrates the fusion of the myths of power and virtue and actually constitutes the essential narrative framework in post-Cold War presidential speeches. We will then conclude on the proposition that while the heroic myth may have been fostered by the end of the Cold War, it originated in the rhetoric of Ronald Reagan that might be the most significant breaking point and the beginning of an entire new ideological and political cycle

Le présent travail vise à comprendre la relation entre une société et son cinéma,entre la première puissance mondiale et la plus importante industrie cinématographique. La projection étant un mécanisme commun à la Nation et au cinéma, il s’agit de voir si un événement tel que 11 Septembre a produit un changement dans le cinéma américain. Dans un premier temps, le mouvement naturel des studios est d’effacer les tours qui apparaissaient dans des films tournés avant et dont la sortie était prévue peu de temps après. Parallèlement, des cinéastes décident d’aborder les attentats mais en les contournant,qui restent ainsi hors-champ, et il faut attendre 2006 pour que les événements du 11 septembre s’incarnent sur grand écran. Par ailleurs, si au lendemain des attentats l’unité nationale prévaut, les réalisateurs et producteurs prennent leurs distances avec la politique de Washington lorsque l’idée d’une guerre en Irak est avancée. Au moment où celle-ci propose une vision du monde binaire, Hollywood réalise des films abordant la relation entre les États-Unis et le Moyen-Orient ou sur la légitimité de la guerre.L’arrivée au pouvoir de Barack Obama en 2009 engendre différents changements,notamment le rapprochement entre Hollywood et Washington. Surtout, les stigmates du 11 septembre se retrouvent dans des films de science-fiction, qui proposent une interprétation du monde pas si éloignée du nôtre. Enfin, nous observons un retour à (la projection de) la puissance, comme si la mort de Ben Laden en 2011 mettait un terme au « cinéma américainpost-11 Septembre »<br>This work aims to understand the relationship between a society and its cinema,between the world’s greatest power and the largest film industry. Projection is a common mechanism to the Nation and cinema, it comes to see if an event like September 11 produced a change in American cinema. First, the natural movement of the studios is to erase the towers that appeared in films made before and whose output was expected soon after. Meanwhile, some film makers decide to approach the attacks but by passing them which remain off-screen, and it was not until 2006 that the events of September 11 are embodied on the big screen. Besides, if national unity prevails at first, directors and producers are distancing themselves from Washington’s policy when the idea of a war inIraq is mentioned. When it sees the world in a binary way, Hollywood makes films aboutthe relationship between the US and the Middle East or about the legitimacy of the war.The coming to power of Barack Obama in 2009 generates different changes,including the connection between Hollywood and Washington. Above all, the stigma of September 11 are found in science fiction movies, offering an interpretation of the world not so far from ours. Finally, we see a return to (the projection of) power, as if the death of Bin Laden in 2011 was ending the « American cinema after September 11 »

Abstract:
This PhD examines the rise of the rogue states doctrine in US foreign policy, which had its roots in the presidencies of Jimmy Carter, Ronald Reagan and George H.W. Bush but was most clearly developed in the post-Cold War era by Bill Clinton and George W. Bush. Iraq, Iran, North Korea, Cuba and Libya have been consistently classed as aggressive and destabilising regimes whose pursuit of Weapons of Mass Destruction and support for terrorism has rendered them on the 'wrong side of history' and a threat to US national security that has necessitated continued international activism and engagement on the world stage. The thesis contends that the doctrine's development has been informed by traditional US foreign policy drivers that pre-date the end of the Cold War, such as the concept of exceptionalism, and places the rogue states approach within a wider historical time frame. Having considered the roots of the rogue states doctrine, the thesis identifies and examines four episodes of its application in the period 1993-2004. These episodes, which are split equally between the Clinton and Bush administrations, demonstrate how hard-line rhetoric and policies that have targeted the regimes in question have failed to achieve international consensus and have been shaped by domestic considerations, such as the promotion of national missile defence and lobby group dynamics, rather than nuanced policy formulation. Detailed consideration of the US approach to rogue states, and an appreciation of its centrality to post-Cold War foreign policy, offers scope for both a critique of the Clinton and Bush strategies and a wider understanding of issues concerning US international behaviour in the period under consideration. By comparing the policies followed by the two administrations, the thesis identifies continuity in their approach to the rogue states that belies the apparent differences in the presidents' world views and foreign policy prescriptions. Finally, evaluation of the US approach to the states targeted under the doctrine raises questions about the utility of an approach that has favoured containment, sanctions, demonising rhetoric and military force for addressing the threat posed by a disparate set of international regimes.

Abstract:
This study examined chronic psychological and psychophysiological post-traumatic sequelae among eleven adolescent survivors of a fatal bus crash by means of a multimethod strategy. Measures included a structured DSM-m-R post-traumatic stress disorder (PTSD) interview using the Diagnostic Interview for Children and AdolescentsRevised (DICA-R), self-report measures of PTSD symptoms with the Reaction Index, and the Impact of Events Scale. Other measures of stress-related symptomatology included the State-Trait Anxiety Inventory, Fear Survey Schedule-IT, Anxiety Sensitivity Index, Anxiety Frequency Index, and Beck Depression Inventory. In addition, heart rate (HR) reactivity to mental arithmetic (MA), demographic questions, and crash questions was assessed. Survivors were compared to control subjects matched for age, gender, race, and socioeconomic status, among other demographic characteristics. Multivariate analyses of the psychiatric interview data indicated that survivors evidenced significantly higher levels of past PTSD symptoms experienced after the crash, with a significant group by gender interaction, F (3,17) = 5.22, P = .01. Current (past month) levels of PTSD symptoms were also significantly higher among survivors four years after the crash, F (3,17) = 8.82, P < .01, although PTSD symptomatology decreased overall during that time, F (3,17) = 15.52, P < .01. Survivors and controls did not differ significantly on other measures of PTSD and other stress-related symptomatology. Repeated measures analyses of HR response scores revealed greater HR reactivity to questions about the crash among survivors, F (1, 14) = 18.55, P < .01, and by gender, F (1, 14) = 5.21, P = .04. Similar analyses found greater variability in survivors' HR standard deviations (an index of autonomic lability) F (1,14) = 5.21, P = .03 in response to the crash interview. Survivors' HR did not differ from controls' on the MA task. Findings are discussed theoretically and methodologically within the contexts of neurological and conditioning models of PTSD. No relationship between HR reactivity and psychiatric symptomatology was found. Furthermore, this investigation did not fmd support for the neurological kindling theory. Areas of future research using psychophysiological assessment are proposed to more specifically elicit autonomic arousal. Detailed case studies of four individual response patterns are included as a heuristic for further physiological research and for clinical applications with adolescent trauma victims.<br>Ph. D.

V rámci této práce byl vytvořen popis bezdrátového komunikačního protokolu Wireless M-Bus, zaměřující se zejména na datovou část tohoto protokolu, strukturu jeho informačních polí, režimy komunikace a další specifika linkové a aplikační vrstvy. Na základě tohoto výzkumu byl vytvořen softwarový nástroj v jazyce Java, sloužící jako generátor dat zmíněného protokolu. Pomocí grafického i textového uživatelského rozhraní program umožňuje uživateli vytvořit Wireless M-Bus telegramy s velmi vysokou úrovní detailu a ty následně s využitím některého z podporovaných hardwarových zařízení periodicky odesílat do Wireless M-Bus sítě. Dále byla navržena dvě kompletní řešení, využívající buď samotného bezdrátového IQRF modulu nebo jeho spojení s řídicí deskou UniPi Neuron. Oba návrhy byly zrealizovány, otestovány a jsou v práci detailně popsány.

Abstract:
The main objectives of this dissertation are: (1) To analyse the pre and post privatisation and deregulation performance of two United Kingdom industries from the transport sector. (2) To analyse the earning and employment in these industries prior to deregulation and/or privatisation, and to examine what has happened to them after these changes. (3) To investigate any changes that have occurred in trade union density in these industries compared with what has happened in the rest of the economy. (4) To see if there was any evidence of rent sharing prior to privatisation and deregulation. If it did exist, did it continue after privatisation and deregulation, or was it substantially reduced or eliminated. The methodology of the dissertation is eclectic, so it examined these issues from a number of different perspectives, and its contribution to knowledge is incremental. In regard to the bus and coach industry in the newly competitive period following deregulation and privatisation, the major firms emerged almost solely through external rather than organic growth. This went against one of the main aims of privatisation, which was to create a competitive industry of many small-to-medium sized operations. Privatisation and deregulation also failed to stop the decline in passenger numbers, which was another objective of the programme. In the case of the UK ports, it is extremely difficult to conclude that the changing ownership constituted a significant factor in port performance and efficiency. Instead, factors such as geographical location and labour market deregulation seems to have had a greater influence on efficiency in the ports. That the measure of liberalisation most associated with privatisation, and that offered the most in terms of potential gains in efficiency, were those on which major concessions had to be made by the Government to win management support for the political process of privatisation. If managerial support for privatisation was absent then process was unlikely to occur. The underlying success of deregulation and privatisation in these industries has been in reducing the power of trade unions to obtain rent for their members, which was one of the main, if understated aims of the policy.

The decision was based on the 2006 Public Transport Plan (PTP) prepared by Nelson Mandela Bay Municipality. The long term strategy is based on the Nelson Mandela Bay 2020 Vision taking into account national and provincial transport policies. (Public Transport Operational Plan Draft 2008). The plan has been developed by the municipality in collaboration with the Eastern Cape Department of Roads and transport supported by the National Department of Transport.

One year after the terror attacks of September 11, 2001, the administration of President George W. Bush introduced a revolutionary foreign policy strategy--the Bush Doctrine. Proponents of this strategy advocated the use of American 'hard power' as a tool to promote freedom and democracy, beginning with the invasions of Afghanistan and Iraq. Opponents of the doctrine saw it as dangerously nationalistic, with the potential to entangle the United States in a myriad of protracted international conflicts. This thesis will identify aspects of nationalism within post-9/11 American foreign policy and illuminate the incompatibility of nationalism and the fundamental tenets of conflict resolution. This study theorizes that nationalism played a significant role in the development of the Bush Doctrine. Although its advocates promote specific policies historically associated with nationalism, as a rule they have not acknowledged its influence. Conversely, opponents of the doctrine acknowledge this influence and warn of its destructive characteristics. The study presented herein identifies nationalism as a powerful force in American culture and politics--one that has a profound influence on American foreign policy and on the longevity of our foreign wars.

Given Operations Iraqi Freedom and Enduring Freedom, Iran's security environment has changed a great deal. Does Iran have a strategy for post-Saddam Iraq and, if so, what is it? With few exceptions, Kenneth Waltz's Realpolitik and balance-of-power theories have guided Iran's security policy decisions. The combined effects of Iran's formative history, individual and institutional agendas, and national interests form the foundation for a Realpolitik strategy aimed at preventing a resurgent "anti-Teheran" government in Iraq. Pragmatism, consensus, influence, and competition appear to be the watchwords for an assertive strategy built upon military prudence and cross-border, multi-disciplined engagement. Iran is putting its internal political and economic house in order so as to achieve greater effectiveness in the pursuit of its national interests vis-a-vis Iraq and the United States. Os factos revelam a existência de uma crise bancária Portuguesa, com início em 2008 e que precedeu a grave crise económica, marcada pelo programa de resgate a Portugal, iniciado em Abril de 2011. Sugere-se que a crise bancária Portuguesa pode estar relacionada com a adesão de Portugal ao Euro, que eliminou o risco cambial, na zona Euro. No entanto, os riscos de crédito e de liquidez não desapareceram. De facto, as evidências indicam que após a adesão ao Euro, os bancos Portugueses intensificaram o seu endividamento junto do exterior, atingindo no final de 2007, um total de 82,0% de passivo junto de instituições financeiras estrangeiras, em relação ao PIB nominal. Esta situação contribuiu para uma bonança de fluxo de capitais, injectando liquidez na economia e, desta forma, sustentando uma fase expansionista de empréstimo e de aumento do consumo pelo crédito. Após esta fase, Portugal entrou numa fase de contracção e posteriormente de falha, em linha com estudos publicados anteriormente e originando uma crise bancária e económica. Ambas as crises foram amplificadas devido à crise das dívidas soberanas na Europa e ao programa de resgate a Portugal. Durante este período de tempo, o Governo Português aumentou a dívida soberana Portuguesa e solicitou um programa de resgate financeiro à Troika, em Abril de 2011.<br>This case study intends to investigate the role of the Portuguese banking industry in the great economic crisis that Portugal is currently experiencing. The evidence shows the existence of a Portuguese banking crisis starting in 2008, and preceding the great economic crisis, marked by the Portuguese bailout program, initiated in April 2011. It is suggested that the Portuguese banking crisis may be related with the behavior of the Portuguese banking industry upon Portugal has joined the Euro Currency, which eliminated the exchange rate risk within the Euro Area. Though, the credit and liquidity risks were not completely vanished. In fact, the evidence seems to indicate that upon joining the Euro, the Portuguese banks started a process of intensive borrowing from foreign financial institutions, reaching total outstanding liabilities of 82,0% over the Portuguese nominal GDP, in 2007. This has contributed to a capital flow bonanza, pumping liquidity into the local economy, and thus sustaining both lending and creditdriven consumption booms. After the boom, Portugal entered a bust phase, in line with the published literature and originating a banking and economic crisis. Both crises were amplified due to the European sovereign debts and the Portuguese bailout program. Using published indicators referred to study banking crises in other countries, a Portuguese banking crisis is identified, marked by four episodes. Namely, 1) two bank runs and a Government takeover of one of the banks in 2008; 2) the bankruptcy of the other bank in 2010; 3) Government guarantees of approximately 6,9% of the nominal GDP to the major Portuguese banks, in 2011; and 4) Government recapitalization costs of approximately 4,0% of the nominal GDP to the major Portuguese banks, in 2012. During this time period, the Portuguese government increased the level of its sovereign debt, and has requested for the bailout assistance from Troika, in April 2011.

My project takes place in Korsten four kilometers north of central Port Elizabeth. Korsten is today known as the industrial center of the city and provides job opportunities throughout the whole region. Central Korsten contains the biggest informal market within Port Elizabeth; it is also functioning as a nodal interchange where buses and minibus taxis provide transport within the city as well as nationwide. In 2010 major changes in the transport system will take place as a part of the 2010 world cup program. The city introduces the new Bus rapid transit system, a transportation system based on trunk buses complimented with minibus taxis. Introducing a new bus-system to Korsten will be a great challenge especially concerning Korstens informal identity and tradition. The informal economy is today an integral part of the South African economy and something that most South Africans come in contact with on daily bases. But it is an economy and movement not measurable or regulated by the government. The informal economy got its own rules and traditions and it flourishes in Korsten. It creates job opportunities as well as a possibility to buy everyday goods to a reasonable price, but it also contributes to a hectic and unstructured environment which gives a chaotic impression. This dissertation highlights the informal tradition and its possibility to be an integral part of the modern Korsten. The main direction of these changes has been the movement from cold war through detente to post cold war realities. Detente was not a qualitatively new state of the international situation compared with the cold war, as it was based on cold war principles-mutual containment and capability to destroy each other in a nuclear conflict. Now the situation is completely different.   The touchstone for the US's (as well as the whole West's) national security concept-the containment of Soviet military and ideological power-is gone. The primary thtrat cited over the last forty years in justification for most of the US military budget, bases and overseas assistance is gone. The principal prism through which the US president and administration viewed most of the US's worldwide diplomatic acticities and alliances is gone. The Gorbachev-Bush years must necessarilly be devoted to exciting and exacting tasks: first, reducing arms, then moving on to explore new modes of cooperation on a broader range of global problems-mutual security, development and the environment.   This situation demands total rethinking of the priorities and contents of US-USSR relations, the analysis of which was realized in this research work. The main objectives of this work, based on an academic apporach, are as follows:   -to define the new US priorities in national security and American-Soviet relations:   -to analyze the linkage between internal development in the USSR and new approaches of the Bush administration;   -to show new tendencies in the US decision-making process regarding the Soviet Union;   -to research changes in approaches of the USA and the USSR to disarmament and regional problems, and to analyze main achievements in these spheres;   -to discover new developments and possibilities in commercial and economic cooperation;   -to define the place of humanitarian and global problems in a new Soviet-American dialogue;   -to make some estimates and forecasts for the near future of the US-USSR relations in all the above-mentioned spheres.

S.’s potential rivalry in the region prompted the Bush’s Administration to treat China as both a “strategic competitor” in the U. S.-Sino relationship and a primary axis of its Asia-Pacific security strategy. After the “9/11” incident and under its necessity to fight terrorism, the Bush government sought cooperation from the great powers in the Asia-Pacific region, including China, to form anti-terrorism coalitions. However, with the coalitions, the Bush government later garrisoned military forces in China’s backyard—the Central Asia, and suggested, in its 2006 National Security Strategy report, the potential threats from the great powers due to China’s military development in the region. This research explores the Bush Government’s cooperating and competing policy strategy, the contributing factors, and the change of its Asia-Pacific strategy after the “9/11 incident” within the realm of “Realism” and based on the core concept of the “Offensive Realism” approach, such as the unpredictable intentions among nations, the unavoidable conflicts, and regional hegemonies’ adoption of the “Offshore Balancing” strategy on external affairs. Under the “Offensive Realism” framework, it examines the revision of the Bush government’s Asia-Pacific strategy that embraced three major issues: 1) strengthening the U.S.-Japan relationship as specified in the Treaty of Mutual Cooperation and Security between the United States and Japan; 2) solving the nuclear weapon crisis of the North Korea; and 3) coping with China’s rise, along with the residual effect of its Asia-Pacific strategic deployment. The research finds that, after the “9/11”, the U. S. relied more and more on its “Offshore Balancing” policy given its geographic feature and economic downturn. The Administration’s phased anti-terrorism coalition and cognitive Asian-Pacific strategy based on the “Offensive Realism” had not only aroused high concerns from China, the Central Asia, and the Southeast Asia, but also become its objective of containing the great powers in the Asia-Pacific region.

In response to the rising concerns of environmental protection and the issue of global warming, government has been promotion public transportation in the cities. Originated from Brazil, Rapid Transit (BRT) system is a public transportation that shares similar concept between bus system and Metropolitan Rapid Transit (MRT). Having the advantages of lower cost and shorter construction time, BRT has grown in popularity among different countries and now considered as a priority when it comes to the development of public transportation. The first BRT system has been built on Taiwan Boulevard (formerly known as Taichung Port Road) in 2013 and was converted to optimized dedicated bus lanes in 2015 in Taichung City. The optimized dedicated bus lane adopted a mixed style of bus and MRT system. Passengers pay the fare at the bus stop station rather than on the bus, and the bus stops at every station. To provide a better boarding experience, the waiting area is well-designed. The structure and the facilities of the bus stop shelter are more modernized. This research aims to understand users’ need and behavior when they are using the bus stop shelter, and to discuss the layout and arrangement of the station, In order to compare and discuss the outcome of the analyzation and the data from the physical measurement, this research conducts several research methods such as observation, interview, and questionnaires through Post Occupancy Evaluation. After physical measurement and analyzing the results, the research found that in these samples, Taichung Railway Station, Maple Valley Park, and Providence University, temperatures inside the shelter were lower than outside. Although the difference is not huge, the shelter indeed can block direct sunlight. Besides, by analyzing the questionnaires, we found that users are more satisfied with the temperature and the comfort scale inside the shelter. Apart from this, there are two things that users are not quite satisfied with: the air quality and rain shelter. In the questionnaires, 83.33% of respondents were not satisfied with the air quality; Our physical measurement was PM 2.5 concentration, which occasionally were over standards irregularly. After conducting a field observation, we assumed the factor that influences the air quality and rain shelter might be the design of the large aperture shelter. As a result we suggested to revise the design of the shelter. Since it doesn’t rain all year in Taiwan, in response to the weather, this research suggests to install mechanical switches devices or add a louver for better ventilation to improve the functionality of rain shelter. As for improving the air qualities, it might need an enclosed shelter design which requires an air conditioning system to help with the ventilation.

Before the container yard capacity saturated, the flow of containers which cause the work efficiency slow down is oversized. Therefore, this research establishes “the model of congestion pricing in port container yard.” Then through the collection to control the flow of containers. When the container yard capacity saturated, containers which have to queue at the outer container yard until the empty space in the container yard is available possibly can’t load the ship on time. Therefore, this research establishes “the model of queuing pricing in port container yard.” Then through the collection to disperse the container’s arrival time and also release the queuing time. In congestion pricing, we can use the container yard characteristic to construct the average operating time costs curve and the marginal operating time costs curve. Then we can use cobweb theory to find the best flow of containers and to derive the demand curve. The charge amount of congestion pricing can be calculated from the three curves. In queuing pricing. According to “the invariant equilibrium costs principle”, this paper developed the optimal non-queuing toll and step toll scheme to port container yard which can use charging to replace the queuing time costs. And the containers’ arrival time changes under the toll schemes would be obtained.

This dissertation combines performance analysis, rhetorical criticism, and psychoanalytical theory to analyze three performance “texts” as sites of haunting in post-9/11 America: Tony Kushner’s 2001 U.S. debut of Homebody/Kabul, the Broadway musical Wicked, and ABC’s television drama Lost. It contributes a nuanced, theorized reading of the civil implications of post-9/11 popular American culture as “more than memory” by demonstrating how these performances suggested “what might be” in ways that subverted Bush’s responses to the attacks. The first chapter reads Homebody/Kabul against the national addresses delivered by Bush in the first weeks after the attacks and argue that the 2001 New York Theatre Workshop performance created a space for audiences to reconsider the version of “mourning” encouraged by the Bush administration. The type of mourning modeled/enabled by Homebody/Kabul, I assert, is different from that against which Derrida warns. Rather than “silencing ghosts” (Gunn 82) through the integration of loss, Homebody/Kabul makes a space for conversing with, and models living with, ghosts. The second chapter argues that the Wicked’s Ozians are stuck in a state of melancholia, refusing to speak to/with the ghost of Elphaba. Because they refuse to reckon with Elphaba, they literally finish exactly where they began—with “No One Mourn[ing] the Wicked.” By reading Wicked against the celebratory rhetoric of the Bush administration after declaring “Mission Accomplished” in Iraq, we can understand the way the United States as a nation was (and may still be, in 2010) haunted by the Bush administration's failure to lead the nation in mourning effectively and ethically and by its incessant rhetoric of evil. The third chapter advocates for Lost as a hauntological reckoning with 9/11 that models ethical witnessing as a potentially generative meeting of human beings across cultures at the site of trauma. An alternative to the fear that the Bush administration encouraged leading up to Lost’s premiere and through its final season, ethical witnessing as modeled on Lost suggests that civilization stands to thrive where difference is honored—and risks toppling into chaos where the alternative “us against them” mentality (Other anxiety) prevails.<br>text

At the start of the George H.W. Bush administration, American involvement in El Salvador‘s civil war, one of the last Cold War battlegrounds, had disappeared from the foreign policy agenda. However, two events in November 1989 shattered the bipartisan consensus on US policy toward El Salvador: the failure of the FMLN‘s largest military offensive of the war and the murder of six Jesuit priests, their housekeeper, and her daughter by the Salvadoran military, the FAES. Despite more than one billion dollars in US military assistance, the war had stalemated, promoting both sides to seek a negotiated political settlement mediated by the United Nations. The Jesuit murders demonstrated the failure of the policy of promoting respect for democracy and human rights and revived the debate in Congress over US aid to El Salvador. This thesis argues that the Bush administration sought to remove the burden of El Salvador from its foreign policy agenda by actively pushing for the investigation and prosecution of the Jesuit case and fully supporting the UN-mediated peace process. Using recently declassified government documents from the George Bush Presidential Library, this thesis will examine how the Bush administration fundamentally changed US policy toward El Salvador. Administration officials carried out an unprecedented campaign to pressure the FAES to investigate the Jesuit murders and bring the killers to justice while simultaneously attempting to prevent Congress from cutting American military assistance. The Bush administration changed the objective of its El Salvador policy from military victory over the guerrillas to a negotiated political settlement. The US facilitated the peace process by pressuring the Salvadoran government and the FMLN to negotiate in good faith and accept compromises. When both sides signed a comprehensive peace agreement on January 16, 1992, the burden of El Salvador was lifted.

The Regional Municipality of York introduced a new bus service known as VIVA in 2005. Although it has been deemed a success by many, it remains to be seen to what degree transit use was affected by its introduction. This study shows that transit ridership in York jumped substantially immediately after the implementation of VIVA. Furthermore, it is determined that the majority of new transit users in York are making home-based work or post-secondary school trips. To evaluate this, home-based work and post-secondary school generalized extreme value discrete choice models are estimated. Improvements in transit service are found to have a greater impact on transit mode share than increases in congestion for both work and post-secondary school trips. It is also, however, concluded that transit improvements played a relatively small role in the considerable shift to transit amongst post-secondary students.

碩士<br>國立暨南國際大學<br>公共行政與政策學系<br>95<br>In the post-Cold War era, the United States lunched the strategy of “enlargement of market democracies,” called “Enlargement Strategy,” which meant “enlargement of the world’s free community of market democracies.” The strategy of “enlargement of market democracies” was based on several American liberalist ideas: 1. the world free trade and market economics encouraged political democratization in the world; 2. the emerging of democracies facilitated world peace because democracies preferred to solve conflict in a peaceful way; 3. the world’s free community, composed of the democracies, was bound to be led by the United States. The U.S.-led world’s free community introduced the non-democratic states political economic regime and international arrangements like free trade, human rights and democracy etc. Such act could make world’s free community include more non-democracies, ensure the community’s prosperity and security and consolidate the world leading status of the United States. “Power/Knowledge” and “Discursive Institutionalism” as research framework, this thesis analyzed the speeches and researches of the U.S. academia, think tanks, politicians, official reports, and then institutionalized “Enlargement Strategy.” In addition, it looked back upon the America’s world outlook and knowledge background behind “Enlargement Strategy,” pointed out the cooperation and conflicts when the United States conducted “Enlargement Strategy,” and represented the entire process of social construction of “Enlargement Strategy.”
