Abstract:
The era of knowledge economy has arrived, and knowledge has become a key resource for enterprises. How to keep creating and using new knowledge has become an important concern for modern business administration. How to manage knowledge efficiently and effectively will become a crucial issue in future. However, owing to differences in educational backgrounds, people may have different perspectives on knowledge management (KM), and so the effectiveness of KM may not be maximized owing to lack of integration. In view of this, the Departments of Library and Information Science, Business Administration, Information Management, and Computer Science and Information Engineering of the National Taiwan University put together a "KM Curriculum Program" that seeks to educate and train all-round KM professionals. This paper begins with the proposition that KM will be the focus of business administration in the 21st century, followed by the need to train interdisciplinary KM professionals and create channels for such training. Lastly, it takes "KM Curriculum Program, NTU" as a sample to explain the ideas behind its education and training. Further, by sharing experiences, we hope to motivate other colleges and universities to draw up similar programs to train skilled KM professionals and to improve Taiwan's competitiveness in the business world.

Business schools have been using information for years to improve the efficiency of academic services and effectiveness of academic programs. As more trustees, administrators, faculty, parents, students have begun to seek better outcomes, not surprisingly these schools are investing in technology. But these schools are finding that technology implementation does not necessarily improve decision-making nor does it necessarily improve outcomes and decision-making. This paves the way to recognise the urgent need for Knowledge Management (KM) which is a key asset. A big and major crucial feature of business schools is that they are made up of a number of nested systems. In analytical terms, this can also be described as levels or units. These levels range from faculty, student, research, administration, academics and placement. The reports in business schools are numerous as the requirement of reports from level to level is difficult. Analytical needs differ, but are present at every level of the system. A robust KM system must reflect the information needs of all levels. In particular, data must be gathered at all levels to the user in a fine-grained manner. This paper explores the application KM to business schools and in particular in support of the sharing of knowledge resources. This paper considers the critical role played by the "sharing of knowledge resources" in one of top business schools, Test Business School — TBS (pseudonym is used to mask the institution name) in India.

THE LAST TWO DECADES HAVE SEEN AN UNPRECEDENTED ‘convergence’ of technological developments in computing, telecommunications and the mass media, an event now referred to collectively as ‘the communications revolution’. At the heart of this revolution lies a Kondratievian cluster of technologies: specifically, the silicon microchip, which has facilitated an increase of several orders of magnitude in information storage and processing capabilities; and advanced telephonic, cable and satellite technologies, which have, again by orders of magnitude, expanded the capacity to transmit information instantaneously. A particular result of the economics of satellite communication is that the costs of accessing data bases and information services have become increasingly unaffected by distance and independent of location. The communications revolution has facilitated development of a world-wide system of computerized financial transactions and has also greatly accelerated globalization of the operations of transnational enterprises engaged in manufacturing, resource exploitation and business service.

KM principles often apply to large companies (more than 200 employees), where issues of general management and skill sets, as well as resources, often require comprehensive and multi-department solutions. However, many small businesses experience the same issues of knowledge sharing and management, but may find boundaries in the development and implementation of programs. How can small- to medium-sized enterprises (SMEs) benefit from KM principles? What areas in the traditional literature immediately apply, and what boundaries arise? Often encompassing multiple roles, managerial practices, and efforts in microcosm, how can these smaller companies provide the structure and impact needed to make KM principles work for them? This work analyses the problems that small businesses face in the collection, dissemination, and storage of company knowledge, including issues of technology, communities of practice, and "stickiness" for best-practice goals. The definitions of small business, as outlined by the European Commission and U.S. Small Business Administration (SBA), will serve as a useful tool for scope and discussion. This research will explore three key classifications of traits — structural or systemic, communication, and qualitative — through a review of the areas in which the challenges of small businesses, because of their size, imply somewhat different approaches to KM.

The relentless onslaught of computers and communications technologies has recently descended on the healthcare industry. Fortunately, however, the utilization of technologies in healthcare delivery and administration could not be timelier because of the need to control escalating health costs. While the proliferation of information and communication technologies in healthcare, referred to as health management information systems (HMIS), is certainly long overdue in healthcare organizations (HCOs), it is important to recognize and be prepared for the vulnerabilities of these technologies to natural, technological, and man‐made disasters. This paper describes how HCOs have justifiably become dependent on HMIS and how these organizations may proactively plan for disasters which can impact on HMIS. A phased approach, referred to as the disaster recovery and business continuity (DRBC) planning model, is presented in the paper as an approach to develop and implement business continuity plans in HCOs.

Objective: Technology is rapidly shifting our day-to-day existence, education, social relationships, health care and business. Psychiatric leaders have slowly explored telepsychiatric services – but few have an approach to technology in general–due to competing clinical, educational and research demands. Technology has typically been added on, rather than integrated, to institutional functions. Method: This narrative review used a literature search of Medline, PsycNET, PsycINFO, Embase, Cochrane, SpringerLink, Scopus, ABI/Inform, Business Source Complete, and Web of Science, using subject headings and keywords along with a manual search of reference lists of articles published by November 2020. The keywords explored four areas: 1) business; 2) service delivery; 3) system change; and 4) technology. Articles were reviewed by title/abstract, full text review and review of references. They were included if they discussed integration of technology into health care and compared literature from medicine/health, psychiatry/behavioral health, business, technology, leadership and health care administration. The goal was to explore how medicine/psychiatry has integrated technology compared to business, and apply business approaches to health care and training. Results: From a total of 2,710 potential references, two authors found 327 eligible for full text review and found 69 papers directly relevant to the concepts. Business and medicine/psychiatry have similarities/differences from both historical and contemporary views. Many health care systems and companies lack a strategic plan for technology and focus only on short-term due to administrative demands. Clinical informatics is a rapidly expanding area and would be central to this process. It has started to facilitate patient-centered care as defined by quality, affordable, and timely health care. While in principle information systems use integrative approaches, electronic health records, electronic means of communications with patients and staff, behavioral health indicators and related digital advances are often added to existing systems rather than integrated. Effective businesses use integrative approaches to share domain knowledge and streamline practices to link information technology (IT) with research and development, production, financing and marketing management. A case example highlights the IT strategy and business leaders’ comments in shifting to straight through processing (STP) from the banking industry for investments. It also exemplifies a model of shared IT-business understanding, which improves performance via efficiency, quality of data/information processing/integration and managerial teamwork. Conclusion: When it is integrated into health care service delivery workflow, evaluated and quality improved, IT facilitates the translation of strategic planning into organizational change. Incremental versus strategically innovative approaches to technological integration for care, education and administration are considered. Successful implementation requires a needs and impact assessment for patients, staff, clinicians and leaders across all levels of the organization. Benefits to the mission, limited disruptions of core operational workflow and reasonable costs reduce the likelihood of failure.

Abstract:
The present study aimed at verifying how different modes of governance structure are linked to different levels of interorganisational trust. Its theoretical grounding involves Transaction Cost Theory, which studies governance of interorganisational arrangements and research on trust in the business field. A descriptive and quantitative approach has been adopted to describe the relation between trust amongst business network participants and the mode of governance adopted by the surveyed networks. Hence, a detailed questionnaire has been employed, which was answered by 35 real estate agency managers, whose participation was directly linked to 11 business networks. By using Spearman methods of identification of non-parametric correlation and correspondence analysis, it was possible to verify that certain modes of governance structure associate with different levels of trust. Considering the scarcity of quantitative research on the theme, this paper contributes to the field by presenting results which point out that collectively-managed governance of regional cooperation networks is linked to high levels of trust; whereas governance of dispersed networks with the presence of a lead company are linked to low levels of trust. Medium levels of trust were observed in networks governed by an administrative organisation. Considering the practical aspect of administration in networks, one can conclude that the process of governance structure in such interorganisational arrangements should include deliberations about the influence of the adopted mode of governance on trust amongst participants. The paper does not allow generalizations of its conclusions beyond its chosen sample.

Abstract:
The COVID-19 pandemic has triggered a health emergency as a vaccine for it has not been found yet requiring the government to seriously manage it. Therefore, the government needs to effectively implement non-pharmaceutical measures. One of the measures to suppress the spread of the virus is public communication. The government’s public communication in dealing with COVID-19 has faced problems resulted in low public discipline and awareness thus far. This study used a quantitative approach with descriptive statistics analysis. The analysis does not generalize the result but it can explain the characteristics of the sample to formulate the meaning of the result. The findings show that the public communication management of the government of Indonesia has not been effective because the dissemination of public information is diverse and inconsistent. This is because the government gives freedom to various media to provide information to the public, which creates a gap in the management of COVID-19 in Indonesia and results in low public discipline and awareness (mean value 2,97). Therefore, it is difficult for the government to deal with and manage health emergencies caused by the COVID-19 pandemic. Research has shown that the government must provide the public with consistent and valid information (mean value 3,51), monitor and supervise mass and electronic media, and use social media and online media to provide valid information from the government and disseminate positive and educative information to the public (mean value 4,06).

Abstract:
The protracted COVID-19 pandemic repeatedly demonstrates the necessity of effective communication inside and outside organizations. However, a deficient comprehensive study of factors able to affect managerial communication limit further progress in the improvement of such business interactions. The research fills in the knowledge gap about the comparative influence of various factors on managerial communication and particularly the impact of individual and organizational characteristics of managers on communication. The paper aims to determine the significance of the relationships between managerial communication and age, genders, managerial levels, and industries in private companies from the energy, education, trade, service, extraction, construction, and production sectors. Within the organizational study, 224 subordinates from Kazakhstan firms reflected on their supervisors’ communications through a multivariate closed questionnaire. The obtained data was further processed and examined through correlation coefficients and dispersion analysis. The research results identified the considerable relationship between communication practices and managers’ age (R2=0.9637), managerial level (R2=0.9640), and industry (R2=0.9653). The study reveals the weak relationship between manager’s gender and communication practices (R2=0.1535): women insignificantly outperform men in this linking process. The research postulates that effectiveness of managerial communication considerably varies by managers’ age, managerial level, and industry, and insignificantly by gender. The paper lays the groundwork for gender-unbiased practices of human resource management and contributes to the idea of building diverse management teams.

Information Technology (IT) is a very important aspect for higher education institutions (HEI) in both teaching, research and administration. The managers of those intuitions are more and more aware that IT is a strategic tool for their institutions. On the other hand, IT Governance is getting attention from the practitioner and research side, given the need to govern IT extending the organisation's strategy and objectives into IT. IT Governance helps to set clear expectations, to gain participation, open communications, establish accountability and provide executive management oversight. Thus, it is important to consider IT Governance and the alignment with business strategy for HEI. In this article, authors present a Systematic Literature Review (SLR) on IT Governance in HEIs using a collection of scientific and non-conventional data (grey literature). The motivation that drives this literature review is the further development of an IT Governance framework for Tunisian universities. This article aims to define the situation of the IT Governance in other countries. This article aims to provide a map of the state of the art of IT governance in HEI in various countries. Results show a mixed situation of IT Governance in HEIs. Some countries have the support of top level management to introduce IT Governance in HEIs by adopting regulatory frameworks and common laws. But other countries relay in their strong culture of IT Governance. The different case studies presented in this review show that there is no consensus on the IT Governance framework or standard to use in HEI. An important number of institutions are implementing COBIT or ISO best practices. In the other hand, some counties have developed their own frameworks. Results show there is no a single way to implement an IT Governance framework designed for HEI. However, it is also true that there are two mandatory aspects that are necessary to implement in IT Governance deployments: firstly, establishing a committee structure for IT assets and secondly, enable effective communication between the IT, the business and the stakeholders.

This study aims to examine the influence of e-communication (e-meetings and e-conferences) on the communication skills of managers and leaders (decision making, problem solving, consistency, productivity and better work flow). Quantitative approach was employed to achieve the aim; 150 managers and leaders responded to a self-administered questionnaire, which was tackled later using SPSS.The results of the study confirmed an undeniable influence of e-communications on communication skills of managers and leaders within Jordanian mining and manufacturing industries; the most influenced variable was decision-making process associated with the real-time data that e-communication means can provide to decision makers (data, information, figures and numbers), which facilitated a faster ability to take decisions and avoid risks among organizations. The study also demonstrated that electronic meetings and conferences are based on transmitting voice over internet protocol (VoIP), which allows voice to be transmitted over the Internet, which is key to facilitating real-time electronic meetings. The study recommended adopting more electronic means of communication as an approach to avoid loss of time and efforts in face-to-face communication.

Abstract:
The study demonstrated the level of tax culture as the basis for tax compliance. In turn, the formation of a strong tax culture depended on certain factors. Therefore, there were statements that the degree of such a culture depends on the level of tax communication. To show this connection, this paper analyzed the content of text arrays and products of communicative correspondence by keywords income and asset declaration in the Google search system (content analysis). Results of the analysis demonstrated more than 160 news articles and numerous social media posts. Moreover, the study contains the analytics of social media powered by YouScan artificial intelligence platform. This paper also presents the analysis and results of the sociological survey, in which more than a thousand people participated in the two biggest cities in Kazakhstan. The data of the survey were analyzed by the software Statistica 10 – the statistical data analysis system. The survey showed low tax awareness of citizens, almost 72% of respondents did not know about the introduction of the declaration of income and welfare. The results obviously demonstrated that there is a positive correlation between investigated issues, and poor utilization of information and communications technology by the government. In this way, this paper explored the relationship between tax culture and tax communication, where the awareness of citizens could be a huge step in the formation of honest taxpayers and increase confidence in government institutions.

In this paper we are concerned with the nature and extent of product and process innovation and adoption of information and communications technologies (ICTs) in manufacturing plants and SMEs. The paper is based on extensive postal surveys conducted in southeast (SE) England, Northern Ireland (NI), and the Republic of Ireland (RoI) with a harmonised survey instrument. We confirm the findings of a number of previous studies by demonstrating a positive association between product and process innovation and business performance. Data collected from all three surveys show that sales growth, employment growth, and profit margins were higher for innovators than growth, for noninnovators. It also appears that although foreign-owned plants show a higher propensity for innovation than indigenously owned plants, the latter grew faster than their foreign owned counterparts in all three regions. This suggests that a targeting strategy focused on innovative, indigenously owned SMEs may be particularly rewarding. With regard to the nature and extent of the use of ICT and electronic business (e-business), the survey found a higher level of adoption of nearly all ICT facilities in SE England compared with the levels in NI and the RoI. Differences in ICT capability between the regions are greatest in the case of smaller plants, with the adoption of various ICT facilities being particularly favoured amongst the smallest plants in SE England, most of which are indigenously owned. However, there is evidence to suggest that the technology may be underutilised in each region, possibly reflecting a lack of in-house knowledge and resources in some applications and external barriers in others. SE England was found to have the highest proportion of plants engaged in some R&D compared with the two Irish regions, particularly NI. Unsurprisingly, there is a tendency for the propensity of a firm to be engaged in R&D to increase with firm size. The surveys also underlined sectoral differences in explaining the relative importance of R&D. ‘Technology transfer’ was significantly more common in the two Irish regions, reflecting the higher proportion of externally controlled plants. With respect to the role of external linkages in innovation, links with customers and suppliers were the ones most commonly identified in all three regions. In SE England there is a particularly low propensity to engage in collaboration with external agencies and research institutions, indicating scope here for further policy intervention. We conclude with a number of suggestions for the agenda of the new regional centre of manufacturing excellence in SE England.

Franchising is one of the most trustworthy strategic alliance formations to start or expand businesses. Like many other business formations, franchise businesses need sustainable and long-term running; these objectives can be reached by a proper relationship between partners – the franchisor and the franchisee – in the alliances. Both partners’ perspectives are valuable inputs to provide insight into understanding the sustainability of Indonesian franchise businesses. Furthermore, in any type of strategic alliances conflict is a risk that needs to be managed properly. This study aims to examine the relationships of determinants that influence franchise business sustainability. The determinants are risk management, trust, satisfaction, and sustainability. The study applies confirmatory factor analysis using structural equation modeling (SEM) AMOS software. Respondents in this study are franchisors and franchisees in the Indonesian retail and food and beverages (F&B) sectors, the study accommodates 204 respondents. Based on the analysis the study reveals that there is a positive relationship between risk management and satisfaction. Risk management also has a positive relationship with survivability; trust and satisfaction also have a positive relationship. Meanwhile, there is no relationship between satisfaction and survivability and the last relationship is between trust and survivability that has no positive relationship between the determinants. This study provides clearer insight to understand the relationships between determinants that influence franchise business survivability in Indonesia, especially based on both parties’ perspectives.

AbstractThe primary goal of this article is to identify the research fronts on the application of data-driven methods in business and economics. For this purpose, the research literature of the business and economic sciences Subject Categories from the Web of Science is mapped using BibExcel and VOSviewer. Since the assignment to subject categories is done at the journal level and since a journal is often assigned to several subject categories in Web of Science, two mappings are performed: one without considering multiple assignments (broad view) and one considering only those (articles from) journals that have been assigned exclusively to the business and economic sciences subject categories and no others (narrow view). A further aim of this article is therefore to identify differences in the two mappings. Surprisingly, engineering sciences play a major role in the broad mapping, in addition to the economic sciences. In the narrow mapping, however, only the following clusters with a clear business-management focus emerge: (i) Data-driven methods in management in general and data-driven supply chain management in particular, (ii) Data-driven operations research analyses with different business administration/management focuses, (iii) Data-driven methods and processes in economics and finance, and (iv) Data-driven methods in Information Systems. One limitation of the narrow mapping is that many relevant documents are not covered since the journals in which they appear are assigned to multiple subject categories in WoS. The paper comes to the conclusion that the multiple assignments of subject categories in Web of Science may lead to massive changes in the results. Adjacent subject areas—in this specific case the application of data-driven methods in engineering and more mathematically oriented contributions in economics (econometrics) are considered in the broad mapping (not excluding subject categories from neighbouring disciplines) and are even over-represented compared to the core areas of business and economics. If a mapping should only consider the core aspects of particular research fields, it is shown in this use case that the exclusion of Web of Science-subject categories that do not belong to the core areas due to multiple assignments (narrow view), may be a valuable alternative. Finally, it depends on the reader to decide which mapping is more beneficial to them.

Internal public relations are used to control the relationship between the organization and its employees. The paper explored whether and how internal public relations stimulate employees’ life satisfaction and job performance. The conceptual framework was built to link internal social media, perceived organizational transparency (POT), organizational identification, employee engagement, life satisfaction, and job performance. Using the hierarchical component model with employee engagement measured by job engagement and organizational engagement is a nascent point from this study. A mass survey was distributed to employees working in the aviation industry in southern Vietnam. Partial least squares structural equation modeling was used to analyze primary data from 193 valid respondents. It reveals that POT, internal social media, and organizational identification significantly positively impact employee engagement. It shows that employee engagement has significantly positive impacts on life satisfaction and job performance. It indicates that both organizational identification and POT are partial mediators intervening in the strong relationship between employee engagement and internal social media. It also indicates that life satisfaction is a partial mediator intervening the positive linkage between employee engagement and job performance. Practical implications and theoretical contributions were suggested for using internal public relations to enhance employees’ life satisfaction, and job performance. Welcome to the “Journal of Policy & Governance”! In my opinion, an editorial may reflect the general direction of the journal, values, strategy, priorities, goals and objectives, and so on. This is the first edition of the Journal of Policy & Governance where I act as the Editor-in-Chief. The title of the journal includes two key concepts, the "Policy" and the "Governance", and they are crucial for the target audience of the journal. That is, the field of "Policy Science": policy cycle, problem identification for analysis, policy environment, resources, stakeholders’ analysis, communications (strategic, multilevel, etc.), policy tools and evaluation, etc. Also, these are values, objectives and methodology of the research and policy analysis, policy as the process and reasons for state intervention, evidence-based policy, quantitative and qualitative methods of data processing and the formation of evidence in the policy process and so on. The field of governance is also valuable for research: democratic, good, sensitive, multilevel, digital, and so on: Service State, public consultation, and interaction between government, business and civil society in the policy-making process. Common decisions, power and out of power policy makers, leadership, analysts and policy actors also require semantic and empirical content in the articles of the journal. Promising areas of research would be multilevel governance and balanced social development, cohesion policy, vertical-horizontal interaction and networks in the multilevel governance, digital multilevel governance, etc. An interesting example would be benchmarking of global and multilevel governance: supranational, national, regional and local levels in their interaction. Also, the "Spiral of Success" as a follow-alternative to linear model of policy making is worth mentioning. As an applied aspect it would be desirable to show different types of policy documents in the articles. Public administration, gender aspects, microeconomics for policy analysis, finance and budgeting, local self-government, administrative behavior, policy paradoxes, urban planning, etc. are important areas of research in the articles of this journal. Special emphasis should be placed on policy and governance monitoring and evaluation, performance audit, governance forecasting and diagnosis, and policy measurement indicators. Multidisciplinarity and interdisciplinarity are the basic and main components for promising cross-researches of "Policy" and "Governance" areas. Ethics and morality as well as effectiveness, efficiency, economy, balance and publicity of policy are necessary components of research in the published articles. These are promising and urgent directions for studying in the articles of our journal. I believe that strategic public management in the context of governance would be an innovative area for research in future articles. Moreover, such threads would be important, such as strategic public management, planning, forecasting, target programming and public policy, governance and operational management, research of information and technical support for policy-making, change management and public policy and governance. Of course, the above thoughts only clarify the formulated purpose of the journal. PurposeThe current article is a research study examining user perception of the usability of an online information system used by business administration students. The online database which it aims to examine is Business Source Premier, which is incorporated in a larger platform of databases called EBSCO. The findings of this research will help with the efficient management of this information service as well as improve the application of this database in an academic library setting.Design/methodology/approachConvenience sampling procedure was used for recruiting participants. The entire class of 22 students taught at Medgar Evers College of CUNY participated in this survey. Users evaluated this database using Oulanov's usability tool, which entails the following eight criteria: Affect, Adaptability, Control, Helpfulness, Efficiency, User Effort, Measures of Effectiveness, and Retrieval Features.FindingsBusiness Source Premier was rated highest in terms of efficiency. Some improvement might be necessary to increase the helpfulness of the system. User effort is another usability criterion that scored lower than the others. Other usability components, including affect, adaptability, control, measures of effectiveness, and retrieval features, were rated highly. The overall performance of Business Source Premier is high and possible paths for improvement are likewise offered.Originality/valueThis case study provided usability assessment of an online business information system used by business administration students, identifying its strong and weak points. This investigation showed that Business Source Premier is efficient and effective tool for conducting research in the field of business administration.

The purpose of this paper is to summarize the experience of leading university libraries in attracting and using creative industries implementating strategic management. The study was conducted taking into account the previous experience by analyzing and systematizing the regulatory framework, information, and analytical materials on this issue, and conducting personal interviews with librarians. The results and conclusions were obtained on the example of libraries of seven higher educational institutions of Ukraine, which are included in the QS World University Rankings and the Times Higher Education.The paper illustrates an extremely unsatisfactory financial situation and insufficient funding for university libraries. But even in such conditions, they are transformed into informational institutions, which not only provide users with a comfortable educational space but also produce innovative information resources and implement creative projects. The most significant projects are analyzed. All seven libraries have development strategies in which their mission is formalized. In three strategies there are no quantitative guidelines for development and, accordingly, the timing of their achievement. In addition, three strategies do not have the understanding of the need for business activities, and their key business processes are not clearly defined. Another three university libraries lack significant international creative projects. Instead, all seven university libraries recognize the need for creative industries and successfully implement creative projects of national importance.The study emphasizes the need to apply a model of strategic management of creative industries on the example of university libraries. On the other hand, some of the previous studies of business transformation in several countries and industries show different empirical evidence. This study analyzes the transformation process in a small-sized family business. This is a case study of 15 small-sized family businesses with four different types of industry, with an interview and observation period of 12 months in 2019–2020. This study has formulated a business transformation model for a small-sized family business and presented the results of the transformation process carried out. The research results indicate that a business transformation model consists of several attributes and sub-attributes. Business transformation results indicate different processes and times between companies. In general, the transformation process can be grouped into the exploration, learning, and synchronizing stages. The industry with the fastest transformation process is the hospitality industry, while the manufacturing process for the industry takes a bit longer. The results of this study indicate that business transformation has improved the sustainability of a small-sized family business that is characterized by its ability to adapt to changing technology and environmental conditions.

The journal was launched in April 2007 and publishes eight issues per year (from 2021 onwards). Advances in computers and communications have significantly changed almost every aspect of our daily activity. In this maze of change, governments around the world cannot remain indifferent. Public administration is evolving and taking on a new form through e-government. A large number of organizations have set up websites, establishing an online interface with the citizens and businesses with which it interacts. However, most organizations, especially the decentralized agencies of the ministries and local authorities, do not offer their information electronically despite the fact that they provide many information services that are not integrated with other e-government services. Besides, these services are mainly focused on serving citizens and businesses and less on providing services to employees. In this paper, we describe the process of developing an ontology to support the administrative procedures of decentralized government organizations. Finally, we describe the development of an e-government portal that provides employees services that are processed online, using the above ontology for modeling and data management.

When governments open up opportunities for private investment in traditional public sector areas, it is increasingly clear that a useful range of performance management information needs to be available to both government and business. Government needs to know how it is performing, comparatively, within and beyond its own domain, for the development of public policy and productivity enhancement. Business needs to know, understand and monitor the industry environment in which investment is contemplated or has already taken place. Performance measurement and monitoring is especially important where governments wish to attract foreign direct investment (FDI) to their shores. Whether governments manage performance and information well or are still constrained by bureaucratic and political thinking is still at issue. Using the example of the contrived national electricity market in Australia, this article, through literature and document review, examines the likely value to government and business of performance information, now available in the public domain. First, the article considers some of the changes to the Australian electricity industry. Second, specific performance indicators relevant to the national electricity market are examined in terms of their utility for government and business decision-making. Third, the impact of the political environment on performance management information is explored. The article concludes that while some important quantitative performance management information is available in a rational sense, other more political, qualitative indicators also need to be taken into account.

Performance measurement and information management are vital assets for supply chain management. In this study, we analyzed the effective combination between blockchain technologies and supply chain management processes. We conducted eighteen interviews with international experts from different areas and analyzed the collected data following a grounded theory approach. We have identified five main categories in this area including accounting and administration, trust, data platform, interoperability, and disintermediation. The main findings concluded with a set of seven statements as key elements to summarize how blockchain-based supply chains fit in with supplier relationship management processes and financial business units for international trade. The seven statements also recommend future research activities and trajectories.

Due to increasing technology, competition, and workforce diversity, today's leadership decisions are more complex than they were five years ago. The need for today's middle managers, senior managers, vice presidents, COOs, and CEOs to have more advanced leadership education has become critical, but the traditional Ph.D. and even the Doctor of Business Administration (DBA) have not become a recognized and acceptable viable solution. In contrast to the traditional Ph.D. and DBA which is geared towards the engagement of theory and research, the advanced leadership knowledge involved in the Doctor of Management (DM) encompasses advanced leadership training that is practical and focused on leadership's complex impact on improving organizational culture and human resources development. While MBA programmes or the traditional business Ph.D. programmes are focused on finance, accounting, marketing, operations strategy, and quantitative research, DM goes a step further by also considering the importance of developing employees, organizational culture, and teams as a major aspect of strategy execution success. DM looks at management almost in an interdisciplinary way by blending leadership courses that touch on psychology, human resources management, communications, human relations, employee development, organizational behaviour, and traditional management science. While traditional business Ph.D. and DBA programmes focus on skill development in order to effectively manage organizational operations and organizational process, DM focuses on people because without a properly developed and appropriately constituted staff, success will only be limited. For many years, it was assumed that a doctorate degree was not applicable in the international business world. DM is a major departure of tradition by enabling executives to use a combination of pure leadership theory and applied research methods to define, implement, and evaluate the strategies necessary for organizational growth and survival in a 3-4 year programme without having to leave their full-time jobs. DM addresses the question: If the definition of management is getting work done through people, then why are traditional Ph.D. programmes so heavily focused on business and so little on employees and organizational development?

Purpose – This paper aims to investigate empirically how broadband has been implemented at the business level and what are the potential adoption benchmarks. Several recent studies have called for the development of frameworks of broadband adoption, particularly at the business level, to help policy makers, communities and businesses with their strategic decision-making process. Design/methodology/approach – This paper opens the discussion by presenting concerns and challenges of Internet adoption. Internet adoption is viewed as the current challenge facing businesses, communities and governments. Exploratory factor analysis (EFA) and confirmatory factor analysis (CFA) techniques are used to create, analyze and develop Internet adoption models. Findings – Based on the Internet usage data from a number of states across the USA, measurement models are developed using EFA and CFA. The findings indicate that for our sample, a three-factor model is the most appropriate for the representation of Internet adoption in the tourism sector, while a five-factor model can best describe Internet adoption in the sample of manufacturing organizations. Research limitations/implications – The availability of data on Internet usage at the business/organizational level is one of the main constraints. Industry/community-specific data can also provide valuable insights about the Internet adoption and support the development of industry/community-specific adoption models. Practical implications – The findings and the employed research method can be used by businesses, communities and government managers and policy makers as benchmarks to examine broadband adoption based on gap-opportunity criteria. Originality/value – This is the first study that provides Internet adoption models based on an empirical study at the business level. The benefits of broadband Internet have been investigated by many researchers in the past decade. There seems to be a consensus among practitioners and scholars about the role of broadband Internet in gaining competitive advantage. However, there have not been any previous studies that investigate how broadband has been implemented and what the potential adoption benchmarks at the business level are.

The purpose of this brief review is to update the article entitled “Microcomputers and Public Policy Analysis” which appeared in the summer/fall 1985 special symposium issue of the Public Productivity Review on “Microcomputer Applications to Productivity Improvements.”A lot happened in the three years since early 1985 (when the original article was drafted) and early 1988 (when the current updating review was drafted). The main idea that the 1985 article reported was the development of pioneering software. The logical next step was the inclusion of such software as part of the textbook literature of public administration, business administration, policy analysis, political science, and related fields.This updating review thus mainly reports the availability of recent textbooks which provide a microcomputer interface regarding the five fields which were emphasized in the original article. Those five software fields most relevant to public productivity are multi-criteria decision making, management science/operations research, statistical analysis, information systems, and computer-assisted instruction.

 Design – Bibliometric study.

 Subjects – Six commercial business-related database products were examined: Proquest’s ABI/INFORM Global edition (ABI), EBSCO’s Business Source Premier (BSP), Gale’s General BusinessFile ASAP (GBF), EBSCO’s Academic Search Premier (ASP), EBSCO’s Expanded Academic Index (EAI) and Proquest’s International Academic Research Library (ARL). Three of the databases (ABI, BSP, GBF) were chosen because they address the management, human resource, and financing elements of public administration. The other three (ASP, EAI, ARL) were included because of their multidisciplinary coverage.
 
 Methods – A list of journal titles covering public administration was assembled from the Institute of Scientific Information’s Social Sciences Citation Index and previously published lists of recommended journals in the field. The author then compared the compiled list of journal titles against the journal titles indexed by the six database
 products. He further analyzed the results by level of journal coverage (abstract only, full-text, and full-text with embargo) and subject area based on categories described in Ulrich’s Periodicals Directory.
 
 Main Results – The study found that three of the six database products --EAI, BSP, and ARL -- provide indexing for the greatest number of public administration journals contained in the compiled list. EIA and ARL cover the greatest number of those that are full-text journals, while BSP and ASP cover the greatest number of those full-text journals limited by publisher embargoes.
 
 Conclusion – The author concludes that of the six databases examined, EAI, BSP, and ARL are the best for public administration research, based on their strength in the subject areas of public administration and public finance. The author also recommends that librarians in the field of public administration “carefully evaluate each database to see which one best fits the needs of the library and patrons” (56).

Purpose The purpose of this paper is to investigate entrepreneurial competencies of students in practicums within departments of electrical engineering and computer sciences (EECS) in universities of technology. In total, 71 faculty members who advised in entrepreneurial competitions in universities of technology were participants in the questionnaire survey to find the entrepreneurial competencies during practicums of the EECS students. Design/methodology/approach Analysis was carried out based on the literatures related to off-campus internship in universities of technology and entrepreneurship competency. Then, through the questionnaire survey, the authors can understand what the entrepreneurial abilities should have when they after off-campus internships. The entrepreneurship competency expected of off-campus internship students within EECS was analyzed to derive at the important conclusion in this study. Findings As the results of this study, the authors found that entrepreneurial processes, entrepreneurial traits/behaviors, communications and interpersonal skills, and digital skills are the entrepreneurial competencies that are emphasized during practicums. Originality/value The paper suggests that, first, the EECS students take up innovative entrepreneurship programs and take electives such as marketing management, financial management, and related business administration courses. Second, respective universities of technology and internship organizations may co-arrange the incorporation of project-based learning (PBL), PBL into the internship work content. Third, establishing a platform that bridges communication for off-campus internship students.

The purpose of the study is to investigate the dynamic capabilities of family business as a catalyst for survival and growth in Nigeria. A quantitative technique involving a descriptive survey was adopted for the study. A questionnaire measurement instrument was constructed and deployed on a sample of 410 respondents in the selected family businesses. Copies of the questionnaire measurement instrument were conveniently distributed to employees of the selected family businesses to obtain data for the study. Exploratory Factor Analysis (EFA) was used to validate the constructs in the measurement instrument. Structural Equation Modeling (SEM) was used to estimate the structural relationship between constructs of family business dynamic capabilities for survival and growth. The results showed that sensing and seizing, learning and reconfiguration and succession planning capabilities of family business have a significant positive effect on survival and growth. Therefore, family business managers should effectively deploy sensing and seizing, learning and reconfiguration and succession planning capabilities to enhance business survival and growth. The increasing focus of government institutions, such as the Tax Administration or Social Security, e-government has introduced a new paradigm that is the obligation of fulfilling obligations to these institutions through online channels. In the case of tax compliance by businesses, there is another requirement, only authorized persons, such as chartered certified accountants, can interact with the system of e-government. The latter requirement precludes the students of accounting and business management, some of them future chartered certified accountants, to get to know the system. This inability lead to the idea of ??creating applications (simulators) that mimic the official e-government applications for use in educational environment. This paper presents the developed VAT form submission process simulator and a case study of its application in Coimbra Institute of Accounting and Administration (ISCAC) to assess its effectiveness in practice. The results of experimentation show that simulators of official e-government applications, such as VAT Simulator, are extremely helpful in the process of learning e-government official tools, without taking risks.

Purpose This study aims to investigate the annual financial management of university libraries in the province of Khyber Pakhtunkhwa (KPK), Pakistan, and its relationship with Higher Education Commission (HEC) grants to examine libraries’ share. Design/methodology/approach Using survey methods, this study explores the annual budget allocation of well-established university libraries in the province of KPK in the past five years and its relationship with HEC grants to determine libraries’ shares. The survey followed a qualitative design based on an interview technique of data collection. The scope of this study covers all those public sector universities which are chartered by the Government of KPK, recognized by HEC, and eligible for HEC grants on annual basis. Based on this formulation, 15 public sector universities were selected for the survey. Findings The data analysis of the present study revealed that no specific norms are followed by the university administrations in allocating funds for libraries out of HEC annual grants. University libraries in the province either do not have funding polices or are administered by the concerned establishments where Library and Information Science professionals have no role in the financial management of libraries. The study also found that university administrations in KPK either do not provide sufficient share to libraries out of HEC grants or specify an inadequate share which is in violation of the clear instructions of HEC ordinance 2002, Section 10(h). Originality/value This study is the first of its kind in Pakistan as it provides an insight into how much budget is allocated for collection development in the university libraries, compares it with HEC grants to calculate libraries’ share in percentage and suggests to the HEC to encourage university administration to allocate sufficient budget for libraries to improve collection development, service provision, acquisition, selection and patronage.

Abstract:
Purpose The purpose of this paper is to analyse the patenting activity of the Brazilian academic sector vis-à-vis the domestic business sector, taking into account the recent evolution of Brazil’s industrial policies. The paper differentiates between “university academic patents”, which are owned by the universities, and “non-university academic patents”, which despite being invented by academic staff are not owned by the universities. Design/methodology/approach The authors’ cross-checked information regarding the names of all inventors with Brazilian addresses in PCT patent applications in the Espacenet database with the names of researchers in the CVs available on the Lattes Platform of CNPq. The analysis specifically focussed on patent applications published in the PCT with Brazilian priority for the 2002-2012 period. Findings It was found that the Brazilian academic patents concentrate on science-based technology areas, especially in the Pharma Biotechnology domain. For a total of 466 patent applications with Brazilian priority in this field, 233 have academic inventors. Of those 233 academic applications, 66.1 per cent have universities as their owners, while the remaining 33.9 per cent are not owned by universities. Further, it was found that there are more Brazilian academic patents in the biotechnology sub-domain than those filed by the business sector. Research limitations/implications This research was based on the intersection of patent databases and the content available on the official curriculum base of Brazil (Lattes Platform, CNPq). Once the curricula information are voluntary, there are risks inherent reliability of this information. Practical implications This study allows us to identify more accurately which is the effective role of the Brazilian Academy in patents generation, revealing that a significant unaccounted deposits with personal inventors or companies’ ownership really have a academic contribution. Originality/value This paper shows that the academic sector plays a key role in Brazil’s international patenting activity, particularly in science-intensive technology domains, and it highlights the specific contribution of academic patents not owned by universities.

Abstract:
Both natural and non-natural disasters greatly affect human life, including business actors. The government is urgently required to solve the emerging problems caused by the disaster. This study aims to determine collaborative governance in handling natural and non-natural disasters that affect the business actors in Palu City. This study used a quantitative approach with a series of statistical tests. The sample of this study consisted of 207 respondents who are government and the business actors in Palu City affected by natural and non-natural disasters. Data were collected through observation, questionnaires, and documentation. Then, the data were analyzed with statistical testing including descriptive statistics and a T-Test (comparative test). The results showed a significant difference between collaborative governance during natural and non-natural disasters. Further, the differences in collaborative governance can be seen in the leadership and initial condition variables. When a natural disaster occurs, leadership is urgently required, while a non-natural disaster caused by the COVID-19 is highly determined by the initial conditions. It means that government decision-making to deal with non-natural disasters from the start is urgently required. The evidence can be seen from some countries and regions with slow response to the COVID-19 resulting in difficulty in controlling the spread of the virus.

Abstract:
Fifty high schools were surveyed in northwestern Illinois, northeastern Iowa, southeastern Minnesota, and Wisconsin to determine the number of students interested in pursuing a horticulture degree at a 4-year university. Students were asked several questions pertaining to horticulture. About 45% of our surveys were returned. Of the 451 surveys received, about 47% of the high school freshman, sophomore, junior, and seniors indicated that they were interested in horticulture. About 41% of the students interested in horticulture wanted to work in landscaping, 20% greenhouse, 14% florist shop, and 7% in turfgrass management. About 70% of the students indicated that they wanted to own and operate their own horticultural business. Almost 53% of the students indicated that they would prefer an emphasis/minor in Agribusiness or Business Administration compared to plant and soil science (19%), biotechnology (14%), plant breeding and genetics (13%), or comprehensive horticulture (1%) in combination with their horticulture degree. The above information was used by our School of Agriculture and Depts. of Biology and Business and Accounting to develop a major in Ornamental Horticulture.

In 2019, we will be celebrating 43 years of publishing and hope that you will continue to accompany us as readers and collaborators of our scientific journal “Cuadernos de Administración”. The content of each of these eight articles is the sole responsibility of their authors.In this issue, the first article is entitled “Critical Success Factors in Implementing IT in MSMEs”, presents the results of a quantitative study that sought to determine the critical success factors that influence the level of implementation of information technologies within micro and small businesses in the region of northeastern Mexico. “Knowledge management from the organizational culture in call centers in Manizales”, is the title of the second article, which shows the results of a descriptive and correlational qualitative research on knowledge management in BPO companies in the city of Manizales, Colombia. The third article “Cultural hybridization in three Colombian indigenous productive organizations” is a qualitative research in three IPOs of the Nasa ethnic group in Colombia; in the end, it presents the results and conclusions of the research process and also some limits of thereto. “Mud, value and welfare. An economic estimation of the impact in the Anchicayá river basin”, is the fourth article in this issue of the journal Cuadernos de Administración; its authors present their economic assessment of the environmental impact in projects implemented in territories of the Colombian Pacific Coast.The fifth article is called “Effect of trading on the profitability and solvency of Colombian banks”, which discusses the business models adopted by Colombian banking. With the analysis of data panel, they study the effect of diversification of Colombian commercial banks’ revenues on profitability and financial solvency, between 2005 and 2014. “Real Returns of Private Pension Funds in Colombia” is the title of the sixth article, related to the performance of the private pension system in Colombia, Individual Benefit Plans Covered by Pooled Contributions, where the returns generated by daily transactions of pension funds from 1995 to December 2016 are analyzed from a database. The authors use the methodology established by the Financial Superintendence of Colombia (SFC) to calculate returns, determining the net profitability of explicit administration costs that the affiliate must bear and adjustment for inflation. The following article is the result of a literature review related to family businesses and socio-emotional wealth, entitled “Diversification of the family business in emerging countries from the perspective of socio-emotional wealth”. The authors identify the relevant aspects studied in relation to the diversification of the family business. The reflection is aimed at establishing the influence that family objectives exert on business decision-making.“The instruments of public policy. A transdisciplinary look”, is the title of the last article in this issue. The authors present the systematization of public policy instruments, disciplines such as public law, public sector economics and political science, especially public policy.The publication of the number 63 of Cuadernos de Administración by the Faculty of Administration Sciences of the Universidad del Valle, allows us to continue consolidating ourselves as a means of disseminating scientific knowledge in our field.
