Abstract:
The methodological approach to the integral assessment of business environment security is developed in the article; the blocks of factors of business environment security are identified and the indices which affect the formation of economic security of entrepreneurship are analyzed. The integral indicator for assessing business environment security is based on 6 indicators, which are the most significant elements of the business environment formation: the availability of basic economic freedoms, the favorable organizational conditions for doing business, the state of political and legal system, the level (quality) of life, resource provision and infrastructure development, innovation development. A comparative analysis of the integral indicator of business environment security of Ukraine with the Baltic countries, Black Sea region countries and the Visegrad Group countries is carried out. The article identifies interdependence between the business environment security and the share of unprofitable enterprises. The functional relationship of the business environment security with the number of bankrupt enterprises and the level of enterprises losses is substantiated as well. The model shows that the increase of environmental security leads to the decrease of a number of bankruptcies exponentially. The negative and positive factors which influence the formation of economic security of entrepreneurship are revealed.

Abstract:
Considering the complexity of power grid environments and the diversity of power communication transmission losses, this study proposes a quantum key distribution (QKD) network structure suitable for power business scenarios. Through simulating the power communication transmission environment, performance indicators of quantum channels and data interaction channels in power QKD systems are tested and evaluated from six aspects, such as distance loss, galloping loss, splice loss, data traffic, encryption algorithm and system stability. In the actual environment, this study combines the production business to build a QKD network suitable for power scenarios, and conducts performance analyses. The experimental results show that power QKD technologies can meet the operation index requirements of power businesses, as well as provide a reference for large-scale applications of the technology.

Abstract:
The development and efficient functioning of entrepreneurship is the basis of a market economy, as well as the key to the country’s innovative socio-economic development and growing competitiveness on an international scale. The formation of a transparent and qualitative business climate is an incentive for the efficient entrepreneurship development. The paper is aimed at identifying structural-institutional transformations in the business environment and their impact on the development of small businesses. The analysis of socio-economic parameters of the business environment is based on the elasticity method and the system approach, which have been tested on the example of cities in the Western region of Ukraine. Outlining the features of setting up the business environment and its functioning has provided the grounds for detecting major problems hampering efficient business development. The comparative analysis has confirmed a close relationship between socio-economic transportation processes and conditions created for businesses. The evaluation of institutional environment has confirmed that cities striving to improve transparency in climate regulation and urban environment management achieve the growing investment activity and positive dynamics of small businesses development. The calculated elasticity coefficients prove that the growing investment activity positively impacts the number of small businesses and the volume of products sold by them. However, the expected growth in employment was not achieved due to the high level of shadow activity on the labor market and migration activity of the population.

Abstract:
Purpose The study aims to identify and examine the construction organisational environments and its dimensions that have an impact on the performance of contracting companies in South Africa. Design/methodology/approach The study reports the result of quantitative research that obtained data from 72 construction organisations registered with the South African construction industry development board via a questionnaire survey. Descriptive statistics, non-parametric and exploratory principal component analysis were used to summarise forms of correlations among observed variables and to reduce a large number of observed variables to a smaller number of factors that provide an operational definition for the underlying dimension. Findings This study identified six exogenous and three endogenous environmental factors that have a varying degree of impact on construction organisation performance. Four dimensions of the environment were also examined, and environmental complexity has the highest variance explained which implies that the complexity of the construction business environment significantly influences the performance of construction firms. Research limitations/implications This paper studies the environment of the South African construction industry using cross-sectional data in exploratory research. A confirmatory study should be conducted using a longitudinal panel design with a larger sample in similar future research. Practical implications The study offers practical implications to construction organisation owners operating in the South African construction industry to understand the need to acquire market and environmental data and process them in a way that will reduce its uncertainty when making strategic decisions. Originality/value This study contributes to the current discourse on organisations’ business environments to better understand their influences on organisational performance.

Abstract:
The pawn industry in the United States grew substantially in recent years; however, there is limited research on the regulatory environment for these predominately small businesses. Our study focuses on the readability of state regulations for pawnshops. We select credit unions as a comparison group since they also service non-bank customers. Our analysis reveals that the majority of states’ pawnbroker regulations are at the college reading level while the regulations for credit unions are at the college graduate reading level. There are also geographical differences in the readability of pawnshop regulations with the regulations in the northeast region being easier to read than in the west region. However, there is no evidence that the regulations readability level corresponds to the number of pawnbrokers in a state or to more broad-based measures of state-level business friendliness.

Abstract:
The study examined the characteristics of business owners that enable them create sustainable businesses in emerging economy contexts where the dearth of SME’s is the norm. The study used a cross sectional design and qualitative approach to collect data from reputable businesses that had survived for more than 10 years. Data was analysed using a content analysis approach with NVivo software. Owner managers of sustainable businesses exhibited strong antecedents of resilience, social capital, resourcefulness, personal values and strategic flexibility. Successful business owners are created more by the environment they inhabit and their socialization context. The businesses they established were a result of an innate will to succeed and adaptability to overcome constraints. The research does not establish the empirical correlations between the different traits. This study used a qualitative and interactive approach to classify the traits of successful business leaders and develop a model showing the potential relationships and behaviours that breed sustainability or success.

Abstract:
An important and difficult problem in the agricultural business is not only the production of crop and livestock products, but also their processing. Agricultural business has a great impact on the country’s economy in modern times. In the conditions of the modern market, there is an increasing demand for the study of the theory and practice of management accounting and its features in relation to a specific target audience. Among the variety of agricultural organizations that has emerged, the most important is to determine priorities in improving our own business in order to increase its efficiency and uniqueness. For reliable information and analytical support for agricultural business and management decisions, it is necessary to keep management records in organizations (production accounting, budgeting, management, planning, analysis, evaluation, abstraction, etc.). At the present stage of economic relations between business entities, it can be said that the success of any agricultural business depends largely on management accounting, which should point to the advantages, novelty and main features of the business that distinguish it from its competitors in the field of agriculture. The success of management accounting, as an instrument of the entire business mechanism of an economic entity, is currently determined by three main factors: purposefulness; systematic character; and clearly defined quality of information provision for management decision-making. Any management decision made in the agricultural business should be based on timely analyzed information on the macro environment, the environment and the microenvironment. Thus, management accounting gives impetus to the development of agricultural business on the basis of the studied factors.

Abstract:
Transaction costs are the costs to protect property rights. Institutions are shaped in order to control transaction costs in society. Studies have been developed to measure transaction costs both at the macro and microeconomic levels. Entry costs, i.e., the cost to start up a new business are considered a proxy for business environment quality, being also interpreted as a proxy to transaction cost measurement. This paper presents new elements in order to amplify the potential of research in business environment, particularly business entry costs. It stresses the limitation related to two theoretical points: first, the near decomposability of one complex transaction, and second, the complementarity between ex-ante and ex-post transaction costs, both related to the methodology adopted to measure business entrance costs.

Abstract:
The business environment of a country or region is an important measure of its economic soft power and an indicator of the strength of its governance. A good business environment attracts foreign investment, which emerging market countries in structural transformation are most concerned about. This article calculates and ranks the business environment index of the 30 emerging market countries (E30). It assesses the trend of the overall business environment and the contributing factors and conducts an empirical analysis of how business environment in these countries affects their economic development. The study shows that the business environment of the E30 countries is closely related to their economic development, albeit with prominent regional differences. Additionally, the quality of business environment is closely related to the strength of government regulation. In the last 5 years, the business environment of the E30 countries has improved in general, and closed the gap with the OECD countries, with Asian countries demonstrating the most conspicuous improvement. Empirical results show that the overall score of the business environment has a significantly positive effect on economic development. Lastly, based on a systematic analysis of the business environment of the E30 countries, the article summarizes the findings and makes projections about future development.

Abstract:
Purpose Indian and Chinese businesses are slowly making advances in each other’s markets. The purpose of this study was to understand factors that influence the business environment of a country and how does it compare between India and China. Design/methodology/approach The study uses firm-level survey data from the World Bank’s Enterprise Surveys. The study considered survey data for 2,700 Chinese firms and 9,281 Indian firms. Exploratory factor analysis and structural equation modeling were used to analyze the factors that drive the business environment in both countries and why differences appear. Findings The data set reveals different factor structures for India and China. Across both the countries, infrastructure support and governance play a major role in shaping the business landscape, though in the case of India, regulatory dynamics play a crucial role. The study concludes that these differences drive the basic difference in business environment across both countries. Research limitations/implications The study considers only the formal sector, and informal businesses have been left out because of paucity of data. The dynamics of informal business sector can be considered for future studies. Practical implications While making market entry or investment decisions globally, businesses can analyze country-specific environmental factors through this framework. As the study is based on the perceptions of businesses, policy-makers can also focus on these factors to attract businesses to specific countries or regions. Originality/value The study is an original research study. The study adds to the existing academic literature and is expected to help policy-makers and senior managers in focusing on specific aspects of business environment when developing policies or taking market entry decisions.

Abstract:
The business environment that prevails in a region has a significant influence on the businesses operating in that geographical area. A strong business environment can enhance not only the growth and success of businesses, but also their retention and sustainable development in the area. The literature review shows that a small number of empirical studies have examined the business environment in rural areas. This research attempts to highlight the factors (road access, technology infrastructure, etc.) that make up the business environent in rural areas, as well as to clarify the degree of satisfaction that the entrepreneurs themselves derive from them. For the purposes of the survey, a questionnaire was filled in by 240 entrepreneurs from rural areas in the Regional Unit (RU) of Serres, in the northern part of Greece, who assessed their satisfaction with the business environment using a five-point Likert-type scale, through personal interviews. The principal component analysis identified six factors, which showed higher satisfaction among the categories of “infrastructure” and “social capital”.

Abstract:
One of the most crucial tasks for the national economies development both in European countries and Ukraine is stimulating and ensuring sustainable economic growth. For this purpose, all states develop an innovative sphere and use financial different instruments. The aim of the article is determining the impact of financial instruments and innovations on business environment development of the national economy of Ukraine in comparison with European countries in order to create successful and effective business environment in Ukraine for foreign investments. The paper examines the impact of foreign direct investments and domestic loans on the Global Innovation Index 2018 using two-factor analysis of variance. The null hypothesis of an interaction effect (factor A (foreign direct investments, net inflows) and factor B (domestic loans of financial sector) doesn`t exert an interaction effect on result Y (Global Innovation Index)) was rejected. Also the combination of foreign indicators, direct investments and domestic loans has a significant impact on the Global Innovation Index. Practical recommendations should provide a comprehensive approach to assessing the use of financial instruments in order to encourage the investments. Thus, overcoming the uneven distribution of innovations and investments should provide using the global financial resources.

Abstract:
Lithuanian economy survives a recession, business is increasingly difficult to operate in the Lithuanian market. One of the first who suffered the consequences of the economic recession is construction business pushing into difficulties business-related businesses and residents. Due to economic downturn the prices of the construction decreased, consumer spending power diminished, bank lending conditions became tighter, which further undercut the market for construction services. Economic growth has changed the attitude of the population to a warm home, quality of the construction. Although thermography used in the construction industry allows construction companies to ensure their quality of work, people find their homes of poor thermal insulation, moisture retention and more effective to plan for repairs, to check the quality of work carried out by builders and trou-bleshooting to save heat energy and reduce heating costs, but demand for thermography was not great. It is therefore important to find out how the socio-economic environment influences the business of thermography, whether the socio-economic environment al-lows it to develop, or, otherwise, whether it is becoming a threat, reducing the demand for thermography. The aim of this paper is to explore the socio-economic impact on the business environment of thermography business. The methods used in the study were: scientific literature review, secondary data analysis, questionnaire, interview, comparison, clustering methods, PESTLE analysis. The business environment of thermography business can be defined as the business envi-ronment including the global environment and macro environmental factors which affect the entire business, affect success or failure of a business and which the company could not control, and micro-factors that directly affect the company and which the company could influence. The interaction of Lithuanian social and economic environments makes opportunities and threats for thermography business. The poor economic situation influ-ences increasing unemployment, therefore the consumer purchasing power reduces and the incentive to emigrate increases, thus reducing the market of thermography business. As well as the economic situation of the country results in the construction sector in its production decline and increase in bankruptcies of construction companies seeking ways to cost reduction, which reduces the market of thermography business. But the need to save energy, the desire to live in warm housing is still a small possibility of market growth, even in crisis conditions.

Abstract:
Article presents the results of testing managers’ behavior and response towards business environment. The study develops ideas how to extend current management theory with behavioral approach. Research method is based on in-depth empirical qualitative analysis, results are subject of quantitative verification using statistical methods which allows reaching better results. Research proceeds inductively, it means that new knowledge is generated as outcome and matched to theories. Decisions are examined as responses towards business environment components, correlations and significances between active or passive managers’ behavior are demonstrated. Proactive managerial approach is characterized by frequent change and diversification in suppliers, customers, human resources and product portfolio. As a conclusion, managerial response can be interpreted as a product of managers’ activity, personal preferences and abilities. The re-orientation towards recognition of active or passive behavior is developed and matched towards current theories. It can be assumed, that the current scientific discussion is potentially relevant in seeking to explain the role of individual manager. In summary, the analysis and the outcomes have proved managers’ exceptional flexibility in counteracting actively the shortcomings of external context.

Abstract:
Many small business owners in the United States dream about getting a large contract with the federal government, feeling that their lives would be easier if they did. Ironically, there have been numerous occasions where small businesses have gone out of business after being overwhelmed by a government contract. This case study addresses how small businesses can improve their survival and success rate in the public sector with a strategic approach to their operations. It begins by discussing the preparation that goes into federal contracting by small businesses. Case examples of four American companies involved in contracting with the Department of Energy are evaluated. Data collection is achieved through qualitative analysis. The application of these conclusions could increase the survival rate of small businesses operating in an unstable public environment. The study is significant because this research widens contemporary assumptions about strategic thinking for small businesses engaged in government contracting.

Abstract:
Purpose The purpose of this paper is to develop a supply chain management framework covering different business environment levels, that is, macro, micro and supply chain levels, and also to evaluate Haiti vs China as apparel-sourcing partners by assessing macro-level, supply-chain-level and micro-level environments from the US apparel buyers’ perspective. Design/methodology/approach In order to achieve this, first, a framework covering these business environment levels was developed and tested through path analysis. Prior to path analysis exploratory factor analysis was conducted to verify proposed factor structures. Data were collected using face-to-face interviews with a sample of 41 apparel companies that operate in the USA and source from China and Haiti. Findings This study found that both supply-chain-level and micro-level environments positively impact global supply chain performance. Supply-chain-level also has a direct effect on micro-level environment and macro-level environment has only a direct effect on supply-chain-level environment. Interviews and discussions based on this framework indicate that Haiti’s proximity to the USA, price, low-wage rates, small-order sourcing opportunities and good basic sewing skills are among Haiti’s strengths. Originality/value This study is unique in developing a multi-level environment framework for supply chain management and in comparing Haiti and China in terms of their supply chains to evaluate the potential competitiveness of Haitian apparel supply chain.

Abstract:
In today’s dynamic era, a firm must continuously innovate to adapt to the rapid changes in business environment. Information and Communication Technology firms do not always need to invest heavily in new capital expenditures to come out with new technology, products or services, but can consider adopting business model innovation, as a novel and efficient way, to gain competitive advantage. The dynamic nature of the Information and Communication Technology industry shortens the life cycles of services and products. Thus, in many cases heavy capital expenditures may not make financial return justifiable. Business model innovation, which initiates novel ways of performing activities, linking customers, suppliers and partners, and/or changing participants in the transactions, may become an alternate solution. Information and Communication Technology firms can maximize business model innovation to leapfrog ahead of competition as first mover in a of high growth opportunity zone. This study investigates the role of business model innovation in embracing changes in the dynamic business environment of the Information Communication Technology industry, leading to competitive sustainability and firm performance. Using Structural Equation Modeling, this study performs the Confirmatory Factor Analysis tests on the observed and latent variables of business model innovation and firm performance and examines the structural model defining the relationships between these two latent variables. The study concludes that business model innovation has positive and direct impact to firm performance, and attained its objectives of contributing a theory based on synthesis and empirical evidence to further understanding how business model innovation impacts firm performance.

Abstract:
Over the past four decades, the economy and society of China and Russia have undergone transformation. Relevant social policies and business environments have constantly changed. So have the ways of interaction among governments, enterprises and citizens. In the relationship between government and citizen, China and Russia have walked different paths in choosing and adjusting social policies, but both have steadily improved people’s well-being. In the relationship between government and business, both countries have achieved significant improvements in business environment through supply-side reforms of public goods and institutions. The theoretical relationship between government and citizen and that between government and business are embodied in social policy and business environment in reality. However, the two are not parallel, but interact with each other and are nested in each other. The government plays a leading role, and its interaction with enterprise and citizen tests the governance systems and capabilities of Beijing and Moscow.
