Abstract:
The methodological approach to the integral assessment of business environment security is developed in the article; the blocks of factors of business environment security are identified and the indices which affect the formation of economic security of entrepreneurship are analyzed. The integral indicator for assessing business environment security is based on 6 indicators, which are the most significant elements of the business environment formation: the availability of basic economic freedoms, the favorable organizational conditions for doing business, the state of political and legal system, the level (quality) of life, resource provision and infrastructure development, innovation development. A comparative analysis of the integral indicator of business environment security of Ukraine with the Baltic countries, Black Sea region countries and the Visegrad Group countries is carried out. The article identifies interdependence between the business environment security and the share of unprofitable enterprises. The functional relationship of the business environment security with the number of bankrupt enterprises and the level of enterprises losses is substantiated as well. The model shows that the increase of environmental security leads to the decrease of a number of bankruptcies exponentially. The negative and positive factors which influence the formation of economic security of entrepreneurship are revealed.

Abstract:
Nowadays, more and more data are available for decisional analysis and decision-making based on different indicators. Although different decision-making technologies have been developed, the authors note the lack of a conceptual framework for the definition and implementation of these indicators. In this paper, they propose a first classification of these indicators. Furthermore, motivated by the need for formalism for the definition of these indicators at a conceptual level, they present the Business Intelligence Indicators (BI2) UML profile to represent indicators for OLAP, OLTP and streaming technologies. They also present their implementation in existing industrial tools. In addition, they show how these indicators can coexist in the same environment to exchange data through a chaining model and its implementation.

Abstract:
The article is devoted to the author’s approach to the formation of management indicators of market sustainability of modern business. The approach is focused on the classical understanding of the market mechanism, which has its own patterns at the current stage of management development, characterized by the high importance of social and ethical marketing, a set of technological costs in the field of production, sales, product promotion and beneficial impact to all community groups. In the course of the study, the resulting and factor indicators were considered: change in income and expenses, direct and indirect ratio of income and profit to process costs for production, sales of products, expenses for corporate social responsibility (strengthening of social well-being as a result of ongoing business activities). These relation-ships between changes in income and expenses were plotted through a combination of their various types (additive, multiplicative, multiple), which help to identify the degree of influence of each factor indicator (element of process costs for marketing activities) on the resulting indicators and take measures to maximize the result and minimize such costs using the computational-constructive method in its interaction with individual elements of mathematical analysis. The material is useful for entrepreneurs of all spheres and branches of activity, people employed in educational and scientific institutions, specializing in economic and management re-search and disciplines, and their students.

Abstract:
The quality of a country’s business environment speaks volumes about its government’s capacity and competitiveness. Unfortunately, the current system only evaluates countries and cities, overlooking the business environments of individual provinces. To address this issue, this study utilizes a green and sustainable development approach to evaluate the business environments of 30 provinces/municipalities in China. By incorporating ecological and environmental protection and sustainable development indicators, a novel green business environment index is constructed and analyzed to determine its impact on macroeconomic sustainable development and micro-enterprise operation. Taking into account the business environment index established by the World Bank and other organizations, this evaluation system adds ecological and environmental indicators specific to each province/municipality in China from the year 2011 to 2020. The result is a provincial green business environment evaluation index system consisting of 5 primary indicators and 30 secondary indicators. Principal component analysis (PCA) is then applied to rank the green business environment for each province/municipality. Furthermore, the overall green business environment of the Eastern region is superior to that of the Central and Western regions, highlighting the uneven development of the business environment in China.

Abstract:
Institutional aspects of business become more and more pertinent. Russian enterprises acts in the environment that is currently imperfect and does not provide comfortable conditions for the growth of small and medium enterprises. Trust is the foundation for construction of a friendly institutional environment, a basic institution required for cooperation between any kinds of subjects. Large enterprises are the core of the Russian economy, they are a stable source of financing the federal budget. Small and medium-sized businesses face two complexities: weak government support and in a business environment characterized by a low level of trust. The purpose of the article is to assess the interrelation of trust indicators in the Russian economy with the main economic indicators using methods of correlation and regression analysis. The parameters of the models are evaluated on the basis of the data of VCIOM (The Russian Public Opinion Research Center) and Rosstat (Russian State Statistics Agency). The main conclusion of the study is the most significant impact on the economy of such a trust indicator as the index of favorable conditions for making large purchases. This indicator can be used for modeling and managing the economic growth in the modern Russian economy.

Abstract:
The purpose of the article is to present the main results of the study on the development of methods and testing of tools necessary for continuous monitoring of the business environment in Russia by measuring the level of its uncertainty and identifying the degree of its influence on the dynamics of economic activity based on the analysis of business tendency surveys. This methodology was tested for the first time to assess the level of uncertainty in the business environment and its impact on the digital and technological development of domestic industrial enterprises. The source of data for the study is regular sample surveys of business leaders for the period from 2009 to 2022. Two independent databases are used: quarterly surveys of business activity of organizations of various types of economic activity to build national and industry indicators of uncertainty in the business environment and annual pilot surveys of digital activity of industrial enterprises to construct an indicator of uncertainty in the field of digital and technological development of industry. All calculated composite indicators were able to identify significant features of the economic situation for the Russian economy associated with shock events. When analyzing the fluctuations of the indicators under study, «spikes» are clearly detected in response to the shocks of the business tendencies in 2020 and 2022. In general, the period from 2020 to the present is characterized as a period of prolonged crisis associated with growing uncertainty in the Russian economic environment, the unprecedented scale of which was demonstrated by the constructed indicators.According to the authors, the proposed composite indicators expand the analytical capabilities of business tendency surveys data, creating the prerequisites for regular monitoring of changes in the level of uncertainty in the business environment and increasing the operational value of the information provided by companies. This allows to develop more accurate socio-economic scenario forecasts.

Abstract:
This paper focuses on identifying, conceptualizing, and explaining good governance in Visegrád Group (Czech Republic, Hungary, Poland and Slovakia) and Maghreb countries (Algeria, Libya, Mauritania, Morocco and Tunisia). In addition, the research is an attempt to investigate the relationship between the good governance and the business environment in these zones by creating a Pearson correlation between the six indicators of good governance and the score of ease of doing business. This research aims to examine the importance of the indicators of rule of law, political stability, control of corruption, voice and accountability, regulatory quality, and government effectiveness to implement an attractive business environment in these two regions using a regression analysis. The empirical data were collected from the Worldwide Governance Indicators (WGI) (1996–2020) and Doing Business Report (2015 – 2020), World Bank. This paper represent an argument for the relevance of governance indicators on the business environment which was justified by a strong correlation near to 1 for all the indicators. As a general perception, an attractive business environment will be one of the most important results of the existence of good governance. The second objective is to prove the relevance of governance quality for the ease of doing business in order to achieve the development for both regions.

Abstract:
The article examines the impact of the business environment on the functioning of IT clusters in Ukraine. The analysis of literature sources has shown that the functioning of the cluster in the region remains ambiguous and may depend on various factors, including: the sector in which the business operates, the region, the resources used, and other factors. Since scientific studies do not have a clearly defined relationship between the indicators that assess the business environment and the number of IT companies operating in the regions, the article aims to assess the dependence of the impact of business environment indicators on the concentration of IT companies in the regions of Ukraine. To achieve this goal, the following scientific tasks have been identified: to conduct a statistical analysis of the landscape of the IT sector of Ukraine, to statistically analyze the indicators characterizing the regional business environment, to assess the relationship between the concentration of IT companies in the region and the level of the regional business environment. To solve these tasks, we used cluster analysis and correlation analysis. As a result, four «strong» IT clusters were identified Kyiv, Lviv, Kharkiv, and Dnipro regions. A cluster analysis was conducted to assess the business environment. The object of the cluster analysis is the administrative-territorial division of Ukraine into 24 regions. The initial data are statistical data for 2021. Based on the results of the cluster analysis, the regions were divided into 3 clusters. Kyiv region forms a separate cluster with the most active business environment, the second cluster includes four regions where the business environment is developing quite actively: Lviv, Kharkiv, Dnipro and Odesa regions. The calculation of the correlation coefficient showed that there is a correlation between the indicators of social infrastructure development, the number of students enrolled in higher education institutions, and the concentration of IT companies in the region. However, the indicator of the economic performance of a business, which we evaluated through the gross regional product, does not have a significant impact on the concentration of IT companies.

Abstract:
Due to the external environment being unpredictable and dynamic, the business model becomes obsolete in a short time and its logic loses effectiveness. This seriously threatens business continuity and affects income flows. The paper develops indicators for assessing the effectiveness of business models. Methodologically, the study rests on the stakeholder theory, valuebased management and technological growth theory. The work uses mathematical methods for calculating financial and economic indicators, as well as a general scientific method of analysis. To test the metod, we examine 188 companies operating in the high-tech and medium-tech industry markets. Having systematized the theoretical positions, we conclude that the evaluation of business model effectiveness should be based on measuring the sustainability of the value created for various groups of the company stakeholders. This allowed us to propose a set of indicators of business model effectiveness built on yield spread and factor productivity. The program of empirical evaluation also included an indicator of the value of intellectual capital, computed on the basis of the company’s profitability deviation from the market norm. The author supposes that, by producing intellectual and relational rents, intangible capital helps increase the effectiveness of the business model, which is reflected in all sustainability indicators. The research results prove the analytical value to be satisfactory. In total, the high-tech market business models are more efficient. The distribution of performance indicators met the assumptions about the impact of a fragmented environment: a more homogeneous industry environment is instrumental in aligning business model performance. The findings of the study are of practical importance for business and contribute to the construction of a control system based on business model effectiveness management.

This article presents the results of a study that aimed to assess whether entrepreneurs have changed their patterns of assessment of the economic situation amid the unprecedented instability and uncertainty in the business environment during the last few years. An econometric analysis was carried out using qualitative indicators from the GUS business cycle survey. We distinguished two periods of analysis: relatively stable (from January 2000 to February 2020) and unstable (from March 2020 to January 2023). Our results show that, regardless of the type of indicator and subperiod of analysis, the phenomenon of inertia was the main factor influencing diagnosis indicators. In all analyzed areas of companies’ activity (general situation, financial situation, production) we noted a change in the pattern of impact of forecast indicators on diagnosis indicators; this was the result of a change in the conditions of the external environment (expectations effect).

Abstract:
Enterprises develop and interact with the global environment. Their activities are influenced by various factors, and timely identification of the degree of their influence allows forecasting business development and reasonably choosing development strategies. The work is based on the hypothesis that in the global environment, under the influence of internal and external factors, tools can be developed for enterprise assessment and business strategy formation. The puprose of the paper is to develop a toolkit for evaluating an enterprise in a global environment for choosing a development strategy. In the article, the authors conduct a study of the influence of factors of the global environment on the development of the enterprise, propose a model with the help of which it is expedient to forecast the metastate of the enterprise and put forward proposals for choosing an effective development strategy. A structural and logical model for ensuring the stable development of business systems has been proposed. In the process of research, the authors developed a system of indicators that form an integral index that characterizes the effectiveness of the development of business systems. The basis of the integral indicator of the metastate of the development of business systems is a set of indicators for assessing the development and changes in the state of business systems in a dynamic global environment. The economic and mathematical model of estimating the metastate of business systems is considered as a reflection and formalization of the main, essential parameters of business systems development (production, technological and property, personnel, social, financial, material and supply, marketing, foreign trade. The integral metastate index of business systems systematically reflects the effectiveness of the Kharkiv machine-building business systems and allows determining strategies for their development. The selected machine-building enterprises have been grouped by the following types of development strategies: a rapid growth strategy aimed at ensuring the development of enterprises, offensive positions; a strategy of moderate growth and stabilization, characterized by stable parameters of business systems development, adequacy of resources for development, aimed at saving resources and costs, market expansion and development, product upgrades, innovative development; a strategy of curtailment, reduction, which is characterized by negative development trends due to lower profits, reduced assets, reorientation of consumers to other products or markets. As a result of the research, a methodological approach to the assessment of trends in the development of business systems has been developed, which will allow obtaining additional advantages in the global environment. Determination of benefits becomes a basic characteristic for monitoring information provision regarding the organization of enterprise activities in a global environment. The paper makes a contribution to the research of the methodology for assessing the development of enterprises that can be applied to other enterprises, not only to the Kharkiv area. In the event of a change in the influence of global environmental factors, the degree of influence should be specified. The work offers an opportunity to develop further research from the point of view of strategic management, the concept of six sigma, and production optimization.

Abstract:
The paper aims to identify important factors for competitiveness (CF – Competitive environment, FF – Narrower business environment), which impact start-up in a segment of SMEs. In regards to the defined aim, survey-based research was conducted with enterprises operating in the SME segment. Three 312 enterprises in the Czech Republic and 329 enterprises in the Slovak Republic were approached during this research. The multiple linear regression was used: (a) to quantify the relationship between the variables, (b) to identify the most critical indicator of QBE, and also to verify the scientific hypothesis. The competitive environment has a significant impact on the quality of the business environment in the SME segment. The authors found that the selected factors (CF and FF) were statistically significant. The competitive environment (CF) has a greater impact on the quality of the business environment than the narrower business environment (FF). Human capital represented by employees and the adequacy of supplier prices are indicators that have a significant impact on the quality of the business environment in the SME segment. The most critical CF indicator is that the suppliers of SMEs demand reasonable prices for their products and services. On the contrary, the least significant indicator is the intensity of competition in the sector. The most important indicator of a narrower business environment is the contribution of employees in achieving business goals. On the opposite, the least important indicator of a narrower business environment is the support of suppliers to meet the business goals of SMEs.

Abstract:
The main purpose of this investigation is to distinguish the problematic tendencies of the health insurance market development in Ukraine and the competitive positions of the leading insurance companies on it. Accordingly, the issues of complex analysis of key indicators of the insurers’ competitiveness, and the issues of establishing the factors that determine the level of competition in the market become very urgent. The first 30 insurers out of 50 were taken for the study, and they received about 90% of insurance premiums for voluntary health insurance in Ukraine in 2017. The authors have made the assessment of the competitive environment of the health insurance market of Ukraine using the concentration index and the indicator of market competition, which resulted in defining the advantages and disadvantages of their application. Taking into account that the abovementioned indicators for assessing the competition in the insurance market can provide only approximate results, which indicates the inadequacy of the conclusions about the effectiveness of business processes management on it, the authors offered a scientific methodological approach to assessing the market environment with the use of an integrated indicator of the voluntary health insurance market competitiveness. Herewith, such an integrated indicator is calculated in terms of three segments of the market: sickness insurance; voluntary medical insurance (continuous health insurance); medical expenses insurance, simultaneously taking into account the behavior of two indicators – concentration and market competition. As a result of the research, it was found that the highest level of market concentration is typical for sickness insurance and it indicates a high monopoly in the market in terms of this segment. Thus, the integrated indicator allows to make a comprehensive investigation of market behavior of the market participants and to reveal the problematic tendencies of its competitive environment.

Abstract:
The presented scientific article examines the macroeconomic environment in Russia for investment and entrepreneurial activity. This macroeconomic environment consists of the following indicators: gross domestic product; consumer price index; unemployment rate; key interest rate of the Central Bank of the Russian Federation; USD/RUB currency pair; M2 monetary aggregate; exports, imports, trade balance. Based on the dynamics and trends of the selected macroeconomic indicators, it is established that the external environment is favorable for increasing the money supply in our country, as well as for investment and entrepreneurial activity. The expansion of the money supply in Russia is able to stimulate economic growth during the economic crisis. Therefore, the research topic is relevant. The purpose of the study is to assess the macroeconomic environment for increasing the money supply. The following scientific research methods were used: analysis, synthesis, monographic, statistical. Scientific research has shown that the trends of the presented macroeconomic indicators will positively affect the growth of the M2 monetary aggregate in Russia. The increase in the money supply in our country will ensure the fulfillment of social obligations, finance small and medium-sized businesses and large companies, support the labor market, generate consumer demand, and revive investment activity. The trends of macroeconomic indicators in Russia, which form the investment and business environment, have the following form: gross domestic product is growing; consumer price index is slowing down; the unemployment rate is decreasing; the key interest rate of the Bank of Russia is decreasing; the exchange rate of the Russian ruble is strengthening. Changes occur against the background of an increase in the money supply. An additional increase in the money supply will support the current positive trends.

Abstract:
The article presents a model for choosing a CRM system for small and medium-sized enterprises (SMEs), which allows for effective business processes of interaction with clients. The authors came to the conclusion that in modern conditions, digitalization of SME activities is becoming one of the pressing issues.Active digitalization of business accelerates the process of transition of the economy to digital. The digital economy is based on information and communication technologies (ICT). Information technologies in the modern economy are used for the purpose of fast, high-quality and effective computer processing of information resources, their transmission over any distance in the shortest possible time. The authors argue that government support for business digitalization cannot and should not be the only stimulating factor for SMEs. In addition to external conditions, there are also internal motivating factors - these are the capabilities of the business environment. The authors of the article substantiate the idea that CRM systems allow optimizing the process of financial and economic interaction between a company and a buyer. Using the hierarchy analysis method, the key parameters for choosing a CRM system were determined. The final indicator of the CRM system selection allows choosing the optimal CRM system for the enterprise from alternative ones. The indicator is calculated based on the second-level indicators: the functionality of the CRM system, the program interface, the tariff scale. Each of these indicators is disclosed through the indicators of the 3rd level. The weights of the indicators of all levels were determined by experts through a pairwise comparison of the elements of each level on a nine-point scale. The criteria and their weight values proposed by the authors will allow SME sector entities to choose the optimal program depending on the requests and capabilities of the enterprise.

Abstract:
In the era of technology-driven global economic transition, optimizing high-level labor agglomeration is crucial for economic growth as high-skilled workers prioritize urban business environments over housing prices and wages. Leveraging panel data from 280 Chinese cities spanning 2009-2021, this study delves into the impact of the urban business environment on high-skilled labor agglomeration. Specifically, the entropy weight method is employed to measure business environment indicators, and the location quotient is used to measure the level of high-skilled labor agglomeration. Employing two-way fixed effect, mediating effect, and threshold effect models, we find that improving the urban business environment significantly boosts high-skilled labor agglomeration, partially through enhanced urban innovation. However, the impact of the business environment on high-skilled labor agglomeration is constrained by the average wage level. If the average wage level is too low, the optimization of the urban business environment will impede the agglomeration of high-skilled labor. Our findings emphasize the importance of a favorable business environment and reasonable wage policies in attracting talent for sustainable economic development.

The act of fraud has been practiced since ancient times and manifests itself in different ways. The aim of the study is to apply the Beneish score on Romanian firms and to identify which indicators are sensitive to the state of fraud. The sample was selected from the Bucharest Stock Exchange and consists of 66 companies traded on the main market for the years 2016-2021. The collected data were analyzed year-by-year and cross-sectional methods (panel data) using manually collected information extracted from financial statements downloaded from the Bucharest Stock Exchange. Based on this data, the Beneish score was calculated and then statistical tests were performed. Using the obtained results from the Beneish Score calculation, we were able to divide the companies into two groups. The obtained scores, clearly underlines the two states: fraud and non-fraud. The ones in the fraud state have a decreased score, while the companies with no likelihood of fraud risk have lower scores. To further investigate our results, we identified sensitive items in both states such as DSRI (Days Sales Receivable Index) and GMI (Gross Margin Index). In conclusion, several theories or hypotheses are offered to explain the underlying motivations for fraud appearance. Romanian companies listed on regulated markets can be classified into risk groups in terms of fraudulent financial statements by applying the Beneish score. The results of the present study are in the interests of the policy makers, management team, business analysist and as well for the general use.

Abstract:
The hypothesis of the study is that the new context of economic liberalization and globalization is characterized by rapid, profound and complex changes in the market environment in which business structures operate. Since, in today’s economic environment, market forces are becoming the main reason for the reorganization of entrepreneurial structures and the main indicator for assessing the advisability of restructuring entrepreneurial structures. The purpose of this article is to develop a system of marketing indicators for monitoring the reorganization of business structures and practical recommendations for the implementation of this system of indicators in the economic practice of economic systems. Statistical methods are used to identify the nature and nature of the development of marketing indicators and to determine whether there is a close relationship between marketing activities and the reorganization processes of the economic systems of modern Russia, trend and correlation analysis. Using these methods, the authors analyse the relationship between the intensity of reorganization processes and the competitiveness of the global economy, which are contained in the Russian Merger and Acquisition Market Review and the World Economic Forum. The study concluded that the research hypothesis was fully proven. Working on the basis of official dynamic statistical information on the example of modern Russia, it has been proved that the influence of marketing indicators on the processes of reorganization of business structures is strong. In addition, the feasibility of using an evaluation tool based on marketing indicators has been reviewed on a case-by-case basis. Business systems were selected for analysis and were reorganized in 2015. The proposed system of marketing monitoring indicators contributes to the development of the foundations of the modern marketing concept. Scientific value and novelty is represented by the developed author’s system of marketing indicators assessing the appropriateness of reorganization, as well as the results of comparative analysis of the results of the economic activity of restructured enterprises. The practical significance of the indicator system proposed by the authors lies in the establishment of an applied basis for assessing the appropriateness of reorganizing processes based on the evaluation of the marketing performance of business systems.

The article develops and substantiates a methodological approach to modeling the results of innovative development of subjects of the regional business environment. The basic values of financial forecasting were indicators of the innovative potential of the business entity and indicators of the innovative attractiveness of the region. The system of indicators of innovation attractiveness of the region includes indicators of innovation activity of the region, social and economic indicators of regional development, indicators of innovative cooperation of the region, and indicators of international integration of the region. To assess the innovation potential of a business entity, such four levels of diagnostics are defined as: the potential of tangible assets; the potential of tangible assets in the form of working capital; the indicator of intellectual potential; the level of use of innovative potential. To substantiate the methodology for analyzing the innovative attractiveness of the region, software was developed in the database management system MS Access environment. Trends were identified by autocorrelation analysis and the foster-Stewart method, and the pair correlation approach was used with the sequential search of all parameters to find the relationship between the parameters. To achieve this goal, we will use the Pearson coefficient; various types of one-dimensional regression are used to increase the accuracy of the model. The forecast values calculated on the basis of modeling justified the existence of a close relationship between the expected economic results of the development of innovative cooperation in the region and the indicators of activation of entrepreneurial initiative. The results of modeling can be used as a basis for forming the policy of innovative development of the region. The results of modeling as well can be used in choosing strategic alternatives for innovative development of business entities.

Abstract:
Abstract Research background The business environment is an integral part of all business activity. Every business operates in a certain atmosphere that is dynamic and has a constant impact on the business. Therefore, it is important to analyse and predict the development of the business environment. Purpose The aim of this paper is to specify the financial health of a group of companies determined by selected indicators with the business environment of the V4 countries, to interpret the obtained results and, based on them, to propose a complex of systemic measures for business practice. Research methodology The business environment is evaluated within two decision-making processes, in which the optimal environment is selected based on selected criteria (e.g., GDP, unemployment, inflation). To solve decision-making processes, two methods are used – the Saaty’s matrix method and the TOPSIS method. The business environment is also evaluated based on the ratio indicators of the financial analysis of companies in the V4 group. Results Applying the TOPSIS method, it was found that Hungary’s business environment is considered the most suitable for entrepreneurs. From the point of view of financial analysis indicators, it was found that companies in Poland were ranked best. Second place was occupied by Czech companies, followed by Hungarian companies. Companies in the Slovak Republic were ranked worst. Novelty The subjectivity of choosing the criterion weights and the lack of data might both be seen as research limitations. The difficulty lies in conducting a more in-depth study that may also be applied to a wider region. The added value of the work can be considered a mutual comparison of the decision-making processes within the V4 group and a kind of advice for entrepreneurs, where one can do business with the best prospects for the future.

The modern market environment is no longer based only on classical economic indicators of “supply-demand”, as it was, say, at the beginning of the XX century. Nowadays, the success of a company in the market is deter-mined by its marketing strategy and, moreover, by its ability to make a marketing assessment of both internal structures and competing companies. In this regard, the relevance of research in the field of marketing infor-mation systems increases, since they are the key to market success. The necessity of positioning the lawyer’s business is noted. It is concluded that in the absence of marketing, the law business rarely brings success, es-pecially given the competitive environment, which indicates the need to create a marketing strategy for the law-yer business.

The paper examines the impact of foreign direct investments and domestic loans on the Global Innovation Index 2018 using two-factor analysis of variance. The null hypothesis of an interaction effect (factor A (foreign direct investments, net inflows) and factor B (domestic loans of financial sector) doesn`t exert an interaction effect on result Y (Global Innovation Index)) was rejected. Also the combination of foreign indicators, direct investments and domestic loans has a significant impact on the Global Innovation Index. Practical recommendations should provide a comprehensive approach to assessing the use of financial instruments in order to encourage the investments. Thus, overcoming the uneven distribution of innovations and investments should provide using the global financial resources.

Ease of Doing Business (EDB) indicators are essential to overall understanding and evaluation of national business environment, and strategy formulation for business policy and regulations. The World Bank does an annual study of these indicators for over 170 nations, but there are many complications and uncertainties involved in the work. This paper proposes a new systematic approach that employs fuzzy set theory to generate composite EDB indicators for ranking and classification problems. We implemented this approach and illustrate its steps and procedures. A case study example for Canada is also presented in which EDB indicators are evaluated, linguistically identified, and ranked. This approach demonstrates the ease of using this fuzzy application, and its potential benefits for future research. We also compare ranking results, obtained from our proposed approach, with the World Bank's results.

The business environment is investigated from the point of view of economic security of enterprises with the use of time series, which will enable us to reveal the effectiveness of a certain forecasting period, how the situation in the enterprise has changed in the past and what to expect in the future. Further development of diagnostics of economic security of enterprises is impossible without evaluation of certain criteria as: orientation towards the future; accuracy; resource productivity; objectivity; utility; timeliness; reliability. Scope of the results. Enterprise economics, management, enterprise management, strategic management, economic security. Conclusions. The ways of analysis and systematization of threats are considered. The classification of threats according to different characteristics is given and the interrelations in the system of security threats are described. We have improved the system of limit values of variation of indicators and proposed its joint use with the construction of a graphical interpretation of the indicative–threshold method and the scale of priorities to determine the likelihood of occurrence of threats in the business environment. Quantitative–vascular evaluation of qualitative indicators necessary for graphical model construction is introduced. Based on the calculations, a graphical interpretation based on 4 groups of financial indicators was constructed, which clearly shows the status of indicators in a safe or critical zone and allows to determine the likelihood of a threat, the value of which ranges from 0.1 to 1. A questionnaire was developed using 28 factors/indicators identified from the previous researches. From 500 respondents, a total of 347 questionnaires were returned. By conducting exploratory factors analysis, these indicators were categorized into six factors, namely: Individual factors, business characteristics, management factors, business support, capital availability and business environment. Using IBM SPSS and AMOS, the results indicated that business support was the most critical factor that significantly affects the success of SMEs in Saudi Arabia, followed by individual factors, capital availability, and management factors. The Chines government has been keen to increase spending on research, development and innovation to boost exports and thus drive the economic development process. Statistical analysis tools such as simple linear regression, correlation coefficient and coefficient of determination will be used to measure impact of the seven global innovation indicators as independent variables and gross exports as a dependent variable. Outcomes of statistical analysis showed that there is a direct correlation between human capital index and the Chinese researches and exports, while there is no direct correlation between business environment development index and the Chines exports, indicating that business environment in China needs more government efforts to be exerted to improve and develop business environment which includes knowledge businesses, innovation links and knowledge absorption.

Abstract:
Latest studies in the field of business macro environment (BME) assessment and forecasting have been undertaken and successfully implemented by the World Bank (2003–2004). Considerable contribution to the field has been made by Nobel Prize winners in Economics F. Kydland and E. Prescott in 2004. Nonetheless, a number of issues concerning BME evaluation and forecasting is still left unstudied. The Article highlights two major issues of BME: the fist part of the paper is focused on assessment of BME and the quality of BME development prognosis made by entrepreneurs. Based on key findings the following second part of the research examines the accuracy (validity) of businessmen prognosis and identifies key indicators businessmen rely on for formulating their future expectations. For that purpose a system of parameters and trends, as well as entrepreneurs’ survey results have been applied. The study concludes by illustrating the effect of inaccurately formulated prognosis and expectation on further development of BME events in conjunction with new assessment and forecasting proposals.
