Abstract:
Realising the central role that small and medium enterprises (SMEs) play in the economic growth of a country and the value of information and communications technology (ICT) application in business transactions, it was found prudent to: investigate the ICT skills of SMEs; identify the ICTs utilised, problems SMEs face when using ICTs as sources and means of access to business information; establish the kind of business information accessed from resource centres/ telecentres, public libraries and Internet cafes; and propose strategies to improve on business information access among the SMEs in western Uganda. The study came about after the realisation that there was insignificant growth in businesses among SMEs in western Uganda compared to other parts of the country despite western Uganda being more peaceful than northern Uganda. The study used a quantitative approach with a total of 89 respondents; and established, among others, that most SMEs in western Uganda use mobile phones to transact business and very few use the Internet. SMEs find difficulties in accessing almost all relevant business information. The study recommends the need for establishing telecentres, public libraries and Internet cafes to create business information access portals in order to promote access to relevant business information.

The Role of Information for Recognising Business OpportunitiesManagers need a lot of knowledge and information to make decisions and recognize business opportunities. They can acquire this knowledge and information in different ways. Accounting information, particularly information relating to the creditworthiness of business partners and competitors, is important. Such information, which can contain non-accounting information, is often derived from annual reports. The fastest and cheapest way of accessing information is via the Internet. Because searching for information about different businesses on their Web sites can be time consuming, a quicker, more efficient option is to access this information on databases that contain useful information relating to the majority of businesses in the country. In this paper, we discuss the importance of knowledge and information for recognizing business opportunities. We also analyze the appropriateness of accounting information available from five of the most widely used databases concerning Slovene and Croatian businesses, for estimating the creditworthiness of businesses.

Abstract:
The adoption of legislation such as the Labour Relations Act No 66 of 1995 and the Promotion of Access to Information Act No 2 of 2000 has brought about radical change in the process of disclosure of information in South African organisations. The article reviews developments in respect of information disclosure in South Africa and other countries and discusses the effects of the LRA in regard to disclosure of information to trade unions and workplace forums. It then describes a study conducted by the author and discusses the findings. It concludes with pointing out certain shortcomings in the disclosure process and urges managements and the trade unions to work together to improve this important tool for achieving success in organisations and enhancing industrial democracy.

Abstract:
The authors propose a business-oriented approach to support accurate and dynamic user-role assignments for the Role Based Access Control (RBAC) model. Their model, called Business-Driven Role Based Access Control (BD-RBAC), is composed of three layers. The first layer extends the RBAC model with the concepts of business roles, system roles, credentials, and users’ capabilities. The second layer dynamically assigns users to business and system roles, and filters outdated (abnormal) user-role assignments. The third layer supports exception handling and partial authorization. The novel aspect of the work is the adaptation of RBAC-based access control systems to changes in organizational needs, while reducing the burden of security administration. To this end, the authors have developed (1) a series of algorithms to compute internal and external user-role assignments based on organizational policies, users’ requests and capabilities, (2) and shown that their outputs are permissible, i.e., a legitimate user is authorized to activate the role, complete, i.e., a legitimate user can activate the roles necessary to perform all the requested tasks, and minimal, i.e., a legitimate user does not receive any non-authorized or not-needed privileges.

Abstract:
One of the main problems faced by Small and Medium Enterprises (SMEs) is capital. The limited capital owned by SMEs encouraged them to obtain loans by accessing credit from financial institutions. However, not all SMEs can access credit from financial institutions because before giving credit the creditor needs to gain confidence that the prospective debtor is able to repay his credit based on 5C credit principles (character, capacity, capital, condition of economy, collateral). This study aims to determine the effect of collateral value, business turnover, business age and provision of accounting information on accessibility of formal credit. The type of research used is survey research. The population in this study are all SMEs engaged in the trade sector in Banyumas Regency. The sampling technique used is proportionate stratified sampling with a sample of 100 respondents. Data collection techniques in this study used survey techniques by distributing questionnaires to respondents. The data analysis technique in this study used multiple regression analysis assisted by SPSS software. The results of this study indicate that: (1) collateral value has a significant positive effect on access to formal credit, (2) business turnover has a significant positive effect on access to formal credit, (3) business age has no significant influence on access to formal credit, (4) information provision accounting has a significant positive effect on access to formal credit. Adjusted R Square testing results show that the effect of collateral value, business turnover, business age, and provision of accounting information on access to formal credit is 54.7% while 45.3% can be explained by other variables not examined. The implication of this research is to be able to increase access to formal credit, SMEs need to (1) own assets that can be used as collateral where the value must be greater than the amount of credit proposed, (2) improve their ability to manage businesses to obtain optimal business turnover, (3) strive to improve the provision of accounting information appropriately so that it can facilitate financial institutions to assess actual business conditions

There are various direct advantages derivable from it, like real time enterprise data access, improved collaboration as well as employee and customer satisfaction. At the same time it poses several challenges and risks spread over security of implementations, data classification and user rights management. Abstract:
Open access (OA) is an alternative business model for the publication of scholarly journals. It makes articles freely available to readers on the Internet and covers the costs associated with publication through means other than subscriptions. This article argues that Gold OA, where all of the articles of a journal are available at the time of publication, is a disruptive innovation as defined by business theorist Clayton Christensen. Using methods described by Christensen, we can predict the growth of Gold OA. This analysis suggests that Gold OA could account for 50 percent of the scholarly journal articles sometime between 2017 and 2021, and 90 percent of articles as soon as 2020 and more conservatively by 2025.

The basic requirement for a quality business management is the availability of required information. Information architecture of enterprise and accounting should create unit, which allows to synchronize opportunities of the enterprise information system with the requirements of managers for management and decision. The main objective of this article is to present the accounting as an essential source for business management with emphasis on the availability of accounting information in real time. In order to meet the objective were applied basic methods of analysis, synthesis, and deduction. We used the informational sources from available domestic and foreign literature. Data of analysis are derived using the method of structured questionnaire, applied in the chosen set of enterprises (30 agri-food enterprises), and selected software products. To meet the objective of the paper we used also another methods: observation and interviews with managers in selected companies, information system providers, developers of software companies. We accomplished the analysis of current situation on the market with business information systems. After the synthesis and comparison of obtained data, we concluded the results that are presented in this paper. The outcome of our research is the fact that managers require actual, objective information with an immediate overview of important economic indicators and remote access to such information. Accounting as an integrating tool of business information system meets all the stated requirements and in combination with the latest technologies, such as open source software and cloud solutions, is an indispensable information source for business management.

Migration status has been neglected both theoretically and empirically in the financial discrimination literature. Drawing on data from a comprehensive survey of small- and medium-sized businesses in Australia, this paper tests whether Australia's migrant entrepreneurs have greater difficulty accessing external business finance than their Australia-born counterparts. In doing so, it tests the theoretical proposition that the passage of time (or time spent in Australia) mediates a relationship between migration status and access to business finance by determining borrow-lender information asymmetries. We find that long-term migrant entrepreneurs are more likely than Australia-born entrepreneurs to: (1) report access to finance as an obstacle, (2) pass up investment opportunities because of inadequate access to finance, and (3) have obtained funding from family and friends. However, no significant differences are found between migrant and Australia-born entrepreneurs in terms of denial and discouragement rates, or their past use of bank finance.

Small retail businesses are essential for the growth of the South African economy. Though many of these business entities need more assets to seize business opportunities, previous research studies suggest that their overall access to finance through banks and other finance providers seems to be limited. In general, small retail businesses are usually managed by entrepreneurs who lack financial knowledge, but banks, when deciding on credit applications, rely heavily on financial information, which is provided by these entrepreneurs. Notwithstanding the aforementioned, this study aimed to explore barriers that limit access to finance for South African small retailers, from the perspectives of finance providers (banking institutions) and finance seekers (small retailers). Additionally, measures were highlighted to show how those hurdles could be overcome. Qualitative research was conducted, whereby data were collected via semi-structured interviews with management personnel at banks and other financial institutions, as well as independent experts and small retail business owners and managers. The findings show that many financing opportunities are available to small retail businesses, but access to these opportunities is limited mainly owing to, inter alia, strict bank regulations and factors that are inherent to small retail business owners.

The Internet of Things (IoT) provides the tools for the development of a major, global data-driven ecosystem. When accessible to people and businesses, this information can make every area of life, including business, more data-driven. In this ecosystem, with its emphasis on Big Data, there has been a focus on building business models for the provision of services, the so-called Internet of Services (IoS). These models assume the existence and development of the necessary IoT measurement and control instruments, communications infrastructure, and easy access to the data collected and information generated by any party. Different business models may support opportunities that generate revenue and value for various types of customers. This paper contributes to the literature by considering business models and opportunities for third-party data analysis services and discusses access to information generated by third parties in relation to Big Data techniques and potential business opportunities.

Access to finance is an important factor for the sustainability and growth of business. Lack of finance means that, the business will operate under-optimal and cannot enjoy economies of scale. This article explores the difficulties of informal sector access to formal finance. The author offers means by which information and communication technology (ICT) can help bridge that gap. The study carried out asystematic literature review where several articles from Sub-Saharan Africa were reviewed. The findings show that access to finance is constrained by information asymmetry, lack of collateral, business informality, and bureaucratic procedures for accessing finance. ICT has potential to overcome these challenges by streamlining information flow, providing online collateral registration and reducing administrative processes for loan processing, disbursement and repayment. The findings suggest that, despite the big digital revolution in Africa, little has been done to align the digital world with the challenges of the informal sector.

With easy access to the Internet and the popularity of online review platforms, the volume of crowd-sourced reviews is continuously rising. Many studies have acknowledged the importance of reviews in making purchase decisions. The consumer’s feedback plays a vital role in the success or failure of a business. The number of studies on predicting helpfulness and ranking reviews is increasing due to the increasing importance of reviews. However, previous studies have mainly focused on predicting helpfulness of “reviews” and “reviewer”. This study aimed to profile cumulative helpfulness received by a business and then use it for business ranking. The reliability of proposed cumulative helpfulness for ranking was illustrated using a dataset of 1,92,606 businesses from Yelp.com. Seven business and four reviewer features were identified to predict cumulative helpfulness using Linear Regression (LNR), Gradient Boosting (GB), and Neural Network (NNet). The dataset was subdivided into 12 datasets based on business categories to predict the cumulative helpfulness. The results reported that business features, including star rating, review count and days since the last review are the most important features among all business categories. Moreover, using reviewer features along with business features improves the prediction performance for seven datasets. Lastly, the implications of this study are discussed for researchers, review platforms and businesses.

Abstract:
This investigation explores scholarly communication business models in American Library Association (ALA) division peer-reviewed academic journals. Previous studies reveal the numerous issues organizations and publishers face in the academic publishing environment. Through an analysis of documented procedures, policies, and finances of five ALA division journals, we compare business and access models. We conclude that some ALA divisions prioritize the costs associated with changing business models, including hard-to-estimate costs such as the labor of volunteers. For other divisions, the financial aspects are less important than maintaining core values, such as those defined in ALA’s Core Values in Librarianship.

Empowerment and participation are potential ways to enhance economic, social and cultural transformation. The level of empowerment of small and medium industries (IKM) increases their business towards an independent direction which can be seen from aspects of economic power such as access to market information, technology, and facilities for businesses; and make decisions in the production of distribution and marketing of business results. This research was conducted in the small embroidery industry in Kudus Regency with the aim of the study was to analyze the level of empowerment of the embroidery handicraft small industry in Kudus Regency. The method used is descriptive statistical methods and the level of empowerment which includes economic and non-economic strength is analyzed using the rule of thumb with a sample of 108 small border industry players in Kudus Regency. Business Access, Market Access, Technology Access, Political / Lobby Access, Role of Stakeholders, and Business Sustainability all show low numbers, so it can be concluded that the level of empowerment of small embroidery industries in Kudus Regency is still low / powerless.

Purpose Using the small-business loan market, this paper aims to test whether a structural shift in access to borrowers’ financial information (i.e. credit ratings) improves market efficiency, thereby improving entrepreneurs’ access to external capital. Design/methodology/approach This research uses the National Survey of Small Business Finance in a conditional logistic regression framework to tease out the marginal propensity to grant lines of credit given the firm’s credit rating – treating both of the events, namely, line of credit and credit ratings, as endogenous variables. This methodology overcomes potential reverse causality issues. Findings The results show that information brokers have allowed small firms to break away from long-term monopolistic lending relationships, thus contributing to more informationally efficient markets. Small businesses benefit from better-informed lenders by having better access to capital. Also, women appear less likely to receive a line of credit even after adjusting for credit ratings. Practical implications This research highlights the importance of credit report awareness/monitoring by entrepreneurs, as the small-business credit rating grows rapidly. Relationship lending is not enough to reach optimal financing costs. These papers call for more regulated credit ratings industry to reduce potential moral hazards. Originality/value This paper tests whether bank lending relationships (soft information) still matter after accounting for credit ratings (hard information). Additionally, this study measures the extent to which information sharing by data services bureaus, a proxy for informational efficiency, has increased allocation efficiency in the small-business loan market.

Purpose Open-access mega-journals (OAMJs) represent an increasingly important part of the scholarly communication landscape. OAMJs, such as PLOS ONE, are large scale, broad scope journals that operate an open access business model (normally based on article-processing charges), and which employ a novel form of peer review, focussing on scientific “soundness” and eschewing judgement of novelty or importance. The purpose of this paper is to examine the discourses relating to OAMJs, and their place within scholarly publishing, and considers attitudes towards mega-journals within the academic community. Design/methodology/approach This paper presents a review of the literature of OAMJs structured around four defining characteristics: scale, disciplinary scope, peer review policy, and economic model. The existing scholarly literature was augmented by searches of more informal outputs, such as blogs and e-mail discussion lists, to capture the debate in its entirety. Findings While the academic literature relating specifically to OAMJs is relatively sparse, discussion in other fora is detailed and animated, with debates ranging from the sustainability and ethics of the mega-journal model, to the impact of soundness-only peer review on article quality and discoverability, and the potential for OAMJs to represent a paradigm-shifting development in scholarly publishing. Originality/value This paper represents the first comprehensive review of the mega-journal phenomenon, drawing not only on the published academic literature, but also grey, professional and informal sources. The paper advances a number of ways in which the role of OAMJs in the scholarly communication environment can be conceptualised.

This article elucidates how computerized product data management (PDM) systems allow designers to immediately be apprised of changes and communicate them to others in the manufacturing chain, and to discuss, via their computers, project status or glitches in the process. Datel of Mansfield, MA, has used a computer system called OnTrack to closely follow production of the power converters and other products it makes for use primarily in the telecommunications industry. The OnTrack system automatically sends its pertinent information gleaned from the PDM system to the planner. If the part is already being made without this latest revision, information about its current production is included in the file. This information can be a listing of the specific workstations on which each particular part has been made and how they have been configured for part production. Because many companies now include engineering departments when linking a company’s financial or manufacturing information, the engineers themselves have access to information used to run the business. Moreover, more information means that they have a greater say in decision making.
