Abstract:
The chapter further elaborates the theme of partisanship by analysing the role of business groups and trade unions in shaping labour market reforms. The chapter evaluates business and trade unions as contending interests in shaping labour reforms across the states to explain variations in labour market. Disaggregated analysis of relative strength and organization of the interest groups shows that the influence of interest groups depends more on their proximity to the government than material resources or their organizational capacity. This is most evident in Maharashtra and Andhra Pradesh where relative strength of business groups and trade unions do not corroborate labour market outcomes. The finding reaffirms the centrality of governments and political parties due to the historical weakness of civil society organizations and legacy of state intervention in India.

This chapter examines the role of interest groups in shaping American social welfare policy. It outlines major theories and findings on interest group influence in American politics and comparative welfare state development and examines the activities and influence of major categories of groups, including business, labor, agriculture, professional associations, intergovernmental organizations, and citizens’ groups. Although many interest groups have helped secure policies that form a limited social safety net, this chapter suggests that the competition among a diverse array of interest groups in a fragmented political system makes policy change difficult. This tendency towards gridlock, which favors the interests of some groups over others, has constrained the size and redistribution of the American welfare state.

The problem addressed in this chapter is whether emphasis on the ‘business case’ has gone too far, for even on its own terms there have been questions concerning the actual commercial benefits of diversity management. The concern is that if practitioner interests in anti-discrimination are reduced to the business case, then any failure to achieve commercial benefits will condemn the whole programme. Consequently, there has to be some return to the social justice arguments for managing diversity. As a way of seeking to stimulate such developments, we have conducted a literature survey of the various methodological and analytical frameworks deployed in diversity in organizations research. This is in order to search for alternatives to the reduction of ideas and interests in diversity to a single managerial preoccupation with making diversity ‘pay’, or limiting diversity practices to their potential to generate commercial benefits.
