Abstract:
Purpose – The purpose of this paper is to explore the scope of sourcing research in Sub-Sahara African (SSA) from scholarly journals published from 1980 to 2013 on sourcing-related issues. The study identifies what is known about sourcing from this region and the implications for managers and researchers in supply chain management. Design/methodology/approach – Totally, 40 scholarly journals (supply chain journals and other journals publishing on diverse business topics) were found relevant and reviewed. Content (all field) search using the names of each SSA countries (e.g. Nigeria, South Africa, Ghana, etc.) was carried out in the supply chain journals to filter out articles discussing sourcing-related topics. For other business journals, keyword search was performed (procurement, sourcing, purchasing, outsourcing, supplier relations, supplier selection, supplier development, supply management, offshore, supply chain and logistics). Findings – The literature review suggests that studies discussing sourcing issues in SSA have focussed mainly on challenges of sourcing from SSA, and they provide some insights on implementation of supply chain tools such as total quality management, negotiating and selecting suppliers from SSA, and just-in time purchasing. However, the authors found that there is an under-representation of this region in supply chain management literature. More so, the articles discussing sourcing issues in Africa are limited in scope empirically and theoretically in comparison with the large amount of contributions in other emerging economies of Asia and developed economies. Research limitations/implications – The limited amount of publications and contributions does not allow us to provide an integrated framework for sourcing from SSA. Practical implications – There is a need for future research to explore how the SSA context could enhance theorizing in supply chains. Also, there is need for researchers to extend the sourcing debate from the over emphasis on technology sourcing, knowledge intensive service outsourcing and component sourcing to other lower value-added products such as agricultural products and other raw materials sourced in SSA. Originality/value – This paper is one of the first to explore the scope of sourcing in Africa. As the findings suggest, there have been limited amount of papers published about this region. The review provides a perspective for researchers to explore this region and to aid theory development in supply chains. It also provided implications on how to support research publication focussing on this region and how to inform managerial perceptions on sourcing from SSA.

This paper explores the transferability and application of business-driven strategic thinking to that of a public sector context, namely national mapping organisations. These organisations exist throughout the world because the economies of the world require geospatial information to support economic and social growth. As such their strategic positioning within government is of prime importance. In South Africa, however, there is a paucity of knowledge in this regard and consequently triggered the research which forms the basis of this paper.A macro-environmental analysis suggests significant growth opportunities for the South African geospatial industry, fuelled by a micro-industry borne out of the 2010 Soccer World Cup event. A profile description of the characteristics of consequence, boundaries between the private and public the industry and expected changes reflect a large industry which is expanding at a rapid rate but is fragmented and displays a complex network-system of inter and intra-industry relationships. As such it is attracting increasing numbers of competitors but, as an industry, appears to be slow to adjust to technological advancement. An internal analysis of the value chain of the National Mapping Organisation (NMO), the single most important player in the local public sector geospatial industry, reveals significant value creation in its inhouse activities. However, the external deconstructed operations, outbound logistics and procurement processes are not allowing the organisation to realise any benefits from efficiencies it may introduce. Key to achieving efficiencies lies in the human capital, which by all accounts, it is failing to retain.Future strategic thrusts for the NMO have been identified by constructing a SWOT model and by analysing its relative competitive strength. These thrusts were found to concentrate on actions and themes related to staff, communication, marketing, general management, production (cost and capacity) and product (quality and innovation). Interpreting and applying those themes on an interorganisational basis will enable the NMO to best position itself in the industry. In this regard sufficient related strategic fit is evident between the value chains of the NMO, The Satellite Application Centre (SAC) and Statistics South Africa (Stats SA), enabling the NMO to leverage on the sales, marketing and distribution activities of SAC and the financial leveraging capabilities of Stats SA.This paper has presented an example of how delivering an efficient and effective service delivery may be hampered through the inappropriate strategic configuration of South African public sector activities. It is therefore suggested that the government revisits the strategic positioning of public sector organisations engaged in the provision of geospatial information.

The article focuses on the procurement of goods to support the business operations of organisations, with special reference to South African practice. The following aspects are detailed: (1) identifying and specifying procurement needs; (2) selecting suppliers; and (3) controlling suppliers’ performance. It is deduced that the procurement management process consists of five principal steps: (1) identifying and specifying a procurement need; (2) supplier survey; (3) investigation and assessment of suppliers; (4) choice of supplier(s); and (5) establishing and developing relationships with suppliers and controlling their performance. Steps 2, 3 and 4 collectively form the supplier selection phase.

Abstract:
Public procurement fulfils an important role in the economy and public expenditure of a country and can be regarded as a critical indicator of the effectiveness of a government, because it is a central aspect of public service delivery. Notwithstanding various reforms made to date to public sector procurement in South Africa and the application of Supply Chain Management as a strategic policy strategic instrument, the South African public procurement system still faces several challenges and has been strongly criticised. This paper aims to understand the current public procurement environment in South Africa, its dilemmas and challenges, and to propose that public procurement be refocused towards a strategically placed business process, implemented by well-trained and competent procurement officials. The purpose is to provide a theoretical foundation as well as practical guidance regarding the role of public procurement in the South African public sector. The methodology involved an intensive literature study and document analysis to evaluate various official policy documents and official publications to determine the status of South African public procurement. The study found that the majority of challenges faced by public procurement in South Africa can probably be attributed to the implementation of the system, rather than to the system itself. In the shorter and longer term, the public procurement system in South Africa will have no choice but to emerge as a stronger, more resilient, streamlined and efficient provider of goods and services for the greater good of all.

This paper makes a case for macroeconomic logistics measurement and presents the results of the 2009 logistics cost model for South Africa. The major portion of logistics costs is attributable to road transport, of which the biggest cost driver is fuel, which, in turn, is determined by volatile oil prices and the exchange rate of the country’s monetary unit. This poses a significant exogenous risk to logistics cost management in South Africa.

Purpose Construction project management outcomes in the literature typically portray significant deviations from expected outcomes. Various theories from studies that focus superficially on causes of project cost and time overruns rather than root causes have not addressed this problem. The need is for a better understanding of how procurement strategy provides a fundamental means to address this problem. The purpose of this paper is to examine the procurement strategy used to deliver a new universities project in South Africa within budget and to ascertain its influence on the outcomes. Design/methodology/approach A case study was designed to provide a comprehensive and intensive methodology to identify and examine the construction procurement strategy and its influence on the project outcomes. Document analyses and semi-structured interviews were used to collect data on the construction procurement strategy and outcomes from the client team. Findings The evidence brought forward demonstrates that the successful outcome was largely a consequence of the client team, procurement strategy and systems of delivery. However, the collaborative procurement strategy formed the basis of the successful project delivery and outcomes. A general observation from the data is that an appropriate construction procurement strategy developed by an experienced client team and proactively implemented by an integrated delivery team working collaboratively is likely to achieve the intended project outcomes. Practical implications The findings show three critical keys to achieving intended outcomes – people, procurement strategy and systems of delivery at the governance, portfolio, programme and project management levels. Originality/value The value of this paper lies in using a comprehensive methodology to study the relationship between procurement strategy and outcomes. The findings can be applied by client teams to achieve better outcomes and value for money in infrastructure projects.

PurposeNon-traditional procurement is thought to offer enhanced benefits over traditional contracts. However, several factors significantly impacting the optimization of the benefits have been suggested. Even though effective communication is ranked high among these factors, not enough empirical insights have been given to the nature of communication performance in non-traditional procurements in construction project delivery. The purpose of this paper is to focus on understanding the taxonomy of communication performance in non-traditional procurements in the South African Construction Industry, given the centrality of communication to team effectiveness, performance, project success and managerial efficiency.Design/methodology/approachAdopting a deductive research approach, an empirical questionnaire survey was conducted drawing on the practical communication experience of project teams engaged in projects using non-traditional procurement systems.FindingsUsing aggregated mean scores and inter-rater agreement index and Mann‒Whitney tests, the results revealed inaccuracies, barriers and procedural challenges as frequently occurring in the interpersonal and organizational communication in the adopted non-traditional procurement systems. Additionally, untimeliness and distorted information were noted to be occurring occasionally, whereas incomplete communication, misunderstood information and gatekeeping rarely occurred. Lastly, protocol-related communication challenges were deemed to have never occurred in their interpersonal and organizational communication in their project delivery. In the assessment of communication performance, the less frequently occurring assessment indicator is a testament to good communication performance, whereas the frequently occurring indicator represents a poor performance in the communication.Originality/valueThis systematic approach toward understanding the taxonomy of the interpersonal and organizational communication performance in non-traditional procurement is very significant toward communication performance improvement in the industry. The insight given by the findings may help construction project practitioners to focus their attention on the necessary aspects of communication in non-traditional procurements to optimize their benefits over traditional procurement models.

New regionalism is sweeping the world making regional trade integration an irreversible global trend that countries like Taiwan must meet head on. A significant problem for Taiwan is that its competitors, such as Japan, South Korea, and ASEAN countries, enjoy a host of tariff preferences. All the above poses a very real threat of trade diversion and thus unfavorable economic outcomes for Taiwan. By using a case study, this article investigates how Taiwanese firms can develop new tax strategies through Chinese suppliers’ VAT (Value Added Tax) refunds by introducing business process reengineering (BPR), which will reintegrate current cross-strait trade routes and efficiently integrate Taiwanese corporations with the commercial flow and logistics of mainland-based trade. The main research objectives are 1. Explore the current situation for trade routes and logistics distribution of an individual company that does procurement on the mainland. 2. Under the influence of ECFA (Economic Cooperation Framework Agreement), analyze how Taiwanese companies can effectively integrate commercial flow and logistics. The result of this study shows that reengineering the trade flow with a trade procurement platform allow case company significantly lower procurement-related costs, compared to direct trading, a 13.9% costs reduction for import prices makes the advantage quite clear. The main contribution of this study is helping trade managers to reintegrate a company’s internal trade process(es) and build a trade procurement platform that complies with current trade policy restrictions to reduce business operations-related costs, and raise the competitiveness of a product’s price.

Managing a sustainable service business rests on two critical customer perceptions: Firstly, the perceived sufficiency of the value of the service, and secondly the level of value differentiation between the current service provider other service providers in the market. (DeSarbo, Ebbs, Fong & Snow, 2010; Parasuraman & Grewal, 2000) The direction for this study was prompted by the limited research available around service quality for Supply Logistics within the global automotive industry. The study identified the key factors that logistics service providers need to focus on when aligning their perceptions of service quality to that of their customers. The service gaps between customer and service provider perceptions are uncovered. Particular focus was given to: The definition gaps in service quality, The perceived level of service quality, and The size of service quality differentiation between service providers. The key finding of the study is that service differentiation is influenced by the ability of the Logistics Service Provider (LSP) to deliver a quality of service in line with the level of importance the various elements hold to the customer. The causal relationships offered a step wise understanding of improving the perceptions of customers. This perception forming process is outlined as follows: Firstly, create a common understanding of the definition of service quality and establish the comparative importance of the various elements. Having an understanding of how customers’ value service quality is a critical first step in delivering superior service. A proposed Service Quality Framework for multi-national Supply Logistics providers in the South African automotive industry Secondly, align efforts to achieve in accordance to the level of importance of the service elements. If this is achieved, LSP’s will retain positive differentiation to its competitors irrespective of the actions of those competitors. Lastly, LSP’s need to regularly review if their own perception of the service level (per element) is in line with that of the customer. The study created a service quality framework of 22 different service elements grouped in four service factors. The relative importance of these elements were uncovered. This offered insight for organizing the business around key service elements. Within Supply Logistics the operational-management-tools, engineering-skills, processes-stability and management-structure are typical elements around which customers form their perceptions. The quality of the direct staff holds the key to sustained customer satisfaction, much more so than the commercial arrangements, industry innovations and the prestige of the brand behind the service. This study laid a foundation from which future research can deeper explore the unique slant that geographical, organisational designation or customer brand lines hold on the service quality perception.

Abstract:
Supply Chain Management is a well recognized managerial tool and government initiative, primarily aimed at improving all the aspects of the procurement activities in government organizations or any type of the sector. It focuses on meeting the needs of the service providers as well as of the customers. In 1994, South African Government came up with new initiatives to manage its budget and finance resources to meet the needs of the people. One of the new initiatives that the new Government introduced was the Supply Chain Management (SCM). The Constitution of the Republic of South Africa, Act No.108 of 1996, as amended regulates procurement through Section 217. The statutes states that “217(1) when an Organ of State in the national, provincial or local sphere of government, or any institution identified in national legislation, contracts for goods or services, it must do so in accordance with a system which is fair, equitable, transparent, competitive and cost-effective The procurement reform processes were supported by the introduction of a number of legislative measures, including the adoption of the Public Financial Management Act (PFMA) and the Preferential Procurement Policy Framework Act (PPPFA). Public Finance Management Act (PFMA) is a financial act that was developed in 1999 to reform the public financial management of South Africa. The Act promotes the objective of good financial management in order to maximise delivery through the efficient and effective use of limited resources. Public Financial Management Act (PFMA) emphasizes on efficiency, transparency and economic utilization of public funds. The Treasury Regulations 16.5.3 states that, ‘when procuring goods and services, the procurement procedures must be in accordance with a system that is fair, equitable, transparent, competitive and cost-effective. Even though government departments have started implementing the Supply Chain Management strategies, there are still some challenges and deficiencies that hinder appropriate implementation. There are some deficiencies in tender award systems, ineffectiveness of SCM training materials, lack of communication between management and SCM or implementing staff as a result the implementing staff is not aware of the organization’s goals regarding supply chain management activities. Lack of monitoring, evaluation and reporting is also another challenge. Due to these challenges, the Head Office of the Eastern Cape Department of Health had incurred some expenses in trying to address these yet the Supply Chain Management has little impact in improving the service delivery. The key research objective of this study is to investigate and evaluate the implementation of Supply Chain Management in service delivery with specific focus in procurement processes of goods and services in Head Office of Eastern Cape Department of Health. The study intends to establish and highlight the challenges that the Head Office of the Eastern Cape Department of Health is presently faced with in regard to implementation of the Supply Chain Management and the impact it has in service delivery. Data gathering techniques which include interviews and questionnaires had been used. The objectives, methodology and results of the study are presented. The conclusions and recommendations had been made with the basis that they will assist the department in improving the implementation of the Supply Chain Management which will have a positive impact in the service delivery. Further steps needs to be taken by the Provincial Treasuries in assisting department to improve in the implementation of the Supply Chain Management. Further research conduct is recommended for all the institutions of the department of Health as this study was focusing on Head Office only.

The value-add of a functional department in the corporate environment is continuously being challenged. Functions regularly find themselves in a state of restructuring in order to reduce cost structures which speaks volumes about an organisation’s view of its functions. What is however extremely important to take into account, is that functions can in fact add a great deal of value to the business, but before a function can be recognised as a value-adding partner, it needs to transform itself from a traditional transaction-driven service to a strategic value-adding function which contributes to the business on a strategic level. If this does not happen, the function risks becoming redundant, as most transactional activities today are or at least can be executed in an automated manner. Such a transformation is, however, no easy task, and requires a considerable amount of time to be achieved. It further requires substantial investments, enduring commitment from senior management and specific skills to enable a function to operate at a strategic level. Commitment, investments and new skills on the other hand, do not automatically acquire a seat at the boardroom table for such a function and a place must be earned through accurate proof of the functions value-add in the organisation – the difficult task being expressing that value-add in terms of financial numbers. A function that was confronted with the same predicament was the procurement function of Sasol around 1999, during a time when the commodity prices were under severe pressure and the organisation was looking into alternative ways of improving its cost structure. At this point a decision, to shift the focus of the procurement department from a traditional transactional environment to a value-adding business partner, laid the foundation to re-engineer the function into becoming a value-adding strategic function. A decision was taken to implement strategic sourcing in Sasol as the basis for procurement. This decision required substantial investment and the help of consulting firm McKinsey and Company. The Sasol Board were very confident in its decision, and requested continuous feedback on the actual value that was released through implementation of this new process. This required of the procurement function to develop a model by which the value-add of the process could be measured in real terms. The purpose of this study is to investigate the transformation of the procurement function in Sasol from a traditional transactional function to a strategic value-adding business partner by specifically focusing on the function’s ability to prove its value-add to the organisation, and in so doing, gain respect for being a true strategic value-adding function.

This study focused on the impact of implementation of Supply Chain Management Policy (SCM) in Limpopo Department of Local Government and Housing (The Department of Local Government and Housing is officially known as the Department of Co-operative Governance, Human Settlements and Traditional affairs as from the 16 August 2011).The study analyzed the impact of implementation of SCM policy including the implications of non-compliance with this policy. The study also provides an analysis of the perceptions of officials of the Department of Local Government and Housing with regard to the impact of implementation of Supply Chain Management policy. The study also looked at Supply Chain Management in a public sector context including mechanisms that can be employed in order to improve implementation of Supply Chain Management policy. Qualitative research methods were used in this study. This means that primary data was collected using interviews and questionnaires. The findings from the study indicated that the Department experienced challenges in implementing the SCM policy and that there was a significant change in the behavioural patterns of the certain employees after the SCM policy was implemented. The study also revealed that the implementation of SCM policy had both positive and negative effects on the employees of the Department, service providers as well as the public. Furthermore, the research revealed that violation of SCM policy has a negative impact on service delivery. The study has provided answers to both the main research question and sub-questions. From the findings made, the study concluded that the implementation of Supply Chain Management policy has both the negative and positive impact on the Department.

The purpose of this study was to investigate the relationship between e-procurement, supplier integration and supply chain performance in Small and Medium Enterprises (SMEs) in the Gauteng Province of South Africa. Most studies on e-procurement, supplier integration and supply chain performance have focused on large companies. Current knowledge involving SMEs and e-procurement is still limited. This study, therefore, was conducted to fill this gap. With rapid changes in technology and globalisation of markets, firms, especially SMEs, need support to adapt to technology and make use of e-procurement functions to compete with larger firms. The paradigm used in this study was post-positivism. A quantitative research approach was adopted in this study. The target population for this study consists of all owners and managers who are currently employed in SMEs in the Gauteng Province, South Africa. To measure the study constructs, the survey material was designed in the form of a structured questionnaire. Participants were asked to complete three test instruments, namely, an e-procurement questionnaire, supplier integration questionnaire and supply chain performance questionnaire as well as their profile and SME profile. A total number of 350 questionnaires was distributed to the identified sample of SME owners and managers of which 294 responded and finally 283 questionnaires were usable and used for data analysis. The confirmatory factor analysis (CFA) was performed to establish scale accuracy. All measures conformed to acceptable model fit and composite reliability (CR) and revealed that the scales used in this study are reliable. The reliability results confirmed that all constructs reached the generally agreed upon minimum scale range for Cronbach’s alpha of 0.70. Finally, the structural model was tested; four out of seven hypotheses were supported. Validity in this study was achieved through face, content, convergent and discriminant validities. The principal finding of this study reveals that e-design has a positive and significant linear relationship with supplier integration. In addition, the results showed that e-sourcing has a positive and insignificant linear relationship with supplier integration. The insignificant relationship could be indicative of the fact that enterprises are not fully utilising the e-procurement systems in selecting their suppliers to effectively improve their collaboration with supply chain member firms. The findings further reveal that e-negotiation has a positive and significant linear relationship with supplier integration. The study’s empirical findings also indicate that e-evaluation has a negative and insignificant relationship with supplier integration. Further, e-informing was also found to have a negative relationship with supplier integration. The study additionally revealed that supplier integration has a positive and significant linear relationship with tangible supply chain performance. Lastly, the SEM findings show that supplier integration has a positive and significant relationship with the intangible supply chain performance. After reviewing the results, the conclusion was drawn that theoretically, this research has contributed to literature by providing additional information on supply chain management, e-procurement, supplier integration and supply chain performance. The results presented provide useful information about the relationship between e-procurement, supplier integration and supply chain performance in SMEs, with implications for supplier firms and other relevant stakeholders. These results contribute to the expanding body of knowledge on supply chain aspects. The current study added practical value by developing an integrative model which might be used by SME practitioners in South Africa. The study recommends that the collaborating firm owners and managers consider increasing the levels of supplier collaboration by having regular meetings, training workshops or courses and conferences to improve their supply chain performance. Furthermore, it is recommended that SME owners and managers must effectively implement e-design systems to increase the chance of integrating with their suppliers, thereby increasing the chance of improving performance as well as cutting supply chain costs. Areas for further research and limitations for this study have also been highlighted.

The Eastern Cape Provincial Administration has, since the promulgation of the Supply Chain Management Policy Framework in 2003, been challenged with the implementation of the said Policy.Some departments have progressed better than others, but all of the provincial departments have been challenged in one way or another.It was therefore, necessary to research the reasons for the erratic implementation process by the different departments. An analysis, based on answers provided by senior officials of the Eastern Cape Provincial Administration in an interviewing process, was needed to get an understanding of the challenges the departments are faced within the implementation process. In order to provide quality goods and services, this dissertation aims to evaluate the implementation process, provide insight to the challenges that the departments are faced with and offer recommendations on how to remedy these challenges. The lessons learned from this research study will assist the provincial departments to re-engineer their implementation processes and move forward to greater success and embracement of the Supply Chain Management policy Framework.

ENGLISH ABSTRACT: This study explore how forecasting techniques can be combined in linear programming (LP) as a tool to optimise the parameters of forecasting methods in order to ensure sufficient capacity of logistic infrastructure exist for future growth. This study will use greenfield and brownfield projects from Sasol, a petrochemical company from South Africa, to test the methodology on. The methodology followed in the study was to firstly look at previous literature studies on logistical infrastructure and how to create sufficient capacity. Secondly, understandings of supply chain planning principles in general as well as supply chain planning in context of Sasol were investigated. Thirdly, different forecasting methods like; qualitative include judgemental, life cycle, Delphi method, market research etc. and quantitative methods including time series and causal methodologies had been investigated. Fourthly, decision making tools to incorporate multiple forecasts were investigated to understand why Sasol decided to use i2. Fifthly, the current capital project approach in Sasol had been investigated to fully understand where room for improvements would be possible. Finally the theory from the study was applied on two different projects in Sasol, one greenfield and one brownfield project. The results found that by using sound supply chain planning methodologies, sound supply chain design principles and multiple forecasts being combined by using LP decision making tools a better decision can be made with regards to logistical infrastructure investment as well as ensuring sufficient logistical infrastructure capacity. The two case studies have shown that this approach is flexible enough, apart from a few minor changes and can be adopted for both scenarios and that great results can be achieved. Logistical infrastructure could be optimised due to collaboration and the overall costs and performance of a supply chain improved.
AFRIKAANSE OPSOMMING: Hierdie studie ondersoek hoe lineêre programmering ( LP ), as n hulpmiddel, gebruik kan word om vooruitskattingstegnieke te kombineer om sodoende die vooruitskattingsmetodes te optimaliseer en te verseker dat voldoende kapasiteit van logistieke infrastruktuur bestaan vir toekomstige groei. Hierdie studie se metodes sal getoets word op groenveld- en bruinveldprojekte van Sasol , 'n petrochemiese maatskappy van Suid –Afrika. Die metode gevolg tydens die studie, was eerstens om te kyk na vorige literatuurstudies oor logistieke infrastruktuur en hoe om voldoende kapasiteit te skep. Tweedens, om ‘n breë oorsig van die beginsels van voorsieningsketting-beplanning te bekom sowel as voorsieningsketting-beplanning in die konteks van Sasol te ondersoek. Derdens, verskillende vootuitskattingsmetodes soos kwalitatiewe metodes (insluitend veroordelende-, lewensiklus- en Delphi-metode en marknavorsing) en kwantitatiewe metodes (insluitend die tydreeks- en oorsaaklike metodes) is geondersoek. In die vierde plek is besluitnemingshulpmiddels, wat verskeie vooruitskattings kombineer, geondersoek om te verstaan waarom Sasol besluit het om i2 aan te koop. In die vyfde plek is die metode van Sasol se kapitaalprojekte geondersoek om te verstaan of daar nie moontlik ruimte vir verbeterings sou wees nie. Laastens is die studie se metode op twee projekte van Sasol toegepas, een groenveld- en een bruinveldprojek. In die studie is gevind dat beter besluite geneem kan word aangaande beleggings in logistieke infrastruktuur en om te verskere daar is voldoende logistieke infrastruktuur kapasiteit - deur gebruik te maak van optimale metodes in voorsieningsketting-beplanning en voorsieningskettingontwerp. Die twee gevallestudies het getoon dat hierdie benadering buigsaam genoeg is, afgesien van 'n paar klein veranderinge, om vir beide moontlikhede gebruik te kan word en goeie resultate te behaal. Deur die samewerking van verskeie besigheidseenhede kon logistieke infrastruktuur geoptimaliseer word terwyl die kostes en algehele prestasie van voorsieningsketting verbeter kon word.

Abstract:
<p>The story of the Msikaba and Mtentu River Bridges is a story about the Transkei Region in South Africa. The area’s unfenced rural landscape is considered unique and is characterised by steep gorges and rivers that run down to the Wild Coast. The civil engineers of the past avoided the area and the main highway connecting the ports of Durban and East London runs 200 km inland. This is now changing with the South African National Roads Agency’s SOC Ltd (SANRAL’s) procurement of the new N2 Wild Coast Road that will realign the highway within 30 km of the coast. The project includes two new crossings, one a 580 m span cable-stayed bridge, the other a 1.1 km long viaduct with a 260 m central balanced cantilever span, across the deepest gorges on the route. Their design and procurement is however driven not only by their physical environment but the need to create jobs, business opportunities for small local enterprises and community development projects that will leave a legacy and a long term economic benefit.</p>
