Full textThe building permit process can be extensive and seen as a difficult process for private individuals who are not familiar with the subject. The building permit process is regulated by the Swedish planning and building act. A case study has been carried out in Gävle municipality to find out if the building permit process can be simplified for individuals. To get an overview of what is required to apply for building permits has Gävle's building permit process, laws and regulations been reviewed. The study is partially based on interviews with Gävle Municipality which was done orally and partially on a survey which was sent to individuals in order to find out which steps they found difficult.The survey were sent online to 341 private individuals who applied for building permits in 2013. 125 people participated, which gave a response rate of 36.7%. The result of the study has led to suggestions for improvement. These include interest from those who applied for building permits that the municipality develops brochures. The brochures should describe which documents are needed to apply for building permits as well as how it should be designed. The applicants would also like to see a change in how a building permit is submitted. Today it is submitted by hand but there is an interest to submitting it via an E-service or by E-mail. Results from the survey also showed that Gävle website should be updated so that it becomes more easily descriptive and available regarding what is needed to apply for a building permit. In addition to this, there are two larger propositions from the Swedish government that would change the Swedish planning and building act so that the building permits process becomes easier and more efficient and to increase the possibility to make smaller building operations without having to apply for building permits.

Full textI denna C-uppsats studeras samverkan mellan biståndshandläggare i Gävle kommun och vårdplanerare i Landstinget Gävleborg. Studien belyser framförallt samverkan vid det möte som hålls på sjukhuset kring de patienter som är utskrivningsklara från slutenvården och som är i behov av fortsatt hjälp och stöd från kommunen och/eller primärvården. Mötesformen benämns Samordnad vårdplanering (SVP) och även om det ibland är fler aktörer involverade vid detta möte, till exempel arbetsterapeuter och primärvårdskoordinatorer, så har vi avgränsat studien till att gälla just dessa två professioner. Fokus ligger således på samverkan och studiens syfte är: att studera samverkan mellan biståndshandläggare och vårdplanerare i det gemensamma arbetet kring kunden/patienten.
Studien är kvalitativ till sin karaktär och kan ses som både deskriptiv och komparativ. Tre fokusgruppintervjuer har utförts för att få kunskap om de båda professionernas uppfattningar och åsikter. Studien har sedan sammanställts med arbetsförfarande i enlighet med en hermeneutisk tolkningsansats.
I studien framkommer det att båda professionerna är positiva till den samverkan som skall ske och de anser att den samverkan man har idag fungerar tillfredsställande. I sammanställningen av respektive professions uppfattningar och åsikter framkommer dock flera aspekter som påvisar att det finns oklarheter och olika åsikter om hur samverkan skall fungera vilka också påvisar utvecklingsmöjligheter för den samverkan som skall ske professionerna emellan.

Full textCurrently there is a housing shortage in most Swedish municipalities, this includes the municipality of Borås. To build or demolish a building, building permits must be issued by the municipality. The processing time for building permits varies from one municipality to another. This in essence depends on how the various documents requested in the application are completed and submitted to the building permit management at the municipality. Today in Sweden, there is a trend to operate within the framework of rationalization in order to generate more efficiency and productivity. The study aims to describe how the building permit unit in Borås municipality works to streamline the building permit process by using Lean, Agile and the six sigma improvement concept. This study is based on qualitative methodology, in which five interviews were conducted with the municipal staff from Borås City who process and issue building permits. This study shows that the internal management of the building permit application was being processed digitally. The framework that was previously based on Lean was replaced by digitalization in order to speed up the process in a timely manner. Digitalization not only save time, it also resulted in greater efficiency and productivity. The municipality employees were also able to track the cases much easily, and even manage each others cases if a colleague was absent from work due to an emergency or illness. The implementation of digitalization has definitely improved the quality of work and shortened the time needed to complete the applications, as opposed to the delays in the past. The load of work tends to increase significantly twice a year, but more specifically during spring, as people tend to capitalize on the weather to carry out constructions. Due to digitalization Borås City works on the bases of standardized working methods. The main obstacle that could be improved is the waiting period required to receive a building permit by the city's building permit committee, which usually occurs once a month. Additionally, digitalization provides employees with more time to deal with other residents concerns or requests via mail and telephone.

Full textSweden is currently suffering from a major shortage of housing because the number of houses can’t satisfy the demand. To solve the problem more houses needs to be built. In the first half of 2016 approximately 21 000 new houses were built and another 28 000 got started. Before the builders can start the construction of the new houses, there need to be suitable land to build on. The municipalities own a large part of the land that is suitable for residential purposes, which means that the builder often are dependant on municipal land. All municipalities who answered the question, in the 2016 housing market survey, if they own suitable land for housing replied “Yes”. There are three main questions that will be answered in this paper: A. How do the municipalities price land for the construciton of apartmentbuildnings? B. How does quality requirements affect the land price and how are theserequirements checked by the municipality? C. How does the land price differ between bid and fixed priced landallocations? To answer these questions a few different methods have been used. The first method was to review the municipal policy for land allocation which they are requeired by law to have. There were also a review done of land allocation agreements, some that were sold by bid and some that were sold with a fixed price. Finally interviews were performed with questions based on the previously done reviews. Through the methods performed, the questions were answered. Both municipalities gives the land a value of SEK/sqm gross area where basements and cold areas are excluded. One difference is that Gävle uses external valuators while Stockholm has two internal units that performs the valuations of the land. This work showed that neither of the municipalies have a clear method of following up on the quality requirements. During the interviews it was explained that most of the requirements were tied to the building permits validity. The review of the land allocation agreements showed that 4 out of 5 land allocations that were made by bid were priced higher then thoose with a fixed price. It may therefore be of interest to further investigate the question.

Full textUrban densification has become a prevalent strategy of city planning in Sweden. Urban intensification is also a strategy which, according to Bunce (2018), Rådberg (2014) and the Swedish National Board of Housing, Building and Planning (2016a, 2016b) runs the risk of resulting in gentrification. The Swedish National Board advices that gentrification should be considered when urban densification is implemented in central areas (Boverket, 2016a, 2016b). In what way do Swedish municipalities address the issue in their city planning? This Bachelors Degree essay is an attempt at beginning to answer that question. The study applies discourse analysis and takes the form of a case study of the municipality of Gävle. It focuses on central urban densification for housing purposes, and studies excerpts from planning documents on different geographical scales, combined with protocol from municipal policy meetings. All materials used are within the public domain. The study uses three different definitions of gentrification (Hamnett, 2003; Marcuse, 2015; Boverket 2016a, 2016b). Combining different methods of discourse analysis, the study pinpoints any discussion regarding gentrification or its synonyms, as well as the overall themes and values present within the text. The study finds that gentrification is sparingly mentioned within the material, and in addition notes that social consequences are predominantly described as being positive. The findings are compared to definitions of silence (Huckin, 2002; Kurzon, 2007), and to Huckin’s (2002) criteria for manipulative silence. The study concludes that the absence of gentrification and of negative social impact within the discourse qualifies as silence, and that this silence fits the criteria for manipulative silence. It is speculated that the silence may be caused by a combination of urban planning ideals, pressure to prepare for a large number of dwellings, and demands made by the laws that regulate urban planning. Further study is recommended to broaden the studied discourse and to examine the cause of the silence found in this study.

Full textAfter the Second World War, Sweden was facing a strong economic growth and urbanization, which led to the time period of time called the record years. One million housing units were built in ten years. Shortcomings in the environments created were strongly criticized. The center facility was instead a facility that would provide residents with necessities. Today, central squares and common areas are in need of renovation to guarantee a stimulating environment. The Andersberg neighborhood in Sweden is typical for the so called Million homes programme and is currently undergoing renovation. The purpose of the study is to investigate whether the ongoing renewal created by the housing company Gavlegårdarna is a step in the right direction and if the outdoor environment in this community needs further development. An observation study of common space, environment, and a survey of residents was performed to investigate the area. The results revealed that common meeting places, such as green space, playground and the local square needs supervision and improved design. Although many of the Million homes programme have bad reputations, the results of this study indicated that perceived safety of residents is good, and overall satisfaction with the environment. Also the study indicates that the negative qualities of these areas can be assets. The Million programs was a big investment, however future environment improvements in Andersberg should take small steps such as adding more benches and improved site design. A study of citizen participation in the planning process in Andersberg would be an important follow-up to this study.

Full textSyftet med denna studie är att skapa kunskap om somatiskt växelboende i Gävle kommun, ur äldre omsorgstagare och anhörigas perspektiv. Undersökningen utgjordes av en kvalitativ studie i form av intervjuer. Sex intervjuer utfördes med tre omsorgstagare och deras maka/make, som använder somatiskt växelboende. Ett hermeneutiskt angreppssätt användes för bearbetningen av vårt empiriska material, vidare kategoriserade vi data genom kodning utifrån analysmetoden grounded theory. De fyra analysteman som kategoriserades fram, Emotioner, Relationer, Bemötande och Livs- och omsorgskvalité, presenteras i resultatdelen med kopplingar till empirin och de teorier som vi ansåg relevanta för studien: SOS- syndromet, Individualiseringsprincipen samt Aktivitets-, Sociala identitets-, Vänskaps-, Roll- och Utbytesteorin, vilka ger en ökad förståelse för äldre omsorgstagare och deras anhöriga som använder somatiskt växelboende. Resultatet visade att alla omsorgstagare upplevde, att orsaken till att de använder sig av växelboende, var att deras partner behövde avlastning och vila. De kände sig trygga och trivdes på växelboendet, samtidigt som de upplevde en nedstämdhet av att vara tvungna att lämna sina hem. De anhöriga upplevde att det var emotionellt påfrestande att ta emot hjälp i form av växelboende, men gav uttryck för en uppnådd livskvalité, genom att ha tillgång till växelboende. Alla informanter delgav att de var mycket nöjda med personalen. Fem av sex deltagare i studien, upplevde att uppföljning från Gävle kommun och omvårdnadsförvaltningen, gällande deras situation som omsorgstagare, kändes obefintlig. Slutsatsen av vår studie är, att växelboende i Gävle kommun, som det bedrivs i dag, upplevs tillfredställande och bra, av både omsorgstagare och deras anhöriga. Tillgången till denna form av avlastning är viktig, för att på detta sätt kunna efterleva den kvarboendeprincip som är vägledande inom svensk äldreomsorg.

Full textThe traffic environment is a problem at many schools in Sweden. The reason can in many cases be that the schools are not planned and built for the amount of traffic caused by parents who take their children to school by car today. There can be several reasons for parents to bring their children to school by car, such as: the road to the school is considered unsafe; the way to the school is too long for walking; the parents leave their children at the school on their way to work; or simply because it is practical. The purpose of this study is to contribute to the understanding of increased traffic safety for children, and from a child’s perspective, collect basic data of the traffic environment to be used when working with improvements of the traffic safety around schools. The aim of the study is to produce a checklist which can be used by municipalities in their work. A number of methods have been chosen based on literature studies. These methods were applied to two schools in the municipality of Gävle, Brynässkolan and Hagaströms skola, in order to verify the methods and the basic data that they produce to a check list. The methods used are: Stocktaking of physical environment and observations - stocktaking of physical environment with SWECO’S classification model, measuring the flow of traffic and observations at children’s arrival at school. Children’s journey to school - questionnaire to children about their travelling to the school. Traffic work at the school - physical changes in consultation, behavior affecting measures for both adults and children. This study has shown that there were several aspects to take into consideration when creating a safe traffic environment for children arriving to school. To achieve the best result both actions to improve behavior and physical measures are needed. This work is best carried out when all involved (school, children, parents and municipality) cooperate and work towards same objective, the objective that the children shall have a good and safe traffic environment at school. In the work with traffic safety at schools the produced check list is a good tool to get the correct basic data and to make sure that the children’s perspective are included in the analysis.
