Pavel, professor and theologian, imposed himself as a remarkable personality in Romanian religious and philosophical culture. He is well-known for his moral philosophy, referencing human nature and condition, and expertly expressing his opinion on the disastrous impact that modern culture and its civilizational components have on human beings. The current study brings to attention the aspects raised by this approach, specifically the human–culture–religion triad, from the positions of the Orthodox Christian doctrine embraced by Constantin C. Nous mettons l’accent sur l’intensité dans a) les déterminants figés qu’ils s’agissent de modifieurs figés facultatifs (για δέσιµο‘à attacher’ [à lier]) ou obligatoires (ηράκλεια δύναµη‘force herculéenne’, µνήµη ελέφαντα ‘mémoire d’éléphant’, βλέµµα ðου σκοτώνει ‘regard qui tue’) ou bien les prédéterminants composés figés (ωκεανός δακρύων‘océan de larmes’) ; b) les suites du type NN (συναυλία-µαµούθ ‘concert mammouth’) et c) les locutions verbales (κρέµοµαι από τα χείλη του ‘se pencher de ses lèvres’ [faire très attention]). Afin de résoudre quelques problèmes de traduction liés à l’intensité, nous employons la notion théorique de représentation métalinguistique (Buvet, à paraître b), pour proposer des traductions correctes pour les expressions figées qui désignent l’intensité.

Abstract Niedriglegierte Qualitätsstähle mit hoher bis höchster Festigkeit bis 1100 MPa und sehr guter Zähigkeit und Schweißeignung sind heute verfügbar. Für Schweißkonstruktionen im Stahlbau, im Druckbehälterbau, für Pipelines, Schiffe und Ölbohrplattformen können diese Stähle wirtschaftlich eingesetzt werden, wenn die Sprödbruchsicherheit gewährleistet ist. Die bisher gültigen, meist empirischen Berechnungsmethoden zur Sprödbruchsicherheit behindern jedoch den Einsatz dieser modernen Stähle. Im Zuge der Harmonisierung von europäischen Bemessungsnormen wurden daher bruchmechanische Sicherheitsnachweise eingeführt. Der Anhang C des Eurocode 3 (Stahlbau) und der Anhang D der prEN 13445 (Druckbehälter) sind Beispiele der erfolgreichen Anpassung bruchmechanischer Sicherheitskonzepte für den Sprödbruchsicherheitsnachweis. Im vorliegenden Beitrag werden die Ergebnisse dieser Entwicklung vergleichend gegenübergestellt.

Nous traitons dans cette etude des expressions figees avec le verbe support etre en grec moderne. Nous nous placons dans le modele theorique de la grammaire transformationnelle de z. S. Harris, dont le cadre methodologique a ete elabore pour le francais par m. Gross. Les structures etudiees sont prepositionnelles sauf dans le cas ou le substantif autour duquel est construite la phrase est au genitif ou au datif. Apres avoir decrit la structure globale et la composition lexicale de ces expressions, nous les classons dans des tables selon leur structure syntaxique. Dans les 9 tables que nous avons constituees, description est faite a l'aide de matrices binaires, des proprietes distributionnelles et transformationnelles des 2200 expressions figees recensees. Les variantes et operateurs entrant dans ces structures y sont egalement representes : cet ensemble represente le lexique-grammaire de ces expressions dont les entrees ne sont pas des mots, mais des phrases. Notre etude est morphologique car elle decrit le comportement des parties du discours, et syntaxique dans la mesure ou ces relations morphologiques sont traitees syntaxiquement<br>This study presents "frozen" expressions related to the support verb to be in modern greek. Our approach is based on z. S. Harris'transformational grammar whose methodological frame has been worked out in french by m. Gross. We have mainly studied prepositional structures, but also structures in which the predicate noun is in the genitive or dative case. After having described the global structures and lexical composition of those expressions, we classify them according to their syntactical structure. A description of the distributional and transformational properties of the 2200 collected idioms is given in the 9 binary matrices (tables) that we have worked out. The variables and the operators entailed in the structures are also represented : it thus constitutes the lexicon-grammar of those expressions whoses entries are not words, but whole sentences. Our study is morphological as far as it describes the morphological behaviour of parts of speech ; the study is also syntactical as those morphological relations are treated syntactically

L'étude de l'histoire la villa Cavrois, (Robert Mallet-Stevens architecte) s'étend de 1925 à 2001. Le contexte local de la commande, l'histoire détaillée de la conception et de l'édification, l'analyse de l'édifice et de sa situation dans le contexte des années 30 mettent en évidence la dimension manifeste de la réalisation ainsi que la stratégie professionnelle de Robert Mallet-Stevens dans le Nord de la France. L'usage de l'édifice est étudié dans une durée (1939-1985) qui comprend son occupation militaire, ses transformations, la réception familiale et l'historiographie. Le processus de patrimonialisation (1986-2001) comprend, de manière simultanée, la reconnaissance historique, un changement de propriétaire, la dispersion du mobilier, la dégradation matérielle et les premières protections administratives. Les aléas politico-administratifs du dossier ainsi que l'étude du caractère patrimonial de sa réception terminent le récit qui s'achève avec l'achat de l'édifice par l'État. La problématique ne néglige ni le maître de l'ouvrage ni les usagers en d'impliquant tous les faits et les acteurs proches et lointains de l'oeuvre proposant ainsi des perspectives sur l'histoire de l'architecture.

L’élégie connaît une vogue manifeste à l’aube de notre modernité, au sein de ce qu’il est convenu d’appeler le préromantisme et le romantisme. Mais cet engouement ne va pas sans susciter de profondes interrogations sur la dimension générique de l’élégie. En effet, depuis son acclimatation en français, l’élégie ne peut plus être définie par le seul critère formel, devenu douteux. En outre, dès l’âge classique, deux dangers minent le genre : sa variété thématique qui gêne sa définition et une évolution sclérosante qui le fige en clichés. Émerge donc le souci de rédimer un certain babélisme de l’élégie et d’en refonder le pouvoir expressif par le recours à la notion plus souple d’ « élégiaque ». La modernité de l’élégie s’adosse à cet héritage problématique et réclame une perspective d’étude résolument historique : la vitalité de l’élégie au seuil du XIXe siècle s’autorise d’une nouvelle saisie du genre, qui promeut l’élégiaque au rang de critère premier, ramenant peu à peu l’étiquette d’élégie à la portion congrue. L’œuvre de Millevoye permet de dater ce point de bascule, qui ouvre la voie à l’élégie romantique, attachée à la notion naissante de « lyrisme » et magnifiée par Lamartine sous les auspices de la méditation. Mais en refondant l’élégie sur l’expressivité élégiaque, la modernité romantique l’a soumise aux aléas des sollicitations du sujet par l’histoire, qui le déstabilisent. D’où un déplacement de l’écriture élégiaque durant la seconde moitié du XIXe siècle, dans le repliement intimiste, le dédoublement parodique et humoristique, ou encore la polyphonie, manifestations diverses d’une remise en cause de la source subjective de la plainte élégiaque. Quand revient à la surface du champ littéraire l’élégie revendiquée comme telle, à l’occasion du traumatisme de la Seconde Guerre mondiale, c’est pour cristalliser en un genre labile les doutes, les deuils et les sourires d’un lyrisme incertain de son propre chant comme de l’existence du sujet qui le hante plus qu’il ne le chante<br>The elegy was fashionable at the dawn of modernity, during the periods which are known as Pre-Romanticism and Romanticism. But this infatuation with elegy was not without raising deep questioning on its generic dimension. Indeed since the French had appropriated the genre, the elegy can no longer be just defined by a formal criterion which has become disputable. Furthermore, as early as the classical period, two dangers have been subverting the genre: its wide range of themes which is an obstacle to our grasping its quintessence and an evolution at a standstill condemning it to stereotyped perceptions. And from this came the worry to amend the confusion existing around the elegy as well as the urge to revivify its expressive power around the more flexible notion of "elegiac". The modernity of the elegy relies on this problematic heritage and requires a study in historical perspective: the vitality of the elegy at the beginning of the XIXth century allowed itself to provide a new interpretation of its genre that promoted the elegiac as a decisive criterion. Millevoye’s works enables us to date this turning point which paved the way to the romantic elegy linked to the rising notion of "lyricism" and glorified by Lamartine under the auspices of meditation. But while revivifying the elegy on elegiac expressiveness, romantic modernity compelled with the subject having to respond to historical vagaries that were eventually unsettling. Hence a shifting away from elegiac writing during the second half of the XIXth century into intimist withdrawal, parodic splitting or polyphony, all of them being various utterances of a questioning of the elegiac complaint’s subjective source. When the elegy as such resurfaced the literary scene owing to the trauma of the Second World War, it featured a shifting genre to crystallize the doubts, mournings and smiles of a lyricism as uncertain of its own song as the very existence of a subject that haunted its lines more than he inhabited them

C++ est un langage de programmation multi-paradigme qui permet au développeur initié de mettre au point des algorithmes de traitement d'images. La force de langage se base sur plusieurs aspects. C++ est haut-niveau, cela signifie qu'il est possible de développer des abstractions puissantes mélangeant plusieurs styles de programmation pour faciliter le développement. En même temps, C++ reste bas-niveau et peut pleinement tirer partie du matériel pour fournir un maximum de performances. Il est aussi portable et très compatible ce qui lui permet de se brancher à d'autres langages de haut niveau pour le prototypage rapide tel que Python ou Matlab. Un des aspects les plus fondamentaux où le C++ brille, c'est la programmation générique. La programmation générique rend possible le développement et la réutilisation de briques logiciel comme des objets (images) de différentes natures (types) sans avoir de perte au niveau performance. Néanmoins, il n'est pas trivial de concilier les aspects de généricité, de performance et de simplicité d'utilisation. Le C++ moderne (post-2011) amène de nouvelles fonctionnalités qui le rendent plus simple et plus puissant. Dans cette thèse, nous explorons en premier un aspect particulier du C++20 : les concepts, dans le but de construire une taxonomie des types relatifs au traitement d'images. Deuxièmement, nous explorons une autre fonctionnalité ajoutée au C++20 : les ranges (et les vues). Nous appliquons ce design aux algorithmes de traitement d'images et aux types d'image, dans le but résoudre les problèmes liés, notamment, à la difficulté qu'il existe pour customiser les algorithmes de traitement d'image. Enfin, nous explorons les possibilités concernant la façon dont il est possible de construire un pont entre du code C++ générique statique (compile-time) et du code Python dynamique (runtime). Nous fournissons une solution hybride et nous mesurons ses performances. Nous discutons aussi les pistes qui peuvent être explorées dans le futur, notamment celles qui concernent les technologies JIT. Étant donné ces trois axes,nous voulons résoudre le problème concernant la conciliation des aspects de généricité, de performance et de simplicité d'utilisation<br>C++ is a multi-paradigm language that enables the initiated programmer to set up efficient image processing algorithms. This language strength comes from several aspects. C++ is high-level, which enables developing powerful abstractions and mixing different programming styles to ease the development. At the same time, C++ is low-level and can fully take advantage of the hardware to deliver the best performance. It is also very portable and highly compatible which allows algorithms to be called from high-level, fast-prototyping languages such as Python or Matlab. One of the most fundamental aspects where C++ really shines is generic programming. Generic programming makes it possible to develop and reuse bricks of software on objects (images) of different natures (types) without performance loss. Nevertheless,conciliating the aspects of genericity, efficiency, and simplicity is not trivial. Modern C++ (post-2011) has brought new features that made the language simpler and more powerful. In this thesis, we first explore one particular C++20aspect: the concepts, in order to build a concrete taxonomy of image related types and algorithms. Second, we explore another addition to C++20, ranges (and views), and we apply this design to image processing algorithms and image types in order to solve issues such as how hard it is to customize/tweak image processing algorithms. Finally, we explore possibilities regarding how we can offer a bridge between static (compile-time) generic C++ code and dynamic (runtime) Python code. We offer our own hybrid solution and benchmark its performance as well as discuss what can be done in the future with JIT technologies. Considering those three axes, we will address the issue regarding the way to conciliate generic programming, efficiency and ease of use

Essai d'interpretation de l'argentine moderne(1930-1980), il s'agit d'une recherche centree sur l'histoire sociale envisagee dans une optique interdisciplinaire qui articule l'histoire, l'economie, la sociologie, la science politique. Le peronisme, phenomene specifique de l'histoire argentine est la question centrale de cette etude. En utilisant de facon flexible les outils theoriques du marxisme critique, elle essaye de rendre compte des contradictions du nationalisme peroniste et des raisons de son emprise pendant un demi-siecle sur la classe ouvriere argentine. L'analyse de la structure economique, de la dynamique des affrontements sociaux et de l'histoire politique moderne du pays permettent de cerner la specificitre du "paradigme argentn" dans le cadre general du capitalisme dependant en amerique latine. Le but de l'analyse est de demontrer qu'il n'y a pas de fatalite historique, que la crise et la degradation de la societe argentine est le produit d'un "choix" social et politique. Cette recherche s'appuie sur une abondante bibliographie mais egalement sur une experience personnelle qui a traverse trente ans de l'histoire sociale et politique de l'argentine<br>We are dealing here with a research on argentina's social history envisaged under an interdisciplinary aspect, centered around the history, the economy, the sociology, and the political science. The central question of this research is "peronism", a specific aspect of orgentina's history. Using, in a very flexible way the theoriticalustensils of critical marxism, this study tries to report the contradictions of peronist nationalism and the reasous of it's impact on argentina's working class for half a century. The analyses of the economical structure, of the dynamic of social struggles and of the modern political history of the country permit to center the specific aspects of the "argentina paradigme" and this within the dependant capitalism in latin america. The qoal of this study is to demonstrate that there is no historical fatality and that the crisis and degrading of the argentina society are the result of a social and political "choice". This research is based upon an abondant bibliography as well as on a personal experience which underwent thirty years of social and political history in argentina

Ayant été au pouvoir pendant près de 10 ans, les années conservatrices se distinguent par leur engagement clair pour une justice plus répressive. Selon ces derniers, ce sont les attentes du public canadien qui justifient ces mesures. Qu’en est il vraiment de l’opinion publique canadienne? À partir du cadre conceptuel de la rationalité pénale moderne (RPM), cette étude vise à observer et décrire la diversité des opinions présentes dans les mémoires soumis au Comité permanent de la justice et des droits de la personne (CPJDP), lors de l’étude des projets de loi C-9 (Loi modifiant le Code criminel (emprisonnement avec sursis)) et C-10 (Loi sur la sécurité des rues et des communautés). Par l’analyse de contenu, les 71 mémoires ont été codifiés pour faire ressortir les idées associées à la RPM et celles qui présentent des innovations cognitives. Les opinions émises dans ces mémoires peuvent être classées dans trois grandes catégories. Tout d’abord, nous retrouvons les opinions de groupes appuyant le durcissement législatif proposé dans les projets de loi, à l’aide de théories de la peine et de principes reliés à la RPM. Ensuite, un deuxième groupe d’opinions émergeant des mémoires se positionne en défaveur des projets de loi, sans toutefois délaisser les principes d’exclusion et d’affliction au fondement de la RPM. Finalement, certains acteurs sociaux parviennent à sortir du cadre conceptual de la RPM pour innover et proposer des modes d’intervention alternatifs aux peines afflictives.

Norbert Elias s’est laissé enfermer, malgré lui, dans la linéarité de ce qu’il a été contraint de reconnaître comme des mouvements de "décivilisation", tel l’holocauste. Pour le sortir de cette impasse, son outillage méthodologique a été complété, à l’aide d’une notion de discours inspirée de Foucault, en se focalisant sur ce qui se passe lors de la formation même d’une configuration, selon un schéma socio-anthropologique ("négociation" – "plateforme" – "discours"). La façon dont la configuration se met en place ou se défait, par une série de partages, constitue un devisement (mot repris à Marco Polo). Par delà les dispositifs de gouvernementalité (Foucault) qu’elle permet d’appréhender, cette méthode a pour ambition de répondre au problème, récurrent en philosophie, de la permanence et du changement. Répondant ainsi aux difficultés rencontrées par Elias, elle est appliquée, en seconde partie, à l’histoire de l’homme moderne, et aux recompositions qu’il s’impose sans cesse à lui-même<br>"Le Devisement du monde" ("The description of the world") is the title of the book by Marco Polo. This term here covers a socio-anthropological method which combines the notion of "figuration" (Elias) and that of discourse (Foucault). This method is based on an analytical structure ("negotiation" – "platform" – "discourse"), which thus completes the tool bequeathed to us by Norbert Elias, by specifying how a figuration is set up or broken down, by a series of divisions. Allowing us to analyse certain measures of governmentality (Foucault), this approach also answers the problem of permanence and change, recurrent in philosophy. This forms the first part. Estudiamos las formas en que la Generación argentina de 1837 pensó la política con el fin de instituir un orden político moderno en el Río de la Plata durante los años 1830- 1853 en Buenos Aires, cuando se origina el “movimiento intelectual” y en Montevideo, espacio del exilio insurreccional donde se buscó propiciar una activa oposición política al rosismo. Reconstruimos los problemas fundamentales de una sociabilidad conceptual generacional a partir de las miradas de Esteban Echeverría y Juan Bautista Alberdi, sin desconocer, sin embargo, los aportes de otros miembros de la Generación del 37 tales como Juan María Gutiérrez, Miguel Cané padre, y de los “espectadores” Domingo F. Sarmiento y José Mármol. Destacamos cuatro ejes de análisis que estructuran dicho discurso generacional: la conciencia histórica colectiva generacional; el lugar de la escritura como modo de gestión del espacio público moderno; el paradigma capacitario de la política como episteme estructuradora de los conceptos y lenguajes de su discurso político y la Representación como principio racional y dinamizador del orden político moderno. Este trabajo surge de un interrogante: ¿cómo se piensa el orden político cuando el Estado nacional es aún una entidad inexistente? y, más específicamente, ¿cómo pensó el orden político la Generación argentina de 1837? ¿Cuáles fueron los conceptos que organizaron su matriz epistemológica para pensar la política durante el período 1830- 1853. Nuestra investigación intenta contribuir desde la historia conceptual y la filosofía política a la pregunta acerca de los modos de pensar la política en el siglo XIX argentino; procura realizar, en términos de Pierre Rosanvallon, una historia conceptual de lo político en nuestro siglo XIX que permita comprender los problemas que constituyeron ese trabajo histórico de las elites letradas que más tarde se materializaría en un orden político estable denominado República Argentina<br>We study the ways argentinian generation of 1837 thought politics for institute modern political order in Rio de la Plata between 1830- 1853 in Buenos Aires at the origins of “intellectual movement” as well as in Montevideo place of insurrectional exile where they intended to build a political opposition to rosism. We reconstruct the fundamental problems of a conceptual and generational sociability with Echeverria’s and Alberdi’s works but without forgetting the contributions of Juan Maria Gutiérrez, Miguel Cané father and the so called “spectators” of Generation of 37 Domingo F. Sarmiento and José Mármol. We underline four themes that estructurate the generational political discourse: the historical and collective conscience; the importance of writing as a way of creating a modern public space; the capacity paradigm of politics as a structure that orders their political language and the Representation as a rational and dynamic principe in political order. These work came up of these first questions: how was that they thought political order when National State didn’t exist and, more specifically, which were the concepts that organized their political discurse to think politics?Our research intents to contribute conceptual history and political philosophy to interpretate the forms of political thought in argentinian’s 19 Century. In terms of Rosanvallon’s works, we hope to contribute to a “conceptual history of politics” that can give answers to the ways that literate élite built a political order called Argentinian Republic<br>Nous étudions les formes selon lesquelles la Génération argentine de 1837 a pensé la politique afin d'instituer un ordre politique dans le Rio de la Plata, entre 1830 et 1853, à Buenos Aires, où débute ce “mouvement intellectuel" et à Montevideo, espace de l'exil insurrectionnel où elle cherchera à favoriser une opposition politique au rosisme. Th e new Law on Compulsory Traffi c Insurance has recently entered into force in the Federation of Bosnia and Herzegovina. By enacting of this Law the high level of harmonization with EU-acquis has been achieved. Besides, the interstate harmonization, i.e. equalization with the same-named Law act in Republic of Srpska has also been achieved. Th e special characteristic of this Law that diff ers it from the similar acts in SEE region and wider, is regulating of the rules for determination of the scope of pecuniary and non-pecuniary damage occurred in a traffi c accident. Th e set of rules is prescribed in form of the Framework criteria for determining the compensation amount for injuries or death, which are an integral part of the Law. In this paperwork, the overview of the mentioned Framework criteria will be shown, as well as their importance with regards of legal certainty in determination of the scope of damage. Also, there is a discussion about overcoming the interstate confl ict of law that occurred by their enacting.

Th e European Insurance and Occupational Pensions Authority (EIOPA) issued a consultation paper on the 13th March 2020, proposing guidelines on information and communication technology (ICT) security and governance, which will apply from 1st July 2021. In this paper, we aim to determine the perceived eff ectiveness, (i.e. effi ciency, relevance, coherence and benefi t) of the proposed guidelines, by carrying out a survey and discussions with targeted users (Practitioners / Controllers / Regulators in the area of Insurance) and bringing to light their various concerns and recommendations. Th ese guidelines are very superfi cial and generic and they do not reach the purpose for what they were set. Moreover, although they require that specifi c identifi ed risks are addressed they are not specifi c in addressing the how and when and leave it up to the organisations to determine this. Measurability of results is another issue, which makes it very diffi cult for compliance and enforcement to determine when and how to act, even in terms of proportionality. Th erefore, although the guidelines are clear in what they want to achieve, their eff ectiveness of the approach leaves much to be desired and is considered by respondents as creating more confusion than good and can turn out to be just another scope for duplication of eff orts and data collection overspill with no added value.

Technological progress, importance of taking care of the environment and need for the “micro-mobility” of humans in the cities, have led to increased usage of electric scooters. Every means of transportation, including the scooter, cause of risk of a damage. Possibility of causing of the damage opens a question of the obligation of owners of the electric scooters to conclude motor third party liability insurance. Th is paper tries to give an answer on the question. Author also seeks to fi nd an answer on a question is the injured party entitled to receive compensation of damage from guarantee fund, if the damage is caused by the uninsured electric scooter. Author gives the positive answer on these two questions. Author concludes that de lege lata electric scooter must have third party liability insurance, and that injured party is entitled to receive the compensation from the guarantee fund. Obligation of the owners of the electric scooter to conclude liability insurance, as well as injured party claim toward the guarnatee fund, is based on the fact that electric scooter is motor vehicle, according to the legal defi nition of the motor vehicle. Author considers that there is no legal gap in current laws of the Republic of Serbia, concerning insurance of the electric scooters. It is not necessary to change regulations on compulsory insurance in traffi c. Th ere is no need for the special rules for insurance of electric scooters. Legal issues concerning insurance of electric scooters and redress of damage caused by those scooters, can be resolve by interpretation of the applicable regulations.

Human capital has undergone significant qualitative changes along with the development of society. Today, high-quality human capital is the most important and sought-after resource for economic growth and development. Knowledge, education, health care, quality of life and the role of leading specialists became the basis of sustainable development of the country. Since gaining independence and transitioning to a new economic system, the higher education system of our country is in the process of continuous reforms. It still needs significant changes to come closer to an internationally recognized grading system. It is most important for the country that young people receive education in accordance with international standards. In order to study the experience of advanced countries, students of higher educational institutions are sent to different countries of the world through exchange programs, which bring great experience to young people. Professional education is also of special importance for the development of human capital. It gives an opportunity to young people and people of any age to acquire a profession that will allow them to be quickly employed, get a job and contribute to the economic development of the country. The Covid-19 pandemic has brought to the fore an important workforce issue such as the shortage of skilled workers. The Georgian labor market cannot respond quickly and adequately to the professions and specialties in demand. There has not yet been a "reset" of teaching to prepare a skilled workforce with modern skills and habits. Higher education, vocational schools and their real employers still work separately. Unfortunately, the goals and objectives of both parties are often missed. Increasing the minimum score for admission to higher education programs through entrance exams is a serious consideration. The issue is directly related to the use of qualitative indicators of human capital. A specialist equipped with average knowledge finds it difficult to establish himself or cannot work in the profession. This is a serious problem and requires a timely review. It is known that the more money spent on higher education, the better the results in the national economy. An educated workforce yields better results. Keeping high-quality human capital and anchoring it in place requires no less care even after receiving proper education. Such specialists go abroad because of low pay. This process is called "intelligence drain", which is a very familiar process for Georgia. In terms of maximizing the use of human capital, in recent years, inclusive education has especially advanced. It has a double load. It can be said that the moral side is much more for this category of people, but from a pure economic point of view and from the interests of the country, it is no less important issue. Together with inclusive education, today a great role is assigned to the use of accumulated knowledge and experience of older people, professionalism. It is this category of people who create the "silver economy" .Their role is quite serious and important for the full-fledged economic development of the demographically aging society. Against the background of the development of modern technologies and the achievements of science, for the economic growth and development of the country, a completely new importance is assigned to the continuous development of human capital every day, both quantitatively and qualitatively. In accordance with the challenges of news, it is necessary to establish and consistently establish new and demand-related trends. Article in Georgian.

In recent years, several pipe mills have produced heavy-wall, large diameter pipe from plates of microalloyed steels that were controlled-rolled to develop properties to meet the API 5LX Grade 70 or Grade 80 requirements and that were electric resistance welded (ERW) using advanced techniques. The use of advanced electric seam-welding practices on the steels produced using advanced steel making and processing methods offers the possibility of obtaining high strength line pipe at a lower cost than pipes produced from similar steels but with double submerged arc seam welds. The present study was undertaken to evaluate the properties of the pipe body and the ERW seam-weld region of a recently produced heavy-wall X70 line pipe. This report describes the evaluation of that pipe. The mechanical properties of the weld zone from this pipe were evaluated and reported under Task 18-89. Those data are included in this report. A high-frequency electric resistance welded (HFERW) X70 line pipe was evaluated to assess the strength properties, fracture behavior, thermal stability, and susceptibility to environmentally induced degradation that may affect its behavior in gas transmission service. A 20-inch-(508 mm)-diameter by 0.500-inch-(12.7 mm)-wall high-frequency, electric-resistance-welded (HFERW) X70 line pipe was evaluated to assess the strength properties, fracture behavior, thermal stability, and susceptibility to environmentally induced degradation that may affect its behavior in gas transmission service. The steel from which the pipe was produced was processed using advanced steel-making practices that resulted in a low sulfur content and was microalloyed with Cb, V, and Ti. The steel was controlled rolled with 75 percent of the rolling reduction being accomplished at temperatures below 1418 F (770 C); the finishing temperature was 1328 F (720 C) and the steel was hot coiled after finishing. The seam weld was produced by high frequency electric resistance welding and the seam weld region was post-weld normalized.

Rapid Airfield Damage Recovery (RADR) technologies have proven successful in temperate and subfreezing temperatures but have not been evaluated in extreme cold weather temperatures near 0°F. To address this capability gap, laboratory-scale and full-scale testing was conducted at these temperatures. Methods developed for moderate climates were adapted and demonstrated alongside methods that used snow harvested on-site as compacted backfill. After only a few days of training, seven experimental repairs were conducted by Canadian airmen at Goose Bay Air Base in Labrador, Canada, and load tested with a single-wheel C-17 load cart. Existing RADR technologies performed adequately despite the freezing temperatures, with the main tactic, techniques, and procedures modification being an increased cure time for the rapid-setting concrete surface material. Compacted snow-water slurry methods also performed well, demonstrating their ability to withstand over 500 passes of single-wheel C-17 traffic after sufficient freezing time.

These steels gained strength by traditional hardening mechanisms through chemistry changes, largely involving carbon and manganese additions. Improvement of these grades, primarily through control of ingot chemistry and steel processing, became necessary when running brittle fracture was identified as a failure mechanism in gas-transmission pipelines in the late 50s. Eventually, this avenue to increasing strength was exhausted for pipeline applications because this approach causes increased susceptibility to hydrogen-related cracking mechanisms as strength increases. For this reason, modern steels differ significantly from their predecessors in several ways, with the transition from traditional C-Mn ferrite-pearlite steels beginning in the mid 60s with the introduction of high-strength-low-alloy (HSLA) steels. This report presents the results of projects, PR-3-9606 and PR-3-9737, both of which were planned as multi-year projects. The first of these projects initially was conceived to provide broad evaluation of the fitness-for-service of wrinkle bends while the second was conceived to generate mechanical and fracture properties data for use in the integrity analysis of both the pipe body and weld seams in modern gas-transmission pipeline systems. As possible duplication between a joint industry project and the PRCI project became apparent, this project was scaled back to focus on properties of steels used in construction involving wrinkle bends. Consideration also was given to a more modern steel such as might be found in ripple bends, which are formed in bending machines that now have become widely used. The second project likewise was reduced in scope, with a focus on only the pipe body. Because both projects ended being centered on mechanical and fracture properties, both are presented in this combination report.

Die oberflächennahe Geothermie mit Wärmepumpen ist Stand der Technik und in der Schweiz bereits stark verbreitet. Im künftigen Energiesystem soll zusätzlich die mitteltiefe bis tiefe Geothermie (1–6 km) eine wichtige Rolle spielen. Im Vordergrund steht die Lieferung von Wärme für Gebäude und industrielle Prozesse. Diese Form der Erdwärmenutzung setzt einen gut durchlässigen Untergrund voraus, damit ein Fluid – in der Regel Wasser – die natürlich vorhandene Gesteinswärme übernehmen und an die Oberfläche transportieren kann. Bei Sedimentgesteinen ist dies meist von Natur aus gegeben, wogegen bei Graniten und Gneisen die Durchlässigkeit mittels Einpressen von Wasser künstlich herbeigeführt werden muss. Die so gewonnene Wärme nimmt mit zunehmender Bohrtiefe zu: In 1 km Tiefe liegt die Untergrundtemperatur bei ca. 40 °C und in 3 km Tiefe bei ca. 100 °C. Um eine Dampfturbine für die Stromproduktion anzutreiben, sind Temperaturen von über 100 °C notwendig. Da dafür grössere Tiefen von 3 bis 6 km erforderlich sind, steigt auch das Risiko der durch die Bohrungen induzierten Seismizität. Der Untergrund eignet sich ausserdem auch zur Speicherung von Wärme und Gasen, zum Beispiel Wasserstoff oder Methan, sowie zur definitiven Einlagerung von CO2. Dazu muss er ähnliche Voraussetzungen erfüllen wie bei der Wärmegewinnung, zusätzlich ist jedoch eine über dem Reservoir liegende dichte Deckschicht erforderlich, damit das Gas nicht entweichen kann. Im Verbundprojekt «Wasserkraft und Geothermie» des NFP «Energie» wurde vor allem der Frage nachgegangen, wo sich in der Schweiz geeignete Bodenschichten finden, die die Anforderungen der verschiedenen Nutzungen optimal erfüllen. Ein zweiter Forschungsschwerpunkt betraf Massnahmen zur Reduktion der durch Tiefenbohrungen induzierten Seismizität und der daraus folgenden Schäden an Bauten. Im Weiteren wurden Modelle und Simulationen entwickelt, die zu einem besseren Verständnis der Vorgänge im Untergrund bei der Erschliessung und Nutzung der geothermischen Ressourcen beitragen. Zusammengefasst zeigen die Forschungsergebnisse, dass in der Schweiz gute Voraussetzungen vorhanden sind für die Nutzung der mitteltiefen Erdwärme (1–3 km), sowohl für den Gebäudepark als auch für industrielle Prozesse. Auch in Bezug auf die saisonale Speicherung von Wärme und Gasen ist Optimismus angebracht. Die Potenziale für die definitive Einlagerung von CO2 in relevanten Mengen sind demgegenüber als eher limitiert zu bezeichnen. Hinsichtlich der Stromproduktion aus Erdwärme mittels der tiefen Geothermie (> 3 km) besteht noch keine abschliessende Gewissheit, wie gross das wirtschaftlich nutzbare Potenzial im Untergrund wirklich ist. Diesbezüglich sind dringend industriell betriebene Demonstrationsanlagen notwendig, um die Akzeptanz bei der Bevölkerung und bei Investoren zu stärken.

Biological oxidations are almost exclusively metal ion-promoted reactions and in ths respect iron, being the most abundant, is the commonly involved. The effect of dietary iron levels on pork, turkey and chick muscle lipid peroxidation and various other related compounds were evaluated. Crossbred feeder pigs were fed to market weight on corn-soy rations containing either 62, 131 or 209 ppm iron. After slaughter, the muscles were dissected, cooked and stored at 4°C. Heavily fortifying swine rations with iron (>200 ppm) increase nn-heme iron (NHI), thiobarbituric acid reactive substances (TBARS), and decrease a-tocopherol in cooked stored pork but did not increase warmed-over aroma (WOA). NHI and TBARS were higher in cooked pork from pigs fed high-iron diets. Liver iron correlated with muscle iron. TBARS were strongly related with WOA. The role of dietary vitamin E and ascorbic acid on Fe-induced in vivo lipid peroxidation in swine was also evaluated. Moderate elevation in iron stores had a marked effect on oxidative stress, especially as indicated by liver TBARS. Supplemental vitamin E, and to a lesser extent vitamin C, protect against this oxidative stress. Unsupplementation of Fe in the regular diet of turkeys did not affect body weight, blood hemoglobin level, or iron pool in the liver or muscle. The reason being that it contained "natural" ~120 mg Fe/kg feed, and this amount is high enough to keep constant the pool of iron in the body, liver or muscle tissues. Only Fe-supplementation with high amounts of Fe (500 ppm) significantly increased turkey blood hemoglobin and total iron in the liver, in 1 out of 3 experiments, but only slightly affects iron pool in the muscles. It seems that the liver accumulates very high concentations of iron and significantly regulates iron concentration in skeletal muscles. For this reason, it was very difficult to decrease muscle stability in turkeys through a diet containing high levels of Fe-supplementation. It was shown that the significant increase in the amount of iron (total and "free") in the muscle by injections with Fe-dextran accelerated its lipid peroxidation rate and decreased its a-tocopherol concentration. The level and metabolism of iron in the muscles affects the intensity of in vivo lipid peroxidation. This process was found to ifluence the turnover and accumulation of a-tocopherol in turkey and chick muscles. Treatments which could significantly decrease the amount and metabolism of iron pool in muscle tissues (or other organs) may affect the rate of lipid peroxidation and the turnover of a-tocopherol. Several defense enzymes were determined and found in the turkey muscle, such as superoxide dismutase, catalase, and glutathione peroxidase. Glutathione peroxidase was more active in muscles with a high trend of lipid peroxidation, lmore so in drumsticks than in breast muscles, or muscles with a low a-tocopherol content. The activity of glutathione peroxidase increased several fold in muscle stored at 4°C. Our work demonstrated that it will be much more practical to increase the stability of muscle tissues in swine, turkeys and chickens during storage and processing by increasing the amount of vitamin E in the diet than by withdrawing iron supplementation.

This report is one of a series of reports documenting the methods and findings of a multi-year, multi-disciplinary project coordinated by the Pacific Earthquake Engineering Research Center (PEER and funded by the California Earthquake Authority (CEA). The overall project is titled “Quantifying the Performance of Retrofit of Cripple Walls and Sill Anchorage in Single-Family Wood-Frame Buildings,” henceforth referred to as the “PEER–CEA Project.” The overall objective of the PEER–CEA Project is to provide scientifically based information (e.g., testing, analysis, and resulting loss models) that measure and assess the effectiveness of seismic retrofit to reduce the risk of damage and associated losses (repair costs) of wood-frame houses with cripple wall and sill anchorage deficiencies as well as retrofitted conditions that address those deficiencies. Tasks that support and inform the loss-modeling effort are: (1) collecting and summarizing existing information and results of previous research on the performance of wood-frame houses; (2) identifying construction features to characterize alternative variants of wood-frame houses; (3) characterizing earthquake hazard and ground motions at representative sites in California; (4) developing cyclic loading protocols and conducting laboratory tests of cripple wall panels, wood-frame wall subassemblies, and sill anchorages to measure and document their response (strength and stiffness) under cyclic loading; and (5) the computer modeling, simulations, and the development of loss models as informed by a workshop with claims adjustors. Quantifying the difference of seismic performance of un-retrofitted and retrofitted single-family wood-frame houses has become increasingly important in California due to the high seismicity of the state. Inadequate lateral bracing of cripple walls and inadequate sill bolting are the primary reasons for damage to residential homes, even in the event of moderate earthquakes. Physical testing tasks were conducted by Working Group 4 (WG4), with testing carried out at the University of California San Diego (UCSD) and University of California Berkeley (UCB). The primary objectives of the testing were as follows: (1) development of descriptions of load-deflection behavior of components and connections for use by Working Group 5 in development of numerical modeling; and (2) collection of descriptions of damage at varying levels of peak transient drift for use by Working Group 6 in development of fragility functions. Both UCSD and UCB testing included companion specimens tested with and without retrofit. This report documents the portions of the WG4 testing conducted at UCB: two large-component cripple wall tests (Tests AL-1 and AL-2), one test of cripple wall load-path connections (Test B-1), and two tests of dwelling superstructure construction (Tests C-1 and C-2). Included in this report are details of specimen design and construction, instrumentation, loading protocols, test data, testing observations, discussion, and conclusions.

Objectives: The Israeli work plan regarding HBTM included: (a) producing a better diagnostic method; (b) following infestations during the season and evaluating damage to resistant bees and, (c) controlling HBTM by conventional means under local conditions. For varroa our plans to try novel control (e.g. oil novel control (e.g. oil patties & essential oils) were initially delayed by very low pest populations, then disrupted by the emergence of fluvalinate resistance. We monitored the spread of resistance to understand it better, and analyzed an underlying biochemical resistance mechanism in varroa. The US work plan focused on novel management methods for both mites with an emphasis on reducing use of traditional insecticides due to resistance and contamination issues. Objectives were: (a) evaluating plant essential oils for varroa control; (b) exploring the vulnerability of varroa to desiccation for their management; and (c) looking for biological variation in HBTM that could explain virulence variability between colonies. Although the initial PI at the USDA Beltsville Bee Lab, W.A. Bruce, retired during the project we made significant strides especially on varroa water balance. Subcontracts were performed by Yoder (Illinois College) on varroa water balance and DeGrandi-Hoffman (USDA) who evaluated plant essential oils for their potential to control varroa. We devised an IPM strategy for mite control i the U.S. Background: Mites that parasitize honey bees are a global problem. They are threatening the survival of managed and feral bees, the well-being of commercial/hobby beekeeping, and due to pollination, the future of some agricultural commodities is threatened. Specific economic consequences of these mites are that: (a) apiculture/breeder business are failing; (b) fewer colonies exist; (c) demand and cost for hive leasing are growing; (d) incidences of bee pathogens are increasing; and, (e) there are ore problems with commercial-reared bees. As a reflection of the continued significance f bee mites, a mite book is now in press (Webster & delaplane, 2000); and the 2nd International Conference on Africanized Honey Bees and Bee Mites is scheduled (April, 2000, Arizona). The first such conference was at OSU (1987, GRN was co-organizer). The major challenge is controlling two very different mites within a colony while not adversely impacting the hive. Colony management practices vary, as do the laws dictating acaricide use. Our basic postulates were that: (a) both mites are of economic importance with moderate to high infestations but not at low rates and, (b) once established they will not be eradicated. A novel strategy was devised that deals with the pests concomitantly by maintaining populations at low levels, without unnecessary recourse to synthetic acaricides. Major Conclusions, Solutions, Achievements: A major recent revelation is that there are several species of "Varroa jacobsoni" (Anderson & Trueman 1999). Work on control, resistance, population dynamics, and virulence awaits knowing whether this is a problem. In the U.S. there was no difference between varroa from three locales in terms of water balance parameters (AZ, MN & PA), which bodes well for our work to date. Winter varroa (U.S.) were more prone to desiccation than during other seasons. Varroa sensitivity to desiccation has important implications for improving IPM. Several botanicals showed some promise for varroa control (thymol & origanum). Unfortunately there is varroa resistance to Apistan in Israel but a resistance mechanism was detected for the first time. The Israel team also has a new method for HBTM diagnosis. Annual tracheal mite population trends in Israel were characterized, which will help in targeting treatment. Effects of HBTM on honey yields were shown. HBTM control by Amitraz was demonstrated for at least 6 months. Showing partial resistance by Buckfast bees to HBTM will be an important IPM tactic in Israel and U.S.
