Abstract:
A cadastre, as one of the key registers of land administration, must be maintained to provide up-to-date land information. Before digitization, technical and alphanumerical datasets were maintained separately, leading to redundant data. This resulted in numerous inconsistencies between the cadastral map and the register, leading to the loss of integrity of these authoritative data. The fact that the cadastral map and the register are in the electronic form today does not guarantee their integrity and quality. The aim of this research was to develop a methodology for analyzing and resolving the inconsistencies between a cadastral map and a register, which were indicated by the differences found in the quality controls in cadastral map vectorization projects. A detailed analysis of the differences between the cadastral map and the register data resulted with systematization of causes and the sources of errors, which then led to the inconsistencies between the two cadastral datasets. The cadastral datasets required for such an analysis were scanned and georeferenced cadastral map sheets, vectorized cadastral map, and vectorization reports. The proposed methodology was tested on three cadastral municipalities in Croatia, namely Dol, Postira, and Stobreč. A detailed analysis of each individual inconsistency showed that the inconsistencies were caused not only by the maintenance errors but also by other processes that affected the cadastral datasets throughout their lifetime.

Abstract:
Cadastral information is a key component for many land use functions and a core to the effective land markets, land use and sustainable development. These applications require up-to-date, reliable and complete data. This paper focuses on one aspect of land cadastre – identification of the objects of the cadastre. The characteristics and development of the existing cadastral system are discussed. We follow an empirical approach and propose an overview how and in what form the objects of state land cadastre are identified and registered in Ukraine. The paper analyses the problems associated with the plurality of the land cadastre objects. It is proposed to remove the registration numbers of the state land cadastre objects and new cadastral numbers of the land parcel from the legislation and return the legalization of the old cadastral number of the land parcel. The paper also underlines the necessity to consider the land parcel as a single object of the state land cadastre. Finally, it is proposed that the cadastral number of restrictions in the use of the land parcel will be an immense advantage in land registration and in visualisation the restrictions on the public cadastral map of Ukraine.

Abstract:
Cadastral map is a parcel-based information which is specifically designed to define the limitation of boundaries. In Malaysia, the cadastral map is under authority of the Department of Surveying and Mapping Malaysia (DSMM). With the growth of spatial based technology especially Geographical Information System (GIS), DSMM decided to modernize and reform its cadastral legacy datasets by generating an accurate digital based representation of cadastral parcels. These legacy databases usually are derived from paper parcel maps known as certified plan. The cadastral modernization will result in the new cadastral database no longer being based on single and static parcel paper maps, but on a global digital map. Despite the strict process of the cadastral modernization, this reform has raised unexpected queries that remain essential to be addressed. The main focus of this study is to review the issues that have been generated by this transition. The transformed cadastral database should be additionally treated to minimize inherent errors and to fit them to the new satellite based coordinate system with high positional accuracy. This review result will be applied as a foundation for investigation to study the systematic and effectiveness method for Positional Accuracy Improvement (PAI) in cadastral database modernization.

Abstract:
A cadastral map is a map that shows the boundaries and ownership of land parcels. Some cadastral maps show additional details, such as survey district names, unique identifying numbers for parcels, certificate of title numbers, positions of existing structures, section or lot numbers and their respective areas, adjoining and adjacent street names, selected boundary dimensions and references to prior maps. In Iraq / Baghdad Governorate, the main problem is that the cadastral maps are georeferenced to a local geodetic datum known as Clark 1880 while the widely used reference system for navigation purpose (GPS and GNSS) and uses Word Geodetic System 1984 (WGS84) as a base reference datum. The objective of this paper is to produce a cadastral map with scale 1:500 (metric scale) by using aerial photographs 2009 with high ground spatial resolution 10 cm reference WGS84 system. The accuracy assessment for the cadastral maps updating approach to urban large scale cadastral maps (1:500-1:1000) was ± 0.115 meters; which complies with the American Social for Photogrammetry and Remote Sensing Standards (ASPRS).

Cadastral maps are an important part of cadastral documents, they are legal component of land administration in local authorities. Traditionally, a cadastral map is established by using land surveying methods which can provide high accuracy as required. In recent years, the UAV devices are developed and can provide an accurately tool for cadastral mapping on arable lands. This paper presents an evaluation of UAV application in cadastral mapping in comparison with traditional surveying for arable land. The results show that using UAV images in the mapping of agricultural land can achieve ground accuracy of 1,7 cm and height accuracy of 0,6 cm; In addition, when comparing the average accuracy of the 30 plot vertices and the mean lengths from 29 pairs of edges between the newly created map from the UAV image data and the map provided by the Department of Natural Resources and Environment of Phu Tho province, respectively is: 0,181 m and: 0,051 m.

Without cadastral information, it is difficult to make any decisions about land. But in order for the system of state land cadastre to work effectively, it is necessary that the information in it is up-to-date, complete and reliable. The article analyzes in detail the existing legislative and regulatory acts and draws conclusions from the methodological principles of keeping the state land cadastre in the part concerning the consideration of factors of influence on the quality of land accounting. The status of agricultural land use was monitored and land conservation measures recommended. The authors have analyzed in detail the public information on the soil cover of Ukraine, which is displayed on the Public Cadastral Map of Ukraine. The necessity of enrichment of the cadastre with new information and indicators is investigated, which allows to solve a wider range of problems regarding the use of land as a spatial basis and the purpose of development of the multifunctional cadastre.

A well-known problem of geographical information is the communication of the quality level. It can be either done verbally / numerically or it can be done graphically. The graphical form is especially useful if the quality has a spatial variation because the spatial distribution is visualized as well. The problem of spatial variation of quality is an issue for cadastral maps. Non-experts cannot determine the quality at a specific location. Therefore a visual representation was tested for the Austrian cadastre. A map sheet was redesigned to give some indication of cadastral quality and presented to both experts and non-experts. The paper presents the result of the interviews.

This diploma thesis deals with verification of quality of the valid cadastral map in cadastral unit Heroltice u Tišnova. In pursuance of the thesis were surveyed primarily perceptible boundaries of the estates and perimeters of the buildings, and ascertained situation of the surveyed borders and the perimeters of the buildings was compared with situation of these depicted in the cadastral map pursuant to paragraph 13 and 15 of Annexe of the regulation no. 357/2013. Detected discrepancies are commented in the thesis and for specific cases are suggested specific solutions in order to achieve a proper condition of the situations. Outcome of the thesis may be used by relevant authority as a material for decision about implementation of the renewal of cadastral documentation using new mapping, or as a tool for owners of the estates for finding out what kind of discrepancies were detected on their estates and how they can rectify them.

Abstract:
The cadastral index map is a great benefit to the surveying and governments. The map's main purpose is to show how the overall cadastral division looks in Sweden. The lack of quality of the cadastral index map dose not allows property-owners to know where to draw the boundary between their and others' property. In order to know where to find the boundaries between two properties, is it up to the property-owners themselves (self or in company by the other property-owner) to construct various usucaption at the boundaries. The main objective of the study is to verify the existence and extent of usucaption on forest properties in Bodan, a village outside Skellefteå. A subsidiary aim of the study was intended to investigate the problems that can occur when measuring with GNSS in a forest environment. Another subsidiary aim were to describe what legal protection the boundary conditions has been and find out how usucaption today is handled by the Cadastral Authority. Measurements of all usucaptions have been performed. This process of measurement was performed with GNSS instruments and network RTK as the measurement method. In order to answer how usucaption is currently handled an interview study was conducted, in which 7 people were interviewed. The results of previous studies resulted in forest density has the greatest impact on GNSS survey in the forest environment. After processing the data, the results concluded that differences in tree height are the most common usucaption in Bodan. Then an estimate of the deviation between all usucaptions and the cadastral index map was made. This resulted in the largest maximum deviation between usucaption and cadastral index map was 11,463 m and the average deviation of all usucaption against the cadastral index map was 2.074 m. The conclusion drawn after the course of the work was that the longer boundary lines, the greater the distance between claimed border and the cadastral index map. By interpreting and describing the text of § 18 JP, 14 Ch. 5 § FBL and immemorial custom has the legal situation of usucaption been answered.  The result was that usucaption today has a relatively weak legal protection, it is only when the boundaries are not legally defined the Cadastral Authority is using a usucaption to determining a boundary. By using laws principles § 18 JP, 14 Ch. 5 § FBL and immemorial custom, a boundary is moved if there is an agreement, however, requires a very high degree of proof for this to be implemented. From the interviews, the result was that usucaptions is not often used to decide a new boundary. The usucaptions is instead used to show the property owners where the approximate boundary is. An agreement between the property-owners is the most common solution on how usucaptions are handled.
Den digitala registerkartan (DRK) är till stor nytta för Lantmäteriet, myndigheter och övriga näringsidkare. Kartans huvudsyfte är att visa hur fastighetsindelningen ser ut i landet. Den bristande kvalitén på DRK gör att fastighetsägare inte vet var gränsen går mellan deras och andras fastigheter. För att veta var fastighetsgränsen går mellan två fastigheter kan fastighetsägare själva eller i samtycke med den andra fastighetsägaren uppföra olika gränshävder. Huvudsyftet med studien är att kontrollera förekomsten och omfattningen av gränshävder på skogsfastigheter i Bodan, en by utanför Skellefteå. Ett delsyfte med studien var att fastsälla vilka problem som kan uppstå vid mätning med GNSS i skogsmiljö. Ytterliggare delsyften var att beskriva vilket rättsligt skydd en gränshävd har samt ta reda på hur gränshävder idag hanteras av kommunala lantmäteriet i Skellefteå. För att undersöka hur stor omfattningen av gränshävderna var har det utförts inmätningar över alla gränshävder. Denna inmätningsprocess utfördes med GNSS-instrument och nätverks-RTK som mätningsmetod.  För att kunna besvara på vilka problem som kan uppstå vid GNSS-mätning i skogsmiljö har tidigare studier inom området undersökts. Undersökningen om tidigare studier resulterade i att skogens täthet har den största inverkan på GNSS-mätning i skogsmiljö. Efter bearbetning av mätdata från inmätningsprocessen blev resultatet att differens i trädhöjd (beståndsgräns) är den vanligaste gränshävden i Bodan. En beräkning av alla linjers medel-, maxavvikelse och medianvärde gjordes där resultatet blev att den största maxavvikelsen mellan en gränshävd och registerkartan var 11,463 m och att medelavvikelsen för alla gränshävder gentemot registerkartan var 2,074 m. Slutsatsen som drogs efter arbetes gång var att ju längre gränslinjerna är desto större är avstånden mellan gränshävderna och digitala registerkartan. Genom att tolka och beskriva 18 § JP, 14 kap. 5 § FBL (SFS 1970:988) samt urminneshävd har gränshävders rättsläge besvarats. 7 intervjuer har genomförts för att kunna besvara hur gränshävder idag hanteras. Resultatet från tolkningen av rättsläget blev att gränshävder idag har ett relativt svagt rättsligt skydd, det är först när gränser är icke lagligt bestämda som Lantmäteriet utgår från en gränshävd för att bestämma en gräns sträckning. Genom att använda lagrummen 18 § JP, 14 kap. 5 § FBL (SFS 1970:988) samt urminnes hävd kan en gräns sträckning flyttas om det finns överenskommelse, dock krävs en mycket hög bevisgrad för att detta ska kunna genomföras. Från intervjuerna blev resultatet att gränshävder oftast inte är till för att hävda en gräns sträckning från den lagligt bestämda utan att visa var gränsen går på marken. Samt att en överenskommelse mellan fastighetsägare är den vanligaste lösningen på hur gränshävder hanteras.

Baigiamajame magistro darbe atlikta mokslinės literatūros analizė kadastrinių matavimų, kadastrinių sistemų Europos sąjungos šalyse, žemės kadastro, kadastro duomenų ir duomenų saugos klausimais. Aptartas žemės sklypo planų išankstinių patikrų būtinumas ir tikslas. Išnagrinėtos trijų Europos Sąjungos šalių kadastrinės sistemos, kadangi tik nuo išvystytos kadastrinės sistemos priklauso kokybiškas kadastro duomenų surinkimas, apdorojimas ir pateikimas. Išsamiai aprašyti tyrimo metodai ir būdai bei tikslumo reikalavimai pažymint žemės sklypo ribas kadastro žemėlapyje. Išanalizuotos žemės sklypo ribų pažymėjimo kadastro žemėlapyje, atliekant išankstinę patikrą, problemos. Pateikti išsamūs išankstinių patikrų tyrimo rezultatai. Palygintos kadastrinės sistemos Lietuvoje, Nyderlanduose ir Suomijoje. Išnagrinėjus teorinius ir praktinius išankstinių patikrų bei kadastrinių sistemų aspektus, pateikiamos baigiamojo darbo išvados ir pasiūlymai. Darbą sudaro: įvadas, septyni skyriai, išvados ir pasiūlymai, literatūros sąrašas. Darbo apimtis – 60 p. teksto be priedų, 18 iliustracijų, 9 lentelės, 24 bibliografiniai šaltiniai. At the final master work it was analysed scientific literature of cadastral measurements, cadastral systems of the European Union countries, the land cadastre, cadastral data and safety issues. It was discussed the necessity and purpose of prior checks of land plans. It was Examined cadastral systems of three European Union countries, because just from only developed cadastral systems depend high quality of cadastral data collection, processing and presentation. Described in detail methods and techniques also accuracy requirements of marking the boundaries of the land parcel in cadastral map. It was also analyzed problems of prior checks in marking the boundaries of land parcel in cadastral map. In this work was provided comprehensive analysis results of prior checks. And represented the comparison of cadastral systems in Lithuania, the Netherlands and Finland. The examination of the theoretical and practical aspects of prior checks and cadastral systems, presented the final conclusions and proposals. The work consists of introduction, seven chapters, conclusions and suggestions. Work size - 60 p. text without appendixes, 18 illustrations, 9 tables, 24 bibliographical sources. Appendixes included.

Abstract:
Master´s thesis deals with creation of digitalized cadastral map in cadastral district Šošůvka. Analog maps in the old cadastral scale 1 : 2880 in the urban part of cadastral territory is revised. Externals was revised on the basis of comprehensive landscaping to digital cadastral map. Creation of digitalized is processed according to the current Instructions for Reconstruction cadastral including both amendments. The first part is devoted to the theory of cadastral and development and course of digitization. The main part of the thesis consists of the processing of the measured data and provided data by land registry.

Abstract:
Land uses are features of the cadastral database. When carrying out the modernization of the cadastre, their update is necessary, according to the Regulation on the register of land and buildings, applicable in Poland. The Regulation sets out the principles for assigning land use categories to given land. The manner of land use carries specific consequences for the owner, namely, it is the determinant of the tax rate which, together with the surface area of the land, results in a specified amount of annual tax liabilities. For this reason, defining the type and extent of land use in the real estate cadastre raises intense feelings. Here, the affairs of land owners, who wish to incur the lowest possible costs associated with the possessed property, and of the municipality – the beneficiary of the property tax, are in contradiction. The article presents the procedure for updating land uses during the modernization of the cadastre. According to the Regulation on the register of land and buildings, a digital description of the contour of land use may be drawn up, based on the results of field measurements, digitization of the analog map or the processed aerial photographs. In the project, which is the basis of this article, the sources of information on the land uses included the cadastral map in the analog form as well as surveying and cartographic materials from individual surveying tasks. However, the content of the current orthophotomap, prepared for the modernization of the cadastre, and the data from the field surveys were of the greatest importance.
