Abstract:
The present paper is devoted to methodological features of determining the cadastral value of agricultural land plots in large regions of the Russian Federation. The study applied methods of comparative, expert, analytical, information-statistical and graphical analysis of data provided by the Ministry of Economic Development, the Federal State Registration, Cadastre and Cartography Service (Rosreestr), the Ministry of Finance, the Federal Tax Service, the Federal State Statistics Service, local government reports on socio-economic development, as well as statistical collections. The transition of Russian economy to market princi-ples required an accelerated transformation of all socio-economic areas, including that of land relations. Un-der market conditions, the role of cadastral valuation of agricultural land plots as an important tool for regu-lating land property relations and its impact on the efficiency of land use has increased. In modern Russia, the institute of state cadastral valuation has been developing for more than 20 years. This period was char-acterised by methodological errors and miscalculations, which hinder the development of the state cadastral land valuation. In this article, we analyse the methodological approaches and principles of mass (cadastral) valuation of agricultural land, including their evolution to in-site state cadastral valuation of agricultural land. An analysis of the regulatory and methodological support of the current cadastral valuation of agricultural land plots was carried out.

Abstract Land is one of the economic goods. The high demand for land while the land supply is fixed, causes the increase in land prices to be out of control. Land is closely related to the cadastral system. The cadastral system is the driving force behind the operation of a land administration system that integrates the functions of land tenure, land value, land use, and land development. A complete cadastre has a component in the form of a cadastral map that is connected to juridical data records, including land values and their designations. Land value is the product of land valuation. Land valuation consists of several approaches, namely market price comparison approach, cost approach, and income capitalization approach. Estimating urban land values requires rapid and accurate land valuations. This research integrates the market price comparison approach and the income capitalization approach. Geostatistical analysis is applied in land value modeling. The resulting mathematical model of land value is expected to reflect the actual value

The article deals with the current issues of cadastral valuation reliability on the example of Tambov region. The authors consider the genesis of development of cadastral valuation institute and the related matters. The problems of cadastral valuation result from the imbalance of the taxation system because property and land taxes are a few real local taxes. That is why local authorities solve the problem of the development of the local tax base by means of systematic overestimating cadastral value. In article analyses certain problems of cadastral valuation, such as procedural aspects and statistics of contesting cadastral valuation, accounting and singling out of a value added tax in the fnal result of valuation along with the arising conflicts of interest between the regional and federal authorities.

Cadastral valuation of lands is an important tool in land management and turnover, as well as the basis for calculating land taxes, which in turn has an impact on the economic development of municipal territories. In the context of modern economic changes and financial problems, the importance of proper regulation of cadastral valuation as one of the factors stimulating the growth of municipal territories is becoming especially relevant. Errors in cadastral valuation or inefficient use of cadastral valuation data can lead to a decrease in investment attractiveness, slow down the growth of local economies and worsen the socioeconomic situation. The purpose of this study is to analyze the impact of cadastral valuation of land on the development of municipal territories, identify problems related to cadastral valuation, and propose tax optimization in order to stimulate socio-economic development.

At present, real estate cadastral valuation is carried out in large volumes and at regular intervals, which may reduce the objectivity and relevance of the results of such a valuation. In other words, the traditional cadastral valuations do not meet the current needs of society. The solution may be to use new techniques and technologies, such as neural networks. The automation of the cadastral valuation will reduce the estimation time, increase productivity and quality, and take into account all the individual characteristics of the property being evaluated. The subject of research is the calculation of the cadastral value of land plots using an artificial neural network. The object of this research is residential area land plots within the Novosibirsk boundaries which were divided into two segments: segment 2 "Residential constructions (mid-rise and high-rise)", segment 13 "Horticulture, low-rise residential con-structions". The tasks of the research: the determination of factors which influence the cadastral value of real estate and their differentiation; accumulation of up-to-date information about real estate; preparation of data for creation of artificial neural network. And as a result were revealed the basic and additional cost-affecting factors, which then were differentiated for further development of artifitial neural network capable of calculating the cadastral value in automated mode.

The cadastral value of real estate, determined on the basis of mass valuation based on the results of the state cadastral valuation, quite often in practice does not coincide with the market value calculated on the basis of a special valuation in respect of a particular real estate. The publication talks about the role of the assessment report and forensic examination in court cases on contesting the cadastral value in administrative proceedings due to changes in judicial practice, urgent problems are raised that need to be emphasized when filing an administrative statement of claim in court. The subject of the study is the legislative framework in the field of contesting the results of the cadastral valuation of real estate. Object of study - public relations, in part to challenge the results of the cadastral valuation of real estate. The main conclusions of the study are the inevitability of amendments to federal laws governing the procedure for approving an assessment report and forensic examination in cases of contesting cadastral value. A number of alternatives to solving the problem in cases of contesting the cadastral value in the framework of administrative proceedings are presented.

Abstract:
The procedure for revision of cadastral value due to changes in the data of the Unified State Register of Real Estate (Article 16 of the Law on Cadastral Valuation) provides, among other things, clarification of cadastral value, which is calculated on the basis of incomplete or unreliable data on the object. In this role, this procedure competes with the procedure for correction of errors made in determining the cadastral value (Art. 21 of the Law on cadastral valuation). The author concludes that free competition of the described procedures is possible, but only in those cases when the revision of the cadastral value associated with the correction of the error leads to a decrease in the cadastral value. If the revision leads to an increase in the cadastral value and is related to the correction of an error, then only a special procedure under Article 21 of the Law on Cadastral Valuation can be applied.

The article proposes an adjustment method of comparison objects in the comparative approach to real estate valuation, based on the comparison of clusters of different groups of real estate objects formed by price-forming factors and the rate of change between the dates of cadastral valuation. Price-forming factors are divided into qualitative and continuous ones. The division of objects into clusters is carried out according to the growth rate in the period between cadastral valuation and to the qualitative factors. Then, in each cluster, two-dimensional distributions of cadastral values and the resulting dependencies of the changed cadastral value on continuous price-forming factors are considered. The proposed method makes it possible to adjust the objects of comparison of market data (including for small samples), based on the data of cadastral accounting of two periods. These examples are based on a comparison of cadastral valuation results of residential real estate in St. Petersburg in 2015 and 2018.

Abstract:
How does a cadastre, one of the modern state's most omnipresent and yet self-effacing instruments of power over territory and people, become national? How are the processes of nation-state formation and the rise of modern scientific expertise connected to the nationalization of a cadastre? This dissertation tackles both questions by studying the nationalization of the French cadastre between 1763 and 1807. This is one of the most influential national cadastres for it became the blueprint followed by many emerging nation-states in Europe and beyond. The literature has explained its nationalization as the outcome of straightforward state centralization. This dissertation, on the contrary, argues that the shift from local cadastres to a national cadastre was the result of a dual uniformization process: political (the spread of a discourse of administrative uniformity) and scientific (the emergence of professional land surveyors). To advance this argument, the dissertation uses historical methods and analyzes unstudied documentation from five archives. Contrary to the available literature, it finds that cadastral nationalization faced royal intendants' resistance (conventionally portrayed as hardcore state centralizers) and benefited from citizens' enthusiastic input (traditionally presented as opponents to projects of territorial nationalization). Furthermore, it finds that cadastral nationalization was implausible without the transformation of land surveying from a local manual art into a national scientific profession: the engineer-geographer. This modern expert produced standardized cadastral facts for the rising nation-state. Hence, the nationalization of the cadastre helped to reconcile the political ideal of revolutionary egalitarianism with the scientific practice of disciplinary impartiality. The approval of the national cadastre in 1807 marked the successful intersection of political and scientific uniformization. Due to the French cadastre' international influence, this dissertation makes three distinct and larger contributions. First, it brings to the forefront administrative uniformization as an understudied process of nation-state building. Second, it provides a new framework to understand how changes in bodily practices and instruments can enable the emergence of a modern scientific profession. And third it emphasizes that nation-state formation relies not only on the production of standardized individuals (citizens), but also the creation of a standardized "national nature," a lesser-studied phenomenon.<br>Sociology

This dissertation deals wtih a problematice of easements of real estates in Czech Republic.The main goal of the dissertation is to estimate the value of considered easement and value of the family house burdened with the easements, consider and give reasons for possible devaluation of the real estate by making the easements. In the theoretical part are defined the terms connected with the real estate business, methods of valuation of the real estates and terms from land registry. Legislation of easements, methods and proceduresof valuation of easementsand valuationof real estates with easements follows. Practical part is about valuation of easements. Municipakl authority in Vyškov reallized construction of sewers in local parts Lhota and Rychtářov. The sewers goes through lands thats why the easements are established for the land owners. The easements are provided with conrtracts. The final part of the dissertation includes the summary and comparison of easements in 2011 and 2014, example of valuation of family house in local part Rychtářov and valuation of the influence of easement on the real estate.

Abstract:
Modern challenges caused by the deterioration of water resources are increasing against the background of an increase in anthropogenic pressure on the environment. Effective conservation and protection of water bodies is impossible without taking into account their relationship with land resources, which determines the relevance of the geoecological approach. The purpose of the study is to theoretically substantiate and develop a geoecological approach to the conservation of water resources through a comprehensive land assessment, emphasizing a careful study of the relationship between land use and hydrological processes. The key elements of the geoecological approach to land assessment are identified and substantiated: the hydrological characteristics of land plots, their soil-hydrological properties and environmental risks associated with land use. The importance of taking into account the influence of land on the quality and balance of water bodies in the cadastral and market valuation of real estate is emphasized. It is also proposed to introduce environmental amendments and correction factors for the assessment of lands located in water protection zones or having a high erosion risk. The results of the study can be used in the development of a sustainable land use policy, as well as in the framework of improving the methods of cadastral and market valuation of land. The application of the presented approach will minimize environmental risks, reduce pollution of water bodies and ensure the conservation of natural resources.

In the last time there is an open dialog among scientists, economists, engineers, politicians, as well as city councils and municipalities, about future plans for urban development by considering green real estate for shaping sustainable cities. Applying the concept of sustainable development concretely means to develop and apply local strategies, not only in technology, and economy, but also in environmental and social fields, by considering sustainability requirements. In this regard it is obvious that mindset changes and behavior modifications, beside technological advance and environmental protection are foremostly required. For getting sustainable urban development several fields on a local level have to be simultaneously approached, in this regard green real estate requirements having main importance, several challenges being connected to this field when considering sustainability criteria. Taking this into account there is a need of changes in social field, i.e. changes in human behavior as well as mindset changes with regard to appropriate local infrastructure, environmental protection, as well as cultural life. The local level has to be at first considered for finding concrete strategies for urban sustainability in cadastral, energy, environmental, and social fields. The vision of shaping sustainable cities, by taking into account regional differences, is currently worldwide a pretty discussed topic, where cadastral aspects as well as green real estate design and valuation receives a pregnant role.

Abstract:
The article discusses modern legal regulation of land monitoring and necessary changes in appropriate legislation. Land monitoring is divided into monitoring of land use and monitoring of land quality. The problem of land abandonment or non-use of land resources on the example of Samara region, where more than 75 % of territory is agricultural land has been studied. Inverse relationship between remoteness of local municipality from centre of the Samara-Togliatti agglomeration and area of unfarmed agricultural land has been analysed. Since the start of land reform, large areas of abandoned land have appeared in Samara region. The information on unfarmed agricultural land on municipal level of Samara region has been presented and the changes in their quality conditions are characterized. At federal level the program for prevention and elimination of land abandonment has been developed and implemented, the results of this program have been analysed. However, there are significant problems in monitoring of land conditions. It is proved that absence of single authority for land management on national level and fragmentation of this function across different federal ministries leads to uncoordinated actions and lack of reliable information about land quality. As result, land quality continues to deteriorate, degradation processes are going on. At municipal level there are no possibilities and necessary investigation materials for land management and monitoring. The following measures are proposed as main recommendations for solving land use and land abandonment problems: creation of single authority for land stock management, implementation of comprehensive inventory of land on municipal level, improvement of cadastral valuation system according updated materials and technologies, as well as certification of agricultural land for soil quality and properties. The purpose of the research was the study of results of land monitoring in Samara region for analysis of dynamics of land stock and identification of main reasons for formation of unused (abandoned) agricultural land in the region. It is proved that land stock of Samara region mainly consists of agricultural lands, and most part of them (60 %) are owned by citizens. Significant problem of land use is the availability of unused arable land, which is 8 % on average in the region, but in local municipalities it ranges from 0 % to 29 %. The highest proportion of unused arable land is located in areas closer to Samara-Togliatti agglomeration, where most of the land has been privatized by individuals for conversion to other land categories and further resale, as well as problems with uncontrolled urbanization there have been observed.

Evidence about the effectiveness of entrepreneurship public programs in Latin America on beneficiary startups across the region has shown average positive impacts on survival rates, attraction of investments, sales, profits, hiring, wages paid, taxes paid, etc. Yet, for those beneficiaries whose startups fail to succeed under these metrics (either due to failure to launch or failure to survive and grow), there is a commonly accepted notion that such a failure brings in social value as the likelihood of founding future successful startups should increase after learning from failure. This paper empirically addresses this contention by exploiting two datasets of administrative records from Brazil: the registry of firms (Cadastro), which identifies founders of firms, and the payroll administrative records (RAIS), which provide longitudinal information on characteristics of employers and employees for all formal firms in the country. By tracing the founding history of serial founders and after controlling for several characteristics of the founders and their businesses, we find that serial founders whose previous startups reach the top quintiles of the productivity distribution (whether or not these previous startups exited the market) are more likely to establish successful startups in subsequent ventures. Conversely, founders whose previous startups belong to the lower quintiles of the productivity distribution (whether these previous startups exited the market or not) tend to continue founding unsuccessful startups. These findings validate the theory of learning after serial founding, but only in those cases where failure happens after previous ventures have reached an intermediate stage of productivity progress among top-tier startups. Failure is an absorbing state for founders who repeatedly found bottom-tier startups, and therefore, public funding should consider this aspect both in the selection of prospective beneficiaries and in the ex post social valuation of beneficiaries that fail to startup or grow.
