The cadastre contains parcel related data which must be up-to-date. The cadastral data in any country constitute a very big dataset. Therefore parcel related data should be carefully managed. Today, using a database is an effective way of data management. The relational database management system can be a good one for parcel related data. However when the information system concept is considered, just relational database management system is not enough. Some tools are needed in order to manipulate the data in the relational database management system. Object oriented analysis and design is a good choice to develop these tools. In this study, a parcel-based information system is developed and it is implemented for Ç
ankaya Municipality. During the development relational database management system is used for attribute data management, and object-oriented analysis and design is used for development of application to manipulate the data in the relational database management system. The cadastral data are separated into two parts and each part is handled separately. The first part is the geographic or spatial data. These data are handled by the help of the MapInfo Professional Version 6.5. The other part is the attributes of these spatial data. For this part, relational database is designed and implemented on Microsoft SQL Server Version 2000. During the development of the relational database, conceptual database design is performed by enhanced entity-relationship (EER) model. Then in the logical design, the conceptual model is mapped into the relational model. After data storage area is created, the application is developed on that data by using principles of object-oriented design and analysis and unified modeling language. By the help of the software developed, the data management can be carried out easily. By this study, a solution is proposed for the cadastral data management problem of the municipalities, and this study is one of the first studies developed for parcel related data using object-oriented approach for municipalities.

Abstract:
This thesis deals with the revision of the cadastre data in the cadastral area of Jundrov. The area of interest is only a part of the cadastral territory, which is classified by the Cadastral Office Brno - město. The revision of the cadastre data was carried out in accordance with Section 35 of Act no. 256/2013 Sb. on Real Estate Cadastre (Cadastral Act) and Section 43 of Act no. 357/2013 Sb. on land registry (cadastral decree). The result of the master’s thesis is a copy of the cadastral map with inconsistencies drawn, a list of discrepancies found, annexes to the protocol on the result of revision of the cadastre data.

Most small towns in the state of Minas Gerais is currently living in a state -of-date geographic information, that prevents them from properly discharge duties as the municipalization of education and public health , the provision of sanitation services, proper taxation the preservation of the environment, among others . The Technical Registry Multipurpose can be defined as a system of territorial information about a municipality, based on plots , designed to serve both the public agency and the private , in addition to service a greater number possible applications. To support this process several geoprocessing techniques such as Remote Sensing, Geodesy and Surveying, Geographic Information and Modeling Geographical Database systems can be used. These systems have the purpose of improving the process of design,implementation, generation and dissemination of maps, either digital analog way. Thus the objectives of this study were research methodologies in the areas of modeling, development and structuring of Geographical Database maintained by Geographic Information System applied to technical Sign Multipurpose, Management of small municipalities. Therefore a conceptual model of geographic database for a small municipality was created and deployed a Geographic Information System in order to analyze spatially multipurpose factors in the areas of taxation, transportation and environment. This conjuncture of data, methods and geographic information enables the planning and management of physical space and serve as a parameter for solving many problems, can be used in prospecting studies urban planning and supporting decision making. Thus contributing to increase the efficiency of municipal cadastral systems to enable faster decisions, increasing operational capacity in terms of quality of decisions and intervention time, increasing the objectivity and enabling decisions on a more technical and less subjective basis, plus of providing a more rational use of financial resources and social facilities and allowing the most suitable design of public policies and providing better quality of management.
A maior parte dos municípios de pequeno porte no estado de Minas Gerais caracteriza-se pela falta ou desatualização de informações geográficas, o que os impede de assumir adequadamente funções como a municipalizaçãoda educação e saúde pública, a concessão de serviços de saneamento, a correta tributação, a preservação do meio ambiente, entre outros.O Cadastro Técnico Multifinalitário pode ser definido como um sistema de informações territoriais a respeito de um município, baseado em parcelas, projetado para servir tanto aos órgãos públicos como aos privados, além de atender a um maior número possível de aplicações. Para subsidiar este processo podem ser utilizadas diversas técnicas de geoprocessamento como o Sensoriamento Remoto, Geodésia e Topografia, Sistemas de Informações Geográficase Modelagem de Banco de Dados Geográficos.Estes sistemas têm a finalidade de aperfeiçoar o processo de concepção, implantação, geração e difusão de mapas, seja por forma digital ou analógica. Assim os objetivos deste trabalho foram pesquisar metodologias nas áreas de modelagem, desenvolvimento e estruturação de Banco de Dados Geográficos mantidos por Sistema de Informação Geográfico aplicado ao Cadastro Técnico Multifinalitário, para gerenciamento de municípios de pequeno porte. Portanto, foi criado um modelo conceitual de banco de dados geográficos para município de pequeno porte e implantado um Sistema de Informação Geográfica de modo a analisar espacialmente fatores multifinalitários nas áreas de tributação, transporte e meio ambiente. Esta conjuntura de dados, métodos e informações geográficas possibilitam o planejamento e a gestão do espaço físico e servem de parâmetro para solução de muitos problemas, podendo ser utilizada em estudos de prospecção ao planejamento urbano e no apoio à tomada de decisão. Contribui assim,para aumentar a eficiência do sistema cadastral municipal ao permitir decisões mais rápidas, aumentando a capacidade operativa em termos de qualidade das decisões e tempo de intervenção,aumentando a objetividade e possibilitando a tomada de decisões sobre uma base mais técnica e menos subjetiva,além de proporcionar maior racionalização no uso de recursos financeiros e dos equipamentos sociais,permitir o desenho mais adequado de políticas públicas e proporcionar melhor qualidade de gestão.

Abstract:
Cadastral reinstatement methods within Queensland involve the use of modern digital surveying techniques in combination with traditional non-digital methods of recording and reporting information. This leads to the need to manually enter and re-enter data into a digital format at different stages of a survey. The requirement to lodge survey information with government organisations in a non-digital survey plan format also forces a break in digital data flow throughout the cadastral surveying system, which can only be updated by changes in the lodgement regulations. The private cadastral organisations are predominantly responsible for carrying out the cadastral surveys and the government agencies are primarily responsible for the examination, verification and administration of the cadastral data. These organisations will have no communication link for digital cadastral data until the introduction of digital data lodgement. The digital system within the private cadastral surveying organisations can therefore be considered to be an independent system with consideration needed to be given to the future introduction of a digital lodgement system at some undefined time in the future. Cadastral surveyors hold large amounts of digital information that is suitable for digital reinstatement systems. This information, if appropriately archived and distributed, has the capacity to meet the needs of reinstatement systems including as an alternative source of digital information that will eventually be obtained from digital lodgement systems. The existing technology and the private organisation structures are capable of supporting continuous digital data flow and automated systems. This research proposes a process of development for private cadastral organisations to advance from traditional systems to continuous digital data flow and automated processes within their cadastral reinstatement systems. The development process is linked to existing legislation and technology taking into consideration likely future directions. The current legislative and technological environments within Queensland allow for development towards automated digital systems that will enhance most current cadastral reinstatement systems.

Diferentes administrações públicas municipais adotam bancos de dados geográficos e sistemas de informações geográficas como ferramentas auxiliares para realização de procedimentos relacionados ao cadastramento de imóveis urbanos. Consequentemente, tais sistemas são desenvolvidos de acordo com diferentes realidades e demandas e têm diferentes características. Nesse mesmo sentido, observa-se que a tecnologia proporciona diversas possibilidades de concepção e a adoção de diferentes modelos. Não obstante, por razões de eficiência, determinados modelos se apresentam como vantajosos para bancos de dados geográficos e sistemas de informações geográficas voltados para cadastramento imobiliário urbano, seja do ponto de vista de sua implementação ou de seus resultados. O presente estudo procura abranger os principais modelos disponíveis e suas características, porém dá maior ênfase para a aplicação efetiva da tecnologia, por meio da adoção de um estudo de caso, com o objetivo de analisar o potencial de utilização dos bancos de dados geográficos, implementados com tais propósitos, para aplicação em outras áreas de atuação da administração pública municipal, em especial na gestão e no planejamento urbano.
Different municipal government administrations use geographic data bases and geographic information systems as tools for urban buildings cadaster procedures. As a result, these systems are developed according to the different realities and demands, having different characteristics. In the same way, it\'s observed that the technology allows many conception possibilities and the adoption of different models. By efficiency reasons, some models appear to be more helpful for geographic data bases and geographic information systems used to cadaster urban buildings, in the implementation point of view and for their results. The present research tries to look over the primary models offered and their characteristics, but giving special attention for the effective application of the technology by adopting a case study, it tries to analyze the utilization potential of the geographic data bases, used for those purposes, to be applied on other municipal administration areas, specially on the management and on the urban planning.

Abstract:
The purpose of this study consists of gaining an understanding about Augmented Reality (AR) and if this technology can help land-surveyors to visualize cadastral parcels using an iOS app. In addition, the app is also used to get insights of what it takes for an AR system to replace 2D paper maps completely. In land-surveyors daily work, they usually bring annotated 2D paper maps to locate their assets when they do field work. However, the 2D paper map can be cumbersome to use because the map visualizes assets in 2D while the working environment for land-surveyors is in 3D. Therefore, this study presents an AR app that can visualize cadastral parcels in 3D in collaboration with a company called InfoTrader. This dissertation utilizes a qualitative methodology with a design and creation strategy as well as semi-structured interviews. To get feedback and evaluate the proposed app it was tested with professionals with experience in the land-surveying business. The findings from testing the app indicated that the app could be very useful in different scenarios. Nevertheless, to completely replace the 2D paper map, the AR system should integrate all the layers of information that the 2D map provides.

Les phénomènes extrêmes associés au changement climatique sont devenus un sujet de recherche majeur, à cause notamment du coût des dégâts (économiques, humains, sociaux et environnementaux), qui ont un impact négatif sur les PIB et dont les pays les plus pauvres ont le plus à souffrir. De manière plus localisée, la ville de Praia, capitale du Cap‐Vert, est confrontée à différentes catastrophes et en particulier aux crues rapides, des aléas qui se manifestent entre juillet et août, suite à des pluies intenses, et qui ont tendance à s’intensifier. Ces inondations, aggravées par la conquête d’espaces urbanisés dans des zones à risque,notamment les fonds de vallées et des secteurs à forte pente, augmentent le niveau d’exposition des riverains. Ces derniers sont aussi vulnérables car certains habitent dans des habitats précaires clandestins. Face à un tel constat, cette recherche propose de créer et de déployer un prototype de Système d’Information Foncière cadastrale, à référence spatiale,pour proposer des indices de risque du bâti face aux crues rapides et pour accroître les connaissances de l’administration foncière. Le système se structure autour de deux aspects:une composante « gisweb mobile », qui permet la collecte électronique de données depuis le terrain, favorisant ainsi la participation des ménages dans le processus d’évaluation de leur risque et leur propre vulnérabilité, tout en permettant la collecte in situ ; une composante« station de travail » (workstation), permettant le traitement et la diffusion d’informations sur les risques tout en envisageant la gestion du risque à l’échelle de la ville. Pour ce faire, les langages html, JavaScript et CSS et les technologies open source (Google API,PostgreSQL/PostGIS, le langage PHP, OpenLayers 3, logiciel QGIS, Geoserver) ont été utilisées,pour rendre l’outil à la fois transposable et opérationnel. On a pu constater d’après l’échantillon enquêté que le niveau de risque des logements face aux crues rapides est important (33%), et il s’explique essentiellement par la vulnérabilité géographique et environnementale des constructions associée à la précarité socioéconomique des foyers
Extreme disasters related to climate change have become an increasing research topic,particularly due to the cost of damage (economic, human, social and environmental), whichhas a negative impact on GDP and from which the poorest countries suffer most. More locally,the city of Praia, the capital of Cape Verde, has to face to various disasters, especially flashfloods. These hazards occur between July and August, following heavy rains, and tend tointensify. These floods, aggravated by the conquest of urbanized areas in high‐risk areas, invalley bottoms and steeply sloping areas, increase the level of exposure of residents. The latterare also vulnerable because someone’s live in precarious illegal habitats. In response to thissituation, this research proposes to create, test and deploy a prototype cadastral LandInformation System, with spatial reference, to propose indicators of the risk of buildings in theface of rapid flooding and to increase the knowledge of land administration. The system isstructured around two aspects: a "mobile gisweb" component, which allows electronic datacollection from the field, thus promoting the participation of households in the process ofassessing their own risk and vulnerability, while allowing in situ collection; and a "workstation"component, allowing the processing and dissemination of risk information while consideringrisk management at the city level. To do this, html, JavaScript and CSS languages and opensource technologies (Google API, PostgreSQL/PostGIS, PHP, OpenLayers 3, QGIS software,Geoserver) were used to make the tool both transposable and operational. According to thesample surveyed, the level of risk of housing in the face of rapid flooding is high (33%), and it isexplained by geographical and environmental vulnerabilities of buildings, associated with thesocio‐economic insecurity of households

In addition to the obligations included in the City Ordinance Law nº 10.257 (10/07/2001), globalization more and more requires that municipal districts have a deep knowledge of their territory. Thus, it is necessary that they keep a continual planning procedure and permanent assessing of reality. This study analysed the components of the Santa Maria/RS urban real state register through 1998 existing prior to the cadastral checking, which is a referece point for the Cadaster Section of the City Finance Bureau Planning and follow-up of the city development cannot be dependent ou ideal solutions in order to accommodate sustainability. This study indicates that this is feasible and forwards a methodology so that small and medium size municipalities can produce their georeferenced digital records from a pre-existing analogical map and can thus provide their administrative organs with the necessary geoinformation. The more informatised are the town halls and able to manipulate georeferenced data, the easier to introduce a Geographic Information System GIS, thus making it possible to increase the quality, precision, reliability and accessibility of information.
Optou-se em analisar, neste trabalho, os componentes do cadastro urbano do município de Santa Maria/RS registrados até o ano de 1998, por estes serem anteriores à conferência cadastral, marco de referência do Setor de Cadastro da Secretaria do Município de Finanças. O planejamento e o acompanhamento da evolução da cidade não podem estar sempre à espera de uma solução ideal, principalmente se esta é inviável economicamente. Muitas vezes, temos que trabalhar com soluções intermediárias para almejar a sustentabilidade. Este trabalho demonstra que isto é possível, apresentando uma metodologia de como os municípios de pequeno e médio porte podem confeccionar sua base digital georreferenciada, a partir de um mapa analógico existente, atendendo à demanda de geoinformações necessárias para uma administração. Quanto mais as prefeituras se informatizarem e manipularem dados georreferenciados, mais fácil será a implantação de um Sistema de Informações Geográficas SIG, conquistando um avanço na qualidade, precisão, confiabilidade e acessibilidade das informações.

The processes of mobilization of land for infrastructures of public and private domain are developed according to proper legal frameworks and systematically confronted with the impoverished national situation as regards the cadastral identification and regularization, which leads to big inefficiencies, sometimes with very negative impact to the overall effectiveness. This project report describes Ferbritas Cadastre Information System (FBSIC) project and tools, which in conjunction with other applications, allow managing the entire life-cycle of Land Acquisition and Cadastre, including support to field activities with the integration of information collected in the field, the development of multi-criteria analysis information, monitoring all information in the exploration stage, and the automated generation of outputs. The benefits are evident at the level of operational efficiency, including tools that enable process integration and standardization of procedures, facilitate analysis and quality control and maximize performance in the acquisition, maintenance and management of registration information and expropriation (expropriation projects). Therefore, the implemented system achieves levels of robustness, comprehensiveness, openness, scalability and reliability suitable for a structural platform. The resultant solution, FBSIC, is a fit-for-purpose cadastre information system rooted in the field of railway infrastructures. FBSIC integrating nature of allows: to accomplish present needs and scale to meet future services; to collect, maintain, manage and share all information in one common platform, and transform it into knowledge; to relate with other platforms; to increase accuracy and productivity of business processes related with land property management.

Since nowadays Web applications are increasingly providing plenty of creative and interesting services relying on new standards and more powerful computers, it becomes important to create similar applications, to process and visualize geographic data taking advantage of such groundings. In this context, it results interesting to develop new Web-based geo-processing based on a 3D data representation, exploiting the recent WebGL graphic specification from a client-side point of view. This research explains the novel way in which whole Valencian cadastre was analyzed, processed and finally represented into a WebGL-based virtual globe. These improvements provide end-users firstly, an optimization of computer graphics performance, by natively accessing to graphics instructions; and secondly a functional data management and representation for the present and forthcoming geo-processing Web-based platform.

The purpose of cadastral inventory check is to understand the land use situation in order to promote the effective use of land. In the implementation of the inventory operation, the current practice uses the cadastral map and the orthophoto map to be nested, and then examines the current status of the land according to the county code, section number and land number contained in the map layer. However, the orthophoto image resolution is not high and cannot be updated frequently. Therefore, it is an important application to use the drone to obtain the current image of land use. The purpose of this study is to explore how to apply geographic information systems (GIS), combined with the associated database PostgreSQL and PostGIS to provide an efficient way to conduct cadastral inventory.

Nas últimas décadas assiste-se a uma franca evolução e utilização das tecnologias e sistemas de informação geográfica em diversas áreas da sociedade. Nos tribunais está em curso uma fase de mudança, debatendo-se a reforma do sistema judicial, visando-se adaptar os tribunais às necessidades do País, do ponto de vista da sociedade e do território. The land management system will deal with the map and its attribute records. Those data have to be related and analyzed before land information can be used. The traditional method treated those data with long hand, from efficiency point of view; it will not satisfy the public’s demand. Furthermore, the traditional method not only needs a lot of space to preserve those huge documents, but also will deteriorate those documents easily due to frequently uses. Most of land maps has been digitized in government land department. One can link relative attributes to those maps with geography information system and can resolve the problems of traditional method. Besides, it will be more easily to upgrade or searching. Not only the time and space will be reduces significantly but also the efficiency will be improved.

Abstract:
Leasing of state land under control of the Department of Land Affairs takes place, due to historical reasons, in a manner that is unconformable with the cadastre. The Department (and the State) is obliged to manage its assets efficiently and promote land reform. How can such leases be described spatially, and captured on a land information system? The author argues that it is indeed possible to develop a method, system or convention of spatial description for leased areas unconformable with the cadastre by relating it to the cadastre and capture and maintain data on such areas on a spatially and text-based database. In order to identify relevant best practices, available technology, a review was carried out on methodologies from other countries within the fields of land administration and land information systems, focussing on parcel-based cadastral systems. Fieldwork consisted firstly of interviews with officials and specialists in these fields for more information on the management of leases in the Department and available technology. A full set of active leases (52) from a District Office was acquired for analysis on current spatial descriptions. In a second visit some of these leased areas were surveyed by GPS to construct maps to aid with the development of a convention. Based on this work, the author developed a methodology/convention for indexing and spatial description of unconformable leases, with the current South African cadastre and embedded 21-character land parcel identifier as basis. It was demonstrated that basic technology could be used in the field, supported by an advanced land information system. The value of the convention lies in the fact that it relates the unconformable leases back to the formal cadastre within a land information system. Administration of leases will be more effective. Also that it could be applied to other spheres of land reform and non-parcel based geocoding of centroids indicating occupational or communal rights on land.

The surveying field has been impacted over many decades by new inventions and improvements in technology. This has ensured that the profession remains one of high precision with the employment of sophisticated technologies by Cadastral Experts. The use of Unmanned Aerial Systems (UAS) within surveying is not new. However, the standards, technologies, tools and licenses developed by the open source community of developers, have opened new possibilities of utilising UAS within surveying. UASs are being constantly improved to obtain high quality imagery, so efforts were made to find novel ways to add value to the data. This thesis defines a workflow aimed at deriving Cadastral Geospatial Information (Cadastral GI), as three-dimensional (3D) building volumes from the original inputted UAS imagery. To achieve this, an investigation was done to see how crowd-sourced UAS data can be uploaded to open online repositories, downloaded by Cadastral Experts, and then manipulated using open source applications. The Cadastral Experts had to utilise multiple applications and manipulate the data through many data formats, to obtain the (3D) building volumes as final results. Such a product can potentially improve the management of cadastral data by Cadastral Experts, City Managers and National Mapping Agencies. Additionally, an ideal suite of tools is presented, that can be used store, manipulate and share the 3D building volume data while facilitating the contribution of attribute data from the crowd.

Diferenciados são os meios de aquisição, tal como as formas de financiamento, ou mesmo o vasto número de protocolos e acordos de cooperação. Por conseguinte, a CIMAC faz a gestão desde cartografia digital de base a grande escala, cartografia digital temática a várias escalas, informação estatística georreferenciada, ortofotomapas e outra informação geográfica em formato digital. O presente trabalho tem como substrato, colmatar uma lacuna de informação geográfica actualizada e em formato digital dos municípios do Alentejo Central: o cadastro das redes de água, nas vertentes de abastecimento e saneamento. The knowledge and application of land information and GIS in Eritrea are very limited and as a result there is a shortage of sufficient, reliable, up-to-date and modem land information for decision-making. This study aimed to develop and design a GIS-based cadastral database for land administration in the city of Asmara, Eritrea. The two components of the cadastral data, the spatial and non-spatial were collected and processed in a GIS environment. GIS-based cadastral data was created to store the data. A recently acquired IKONOS image and existing Auto CAD data were the main sources of data for the study. Geo-rectification, conversion, ,building of topology, spatial adjustment, and digitizing were used' for creating the parcels and roads of Asmara city. A key of relation was created to link both the spatial and non-spatial components of the cadastre. The study used illustrated practical examples to show how GIS-based cadastral data could support land administration as practiced by the different divisions of the Municipal Office of Asmara city. The importance and usage of the cadastral database for urban planners and property valuators were detailed. Spatial and network analysis were used to develop bands for creating a banded property appraisal system for assessing the service catchment area~ of hospitals and the only fire station. Further, a location allocation model was <,I:lso developed to recommend suitable sites for new fire stations in the city of Asmara. It is recommended that the Municipal Office of Asmara adopts the designed GIS-based database. It is also recommended there the major cities in Eritrea follow similar methodology to design and implement cadastre database for their administration.

In the recent years, the major production of cartographic information and the advancement of new Information Technologies (IT's) has brought with it the need to develop new storage and management tools, making access in a simpler way either alphanumeric or vector information. Since the 60s, the processing, analysis and visualization of cartographic data has been carried out using GIS as desktop software, installed on a single computer. The advantage of this system was the possibility of combining different cartographic information thereby facilitating decision-making. The need to share data, mainly cartographic information, between agents who are working in the same area has been the basis for the creation of Spatial Data Infrastructures (SDI) at global, national, regional ,local, or corporative level. Several resources for managing, classifying, sharing, exchanging, combining and accessing geographic data through internet connection have been developed together with the implementation of all levels of SDI's. The resources can be classified as: software for publishing cartographic data (maps servers), publication standards, metadata, legal framework, agreements among organizations, and the possibility to create different user levels.Therefore, the aim will be to have cartographic information updated and available for all the involved agents who are working in the same territory, which will result in sharing efforts and costs. Nevertheless, the development of new technologies has had an effect where the cartographic data producers have less direct contact with the field, ignoring somehow the people living in it who are the ones with best knowledge of the territory. In remote areas, where it is difficult to access such as the Rio Platano Biosphere Reserve Region (Honduras), it is indispensable to create an SDI for managing and sharing cartographic information by the involved agents in the territory. It is important that the information offered by the indigenous communities is not left aside because they have a direct relation with the field. In the case of Rio Platano, they are scattered along the territory. The basis of this thesis is to create the SDI for the Rio Platano region and the methodology to combine the different cartographic information published by different organisms. Also, it will be important to include in the SDI structure the information regarding the cadastral boundaries and socio environmental indicators obtained from the indigenous communities. It will require the design of participative pictograms using Participatory Mapping techniques.

The issue of land recording and keeping in the Communal Area of Namibia has been a severe dilemma to the Government. Various types of land disputes are on increase and continue to be predominant despite various Acts, Policies and other related Legislations on the Land Administration and Management passed by Namibian Parliament. Since the establishment of the Oshana Communal Land Board, effort was made to keep conventional records of information pertaining to land parcels in communal areas of Oshana Region. However, spatial information about the land ownership records is still not available in a well-designed and organised system. The non-existence of Land Information Management (LIM) System using Land Information Systems (LIS) application as management tool contributed to this problem. However, Oshana Communal Land Board used manual based system with incomplete coverage and less comprehensive information. In most cases decision makers have to make critical decisions based on little or no information. Therefore, LIM System and data sharing are the major features of the OSHCLB and in order to facilitate these processes there is a need for the introduction of LIS application. Adequate land information is crucial to sustainable development and sound information systems are of vital importance to land management systems. This is also been expressed in the various reports including the Operational Manual for Communal Land Board in Namibia. The user needs and requirements were carefully considered during the data collection stage. The system was designed using proven methodologies, which were explained and reasons for the choice is discussed. However, the detailed LIS applications can be pursued by other researchers or consultants in the future to make the system complete.

O presente trabalho pretende desenvolver um modelo conceptual que permita aplicar de forma automática o Método de Pontuação usualmente utilizado na classificação das parcelas com a cultura da vinha na Região Demarcada do Douro, tendo em vista a distribuição do chamado “benefício”, uma espécie de direito de produção. A classificação das diferentes parcelas de vinha existentes na Região, é feita com recurso a um modelo de organização de dados geográficos e não geográficos, tendo subjacente o cadastro da referida cultura – o Método de Pontuação. Face às características deste Método justifica-se a sua implementação com recurso às novas tecnologias (SIG), dado que o mesmo permite a integração e geoprocessamento da informação vitícola georreferenciada, bem como a realização de operações de análise espacial específicas. Torna-se por isso necessário o entendimento da forma como são organizados os dados, de modo a permitir criar um modelo conceptual que conduza á sua posterior reprodução em ambiente digital. O estudo foi desenvolvido numa área relativamente restrita mas os ensinamentos e as conclusões obtidas permitem a sua utilização num contexto mais alargado, constituindo pois este trabalho um guia de suporte à implementação e desenvolvimento de um SIG aplicado ao cadastro da vinha na Região Demarcada do Douro.

Governments all over the world are being challenged to develop Spatial Data Infrastructure (SDI), to improve the access and use of spatial data for decision support and sustainable development. Therefore, SDI is part of the basic infrastructure that needs to be efficiently implemented and managed in the interest of any nation. The aim of this study, therefore, is to assess the feasibility of SDI implementation in Rwanda, using the Land administration geospatial data sector as a case study, given time constraints of the research. To achieve this, the concept of SDI is firstly explained in order to provide a common understanding of the concept. The new trends in the new Land Administration System of Rwanda, with emphasis on spatial data management are also presented. This information is generated from various written materials. Field work was also conducted by means of questionnaires, interviews and observation in attempt to assess Land Administration geospatial data, related assets and gaps with reference to SDI framework requirements. A situational analysis is carried out from the field work results. The research sets the scene providing the major findings. The main spatial data providers are public and based on national level. Land use and cadastral related spatial data are the least developed, and Land Administration application data are quiet non-existent. Various users, mainly decision makers, exist but lack effective access to data. A number of challenges, such as a high duplication of data collection and maintenance, lack of appropriate ways of data sharing, a shortage of human resources in Geo-information, absence of policies and regulations, are also found in the Land Administration spatial data sector. Nevertheless, the new Land Administration System orientations and national priorities in terms of information technology, offer a favourable environment for the implementation of SDI. Having considered this, the research proceeds to propose a Land Administration SDI prototype with its main application of Spatial Data discovery Facility, and then highlights its benefits. The research ends with a conclusion and recommendations for future research.
