Abstract:
Sexual dimorphism is biologically important for determining the morphological traits of marine species. Flathead mullet (Mugilcephalus) was examined based on the patterns of sexual dimorphism from the two rivers in Northern Mindanao. The samples were collected from Cagayan de Oro River and Mandulog River to investigate phenotypic divergence and sexual dimorphism in two different populations of wild-caught M. cephalus using geometric morphology based on landmark basis. A total of 17 landmarks were identified to describe the left and right body shapes of the specimen using the TpsRelw (version 1) to obtain the warp scores of each population. Results of the Relative Warp Analysis show no significant variation in the body shape within the sexes in the respective sampling sites. Results of the discriminant function analysis (DFA) show that in Cagayan de Oro River there is no significant variation in the body shape of mullets between sexes suggesting no sexual dimorphism in the flathead mullets in Cagayan de Oro River. In contrast , Discriminant Function Analysis show that there is significant variation in body shape between sexes in Mandulog River in Iligan City suggesting presence of sexual dimorphism in the area which can be due to the presence of abundant and highly diverse predator species in Mandulog River. Sexual dimorphosm can be used by fishes as an adaptive mechanism to maximize predator-escape performance and survival capacity. Furthermore, there is a significant shape variation between populations of mullets in Cagayan de Oro and Mandulog River which can be interpreted as due to geographic isolation which serves as physical barrier on the gene pool. In conclusion, many factors could account for variation in body shape of Mugilcephalus including predation and biogeographical barriers.

Abstract:
Family planning is a larger concept involving preparation and knowledge around a “family future”. It allows people to attain their desired number of children and determine the spacing of pregnancies, reduces the need for abortion, especially unsafe abortion. On the other hand, contraceptives are the group of methods you use or steps you take to avoid pregnancy before you are ready. Contraceptives, one of the methods of family planning, helps prevent the transmission of other sexually transmitted infections. Moreover, it can help slow down population growth thereby contributing to economic benefits such as poverty reduction. It is also a very helpful way to improve the health of mothers and childrens through birth spacing and avoiding high risk pregnancies. In this study, significant factors in using contraceptives are determined. Based on the results from the conducted survey, three out of ten variables were considered as significant factors namely: desire of having more children, religion, and employment status (having p-values of 0.005, 0.008, and 0.000 respectively). These significant factors were used in formulating the model to predict the probability of using contraceptives among married women. Using Hosmer and Lemeshow Test of goodness-of-fit, the p-value of the model is 0.728. Thus, the model is a good fit. A re-survey was conducted to validate the model and 88% of the married women were correctly classified. Hence, the model will be very useful in predicting the probability of contraceptive use among married women.

Abstract:
Purpose This study focuses on residents’ perceptions of the permanent houses built by various implementing agencies on the Calaanan site as part of post-Typhoon Washi resettlement in the city of Cagayan de Oro. This research aims to make a comparative analysis of the communities’ pre- and post-disaster situation, their satisfaction with the housing provided and the factors influencing housing modification. Design/methodology/approach The paper analyzes the data obtained from a questionnaire survey of residents, interviews with stakeholders involved in resettlement, observation survey and graphic documentation between July and August 2014. Findings The analysis of residents’ perspectives revealed that their building of extensions to houses was a response to a lack of consideration of their needs and of local environmental and cultural patterns in the planning and construction of permanent housing. Originality/value The findings are used to develop points to consider to gain a better understanding of residents’ adaptation to their environment. These points may be useful in improving future resettlement projects in a country permanently exposed to disasters.

Abstract:
The study focuses on assessing the quality of houses and households in Sitio Lawesbra, Lapasan Cagayan de Oro City. The respondents of the study are composed of 899 households of 110 houses. The study utilized a descriptive research design. Descriptive statistics such as frequency count, percentages, and weighted mean were used to describe the houses and household in Sitio Lawesbra; The study found out that most households per house are 9. The average age is from 19-24. The majority of the dwellers are male. The majority of the household in Lawesbra are students. And there are dwellers who are employed. The majority of the household in Sitio Lawesbra have the following electrical standards. The majority of them have primary connections and are using circuit breakers in the panel board. The majority of the junction box is opened, with 3-4 splices per junction Box. The majority of the size of wires used in Sitio Lawesbra are not standard. But the majority are using the standard, convenient outlet. The majority of the households are not using octopus type of extension wire. The houses in Sitio Lawesbra have a primary water connection. The majority are using Polyvinyl chloride pipes and do not have leaks with the pipes or water system. The data further shows that the drainage system in Sitio Lawesbra is open. In terms of toilet systems, the majority have a standard size of a comfort room, made from concrete materials with ventilation. The majority of the dwellers are using pail flush type of toilet bowl, none are using automatic flush type, and however, four percent have an Antipolo type of toilet bowl. Seventy percent of the ground is concrete with its own septic tanks. The majority have substandard room and substandard kitchen ventilation. In addition, the majority have standard security windows, standard walling, and standard partition. The majority used wood for the ceiling and used Galvanized Iron for roofing. However, twenty-nine percent of the houses in Sitio Lawesbra have roof leaks. Finally, the majority in terms of risk reduction mechanism of the houses in Sitio Lawesbra have a sub-standard fire exit. In fact, nineteen percent do not have a fire exit, and only fifteen percent have a standard fire exit. In terms of door positioning, the path majority is sub-standard. However, sixty-three percent did consider that they have an evacuation area, though sub-standard. But thirty-seven percent claimed that they don’t have an evacuation area. Thus, based on the results, the following recommendations were implemented and recommended. The researchers already coordinated with the following agencies, and actions were made respectively. The local government improved drainage and pathway systems. CEPALCO installed the installation of primary electrical connections and an independent transformer with the light post. Cagayan de Oro Water District also implemented reevaluation and repair of the water connection upon recommendation. Thus, it is recommended that the University of Science and Technology of Southern Philippines improve Sitio Lawesbra, as the closest community to the university that needs further augmentation and extension.

Abstract:
The study aims to establish a chemical method of silver recovery from x-ray processing fixer waste by alkaline treatment using sodium hydroxide (NaOH). The samples used in the study were collected from selected hospitals and radiology centers in Cagayan de Oro City, Philippines. The NaOH precipitation method was employed by varying the amount of NaOH from 8.00 g to 15.00 g per 600 mL of the fixer waste sample. The recovered crude silver for the two sampling periods ranged from 0.88 g to 2.46 g. The method resulted to optimum recovery at pH 9. The One Way ANOVA indicates that there are significant differences on the amount of silver recovered when varying the amount of NaOH in “sampling A”. The Tukey Test further reveals that there exists an evident rise in the recovered silver using 10.00 g to 15.00 g of NaOH. In “sampling B” the amount of silver recovered does not significantly differ when varying the amount of NaOH used on average basis. The raw data, however, also revealed a significant rise in the amount of silver recovered using 10.00 g to 15.00 g of NaOH where pH was approximately 9.

Abstract:
The purpose of this experimental study was to examine the creative constructs of students enrolled in Differential Calculus at the University of Science and Technology of Southern Philippines, Cagayan de Oro City, Philippines. This study was composed of 132 engineering and mathematics education students enrolled in two different semesters. The experimental group was chosen randomly, exposed to the problem-based HALP model teaching approach and problem posing while the control group was taught using Polya’s problem-solving heuristics. Multiple Solution Tasks (MST) test in Calculus was administered to determine their creative constructs which can be measured in terms of their level of mathematical fluency, flexibility and novelty of solutions before and after the experiment. Results indicated that the experimental group exhibited a remarkable improvement of their mathematical fluency and flexibility but still in the developing level when they are required to posit novel solutions to problems as influenced by the problem-based HALP and problem posing activities. Hence, it is recommended that mathematics teachers may utilize these methods to successfully develop students’ mathematical creativity and future research may also be explored on integrating technology and how it can influence developing student’s mathematical creativeness as well as the mediating role of their affective domains and IQ (intelligent quotient).

Abstract:
The internet is a potential source of medical information. However, it can also be a source of increased anxiety and distress among people. This anxiety due to excess searching for medical information online is known as cyberchondria. Even before the COVID-19 global pandemic, research suggest that teachers’ performance and productivity can also be negatively influenced by stress and anxiety. This study aimed to evaluate the cyberchondria constructs among teachers in the basic and higher education institutions in Cagayan de Oro City using the Cyberchondria Severity Scale (CSS-15). Data are collected among the 143 basic and higher education teacher-respondents and results revealed that the majority of them are affected with compulsion (81.81%), distress (93.71%), excessiveness (98.6%) and reassurance (90.91%) constructs of cyberchondria with excessiveness construct being severely affected. There are only 28.67% of the teacher-respondents who are affected by mistrust of a medical professional. Further analysis showed that the cyberchondria constructs are independent and teachers from the basic and higher education institutions shared the same level of cyberchondriasis. Hence, it can be concluded that there is a high prevalence of cyberchondria among teachers and it is recommended that strategic interventions and measures need to be designed and implemented by school administrators to preserve teachers’ wellbeing and foster positive teaching performance and students’ learning outcomes.

Abstract:
The study examined the internalization of core-values of New Public Management (NPM) among Local Government Units (LGUs) in the Philippines in their effort to reform the management and operation of public markets. Using Public-Private Partnership (PPP) as a framework of NPM for infrastructure development and service delivery, the study assessed the performance of PPP/BOT Public Markets in addressing the perennial problems of public markets in the Philippines. It inquired whether or not PPP as an instrument of reform has improved the management and operation of public markets. To substantiate the assessment, five pioneering PPP public markets in the country were examined, namely; Mandaluyong Public Market in Mandaluyong City, Carmen and Cogon Public Markets in Cagayan de Oro City, Suki Market in Quezon City, and Bocaue Public Market in Bocaue, Bulacan. It used organization and management, the scope of facilities and services, LGU-revenue income and expenditures, and income of market vendors, and client satisfaction on the quality of facilities and services as performance indicators. The data of the study were obtained through combined research methodologies such as case study, content analysis, ocular inspection, and interviews with the city and municipal administrators, market administrators, market vendors, and officers of market vendors associations. The study shows that while PPP has improved the performance of public markets during the early years of operation, these gains and all advances were not sustained by the LGUs when management and operation of public markets were turned over to them from the private project proponent-operators. The study argued that in order to sustain public-private partnerships in the operation of the public market, it is imperative to institutionalize reforms in the structure, processes, mindsets of the leaders, and stakeholders. The institutionalization of NPM’s core values can be carried out effectively through localization of PPP as a policy so that the necessary legal and institutional frameworks for PPP will be anchored based on the need, strength, and weaknesses of the LGU concerned. The study makes a positive contribution to the on-going discourse on public sector reform in the Philippines particularly at the local level using PPP as a model. It enriches not only the literature of Public Administration but also provides valuable lessons in the praxis of governance.

Abstract:
Abstract The ‘Ridge to Coast, Rain to Tap’ (R2CR2T) project aims to address several identified factors in order to reduce flood vulnerability and improve the resilience of the water supply in Cagayan de Oro, Philippines. The project, which started on 1st January 2018, has adopted an integrated approach, working both directly on the water supply infrastructure and at a systemic level in the river basin. Through capacity development, investments and technical assistance, the project will provide a strong boost to improve the operations of the Cagayan de Oro Water District (COWD). Water supply coverage, sanitation services and disaster risk reduction are being expanded to up to 7,000 previously unserved households in relocation areas, primarily inhabited by people who lost their homes in the 2011 Sendong flood. In the upstream Cagayan de Oro River Basin (CDORB), several pilot reforestation interventions are being implemented in partnership with local Indigenous Peoples (IP) communities to demonstrate effective and sustainable ways for addressing the causes of flooding. The project aims to contribute to an enabling environment in which public and private stakeholders in CDO and Bukidnon Province cooperate towards flood risk reduction. The R2CR2T project is a Public-Private Partnership including partners Cagayan de Oro Water District, VEI, FITC, Unifrutti Tropical Philippines Inc, Cagayan de Oro River Basin Management Council, Hineleban Foundation, Bukidnon Indigenous Peoples Advisory Council, Wetlands International, Philippines Red Cross and Netherlands Red Cross. The R2CR2T project is 49% co-funded by the Netherlands Ministry of Foreign Affairs, and administered by the Netherlands Enterprise Agency (RVO) through the Sustainable Water Fund.

Abstract:
Freshwater fishing is an important socioeconomic aspect of the communities in the Cagayan de Oro River (CDOR), Philippines. The fishery sector in CDOR has the elements that are generally characteristic of artisanal or small-scale fisheries. Before this study, very little was known of the scope and magnitude of artisanal level fishing activities within the CDOR. It has remained undocumented by Local Government Units (LGUs) as it does not contribute directly to the economy in terms of measurable cash flow. However, a number of fishes in the river have higher commercial value compared to marine fisheries in the nearby Macajalar Bay. This study is an attempt to examine the conditions of the CDOR fisheries and to quantify its economic contributions. The economic contribution is measured in terms of the market value of captured aquatic resources. In order to establish the behavior and trends in the fisheries of the different communities, the study area was divided into three sub-zones. Data in this study were collected through interviews of identified fishermen in the different sub-zones. Majority of the fishermen venture into other menial jobs due to proximity to the urban center. Many of them have subsidiary occupations which serve the dual purpose of alternative income and job opportunities and food source because fishing is seasonal. The peak fishing season usually spans two to four months. Comparatively, the earnings derived by the Cagayan de Oro River fishermen are relatively in almost the same range as the marine fishermen in the different parts of the country.

Abstract:
Abstract. Due to its location within the typhoon belt, the Philippines is vulnerable to tropical cyclones that can cause destructive floods. Climate change is likely to exacerbate these risks through increases in tropical cyclone frequency and intensity. To protect populations and infrastructure, disaster risk management in the Philippines focuses on real-time flood forecasting and structural measures such as dikes and retaining walls. Real-time flood forecasting in the Philippines mostly utilises two models from the Hydrologic Engineering Center (HEC): the Hydrologic Modeling System (HMS) for watershed modelling, and the River Analysis System (RAS) for inundation modelling. This research focuses on using non-structural measures for flood mitigation, such as changing land use management or watershed rehabilitation. This is being done by parameterising and applying the Land Utilisation and Capability Indicator (LUCI) model to the Cagayan de Oro watershed (1400 km2) in southern Philippines. The LUCI model is capable of identifying areas providing ecosystem services such as flood mitigation and agricultural productivity, and analysing trade-offs between services. It can also assess whether management interventions could enhance or degrade ecosystem services at fine spatial scales. The LUCI model was used to identify areas within the watershed that are providing flood mitigating services and areas that would benefit from management interventions. For the preliminary comparison, LUCI and HEC-HMS were run under the same scenario: baseline land use and the extreme rainfall event of Typhoon Bopha. The hydrographs from both models were then input to HEC-RAS to produce inundation maps. The novelty of this research is two-fold: (1) this type of ecosystem service modelling has not been carried out in the Cagayan de Oro watershed; and (2) this is the first application of the LUCI model in the Philippines. Since this research is still ongoing, the results presented in this paper are preliminary. As the land use and soil parameterisation for this watershed are refined and more scenarios are run through the model, more robust comparisons can be made between the hydrographs produced by LUCI and HEC-HMS and how those differences affect the inundation map produced by HEC-RAS.

Abstract:
This paper surveys the current water supply, sanitation and sewerage facilities available to households in Cagayan de Oro, and their awareness of and attitudes towards water and wastewater issues. Survey results reveal inadequate and sub-standard domestic wastewater treatment facilities both on the household and community levels as well as some degree of household indifference. Using contingent valuation method, this study estimates the value that households in Cagayan de Oro attach to the benefits that they can derive from a domestic wastewater treatment program. Mean willingness to pay for the planned program range from PhP3.29 (parametric estimate) to PhP6.01 (non-parametric) per m3 of water consumption, which falls short of the projected program cost of PhP7.11 per m3 of water. It may, therefore, be necessary to raise people's understanding of the externalities of their water consumption to make the planned domestic wastewater program viable. It may also be necessary to incorporate the sewerage and sanitation charge within the water rate schedule so as to ensure households' payment for the proposed wastewater treatment program for the city.
