The current trend in health monitoring systems is to move from the hospital to portable personal devices. This work shows how consumer devices like heart rate monitors can be used not only for applications in sports, but also for medical research and diagnostic purposes. The goal pursued by our group was to develop a simple, accurate, and inexpensive system that would use a few pieces of data acquired by the heart rate monitor and process them on a smartphone to (i) provide detailed test reports about the user’s health state; (ii) store report records; (iii) generate emergency calls or SMSs; a

China calls SMEs "Five, Six, Seven, Eight, and Nine" since they account for more than 50% of national tax revenue, 60% of GDP, 70% of technological innovation, 80% of jobs, and 90% of enterprises. SMEs drive long-term, sustainable economic growth that benefits everyone. But, reducing SMEs' breathing space will hurt China's economy. We find that European SMEs significantly increased their net trade credit to sales ratio during the Great Recession. For the aggregate of SMEs, trade credit did not provide any buffer to the contraction in bank loans. In fact, through increased net trade credit, SMEs suffered a squeeze in their liquidity and this phenomenon reflects the weak bargaining power of SMEs in their trade credit relationship with larger firms. Therefore, increased net trade credit by SMEs does not reflect an efficient reallocation of credit, and it calls for policy actions. These policy actions are highly relevant, gi

Rada, Gabriel. Does the use of mobile phone messaging reminders increase attendance at healthcare appointments? SUPPORT, 2016. http://dx.doi.org/10.30846/161113.

Full text
Abstract:
Failure to attend healthcare appointments impacts on patient health and health system costs. Sending patients appointment reminders using mobile phone text messages (Short Message Service (SMS) and Multimedia Message Service (MMS)) could improve attendance compared to no reminders, or other types of reminders, such as postal or phone call reminders. The broad penetration of mobile phones in several low-income countries makes this intervention particularly promising.

Abstract:
Evidence from this assessment indicates that, without deliberate support from impact investors, banks and development finance institutions (DFIs), large numbers of agricultural small and medium enterprises (agri-SMEs) will not be able to continue operations following the lockdowns imposed in response to Coronavirus Disease 2019 (COVID-19). The COVID-19 pandemic has had significant negative effects on the operations of agri-SMEs. It has made capital less available, as impact investors and financial institutions take a more cautious approach to extending credit and making investment decisions. S

Didoni, A. Effectiveness of agri-business incubation in emerging markets. Commercial Agriculture for Smallholders and Agribusiness (CASA), 2020. http://dx.doi.org/10.1079/20240191149.

Full text
Abstract:
Agribusiness incubators play an important role in developing the technology and value chains that let small agricultural businesses thrive in developing countries and emerging markets. Incubators are, therefore, a key contributor to these economies, boosting prosperity and reducing poverty, and there is increased interest in supporting interventions aimed at accelerating or incubating agribusinesses. The topic is especially important now, as public funding is likely to come under pressure in the aftermath of the COVID-19 pandemic. However, scant evidence has been collected on the effectiveness

Abstract:
African governments are spending over 1US$bn per year on digital surveillance technologies which are being used without adequate legal protections in ways that regularly violate citizens’ fundamental human rights. This report documents which companies, from which countries, are supplying which types of surveillance technology to African governments. Without this missing detail, it is impossible to adequately design measures to mitigate and overcome illegal surveillance and violations of human rights. Since the turn of the century, we have witnessed a digitalisation of surveillance that has ena

ICTs in Latin American and the Caribbean Firms: Stylized Facts, Programs and Policies: Knowledge Sharing Forum on Development Experiences: Comparative Experiences of Korea and Latin America and the Ca. Abstract:
Adoption of information and communication technologies (ICTs) has been slow in Latin American and the Caribbean (LAC) countries and is not widespread. There is a digital divide between and within countries, including a digital gap in firms' adoption of ICTs. Large and medium-sized enterprises generally have access to the Internet, but adoption of advanced ICTs is low for all firms in these economies, and small and micro enterprises lag way behind. The backwardness in ICT adoption is exacerbated when only a small fraction of society has high connectivity broadband. Thus the digital infrastructu
