A number of assumptions underlie the foreign aid given by the Canadian International Development Agency to the developing countries. These include: trickle down concept, tied-aid, capital assistance and its delivery through forestry consultants, duplication, and exclusion of Third World Canadians. These assumptions have outlived their usefulness. They only constrict development and undermine the practice of sustainable forestry. Recently the Government of Canda has given CIDA a fresh mandate that rejects the trickle down concept. In its place an integrated approach to forest development involv

Assistance in forestry has been provided to more than 100 developing countries across a span of more than a half-century. The delivery channels for this aid, through the Canadian International Development Agency, have remained relatively unchanged over the years. However, the level of funding as well as the nature and scope of the type of support provided continues to evolve. The emphasis in earlier years tended to focus on stand-alone projects aimed at forest industries development and economic expansion. While in the past, Canada has earned a fairly liberal reputation as it developed political relations with African countries, the trend for the 1980s has been to concentrate on promoting trade and investment. What are the implications for Canada and its foreign aid program of this pursuit of the aid-trade linkage? This thesis analyzes Canadian NGOs’ relationship with the Canadian International Development Agency (CIDA) in the context of the competitive funding mechanism. It captures NGOs’ perspectives on the changing CIDA-NGO relationship, noting the range of NGO responses regarding advocacy efforts, public engagement, organizational priorities and overseas partnerships. The findings indicate that the relationship between CIDA and NGOs cannot be defined as partnership, but rather as one that spans the categories of “contracting” and “extension” in the Brinkerhoff (2002) partnership model. The mainstreaming of gender in the 1990s resulted in women being represented as agents of change.
