Abstract:

Joseph Schumpeter is known to American political scientists as the originator of an elite conception of democracy as a political “method,” a conception found in his Capitalism, Socialism and Democracy (1942). But I show in this paper that in Schumpeter's study of the development of liberal capitalist societies, he also treated democracy as a socially transformative historical tendency, one of several that he thought were propelling such societies toward a form of “democratic” socialism. Schumpeter regarded the politics of labor and the reorientation of state policy in the New Deal era as evidence of these tendencies—especially of a tendency toward the democratic reconstruction of workplace hierarchy, which he deplored. In his later work, Schumpeter sketched the outlines of a “democratic” socialist society in which the most harmful of these tendencies, in his estimation, would be curbed.

AbstractDuring the postwar decades following Joseph Schumpeter's seminal Capitalism, Socialism and Democracy, democratic elitism struck many as an apt and insightful description of how representative democracy works – even though convinced democrats detected an "elitist" thrust they found disturbing. But during the last several decades political elites and leaders have wielded more power and influence in Western democracies than Schumpeter and his early adherents acknowledged. If it is to retain relevance and utility, democratic elitism must incorporate the now more evident roles elites and leaders play.

Abstract:

Joseph Schumpeter's “elitist” theory of democracy has been the subject of much discussion in political theory. It is commonly considered to have been seminal for the “empirical” approaches to democracy that emerged in American political science after World War II. In this excellent book, John Medearis presents an impressive, careful, and relatively comprehensive account of Schumpeter's writings on the topic of democracy. He argues that Schumpeter has been widely misunderstood, and the richness of his thinking has been wrongly reduced to the chapters of Capitalism, Socialism, and Democracy (1942) in which the “elitist” theory is developed.

Few books can be called workmanlike as well as exciting, analytic as well as poignant. Hiring and Firing Public Officials achieves those rare pairings by methodically pursuing an academic coup. Justin Buchler aims to replace electoral theory's dominant “market paradigm”—whose pioneers include Joseph Schumpeter (Capitalism, Socialism and Democracy, 1942) and Anthony Downs (An Economic Model of Democracy, 1957)—with a more accurate “employment model,” and to defend that new model against all manner of attack. Buchler prosecutes his goals doggedly, repetitively, and quite effectively. The result is an intelligent, important new book that may not dazzle but will challenge settled convictions and change more than a few minds. The author's occasionally defensive tone is understandable given the nature of his ambition. His book advocates paradigmatic revolution and, to borrow from Mao Zedong, revolution is not a dinner party.

RECENT EVENTS IN EASTERN EUROPE HAVE GENERATED A large degree of uncritical triumphalism amongst certain Western commentators. The collapse of the communist regimes in these countries as the result of their failure to manage their economies and the consequent demand on the part of their citizens for more accountable government, has led many to link the struggle for democracy with a desire for capitalism. Some writers have gone so far as to portray the demise of ‘actually existing socialism’ as the culmination of ‘a universal human evolution in the direction of free societies’ grounded in ‘the empirically undeniable correlation between advancing industrialisation and liberal democracy’.

While no one has yet announced the death of capitalism, reports of its imminent demise have been as numerous as they have been exaggerated. Such reports have usually been bolstered by thoughtful analyses of the fundamental contradictions of capitalism, which was expected to come sliding—if not crashing—down under the weight of its own inconsistencies. Leaving aside Karl Marx's own predictions, twentieth-century analysts as diverse as Joseph Schumpeter, Daniel Bell, and Jurgen Habermas have asserted that the contradictions of capitalism could only mean that its days were numbered. Alas, all that has been established by these analyses is that predictive failure is no impediment to market success: either the consumer's demand for such theories of capitalism's failures is naturally robust, or supply continues to generate its own demand.

In Capitalism, Socialism, and Democracy (1947) Schumpeter asks “Can capitalism survive?” He answers: “No. I do not think it can.” In an essay I wrote in 1981 entitled “Was Schumpeter Right?” I began with the words: “No. I do not think he was.” Now, over a decade later, I wish to reconsider the question of whether Schumpeter was right, from a somewhat different point of view. To the question “Was Schumpeter Right?” I now give two answers. Was he right in his analysis of the prospects for capitalism? No, I still do not think he was. But was he right in his approach to the question of economic inquiry itself, an approach that recognized the presence of Vision as the precursor to Analysis? Yes, there I believe that he was not only right, but even more right than he himself realized

‘[T]he problem that is usually being visualized is how capitalism administers existing structures, whereas the relevant problem is how it creates and destroys them’, wrote the Austrian economist, Josef Schumpeter in Capitalism, Socialism and Democracy, in 1942 (84). He was describing his discipline’s response to creative destruction; the process of continuous reinvention within capitalist markets. Like Schumpeter’s visualizing economists, are archaeologists in danger of bolstering a static view? Of pushing a preservation-of-decay agenda, appealing to a mass diagnosis of the rot of modernity? Ruin studies within contemporary and historical archaeology frequently present an overtly anti-capitalist critique, within an aesthetic conception of things and place, sometimes accompanied by an anti-heritage stance (cf. González-Ruibal, Chapter 7). In recent years archaeologists have recognized and at times moved away from, the problem of aestheticization, but continue to parade an underdog status for the stationary object that reverts to an uneasy stasis—an object from the ground—without an acknowledgement of the movement and change that both contemporary and historical archaeology have worked so hard to develop (e.g. Aldred 2014; Beaudry and Parno 2013; Holtorf and Piccini 2009). This can lead to a tendency to critique without fully situating ruin—site, place—in process, despite benchmark studies (e.g. Gosden 2004). Pictures capture a moment. A ruin illustrates an end. Memory mourns the past. What remains, decays. In this chapter I address some of the landscapes considered epitomic of neoliberalism: the ‘winners’ in the landscape of capitalism, and consider whether current archaeological approaches to the contemporary have inadvertently, or indeed overtly, disqualified them from analysis. I present case studies that illustrate the ‘creative’ side of ‘creative destruction’—the larges-cale landscape transformation of deindustrialized areas. These sites were transformed through governmental interventions in policy—privatization, public–private investment frameworks, changes to the planning system— with the intention of transforming declined industrial areas into economic success stories in line with the push towards a service economy, away from industry. There is of course another side to this story: as Arthur Marwick observed the reinvigoration of declined industrial areas is often characterized by ‘a growing mismatch between the characteristics of those seeking work and the kind of jobs which [a]re available’ (Marwick 2003: 153).
