Abstract:
This chapter analyses the consistency of the measures used by the states and the World Trade Organization (WTO) in facing carbon leakage. As a response to the wave of migration of private CO2 emitters to developing states with lax emission reduction measures, numerous developing states passed measures such as border tax adjustments (BTAs), border adjustment measures linked to the existence of an emissions trading scheme, climate change-related technical regulations, and green energy domestic support policies such as feed-in tariffs. The chapter also discusses the reasons for national climate measures that potentially end in conflict with WTO rules. In this context, the chapter discusses how these measures are motivated by carbon leakage, loss of competitiveness and energy security concerns, or a combination of all three.

Abstract:
This chapter examines the phenomenon of carbon leakage, which is an increase in carbon emissions as a result of businesses moving to other states without carbon reduction measures. Pursuant to the commitments established by the United Nations Framework Convention on Climate Change (UNFCCC) and the Kyoto Protocol, many developed states imposed numerous greenhouse gas emission (GHG) targets, while most developing countries have not adopted any carbon reduction measures. Carbon leakage remains an area of great concern to states and industries seeking to reduce carbon emissions, as it has the potential to undermine the effectiveness of carbon reduction measures and hurt the competitiveness of the industries that decide to remain in those states. The chapter outlines the measures taken to combat carbon leakage. Specifically, it highlights carbon leakage prevention measures under the European Union Emissions Trading Scheme and under similar carbon regulation measures in South Africa and the United States.

Abstract:
This book argues for increased economic growth as a cure for poverty. This chapter responds to the objection that such growth is unacceptable because it leads to dangerous climate change. The authors agree that such growth will lead to climate change, that such climate change is dangerous, and endorse a carbon-tax scheme that allows sufficient growth to address global poverty. Two objections to this view are discussed. The first holds that growth should be stopped as much as possible. However, this ignores the fact that dangerous climate cannot be prevented, and the extent of suffering by the world’s poor because of a lack of growth. The second objection wants to reduce growth in rich societies, but not poor societies. But this overlooks the fact that different economies are intertwined, so that a reduction in growth in a rich country can often disproportionally harm poor countries.
