O artigo se propõe a sustentar a atualidade do pensamento schmittiano no que concerne ao conceito de guerra e a sua atual transição para a noção de guerra global. Schmitt previu, com grande clarividência, aquilo que começou a ocorrer nos últimos anos do século XX e que continua se desenvolvendo ainda mais nos dias atuais: uma “guerra global” assimétrica, conduzida pelas grandes potências dotadas de meios de destruição em massa, in primis por parte das potências capitalistas e liberais anglosaxônicas. Ao final, ver-se-á que se trata de uma guerra total, não mais submetida a limitações jurídicas e, portanto, absolutamente destrutiva, mas, todavia, considerada não somente “justa” como também “humanitária”, pois é concebida como uma ação de polícia internacional contra os inimigos da humanidade: contra os novos bárbaros e os novos piratas.

Abstract:
This thesis examines the juridical framing of the political in the thought of Carl Schmitt. The purpose of this discussion is to draw attention to the fundamental inconsistencies that are present in Schmitt’s thinking on the political. These inconsistencies arise from Schmitt’s desire to advance a concept of the political that can be understood autonomously in terms of the friend-and-enemy grouping. This thesis argues that Schmitt’s concept of the political should not be understood autonomously but in terms of a juridical ethic of mastery and dominion. Schmitt’s desire to ground the political in an autonomous field of meaning—where the political achieves mastery over all other domains—reduces the political down to a juridical moment. Schmitt fails in his mission to construct an autonomous concept of the political, primarily because theology frames Schmitt’s analysis of sovereignty. Moreover, Schmitt’s concept of the political presupposes the state and a decisionist discourse of sovereignty. Schmitt’s decisionism is expressed in terms of a sublime, symbolising the highest region of both political conduct and knowledge. For Schmitt, mastery and dominion are the core values of the political. This has severe implications for the concept of legality and the democratic functioning of the state. Thinking beyond a juridical formula unleashes political thought from the strictures of both proceduralism (liberalism) and decisionism (authoritarianism). This reflexive approach to the political—present in the work of Foucault, Butler, and Mouffe—allows for the shared regime of mastery and dominion to be critically reformulated. Without the imperative of mastery—the unilateral control of conduct by the subject—political thought is freed from the need to exercise dominion and can focus on the ways in which the subject can be constituted in less exclusionary ways.

Abstract:
This work is devoted to study of transformations equations between Binstr, Ginstr, Rinstr photometric system of 28-cm Schmidt-Cassegrain telescope mounted in NCAS KFU to standard Johnson—Cousins BJ , VJ , RC using modern numerical methods. Observations of Landold Standards at the SA110 region were performed. Absolute photometry of selected stars was obtained with estimatiuon of observational errors. To transform the observational data into the standart system numerical model was built with the use of Markov Chain Monte Carlo sampling. So, we found average parameters of transformations between systems (color reduction coefficients are 0.165, −0.120, −0.378 for B0 J , V 0 J , R0C in dependence of (B − G)0 instr, (G − R)0 instr, (G − R)0 instr respectievely) and medium extinction at the observational period (0.276, 0.205, 0.159 for Binstr, Ginstr, Rinstr respectievely).

Abstract:
This study focuses on the measurement and modeling of large scale geometrical aspects of turbulent jet scalar regions and interfaces. While several previous studies have focused on the small scale geometrical properties using fractal ideas, examination of the large scale geometrical aspects requires the development of what we call generalized fractals, i.e. the scale-dependent generalization of the original self-similar geometric framework. Our work involves the purely meshless approach to the determination of the generalized fractal properties, pioneered by Catrakis, that eliminates the need for grid-based box counting. We investigate the purely meshless generalized fractal approach using experimental databases generated in our laboratories on fully-developed turbulent jets with a Reynolds number of Re ∼ 20,000 and a Schmidt number of Sc ∼ 2,000. In our approach, we examine the dependence of the generalized fractal aspects of the turbulent interfaces at various spatial resolution scales. Our results indicate that the large scale geometrical aspects are strongly scale dependent and amenable to modeling using generalized fractal functions.

Abstract:
Modeling associations between items in a dataset is a problem that is frequently encountered in data and knowledge mining research. Most previous studies have simply applied a predefined fixed pattern for extracting the substructure of each item pair and then analyzed the associations between these substructures. Using such fixed patterns may not, however, capture the significant association. We, therefore, propose the novel machine learning task of extracting a strongly associated substructure pair (co-substructure) from each input item pair. We call this task dependent co-substructure extraction (DCSE), and formalize it as a dependence maximization problem. Then, we discuss critical issues with this task: the data sparsity problem and a huge search space. To address the data sparsity problem, we adopt the Hilbert--Schmidt independence criterion as an objective function. To improve search efficiency, we adopt the Metropolis--Hastings algorithm. We report the results of empirical evaluations, in which the proposed method is applied for acquiring and predicting narrative event pairs, an active task in the field of natural language processing.

Abstract:
Micromixing strongly affects the molecular-scale contact of chemical species in numerous chemical reactions. Understanding the mechanisms governing micromixing lets us explain the relationships between the turbulence structure and the selectivity of the reaction. The micromixing models in the literature for large Schmidt numbers (Sc∼1000) are of two sorts: stochastic models (principally the Curl model) and deterministic models (such as IEM and the “engulfment” model). These models are essentially based on phenomenological considerations and on the properties of small-scale eddies related to the micromixing time. Micromixing can be quantified locally by analysing the products of a local chemical reaction if this reaction is “fast” compared to the micromixing time. This so-called chemical probe method is used in the present work, following the Villermaux method [1] on the [iodide/iodate] chemical reaction. A numerical study is carried out here to compare the different micromixing models with the experimental results of Fournier [2] in a stirred tank. In order to compute the concentrations, mass transfer equations including a reactive term are solved by a pdf model using a Monte-Carlo method. A benchmark proposed here for the micromixing models shows that the engulfment model is the more efficient in evaluating the local power dissipation means of the chemical probe.
