El presente documento refleja los resultados de la investigación en citymarketing desarrollada por el Grupo de Investigación GISEMA de la Universidad Libre Cartagena, Sede Cartagena, para La Red de Museos de Cartagena de Indias, cofinanciada por el Instituto de Patrimonio y Cultura de la ciudad. El objeto fue la primera fase de la investigación en marketing de destinos, especifcamente sobre la valoración de los Museos de la ciudad de Cartagena de Indias como escenarios de cultura, y la revisiòn, contextualizacion y analisis del sistema de turismo, lo que constituye uno de los elementos de diagnóstico para el diseño de un nuevo producto turístico denominado la Ruta de Museos Cartagena de Indias, “Historias y Legendas”, lo cual permite ampliar la oferta turística de la ciudad, y a partir de esto, mejora la competitividad, aumenta el número de días de estancia y el conocimiento histórico y cultural de los turistas que vienen a la ciudad de Cartagena de Indias, Colombia Patrimonio Histórico y Cultural de la Humanidad. Finalmente, se plantean las recomendaciones y consideraciones para mejorar la propuesta de valor al ofrecer un producto integrado, con mayor representatividad y mejores contenidos e interactividad; de esa manera iniciaría la fase dos, sobre percepción y determinantes del publico en general, cartageneros, turistas y visitantes.

El presente artículo desarrolla un tema de interés para académicos y empresarios como es el de la innovación. El tema central es la innovación de tipo organizacional a partir de los sistemas de calidad y su efecto en la productividad y competitividad de las empresas.La metodología utilizada es de múltiples casos explicativos tomando como unidad de análisis el sector petroquímico-plástico de la ciudad de Cartagena de Indias. Las principales conclusiones que aquí se presentan, demuestran primero la importancia de un fenómeno organizacional como es la innovación organizacional y cómo un grupo de empresas manufactureras de la ciudad de Cartagena de Indias, desarrollan este tipo de innovación a partir de sus sistemas de calidad ISO con un efecto positivo en la productividad de las mismas.Este artículo es producto del trabajo doctoral del autor sobre la innovación de tipo organizacional en el sector petroquímico-plástico de la ciudad de Cartagena de Indias.

Abstract:
Cartagena de Indias -que vivió durante el siglo XIX un estado de atraso- emergió al siglo XX con aires de renovación, generados por la presidencia del cartagenero Rafael Núñez, la reconexión con las rutas del comercio, el despegue de la vida económica y el crecimiento demográfico. Este despertar se reflejó en intervenciones arquitectónicas, desarrollo de barrios extramuros, obras de modernización y demoliciones de sectores de sus murallas. Sin embargo, la conservación de estos bienes -que habían perdido su función defensiva y eran derrumbados en muchas ciudades del mundo para habilitar espacios a nuevos usos urbanos- despertó el interés de sectores de la opinión local y nacional, que se opusieron a la realización del proyecto de modernización y salubridad, recomendado para la ciudad por la firma "Pearson and Sons Ltd." en 1914 para garantizar su competitividad portuaria.

Abstract:
My dissertation examines the transmission and establishment of the institution of slavery from medieval Iberia into the expanding Spanish Empire and its subsequent development. This involves understanding the dynamic interactions between the law, imperial institutions, slave owners, and the enslaved. I embarked upon this subject in response to a lacuna of historical knowledge of the transition and development of slavery as it moved between the Iberian Kingdoms and took root in the expanding Atlantic Empires. Without understanding the medieval background of imperial law it is impossible to understand the particular development of the institution of slavery in Spanish America.

Abstract:
From its establishment by royal decree in 1610 until its abolition in 1821, the Inquisition tribunal of Cartagena de Indias sought to stamp out heresy and maintain Catholic orthodoxy among the inhabitants of the territory of New Granada. This thesis examines the activities of the tribunal during the first half of the seventeenth century, specifically as they relate to its persecution of the crypto-Jews under its jurisdiction. While the surviving evidence demonstrates a significant crypto-Jewish presence in Cartagena in the 1600s, and even though the authority of this tribunal extended far beyond its immediate surroundings, very few crypto-Jews were ever prosecuted by this court during this time. This thesis explores the social, economic and political dynamics explaining a change in policy that led to a rise in the number of Inquisition trials against the crypto-Jewish population in the first half of the seventeenth century. This thesis argues that Spanish imperial politics coupled with socio-economic factors inherent in the colonial system, explains why inquisitorial persecution increased in this period.

Abstract:
The island of Barú, located along the Atlantic coast of Colombia, has occupied, since the colonial era, a geographical and social interstitial position. The island was a strategic space in key processes and events of colonial and national modernity. Its inhabitants have combined movement and interaction across geographical spaces and social groups with retreat and relative closure. The historical experiences of dislocation and of marginality have shaped local modes of relatedness and particular ways of signifying and narrating “family”, masculinities and femininities, the divine and the wondrous. State and capital's progressive encroachment over the Island trans-territory has recently undergone a conspicuous acceleration. Moreover, new religious organizations have influenced the ways in which people think and talk about identity, local forms of sociality and religiosity. “Development” and ethnicity-based identity politics have functioned as identity-, community- and memory (re-)making devices. Various political and economic actors currently envision and try to implement projects of “place” which commoditize the island and aim to reshape local subjectivities and relational modes according to market-oriented values.

Denne oppgavens tema er sosial manipulasjon betraktet i en kulturpsykologisk synsvinkel. Fokuset er på både kulturelle forskjeller og universelle menneskelige trekk ved bruken av løgn, et fenomen som både evolusjonspsykologer og kulturpsykologer forfekter at nettopp deres paradigme passer best for å forklare. Premisset i oppgaven er at begge synsvinklene supplerer hverandre i analysen av det nevnte fenomenet. Paul Ekman er kjent som en av pionerene innen løgnforskning, og har gjort mye for å vise at løgn ikke kan bli sett på som et fenomen kun skapt av kulturene selv. En tenker som anlegger en annerledes tilnærming er Lev Vygotsky. Vygotsky er en av grunnleggerne av kulturpsykologien, og fastholder at kulturen har en stor påvirkning blant annet på hvordan man oppfatter verden og dermed også forståelse og bruk av løgn. En annen anerkjent kulturpsykolog er Richard Nisbett, som viser oss at man bør se på både kulturelle forskjeller og fysiologien til personene når man skal vurdere hva som skaper en persons bevisste og ubevisste valg. Formålet med oppgaven er dermed å finne en slags balansekunst, hvor de universelle psykologiske trekkene ved løgn anføres mot de som utforskes som mer kulturelt spesifikke. Den foreliggende oppgaven kommer dermed i stor grad til å følge Nisbetts rammeverk for å vise at for å få et akseptabelt syn på hva løgn er, bør man og må man bruke både kultur- og evolusjonspsykologi. Det vil hevdes i oppgavens konklusjon at for å få adekvat forståelse av løgn, som er dekkende for hvordan fenomenet utspiller seg i en bestemt kulturell kontekst, bør man derfor se på både det evolusjonelle og det kulturelle, og at det å prøve å forklare løgn med bare én av de nevnte dimensjonene vil måtte anses for å være mangelfullt.
This is a thesis on social manipulation seen from a cultural psychological point of view. The focus is on cultural differences and similarities on the use of deceit, a phenomenon that both evolutionary psychologists and cultural psychologists claim that their own paradigm is best suited to explain. This thesis advocates that both points of view will supplement each other when viewing this phenomenon. Paul Ekman is known as one of the pioneers in lie detection, and has done much to show that lie itself can not be explained as a phenomenon created solely by cultures itself. A person that would disagree with this is Lev Vygotsky. Vygotsky is one of the founders within cultural psychology, and is determined that cultures have a great impact on how one perceives the world and therefore also its understanding and the use of deception. Another cultural psychologist is Richard Nisbett, which shows us that one should look at both cultural and physiological aspects when assessing what creates a persons conscious and unconscious choice. The point of this thesis is to see if we can find a balance between the universal, and the cultural when trying to understand lying. This thesis will largely follow Nisbetts framework to show that to get an acceptable view on deception, one should use both culture- and evolutionary psychology. The conclusion will claim that to get an adequate understanding of lies, one should therefore view it from both the evolutionary and the cultural aspects, and to try to explain lies with just one of these two would be lacking.

Ex hoc carmine potest conspici quomodo litterarum Latinarum patrimonium pertineat ad omnes aetates, ad omnes gentes, ad omnes patrias. The work Carthago Indiarum obsessa, sed non expugnata ("Cartagena de Indias, Assailed but not Captured") is an eighteenth century anonymous poem that celebrates the Spanish victory over the English at Cartagena de Indias during the War of Jenkins’ Ear in 1741. This thesis presents a summary of the battle in order to contextualize the significance of the poem. It further presents a literary analysis of the poem’s genre, characteristics, and literary importance, as well as a critical edi-tion, a paraphrase in Latin prose, and a commentary. From analyzing this poem, one can see some ways in which the Latin literary patrimony brought from the ancients pertains to all ages, peoples, and nations.

The chief constable of the city of Portobelo in Panama had hastily arranged for Bernardo’s departure to Cartagena shortly after taking office some weeks before. The magistrate had heard worrisome notices about Bernardo during his time in Portobelo and had discovered equally disturbing accounts about him in paperwork left by the previous constable. Bernardo, a thirty-four-year-old West Central African slave of “Congo caste,” was a feared and renowned ritual practitioner operating around Portobelo. The chief constable was worried that he would not be able to keep Bernardo in prison or, worse, that he would end up like his immediate predecessor in office: dead. His fears were eventually realized by the events surrounding Bernardo’s departure from Portobelo....

Virtual reconstruction of the fortified bridge of the Media Luna (Cartagena de Indias) using digital toolsOne of the most important architectural pieces of the walled complex of Cartagena de Indias in Colombia was the so-called bridge of the Media Luna, whose first phase of construction dates back to 1628. Since its construction, the Media Luna underwent several reforms and was submitted to some projects aimed at strengthening its defensive capacity conceived by military engineers at the service of the Spanish Crown, such as Juan Jiménez Donoso and Antonio de Arévalo. Despite this, a complete plan of the bridge, demolished at the end of the nineteenth century, has not been preserved, and it was never completely photographed. This paper, as a product of a research project related to the genesis of construction techniques in Cartagena de Indias, presents a digital reconstruction of the Media Luna after gathering and analyzing cartographic information still preserved in archives, photographs taken shortly before the demolition of the bridge, as well as traveler stories, descriptions and drawings done by nineteenth century chroniclers. The integral visualization of the Media Luna and its surroundings offers new value to the bridge and contributes to the integral understanding of the fortified complex of Cartagena de Indias.

The walls of Cartagena de Indias through methodological experimentation and survey systems protocols. Digital tools comparison for the study of the Antonelli’s defense systemCartagena de Indias, one of the main Spanish commercial ports in the Caribbean Sea, was strategically built on a system of islands and peninsulas that formed a lacustrine system along the coast of Tierra Firme, known today as Colombia. For several centuries, Cartagena fortifications have been at the fore-front of Spanish military technologies. This site became the scene of action of the main military engineers at the service of the Spanish crown. In 1586 Battista Antonelli received from King Philipe II the task to design this monumental defensive system. The first project for the Cartagena wall enclosure (1595) is due to Battista and it was continued and modified by his nephew Cristoforo Roda. Nowadays, Antonelli walls still fit into the urban fabric of the city and delineate the perimeter of the historic city. The research project follows the previous research experiments conducted by the Lab DAda-LAB of the University of Pavia in the territory of Panama for the study of the Antonelli fortifications systems of Portobello and San Lorenzo del Chagres. It concerned an extensive action aimed at the documentation and to the study of the entire fortified system of the historic center of Cartagena. The perimeter walls of the old city and the fort of San Felipe de Barajas have been documented through the use of a mobile laser scanner that uses SLAM technology, evaluating the most effective performed strategies for fast survey activities. In parallel, a more specific action was conducted on the portion of the Baluarte of Santa Catalina walls, where it was possible to give a comparison between different methods and instruments, in order to verify the reliability of the 3D databases. Analysis protocols have been developed for the documentation and study of the defensive system. The paper will highlight the construction technologies that qualify the fortresses of Cartagena de Indias and the results obtained by the comparison between different data acquisition technologies to evaluate the quality of the models for the development of documentation strategies for heritage enhancement and protection.

An expeditious emergency survey. Fort San José in Cartagena de Indias (Colombia)The recent methods of survey and modeling based on digital images or laser scanner technologies, today widely tested, are an exceptional support for the rapidity of acquisition, especially in emergency situations where it is necessary to quickly acquire a documentation in order not to stay long in a place. The Fort San Jose, designed by Juan de Herrera between 1714 and 1725 and completed by Antonio de Arévalo after almost 50 years, completes the defense of navigable access to the bay of Cartagena de Indias between the island of Bocachica and Isla Bomba. Placed on an artificial island in front of the fort of S. Ferdinando it has undergone frequent flooding in recent years due to a sinking process. Studies relating to emergency expeditious surveys are limited and episodic, detailed in most cases in the archaeological field where urgent excavations must be carried out and phenomena and situations that can be lost must be recorded rapidly. The Italian Ministry of Heritage and Cultural Activities in 2013 prepared card systems to document the damage following natural disasters. In the case of study, modern surveying methods are used, integrating the use of laser scanner technologies for accessible areas and aerial photogrammetry for those facing the sea. The objective is to draw up an architectural survey that documents the state of consistency of the fortress that has never been detected to date and in this way initiate a monitoring of the ongoing processes. At the same time, it constitutes an indispensable cognitive support for possible activities and intervention strategies that aim to put an end to instability.

La Dirección General Marítima a través de sus dos Centros de Investigación localizados en Cartagena y Tumaco, desarrolla investigación científica marina con una tradición de más de dos décadas y aportes sign ificativos al conocimiento descriptivo de las aguas oceánicas del Caribe y del Pacífico, a sus litorales y zonas costeras. Es tal vez esta materia en la que mayores resultados tangibles se han obtenidoen los últimos años, no solamente al existir una tradición y experiencia ampliamente reconocidas nacional e internacionalmente, sino porque contamos con un recurso humano idóneo, cal ificado, tanto a bordo de las unidades oceanográficas como en tierra y con un extraordinario sentido de pertenencia. Considerando que las plataformas de investigación son esenciales para el fortalecimiento de la capacidad operativa e investigativa de la Armada Nacional y la Dirección General Marítima, se desarrol la desde 1999, el proyecto de reparaciones mayores de los buques oceanográficos ARC Malpelo y ARC Providencia, que debe terminar en el 2001. La Agenda para la Colombia del siglo XXI , publicada por COLCI ENCIAS, nos indica que se han promulgado los planes estratégicos preparados en los siete programas Nacionales de Innovación y Desarrollo Tecnológico. En este contexto la Dirección General Marítima formuló su Agenda Científica que identificó cuatro Programas para ser desarrol lados en el período 2000-2010: Oceanografía Operacional , Protección del Medio Marino, Zona Costera e Hidrografía. La estrategias regionales de ciencia y tecnología cobran entonces, especial relevancia. Es en el espacio regional, y en el de las necesidades locales, que se puede buscar una más clara articulación entre los programas nacionales y los requerimientos de desarrollo del país.
