AbstractThis paper outlines the extensive range of public programs offered by the Carter Observatory, including ‘public nights’, new planetarium and audio-visual shows, displays, the Carter Memorial Lectures, the annual Astronomical Handbook and other publications, a monthly newspaper column and three monthly radio programs. It also deals with the Observatory’s involvement in undergraduate and postgraduate astronomy at Victoria University of Wellington, various adult education training programs, ‘Overnight Extravaganzas’, holiday programs, and the recent development of the Education Service in response to the introduction of an astronomy curriculum into schools throughout New Zealand. Some possible future developments in the public astronomy and education areas are also discussed.

It was organised jointly by BIALL and SCOOP (Standing Committee on Official Publications). Speakers included Sarah Carter (University of Kent), Alan Pawsey of HMSO, Tony Hopkins from the Statutory Publications Office and Joe Ury, Executive Director of BAILII. The afternoon focused on the commercial providers of legal information, providing a forum for speakers from Context, Westlaw UK, LEXIS and Lawtel.

Gerald Allen (‘Jerry’) Cohen was one of the most influential political philosophers of the latter half of the twentieth century. When he died in 2009 Cohen left behind not only a short book and various unpublished papers but an intellectual legacy that will remain alive for many years. Economics and Philosophy initially planned to organize a review symposium devoted to Cohen's posthumous publications (Cohen 2009, 2011, 2012). However, the reviews became articles and the original project turned into a larger symposium in memory of Cohen. The editors would like to thank Ian Carter, Paula Casal, Serena Olsaretti and Andrew Williams for working with us on that project as it gradually took shape. We all believe that this is a fitting way to honour a remarkable philosophical career inspired by an unrelenting political passion.

There is no doubt about the assertion that high intellectual abilities of different kinds play a substantial role in conceptions of giftedness. At the same time most researchers in theory agree that giftedness is not identical with high intelligence. An analysis of literature though is reflecting a different picture (Bartenswerfer, 1990, Feger, 1990; Carter & Swanson, 1990; Heller & Menacher, 1992; Rogers, 1989): Wherever giftedness is discussed, nothing but intellectual giftedness is meant. In many publications we find IQ scores, with differing cut-off-levels of 125, 130, 140, 150 points, as the only indicators for giftedness. Such an “IQ-diagnosis” has found many critics within research on gifted education.

In the last two decades, the extreme right has experienced a dramatic rise in electoral support in many West European democracies, achieving more parliamentary and even governmental power. Despite extensive interest in this phenomenon and a myriad of academic publications about it, both in sociology and political science, little consensus has been reached about the reasons for the observed growth of right-wing extremism. Three books; The Extreme Right in Western Europe by Elisabeth Carter, Extreme Right Parties in Western Europe by Piero Ignazi and Radical Right by Pippa Norris, try to overcome this lack of consensus through up-to-date analyses of the current situation of extreme right-wing parties in Western Europe and (in Norris’ case) even beyond. All three authors try to go beyond the existing analyses which mainly concentrate on socio-demographic characteristics of extreme right voters. However, they focus on partly different research questions and, consequently, are based on slightly different research designs.

Objective: To identify which mentoring domains influence publication productivity among early career researchers and trainees and whether publication productivity differs between underrepresented minority (URM) and well-represented groups (WRGs). The mentoring aspects that promote publica­tion productivity remain unclear. Advancing health equity requires a diverse workforce, yet URM trainees are less likely to publish and URM investigators are less likely to ob­tain federal research grants, relative to WRG counterparts.Participants: Early career biomedical investigators and trainees from the National Research Mentoring Network (NRMN), N=115.Methods: A mentoring-focused online follow-up survey was administered to respondents of the NRMN Annual Survey who self-identified as mentees. Publications were identified from a public database and validated with participant CV data. Bivariate and multivariate analyses tested the as­sociations of publication productivity with mentoring domains.Results: URM investigators and trainees had fewer publications (M = 7.3) than their WRG counterparts (M = 13.8). Controlling for career stage and social characteristics, those who worked on funded projects, and received grant-writing or research mentorship, had a higher probability of any publications. Controlling for URM status, gender, and career stage, mentorship on grant-writing and funding was positively as­sociated with publication count (IRR=1.72). Holding career stage, gender, and mentor­ing experiences constant, WRG investigators and trainees had more publications than their URM counterparts (IRR=1.66).Conclusions: Grant-writing mentorship is particularly important for publica­tion productivity. Future research should investigate whether grant-writing mentor­ship differentially impacts URM and WRG investigators and should investigate how and why grant-writing mentorship fosters increased publication productivity. Abstract:
This paper documents the life of Samuel Tufts, Jr. (1817–1902), a Massachusetts shell collector and aquarium stocker. Tufts spent most of his life as a shoemaker and proprietor of express and furniture moving businesses. During the 1850s, he lived in Swampscott and Lynn, Massachusetts, adjacent seacoast communities, and there collected shells and conducted an aquarium stocking business. He published a list of local shells and donated specimens to the Essex Institute of Salem, Massachusetts. Tufts was a friend of the marine zoologist William Stimpson. His procedures for shipping live marine specimens were described in Robert Carter's A summer cruise on the coast of New England, an account of an 1858 cruise by Carter, Stimpson and others. Tuft's natural history activities seem to have ended when he relocated to Cambridge, Massachusetts, around 1860. Tufts is the only American aquarium stocker of this era whose methods have been recorded. His observations were published locally but were conveyed to the wider natural history community through publications of more prominent naturalists including William Greene Binney, Augustus Addison Gould and William Stimpson.

In the subfamily Erotylinae (Coleoptera: Erotylidae), several nomenclatural concerns in the Australian fauna are corrected for upcoming publications. Spelling and attribution of the genus “Aulacochilus” is discussed and is correctly cited as Aulacocheilus Dejean, 1836. The species Episcaphula tetrastica Lea, 1921, becomes Aulacocheilus leai (Mader, 1934), new combination. Through a previous synonymy of Tritoma australiae Lea, 1922 with Hedista tricolor Weise, 1927, and the subsequent transfer of T. australiae into Spondotriplax Crotch, 1876, the genus Hedista Weise, 1927 is recognized as a synonym of Spondotriplax Crotch, 1876, new synonymy. Cosmoscaphula Heller, 1920, a subgenus of Episcaphula Crotch, 1876, is discussed. The type species, E. (C.) tamburinea Heller, 1920, was found to have two new synonyms: Episcaphula (Cosmoscaphula) clatrata Heller, 1920 and Episcaphula rufolineata Wilson, 1921. A lectotype is here designated for E. (C.) tamburinea Heller, 1920. Two genus-species combinations used in museum and internet-based lists have not been formally published. They are discussed, illustrated, and officially proposed here: Hoplepiscapha laticollis (Carter, 1908) and Neothallis bizonata (Macleay, 1887), new combinations.

The radio play has long survived the competition from television in Britain, and also has a long tradition in the German-speaking world in the form of the Hörspiel – but its strength has lain precisely in demanding a visual contribution from the listener's imagination. What happens when a radio play is ‘staged’ before a live audience? In 2005, under commission from the Royal Festival Hall, the composer Carter Burwell proposed writing a sound score for new plays; and under the banner of Theatre of the New Ear, he recruited his long-time collaborators on film, Charlie Kaufman and Joel and Ethan Coen, to write specifically for sound-only. In this article Jenn Stephenson describes the experience of ‘watching’ a radio play, and offers a theorization of its qualities and the effects on its audience. Jenn Stephenson received her PhD from the University of Toronto in 2003 and is now Associate Professor of Drama at Queen's University in Kingston, Canada. Her recent publications include articles in Theatre Journal, Journal of Dramatic Theory and Criticism, Studies in Theatre and Performance, and Theatre Research in Canada. She is co-editor of the ‘Views and Reviews’ section of Canadian Theatre Review.

OBJECTIVE: To provide an up-to-date review of the current literature on felbamate (FBM) and its use as an antiepileptic medication (AEM). DATA SOURCES: All published literature (manuscripts and abstracts) on FBM was reviewed. The initial bibliography (up to September 1992) was provided by the manufacturer (Carter-Wallace Laboratories); subsequent literature was obtained from American Epilepsy Society presentations in December 1992 and manuscripts published up to January 1993. STUDY SELECTION/DATA EXTRACTION: All pertinent literature was reviewed. Information from the publications was abstracted and organized by the author. DATA SYNTHESIS: FBM is effective in complex partial seizures either as monotherapy or as an adjunct in patients receiving other AEMs. In addition, it has shown efficacy in some seizures associated with the Lennox-Gastaut syndrome. Adverse effects appear to be mild. When FBM is given as monotherapy, the primary adverse effects are insomnia and weight loss. Patients receiving multiple AEMs may have increased adverse effects. CONCLUSIONS: FBM appears to be an effective new AEM. Additional studies as to its role in newly diagnosed and pregnant patients are needed. Pharmacokinetic studies in children, patients with renal failure, and patients on nonepilepsy drugs also are needed.

Patterns of articles published in The Career Development Quarterly (CDQ) from 1990 to 2011 were reviewed in this metastudy. Author characteristics (e.g., gender, employment setting, nation of domicile) and article characteristics (e.g., topic, type, design, sample, sample size, participant type, statistical procedures and sophistication) were described and analyzed for trends over time. Significant changes were noted in increased proportions of female authors, international contributors, research articles, more sophisticated research designs, and decreased numbers of practitioner-authors. These trends highlight a robust journal that continues to evolve to address changing career development and counseling challenges.

Abstract:
In many markets for cultural goods, gatekeepers select the cultural goods, relatively few cultural goods are selected, and the criteria for selection are unclear to both artists and gatekeepers. Not knowing whether cultural goods are of the 'right' quality to be selected, artists and gatekeepers become preoccupied with handling quality uncertainty. This thesis studies such handling of quality uncertainty before, during, and after aspiring writers attempt to succeed in the publishing market. Drawing on eighty interviews with mainly aspiring writers and publishers in Sweden, three papers investigate three phases of handling quality uncertainty in the publishing market. First, in attempting to get published, writers handled uncertainty about how the quality of their work would be evaluated in the publishing market by using appraisal devices: trusted, knowledgeable appraisals of their work’s chances of success or failure on the publishing market. Second, publishers responded to uncertainty about the quality of manuscripts by learning to consider means before ends, such that certain qualities of their reading experience became the necessary means for realizing that the manuscript might be publishable. This realization moved the manuscript from the discovery phase to justification phase, in which publishers made a final decision to select or reject the manuscript. Third, for the rejected writer, the uncertainty of not knowing how the publisher had determined the quality of the manuscript made it possible to excuse the course of events. Writers gave reasons why their manuscript had been rejected based on how they imagined publishers had determined its quality. They accepted the occurrence of failure but dismissed the responsibility for having failed. Writers also engaged in justifications, refusals, and concessions of the perceived failure. These concepts for analyzing the publishing market are based on a perspective that takes into account subjectivity, temporality, and the condition of quality uncertainty. The perspective and concepts are useful for understanding other market situations in the cultural industries, wherein the successful hiring of cultural workers and the acquisition of cultural goods are rare relative to the number of aspirants, and wherein assessments are conditioned by quality uncertainty that needs to be handled.

The U.S. Navy Supply Corps officer community’s professional development guidance does not solidly link to the organization’s strategic vision, goals, or objectives. This study qualitatively analyzes the degree of alignment between officer development guidance and strategic initiatives. It evaluates two sets of documents: near-, mid-, and long-term strategy and individual career guidance playbooks. As Supply Corps officers progress through military service, career milestones do not reflect the radical shift in corporate culture needed by Naval Supply Systems Command (NAVSUP) to better serve U.S. Navy customers. This research examines two constructs that bind employees to organizational strategy: performance management and employee engagement. The study recommends adopting industry-standardized professional certification programs to validate functional knowledge, skills, abilities, and competencies to provide (1) a metric for measuring progress toward strategic initiatives and (2) an incentive for attaining and maintaining functional competency in the U.S. Navy Supply Corps. Professional certification benefits the individual through validated knowledge and association with industry-recognized professional organizations. More importantly, the organization benefits in formalizing its relationship with external organizations (through its officers), gains the credibility needed for contributing when in partnership with Joint Naval Support Network partners, and provides a metric by which NAVSUP can measure its progress toward strategic goals.

Dans le domaine de l'estimation et l'analyse de mouvement nous présentons deux études. Dans une première, nous nous intéressons à l'étude des évènements périodiques. Nous proposons une approche connexionniste permettant d'extraire le comportement dominant du phénomène observé d'une séquence d'images périodique. Elle repose sur des cartes de Kohonen et construit un «cycle résumé». Dans une deuxième partie, nous proposons une méthode connexionniste d'estimation locale de mouvement en exploitant l'algorithme WTA et en se basant sur la minimisation d'une fonction d'énergie. Elle permet aussi de régulariser le champ de déplacement en prenant en compte les discontinuités. Elle exploite un concept que nous avons appelé «interaction neuronale». La méthode peut aussi prendre en considération la coïncidence entre les frontières photométriques et de mouvement. L'indépendance des traitements des neurones permet un traitement parallèle et par conséquent une estimation de mouvements en temps réel
AIn estimation and motion analysis domain we present two studies. Ln the first, we are interested in the study of periodic events. We propose a connectionist approach to extract the dominant behavior of the observed phenomena of a periodic sequence of images. It is based on Kohonen maps and built a "short cycle". In a second part, we propose a connectionist method for estimating local motion by exploiting the WTA algorithm based on minimizing an energy function. It also helps to regulate the displacement field by taking into account the discontinuities. It uses a concept we have called "neural interaction". The method may also take into consideration the coincidence between motion and the photometrie border. The independent of neurons processing allows us parallel processing and hence an estimate of movements in real time

La nouvelle génération de sondeurs multifaisceaux (SMF) utilise des signaux modulés en fréquence (FM) afin d'accroître l'énergie émise dans le milieu (via la durée des impulsions) tout en gardant une bonne résolution grâce à la compression d'impulsion (filtrage adapté). Ceci permet d'accroitre le rapport signal à bruit et la portée des systèmes. Cependant, les niveaux de performance atteints ne sont pas ceux espérés, et la mesure bathymétrique apparait même paradoxalement plus bruitée. Cette observation a été faite sur plusieurs systèmes de constructeurs différents (ResonTM Seabat 7150, KongsbergTM EM 122, 302 and 710). Les travaux entrepris dans cette thèse ont donc pour objectif d'examiner différentes causes d'incertitude de mesure lors de l'utilisation de signaux modulés. La première interprétation émise est liée à la présence de l'effet Doppler (causé par le mouvement des antennes fixées sur le porteur subissant les mouvements de roulis, tangage, lacet et pilonnement). Une étude de cet effet a donc été menée selon deux aspects : biais et statistique de mesures, s'appuyant sur modèles et simulations. Il a été conclu cependant que l'effet Doppler ne permet pas d'expliquer de manière satisfaisante les baisses de performance observées (les biais de mesures étant déjà pris en compte et corrigé, et les baisses de performance en terme de variance insuffisantes). Une seconde interprétation est basée sur la présence de lobes secondaires lors de la compression d'impulsion qui contribuent comme un bruit, et décorrèle les signaux interférométriques (baseline decorrelation-décorrélation angulaire). Cette dernière a été démontrée comme étant la cause principale de dégradation de la mesure bathymétrique lors de l'utilisation de signaux modulés. Enfin le travail a permis de proposer différentes solutions réalistes en terme de forme de signal émis ou de filtrage afin de réduire les impacts des lobes secondaires (modèle théorique, simulations et mises en oeuvre et testées in situ pour certaines)
The latest generation of Multibeam Echo Sounders (MBES) uses Frequency Modulated signals (FM) in order to increase the transmitted energy (via the pulse duration increase) while keeping a high resolution thanks to pulse compression (matched filtering). It enables to increase the signal to noise ratio and thus the swath of these systems. However, the expected performance levels are not reached in practise, and bathymetric measurements are paradoxically noisier. This observation has been done on several systems from different manufacturers (ResonTM Seabat 7150, KongsbergTM EM 122, 302, and 710). The work conducted on this thesis aims at investigating the different causes of measurement uncertainties with the use of modulated signals. The first hypothesis is linked to the Doppler effect (caused by the motion of the arrays following the plateform motion: heave, roll, pitch. . . ). A study based on model and simulations of this effect has been conducted towards two aspects: measurement bias and statistics. Nevertheless, it has concluded that the Doppler effect cannot explain the observed performance losses satisfyingly (the measurement biases being already taken into account and corrected, and the loss in term of statistics being insignificant). A second explanation is based on the presence of sidelobes on the pulse compression which contribute as a noise in decorrelating the interferometric signals (baseline decorrelation). The latter has been shown to be the main cause of degradation on bathymetric measurement with the use of modulated signals. Finally, some realistic solutions have been proposed on the filtering or signal shape designs reducing the impact of the sidelobes (theoretical model, simulation and tested on field data for some of them)

Les structures embarquées telles que les cartes électroniques embarquées, peuvent être soulises à des contraintes sévères, particulièrement en terme de niveau vibratoire, qui altèrent leur durée de vie opérationnelle. Les industriels recherchent des techniques pour augmenter la durée de vie de ces structures notamment lorsqu'elles sont complexes. En prenant comme application les cartes électroniques embarquées sur missiles MBDA, le mémoire suivant présente dans une première partie, une méthode de réduction des vibrations par contrôle actif modal pour réduire le dommage modal induit par les vibrations. Le choix de la stratégie de contrôle modal permet de minimiser l'énergie nécessaire au contrôle en la ciblant uniquement sur les modes à contrôler. La stratégie modale permet également de limiter le nombre d'actionneurs et de capteurs nécessaires. Le contrôle est réalisé par des actionneurs et capteurs piézoélectriques. La stratégie de contrôle modal a été numériquement puis expérimentalement testée sur la carte électronique dans sa configuration industrielle en termes de conditions aux limites et de niveau d'excitation. La production en grande série peut induire une dispersion sur les caractéristiques et donc sur les paramètres modaux de la structure. De plus, les conditions initiales de fonctionnement, comme les conditions aux limites, peuvent varier pendant la durée de vie de la carte électronique et ainsi modifier les performances et la stabilité du contrôle établi sur le modèle nominal. Afin d'augmenter la robustesse du contrôle modal, le mémoire suivant présente dans une deuxième partie, une stratégie de contrôle modal semi-adaptative, basée sur des algorithmes d'identification, pour prendre en compte les évolutions et/ou variations de la structure tout en garantissant des performances optimales. La stratégie semi-adaptative est ensuite testée numériquement puis expérimentalement sur la carte électronique pour une variation fréquentielle et pour une variation du couple de serrage. Enfin, dans le contexte des structures embarquées, l'énergie utilisée par le contrôle doit être minimale pour limiter la masse embarquée. La dernière partie présente ainsi une stratégie de contrôle semi-actif modal pour éliminer l'apport d'énergie opérative. Elle est appliquée numériquement, notamment sur le mode le plus endommageant en présence d'excitation aléatoire. Cette technique pourrait être utilisée pour augmenter la durée de vie moyennant des recherches complémentaires
On-board structures such as electronic boards are submitted to severe stresses, particularly vibration. This extreme environment affects the structure’s expected lifetime. Some techniques can be used to increase their lifetime particularly in the case of complex structures. This dissertation presents firstly a method to reduce vibration using modal active control applied to on-board MBDA Printed Circuit Boards (PCB). This modal strategy permits to reduce on-board energy and to target the control energy only on the controlled modes using a minimum number of components. The control uses piezoelectric actuators and sensors. The method has been numerically and experimentally tested on the PCB with industrial boundary conditions and excitation levels. In the case of industrial mass production, dispersion leads to changes in mechanical and electromechanical properties. Moreover, boundary condition variations can induce mechanical properties variations. These variations can modify control performance and stability. This dissertation presents secondly a modal semi-adaptive control strategy, based on identification algorithms, aim at increasing control robustness. This strategy has been numerically and experimentally tested on the PCB for frequency and torque variations respectively. Finally, in the case of on-board structures, on-board energy used by the control must be minimal to reduce on-board mass. The last part of this dissertation presents a modal semi-active control strategy to eliminate operational energy. This method has been numerically tested on the most damaging mode of the PCB. This method could be used to increase PCB lifetime in future research

Nous avons analysé un ensemble de 97 familles consanguines par puces de génotypage 10K ou 50K. Nous avons ainsi pu identifier 10 mutations dans 4 gènes déjà connus d'ataxie (sacsin, aprataxin, senataxin, ATM). Grâce à notre stratégie de cartographie par homozygotie, nous avons pu identifier quatre nouveaux gènes responsables d'ataxies autosomiques récessives. Nous avons identifié des mutations dans le gène ADCK3 codant pour une kinase atypique mitochondriale impliquée dans la synthèse du coenzyme Q10. Ces mutations sont responsables d'une ataxie cérébelleuse précoce et associée à un déficit en coenzyme Q10. Nous avons identifié des mutations dans le gène ABHD12 responsables du syndrome PHARC ( pour Polyneuropathy, Hearing loss, Ataxia, Retinitis pigmentosa and Cataract). Le gène ABHD12 code pour une α/β hydrolase impliquée dans l'hydrolyse de l'acide 2-arachidonique-glycérol, un endocannabinoïde majeur du SNC. Une collaboration avec S. Vermeer et collègues (Nimègue) a permis d'identifier des mutations dans le gène ANO10 dans une nouvelle forme d'ataxie avec atrophie cérébelleuse sévère. ANO10 est un membre de la famille des anoctamines et code pour un canal chlore activé par le calcium. Finalement, nous avons identifié la mutation causale ches les 3 patientes d'une grande famille originaire d'Arabie Saoudite consanguine. La mutation, une délétion homozygote (2927delC) au niveau du gène KIAAO226, entraîne un décalage du cadre de lecture. KIAAO226 code pour une nouvelle protéine nommée Rubicon. Rubicon (rundataxine) colocalise avec Rab7 au niveau des endosomes précoces. La rundataxine mutante exprimée dans les cellules Hela présente une localisation cytosolique diffuse
Patients from 97 families were analyzed with GeneChip Mapping 10K 50K SNP Affymetrix microarrays. We identified 10 mutations in 4 known ataxia genes (sacsin. Aprataxin, senataxin, ATM). Our homozygosity mapping strategy allowed us also to identify 4 new genes responsible of new forms of reçessive ataxias. We have identified mutations in the ADCK3 gene coding for a mitochondrial atypical kinase involved in CoQ10 biosynthesis. ADCK3 mutations are responsible for an early onset cerebellar ataxia associated with coenzyme Ql0 deficiency. We have also identified mutations in the ABHD12 responsible for PHARC (Polyneuropathy, hearing loss, ataxia, retinitis pigmenltosa, and cataract). The ABfHD12 gene encodes an α/β hydrolase recently shown to hydrolyze 2-arachidonoyl glycerol (2-AG), one of the 2 main endocannabinoid neurotransmitters. The collaboration \\ith S. Vermeer and colleagues (Nijmegen) permited to identify mutations in the gene ANO10 involved in a new form of cerebellar ataxia with severe cerebellar atrophy. ANO10 is a member of the human Ianoctamins (ANO) family. ANO10 encodes a calcium-activated chloride channel. Finally, with the same approach. We identified the causative gene in three children affected with childhood onset ataxia in a large consanguineous Saudi Arabian famiy. The mutation, a single nucleotide deletion, 2927delC in the KIAA0226 gene, results in a frame-sbift and in the usage of a novel 145 amino-acid reading frame which is longer than the normal C-terminal sequence. The K1AA0226 gene encodes a protein, we named rundataxin (Rubicon) which colocalizes with Rab7 on the late endosomes. The mutation leads to a diffuse cytoplasmic distribution of rundataxin

Ces dernières années, les applications utilisant des matériaux piézoélectriques se sont considérablement développées. Les champs d’application de ces matériaux sont nombreux : le contrôle de vibration, le contrôle acoustique, la récupération d’énergie, les transformateurs piézoélectriques… Les thématiques du LGEF englobent le développement de systèmes adaptatifs à base de matériaux électroactifs avec notamment le développement d’une technique, appelée SSD (pour Synchronized Switch Damping), de contrôle de la tension générée par des éléments piézoélectriques. Cette technique consiste à créer des non linéarités fortes sur la tension. Ces travaux de thèse ont consisté à approfondir et à adapter les techniques SSD à l’optimisation de la densité de puissance des transformateurs piézoélectriques et au contrôle de vibration des cartes électroniques. Dans le cadre de l’application « transformateurs piézoélectriques », les résultats expérimentaux confirment les prédictions théoriques et montrent une nette amélioration de la densité de puissance pouvant s’accompagner, sous certaines conditions, d’une amélioration du rendement. Appliquées au contrôle de vibration de carte électronique, les techniques non-linéaires posent le problème de l’optimisation du couplage électromécanique par rapport à la surface recouverte par les inserts. Les travaux effectués dans ce domaine ont permis d’identifier les paramètres permettant d’optimiser le couplage électromécanique globale de la structure. Enfin, un modèle multimodal a été développé : il a permis d’évaluer l’efficacité multimodale de différentes lois de contrôle de complexité variée afin de les comparer entre elles
These last years, applications using piezoelectric materials developed considerably. The application fields of these materials are numerous: structural vibration control, acoustic control, energy harvesting, piezoelectric transformers…. The LGEF sets of themes include adaptive system development containing electroactive materials with, in particular, the development of a technique called SSD (for Synchronized Switch Damping). This technique consists in a non linear processing of the voltage generated by piezoelectric elements. The work presented here consists in looking further into SSD techniques and adapting them to power density optimisation of piezoelectric transformers and to the structural vibration control of electronic boards. When applied to “piezoelectric transformers”, the non linear techniques experimentally show a clear improvement of the power density with, under certain conditions, an improvement of the power transfer efficiency. These enhancements are in agreement with theoretical predictions. Applied to structural vibration control of electronic boards, non-linear techniques raise the problem of the electromechanical coupling optimisation regarding the surface covered by the piezoelectric inserts. The work carried out in this field has made it possible to identify the main parameters for a global electromechanical coupling factor optimisation. Finally, a multimodal model has been developed: it made it possible to evaluate the multimodal effectiveness of various control laws with various complexities in order to compare them

In the summer of 1634 the grand-ducal ambassador resident in France Giovan Battista Gondi made an undercover journey to Spanish Netherlands to meet Maria de’ Medici and tried to persuade her to leave the Habsburg territories for Florence. Despite the failure of the negotiations, a series of unpublished letters exchanged between Gondi and the first secretary of the Grand Duchy Andrea Cioli will serve as an opportunity to analyze which cultural and artistic affairs involved the Tuscan agent alongside the political events he primarily dealt with. In his letters Gondi described different artefacts that could have been acquired for the Medici collection, and publications that could have contributed to the reputation of the Grand Duke or, on the contrary, jeopardized it.

We examine the popular approaches of editors-in-chief toward publications by their editorial board members’ in the parent journal, in the range from encouragement to prohibition. Using a sample of Russian library and information science journals, we demonstrate that the publication models of editorial board members depend on the journal’s rank.

The academic career and the stages of promotion of teachers and field researchers at the Egyptian universities as well as at many research centers available in Egypt's 26 provinces is guided by a set of rules and regulations that mainly depend on the number of publications that the researcher is producing in a specific period of time. It is also important to note that such publications should be published in well-known and accredited journals, transactions, and conference proceedings amongst others. These publications could be produced jointly with other institutions both locally and internationally. In all scenarios, one common problem always prevails, that is resources and funding. As for funding it is occasionally provided through international donors such as the European Union and the National Science Foundation. However, the problem remains in the local segment where various barriers are slowing down if not blocking the production of up-to-standard publications and research projects that are needed to contribute to the overall development of various sectors both quantitatively and qualitatively. Example barriers would include financial resources, required specialized equipment, as well as computing (hardware and software) and communication resources. In that respect, Scientific Computer Software Applications (SCSA) is becoming frequently the workhorse of research and development activities. Many software packages have been released to help researchers analyze and produce scientific publications. Most of these packages have a complicated design as well as expensive making it difficult to buy and not easy to understand by the user. Egypt, a developing country, lacks funding for research and development activities as compared to the United States and other European countries. The lack of financial resources and the scarcity of required resources make it difficult for academic researchers to build and excel in their academic careers. This paper demonstrates a new model namely; Virtual Research System (VRS), that is free from limitations of spatial distance and time and based mainly on information and communication technologies including the Internet to help leverage the quality and the quantity of academic researchers in Egyptian universities both locally as well as through collaborative work with other international research institutions. The paper provides an opportunity to share a wealth of information and knowledge that was never tapped before through the old accustomed to traditional techniques. The paper also demonstrates that new information and communication technologies are creating many challenges and opportunities for growth in different disciplines including research and development.

Unfair authorship is one of the most common violations of the publication ethics. These violations comprise «guest», «donated» and «invisible» authorship when the author line indicates the persons that actually are not the authors, or, instead lacks actual executors of studies. This phenomenon is characteristic for the world as a whole; however the developing states striving to carry science to a new level, are the most vulnerable. This is due to inefficient science management, in particular due to formal approach to researcher efficiency evaluation, due to the citation and publication activity indicators use when employing staff, career promotion, giving grants, etc. Scientific and publication communities develop approaches to fight unfair authorship, including implementation of special authorship indicators, new regulations and instructions for editors, reviewers and authors. The bibliometrical approaches are also seen as promising ones. The current status of the problems and solutions are characterized.

Although best known to his ASME and IGTI colleagues for his many publications on compressor aerodynamic design theory, analysis methods and research, he has made equally impressive contributions to GE’s jet engine product line. This paper gives a brief chronology of his career, then focuses on the many outstanding fan and compressor aero designs he has created for several major GE engine families.

A new method of direction-wise interpolation is proposed. Its merits are first presented by considering the interpolation of 1st order motion Response Amplitude Operators (RAOs) and 3D (ω1, ω2, θ) wave drift load Quadratic Transfer Functions (QTFs). In a recent publication (see Ref. [1]), the importance of wave spreading on the spectral density of wave drift loads for a standard storage capacity LNG Carrier (135,000m3) in shallow water has been demonstrated. The computation of above-mentioned spectral densities requires the precalculation of a large number of 4D (ω1, ω2, θ1, θ2) wave drift load QTF and interpolations between the calculated directions. Application of the new method is investigated in this more challenging context. Examples are selected in the buoyant LNG floating system area with an LNG Carrier in shallow water and an FLNG in deep water.

ose Manuel Pedreirinho was born and educated in Lisbon, and has operated his own practice there since 1984. In addition to teaching the history of modern architecture and the theory of architecture at the universities of Lisbon, Coimbra, and Porto, Prof: Pedreirinho is also completing a PhD at the University of Bath (UK). The author of several articles and two books on Portuguese architecture and the teaching process, Prof: Pedreirinho is currently preparing a guide on the architecture of Porto. Michel Toussaint is an architect and educator in Lisbon, where he teaches the theory of architecture at the Universidade Tecnica de Lisboa and the Universidade Lusiada. Prof: Toussaint has published several essays, articles, and books on architectural topics, and has practiced in Portugal, Angola, and Macau. Pancho Guedes is an architect currently working in Lisbon ajler an extensive career in Mozambique and South Africa. A graduate of the University of Witwatersrand (South Africa), Prof: Guedes’ work is noted for it sculptural and expressionistic quality, influenced heavily by African art and the work of Gaudi. In addition to his academic career in Lisbon, Prof: Guedes has also taught at the Architectural Association in London. Key Message Ontario long-term care (LTC) home residents have experienced disproportionately high morbidity and mortality, both from COVID-19 and from the conditions associated with the COVID-19 pandemic. There are several measures that could be effective in preventing COVID-19 outbreaks, hospitalizations, and deaths in Ontario’s LTC homes, if implemented. First, temporary staffing could be minimized by improving staff working conditions. Second, homes could be further decrowded by a continued disallowance of three- and four-resident rooms and additional temporary housing for the most crowded homes. Third, the risk of SARS-CoV-2 infection in staff could be minimized by approaches that reduce the risk of transmission in communities with a high burden of COVID-19. Summary Background The Province of Ontario has 626 licensed LTC homes and 77,257 long-stay beds; 58% of homes are privately owned, 24% are non-profit/charitable, 16% are municipal. LTC homes were strongly affected during Ontario’s first and second waves of the COVID-19 pandemic. Questions What do we know about the first and second waves of COVID-19 in Ontario LTC homes? Which risk factors are associated with COVID-19 outbreaks in Ontario LTC homes and the extent and death rates associated with outbreaks? What has been the impact of the COVID-19 pandemic on the general health and wellbeing of LTC residents? How has the existing Ontario evidence on COVID-19 in LTC settings been used to support public health interventions and policy changes in these settings? What are the further measures that could be effective in preventing COVID-19 outbreaks, hospitalizations, and deaths in Ontario’s LTC homes? Findings As of January 14, 2021, a total of 3,211 Ontario LTC home residents have died of COVID-19, totaling 60.7% of all 5,289 COVID-19 deaths in Ontario to date. There have now been more cumulative LTC home outbreaks during the second wave as compared with the first wave. The infection and death rates among LTC residents have been lower during the second wave, as compared with the first wave, and a greater number of LTC outbreaks have involved only staff infections. The growth rate of SARS-CoV-2 infections among LTC residents was slower during the first two months of the second wave in September and October 2020, as compared with the first wave. However, the growth rate after the two-month mark is comparatively faster during the second wave. The majority of second wave infections and deaths in LTC homes have occurred between December 1, 2020, and January 14, 2021 (most recent date of data extraction prior to publication). This highlights the recent intensification of the COVID-19 pandemic in LTC homes that has mirrored the recent increase in community transmission of SARS-CoV-2 across Ontario. Evidence from Ontario demonstrates that the risk factors for SARS-CoV-2 outbreaks and subsequent deaths in LTC are distinct from the risk factors for outbreaks and deaths in the community (Figure 1). The most important risk factors for whether a LTC home will experience an outbreak is the daily incidence of SARS-CoV-2 infections in the communities surrounding the home and the occurrence of staff infections. The most important risk factors for the magnitude of an outbreak and the number of resulting resident deaths are older design, chain ownership, and crowding. Figure 1. Many Ontario LTC home residents have experienced severe and potentially irreversible physical, cognitive, psychological, and functional declines as a result of precautionary public health interventions imposed on homes, such as limiting access to general visitors and essential caregivers, resident absences, and group activities. There has also been an increase in the prescribing of psychoactive drugs to Ontario LTC residents. The accumulating evidence on COVID-19 in Ontario’s LTC homes has been leveraged in several ways to support public health interventions and policy during the pandemic. Ontario evidence showed that SARS-CoV-2 infections among LTC staff was associated with subsequent COVID-19 deaths among LTC residents, which motivated a public order to restrict LTC staff from working in more than one LTC home in the first wave. Emerging Ontario evidence on risk factors for LTC home outbreaks and deaths has been incorporated into provincial pandemic surveillance tools. Public health directives now attempt to limit crowding in LTC homes by restricting occupancy to two residents per room. The LTC visitor policy was also revised to designate a maximum of two essential caregivers who can visit residents without time limits, including when a home is experiencing an outbreak. Several further measures could be effective in preventing COVID-19 outbreaks, hospitalizations, and deaths in Ontario’s LTC homes. First, temporary staffing could be minimized by improving staff working conditions. Second, the risk of SARS-CoV-2 infection in staff could be minimized by measures that reduce the risk of transmission in communities with a high burden of COVID-19. Third, LTC homes could be further decrowded by a continued disallowance of three- and four-resident rooms and additional temporary housing for the most crowded homes. Other important issues include improved prevention and detection of SARS-CoV-2 infection in LTC staff, enhanced infection prevention and control (IPAC) capacity within the LTC homes, a more balanced and nuanced approach to public health measures and IPAC strategies in LTC homes, strategies to promote vaccine acceptance amongst residents and staff, and further improving data collection on LTC homes, residents, staff, visitors and essential caregivers for the duration of the COVID-19 pandemic. Interpretation Comparisons of the first and second waves of the COVID-19 pandemic in the LTC setting reveal improvement in some but not all epidemiological indicators. Despite this, the second wave is now intensifying within LTC homes and without action we will likely experience a substantial additional loss of life before the widespread administration and time-dependent maximal effectiveness of COVID-19 vaccines. The predictors of outbreaks, the spread of infection, and deaths in Ontario’s LTC homes are well documented and have remained unchanged between the first and the second wave. Some of the evidence on COVID-19 in Ontario’s LTC homes has been effectively leveraged to support public health interventions and policies. Several further measures, if implemented, have the potential to prevent additional LTC home COVID-19 outbreaks and deaths.

Abstract:
The article explores the key vocabulary of 2020 in the network space of Ukraine. Texts of journalistic, official-business style, analytical publications of well-known journalists on current topics are analyzed. Extralinguistic factors of new word formation, their adaptation to the sphere of special and socio-political vocabulary of the Ukrainian language are determined. Examples show modern impressions in the media, their stylistic use and impact on public opinion in a pandemic. New meanings of foreign expressions, media terminology, peculiarities of translation of neologisms from English into Ukrainian have been clarified. According to the materials of the online media, a «dictionary of the coronavirus era» is provided. The journalistic text functions in the media on the basis of logical judgments, credible arguments, impressive language. Its purpose is to show the socio-political problem, to sharpen its significance for society and to propose solutions through convincing considerations. Most researchers emphasize the influential role of journalistic style, which through the media shapes public opinion on issues of politics, economics, education, health care, war, the future of the country. To cover such a wide range of topics, socio-political vocabulary is used first of all – neutral and emotionally-evaluative, rhetorical questions and imperatives, special terminology, foreign words. There is an ongoing discussion in online publications about the use of the new foreign token «lockdown» instead of the word «quarantine», which has long been learned in the Ukrainian language. Research on this topic has shown that at the initial stage of the pandemic, the word «lockdown» prevailed in the colloquial language of politicians, media personalities and part of society did not quite understand its meaning. Lockdown, in its current interpretation, is a restrictive measure to protect people from a dangerous virus that has spread to many countries; isolation of the population («stay in place») in case of risk of spreading Covid-19. In English, US citizens are told what a lockdown is: «A lockdown is a restriction policy for people or communities to stay where they are, usually due to specific risks to themselves or to others if they can move and interact freely. The term «stay-at-home» or «shelter-in-place» is often used for lockdowns that affect an area, rather than specific locations». Content analysis of online texts leads to the conclusion that in 2020 a special vocabulary was actively functioning, with the appropriate definitions, which the media described as a «dictionary of coronavirus vocabulary». Media broadcasting is the deepest and pulsating source of creative texts with new meanings, phrases, expressiveness. The influential power of the word finds its unconditional embodiment in the media. Journalists, bloggers, experts, politicians, analyzing current events, produce concepts of a new reality. The world is changing and the language of the media is responding to these changes. It manifests itself most vividly and emotionally in the network sphere, in various genres and styles.

Abstract:
Objective. To evaluate the benefits and harms of selected interventional procedures for acute and chronic pain that are not currently covered by the Centers for Medicare & Medicaid Services (CMS) but are relevant for and have potential utility for use in the Medicare population, or that are covered by CMS but for which there is important uncertainty or controversy regarding use. Data sources. Electronic databases (Ovid® MEDLINE®, PsycINFO®, the Cochrane Central Register of Controlled Trials, and the Cochrane Database of Systematic Reviews) to April 12, 2021, reference lists, and submissions in response to a Federal Register notice. Review methods. Using predefined criteria and dual review, we selected randomized controlled trials (RCTs) for 10 interventional procedures and conditions that evaluated pain, function, health status, quality of life, medication use, and harms. Random effects meta-analysis was conducted for vertebral compression fracture; otherwise, outcomes were synthesized qualitatively. Effects were classified as small, moderate, or large using previously defined criteria. Results. Thirty-seven randomized trials (in 48 publications) were included. Vertebroplasty (13 trials) is probably more effective at reducing pain and improving function in older (>65 years of age) patients, but benefits are small (less than 1 point on a 10-point pain scale). Benefits appear smaller (but still present) in sham-controlled (5 trials) compared with usual care controlled trials (8 trials) and larger in trials of patients with more acute symptoms; however, testing for subgroup effects was limited by imprecision. Vertebroplasty is probably not associated with increased risk of incident vertebral fracture (10 trials). Kyphoplasty (2 trials) is probably more effective than usual care for pain and function in older patients with vertebral compression fracture at up to 1 month (moderate to large benefits) and may be more effective at >1 month to ≥1 year (small to moderate benefits) but has not been compared against sham therapy. Evidence on kyphoplasty and risk of incident fracture was conflicting. In younger (below age for Medicare eligibility) populations, cooled radiofrequency denervation for sacroiliac pain (2 trials) is probably more effective for pain and function versus sham at 1 and 3 months (moderate to large benefits). Cooled radiofrequency for presumed facet joint pain may be similarly effective versus conventional radiofrequency, and piriformis injection with corticosteroid for piriformis syndrome may be more effective than sham injection for pain. For the other interventional procedures and conditions addressed, evidence was too limited to determine benefits and harms. Conclusions. Vertebroplasty is probably effective at reducing pain and improving function in older patients with vertebral compression fractures; benefits are small but similar to other therapies recommended for pain. Evidence was too limited to separate effects of control type and symptom acuity on effectiveness of vertebroplasty. Kyphoplasty has not been compared against sham but is probably more effective than usual care for vertebral compression fractures in older patients. In younger populations, cooled radiofrequency denervation is probably more effective than sham for sacroiliac pain. Research is needed to determine the benefits and harms of the other interventional procedures and conditions addressed in this review.

Abstract:
Medical treatment and care for preterm and sick newborn babies in European countries varies greatly. Significant differences are not only limited to the survival rates of such infants. In some European countries, preterm birth is also more commonly associated with chronic physical and mental disability than in others. This effect is exacerbated by the fact that in some parts of Europe, further assistance to these vulnerable children after discharge from the hospital (follow-up and early intervention) is not structured or even does not exist at all. Given the high level of inequality in health care delivery, agreed definitions and clear recommendations for infrastructure, medical processes, care procedures, and staffing capabilities are needed to compare and adjust the conditions of care in Europe. Therefore, there is an absolute need to ensure that high-level care is equally available throughout and for everyone. European standards of care for newborn health, developed on the initiative and under the project of the European Foundation for the Care of Newborn Infants (EFCNI), will help to overcome differences in clinical practice, structure and organization of care, as well as training of healthcare professionals. This publication presents the part of the standards regarding health care for preterm and sick infants.
