Full textThe U.S. Navy Supply Corps officer community’s professional development guidance does not solidly link to the organization’s strategic vision, goals, or objectives. This study qualitatively analyzes the degree of alignment between officer development guidance and strategic initiatives. It evaluates two sets of documents: near-, mid-, and long-term strategy and individual career guidance playbooks. As Supply Corps officers progress through military service, career milestones do not reflect the radical shift in corporate culture needed by Naval Supply Systems Command (NAVSUP) to better serve U.S. Navy customers. This research examines two constructs that bind employees to organizational strategy: performance management and employee engagement. The study recommends adopting industry-standardized professional certification programs to validate functional knowledge, skills, abilities, and competencies to provide (1) a metric for measuring progress toward strategic initiatives and (2) an incentive for attaining and maintaining functional competency in the U.S. Navy Supply Corps. Professional certification benefits the individual through validated knowledge and association with industry-recognized professional organizations. More importantly, the organization benefits in formalizing its relationship with external organizations (through its officers), gains the credibility needed for contributing when in partnership with Joint Naval Support Network partners, and provides a metric by which NAVSUP can measure its progress toward strategic goals.

Full textAIn estimation and motion analysis domain we present two studies. Ln the first, we are interested in the study of periodic events. We propose a connectionist approach to extract the dominant behavior of the observed phenomena of a periodic sequence of images. It is based on Kohonen maps and built a "short cycle". In a second part, we propose a connectionist method for estimating local motion by exploiting the WTA algorithm based on minimizing an energy function. It also helps to regulate the displacement field by taking into account the discontinuities. It uses a concept we have called "neural interaction". The method may also take into consideration the coincidence between motion and the photometrie border. The independent of neurons processing allows us parallel processing and hence an estimate of movements in real time

Full textThe latest generation of Multibeam Echo Sounders (MBES) uses Frequency Modulated signals (FM) in order to increase the transmitted energy (via the pulse duration increase) while keeping a high resolution thanks to pulse compression (matched filtering). It enables to increase the signal to noise ratio and thus the swath of these systems. However, the expected performance levels are not reached in practise, and bathymetric measurements are paradoxically noisier. This observation has been done on several systems from different manufacturers (ResonTM Seabat 7150, KongsbergTM EM 122, 302, and 710). The work conducted on this thesis aims at investigating the different causes of measurement uncertainties with the use of modulated signals. The first hypothesis is linked to the Doppler effect (caused by the motion of the arrays following the plateform motion: heave, roll, pitch. . . ). A study based on model and simulations of this effect has been conducted towards two aspects: measurement bias and statistics. Nevertheless, it has concluded that the Doppler effect cannot explain the observed performance losses satisfyingly (the measurement biases being already taken into account and corrected, and the loss in term of statistics being insignificant). A second explanation is based on the presence of sidelobes on the pulse compression which contribute as a noise in decorrelating the interferometric signals (baseline decorrelation). The latter has been shown to be the main cause of degradation on bathymetric measurement with the use of modulated signals. Finally, some realistic solutions have been proposed on the filtering or signal shape designs reducing the impact of the sidelobes (theoretical model, simulation and tested on field data for some of them)

Full textOn-board structures such as electronic boards are submitted to severe stresses, particularly vibration. This extreme environment affects the structure’s expected lifetime. Some techniques can be used to increase their lifetime particularly in the case of complex structures. This dissertation presents firstly a method to reduce vibration using modal active control applied to on-board MBDA Printed Circuit Boards (PCB). This modal strategy permits to reduce on-board energy and to target the control energy only on the controlled modes using a minimum number of components. The control uses piezoelectric actuators and sensors. The method has been numerically and experimentally tested on the PCB with industrial boundary conditions and excitation levels. In the case of industrial mass production, dispersion leads to changes in mechanical and electromechanical properties. Moreover, boundary condition variations can induce mechanical properties variations. These variations can modify control performance and stability. This dissertation presents secondly a modal semi-adaptive control strategy, based on identification algorithms, aim at increasing control robustness. This strategy has been numerically and experimentally tested on the PCB for frequency and torque variations respectively. Finally, in the case of on-board structures, on-board energy used by the control must be minimal to reduce on-board mass. The last part of this dissertation presents a modal semi-active control strategy to eliminate operational energy. This method has been numerically tested on the most damaging mode of the PCB. This method could be used to increase PCB lifetime in future research

Full textPatients from 97 families were analyzed with GeneChip Mapping 10K 50K SNP Affymetrix microarrays. We identified 10 mutations in 4 known ataxia genes (sacsin. Aprataxin, senataxin, ATM). Our homozygosity mapping strategy allowed us also to identify 4 new genes responsible of new forms of reçessive ataxias. We have identified mutations in the ADCK3 gene coding for a mitochondrial atypical kinase involved in CoQ10 biosynthesis. ADCK3 mutations are responsible for an early onset cerebellar ataxia associated with coenzyme Ql0 deficiency. We have also identified mutations in the ABHD12 responsible for PHARC (Polyneuropathy, hearing loss, ataxia, retinitis pigmenltosa, and cataract). The ABfHD12 gene encodes an α/β hydrolase recently shown to hydrolyze 2-arachidonoyl glycerol (2-AG), one of the 2 main endocannabinoid neurotransmitters. The collaboration \\ith S. Vermeer and colleagues (Nijmegen) permited to identify mutations in the gene ANO10 involved in a new form of cerebellar ataxia with severe cerebellar atrophy. ANO10 is a member of the human Ianoctamins (ANO) family. ANO10 encodes a calcium-activated chloride channel. Finally, with the same approach. We identified the causative gene in three children affected with childhood onset ataxia in a large consanguineous Saudi Arabian famiy. The mutation, a single nucleotide deletion, 2927delC in the KIAA0226 gene, results in a frame-sbift and in the usage of a novel 145 amino-acid reading frame which is longer than the normal C-terminal sequence. The K1AA0226 gene encodes a protein, we named rundataxin (Rubicon) which colocalizes with Rab7 on the late endosomes. The mutation leads to a diffuse cytoplasmic distribution of rundataxin

Full textThe purpose of this work is the valorisation of the magnetic measurements collected at the magnetic observatory of Antananarivo (code name TAN) and in the network of repeat stations during the period 1983-2001, with the final aim of constructing detailed regional magnetic maps. The two first parts are devoted to the analysis and the modelling of the external field, in order to characterize this contribution to the records of TAN on one hand, and to set up a method of reduction of the external field in the repeat stations on the other hand. The third part describes a new method of regional modelling based on the resolution of Laplace's equation in a domain bounded by the intersection of two concentric spheres with an elliptic cone. Full textThese last years, applications using piezoelectric materials developed considerably. The application fields of these materials are numerous: structural vibration control, acoustic control, energy harvesting, piezoelectric transformers…. The LGEF sets of themes include adaptive system development containing electroactive materials with, in particular, the development of a technique called SSD (for Synchronized Switch Damping). This technique consists in a non linear processing of the voltage generated by piezoelectric elements. The work presented here consists in looking further into SSD techniques and adapting them to power density optimisation of piezoelectric transformers and to the structural vibration control of electronic boards. When applied to “piezoelectric transformers”, the non linear techniques experimentally show a clear improvement of the power density with, under certain conditions, an improvement of the power transfer efficiency. These enhancements are in agreement with theoretical predictions. Applied to structural vibration control of electronic boards, non-linear techniques raise the problem of the electromechanical coupling optimisation regarding the surface covered by the piezoelectric inserts. The work carried out in this field has made it possible to identify the main parameters for a global electromechanical coupling factor optimisation. Finally, a multimodal model has been developed: it made it possible to evaluate the multimodal effectiveness of various control laws with various complexities in order to compare them

Full textUrban hazard are a major concern in cities around the world and especially in those developing countries where priorities are huge and ridiculous means. The city as an area of development or place for shelter can no longer meet the needs of city dwellers, although essential. In Niamey, the hazards relate to all urban landscapes of the city. Spatialization of hazards shows that the barriers between “rich and poor” are sometimes exceeded by the hazards. However in all cases, the most vulnerable are often the most disadvantaged because of their low resilience. Hazard perception by some actors fighting for their survival does not prevent dare defy probability. Indeed, between a probable event and the harsh realities of daily life, the choice is always simple: to live with these circumstances without too much worry about tomorrow's uncertainties. The survey of 600 households showed the degree of hazard exposure throughout the city. Beyond the differentiation of individual behavior, the results show a real willingness to participate actively in the life of the city because all actors recognize their responsibility in danger for society. However, the real problem seems to be the crisis of trust between rulers and ruled. However, urban hazards in Niamey are widely due to a lack of consultation between stakeholders and coordination of actions. In short, urban hazard reveals the procrastination of a management system as unfair and inefficient. But if poverty is the bed of the risks and violence, poor governance is the cloth in which they cover themselves and their implosion is detrimental to all of society

Full textMental retardation (MR) affects 1 to 2% of the population and thus represents an important public health problem. MR is defined by a subaverage intellectual functioning associated with limitation in adaptive skills. Generally, MR is subdivided into two groups: syndromic mental retardation (MR associated with additional clinical symptoms) and non syndromic mental retardation (isolated MR). The objective of my thesis work was to identify new genes responsible for non syndromic X-linked mental retardation (XLMR) and to understand their involvement in the disease. For that purpose, we have performed a study on several females patients presenting mental retardation associated with a (X;Autosome) translocation. For two patients presenting mental retardation associated with a (X;19) or a (X;8) translocation, we highlighted the disruption of the same gene, KIAA1202, by the translocation breakpoint on chromosome X. We also identified a missense mutation in one family presenting the Stocco dos Santos XLMR syndrome. Further studies suggested that KIAA1202 would have a role in brain development and/or functioning. The protein Shroom4 encoded by the KIAA1202 gene is a new member of the APX/Shroom proteins family and would be involved in the actin cytoskeleton remodeling. For the others patients analysed, no gene was directly disrupted by the translocation on the X chromosome. For patient MRX30513, presenting a mental retardation associated with a (X;5) translocation, we revealed functional inactivation of an autonomal gene, CDKL3, by the breakpoint on chromosome 5. Expression analyses in mouse suggested that Cdkl3 would have a role in brain. For three others patients, the characterisation of the breakpoint on the autosome is in progress. Finally, for the last patient, we observed a deletion in addition to the translocation. In conclusion, this strategy allowed us to identify two excellent new mental retardation candidate genes: KIAA1202 and CDKL3

Full textApproximately half the care for people with dementia is provided by families. It is therefore imperative that research informs ways of maintaining such care. In this study we propose that a needs-led approach can provide a useful, novel means of conceptualising the impact of caring on the lives of family carers. Our aim was to develop and present a needs-led framework for understanding how providing care impacts on carers’ fulfilment of needs. In this qualitative study we conducted 42 semi-structured interviews with a purposively diverse sample of family carers to generate nuanced contextualised accounts of how caring impacted on carers’ lives. Our inductive thematic analysis focused upon asking: ‘What need is being impacted here?’ in order to generate a needs-led framework for understanding. Each completed the sentence: “Being a carer impacts on fulfilling my need to/for….”: Freedom; feel close to my relative; feel in control of my life; be my own person; protect my relative; share/express my thoughts and feelings; take care of myself; feel connected to the people around me; get things done. These needs echo those from other research areas, with relational needs emerging as particularly central. The needs-led approach offers a perspective that is able to capture both stresses and positives aspects of caregiving. We recommend that clinical interviewing using Socratic questioning to discover human needs that are being impacted by caring would provide a valuable starting point for care planning.
