There has been growing interest in citizens’ assemblies (CAs) as institutions to enhance democratic politics: assemblies that consist wholly or mainly of individuals drawn at random from the general public so as to be representative of the population, which have the responsibility to deliberate over an issue and make recommendations or decisions. But exactly what kind of role should CAs have in a republican model of democracy, distinguished by commitment to the values of deliberation to the common good; political equality and resilience to oligarchy; and active popular sovereignty? The chapter argues against the view that CAs should replace elected assemblies. However, it also argues against seeing CAs as wholly subordinate to elected assemblies. It sets out a specific institutional mechanism in which CAs are integrated with a power to initiate referendums (the petition-assembly-referendum scheme) and shows how this is supported by the distinctive values of a republican democracy.

In this paper, the authors evaluate the benefit of emotions in population dynamics and evolution. The authors enhance cellular automata (CA) simulating the interactions of competing populations with emotionally inspired rules in communication, interpretation, and action. While CAs have been investigated in studies of population dynamics due to their ability to capture spatial interactions, emotion-like interactions have yet to be considered. Our cellular stochastic system describes interacting foxes that feed on rabbits that feed on carrots. Emotions enable foxes and rabbits to improve their decisions and share their experiences with neighboring conspecifics. To improve the system’s biological relevance, it includes inter-species disease transmission, and emotions encode data pertaining to both survival and epidemic reduction. Results indicate that emotions increase adaptability, help control disease, and improve survival for the species that utilizes them. Simulations support the hypothesis that the acquisition of emotion may be an evolutionary result of competitive species interactions.

The Children’s Aid Society (CAS) early childhood initiative is located in two of our New York City community schools, Primary School (PS) 5 and PS 8, in the Washington Heights section of northern Manhattan. This initiative was conceived as a partnership between the New York City Board of Education and CAS. The collaboration brought newborns and their families into the schools in which the children would complete fifth grade. The initiative began in 1994 and has been in full operation since 1996. Since then, the need for such a project has been confirmed and experience has provided insights into how a program for pregnant women and children through age five (often called a Zero to Five Program) can be effectively implemented within a public school. The CAS Zero to Five model connects two federally funded programs—Early Head Start (birth to age three) and Head Start (ages three to five)—to provide comprehensive educational and social services to low-income families and their children. The population attending the Zero to Five Program confronts the obstacles facing all new immigrant families living in poverty in an urban setting. In both schools more than 75% of the families are from the Dominican Republic; another 20% come from other Central and South American countries. The parents’ language is Spanish, and language barriers and acculturation issues result in social isolation. In addition, because many residents lack legal documentation, they are reluctant to access health and social services. The few early childhood programs in the neighborhood all have long waiting lists. A majority of the families share overcrowded apartments with other families or extended family; whole families often live in one bedroom where books and age-appropriate toys are scarce and there may be little child-centered language interaction. However, in spite of the difficulties, these parents have a drive to succeed and they understand the importance of education. By combining and linking Early Head Start and Head Start programs and integrating them into a community school, the CAS Zero to Five Program provides children and families with quality educational, health, and social services, after which the children transition into public school classes within the same building.

To ensure populations have sufficient, safe, and nutritious food requires a concerted effort that involves politics, economics, farming practices, and enhancement of crops to withstand abiotic and biotic pressures yet remain productive. Keeping pace with population size and stresses imposed by climate change make it critical for plant scientists to have access and the freedom to apply all the tools available for crop improvement. The advent of gene editing increased the options for achieving desired traits and has been shown to be effective across a broad range of species including those in the Solanaceae, which contains some of the most relied upon food crops, such as tomato and potato. Traits related to disease resistance, fruit and tuber quality have been modified and improved through the use of editing in tomato and potato. Application and effectiveness of different editing approaches based on CRISPR/Cas of solanaceous species are outlined in this chapter.

At this presentation I was immediately struck by the idea of working in a deep partnership with a public school to improve outcomes for children and their families; this concept of community schools seemed so simple, so fundamental, yet at the same time so powerful that I thought, How could anyone be against this? Armed with this belief, I arrived at Intermediate School (IS) 218 in the summer of 1992 as the community school director of CAS’s first community school. Little did I know that my first full year as director would prove to be the most difficult, overwhelming, and at times downright humbling experience in my career. Having survived those first few years, I now have the luxury of looking back and pinpointing some of the challenges—and there were many. First and foremost, CAS and the school knew that we needed somehow to put into practice the concept of collaboration and partnership, but no one understood what that involved. We all soon realized that we were defining what it meant to be a community school as we went along. Another issue I faced was my relationship with the principal. How was I supposed to interact with him? Was he my boss? Did he have a final say on matters? Who was in charge? And what would happen when we disagreed? Still another challenge was posed by the multiple constituents in the school, from the custodian to the school safety officers, from kitchen personnel to the teachers, students, and their parents. What was my role with respect to them, and what credibility and authority did I have in dealing with all these different groups? In other words, who was I, and why should any of them listen to me? While trying to cope with these questions, I also had to ensure the successful delivery of services to virtually the entire student population (approximately 1,400 students), their families, and neighborhood residents.

The strategy concentrates on modern farming as the most rapid way of resolving the agrarian accumulation problem - food and investible surplus. At most, assuming that there is sufficient administrative capacity and skilled labour to implement the strategy, it will benefit the APP and the CAS, about half of agrarian production but only a quarter of the rural population. It would take place, moreover, basically on the irrigated and fertile Pacific plain where two-thirds of the population resides. Meanwhile, the land reform itself has effectively established a middle farmer and service co-operative group which occupies over half the rural population and provides the other half of production; this group has no specific part to play in the MEDA. Depending on the circumstances, this group might either develop into a 'kulak' class dependent on the market and opposed to further agrarian reform or else collapse and migrate to the towns in the long run. But in any case, it will be responsible for the bulk of the food production in the short term (which may well last for a decade) and thus requires specific attention. To overcome this contradiction, which is already apparent, the APP would have to restore part of the role of estate agriculture in the rural economic formation, acting as a point of articulation for small and medium farmers instead of acting as a competitor to them. This articulation essentially implies subordinating them to the state rather than marginalising them, but also means shifting input and investment resources towards them in exchange for guaranteed production sold to the state. It is too early to make a definitive characterisation of the Nicaraguan agrarian reform, not only because the Sandinist Revolution is still in an initial tran-sitional stage, but also because of the current war conditions which, depending upon external political factors, could change the direction of social change. None the less, the nature of the agrarian reform project, the experience of its implementation to date, and the long-term agricultural development proposal do provide elements for some tentative conclusions. First, that the three lessons learned from other agrarian reform experiences were applied to some effect. Namely: (a) that production must be maintained throug the reform period, in order to avoid collapse of exports or falling urban living standards; (b) that the process of nationalisation should not proceed faster than the capacity of the state to assimilate the private sector; (c) that while individual land distribution should be avoided, co-operativisation should be voluntary and gradual. In this way, the collapse of productive forces as production relations are transformed was avoided. Second, that it is possible to effectively remove the control of agrarian capital over the economy without land expropriation as such, if the 'sur-rounding' mechanisms such as commercialisation, credit and inputs are used effectively. Indeed it might even be suggested that social control of the relations of exchange in agriculture are as important as ownership of the means of production, especially land.
