Abstract:
The subject of the present thesis is the political thought of the 20th century British philosopher Michael Oakeshott. More precisely, we are interested with the relationship Oakeshott establishes and believes ought to exist between political theory and active politics. As we will show, because of his critique and opposition to what he terms Rationalism and Ideology, Oakeshott severely limits the definition and the role he attributes to political theory and the political theorist. Political theory and the role of the theorist are restricted to such an extent that when Oakeshott himself theorizes the state, we argue that he has tremendous difficulty respecting his own criteria. Therefore, we are interested in taking Oakeshott seriously, in order to see if he himself is able to respect the strict criteria he establishes regarding political theory when he goes about theorizing the state.

Abstract:
<p>Subcontractors today find themselves in an increasingly fierce competitive environment, much due to the famous or should we say infamous globalisation. When the big important clients of subcontractors expand over boarders the subcontractor might be obliged to follow them, especially if holding competences of particular value to the outsourcing principal. A subcontractor that thus follow a client abroad might take a great leap, both in regards to what cultural differences or geographical distance might exist as well as the risk associated with such an investment. In this thesis we have highlighted the situation of these so-called client-following subcontractors. The purpose is to investigate how well client-following subcontractors take advantage of opportunities in a new market and how the relationship with the client has affected this.</p><p>We found that a qualitative study would best serve our purpose and to be more specific we chose the method of case studies. Two Swedish subcontractors was selected through certain criteria and contact via an outsourcing principal. These two cases was researched through in-depth interviews but also by gathering secondary data such as financial reports. To further increase our understanding of the research area we put significant focus on building a sound frame of reference. Three main theoretical areas was emphasized; first the internationalisation process, second customer relationship and trust, and third strategic choices for subcontractors.</p><p>In conclusion we found distinct differences in the underlying strategies of the two cases that could be connected to just what laid behind the decision to internationalise. We could develop this picture by looking at the relationship between the subcontractor and its major client in both instances. A relationship in which more long-term objectives are taken into account had a positive effect on the expansionary strategy of the subcontractor.</p><br><p>Underleverantörer idag möter allt hårdare konkurrens vilket till mångt och mycket beror på den välkända, eller ska vi säga den ökända, globaliseringen. När stora och viktiga kunder till underleverantörer expanderar över gränserna kan underleverantörerna vara tvungna att följa efter, speciellt i de fall där dessa har kompetenser av särskilt värde för uppdragsgivaren. En underleverantör som följer efter sin kund kan därför ta ett stort steg, både gällande kulturskillnader och geografiskt avstånd men också den risk som är förknippad med en sådan investering. I denna uppsats har vi belyst situationen för dessa så kallade klientefterföljande underleverantörer. Syftet är att undersöka hur väl klientefterföljande underleverantörer utnyttjar möjligheterna i en ny marknad och hur relationen med klienten har påverkat detta.</p><p>Vi fann att en kvalitativ studie bäst tjänade vårt syfte, för att vara mer exakt valde vi att göra fallstudier. Två svenska underleverantörer valdes utifrån vissa kriterier och via kontakt med en uppdragsgivare. Dessa var sedan undersökta genom djupgående intervjuer men också genom sekundärdata som exempelvis finansiella rapporter. För att ytterligare öka vår förståelse av ämnet lade vi extra vikt på att bygga en gedigen referensram. Tre teoretiska huvudområden identifierades; först själva internationaliseringsprocessen, sedan kundrelationen och tillit, och sist strategiska val för underleverantörer.</p><p>Sammanfattningsvis fann vi distinkta skillnader i de underliggande strategierna av de två fallstudierna vilka kunde kopplas till vad som låg bakom beslutet att internationalisera. Vi kunde utveckla bilden genom att titta på relationen mellan underleverantören och dess huvudkund i båda fallen. En relation som tog mer hänsyn till långtgående mål hade en positiv effekt på den expansiva strategin hos underleverantörerna.</p>

Abstract:
It has become a habit of our time to lament about the state of the world and simultaneously profess that there is not really anything we, as individuals, can do about it because there is just too much that needs fixing. In this thesis, I challenge this view on the basis that science teachers in particular are in a unique position to raise students' awareness of problematic issues in relation to the world around them by providing students with necessary knowledge. However, sound knowledge does not equate with a positive attitude, this is why I contend that providing students with factual knowledge might not be enough to enable them to participate in the public discourse on making the world a 'better place' in which to live. Given the pervading influence of science on our daily lives, this discourse necessarily includes a focus on science, scientific research and its uses. However, many science educators traditionally have taught science without addressing ethical questions. I argue that the inclusion of a discourse on ethical science-related issues into science teaching might open an avenue for science educators to offer students opportunity for practising their future engagement in the public discourse about science by learning to reflect critically and collaboratively on their attitudes, beliefs and values. This thesis presents an interpretive case study, situated in the 7th Moment of Qualitative Research, which investigated the planning and implementation of a specially designed 'Ethics in Science' curriculum, in the context of national curriculum reform in Austria. The 'Ethics in Science' curriculum was implemented in two science classes in a public senior high school in Austria by a biology teacher and a mathematics/physics teacher.The study explored the appropriateness of a science teaching approach that uses dilemma stories as a pedagogical tool for initiating individual reflection and classroom discourse on ethical issues. The study was designed as a 'bricolage', drawing from ethnography, hermeneutic-phenomenology, feminism and biographical research. Autobiography caused me to engage in critical self-reflection on my own attitudes, beliefs and values, bringing to the fore the relationship between my personal history and my own ethical sensitivities. This was helpful as a 'primer' before engaging students in the act of reflection. The use of multiple methods for data-generation served the purpose of crystallisation. Integral philosophy and critical constructivism were theoretical referents for my research on the teaching and learning. The Theory of Transformative Learning and a perspective on moral learning that combines several types of ethics served as a referent for interpreting the analysis of student learning. I have drawn on the multiple perspectives of the students, teachers and myself as the researcher. It was very important to me to maintain the participants' original voices as often as possible in order to establish 'polyvocality'. Findings indicate that the teaching approach using dilemmas led to critical thinking, in some cases to critical self-reflection, and seemed to help with initiating a classroom discourse. Overall, it appears that the dilemma teaching approach can promote rational, social and emotional learning. On the teachers' side, this type of teaching seemed to challenge the teachers' existing skills with regard to facilitation and moderation of class discussion and the self-restraint needed to avoid imposing their opinion on students.An issue for the teachers concerned their uncertainty about when to intervene in group-processes. The data-analysis also led to seemingly contradictory results which I interpreted using a dialectical 'dilemma' framework wherein the synthesis of two contradictory poles serves as a starting point for a higher level of understanding. I identified seven 'pedagogical dilemmas' - pedagogical because they are related to teaching and learning in the context of a dilemma teaching approach, and 'dilemma' because they require a choice on the side of the educator who intends to use a dilemma teaching approach. These pedagogical dilemmas were related to the dilemma stories, the individual reflection phases, the collaborative discourse phases, the ideal frequency of dilemma units, the teachers' skills, so-called problem students, and the time-requirements in relation to the dilemma units.

<p> Although the subject of ethics has been widely studied, no research has addressed the dilemma faced by government procurement professionals in underdeveloped countries, especially Togo. The purpose of this case study was to analyze insiders&rsquo; views concerning ethical dilemmas in public procurement for government contracting professionals in Togo. The study was based on deontological and teleological ethics. Research questions addressed ethical issues that are likely to arise from inappropriate interference by Togo government official in the public procurement process, and perceptions of public acquisition professionals regarding Togo government officials&rsquo; influence on contracting officers&rsquo; decision making. Data collection included interviews, observations, and documents. Findings showed that even though there are regulations in place, most public procurement professionals sometimes make unethical decisions, both because they are pressured to do so and because they are neither well-remunerated nor well-trained. Togo acquisition staff regularly deal with corruption, impunity, deception, and risk of retaliation. Based on results of this study, it is recommended that ethics training be established to improve Togo&rsquo;s public contracting system and that the training be sanctioned by a three-level professional certification similar to the one in the United States. Further research could involve surveying other African nations to determine the extent to which public acquisition staff see interference by government officials.</p>

Virtually every school in America is being forced to cope with problems related to at-risk students. These students are those who are at risk of failing both in and out of school. Three experienced art educators who are employed by a single school district, one at the elementary level, one at middle level, and one at the high school level. Each are attempting to deal with at-risk students within their individual art classrooms. The inclusion of at-risk students affects the learning environment of the classroom and the effectiveness of the educator. With the growing concern regarding this special population it is hoped that by studying the methods incorporated by art educators who have long dealt with this dilemma, this research will help other educators learn to more effectively deal with this growing problem and improve the success of those students labeled at-risk.

This dissertation seeks to contribute to a better understanding of the behavior of states when in dispute for global hegemony. However, in this work, the states being studied are China and the U.S.A together with their global dominance in Artificial Intelligence technology. Additionally, considering the rise of China as a superpower, threating in displacing the U.S.A unipolar supremacy; its ambitions to become in 2030 the global leader in Artificial Intelligence, the purpose of this study is to examine if whether or not an arms race will or is occurring between these two actors due to the rise in the developments of a new military technology – autonomous weapons. In order to answer this hypothesis, the selected methodology in this study is based on a realism theoretical approach, focusing on an empirical case study research, with an historic comparative perspective. Following and examining previous and recent academic studies in this field, findings present reasonable evidence to believe that an arms race is occurring. The question is if these sovereign states will be able to overcome the dangers of the security dilemma, which may lead to conflict; Resumo: Esta dissertação, procura contribuir para uma melhor compreensão do comportamento dos estados, quando em disputa pela hegemonia global. Contudo, neste trabalho, os estados a soberanos a serem estudados são a China e os EUA, juntamente com as suas influências globais em Inteligência Artificial. Adicionalmente, considerando a ascensão da China como uma superpotência, ameaçando o poder dominante dos E.U.A e as suas ambições em tornar-se em 2030 uma potência global em Inteligência Artificial, o objectivo deste estudo é estudar uma possível corrida armamentista entre estes dois estados devido ao surgimento de uma nova tecnologia - armas autónomas. Para responder a esta hipótese, a metodologia aplicada é baseada em uma abordagem teórica política do realismo, com foco em uma pesquisa empírica de estudo de caso com uma perspectiva histórica comparativa. Examinando recentes estudos académicos sobres estes assuntos, os resultados entre a disputa da China e os E.U.A apresentam evidências razoáveis para admitir a ocorrência de uma corrida armamentista. A questão é se estes estados soberanos serão capazes de superar o perigo do fenómeno do dilema de segurança, evitando assim o conflito.

Abstract:
This research details a point of reference to understand two case studies of cooperation that developed among lower-level, or non policy-making bureaucrats during times of conflict or war. Using components of game theory, I propose that when an international conflictual relationship occurs that resembles an iterated Prisoners' Dilemma, and that meets certain conditions, tacit cooperation can emerge. Tacit cooperation consists of illicit or implied cooperation that is not sanctioned at the national policy level.In this research I develop a framework of tacit cooperation, relying heavily upon Robert Axelrod's theory of evolutionary cooperation. With the framework in place, I then explicate two international case studies, World War I trench warfare cooperation and the INF "walk in the woods" between Kvitsinsky and Nitze, to show how the theory can be used to describe ways that cooperation can occur in a hostile or conflictual environment.

In 1970&rsquo<br>s, significant shifts occurred both in planning and design theories as a response to the decreasing role of state in property relations and widening arena of private property. This shift in planning approaches led to an increase in the importance of &lsquo<br>flexibility&rsquo<br>concept. However this study proposes that flexibility in the control of spatial development is not an indisputable solution, but rather it is a dilemma. This is because<br>the definition, degree and effect of flexibility may change in every step of the process depending on the actors in the process. While it may be a way of solution in one case, it may be the problem itself in another. In the study, this dilemma is discussed in the context of spatial development in science parks. The concept of flexibility has a particular importance in respect to science parks which host especially technology based firms. Due to market changes and technology shifts, the spatial requirements of market and also the tenants change in time rapidly. That is why flexibility becomes a necessary tool in the physical planning of science parks. In this context, firstly the role flexibility in different planning and decision-making approaches is discussed. Then the structural characteristics of science parks and specifically METU Technopolis are defined. Within this framework, the physical development process of METU Technopolis and the role of flexibility in planning and decision making processes is examined. Finally some suggestions for controlling the flexibility in planning and design processes are developed.

Approved for public release; distribution is unlimited<br>This thesis analyzes the dilemmas that both democratic and democratizing states face while dealing with terrorism-related problems. This problem has been equally pressing to a country like Uganda because it has been experiencing the problem of terrorism while undergoing the process of democratization. Much of the discussion boils down to whether and at what point forceful measures against terrorism protect or imperil the democracy. The challenge is how to balance counterterrorism measures and uphold democratic principles. The thesis discusses various approaches and experiences used by democratic states, using the United States and the United Kingdom as examples in tackling the problem of terrorism. From a policy perspective, immediately after 9/11, leaders from the United States and the United Kingdom introduced broad new authorities and legal measures in such laws as the U.S. Patriot Act and The Anti-Terrorism Crime and Security Act of 2001 of the UK. Using the experiences of these countries, Uganda adopted similar approaches by introducing the Anti-Terrorism Act of 2002, through which counterterrorism efforts have been handled. This study concludes by identifying some of the contradictions brought about by the new policies and examining their impact on both developed democracies and democratizing states like Uganda.

Using vignette experiments, this thesis examines individuals’ decision-making in various social dilemmas. A case study of littering behavior amongst university students in Lao People's Democratic Republic is used to investigate whether individual preferences are stable across littering dilemmas and other social dilemmas. This study further investigates if a visual prompt can encourage prosocial behavior in littering situations. The results show that behavior in social dilemmas is dependent on individual preferences. Additionally, the study finds little evidence that visual prompts could be used in order to efficiently decrease littering in Laos. However, a negative relationship is found between littering behavior and knowledge regarding the consequences of littering. These findings indicate that policy makers could use knowledge increasing campaigns in order to increase prosocial decision making regarding littering. Yet, further studies are needed in order to validate the results. Lastly, we also find differences in what influence littering behavior, depending on the item being littered.

Due to constant disruption, companies need to embed innovation into their everyday activities in order to cope with competition and be successful. Corporate Entrepreneurship is playing an important role in fostering innovation and is needed to avoid disruption. However, companies have also different motives when handling CE as well as various ways of implementing it in the organization. This study investigated the motives of CE among large companies and the various implementation efforts. Therefore, the research question is: Which are the motives for CE? and the sub-question is: How does that lead to variation in CE implementation? The focus of the study was large companies which headquarter in Nordic countries and belong in different industries. Therefore, nine semi-structured interviews were performed and after, the data from the interviews were analyzed with thematic analysis. The results showed that the companies have different reasonings about their CE efforts and the CE implementation varied depending on the companies’ motives. However, these factors may not affect directly the organizational maturity. Therefore, companies can have their motives and support their CE efforts in different ways without influence negatively the maturity of the organization.

The accountability and responsibilities of school leaders have intensified greatly over the past decades and school leadership has become a strong focus of research. Meanwhile, Bush (2003) asserts that “school leaders [experience] tensions between competing elements of leadership, management and administration” (p. 7). This study uses observations, questionnaires, interviews and document analysis to unpack the perceptions of four Heads of Department (HoDs), the principal, and eight teachers on the tensions inherent in balancing the responsibilities of department head and subject teacher for HoDs in public secondary school. The study goes beyond the mere task of influence in its attempts to unpack how the leadership and teaching practices of HoDs may, or may not, be in conflict with each other. Using distributed leadership as a theoretical framing and drawing in particular on the work of Spillane and colleagues (2001; 2004), the study examines the roles HoDs enact; the challenges HoDs encounter in enacting their responsibilities as department head and subject teacher; and the strategies HoDs employ to combat the emerging challenges. The study found that the roles of HoDs are extensive and stretch across the classroom, the department, the whole school and beyond. However, the majority of these roles are biased in favour of management systems and processes and opportunities for leadership are rare. The many and extensive management responsibilities of the HoDs limit both their classroom teaching as well as their agency as leaders. The weight of their management work thus restricts their leadership, resulting in an authorised form of distributed leadership (Grant, 2010). The data also revealed that HoDs struggle to balance the responsibilities of department head and subject teacher due to both inter-role and intra-sender conflict. However, the study also found that the HoDs strategically adopt a range of strategies to assist them in doing their work, these include: compensatory teaching; delegation; and planning and prioritizing.

The object of this research is the exploration of the effects of planning regulations on house form and privacy in low-density single-family dwellings (villas) in the context of Saudi Arabian cities. The research explores two main issues: firstly, the importance and the effects of privacy violation between neighbouring villas through overlooking on their residents' behaviour and use of house spaces; and secondly, to investigate the residents' preferred house form. To assess these two issues practically, seven suburbs from three different cities, representing large (Riyadh), medium (Tabuk) and small (Haqil) urban centres in Saudi Arabia were selected for carrying out a questionnaire survey. The selection of these suburbs was intended to represent, as far as possible, the different social groups in Saudi Arabian society. The population of the survey was the villa residents in these suburbs, who were asked questions regarding their use of house yards and windows, and tested on their awareness of planning regulations, and the effects of these regulations on house form and degree of privacy. The respondents were also asked about their preferred house form. The results indicated that privacy is considered an important issue by residents, and the effects of privacy violation, through neighbours overlooking each others' houses, were very clearly seen on the residents' reduced use of overlooked yards, compared to those not overlooked, as well as through the construction of extra fences to block overlooking from neighbouring houses. Although the residents showed a high degree of awareness about the effects of the villa house form on the high degree of overlooking, they showed a far greater preference for living in villas rather than attached courtyard house forms. The final conclusion of the research demonstrates the failure of the present planning regulations to promote an acceptable house form that allows for a reasonably sufficient degree of privacy protection. While some research and housing schemes have promoted house forms different from that of the villa, these have proved to be unacceptable and were rejected by residents. The recommendation of the current research is that efforts to find a solution to the problem should instead focus upon means to reduce the effects or degree of privacy violation between neighbouring houses, while maintaining the popular house form of the villa.

Background: Companies always look for opportunities to expand their businesses internationally as it is the way for them to grow beyond its current status. Nowadays, emerging markets seem to be very attractive in terms of economic growth. Thus, there is a tendency towards foreign direct investment inflows to emerging market economies. However, these markets can be very risky and there is no guarantee of success. Companies would have to be ready to face challenges and obstacles related to the unfamiliar environment. They would have to deal with the internal confrontation of whether to accept or reject the local rules of the game as well as to face difficulties in terms of maintaining a high standard of business ethics and promoting best corporate governance practices. Overall, the conditions of these markets can negatively affect the ethical behaviour of established foreign companies which in turn can negatively affect the reputation and brand value of these companies.  This paper describes and analyzes the above issues through a case study of two Swedish companies in the market of Kazakhstan: Tele2 and TeliaSonera. Purpose: The aim of this study is to analyze the effects of emerging market economy conditions of Kazakhstan on companies control structure or code of conduct, specifically how they can handle the internal confrontation and maintain a high standard of business ethics and corporate governance practices. Therefore, the tasks were also set to describe and analyze the entry process of two Swedish telecom companies into the market of Kazakhstan in order to improve the understanding of Swedish companies’ preparations, strategy of entry and operations when entering an emerging market of Kazakhstan. Methodology: The research thesis is based on the case study approach which uses a qualitative method to obtain the necessary data. Primary data was collected through interviews with the above mentioned two Swedish telecom companies in Kazakhstan. Secondary data was collected from e-sources. Findings/ Conclusions: In this research, I found that the best entry strategy for entering Kazakhstan is to form a joint-venture with the local partner, but if the company had an earlier experience in similar markets, then the acquisition strategy can be chosen. With regard to the ethical issues, factors such as a weak legal framework, a high level of corruption, poor corporate governance and cultural differences between Sweden and Kazakhstan as well as individual factors of all stakeholders including the manager may have a negative effect on the ethical behaviour of Swedish companies entering and operating in Kazakhstan. It is revealed in this study that Swedish companies manage to confront ethical dilemmas by choosing to “go at it alone”. To be able to confront these issues, companies should set their own bar for how to act as ethically and responsibly. Also, they should ensure the enforcement of codes of conduct, corporate governance, ethics training, ethical role model of top management and whistle-blowers policy.

This article focuses on the concrete study of two forms of public infrastructure construction in our country: Public Private Partnerships and public works contracts, analyzing their characteristics, implications, differences and how they are regulated. Studien ämnade söka förståelse och kunskap om biståndshandläggarnas yrkesroll inom äldreomsorgen. Utifrån detta fördjupade vi oss i de svårigheter som kan uppstå under handläggningsprocessen och vilka stödresurser som finns tillgängliga. Vi har använt oss av en kvalitativ forskningsansats med hjälp av sex semistrukturerade intervjuer med biståndshandläggare som arbetar inom äldreomsorg i olika kommuner i Stockholms län. Resultatet analyserades utifrån teoretiska referensramar som belyser olika typer av dilemman på både individuellt och strukturellt plan. Dessa teorier var Lipskys teori om Gräsrotsbyråkrati, konsekvensetik, dygdetik samt begreppen äkta dilemman och skendilemman.  Studien kom fram till att det finns ett flertal svårigheter som biståndshandläggare möter i arbetsvardagen. Vidare framkom att biståndshandläggarna upplever att de är alltför styrda av riktlinjer och lagar vilket minskar deras inflytande. Studien bekräftar tidigare forsknings resultat inom området.<br>The study aimed to seek understanding and knowledge about care managers professional role in elderly care. Whit that basis we went in-depth of the difficulties that can occur during the process of care managing and what kind of support resources that are available. We used qualitative research approach and performed six semi structured interviews with care managers in the elderly care in different municipalities in the county of Stockholm. The result was analyzed with the basis of theoretical reference frames that illustrate different kinds of dilemmas on both an individual and a structural level. The theories we used were Lipskys theory about street level bureaucrats, consequence ethics, virtue ethics and the concept of real dilemmas and deceptive dilemmas. The study shows that there are a number of difficulties that care managers face in their everyday work environment. Furthermore it emerged that care managers experience that they are too controlled by guidelines and laws which would therefore diminish their influence. The study is verifying of earlier research made in the same field.

Moreover, those examples which frequently are used and referred to in literature or are part of distinct systems of rules, or are mental creations which serve to evaluate or analyze a system of rules, or yet are false dilemmas (pseudo dilemmas) and, therefore, are perfectly solvable. Thus, we analyze, in Law, the arguments that lead to the classification and ruling of legal cases (in easy, difficult and tragic) and compared them with the arguments involved in moral dilemmas. We assessed whether these cases are real or just ideal, that is, if moral and legal dilemmas indeed exist. We have performed a historical overview on the influence of the main paradigm related to the theme, namely, Legal Positivism and we have presented logical problems (coherence and completeness) of the legal ruling, especially the emergence of gaps. As we have approached the theme of gaps from the vagueness of legal terms and presented the classification and solution of legal cases from Dworkin, Hart, Atienza and MacCormick. Within moral scope, we present a historical overview of the traditional view of moral problems, the interdependence between Moral and Law, we investigate the existence of moral dilemmas of soluble and insoluble type, we expose the problem of decidability of moral cases and present a taxonomy and solution to moral issues in easy, difficult and tragic (dilemmas). Eventually, we developed a comparative table with the four components of moral and legal decisions: on the deliberator, on the object of deliberation, on the decision-making process, and on the result of the deliberation. Forthwith, we describe each of the criteria related to the deliberation components in order to present points of approximation, the differences and connections that may exist among themselves.<br>O tema central dessa tese de doutorado refere-se à análise comparativa dos dilemas em casos morais e em casos jurídicos com o objetivo de sustentar que dilemas genuinamente morais e dilemas genuinamente jurídicos não existem. Além disso, aqueles exemplos que frequentemente são utilizados e referidos na literatura ou fazem parte de distintos sistemas de normas, ou são criações mentais que servem para avaliar ou analisar um sistema de normas, ou, ainda, são falsos dilemas (pseudo-dilemas) e, portanto, são perfeitamente solucionáveis. Desse modo, analisamos, no Direito, os argumentos que conduzem à classificação e decisão de casos jurídicos (em fáceis, difíceis e trágicos) e os comparamos aos argumentos relacionados aos dilemas morais. Syftet med denna studie var att undersöka kunskap och uppfattningar om papperslösas tillgång och rätt till vård hos personal inom öppen hälso- och sjukvård i Landstinget i Uppsala län. Ett ytterligare syfte var att undersöka om information kring handhavandet av papperslösa finns på arbetsplatserna, vad personal i så fall anser om detta, samt vad de önskar för information.   Studien är av en deskriptiv design med kvantitativ ansats. 86 anställda vid vårdcentraler i Uppsala län besvarade enkäter med frågor angående kunskap och uppfattningar om lagstiftning samt tillgång till och önskan om information gällande papperslösa. Insamlad data har sammanställts i Microsoft Excel och presenterats i tabeller och diagram.   Resultatet av studien tyder på att det finns en kunskapsbrist bland personal inom öppen hälso- och sjukvård angående lagstiftningen om papperslösas tillgång till sjukvård. Enligt de medverkandes vetskap finns ingen information tillgänglig på arbetsplatsen gällande papperslösa, och så gott som alla önskar information av något slag. Majoriteten av de tillfrågade anser att papperslösa ska ha samma rätt till vård som svenska medborgare.   Slutsatsen av denna studie är att det finns ett behov av information och riktlinjer gällande handläggning av papperslösa i Landstinget i Uppsala län.<br>The aim of this study was to investigate knowledge and opinions concerning undocumented migrants’ access and right to health care among employees within the primary health care sector in the county council of Uppsala. An additional aim was to investigate whether there is information available about management of undocumented migrants at the workplaces, and if so what the employees think about it and what kind of information they wish to receive.   The study is quantitative with a descriptive design. 86 employees at primary health care centres within the county of Uppsala answered questionnaires concerning knowledge and opinions about legislation as well as access to and demand for information concerning undocumented migrants. Collected data was compiled using Microsoft Excel and was then presented in tables and diagrams.   The result of the study indicates that there is a lack of knowledge among employees within the primary health care sector concerning legislation on undocumented migrants’ access to health care. According to the employees’ knowledge there is no information available at the workplace concerning undocumented migrants, and nearly everyone requested information of some kind. The majority of the employees are of the opinion that undocumented migrants should have the same right to health care as Swedish citizens.   The conclusion of this study is that there is a need for information and guidelines concerning management of undocumented migrants in the county council of Uppsala.

This paper, employing budgeting data during 1998-2007,tries to examine financial shortage and deficit of Joliu Township of Nantou County through a study on revenue, outlay,and void budget. The key findings of this paper suggest that elected politicians are always overspended in order to response to various demands of voters under pursuit of reelelctedgoal. However, the financial distribution between central and local government is unfavorable to township-level public authorities. Politician in local governments disregard their financial difficulties;as a result, their financial deficit is indispensable. Finally, this paper proposes seven suggestions for financial management of local governments: (1)strengthen financial responsibility in order to achieve basic financial need,(2)strengthen financial disclosure for fortifying social fiscal monitoring,(3)strengthen central regulatory power of financial discipline,(4)personnel as key indicators of financial distribution system,(5)financial distribution should be linked with local financial discipline,(6)employing basic financial need to audit local financial discipline,(7) executive of township-level public authorities should be appointed instead of election.

For example, it expanded its customer service department, separated customer service and production planning department, adopted full turnkey concept in service, and strengthened on-job training of internal and external customer service to all employees. By so doing, it is able to transfer from a production-oriented firm to a customer-oriented one. However, here comes what is called “the dilemma of service innovation” in this article when modern business is overly stressing service innovation internally. So, this paper herein attempts to provide some simple but rather illuminative suggestions to managers in practice facing this urgent issue. Methodologically, the participative action is used to collect the empirical data for the qualitative analysis, so I can highly involve myself into all the contexts, cultures, and details of the case. In the end, it is discovered that service innovation is effective and feasible in the outsourced semiconductor assembly and testing industry particularly by virtue of customers’ positive feedbacks and the decrease of overtime of customer service department.

So far Taiwan is the biggest OEM/ODM manufacturer area for worldwide E-reader market beause the E-paper source, also Taiwan maker can laverge all manufactuer capabilities coming from electronic and 3C industries and have well integrated supplier resource, that’s why Taiwan maker can control 90% OEM/ODM E-reader manufactureing in the world. The global recession since 2008 has resulted in sharp drop for international business. It is getting more and more difficult for business competition, especially for OEM/ODM model. Although Taiwan E-reader manufacturers still have margin at this moment, but gradually they will face other competitors from China or Kera, on the other hand the threat from Tablet-reader is getting apparent, and the DRM still don’t have well organized by governments, more and more challenges close to E-reader manufacturers. In the case of A company, base on five force model & Resources basic model as it can be aware how A company running his E-reader business under Globalization. The industrial circumstances change rapidly, it is important for Tawian maker to think over how to apply their own resource and make the right business strategy. By reviewing this case of A company, here is some suggestions for Taiwan E-reader industry. 1. Bring up for globalization talents. 2. Global system reinforcement. 3. To have Strong and well finance management. 4. Enchance RD capabilities by using core technology. 5. Process techniques and quality stability. 6. Strengthen the business strategic alliance.

As follows:1.Consider the target market and consumer for Dragon Tours, the experts recommended agent TAUCK tourism-oriented, TAUCK own resources to measure characteristics of the tourism market in Taiwan has no competitors have similar point of view of tourism products, this is the most suitable travel product's Blue Ocean Strategy. 2.For service industry, the talent is one of the most important assets, however, the high turnover rate cause difficult position in Dragon Tours, via an informal discussion, tourism experts developed a series of standard operating procedures, so that new employees at work, have to comply with standards can reduce the pressure of work, and reduce turnover.

Taiwan initiated renewable energy development after 1998. However, because wind power has not yet achieved economic efficacy, government reward policies are required for wind power development. Because of the influence of various interest groups, the “Renewable Energy Development Act” was delayed for years. Therefore, we investigated governmental regulation of the renewable energy industry to analyze the rent-seeking activities and influence of wind power firms in the Legislative Yuan and the market. In April 2009, the German wind power firm InfraVest planned to withdraw capital because of the delayed Renewable Energy Development Act draft. The act was then passed in July 2009. According to the Renewable Energy Development Act, the Taiwan Power Company (Taipower) should purchase the power produced by renewable energy firms. However, InfraVest was not satisfied with the low rate of feed-in tariff established by the Bureau of Energy, Ministry of Economic Affairs and again proposed the withdrawal of capital. Therefore, we analyzed and compared the wind power generation costs of InfraVest and Taipower. The results showed that the initial capital costs and annual operating and maintenance costs of Taipower’s wind power generation were lower compared to those of InfraVest. The first reason Taipower had lower costs is that Taipower uses more than two power generation methods. Shared resources result in reduced power generation costs. The second reason is that Taipower has attempted to reduce power generation costs to influence the rate decisions of the Bureau of Energy. This establishes an entry barrier for other renewable energy firms. Therefore, potential competitors are excluded.

And provide recommendations to the relevant authorities, so Methadone Maintenance Treatment (MMT) more smoothly. Study on purposive sampling, North, Central, and southern alternative treatment schemes implementing body of currently serving in for interviews with methadone case managers for a filed object, a total of nine people. Results found: methadone in case managers of work content can is divided into clinical work and administrative job, clinical work for contact case, and with consultation, and to drug, and track case and the talks, administrative job for grants paragraph of applications, and health competent organ business contact, and homes within units business contact, and processing documents, and statistics data and assist research. The difficulties faced by the case manager of the methadone are the following: 1. The government policy is not clear because of the different source of funding, every year they need to revisit the plan, frequent amendment of the sources of the fund and project, it is therefore difficult to follow the staff norms which lead to lack of manpower. 2. The unclear responsibilities of case managers, due to frequent replacement of the hospital managers so the case manager duties in medical institution is unclear facing the inter-unit communication barrier. 3. The execution of work difficulties: In the execution of legal affairs of public authority by the police officer affects the nurse-patient relationship and established administrative operations of the complex. And verbal threat of drug addiction cases arises so personal safety is threatened. Various responses are taken: 1. Looking forward to learn on how to support expected to provide different courses to increase the professional competence by sharing and helping each other. 2. To enhance the ability of oneself: Use critical thinking to find the answer to the question, to seek other professional courses, to help solve the case problem. 3. The application and integration of resources: reading literature, use of network resources, to increase the knowledge to find answers and seek the experience and resources of the sister school and hospital care. 4. Passive in the face: to conform to the requirements of the managers to avoid the main conflict, inability to change, as well as with the implementation. Study recommends: 1. health authorities in the formulation of relevant policies (such as grant applications), you should first understand the actual operation and status, in order to facilitate implementation of medical institutions. 2. the professional body may provide relevant education and training and the identification of drug dependence.

Christensen’s Innovator's Dilemma thesis describes the paradoxical phenomenon that large companies become victims of their own success. Companies are successful and market leaders by virtue of having a large customer base and market share, but innovation takes root in small niche customer demographics. So, listening to their customers' needs causes companies to fail because they cannot implement the disruption associated with the next significant market innovation. However, Christensen published his theory at a time when companies were reliant on internal innovation. Since 2003, the phenomenon of open innovation described by Henry Chesbrough, has taken hold. The open innovation model is based on a company using its surrounding ecosystem, collaborating with partners such as start-ups, academic institutions or customers, in order to enable innovation. In recent years there has been a dramatic change in the relationship between corporations and start-ups. Where in the past incumbent corporations had the upper hand, today start-ups often dominate. A significant advantage of start-ups compared to incumbents is that the former can easily reach niche markets. To mitigate start-up advantages, corporations have begun to invest in intrapreneurial activities. This gives companies opportunities to become innovative while also meeting current customer needs. One company that have recognized the importance of intrapreneurial activities is Siemens. This thesis examines whether intrapreneurship and associated innovation strategies have solved the innovator's dilemma for Siemens and whether Siemens can protect itself from startup threats.<br>A tese Dilema do Inovador de Christensen descreve o fenómeno paradoxal de que as grandes empresas se tornam vítimas do seu próprio sucesso. As empresas são bem-sucedidas e líderes de mercado em virtude de terem uma grande base de clientes e quota de mercado, mas a inovação enraíza-se em pequenos nichos demográficos de clientes. Christensen publicou a sua teoria numa época em que as empresas dependiam da inovação interna. Desde 2003, o fenómeno da inovação aberta, descrito por Henry Chesbrough, tomou forma. O modelo de inovação aberta baseia-se numa empresa que utiliza o seu ecossistema circundante, colaborando com parceiros tais como start-ups, instituições académicas ou clientes, de modo a permitir a inovação. Nos últimos anos tem havido uma mudança dramática na relação entre as empresas e as start-ups. Onde no passado as empresas incumbentes tinham vantagem, hoje as start-ups frequentemente dominam. Uma vantagem significativa das start-ups em comparação com as incumbentes é que as primeiras podem facilmente alcançar nichos de mercado. Para mitigar as vantagens das novas empresas, as empresas começaram a investir em atividades intraempresariais. Although the case company has profit every year, the president foresees the possible crisis of the company&apos;s future operating development, and then, he started an organizational change project in order to defuse the crisis. But the factory manager resisted this action. How should President and top level managers do to solve this issue in order to carry out the organizational change project smoothly? There are two parts in this study including case context and teaching manual. From this case study, readers can realize the cognitive dissonance and organization inertia are main obstructive factors and learn the workaround solutions as the enterprises facing crisis and taking organizational change actions, so that enterprises can minimize the resistance of change. We combine the theories and practices and take use of case description to make the readers understand and resolve the problems as facing similar situations in the future.

Moreover, the efficiency and rationality of fiscal expenses is worth exploring as well. Due to the local government has hardly the sense of financial responsibilities and is unable to make good use of financial management tools, it has faced the fiscal embarrassment. This study reviews the previous papers related to the local government fiscal embarrassment and its fiscal solutions to solve the embarrassment under the framework of central government. Most of the papers focused on the main cities and counties’ fiscal issues and paid less attention on the township’s fiscal problems, therefore, there are lots of the important township fiscal issues remained to explore. We compare Hsinchu county government and its townships by using 92-102 annual budgets and fiscal accounts data and setup a preliminary outline for the township’s fiscal statement under the current fiscal system. We use the fiscal index analysis of Taiwan Province to evaluate Hsinchu county townships’ fiscal situations in order to understand their current fiscal performances such that the fiscal embarrassment can be solved.

Therefore, the transaction fee, especially from a range of wealth management services provided by the banks, has become one of the main sources of income for banking and financial sectors. This has led to the strong competition and stress among employees in the financial services industry. This study is to investigate the marketing challenges faced by financial advisors in U Bank. In-depth interviews with the financial advisors from the bank are used to study the issues of marketing strategies on selling financial products as well as the strategies used to improve the situation. The result, through the data analysis, has shown that the dilemma comes from the following facts: (1) The ambiguity in policies including that in the sales quota, rewarding and punishing regulations, and discounts for customers, little discrepancy of the products, and the high employee turnover rate (2) The attitudes of the supervisors and the competitions among the employees (3) Issues from the financial advisors: how familiar they are with their clients and how much they know about their financial products. Thus, the following strategies tend to be used by financial advisors to overcome the dilemma faced by financial advisors: purchasing the financial products themselves, adjusting their own attitudes, seeking help from the friends and families, improving professional skills, and building strong client relationships. The findings from this study suggest that if U Bank can put employees’ concerns into consideration, the bank itself, the employees, and the customers will all benefit from it. It is also expected that the results from this research can pave he way for further research.

It has established a successful business model for creating multi-brands within the conglomerate, and yet it has also encountered crises in its operation as a compound-structured business, whereby challenges have gradually surfaced. This study aims to analyze one of Wowprimes’ first self-owned brands, the Pinnada Japanese Fried Pork Chop Restaurant, and through discussion on its branding position and operation strategies, discover how Pinnada made it through the unique process other brands in the industry seldom face, and how it survived the many crises presented. Businesses nowadays face a rapidly changing and competitive environment, they are pushed to constantly create their own market niche and breakthrough point so as to revive their operations. Through cross examining of internal secondary information and important persons of interests’ statements, this study has observed and analyzed the brand operation and operation team in action, and hopes to reflect upon Wowprime’s long-term operation model through the Pinnada brand case discussion. It is hoped that by analyzing the process of its operation and its following resulting affects, the essence of the service industry brand operation may be discovered and further provided to the industry and academia as future reference so as to strengthen Taiwan’s food services industry and nurture its growth in international development.
