Abstract:
The goal of this study is to identify the benefits and drawbacks of introducing an accrual-based accounting system in Surakarta City Government in order to improve openness and accountability. A phenomenological research approach is used in this study. Both observation and interviewing are used to acquire data. Techniques for qualitative data analysis include data reduction, data display, and drawing inferences or performing verification. The study is being carried out by the Government of Surakart a Regency organization of the Surakarta City Government.The result shows that an accrual-based system is a system with records based on transactions that appear, not based on cash or cash that has been received or held. Users of financial statements or the public explain that the financial reports produced as a result of the adoption of the accrual-based accounting system are optimal. Utilizing a system of accrual-based accountingin Surakarta City is not 100% optimal. It is superior than a cash-based system to create an accrual-based accounting system. It is clear that by putting the accrual accounting system in place,the Surakarta City Government has become more real-time and the accrual-based implementation is a solution to increase and accountability. Users of financial statements really need transparency in financial reports. Utilizing a system of accrual-based accountingis a solution to increase transparency and accountability in producing financial reports.

Abstract:
In a company, the accounting system is very important, because it contains financial information that can be used to make a decision. Currently already developed online web-based accounting, where the accounting system can be used anytime and anywhere with an internet connection. An accountant is someone who has an important role in the success of financial processing company. Where, to facilitate the processing process, the accountant must be able to perform the company's cash mapping. By grouping into multiple accounts will facilitate the process of financial information delivery. The data of all transactions will be entered into accounts that have been made previously. And if the accounts that have been used in the year are not reused, then the accountant can delete the account, then add a list of new accounts. However, if the account is still reused, the accountant can also archive the account, so the data will not be deleted, but only archived or hidden. Thus, the menu chart of accounts in WBAOS 2.0 (Web Based Accounting Online System) can facilitate the recording of corporate cash mappings.

Abstract:
This study aims to find out the right Cash Management Accounting Information System for Rezeky sources and to produce a Cash Flow Information System, namely Web-Based Cash Receipts and Cash Disbursements. The theoretical framework is to analyze the Cash Management Accounting Information System by analyzing the information needed by management, related functions, a network of procedures, accounting documents and records used, flowcharts, and the current internal control system. The developed application program is the first step, which is carried out by designing relationships between tables, interfaces, and outputs. This study found that all daily cash records at Sumber Rezeky still use financial report books and notes. The author suggests using a web-based cash receipt and cash disbursement application to help Sumber Rezeky record customer data, record cash management transactions, and make it easier to find information on cash receipts and disbursement transactions.

A website-based information system is a technological tool that helps users manage data on a small and medium-to-large scale by providing precise and accurate information. PT. Haleyora Power is one of the companies engaged in the electricity supply industry, which currently processes petty cash funds still using written records in books and the Microsoft Excel application. The level of supervision of outgoing funds is relatively low, and the risk of losing report data or reporting data damage due to activity occurs every day and sometimes accidentally. To minimize this, petty cash management can be implemented in the form of a website-based application through a petty cash system that includes petty cash receipts, petty cash disbursement procedures, and petty cash reports. In this case, the waterfall method is very suitable for creating a petty cash system as needed. The petty cash system created can make the procedure for disbursing petty cash funds more structured and provide convenience in data processing so that the reporting process at PT becomes better. Abstract:
This paper reviews the implementation of the accrual accounting in the entities of the Estonian public sector. It gives a brief overview of the historical development of governmental accounting theories and examines the introduction of theory-based accounting policy. It explains main problems and risks to face in connection with the accounting system change process and offers solutions. This study attempts to answer the following research question: how to gain full benefit from accounting information in public sector entities. As to general scientific research methods, mainly comparative analysis and description were used. This study reveals as follows. Firstly, approach to accrual accounting leads to financial information that fulfils needs for true and fair accounting data for decision making purposes. Secondly, reform of public sector financial accounting can improve the quality and the quantity of services provided to the citizens. Thirdly, the Estonian accounting regulation has recently succeeded a remarkable evolution. Fourthly, considerable problems that need to be solved have arisen from the process of the transition to the accrual basis accounting. The given study does not touch upon the development of budgeting systems for public sector entities. Hopefully, this study will contribute to further optimization of accounting systems and management tools for public sector entities in Estonia. Therefore, it will contribute to economic growth and development of business environment. Studies carried out by independent researchers on the move to accrual based accounting in public sector entities are relatively scarce.

A change management from cash to accrual method of accounting is important because it enables more efficient and effective fiscal management where accrual accounting will facilitate the costing of resources, which is essential to the effectiveness of Outcome Based Budgeting in promoting the sustainability of fiscal policies (Becker, Defond, Jiambalvo and Subramanyam 1998). In cash basis accounting systems, expenses are not recorded on the financial statements until they have been paid. Due to unpaid bills cannot be shown on the books, it is extremely difficult to accumulate cash reserves to pay them because the current tax laws. Malaysian government has announced the need to change to International Public Sector Accounting Standards (IPSAS) accrual-based accounting by 2015. Thus, it is important for Accountants General Department Malaysia (AG) to change management from cash method to accrual method due to the information contained in reports prepared on an accrual basis is useful both for accountability and decision-making. Therefore, the objective of this study is to review the concepts, theories and previous research on the change management towards accrual based accounting from customers and employees perspectives.

When cash flow table data is analyzed in conjunction with other financial statement data; provides important information about the power of the business to meet its financial obligations, liquidity capacity and its change in net assets. The gains are produced on the accrual basis of accounting and are used as a summary measure of operating performance. Researching these sets of information with appropriate models allows future cash flows of businesses to be identified. So which of these two elements give more accurate results in predicting future cash flows? A communiqué issued by the Financial Accounting Standards Board (FASB) in 1978 states that accrual-based earnings better predict future cash flows. In this article, FASB’s inference has been tested in our country. In the period 2005-2017, analyses were carried out using OLS Regression on businesses traded in the BIST-XUTUM Index. The findings suggest that accrual-based earnings better predict future cash flows. In addition, the quality of cash flow forecast has decreased as the operating cycle time of businesses increases.

This study aims to analyze the application of the cash sales, cash receipts, payroll, purchase of raw materials, and inventory of trade goods accounting system at STEIGEN Company. The research employs a qualitative descriptive method with a case study approach, collecting data through observation, interviews, and documentation. The findings indicate that the implementation of the accounting system at STEIGEN Company is inadequate and not in line with generally accepted accounting principles. Based on the study's results, it is recommended that STEIGEN Company makes improvements to the accounting system to optimize operational processes. An in-depth analysis of the cash sales system, cash receipts, payroll, purchase of raw materials, and inventory of trade goods forms the basis for a better understanding of designing, implementing, and maintaining an effective and efficient accounting system in the dynamic business environment.

Teknik Analisis digunakan dengan tujuan untuk mengetahui bagaimana perlakuan wakaf tunai yang diterima pengurus Koperasi Masjid Sabilillah Kota Malang, wakaf tunai akan ditinjau berdasarkan PSAK 112 dengan melihat perlakuan akuntansi wakaf. Tahapan selanjutnya kemudian melakukan kontruksi laporan keuangan sesuai dengan standart akuntansi wakaf yang telah disahkan oleh Ikatan Akuntan Indonesia. Penelitian ini memberikan hasil bahwa perlakuan akuntansi sesuai PSAK 112 secara umum menunjukkan baik serta transparan dalam hal penyampain informasi penerimaan wakaf tunai. Koperasi Masjid Sabilillah telah membuat Laporan keuangan yakni laporan laba rugi, laporan arus kas serta Laporan posisi keuangan. Terdapat beberapa laporan yang belum dibuat jika merujuk ke PSAK 112 yakni laporan aktivitas wakaf, laporan perubahan aset wakaf dan catatan atas laporan keuangan.Kata Kunci: Wakaf, Laporan Keuangan, PSAK 112 ABSTRACTThe purpose of this research is to examine and create waqf financial accounts. This study is a sort of qualitative research that takes a descriptive method. This study was carried out at the Sabilillah Mosque Cooperative in Malang City. The analysis technique was carried out to determine the treatment of cash waqf received by the management of the Sabilillah Mosque Cooperative Malang City. The cash waqf was reviewed based on the waqf accounting treatment referred to in PSAK 112, and the financial statements were constructed in accordance with the waqf accounting standards approved by the Indonesian Institute of Accountants. In general, the findings revealed that accounting treatment to PSAK 112 was good and straightforward in transmitting information on cash waqf receipts. The financial statements that have been made by the Sabilillah Mosque Cooperative as the management of the cooperative are the income statement, cash flow statement and balance sheet. There are several reports that have not been made when referring to PSAK 112, namely reports are waqf activity reports, reports on changes in waqf assets and notes to financial statements.Keywords: Waqf, Financial Reports, PSAK 112

Accounting is a process that begins with recording, grouping, processing, presenting data, and recording transactions related to finance, so that the information can be used by someone who is an expert in the field and becomes a material for making a decision. The Village-Owned Enterprise Berdikari Abadi Sedatigede is one of the business units under the auspices of the village government and its business unit is the Waste Management Facility. However, its financial records still use conventional methods. This makes BUMDes managers less effective in recording their finances. The purpose of creating this web-based information system is to facilitate recording cash inflows, cash outflows, journals and financial reports. The research method used in developing this information system is the waterfall method. Cash flow statement is considered one of the key financial statements that the accounting standards, rules whether international or local have obliged companies to prepare at the end of the end of the period year, in addition to the other financial such as income statement and the statements financial position. The statements of cash flow is regarded as the most significant tool for financial analysis that helps users to make different types of economics decisions with a degree of rationality and reasonability, as well as predicting the future of company. The aim of this paper is to show the relationship between the statement of cash flows based on accrual and future forecasts of cash flow for companies by analyzing figures and ratios of this statement. To achieve the objectives of the paper, the researcher relied on reviewing 14 related studies that were published in different journals and by different authors for time periods (2016 - 2020). This study reached a number of results based on the aforesaid studies, the most important of which is that the accrual-based accounting rules relate to the future cash flow of companies, including accounts receivable, accounts payable, expenses, depreciation, etc. Moreover, based on these results, it is expected that future research will explore other financial factors that influence the company's future cash flow, for example, the company's financial risk.

The discussion in this article is about changes in government accounting, a significant change from government accounting in Indonesia is from cash-based accounting to cash-based accounting towards accruals (cash toward accruals), to full accruals. The writing method used is a literature study with a qualitative approach . The research method used is a literature study with a qualitative approach. Sources of data were obtained through searching articles related to accounting policies carried out by the government. The purpose of this study is to identify and analyze the challenges in reforming government accounting policies in Indonesia. The finding of the study that state that the government needs to prepare financial statements in accordance with Law No. 17 of 2003 which refers to Government Accounting Standards (SAP/standar akuntansi pemerintahan). As a derivative of this regulation, the government has issued Government Regulation Number 24 of 2005 which was updated with Government Regulation Number 71 of 2010 concerning Government Accounting Standards (SAP). Practical implications there are , the basis of government accounting records changed from a cash basis to a cash basis to an accrual basis and to a full accrual basis.

Abstract:
This study uses out-of-sample equity value estimates to determine whether earnings disaggregation, imposing linear information valuation model (LIM) structure and separate industry estimation of valuation model parameters aid in predicting contemporaneous equity values. We consider three levels of earnings disaggregation: aggregate earnings, cashflow and total accruals and cash flow and four major components of accruals. For pooled estimations, imposing the LIM structure results in significantly smaller prediction errors; for by-industry estimations, it does not. However, by-industry prediction errors are substantially smaller, suggesting that the by-industry estimations are better specified. Mean squared and absolute prediction errors are smallest when earnings are disaggregated into cash flow and major accrual components; median prediction errors are smallest when earnings are disaggregated into cash flow and total accruals. These findings suggest that (1) if concern is with errors in the tails of the equity value prediction error distribution, then earnings should be disaggregated into cash flow and the major accrual components; otherwise earnings should be disaggregated only into cash flow and total accruals; (2) imposing the LIM structure neither increases nor decreases prediction errors, which supports the efficacy of drawing inferences from valuation equations based on residual income models that do not impose the structure implied by the model; (3) valuation of abnormal earnings, accruals, accrual components, equity book value, and other information varies significantly across industries.

Abstract:
The adoption of international cash accounting standards by enterprises has become an important topic in the accounting and finance literature. This study assesses the impact of these standards on the financial statements of a sample of enterprises, including their net income, total working capital, and cash flows. The study finds that the adoption of international cash accounting standards leads to improvements in financial reporting quality, including increases in net income, total working capital, and cash flows from operating activities. The study also discusses the advantages and disadvantages of adopting these standards and provides recommendations for improving cash accounting in enterprises based on international standards. Overall, this study contributes to our understanding of the impact of international cash accounting standards on enterprises and provides valuable insights for practitioners, policymakers, and researchers.

This paper describes the fundamental concept of the reconciliation behind the indirect method of the statement of cash flows. A conceptual framework is presented to demonstrate how accrual- and cash-basis accounting methods relate to each other and to illustrate the concept of reconciling these two accounting methods. The conceptual framework recognizes additional categories of effects defined in the Accounting Standards Codification 230-10-45-28 and International Accounting Standards 7.18 (Statement of Financial Accounting Standards No. 95) in regard to the indirect method, which makes the concept of reconciliation between the accrual- and cash-basis more thorough and complete. The paper provides an approach to teaching the concept of the reconciliation of accrual- and cash-based accounting methods.

Petty cash management is an important element in a company's finances, especially for Enno Tour & Travel which has high daily transactions. Inaccurate recording of petty cash can result in cash leakage and affect the company's financial health. This research formulates problems related to challenges in managing petty cash manually and how a web-based accounting information system can overcome these problems. The purpose of this research is to design and implement an accounting information system that can improve the efficiency and accuracy of petty cash recording. The research method used is software engineering with a waterfall approach, which includes requirements analysis, system design, implementation, and testing. Data was collected through interviews and direct observation at Enno Tour & Travel. The results showed that the developed system can record petty cash transactions in real time, produce accurate financial reports, and increase transparency and accountability. Users reported increased efficiency and reduced recording errors. This study concludes that the designed web-based accounting information system improves efficiency and accuracy in petty cash management and positively contributes to the company's overall financial management.

Purpose – The main objective of this paper is to compare the ability of US-generally accepted accounting principles (GAAP) operating cash flows versus Iran-GAAP operating cash flows in predicting future cash flows. Design/methodology/approach – The sample comprises 240 firms (1,200 firm-years) during the period from 2004 to 2008 for which operating cash flows and other variables are available. Cross-sectional and panel data regression models are used in testing the hypotheses. Findings – This study finds that operating cash flows based on Iran-GAAP are no more effective in predicting future cash flows than those based on USA-GAAP, and the predictive ability of the model is improved by adding the earnings accrual components to the operating cash flows. Originality/value – The study suggests that the Iranian accounting standard setting committee recommends that the statement of cash flows be prepared based on the three-category model instead of the five-category model in an attempt to converge with the International Financial Reporting Standards. Consistent with Financial Accounting Standards Board and financial analyst recommendations, the results reveal that earnings are a better predictor than cash flows from operations.

This research method uses descriptive quantitative methods, with a non-probability sampling technique, with employees of PT Surya David Susanto as respondents. Data distribution of questionnaires with a sample of 31 respondents. The technique used is the Validity Test, Reliability Test, Classical Assumption Test, Multiple Linear Regression, Coefficient of Determination Test (R2), and Hypothesis Testing (T-Test and F Test). The results of this study are sales accounting information system variables do not affect internal control, cash receipts accounting information system variables affect internal control, and cash disbursements accounting information system variables do not affect internal control. Meanwhile, based on the results of the F test showing F count 12.545 > F table 2.95, it is evident that the variables Sales, Cash Receipts, and cash disbursements simultaneously affect internal control.

Organizational financial management is prone to fraud. The Accounting Information System needs to be implemented by the organization as monitoring. This study aims to determine the application of cash disbursement accounting information system and give recommendations to agencies from the problems. Qualitative case study approach used as a research method. Primary data was collected using observation, interviews, and documentation for five months at the research destination. The results show that accounting information system for cash disbursements at institutions is not strictly regulated. The low regulations make employees less responsible in reporting evidence of cash disbursements transactions. Based on these findings, this study contributes to giving insight for organizations about the importance of implementing system operational procedures as internal control.

International Reporting Standards (IFRS) has become the required framework for most of the world financial market economies as of January 1, 2011. This includes, in a non-comprehensive listing, the many European Union countries - Canada, Australia and New Zealand. In the United States, US Generally Accepted Accounting Principles (GAAP) is still required. However, plans are presently in place by the SEC to abandon US GAAP and to adhere to IFRS requirements by as early as for the period ending December 31, 2014. As such, it is important to introduce IFRS accounting rules in the college curriculum and make it a major component of accounting classes. This case study takes a US GAAP Prepared Cash Flow Statement and, based on the facts of the case, requires students to prepare an IFRS-based Cash Flow Statement. The need to understand both US GAAP and IFRS rules is required to adequately address this case study, which is most suitable for an Intermediary Accounting, Accounting Theory and a Financial Statement Analysis class, as well as an Investment Finance course, at the graduate level.

This study employs a Monte Carlo simulation to see whether accounting identity problems are present in the Fazzari, Hubbard, and Petersen model (1988). The Monte Carlo simulation generates 50,000 random cash flows, Tobin’s Q, and error term variables, which shape an investment variable that is dependent on them. Cash flows and investments are linked by a partial accounting identity, also known as an accounting semi-identity (ASI). An accounting identity is, for example, an equality between the left and right sides of a balance sheet. An ASI is not a complete one since one or more components of the accounting identity are missing. The estimated coefficients of an ASI do not represent reality, according to the OLS estimations. The regression tells us less about causality the closer the data are to the accounting identity. This is the first time that the biases of OLS estimations in an ASI-based model have been demonstrated.

The mosque is a non-profit organization whose accounting records have been regulated by the Interpretation of Financial Accounting Standards No. 35. The problem that has been occurring in society is a lack of knowledge regarding the importance of accountability and transparency in financial management and mosque financial records that have not complied with applicable accounting standards. The purpose of this study was to determine the application of accountability and transparency in financial management at the Great Miftahul Jannah Mosque in Blitar Regency and to analyze the financial reports at the Miftahul Jannah Grand Mosque in Blitar Regency, whether they are in accordance with ISAK 35. The method used is a qualitative case study. The results of this study indicate that accountability and transparency in the financial management of the Miftahul Jannah Grand Mosque as a whole have been implemented and are running well. The Miftahul Jannah Grand Mosque has not presented financial reports in accordance with ISAK 35, only presents financial reports in the form of cash in and cash out only in the General Cash Book and Financial Accountability Report.

This study aims to determine the effect of operating cash flow and accounting profit on the stock returns of LQ-45 companies listed on the Indonesia Stock Exchange for the period 2019-2021. The independent variable on research are operating cash flow and accounting profit, while dependent variable is the stock returns. This study includes a sample of 60 observations using purposive sampling method. Technical data analysis in this study using the SPSS 25 computer program. The result of this study showed that the variable operating cash flow and variable accounting profit has a positive significant effect on the stock returns. In addition, based on the coefficient of determination test, operating cash flow and accounting profit are able to explain their effect on the stock returns of 65,2%.

This research aims to analyze the influence of using a simplified cash revenue accounting information system on Pest Republik, a startup company. A qualitative descriptive approach is employed to acquire an in-depth understanding of how the implementation of a simplified cash revenue accounting information system can impact the operational and financial aspects of Pest Republik. Research data is gathered through extensive interviews conducted with the owners and managers of the pest control startup. Several challenges are encountered, including limited availability of skilled human resources to operate the system, adaptation to necessary changes in business processes, and the periodic need for system updates in accordance with the company's progress. The employment of a simplified cash revenue information system yields multiple positive effects for Pest Republik. The simplified system enhances operational efficiency, thereby facilitating management and decision-making processes in the course of business operations.

An accounting information system is a collection of various resources, both human and equipment, which are specially designed to assist processing to convert financial data and other data into information. This study aims to determine whether the accounting information system for cash receipts for package delivery revenue at PT.Suryagita Nusaraya is adequate. The analytical method used is descriptive qualitative method. Research data obtained from interviews, observation and documentation. The results showed that the functions, documents, accounting records, and cash receipts accounting information system procedures were still inadequate. The existing functions are based on theory, but in carrying out their functions there is no separation of duties. The documents used are incomplete because the company did not make a packing slip. Accounting records and cash receipt procedures have been implemented properly. The results also show that the main elements of internal control that support the cash receipt process have not been implemented properly.

This research aims to describe the importance of accounting information systems in controlling the petty cash disbursements of hotel companies. This research method uses a descriptive qualitative approach. The location of this research is Hotel X, a three-star hotel in Surabaya. Data collection methods in this research used interviews, observation, and documentation. The research data analysis technique consists of stages of data collection, data presentation, data reduction, verification, and conclusion. The accounting information system at Hotel X implements two systems for controlling petty cash disbursements based on the petty cash fund holder, namely petty cash disbursements by the front office petty cash fund holder and petty cash disbursements by the general cashier petty cash fund holder. The fluctuating fund-balance system provides a well-structured system for hotel companies to control petty cash disbursements. The implications of this research, regarding the fluctuating fund-balance system in controlling petty cash disbursements, can influence business actors in making it easier to record transactions more accurately and transparently. The limitations of this research lie in the location of the research conducted at a three-star hotel company, making it possible to have differences in systems that exist in other star hotel companies.

This study aims to analyze the implementation of accrual-based government accounting standards at BPKAD Labuhan Batu Regency and to analyze the suitability of the implementation of accrual-based government accounting standards in accordance with the Statement of Government Accounting Standards (PP No. 71 of 2010 and supported by PERMENDAGRI No. 64 of 2013). Methods of data collection using observation (observation), interviews, and documentation studies. The results on the regulatory and policy aspects show that Permendagri 64 of 2013 mandates local governments to provide regulatory and policy tools related to the implementation of accrual-based SAP, but still refers to PP 71 of 2010, while the use of Permendagri No. 64 of 2013 experienced problems related to adjusting cash-based accounting policies towards accruals to an accrual-based accounting system. The results on the budget aspect show that the obligation to implement accrual-based SAP requires BPKAD to adjust from a cash-based accounting system policy towards SIMDA 2.5 accruals to the SIMDA 2.7 accrual-based accounting system that is currently being implemented which is in accordance with PP No. 71 of 2010. The results of the information technology aspect show that the information technology used according to the BPKAD Secretary, namely the regional financial management application system uses SIMDA 2.7 which has been provided by the BPKP. This study analyzes the development of the government accounting system in Indonesia, focusing on the transition from the cash basis to the accrual basis, which began with the implementation of Government Regulation No. 24 of 2005 and was later replaced by Government Regulation No. 71 of 2010 on Government Accounting Standards (SAP). Through a literature review approach, this Study identifies the development trends and outcomes of applying the accrual basis for accounting in order to improve transparency and accountability in public financial transactions. As a case study, the Ministry of Social Affairs of the Republic of Indonesia (Kemensos) was selected to illustrate the implementation of SAP, including the preparation of the cash-based Budget Realization Report (LRA) as well as other accrual-based financial statements. The results show that accrual-based accounting is an important factor in improving transparency and accountability in government financial reporting.

The purpose of this research is to find out what methods are applied in the management of petty cash in Surya Mandiri Printing, to find out how to manage petty cash, and to know the accounting records of transactions related to petty cash at Surya Mandiri Printing. While the research methodology in this study is descriptive. Based on research it can be concluded that the method used for the management of petty cash in Surya Mandiri Printing is a method of non-fixed funds (fluctuation fund system), then for petty cash expenditures divided into two types, namely direct expenditure and expenditure in cash advance, recharging petty cash erratically, so charging is adjusted to petty cash balances. For petty cash accounting records are done by small cash holders who record to petty cash records then the accounting section will extend to excel and posted into petty cash ledger. ABSTRACT In this research, we often refer to Nakamoto's (2008) seminal paper, “Bitcoin: A Peer-to-Peer Electronic Cash System,” to consider his proposed abstracted characteristics and how auditors could look at companies' transactions interfacing to a private/semi-private blockchain with Nakamoto's general characteristics and address the related audit domain for such transactions. We then take these design requirements for auditors and, using design science research (DSR), we consider the transaction processing and contracting contexts that match those requirements in permissioned blockchains.The blockchains discussed in this paper would typically be business-to-business or business-to-consumer, private or semi-private, and residing in either a private, semi-private, or public cloud. Those blockchains will each have their own design and operational procedures, including validation procedures (the miners). We consider the audit issues of data reliability, data security, and transaction transparency in accounting transactions that lend themselves to a permissioned blockchain as well as other contextual issues.

The importance of having internal control procedures for cash receipts is very beneficial for the progress and interests of the company. In this case, the company made arrangements for the cash receipts accounting system, which included registration, filing of pilgrims, down payment and settlement, and making payment reports. In addition, there are features of the latest news and procedures for worship that can help worshipers access the latest information. So at this time, an accounting information system is needed in the process of cash receipts and registration of pilgrims at PT Nusantara Teguh Berkah. This system was designed using PHP and MySQL using the Waterfall Method. Because it is web-based, this system can be accessed anywhere and anytime using a laptop or smartphone. The results obtained from designing this system are to make it easier for the admin to manage cash receipts and congregation registration from manual to digital processes.

The need to use information systems in the digital world is absolutely necessary for a company. With an information system, it will be easier for companies to process data, store data and make decisions. One of the information system implementations that companies need is an accounting information system that regulates cash receipts and disbursements. However, currently there are still many companies that still store their transaction data traditionally using Microsoft Excel and are not yet computerized. Based on data obtained from interviews conducted with a company accountant, it is known that errors occurred when processing data which had an impact on financial reports, namely when inputting data into Microsoft Excel there was still data that was missed, resulting in incorrect financial reports. balance due to errors in recording transactions. By implementing a website-based cash accounting information system, it makes it easier for accountants to collect data in the cash book. This information system was created using the PHP programming language with Laravel as the framework and Extreme Programming as the development method. Extreme Programming was chosen because it requires good and regular communication with the client to adjust system needs. This information system consists of 3 iterations which have a processing time of 32 days. System testing was carried out using User Acceptance Testing with an average percentage obtained of 86.8%. These results can be indicated that the system is running properly and can be understood well by the client or user.

The work provides a theoretical justification of the theoretical and methodological approaches to the accounting and analytical display of highly liquid assets. Based on the materials of reliable accounting reports of a large chemical enterprise, the basic principles of accounting organization and accounting policy of JSC "DNIPROAZOT" were determined. The accounting form (automated) and accounting registers are characterized. The formation of accounts for accounting of assets made it possible to establish the movement of assets and their transformation from medium liquid assets to highly liquid assets. Thus, journals of economic transactions for December 2020 were created based on the materials of the accounting registers. The main stages of the accounting and analytical display of the movement of assets (medium liquid) at the enterprise have been established. In particular, the reflection of the formation in the accounting of finished chemical products is presented: the a priori stage of such formation is the write-off of production stocks in production, having previously recorded them as purchased from suppliers. The structural and logical scheme of the accounting process made it possible to objectively form and evaluate the transformation of assets from production costs to a certain condition in the form of finished products on account 261 and to follow the moment of formation of highly liquid assets. In the process of forming a journal of business operations for the sale of finished products, the principles of forming accounts receivable and turning it into a highly liquid asset in the form of cash flow are determined.
 In the work, a study of the assessment of dynamic changes in cash flows based on the financial statements of a chemical enterprise was carried out. Characterized receipts and expenditures of cash flows (highly liquid assets) for the period 2018-2020. The expediency of the analysis of dynamic and structural changes in cash flows has been proven. The dynamics and structure of spending cash flows were evaluated. Certain regularities have been established regarding the efficiency of cash flows at a large chemical enterprise. Thus, analytical conclusions were made regarding the liquidity and solvency of cash flows for various types of activities: operational, financial, and investment. A certain assumption regarding the methodology of cash flow analysis (highly liquid assets) is substantiated and the need for its improvement is proven.

PurposeThis paper aims to contribute to the debate over the desirability of introducing an accrual-based accounting system in the public sector by examining whether accrual-based accounting information is superior to cash-based information in the context of public sector entities.Design/methodology/approachThis paper applies a quantitative research method to assess the degree of smoothness and relevance of the accrual components of income recorded by 302 entities of the Italian National Health Service (INHS) over the period 2014–2020.FindingsThe analysis reveals that net income is smoother than cash flows as a summary measure of economic results and that accounting for accruals improves the predictability of future cash flows. However, the authors' novel disaggregation of accrual accounts reveals that those accounts that contribute the most to making income smoother than cash flows – noncurrent assets and liabilities – are also those that contribute the least to predicting future cash flows.Originality/valueThe disaggregation of accrual accounts allows to identify the sources of the informational benefits of accrual accounting, and to document the existence of an informational “trade-off” between smoothness and relevance in the context of public sector entities.

Implementation of Government Regulation Number 71 of 2010 concerning Government Accounting Standards brought changes in the presentation of government financial statements, which previously used cash-based accounting standards, to accrual-based accounting standards. Cash-based recognizes the recording of transactions and recognition occurs only when cash is out and cash in and does not record liabilities and assets at all. Accrual-based recording is believed to be able to produce financial reports that are more accurate and more reliable, comprehensive and relevant for decision making. In order to support the implementation of a good and competent accrual basis, supporting factors are needed such as human resources, organizational commitment, utilization of information and communication technology. The purpose of this study was to analyze the influence of human resources, organizational commitment, information and communication technology on the application of accrual-based accounting standards in the Lhokseumawe regency. The number of respondents in this study were 68 employees from the SKPK in Lhokseumawe regency, the research data was in the form of primary data with data analysis using multiple linear regression. The results showed that human resources, government commitment, information technology, and communication had an effect on the application of accrual-based accounting standards in Lhokseumawe regency. This is due both to the accrual accounting limitations and to the fact that this type of accounting allows the result management. In spite of some disadvantages, the accrual accounting is considered superior to cash accounting in measuring the performances and determining financial position as well as in the predicting of future cash flow. In order to limit the negative effects on the results of analysis and forecast based on financial statements, the analists should evaluate the enterprise accounting and if necessary adjust the financial statements so they reflect the economic reality.
