Abstract:
Tailings storage facilities (TSFs) and conventional water retaining dams are the largest manmade structures on Earth. Statistics show that TSFs are more likely to fail than water retaining dams.Recent catastrophic failures of TSFs have led to the loss of lives (Germano mine, Brazil), environmental damage (Mount Polley, Canada), contamination of drinking water (Baia Mare, Romania), and the destruction of property (Kingston Fossil Plant, USA). As the scale of mining increases, TSFs increase in height and volume, therefore increasing the consequence of failure. To help mitigate risk associated with large TSFs mining companies empanel expert groups to review operations of TSFs and conduct regular visual inspections. In the US the Mine Safety and Health Administration has regulatory responsibility for the safety of TSFs. As population centers expand nearer to existing and proposed TSFs, the public requires assurance of the integrity of these structures. A pro-active approach to public safety is more desirable than a post-mortem analysis after a major failure. We have examined both the regulatory practices, the industry practices, and public data on TSFs in Arizona. In this thesis paper we address inadequacies of the official government records on TSFs in the two largest publicly accessible databases of dams inthe US – the National Inventory of Dams (NID), and the National Performance of Dams Program (NPDP). Both databases contain numerous errors and omissions, including descriptions and geographic coordinates of TSFs that are inaccurate by many kilometers. Several large TSFs in Arizona are not included in either database.We address these shortcomings with a pilot project for Arizona that demonstrates recording accurate information in a database is neither expensive nor onerous, communicating best practices for operation can help alleviate community concerns, and continuous monitoring technology can resolve shortcomings with visual inspections.

Abstract:
Much work in knowledge organization (KO) is conceptual, which results in a theoretical framework that is itself largely conceptual. In some cases empirical methods have been employed as well for direct observation of phenomena. Direct observation provides a critical base point and a variety of empirical approaches have been used to good effect in KO. The phenomenon of instantiation has been examined to date almost entirely based on the analysis of data derived from empirical analysis. In the present paper we demonstrate the efficacy of the empirical model for category generation by taking one category of instantiationâ the performance workâ and submitting it to analytical scrutiny. Data from three analytical studies are reviewed and placed alongside evidence from datasets gathered for prior studies on instantiation. A performance work is realized in space and time, and thus exists spatiotemporally. The performance work might be derived from a precedent work, related to other works that are embedded, have adjunct documentation, and be accompanied by antecedent works. A naïve classification is derived empirically, a model follows rationally, and together with semiotic elements a partial typology is generated that represents the essential knowledge elements from which a KO schema for performance works might evolve.

Abstract:
This study explores the concept of "quality" in library cataloging and examines the perception of quality cataloging among catalogers who work in academic libraries. An examination of the concept of "quality cataloging" in library science literature revealed that even though there is some general agreement on how this concept is defined, the level of detail and focus of these definitions often vary. These various perceptions were dissected in order to develop a framework for evaluating quality cataloging definitions; this framework was used to evaluate study participants' definitions of quality cataloging. Studying cataloger perceptions of quality cataloging is important because it is catalogers (particularly original catalogers) who are largely responsible for what is included in bibliographic records. Survey participants (n = 296) provided their personal definition of quality cataloging as well as their opinions on their department's cataloging, their influence upon their department's policies and procedures, and the specific data that should be included in a quality bibliographic record. Interview participants (n = 20) provided insight on how their opinions of quality cataloging were formed and the influences that shaped these opinions.

This paper highlights the achievements in Chinese cataloging rules made in Taiwan libraries since 1980. It describes the construction, features and applications of the Chinese cataloging rules in Taiwan, and discusses future challenges that Chinese cataloging faces and possible development strategies.

Abstract:
The emergence of new media types, many seemingly without counterparts in the non-digital world, challenges the readiness of existing knowledge organization schemes to accommodate them. A knowledge organization scheme based on a faceted analysis of existing classes of bibliographic materials is likely to accommodate new developments better than one based on a list of unanalyzed material types. The faceted analysis undertaken here, in which seven facets are recognized (content, generation of content, recording of content, publication/distribution, physical characteristics, perception/use, and relationships) shows the inadequacy of the traditional view of the bibliographic community of a fundamental distinction between content and carrier; interaction between content and carrier is common and enters into the characterization of material types. The facet analysis is validated by applying it to two new material types, wikis and blogs.

In the past, there were perceived delineations between the cyber world and the physical world. We are becoming increasingly aware of the overlap between these two worlds, and the overlap itself is increasing. The overlap between these two worlds is known as cyber-physical systems. There have been several incidents involving cyber-physical systems and the number of these incidents is increasing dramatically. In the past there has been no effort to identify methods for describing these incidents in the unique context of cyber-physical systems. This research provides a taxonomy for classifying these incidents that focuses on cross domain, impact oriented analysis. A repository for information about these incidents has also been created as part of this research.

Abstract:
This study was an analysis of the quality of Machine Readable Cataloging (MARC) Records of children's picture books and easy readers in terms of accuracy and completeness of information. It was a case study which was based on the books in the Educational Media Collection (EMC) at the University of Wisconsin Oshkosh. The purpose was to determine to what extent there were elements of the MARC record as provided in The Guidelines for Standardized Cataloging of Children's Materials, referred to as The Guidelines, which were missing and/or incorrect in records retrieved from the OCLC utility. The catalogers at the Library of Congress are required to use these guidelines when cataloging children's materials. There were 3,098 records used in this study; 2,363 records were submitted to the OCLC database by the catalogers at the Library of Congress and 735 were submitted by the catalogers at OCLC Participating Libraries. Six guidelines were relevant to picture books and easy readers: placing the "j" code in the Target Audience Field, entering the elements of the record following the Anglo-American Cataloging Rules 2nd ed. 1988 Revision (AACR2R88) Level 2 description, including summary notes, providing the International Standard Book Number (ISBN), providing added entries for joint authors and illustrators and identifying the illustrators, and providing subject headings without juvenile form subdivisions. There were 9,849 errors which appeared on 3,098 records. This was an average of2.5 errors per record cataloged at the Library of Congress and 5.5 errors per record cataloged at the OCLC Participating Libraries. Once the errors were determined, analyzed, and noted, the author developed a policy/procedures manual for applying The Guidelines to the cataloging records for children's picture books and easy readers. The previously established policies of the EMC in regard to the handling of books in the Juvenile Collection were included. This manual, although designed using the EMC at the University of Wisconsin Oshkosh, could be of practical use to any cataloger of children's picture books and easy readers.

For well over a century, the catalog has served libraries and their users as a guide and index to publications collected by an institution. The attributes of the catalog that have made it a valuable resource are desirable traits in any information management tool.The Library catalog user has traditionally assumed that items listed in the catalog were carefully chosen to support an institutional mission and that they were available for her inspection. Internet portals, gateways to the Web, like the catalog, offer access to a wide range of resources, but differ from the catalog in a number of ways, perhaps most significantly in that they facilitate searching and retrieval from a vast, often uncoordinated array of sites, rather than the carefully delimited sphere of the library's collections. Web information has proven much more volatile, ephemeral, and heterogeneous. Can we re-interpret the catalog so that it can serve effectively as a portal to the Internet? Is the catalog the appropriate model for discovery and retrieval of highly dynamic, rapidly multiplying, networked documents? Until relatively recently, the catalog has been the dominant index to published literature for library users. Web portals are rapidly usurping this primacy. Libraries today are struggling as they strain to incorporate a variety of resources in diverse formats in their catalogs and to maintain centrality and relevancy in the digital world. This paper will examine the features of the catalog and their portability to the Web, and will make recommendations about the Library catalog's role in providing access to Internet resources.

In this article, problems users are having searching for known works in current online public access catalogs (OPACs) are summarized. A better understanding of AACR2R/MARC 21 authority, bibliographic, and holdings records would allow us to implement the approaches outlined in the IFLA Functional Requirements for Bibliographic Records to enhance, or â FRBRize,â our current OPACs using existing records. The presence of work and expression identifiers in bibliographic and authority records is analyzed. Recommendations are made concerning better indexing and display of works and expressions/manifestations. Questions are raised about the appropriateness for the creation of true catalogs of clientserver technology that deliver records over the Internet.

This mixed-method study explored cataloger’s judgment through the presence of text as entered by catalogers for the 11 electronic resource items during the National Libraries test for Resource Description and Access (RDA). Although the literature discusses cataloger’s judgment and suggests that cataloging practice based on new cataloging code RDA will more heavily rely on cataloger’s judgment, the topic of cataloger’s judgment in RDA cataloging was not formally studied. The purpose of this study was to study the differences and similarities in the MARC records created as a part of the RDA National Test and to determine if the theory of bounded rationality could explain cataloger’s judgment based on the constructs of cognitive and temporal limits. This goal was addressed through a content analysis of the MARC records and various statistical tests (Pearson’s Chi-square, Fisher’s Exact, and Cramer’s V). Analysis of 217 MARC records was performed on seven elements of the bibliographic record. This study found that there were both similarities and differences among the various groups of participants, and there are indications that both support and refute the assertion that catalogers make decisions based on the constructs of time and cognitive ability. Future research is needed to be able to determine if bounded rationality is able to explain cataloger’s judgment; however, there are indicators that both support and refute this assertion. The findings from this research have implications for the cataloging community through the provision of training opportunities for catalogers, evaluating workflows, ensuring the proper indexing of bibliographic records for discovery, and recommended edits to RDA.

Seasonal Affective Disorder or "Winter blues" is a problem that affects many individuals around the world. The afflicted typically have to arrange to see health care specialist who may require them to recall details which pertain to the symptoms encountered  in SAD. SADHealth represents  a solution which allows anyone to electronically record data that would be used in SAD diagnosis and avoid the problem of recalling details long past. Users simply download and install the application for Android smartphones through the Google Play store and the system will automatically collect the light, location, accelerometer  and weather data through the use of the built in hardware sensors on the phone while a questionnaire relies on electronic input of mood, sleep, energy and sociability data. SADHealth is the first unique application available which offers a simple to use user interface and informational graphs that enables the public with no idea of the medical terminology to understand, interpret  and use the collected data to their benefit by monitoring their behavior change and well being across seasons. The result is a system which is power efficient, stable, works on various android devices, fully integrated and connected into android's system applications and allows for exportation  of SAD related data as well as possibly improving both physical and mental health. SADHealth has proven to be able to expose the trends such as positive relationship between the light values recorded  outside and the reported  mood and energy. As well as confirming general intuitions about the relationships between sleep, energy and sociability. In addition to furthering SAD related research the system can also provide insight into user behavior and test new data collection features provided by Google engineers. Test users were found to provide more data samples during months with low light conditions and Google activity recognition system does not yet seem to be trustworthy  enough to be used in studies which choose to use activity recognition as a main driving component.

Evolutionarily conserved genomic regions (ecores) are understudied, and yet comprise a very large percentage of the Human Genome. Highly conserved human-mouse non-coding ecores, for example, are more abundant within the Human Genome than those regions, which are currently estimated to encode for proteins. Subsets of these ecores also exhibit conservation that extends across several species. These genomic regions have managed to survive millions of years of evolution despite the fact that they do not appear to directly encode for proteins. The survival of these regions compels us to investigate their potential function. Development of a computational framework for the classification and clustering of these regions may be the first step in understanding their function. The need for a standardized framework is underscored by the explosive growth in the number of publicly available, fully sequenced genomes, and the diverse set of methodologies used to generate cross-species alignments. This project describes the design and implementation of a system for the identification, classification and cataloguing of ecores across multiple species. A key feature of this system is its ability to quickly incorporate new genomes and assemblies as they become available. Additionally, this system provides investigators with a feature rich user interface, which facilitates the retrieval of ecores based on a wide range of parameters. The system returns a dynamically annotated list of evolutionarily conserved regions, which is used as input to several classification schemes, aimed at identifying families of ecores that share similar features, including depth of evolutionary conservation, position relative to known genes, sequence similarity,
(cont.) and content of transcription factor binding sites. Families of ecores have already been retrieved by the system and clustered using this feature space, and are currently awaiting biological validation.

The Program for Cooperative Cataloging (PCC), created in 1992 under the auspices of the Library of Congress (LC), provides bibliographic and authority records intended to meet the cataloging needs of all libraries. The number of institutions participating in the BIBCO or Bibliographic Cooperative component of the PCC remains limited to 46 institutions. The PCC introduced a bibliographic record standard, the core level record, which emphasized a dependable description with full authority control, while providing timely access. Time savings and efficiency have been results observed for PCC libraries creating core level records. The PCC libraries are thus able to devote more resources to cataloging difficult foreign language or esoteric material often needed by library users but previously unavailable and unknown because it was in the cataloging arrearage or backlog. However, no studies examined whether non-PCC libraries accepted PCC records as readily as they accepted LC cataloging records in the OCLC Online Computer Library Center (OCLC) database. This study analyzed the acceptability of PCC records by examining how 72 various academic, public, and special libraries edited them during a two-month study period. Findings pointed to the participants' inability to identify PCC records correctly. There was also some indication that editing of notes and non-access point fields in bibliographic records continue to be a priority for some institutions. The most frequent significant change to the PCC records was the addition of Dewey decimal classification (DDC) numbers by public library participants and the addition of LC classification numbers for academic and special library participants. This modification was observed as the main difference between LC and PCC records. Overall, 65.3% of PCC records were used with no editing changes and 97.4% of MARC fields examined were not edited. Results revealed a correlation between the absence of a needed classification number and personnel level handling copy cataloging. An analysis of editing changes in full versus core PCC records was presented. Recommendations for library administrators, cataloging managers, OCLC, and the PCC Policy Operations Committee concerning authority verification, classification number verification, PCC record identification and cataloging record source field, and monitoring copy cataloging work to promote efficiency were provided.

Abstract:
Faithful aggregated accounts of the advancement of science are invaluable for those setting scientific policy as well as scholars of the history of science. As science develops the scholarly communityiÌ s determination of the accepted knowledge undergoes shifts. Within medicine these shifts include our understanding of what can cause disease and what defines specific disease entities. Shifts in accepted medical knowledge are captured in the medical literature. The Index Catalogue of the Library of the Surgeon GeneraliÌ s Office, United States Army, published from 1880 -1961, is an extremely large index to medical literature. The newly digitized form of this index, referred to as the IndexCat, allows us a way to generate faithful accounts of the development of medical science during the late nineteenth- and early twentieth-centuries. My data looks at shifts within the IndexCat surrounding three disease entities: syphilis, Huntington's chorea, and beriberi, and their interactions with two disease causation theories: germ and hereditary, from 1880-1930. Temporal changes in the prominent subject heading words and title words within the literature of these diseases and disease theories corroborate qualitative accounts of this same literature, which reports the complex and sometimes oblique process of knowledge accretion. Although preliminary, my results indicate that the IndexCat is a valuable tool for studying the development of medical knowledge.

Information presented in site investigation reports has a strong influence in design, project costs and safety. For this reason, both the quality and the reliability of site investigation reports are important. However in our country, geotechnical engineering is relegated to second place and site investigation studies, especially parcel-basis ground investigation works

In this study, site investigation reports, that are required for the license of design projects, are examined and the missing/incorrect site investigations, laboratory tests, geotechnical evaluations and geotechnical suggestions that occur in the reports are catalogued. Abstract:
This paper begins by discussing the various meanings of metadata both on and off the Web, and the various uses to which metadata has been put. The body of the paper focuses on the Web and the roles that metadata has in that environment. More specifically, the primary concern here is for metadata used in resource discovery, broadly considered. Metadata for resource discovery is on an evolutionary path with bibliographic description as an immediate predecessor. Its chief exemplar is the Dublin Core and its origins, nature and current status will be briefly discussed. From this starting point, the paper then considers the uses of such metadata in the Web context, both currently and those that are planned for. The critical issues that need addressing are its weaknesses for achieving its purposes and alternatives. Finally, the role of libraries in creating systems for resource discovery is considered, from the perspective of the gains made to date with the Dublin Core, the difficulties of merging this effort with traditional bibliographic description (aka MARC and AACRII), and what can be done about the gap between the two. --------------------------------------------------------------------------------

Authority control provided by Digital Commons is basic. Other than author names, Digital Commons does not provide much in the way of authority control for other fields, such as faculty advisor/mentor names or department names. Standardizing name fields has several benefits, not least of which is the increased precision of reports that institutions can create to highlight the impact of faculty mentorship activities as well as the scholarship output of departmental entities on campus. Institutions that want to ensure the consistency of names across submissions to their Digital Commons repository, especially for self-submitted submissions, must develop their own methods for maintaining authority control. The presenter, a librarian wearing many hats in her position at Eastern Kentucky University Libraries, will talk about strategies she has developed for streamlining authority control work in EKU Libraries’ Digital Commons repository, Encompass Digital Archive.

Abstract:
The purpose of this study is to investigate if three scientific articles concerning the cataloguing of alba amicorum written in the 1980’s and early 1990’s had any influence on the cataloguing of alba amicorum. Another purpose is to investigate the similarities and differences between the catalogues from the late 1980’s and onward. The focus lies on the categories used when cataloguing the alba. Alba amicorum are catalogued on two levels: on a general level, i.e. the album as a whole is catalogued and in addition all the inscriptions in the album are cata-logued separately, the so-called leaf cataloguing. The study uses a comparative method. First the three scientific articles are compared with each other, then nine catalogues of alba amicorum from 1988 and onward, five printed and four online ones, are investigated regarding which categories are used respectively not used in the different catalogues. Then the categories pro-posed in the scientific articles are compared with the ones used in the catalogues. One result of the study is that the differences in the cataloguing on the general level between the printed catalogues are small but that the variation is larger amongst the online ones. The same patterns cannot be seen regarding the leaf cataloguing; here the variation between the catalogues is generally somewhat larger but the most central categories can be found in all catalogues. Another result is that some of the categories in the cata-logues reflect the printed or online form of the catalogue. The study shows that it is hard to define exactly which influence the scientific articles had on the catalogues but that it probably hasn’t been that large. Many of the categories occurring in the catalogues have been used when cataloguing alba amicorum since the early 1900’s. Maybe one could say that the alba themselves are con-stituted in such a way that it is more or less natural which categories should be used when cataloguing them. This is a two years master’s thesis in Archive, Library and Museum studies.

The purpose of the thesis was to discuss the theoretic aspect of collection cataloging, to clarify its position and importance in museology and museum practices, and exploring its expression in history of Chinese object study.The thesis introduced six models for object study and obtained the contents and the principles about collections cataloging.As the objects of investigation,the National Palace Museum, National Museum of History, and Kaohsiung Museum of Fine Arts were discussed in their cataloging achievements and items of cataloging sheets.Aiming at the universal problems of cataloging, the thesis offer some suggestions to domestic museums. Through literature survey, experience survey and comparative method,the results of this thesis indicated that: 1. Cataloging should be completed by curator who has collection knowledge,and classification and identification are its previous procedures. In this thesis the items of cataloging information are arranged systematically for amending those disorderly and formalistically relating in general literatures. The informatiom divided five main items: basic item, identification item, descriptive item, records item, and collection archives. And the description are explained that ought to consist of subject, figure characteristics, style, evaluation, significance, restoring conditions, brief condition report, comparison with similar objects, sites information, relational historical context etc. 2. According to the above-mentioned systematic cataloging information items,this thesis developed a examining frame, and analysed the cataloging texts of ancient artifacts catalogues including " Kao Gu Tu" and "XuanHe Bogu Tu" of Song dynasty, "Guyu Tu" of Yuan dynasty, "Xuande Dingyi Pu" of Ming dynasty, "Xi Qing Gu Jian" of Qing dynasty,to indicate that high achievements of cataloging have been exist in Chinese traditional museum contexts from Song dynasty. The thesis also analyzed descriptive texts of collection catalogues and items of cataloging sheets of aforesaid three museums. 3. Author bodily catalogued a stele with three buddhas(northern Wei to eastern Wei dynasty) in Tainan National College of the Arts. It is convinced that collection cataloging must be paid plentiful times and energies, so author calls on that museums should emphasize the function of research, and the connection of cataloging and research. 4. By looking into six models of object study of nowadays in Euramerican museology field, through its kinds of information and methods of gathering, the thesis brought a more integrated way to think deeply about establishment of cataloging information.

The impact of library automation and network nowadays me to do research into the cataloging education in Taiwan about present status, its problems, and its ideal development, also, cataloging educator''s and cataloger''s opinions about the education in Taiwan and how to adapt the present situation of the cataloging education in Taiwan. By mailing the questionnaires to all the cataloging educators in the library schools and some of catalogers in the automated libraries is my survey method. After studying the documents of cataloging education, it about the issues of my thesis. The results of my study are : "Classification and Cataloging 1", "Classification and Cataloging , "Library of Congress Classification" and "Library of Congress Subject Heading" are four courses taught in school in Taiwan now. Visited cataloging educators and catalogers both agree on "The cataloging education in library education has its important and "School cataloging education plus library cataloging training is the best cataloging education." Visited catalogers think we to enhance the teaching of the library automation in Taiwan. The skills of cataloging which they have are matched with their need, also, the skills can be trained from the schools. Finally, I sum up the visited educators'' opinions of how to adapt the impact of library automation and network, and cite documents to plan the ideal development of the cataloging education in Taiwan.

The teaching of authority control in schools of library and information science is alive and well, even though it is not perceived this way by some former students. Many professors are fervently attempting to imbue the next generation of librarians with an understanding of the necessity for authority control. Unfortunately, they have to fight the nonunderstanding of colleagues, the lack of course time to be as thorough as desired, and the perception that information technology is uppermost in importance among courses to be taught. However, because the chaotic environment of the Web has brought attention to the need for authority control (e.g., the "semantic web"), we have a new opportunity to teach these concepts to a new generation of information professionals.

This 19 slide presentation at ASIS&T Annual Meeting 2003, Long Beach, California discusses how scientific models may be considered as "works" for information retrieval purposes. Bibliographic relationships are used to determine the physical components (the ideational content as instantiations) and faceted conceptual relationships to identify the semantic content of scientific models. Water Quality models with progenitors such as Street and Phelps are briefly discussed. Future research directions include examining the boundaries of models and investigating displays for scientific model learning and use.
