Abstract:
Purpose – The purpose of this paper is to present the software architecture of the university’s union catalogue in Novi Sad, Serbia. The university’s union catalogue would comprise the collections of 14 academic libraries. Design/methodology/approach – The basis of this paper is a case study of developing a software solution for the union catalogue of the University of Novi Sad in Serbia. The solution principles of object-oriented modelling are applied to describe the software architecture. Specifically, the unified modeling language (UML) component and sequence diagrams are used. The database model is described by using a physical data model. Findings – Through the research of related papers and, taking into consideration the problem of creating a university union catalogue, it is concluded that the best approach is to combine the idea of a virtual and a physical union catalogue. Records are stored in one physical union catalogue, while the holdings data are stored in the local library management systems (LMSs) organized in the form of virtual union catalogues. Because academic libraries often use LMSs from different vendors, interoperable communication between those LMSs and the union catalogue is provided through the usage of standard library protocols for information retrieval (Search and Retrieve URL [SRU], SRU Record Update and NISO Circulation Interchange Protocol [NCIP]). Research limitations/implications – The development of a union catalogue for the University of Novi Sad is in its test phase, and, at this moment, only a software solution supporting the functionalities of a union catalogue has been created. Practical implications – By introducing a university union catalogue, students would be able to search the collections of all the university libraries by using a single portal. Their results would indicate whether a book is available and from which library it is available to borrow. Originality/value – Originality of this software architecture lies in the usage of standard library protocols. The described architecture enables the addition of new members to the university union catalogue, regardless of which LMS the library uses.

Abstract:
The paper discusses the possibilities for using legislative materials in the process of establishing a catalogue of legal principles and determining their content. The starting point for the analysis was the conviction that the catalogue of legal principles and their content are established through discourse. One element of this discourse is the legislator’s voice in the form of „traces” left in various places. The interpreter may refer to both the legislator’s expressions in texts of normative acts and to expressions presented in legislative materials. Until recently, given their insufficient availability, legislative materials were seldom used in the discourse on legal principles. Through an analysis of legislative materials developed for the 2016 amendment of the Code of Criminal Proceedings, the authors show that these materials can be a source of valuable information on the legislative intent. The paper concludes with the following observation: the currently available access opportunities offered by information technologies mean that expanding the context that shapes the catalogue and content of the various principles through the use of legislative materials appears necessary.

IAINBAXTER&raisonnE is an experimental catalogue raisonné of the conceptual artist IAIN BAXTER &, former President of the ‘critical company’ N.E. Thing Co. Ltd. (NETCO). NETCO creatively re-purposed the media ecology of Marshall McLuhan to challenge Conceptual art’s utilitarian ‘aesthetic of administration’ as well as the categorical assumptions informing library and information science that it mimicked. This article describes the main features of the prototype and argues in favour of an approach to developing catalogues raisonnés with artist-centred designs, for which the principles of linked data may be unduly restrictive or even incompatible.

Constructing catalogue of temporal situationsThe paper is aiming to create a common basis for description, comparing, and analysis natural languages. As a subject of comparison we have chosen temporal structures of some languages. For such a choice there exists a perfect tool, describing basic temporal phenomena, namely an ordering of states and events in time, certainty and uncertainty, independency of histories of separate objects, necessity and possibility. This tool is supported by the Petri nets formalism, which seems to be well suited for expressing the above mentioned phenomena. Petri nets are built form three primitive notions: of states, of events that begin or end the states, and so-called flow relation indicating succession of states and events. This simple constituents give rise to many possibilities of representing temporal phenomena; it turns out that such representations are sufficient for many (clearly, not necessarily all) temporal situations appearing in natural languages.In description formalisms used till now there is no possibility of expressing such reality phenomena as temporal dependencies in compound statement, or combination of temporality and modality. Moreover, using these formalisms one cannot distinguish between two different sources of uncertainty of the speaker while describing the reality: one, due to the lack of knowledge of the speaker what is going on in outside world, the second, due to objective impossibility of foreseen ways in which some conflict situations will be (or already have been) resolved. Petri net formalism seems to be perfectly suited for such differentiations.There are two main description principles that encompassed this paper. First, that assigns meaning to names of grammatical structures in different languages may lead to misunderstanding. Two grammatical structures with apparently close names may describe different reality. Additionally, some grammatical terms used in one language may be absent and not understandable in the other. It leads to assign meanings to situations, rather than to linguistic forms used for their expression. The second principle is limit the discussed issues to such a piece of reality that can be possible for precise description. The third is to avoid introducing such information to the described reality that is not explicitly mentioned by linguistic means. The authors try to following these principles in the present paper.The paper is organized as follows. First, some samples of situations related to present tense are given together with examples of their expressions in four languages: English, (as a reference language) and three Slavic languages, representing South slavonic languages (Bulgarian), West slavonic languages (Polish), and East slavonic languages (Russian). Within the same framework the next parts of the paper are constructed, supplying samples of using Past tenses and, finally, future tenses and modalities.The formal tools for description purposes are introduced stepwise, according to needs caused be the described reality. There are mainly Petri nets, equipped additionally with inscriptions or labeling in order to keep proper assignations of description units to described objects.

Rings with Hirth couplings are primarily used for the accurate positioning of axial-symmetric components in the machine tool industry and, generally, in mechanical components. It is also possible to use Hirth rings as connection tools. Specific industries with special milling and grinding machines are able to manufacture both tailor made and standard Hirth rings available on stock. Unfortunately, no international standard (for instance ISO, DIN or AGMA) is available for the production and the design of such components. In the best-case scenario, it is possible to find simplified design formulae in the catalogue of the suppliers. The aim of this work is to provide some accurate formulae and computational methods for design to provide better awareness on the limitations and the potential of this type of connection. The work consists of five parts: (i) a review of the base calculation derived mainly from the catalogues of manufacturers; (ii) an improved calculation based on a new analytical method including the friction phenomenon; (iii) an experimentation run for validating the method; (iv) a case study applied to a machine tool; and, (v) a closed form formulation to determine an upper threshold for friction, thus ensuring the Hirth coupling regular performance.

The author of “The Catalog of Zodiac signs and stars” published in De Revolutionibus, was Ptolemy. Copernicus used this catalog and all available observations of the Sun, Moon and planets, for improvement of the theory and tables of their motions. E. P. Fedorov wants to support with the authoritative opinion of Copernicus the idea of replacing the main optic reference frame to radio system JCRF. Having mastered the experience of previous generations Copernicus knew that the principles of establishing coordinate systems do not change along with opinions on the structure of the universe. Had the places of stars in catalogs not been dependent on the location of the Sun, Copernicus would have had no opportunity to prepare the time and coordinate systems required for solution of his problem. In his manuscript he preserved the idea the principles of compiling star catalogs, which were not included in the published edition along with excerpts from the originally conceived chapters. The words irrefutably prove that the idea of establishing the main reference system from VLBJ observations without the place of vernal equinox could not be supported by reference to Copernicus`s opinion.

From "word-images' to "chapter-shots": The imaginist montage of Anatolij Mariengof. The article discusses the three dominant imaginist principles of Anatolij Mariengofs (1897-1962) poetic technique, as they are translated into prose in his first fictional novel Cynics (1928). These principles include the "catalogue of images", a genre introduced by Vadim Shershenevich, i.e. poetry formed of nouns, which Mariengof makes use of in his longer imaginist poems. Another dominant imaginist principle, to which Mariengof referred in his theoretic articles and poetic texts, is similar to the creating of shocking images typical of Russian futurism. Mariengofs application is the juxtaposition of "pure" (chistyj) and "impure" (nechistyj), either a conflict between the vehicle and the object within a metaphor or a conflict between metaphors. This is an essential poetic feature in both Mariengofs poetry and prose. The third, maybe the most Mariengofian imaginist principle, relevant to the study of Cynics, is the poetics of transition (poetika sdviga), i.e. a certain fragmented structure of the text, which is related to Mariengors use of heteroaccentual rhyme. All these principles can be treated as fundamental elements in Mariengofs use of montage technique in his fictional prose.

In many parts of the world, high-level engineering solutions are inappropriate for rural areas where expertise, skills, and equipment are unavailable. Often these areas suffer from difficult terrain that also makes accessibility a problem. At the 1999 International Conference on Low-Volume Roads, a design catalogue was presented for a flexible portland cement concrete pavement using geocells, which was suitable for labor-intensive construction. However, the catalogue required layer works, which meant that construction equipment, although minimal, was required. This was seen as a major constraint, particularly when communities become involved in the construction of these local access roads. In addition, in difficult terrain the handling of drainage becomes a major engineering undertaking for which expertise may not be locally available. The aim of this study was to develop a structural design catalogue that caters for the range of traffic and material conditions typically encountered in these remote rural areas. Additionally, standard solutions were developed for dealing with steep gradients and surface drainage that are coupled to the structural design. The fundamental engineering principles were used to derive the structural design catalogue and in the management of surface drainage. Case studies were conducted in the successful application of the design catalogue to demonstrate the approach and design procedures. This approach has made a significant contribution in improving the quality of life of rural communities, particularly in remote and often poor regions of South Africa.

The article analyses the characteristics of retrospective scientific catalogue compiled by bibliographers from Department of Press Studies of Vernadsky National Library. The catalogue comprises an information about periodicals from the Department of Formation and Using of Newspaper Collections as well as other divisions of Vernadsky National Library. The author emphasizes an importance of scientific idea realized by compilers which consisted in studying the unique library collections of periodicals of 19th — early 20th century as well as in creation of scientific and information product valuable to all who need information about newspapers, their availability in Vernadsky National Library and those who seeks for data on the pages of newspapers published in 1816—1916. The main principles of compiling the catalogue were clarified, the way of presenting the bibliographic information, especially main data about the described newspapers like the place of publication, publishing period, names of editors and publishers etc. Author stated that reviewed catalogue allowed to see the picture of media landscape typical for Ukrainian lands in 19th — early 20th centuries, consisted with several components such as language, ideological and political commitment etc.). It was outlined that the reviewed publication is a good information guide to the newspaper collections of Vernadsky National Library which were dispersed in result of specific policy applied to establishing the institution’s divisions since the first decades of Library’s functioning. The importance of bibliography titled «The newspapers of Ukraine, 1816—1916 in collections of Vernadsky National Library» as a powerful source of different aspects study on Ukrainian press of the past was stressed. The article considers the personal contribution of the outstanding historian of the Russian middle ages Academician Mikhail Nikolaevich Tikhomirov to the national concept of documentary sources (book rarities) preservation. The scientist expressed a generalized view of historical science about how the work on the book heritage preservation at the national level had to be organized most effectively, systemically and “eco-friendly”. From the point of the present-day view on the practice of book rarities preservation in the Russian Federation, he justified the exceptional relevance and proposed the main principles of documents preservation, which are now basic at the law and library practice level.The historical science development determined the establishment of conservation centres in libraries, since a serious obstacle to historical research was the problem of poorly organized and, sometimes, careless storage of historical documents in libraries, museums and archives. In accord to the brief history of scientific conservation in Russia, this time is viewed as the beginning of the most active development of scientific conservation methods and their introduction into library practice.In the middle of the XX century, Tikhomirov proposed and formed the concept of book rarities preservation, consisting of such important components as: scientific research and popularization of book rarities and their value for the society, organization of public and state associations aimed at implementation of these tasks; search and collection of privately owned book rarities on the national scale (archeographic inspection of the territory of Russia), scientific publication of documents, catalogues of scientific descriptions compiling and forming the Union catalogue on their basis; scientific research of the material basis, conditions of ensuring physical safety and arrangement of work on book rarities preservation; legislative and regulatory support of all activities on book rarities preservation.

The European Commission report “Turning FAIR into reality” provides an index of 27 FAIR Action Plan recommendations. This index is used for a self-assessment on CESSDA, the Consortium of European Social Science Data Archives. CESSDA is performing well on “Concepts for FAIR implementation”, “Skills for FAIR”, and “Investment in FAIR”; there is work in progress on “FAIR culture”, and work to start up on “FAIR ecosystem” and especially on “Incentives and metrics for FAIR data and services”. Next, an analysis on the FAIR components, reveals that CESSDA has accomplished the “F”, is working on the “A” – considering the sensitivity and security requirements of social data, just started on “I”, and that there is lack of clarity on what should be in “R”. On Findability, the CESSDA Data Catalogue is explained, showing the building blocks that need to be in place before one can produce a catalogue. The article ends with a forward look on CESSDA's deployment on the FAIR principles.

In this work the Greek seismicity is being investigated by means of Non-Extensive Statistical Physics [NESP]. NESP is a generalization of Boltzmann-Gibbs statistical physics and has been successfully used for the analysis of a variety of complex dynamic systems, where fractality and long- range interactions are important. We use a non-extensive model that is derived from the first principles to describe thefrequency-magnitude distribution of the Greek seismicity for the period 1976-2009 by using a recent earthquake catalogue for the Hellenic region compiled by Makropoulos et al. (2012). The results indicate that the non-extensive model can describe quite well the observed magnitude distribution for the entire magnitude range. Furthermore, the q parameter of the non-extensive model, along with the bvalue of the Gutenberg-Richter relation, are being estimated for different time windows along the time expansion of the catalogue and the variations of these values are being discussed.

Due to the shift from mainly manual labor to an increased portion of cognitive tasks in manufacturing caused by the introduction of cyber-physical systems, there is a need for an updated collection of adequate design principles for user interfaces between humans and machines. Thus, we developed a method for the determination and evaluation of such design principles. It is based on human factors methods and facilitates the assessment of specific work design elements which are supposed to have a significant effect on work performance and the perception of work in cyber-physical production systems (CPPS). Within the application of the developed method, we derived an overview of key design elements in CPPS, developed an experimental platform, and conducted two empirical studies with a total of n = 68 participants. This way, three design elements were investigated, and the findings transferred into preliminary design principles. We can state that the method can be used both for a better understanding of the mechanisms between human factors and work in CPPS. Besides, it helps to provide a catalogue of design principles applicable to SMEs to promote more efficient and successful integration of workers into CPPS.

We argue that plant growth is a highly mechanical process, and that mathematics gives an underlying framework with which to probe its fundamental unrevealed mechanisms. This review serves to illustrate the biological insights afforded by mathematical modelling and demonstrate the breadth of mathematically rich problems available within plant sciences, thereby promoting a mutual appreciation across the disciplines. On the one hand, we explain the general mathematical principles behind mechanical growth models; on the other, we describe how modelling addresses specific problems in microscale cell wall mechanics, tip growth, morphogenesis, and stress feedback. We conclude by identifying possible future directions for both biologists and mathematicians, including as yet unanswered questions within various topics, stressing that interdisciplinary collaboration is vital for tackling the challenge of understanding plant growth mechanics.

Certain elements of the currently used Hungarian pavement design method are based on the mechanistic-empirical pavement design principles, although they are not always readily implemented in practice. When designing a new pavement structure, it is only possible to select predetermined composition from a catalogue. The use of the Hungarian design catalogue is unquestionably comfortable, but nowadays special requirements (e.g. economy, sustainability) have been formulated as well. Those requirements increasingly call for the development of a method that can be used under Hungarian conditions, which can provide for the employment of various material properties. Instead of offering a predefined solution it needs to provide a useful tool for designers to enable realistic comparisons of engineering alternatives. This paper introduces the results of an ongoing research that aims to provide an alternative procedure for the design of newly constructed asphalt pavements. It establishes the framework for better characterization of the material properties of the natural subgrade and bound pavement layers compared to the utilization of predetermined designs. It also provides opportunity to consider local, environmental, geographical and other conditions and innovative building and technology capabilities.

AbstractThis article discusses how Chilean jurisprudence has reviewed the crimes perpetrated by the military regime that ruled Chile from 1973 to 1990. Because the Chilean legislation did not have a catalogue of international crimes until 2009, the jurisprudence had to prosecute the military regime's crimes as common offences—mainly as abductions and murders. After years of resistance to accept international principles, the attitude of higher courts, especially the Supreme Court, started to change in the nineties, consistent with the consolidation of the restored democracy. This change is especially reflected in the question of the validity of the prosecution of these crimes, which were hindered by an amnesty law issued in the period of the military regime and by the statute of limitations. As the Amnesty Law is no longer applicable, today the debate focuses on the non-applicability of the statute of limitations. All this has led to rulings with hybrid content: half domestic law, half international law, a Janus face — as the author mentions — that may be dangerous for the principle of legality.

Appended accounts of Swedish cetaceans and terrestrial mammals are also discussed, as well as Artedi’s ‘principles of ichthyology’, the methodology later employed in his magnum opus, the Ichthyologia of 1738. Evidence that Artedi presented the manuscript to Sir Hans Sloane as a way to introduce himself during his visit to London in 1734 is also provided.

The welfare state aspect is among the central characteristics of German statehood as established by the constitution. For the Basic Law's drafters, it was so indispensable that they included the mandate of a welfare state in the catalogue of constitutional principles which are to have eternal validity within the constitution and which could only be dispensed with at the cost of breaching the constitution, the cost of revolution (Article 79(3) of the Basic Law (Grundgesetzin German; hereinafter “GG”)). Article 79(3) GG codifies the distinction between constitution and constitutional provision made prominent by Carl Schmitt, whose constitutional doctrine of 1928 asserted that, while the constitutional legislature can amend an individual provision in the constitution, the constitution as a whole is not to be changed short of political action transcending the law, that is, a revolution. Article 79(3) GG takes up this idea, insulating certain features of the constitution from amendment. These features—outside all democratic reach and thus quasi depoliticized—include the inviolability of human dignity (Article 1(1) GG) and the nature of the state as a democracy, a republic, a federal state based on the rule of law, and a “social” state (Article 20(1) GG). On closer scrutiny, the principles underlying the state's structure reveal a significant difference between, on the one hand, the principles of democracy, federalism, the rule of law, and republicanism and, on the other, the principle of the welfare state. The four former features stem from long traditions in constitutional law; modern political philosophy has detailed them precisely and the Basic Law concretizes them in thorough regulations. In contrast, the political history of ideas has failed to produce a “flag-bearing” thinker for the welfare state. The establishment of the welfare state has played no significant role in constitutional history. And, on first glance, even the Basic Law seems to provide hardly any specifics as to what exactly makes up its “social” state or, in particular, what normative consequences follow from this constitutional principle. This raises the question: What actually justifies the principle of the welfare state's illustrious position among those constitutional entities endowed with highest relevance? The following discussion develops the answer: Regardless of its limited historical and theoretical traditions, the principle of theSozialstaatfinds its meaning beyond its doctrinal content in its own distinct, symbolic substance.

Policy instruments for a circular economy and for environmental protection both aim at sustainable development, but do not necessarily share the same goals. The purpose of the paper is to assess the coherence with the EU-recognized circular economy principles of a large set of subsidies currently in force in Italy: those listed in the Italian Catalogue of Environmentally Harmful Subsidies and Environmentally Friendly Subsidies. The method is inspired by the OECD’s “Checklist” method and “Policy Coherence for Sustainable Development” approach recommended by the UN 2030 Agenda, which can be usefully applied to all policy instruments, including subsidies and green budgeting. The analysis allows one to identify as many as 56 potentially harmful subsidies for the circular economy in Italy, for a financial value of at least 13.5 billion euros in 2019, and 75 potentially friendly subsidies for the circular economy, for at least 13.0 billion euros. A total of 25% of subsidy schemes analyzed with a circular economy perspective have contradictory effects when compared to the Catalogue’s results obtained with an environmental perspective. The results of the study underline the importance of coordination between environmental and circular economy policies in achieving sustainable development goals. The analysis can be considered a “pilot study” on a national case; its method can be easily replicated by administrations also in ex-ante evaluation of new subsidy schemes.

Scientific libraries use different approaches and tools for subject retrieval. Issues related to electronic subject retrieval are widely discussed in the library community. The purpose of this review is to analyse publications of recent years on the aspects and problems related to subject retrieval in electronic catalogue (EC). For its preparation, the author used publications (and references to them) taken from the national bibliographic database — the Russian Science Citation Index (RSCI); the time coverage is 2003—2019. Particular attention in the studies is focused on the need to combine different information retrieval languages (IRL), thesauruses, subject headings and keywords to ensure effective and multi-aspect search. Since the domestic libraries have accumulated a lot of experience in indexing and retrieval through hierarchical classifications (UDC and LBC), it is necessary to use this at the full extent in the electronic subject retrieval. The authors of the recent studies on subject retrieval consider being the most effective the functioning of classification systems as part of the complex of linguistic tools of electronic catalogue. In the electronic environment, it becomes possible to use classification indexes as a set of characters that maximally reflect the content of the document, what involves the use of all fragments of the index as independent retrieval elements. However, the lexical composition of the classification information retrieval languages needs to be modified for effective use in the electronic catalogue. The main directions here can be as follows: unification of the structure and vocabulary of classification schedules, optimization of the structure of classification systems (using facetization principles), as well as formalization of the use of grammar tools, (it is necessary to ensure the unambiguity of their interpretation in the electronic catalogue). The review presents and analyses the areas where the subject retrieval has been developed in the electronic environment for over the past 16 years. For example, there has been developed and is being implemented the superstructure over Universal Decimal Classification (Library for Natural Sciences of the Russian Academy of Sciences), which allows users of the library to remotely conduct full-fledged subject retrieval. The paper also presents the new developments by the Russian State Library on subject retrieval, in particular, the project “Presentation of classification metadata of electronic libraries using linked data technology”. The author concludes that it is necessary to form a common space of related open data of various libraries.

The Shane & Wirtanen (SW) galaxy catalog, as reduced by Seldner et al (SSGP), is used to calculate the dipole vector of the galaxy distribution. The catalogue covers 86% of the North and 53% of the South Galactic cap (totally 8.8 steradians) and contains about 810,000 galaxies binned in 10′ × 10′ cells with magnitude limit mB ∼ 18.8. Dipoles have been found in the IRAS and in an optical catalogue based on the ESO, UGC and MCG catalogues, with average depths of ∼ 100 h−1 and ∼ 50 h−1 Mpc respectively. The direction of these dipoles is consistent with that of the microwave background dipole which means that the structures responsible for the dipole are present within the limits of the shallower catalogue and dominate the large-scale morpology of the galaxy distribution in both catalogues. It can therefore be expected that these structures will be ‘washed out’ by more distant structures dominating the deeper SW catalogue. The characteristic depth of the SW catalogue is 360 h−1 and the median depth of a cluster sample, identified from the SW catalogue by an objective proccedure, is ∼ 180 h−1 Mpc. Even if a dipole is found there is no apparent reason for it to point towards the MWB dipole direction since other galaxy fluctuations, comparable in size with those responsible for the MWB dipole, should be present in the SW catalogue if the Cosmological Principle is relevant on scales traced by the catalogue.

The purpose of this article is to conduct an axiological and legal analysis of the most popular model of participatory (civic) budgeting in Poland (the plebiscite model). According to the adopted hypothesis, some legal and practical solutions concerning the plebiscite model strengthen public values, while others weaken them. In the research, the combination of three coherent methods was used: (i) a literature analysis, (ii) the dogmatic and legal method, and (iii) interviews conducted with municipal officials responsible for the organization of participatory budgeting (PB), municipal councillors and residents (BP participants). The research covers six Polish cities: Sopot, Gdańsk, Białystok, Kraków, Opole and Warsaw. The axiological and legal analysis of the principles and mode of BP was made using a catalogue of nodal public values, namely values with a significant number of related values (including: human dignity, sustainability, citizen involvement, openness, secrecy, compromise, integrity, and robustness). The research leads to the conclusion that the plebiscite BP in Poland is not axiologically neutral, its principles and mode have both a positive and negative impact on particular nodal public values. The scale of negative impact is definitely greater than the scale of the positive one, although, obviously, the assessment in this respect, even if supported by arguments and scientific analysis, will always remain at least partly subjective.

The rate of entropy production by a stochastic process quantifies how far it is from thermodynamic equilibrium. Equivalently, entropy production captures the degree to which global detailed balance and time-reversal symmetry are broken. Despite abundant references to entropy production in the literature and its many applications in the study of non-equilibrium stochastic particle systems, a comprehensive list of typical examples illustrating the fundamentals of entropy production is lacking. Here, we present a brief, self-contained review of entropy production and calculate it from first principles in a catalogue of exactly solvable setups, encompassing both discrete- and continuous-state Markov processes, as well as single- and multiple-particle systems. The examples covered in this work provide a stepping stone for further studies on entropy production of more complex systems, such as many-particle active matter, as well as a benchmark for the development of alternative mathematical formalisms.

About 160 hours of theoretical education are proposed, clinical teaching should be interactive, with vignettes and supervision covering about 300 hours. There is a need for standardization of psychopharmacology-pharmacopsychiatry teaching at the European level.

Agostino Ramelli’s theatre of machines of 1588 includes a design for a bookwheel, a machine rotating on a horizontal axle which would hold a number of large books open simultaneously in such a way that a reader could bring each into view in turn. Since the 1990s, the Ramellian bookwheel has become an icon of early modern techniques of reading. This paper gives an account of Ramelli’s design and its fortuna; surveys the history of rotating reading machines before Ramelli (all of which pivoted on vertical axles); gives an account of all the known bookwheels constructed on Ramellian and similar principles from the early seventeenth century to the end of the eighteenth century; and argues that these machines appear to have been used as catalogue stands or displayed as prestige objects in great libraries rather than to have aided the reading of learned individuals.

However, the physical explanation of this connection has proved elusive, since it appears that peculiar morphology of a specific type is neither necessary nor sufficient to promote star formation. To explore the relation between star formation rates and galaxy morphology we have selected a sample of galaxies from the Arp-Madore Catalogue of Southern Peculiar Galaxies and Associations (AMC) and the Principle Galaxy Catalogue (PGC), and estimated their star formation rate using the far-infra-red (FIR) power listed in the QMW IRAS Galaxy Catalogue (QMCIGC). There are 933 objects common to all three catalogues, potentially providing the necessary data for the peculiar galaxies.

Open data and data management policies that call for the long-term storage and accessibility of data are becoming more and more commonplace in the research community. With it the need for trustworthy data repositories to store and disseminate data is growing. CoreTrustSeal, a community based and non-profit organisation, offers data repositories a core level certification based on the DSA-WDS Core Trustworthy Data Repositories Requirements catalogue and procedures. This universal catalogue of requirements reflects the core characteristics of trustworthy data repositories. Core certification involves an uncomplicated process whereby data repositories supply evidence that they are sustainable and trustworthy. A repository first conducts an internal self-assessment, which is then reviewed by community peers. Once the self-assessment is found adequate the CoreTrustSeal board certifies the repository with a CoreTrustSeal. The Seal is valid for a period of three years. Being a certified repository has several external and internal benefits. It for instance improves the quality and transparency of internal processes, increases awareness of and compliance with established standards, builds stakeholder confidence, enhances the reputation of the repository, and demonstrates that the repository is following good practices. It is also offering a benchmark for comparison and helps to determine the strengths and weaknesses of a repository. In the future we foresee a larger uptake through different domains, not in the least because within the European Open Science Cloud, the FAIR principles and therefore also the certification of trustworthy digital repositories holding data is becoming increasingly important. Next to that the CoreTrustSeal requirements will most probably become a European Technical standard which can be used in procurement (under review by the European Commission).

Unexpected load conditions or component damages are summarised as disruptions caused by nesciense that may cause damages to the system or even system breakdowns. Disruptions caused by nescience can be controlled by analysing the resilience characteristics and synthesising resilient load-carrying systems. This paper contributes to a development methodology for resilient load-carrying systems by presenting a resilience applications model to support engineers analysing system resilience characteristics and behaviour. Further a concept of a systematically structured solution catalogue is provided that can be used for the classification of measures to realise resilience functions depending on system adaptivity and disruption progress. The resilience characteristics are illustrated by 3 examples.

Title: Inclusive Design and Service Accessibility Improvement for Various Users in Petra Christian University Library In the context of Indonesia, Act No. 8 of 2016 actually recognizes the rights of the disabled. Unfortunately, the UNCRPD implementation seems not quite effective. Many educational facilities are not accessible for the disabled or the People with Disabilities. The learning environment has an indirect impact on student achievement, creating a positive attitude, higher motivation for learning and no doubt better performance. The accessibility aspect of learning places is crucial for educational facilities such as university Library. Petra Christian University (UKP) is located in the heart of Wonocolo District, Surabaya, East Java-Indonesia. With the motto "Learning zone that cares ". Library@Petra wants to be a learning center that caters to academics, and practitioners. Library@Petra is the largest and most complete academic library in East Java. On the other hand, many users find accessibility barriers to Library@Petra-owned facilities built in the 1980 's. Accessibility issues for all users are generated from Focus Group discussion (FGD) discussions, involving people with disabilities, elderly, pregnant women following children in accordance with User – Centered Principle. The Library@Petra redesign was submitted based on the principles of inclusive design submitted by Tanuwidjaja (2015). An Equitable Use but Reasonable Principle will be met through providing a help corner for users with special needs, accessible pathways and space to spin, as well as accessible meeting and toilet areas. Simple and Intuitive Use Principle will be filled with braille/visual and directional guides for the blind and other. The principle of requiring Low Physical Effort applied to accessible toilets and assistance to retrieve books in specific areas that are hard to reach, computers for users with special needs (blind users) are provided for reading, to access e-books and catalogs. Prohibition of Usage Error is recommended with the installation of a fence as high as 150 cm around the elevator aisle and anti-slippery floor. These recommendations were found difficult to be addressed because of the limited university's budget and the use of active Library@Petra throughout the year. Therefore, it is proposed a Special Assistance Corner for special users including disability as a first step. Abstract The traditional archive catalogue constitutes a form of structural and descriptive metadata that long precedes the internet; and the cataloguing of photographs is just one part of a process of archival administration. The application of keywords to images contrasts with archival prose description, which is based on the visual content of the image and is predominantly context-free; a remediation of the image itself. At the heart of this lies the notion that the single photograph is itself devoid of context; it is a discrete embodiment of shutter time and there is nothing certain either side of that. Thus, one can only speculate at its context, and institutional description techniques actively avoid such speculation. Yet context in the archive is ever-present and key to the function of images as objects of information and evidence. It is built through static relationships, through the situating of photographs in accordance with the concept of original order, and it is replicated through storage systems and hierarchical catalogue entries. Such orders, hierarchies and relationships are absent within sets of images that are brought together by keyword search, including through the websites of archival institutions that struggle to reconcile archival principles and identity with network culture. Images are transported to places where contextual information is at best difficult to access, especially for those unfamiliar with archival interfaces. In contrast to the controlled stasis of archival storage and interconnected recordkeeping systems, network storage is messy, unstable and poorly described. However, we must accept that context is not a prerequisite for many users, and for them the networking of archival images denotes a freedom; a democratisation of the archive. But in a media-driven society that is becoming more and more indifferent to the evidential value of documents of any kind, the context-free image is left predisposed to exploitation.

Digitization of printed publications by libraries is a source of bibliographic information; it provides users with wide accessibility to electronic bibliographic resources. The notion of “digital copies” is considered. The emphasis is focused on digitization of reference and bibliographic publications from the holdings of the Russian State Library (RSL). The main access points for digital copies of bibliographic publications — of local and remote access — are identified. There are determined the basic positions, confirming the importance of the translation of bibliographic indexes into a digital format. The approaches (methods) used by libraries in the selection of publications for digitization are revealed. The principles and criteria of selection of publications for digitization are studied.Based on the studied material, the conclusion is made on the need to develop special criteria for selection applicable specifically to bibliographic publications. Recommendations and proposals for the development of selection principles for bibliographic indexes are given. There are given the options and ways of reflection of digital copies of bibliographic indexes in the electronic catalogue and the e-library of the RSL on the basis of study of the library website. There are analysed the possibilities of access to the content of the electronic library and considered the options for finding and providing users with digital copies. As a result, it is concluded on the necessity to form collections by types of documents in the electronic library.The proposals will contribute to the improvement of the quality of digital content of the electronic library.

Abstract:
The ontological development of law in the metaphysical sphere ends with the categories that are a subject of a separate part of the philosophy of law. The categories of constitutional law represent the beginning of ontological development in the empirical, positive sphere. Like certain categories pertaining to the separate part of the philosophy of law, which constitute a consistent logical system, all the categories of the constitutional law have to be in the same, logically consistent harmony. The constitutions were not based on the logical, consistent structure in the former legal practice. They were based on a tradition that made a common collection (catalogue) of the constitutional rights. A distinction between constitutional law and all other areas of positive law has to be clearly set. The constitutional law is made of constitutional principles, which do not have normative character, and which are the outcome of the proof of truth, while the remaining area of the positive law has normative character and is the outcome of legitimacy rule of reasoning.

The article is a selective presentation of problems related to family diagnosis in the context of the role of a family assistant as a diagnostician. The main task of a family assistant is to support the family in the implementation of the care and educational function and to help improve the quality of family life. This is possible if the needs of the family in this area are recognized. The author selectively describes the professional role of a family assistant and shows its unique importance in the implementation of the diagnostic function. She indicates the most important factors which describe the functionality of the family, replacing the notion of health and pathology of the family with the criteria for its proper functioning. The author also attempts to catalogue the most important diagnostic criteria for the assessment of family functioning and also selectively indicates the basic principles of diagnostic procedure. She constructs a family diagnosis model, taking into account basic diagnostic competences and points out the need to include them in the process of professionalization of the family assistant’s profession.

The article is devoted to the study of the process of creating and designing a site-catalogue of modern web resources for its usage by informatics teacher in his professional activities. Site Directory is a site that contains structured links that lead to other web resources and their short description. Web resources offer wide opportunities for a teacher and students, give access to a large array of relevant diverse information, and its rapid exchange during the lessons of computer science. The article covers the analysis of such concepts as "designing", "information architecture", "style in the design of the site". There were analyzed the draft order of the Ministry of Education and Science of Ukraine and sites that promote the preparation of teachers for lessons, get them acquainted with modern information and communication technologies in education. The general theoretical foundations of web site creation are considered: their types, structure, methods of data storage and processing. Besides, the key principles of designing web resources are described. The information architecture and its components are described in detail. The design process is described in the general sense as well as one of the stages of creating a website. Proper attention has been paid to the study of web design, its principles and features, and the user interface; its main elements, components and structural blocks and rules of their use were considered. The practical significance of this study is that it can be used for a full design a website-catalog of web resources for informatics teachers.

AbstractGaia photometric capabilities should distinguish quasars to a high degree of certainty. With this, they should also be able to deliver a clean sample of quasars with a negligible trace of stellar contaminants. However, a purely photometric sample could miss a non negligible percentage of ICRF sources counterparts - and this interface is required to align with the ICRS and de-rotate the GCRF (Gaia Celestial Reference Frame), on grounds of continuity. To prepare a minimum clean sample forming the initial quasar catalogue for the Gaia mission, an all sky ensemble was formed containing 128,257 candidates. Among them there is at least one redshift determination for 98.75%, and at least one magnitude determination for 99.20% of the targets. The sources were collected from different optical and radio lists. We analyze the redshift, magnitude, and color distributions, their relationships, as well as their degree of completeness.Complementary, the candidate sources enable to form an optical representation of the ICRS from first principles, namely, kinematically non-rotating with respect to the ensemble of distant extragalactic objects, aligned to the mean equator and dynamical equinox of J2000, and realized by a list of adopted coordinates of extragalactic sources.

The paper considers principles of naming the bells and the main features, according to which the bell could get either name. Scientists believe that to a greater extent the structure of such onym units characterizes the specifics of how the bells were treated in Kievan Rus and the overall attitude of the Russians to them. The study was based on the analysis of the unique catalogue containing linguistic units and reflecting the history of bells, bell ringing and bell casting. The main sources of the study included compiled chronicles, archive materials, register of monastic and temple property, inscriptions on bells, and church charters. The study was conducted through comparative-historical, linguistic and cultural analysis, as well as field analysis within the cognitive stylistics. As a result, 51 bell names and their historical background were analyzed. The authors conclude that the study of linguistic units related to the history of bells and bell ringing in Russia alongside with their casting features will make it possible to bridge the historical knowledge gap and to draw some conclusions on the way the Russians perceive the linguistic worldview of this unique element of the Russian culture.

The study presents critical reflections on the course and results of Polish local self-government reforms from March 1990, when after 40 years of the system of territorial soviets (national councils), self-government was reintroduced into communes, until January 2018, when an attempt to improve the systemic institutions of self-government in communes, poviats and voivodships was once again revisited. The author points out significant discrepancies between the basic ethical and political values of local self-government, i.e. democracy, independence and efficiency, and the changing content of self-government systemic laws as well as the practice of local authorities’ operations, and formulates proposals aimed at repairing Polish local self-government by adjusting its organisation and functioning to the principles resulting from the Constitution of the Republic of Poland and the European Charter of Local Self-Government. He considers as the most important the elimination of pathological phenomena of simulated local democracy which include: a drastically low turnout in elections and referenda, the disappearance of democratic responsibility of local self-government bodies, and the autonomy of the directly elected executive body of the commune from the influence of the local representation. From this point of view, he positively assesses the new regulations, strengthening the guarantee of transparency of operations carried out by local self-government bodies and control rights of councillors, as well as expanding the catalogue of initiative, consultative and control powers of citizens. He points out, however, that ensuring real democracy in of the local authorities requires a deeper reconstruction of the principles of self-government, the election process, and strengthening the role of representation in creating and enforcing the responsibility of executive bodies.

In it, he describes his journey from Copenhagen across the Netherlands to Paris, and he relates his impressions and experiences, especially during the eight months spent in that city. He describes in detail the salon and the exhibition of contemporary art at the Musée du Luxembourg that year. He also makes a number of observations about his daily life, friends and activities, and lastly states that he is on his way to Sèvres, to paint on porcelain.In addition to publishing the letter in its entirety, this article provides an account of the painter’s background, and an analysis of the experiences related and observations made in the letter. It further provides background on the salon: its format and organizational principles, its location, opening hours, visitors, contents and catalogue. Additionally, detailed commentary is provided on Jensen’s observations on the art at the salon and at the Musée du Luxembourg, as well as on Jensen’s life in the city. The article concludes with an appraisal of the importance of the journey to Jensen and his art.

The objective of the study is to analyse and evaluate the legislation in force governing the sources of revenues of metropolitan associations. The statutory catalogue of the sources of revenues of metropolitan associations includes funds derived from local authorities that, to a limited extent, may be influenced by the bodies of metropolitan associations or the bodies of member municipalities. In the course of research, with the application of the dogmatic-legal method supplemented with an empirical-analytic method, the following hypothesis has been verified: a potential lack of relevance of funds, in static terms, with respect to the scope of public tasks of metropolitan associations as provided for by the Act may be adjusted jointly by their bodies and their members. The principles of the amounts and collection of subscriptions from the municipalities in the Górnośląsko (Upper-Silesian)-Zagłębiowska Metropolis, the proportion of personal-income tax receipts from natural persons residing within said municipalities, and the procedure under which subsidies are made from municipality budgets to metropolitan association budgets have been presented. It has been determined that the main source of revenues is the proceeds of personal-income tax. Subscriptions have been found to be of supplementary importance, whereas subsidies from municipality budgets have not been recorded.
