Abstract:
Antonio Rosmini and Garrett Sweeney have each contributed to the debate on the appointment of bishops in the Roman Catholic Church. Revisiting their arguments reminds us of the changes in the mode of appointment in the course of church history, and of the comparative recency of the current mode. The vigour of the debate in recent years may be traced to a shift in the self-perception of the church since Vatican II. This shift seems to demand a re-examination of the mode of appointment, and its adaptation to the times.

After the serious conflict that opposed the Catholic Church to the liberal State in the 1820s and 1830s, in Portugal, the Church was deprived of its economic base and subject to the state control in the appointment of bishops and parish priests. But unlike other European countries, this cleavage did not, as has been tried, give rise to a relevant “catholic” party. To this end, the State (with the consent of the main parties) avoided any break in the country's Catholic identity, keeping the Catholic religion as an official religion and integrating the hierarchy and other clergy into political functions. At the end of the regime, republicanism grew inspired by a secular anti-clericalism

Abstract:
In 1572, when the provinces of Holland and Zeeland were almost completely overrun by the ‘Geuzen’, Pope Gregory XIII (1572-1585) succeeded to the Holy See. In 1578 this Pope forbade the Roman Catholics in the rebellious provinces to give any civil or military service to the rebels’ authority—on penalty of excommunication—and identified Catholicism with being faithful to the Spanish cause. When this Pope died in 1585, there was reasonable hope held in Rome that the recapture of the Northern Netherlands—and hence the restoration of Catholicism—would soon be realized, as Parma’s campaign was succeeding in the South of the Netherlands and one town after another fell into his hands.During the pontificates of Sixtus V (1585-1590) and Clement VIII (1592–1605) it gradually became clear to the Holy See that in the Northern Netherlands an independent state under Calvinist authority might be in the making. In these provinces the episcopal sees, set up in 1559, were either vacant or deserted since the bishops lived in exile. In spite of requests by Philip II the Holy See postponed the appointment of new bishops. However, in 1592 Clement VIII appointed an administrator, a ‘vicar apostolic’, who, in the name of the Pope, was to administer all the provinces where Calvinism had gained the upper hand, notably the area north of the great rivers in the present-day Netherlands. This vicar apostolic Sasbout Vosmeer (1592–1614) was consecrated in 1602 and given the title of archbishop of Philippi inpartibus infidelium.

Abstract:
The Kingdom of SCS and the Holy See established diplomatic relations in March 1920. The Holy See accepted the new country with hostility and hesitation. The nuncio monitored not only the state’s religious policy but also the political atmosphere. He wanted to achieve unity among Roman Catholics in the civil and political spheres. The authorities of the Kingdom of SCS emphasized the need to maintain religious unity as the primary motivation in preparation for the concordat negotiations. Meanwhile, the Roman Catholic Church hierarchy dissatisfied with the state’s religious legislation asked the Holy See not to sign a concordat until their conditions were met. Much of the controversy during the talks concerned government ownership of church land, the establishment of religious orders, and the appointment of bishops. The negotiations were postponed with the intention of being continued. The 1925 talks did not achieve the goal but helped to define certain issues.

Abstract:
AbstractThis article begins by examining what is meant by the Catholic Reformation and how it relates to the other frequently used term, Counter–Reformation. It then discusses the different ways Catholics and Protestants in the early 16th century understood ecclesial reform. Next there is a consideration of the call for a general or ecumenical council to resolve the differences between the Catholics and Protestant reformers; the reasons for the delay of the council; and the reasons why the Protestants did not participate. The article then provides a summary of the three main periods of the Council of Trent: 1545–1547; 1551–1552; and 1562–1563 along with the 1547–1549 Bologna period. This is followed by a detailed overview of the reforms of the council, which were both doctrinal and disciplinary. The article shows that, while abuses related to various Catholic practices and the sacraments were addressed, the main concerns in the various disciplinary decrees related to clerical corruption and immorality. The article addresses the need for bishops to reside in their dioceses; stop clerical corruption, greed, and nepotism; and establish seminaries for the proper formation of priests. After the review of the disciplinary reform decrees, attention is given to the Catechism of the Council of Trent that served as a resource for parish priests in their instruction of the faithful. The final section considers viewpoints of different historians regarding the effect of the Council of Trent on reform within the Catholic Church.

Resumo: A visibilização da população LGBT e sua luta por cidadania traz grandes desafios à teologia e à pastoral. As características desta população e os problemas que a afligem interpelam a reflexão e a solidariedade. A conquista de seus novos direitos na sociedade se dá também com a colaboração de muitos cristãos, nem sempre com o apoio de suas igrejas. No ensinamento da Igreja Católica, há aberturas e resistências tanto em nível universal quanto nas conferências episcopais. A renovação no pontificado de Francisco se faz com abertura pastoral, novos enfoques doutrinais, gestos ousados e o desencadeamento de novos processos, como a preparação e a realização do Sínodo dos Bispos sobre a família, e a exortação aos teólogos a se lançarem nas questões de fronteira e assumirem os conflitos que afetam a todos. Isto incide na relação com os LGBT, impulsionando a novas interpretações da Bíblia, da lei natural e dos estudos de gênero.Abstract: The growing visibility of LGBT people and their struggle for citizenship is bringing great challenges to theology and pastoral action. The characteristics of this population and their problems call for reflection and solidarity. The conquest of their new rights in society has the collaboration of many Christians, but not always with the support of their churches. In the teaching of the Catholic Church, there are openings and resistance both at the universal level and in the episcopal conferences. The renewal in Pope Francis’ pontificate is producing pastoral initiatives, new doctrinal approaches, bold gestures, and triggering new processes, such as the preparation and implementation of the Synod of Bishops on the family, and the exhortation to theologians to deal with borderline issues and treat the conflicts that affect everyone. This has an impact on the relationship with the LGBT community, leading to new interpretations of the Bible, natural law, and gender studies.
