Currently, the issue of preservation and effective use of cultural heritage is relevant. Bryansk region has a significant number of valuable historical and cultural monuments. Almost every district is rich in unique places of interest, a special place among which is occupied by the estate. Within the framework of the concept of landscaping of the estate of Alexei Konstantinovich Tolstoy in the village of Krasny Rog, Pochepsky district, Bryansk region, together with the company "Bryanskpromburvod" were carried out field surveys, engineering-geological, hydrological surveys and other necessary activities in order to compile a pre-project proposal for the reconstruction of the source of artesian water, taking into account archival and bibliographic materials, with minor changes in view of the current state of the territory of the object of cultural heritage. Taking into account engineering-geological and hydrological researches, results of full-scale inspection of the territory, the technology of drilling of a well, necessary materials and the equipment for its arrangement is picked up. The article considers the issue of attracting tourists and vacationers to the source of artesian water in the estate of Alexei Konstantinovich Tolstoy. Above the source it is recommended to install a pump room for the release of water, in order to protect it from pollution, and perform it in the architectural style corresponding to the period of life of Alexei Konstantinovich Tolstoy in the estate. Historical and cultural heritage can act not only as a factor in the development of spiritual life, but also as one of the promising areas of economic development in the Bryansk region. The attractiveness of the Museum-estate increases the tourist attendance, and part of the funds can be used for the maintenance of cultural heritage.

The influence of project management in construction industry has been increased significantly in recent years due to development of various management tools, such as BIM for instance. Nevertheless, all technological innovations and developments are based on a fundamental knowledge and skills in this area, such as: correct scope, time, cost and quality management. The previously mentioned skills are widely known, described in detail and employed in a varying degree all over the world. However, the results of project planning that have been achieved, albeit in the exact same manor may vary greatly throughout the world due to parameters in standard databases in different countries, such as activity costs, established workforce performance and formation of the crews. The task of this research is to develop an economical, cost and time planning for the execution of construction for the residential estate, according to the fundamental management tools based on the Russian and Spanish standard databases, in order to examine the distinct differences between said databases.

Software Engineering practices aim to improve the softwaresquality, which includes Open Source Software (OSS). This work aims to identify software engineering practices in the OSS projects OwnCloude Nextcloud. We perform a scientific literature review, using digital databases such as the Google Scholar and CAPESPeriodic Portal, and also search using the gray literature. We conclude that good practices of software engineering are applied into both cloud storage projects OwnCloudand Nextcloud. However, we found that the major focus is still on coding, and therefore, other development processes, such as documentation, effective control of change management and quality management processes, should receive more emphasis

While welfare programmes lead to perpetual dependency on government, the study concludes that housing provision linked to Local Economic Development can empower people in an informal economy. This can inform future studies on how the improvement of service delivery can translate into the improvement of the people’s lives.

Abstract:
Partial care is the care of more than six children on behalf of their parents or caregivers for a temporary period during the day and could include overnight care. Access to partial care and Early Childhood Development (ECD) services are important for child development. South Africa does not have minimum standards for provision of ECD and funding for it is limited. A Children's Bill has been proposed to replace the Child Care Act no 74 of 1983. In the proposed Bill, both partial care and early childhood development will be regulated. This study attempted to explore partial care and early childhood development in Cato Manor, an informal settlement in the process of development. The study was qualitative with a sample of twelve facilities selected from partial care facilities in the community. Interviews were conducted with facilitators from the facilities about their experiences and challenges of providing partial care in the community, using a semi structured interview schedule. Observation of the facilities was also made using an observation checklist to ascertain resources and the physical environment. The findings showed that three categories of partial care facilities existed in Cato Manor. The different cateqorles had inequalities in resources, leading to differences in the nature of care and programmes children were offered. The findings indicated that there were problems associated with registration and monitoring of the facilities. Lack of funding was shown to be a big challenge for the facilities. Community efforts of establishing facilities need to be strengthened. The registration process of facilities needs to be simplified and communication between government departments responsible for registration and the facilities improved. Facilitators need assistance to have access to available funding.

Abstract:
This thesis provides an overview of the history of urbanisation in South Africa) showing how the resultant fragmented) sprawling spatial form serves to degrade the environment as well as aggravate the plight of the poor. It is argued that science has played a significant role in affecting the way in which planning interacts with the environment. Science has allowed for the domination over) and the manipulation of the natural environment. The popularity of positivism has served to entrench a dualism between the natural world and people - resulting in both entities being planned for separately. This control over the ' natural environment is most apparent in cities. In an attempt to alleviate the marginalisation and domination of the natural environment) a number of radical approaches towards the environment have gained popularity internationally) including ecofeminism and ecosocialism. It is argued however) that these radical approaches are inappropriate within a South African context) as they serve to politicise the environment) and are in fact inherently reductionistic and dualistic. This thesis suggests that sustainable development is an appropriate paradigm to bridge this duality) as it addresses the long term needs of people and the natural environment. A sustainable development approach for cities takes its lead from Local Agenda 21) which encourages cities throughout the world to develop strategies to ensure an improved quality of life for all their inhabitants) without depleting the natural resource base upon which city functioning depends. South Africa is currently undergoing a period of dramatic political and social change. Associated with this transition) new ways of reconstructing cities to increase the quality of life of all South Africans) especially the poor and marginalised are envisaged. This would necessarily include increasing the efficiency of the present urban form. The redevelopment of Cato Manor is used as a case study) illustrating its potential to contribute towards a model for sustainable urban development. This is done through a critique of the planning process as it is unfolding presently. The period of transition provides scope for the introduction of a sustainable development model within planning for low income communities in the Cato Manor project. However) the development has been plagued with 1I1 a number of challenges including institutional, legal, financial, environmental, capacity and public awareness. These challenges have thus far hindered the successful introduction of a sustainable development model, as the development does not appear to meet a primary objective of sustainable development - alleviating poverty and increasing the quality of life of all people, without imposing unsustainable demands on the natural environment.

Abstract:
In South Africa, non-motorised transport (NMT) modes such as cycling and walking are generally used by poor people to access centres of employment, public services (for example, library, educational institutions, public transport) and other amenities as well as for recreational activities. Notably, the lack of integration among the different public transport modes (namely, NMT, bus, train and minibus) creates a major obstacle in the provision of an integrated, sustainable and effective public transport system. Likewise, the absence of proper recognition of NMT in government and social strata creates a problem in the supply of a satisfactory public transport service, that is, a public transport service that meets the needs of all users. Motivated by the gap in NMT integration with the overall public transport system, the study was undertaken to explore enabling factors to integrate NMT as a key element of the Integrated Rapid Public Transport Network (IRPTN). Social and political factors were explored, specifically, post-modern theory in urban transport planning and policy. In addition, the study explored enabling factors to integrate NMT as a feeder service and key element of an IRPTN from the perspectives of the participants of the study. The results of the study showed that infrastructure, the environment, promotion, and safety and security were identified as enabling factors to integrate NMT as a key element of an IRPTN. According to the results, government needs to promote NMT use. Subsequently, construction and the repair or widening of sidewalks and roads needs to be done. The results also showed that attractive NMT environments are necessary as well as adequate safety and security measures along NMT routes. It is suggested that a seamless, safe, inclusive, affordable, effective and reliable public transport system could be provided once these enabling factors are in place. Further research is advised, within the wider public transport population in eThekwini, as well as other NMT and public transport systems. The emphasis of this research should be on finding out whether the broader public transport population responds in the same way to the idea of integrating NMT and public transport.

Abstract:
This study assesses the role of skills development initiatives in promoting Local Economic Development in Cato Manor Township. The study objectives were: To investigate the concept of skills development initiatives as it is used as an LED strategy in South Africa and Cato Manor Township in particular; to identify and evaluate the methods or procedures used for skills development initiatives towards LED strategies in Cato Manor Township; to assess the effectiveness of skills development initiatives in Cato Manor Township and to highlight the lessons learnt through comparison with international and local precedents on the effective implementation of skills development initiatives. The methodology for this research study incorporated the use of primary and secondary data sources. Primary data sources include interviews with stakeholders that play a role in the implementation of skill development initiatives in Cato Manor. Interviews were conducted with the Cato Manor Development Association (CMDA) as the core founder of LED in Cato Manor Township. Key Area Based Management (ABM) officials and the eThekwini Municipality Town Planner were also interviewed. A questionnaire survey was administered to a sample of 20 Small, Medium and Micro-Enterprises and the perceptions of the Ward Councillor and Ward Committee added value to the discussion. The key findings revealed the extent to which skills development initiatives as LED strategies have been effective in Cato Manor Township. Such initiatives have been used as tools to lower the level of prevailing, eradicate poverty, create employment opportunities and encourage the growth of small and medium-sized enterprises. Skills development initiatives have been major role players in the redevelopment strategy for this township, even though shortcomings were identified as hindrances to their contribution to sustainable development. Four main factors that contributed to the success and failure of skills development initiatives in Cato Manor Township were identified: skills development and employment opportunities; the upgrading and maintenance of business infrastructure; social development, poverty alleviation and skills development initiatives in Cato Manor Township; and youth empowerment with skills training programmes. Major findings revealed that skills development initiatives as LED strategies do not effectively target all areas of development, there is still more to be done to accelerate the economic and social growth. Therefore, the study recommends new and transformed methods or procedures of skills development initiatives as LED strategies in Cato Manor Township. That includes a holistic target of all principles of sustainable development such as economic, social and environmental development. The study also emphasizes the importance of adopting monitoring mechanisms such as the developing an LED model to guide and monitor development strategies within the area. Abstract:
This study identifies and explores the clustering effects of external economy and joint action of SMMEs throughout clusters in Clairwood and Cato Manor in Durban. It attempts to contribute to an understanding of clustering effects of SMME support intervention that aligns with a wider initiative by local government to engage in the redevelopment of previously disadvantaged areas. Particularly in the South African context, the market structure is marked by enormous unequal access to basic services based on location and education among other factors to counteract obstacles to SMME development. Agglomeration generates external economies like cooperation, information sharing and inter-firm interaction. Joint action between SMMEs in these clusters and external actors harnesses the collective efforts of all actors to promote specialisation, innovation and upgrade in SMME clusters. A survey method that combined quantitative and qualitative techniques was applied to conduct voluntary, semi-structured interviews using a questionnaire. External economies, such as, supplier linkages, repayment of money borrowed and upgrade point to the extent of interactions based on a collective and shared knowledge base. Also, the pursuit of joint action is explored through existing partnerships and the potential for partnerships between enterprises in the future, highlighted qualitatively by prevailing sentiments of entrepreneurs. The findings suggest that clustering effects in Cato Manor and Clairwood are complex. SMME clustering effects reveal layers of an incipient industrialisation process with two major challenges. External economies for generating relationships with supplier networks are tenuous. Though there is flexibility, it is not sufficient to increase inerfirm relationships. Training is lacking among 53 percent of entrepreneurs in the sample. This undermines learning and cooperation for cluster specialisation. Joint action is extremely limited and difficult to achieve. The findings show that 73 percent of survivalist and micro enterprises are individually owned. In sum, cluster effects reveal that enterprises are involved in unrelated activities within the same clusters, which undermines agglomeration and collective efficiency in SMME clustering. Future research must explore the feasibility of targeted support interventions at SMME clusters that are engaged in similar and related activities by location with specific outcomes for SMMEs development in clusters.

The increasing recognition that millions of women and children die every year as a consequence of the poor health of the mother coupled with inadequate care before, during, and after delivery, has highlighted the importance of seeking women's views of health services in order to contribute to improving women's health. In order to shed more light on women's views of health services, this study explores women's experiences of MCH and FP services in Cato Manor in KwaZulu-Natal. The study looked at a number of factors including knowledge of reproductive health services and interpersonal relations between women and health providers. In-depth interviews with service users and CBHWs as key informants were used to obtain information for the study. The results suggest that the majority of the MCH service users expressed overall satisfaction with the services. Discontent mainly rose from lack of contraceptive counseling and the long waiting times at the clinic. Thus, suggestions to improve service delivery included increasing contraceptive counseling especially with regard to the range of methods and their side effects. The study also argued for sustainable improvements in women's health and increasing involvement of men in ensuring positive reproductive health outcomes for women.

Abstract:
Community radio and participation - the case ofSiyaya FM illustrates that radio is a powerful tool when it comes to communication and empowerment for active listeners. However, it also shows that community members are not empowered to the same extent if they are not engaged. Participation is essential for development and empowerment as described by, among others, Chambers (1983). At the same time the thesis demonstrates that it is difficult to involve all parts of a community because of power structures and therefore the radio station might end up empowering people already in power. Siyaya FM has, however, a role to play in Cato Manor with its high unemployment rate by training people the tool of radio and also educating listeners and informing them of important issues that can improve their knowledge. In addition, the radio station can take part in building social cohesion among the different groups of community members. By strengthening community radio stations the national authorities have a potential to meet the goals of their development strategies, while at the same time fulfilling the constitutional promise of freedom of speech for all by creating access to the airwaves for everybody. However, funding shortages create obstacles for many South African community radio stations to fulfil their task as community developers.

Abstract:
The latest climate change adaptation strategies adopted by local governments in Japan are discussed. A nationwide survey demonstrates several significant findings. While some prefectures and major cities have already begun to prepare adaptation strategies, most municipalities have yet to consider such strategies. This gap must be considered when studying the climate adaptation strategies of local governments in Japan, as municipal governments are crucial to the implementation of climate adaptation strategies due to high diversity in climate impacts and geographical conditions among municipalities within each prefecture in Japan. Key challenges for local governments in preparing adaptation strategies are the lack of expert knowledge and experience in the field of climate change adaptation, and compartmentalization of government bureaus. To address these issues, an interview study of six model prefectures in the SI-CAT (Social Implementation Program on Climate Change Adaptation Technology) project by the MEXT (Ministry of Education, Culture, Sports, Science and Technology) was conducted in order to understand the details of challenges raised by adaptation among local governments in Japan. The survey results reveal that local government officials lack information regarding impact projections and tools for evaluating policy options, even though some of them recognize some of the impacts of climate change on rice crop, vegetable, and fruit production. In addition, different bureaus, such as agriculture, public health, and disaster prevention, focus on different outcomes of climate change due to their different missions. As this is the inherent nature of bureaucratic organizations, a new approach for encouraging collaboration among them is needed. The fact that most of the local governments in Japan have not yet assessed the local impacts of climate change, an effort that would lay the groundwork for preparing adaptation strategies, suggests the importance of cyclical co-design that facilitates the relationship between climatic technology such as climate models and impact assessment and local governments’ needs so that the technology developments clarify the needs of local government, while those needs in turn nurture the seeds of technology.

Surveys—data collection based on standardized questionnaires— started with censuses thousands of years ago. However, it was only in the 1930s, following some breakthrough developments in applied statistics, that the sample survey data collection approach was widely acknowledged. The possibility of inferring about the total population from samples of 300 or 1,000 units radically expanded the potential of survey data collection. In addition to sampling, survey data collection procedures also rely on a proper measurement instrument (i.e., a survey questionnaire) as well as effective administrative and managerial activities. Since the 1930s, opinion polling has become a major tool of democratic development (Gallup & Rae, 1968). Official statistics have recognized the enormous potential of survey data collection for the fast estimation of crops, industry outputs, unemployment, and so forth. Further, the marketing and media industries obtained a tool to effectively measure the characteristics of their target groups. The survey industry has therefore become an established activity with its own associations (e.g., ESOMAR, AAPOR), codes of conduct, publications, conferences, professional profiles, and large multinational companies generating annual revenues worth billions of dollars (e.g., A.C. Nielsen). Surveys were traditionally performed as personal interviews, over the telephone or in the form of selfadministrated questionnaires. Information-communication technology (ICT) developments introduced radical changes to the survey data collection processes, particularly because the core of this activity is manipulation with the information itself. The early implementations of ICT in survey data collection are linked to computer developments. Mass computerization started with the emerging PC in the 1980s and enabled computer-assisted survey information collection (CASIC), firstly with the introductionn of computer-assisted telephone interviewing (CATI). In the late 1980s, portable computers started to be used with face-to-face interview data collection, leading to computer-assisted personal interviewing (CAPI). When personal computers started to become the mainstream, computerized self-administered questionnaires (CSAQ) were implemented in various forms. The last crucial milestone came in the 1990s with the rise of the Internet, which enabled e-mail and Web-based types of CSAQ. This started a new stream of ICT development which is radically transforming the entire survey industry. Internet-based data collection will soon become the mainstream survey mode. Studies for 2005 projected that market research organizations worldwide would generate over a billion dollars in revenue on the basis of Internet surveys (Terhanian & Bremer, 2005). In addition, about 40% of research work in the USA in 2003-2004 was conducted on the Internet (E-consultancy, 2004).
